contain Yourself:
Making Potted Plants Pretty
B
ack in the day, when I used to go to the nursery, I always wondered why their color bowls and planters filled with annual or perennial flowers were always blooming profusely and looked so darn amazing, while the pots that I attempted at home always looked like, well, like I did them. Through trial and lots of error, here’s what I discovered about making my containers look as exceptional as the ones at the nursery or better. Planting • Use more plants, and put them closer together than is recommended on the little plastic tag. This results in a finished look from the beginning and gets even better as the plants grow in. • Whether starting from six packs or four-inch containers, don’t buy overgrown or root-bound plants. Young seedlings in bud are best. At the nursery, when no one’s looking, I’ll gently knock a few out of their cell packs to check the roots before buying. •Use a quality potting soil such as FoxFarm Ocean Forest for everything you grow in containers. • Arrange plants appropriately. Put taller plants in the center and graduate to shorter or trailing ones toward the edges if using a round container that will be viewed from all sides. Plant taller plants in the back if viewed from one side. Watering •Water thoroughly and often until the plant roots have grown out into the surrounding potting soil. Oftentimes, plants are grown in a very “peaty” mix that can be difficult to rewet if allowed to dry out completely. • As plants become established, keep soil evenly moist. Don’t allow soil to completely dry out, but avoid watering when it’s already wet. Feeding • At planting time, I mix an organic pre-plant or flower bloom fertilizer such as Dr. Earth or E.B. Stone into the potting soil. • To keep flowers coming, I use ½ or even 1/3 of the recommended dose of Maxsea 3-20-20 or fish emulsion every other week or so. Other Tips • Remove spent flowers (deadhead) continuously to keep plants blooming. • Choose the proper plants for the appropriate exposure. If short on sun and you want to have colorful containers in the shade or filtered sun, use impatiens, or other shade-loving flowers. On the other hand, zinnias, marigolds, and petunias won’t bloom in low light and need full sun. • Small containers naturally dry out faster. Use the largest pots you can manage. • Clay pots are porous and have to be watered more often. Plastic ones retain moisture but look ugly. When possible, I plant into plastic pots and then slip n them into an outer decorative or clay pot.
isible from throughout the Goleta Valley, the Santa Ynez Mountains, and the Santa Barbara Channel, UCSB’s 190-foot Storke Tower stands taller than any other structure in southern Santa Barbara County. Dedicated on September 28, 1969, the tower rises out of the Storke Student Communications building, which houses UCSB’s student newspaper, the Daily Nexus, the community radio station KCSB 91.9 FM, and the yearbook offices of La Cumbre. Though the campanile’s boxy obelisk design and amber patina appear rather pedestrian, it’s the lasting symbol of its namesake, Thomas More Storke, a lifelong Santa Barbaran and Pulitzer Prize–winning newspaper editor who helped define his city. Born in Santa Barbara on November 23, 1876, this son of politician Charles A. Storke graduated from Stanford University in 1898. (A since-demolished Storke Publications Building there bore the family name.) Storke held many civic roles, including postmaster from 1914-1921, and was a vocal opponent to unifying the town under a Spanish architectural aesthetic. Following a 1938 congressional career that was so brief he never even got sworn in, Storke returned to his true calling: the media. He merged his Santa Barbara News with the rival Morning Press newspaper to create the Santa Barbara News-Press and founded KTMS-AM radio. Storke’s flurry of editorials attacking the John Birch Society for hurling communist accusations at president Dwight Eisenhower and chief justice Earl Warren garnered much attention, culminating with a 1962 Pulitzer Prize. By his death on October 12, 1971, Storke had used his influence to establish Santa Barbara Municipal Airport, the Lake Cachuma water-supply building, and even UCSB, utilizing a college land-grant program to acquire more than 900 government-owned coastal acres. “Storke wanted to elevate this — the third campus of the UC system — to that prominence of Berkeley or Los Angeles,” said UCSB Associate Campus Architect Dennis Whelan. “To that end, the tower, which still houses a working carillon and weekly concerts, was intended by patron and architect to symbolize the aspirations of the campus and the arrival of an outpost of the intellectual and cultural world to a historically relatively isolated community.” Employing a “Brutalist” (French term for “raw concrete”) modernist style, the architecture firm Clark and Morgan designed the 61-bell carillon tower. Structurally, the complex is cast-in-place, board-formed, steel-reinforced concrete, with a sandblasted grain that gives the surface a wooded appearance. The three-arched opening on each side and the plaza-level arcades relate to Mission Santa Barbara’s vernacular arches, while carillon bells echo those rung by the mission’s padres. At 10 minutes to every hour, the tower’s carillon spells out in bells UCSB’s motto: “Let There Be Light.” But Storke Tower has seen better days, and former Nexus staffers say their old office is deteriorating, with leaks and structural issues. “The tower’s next half-century will have a reckoning to contend with,” confirmed Whelan. “Mechanical systems and the carillon have not fared well in the moist marine environment and need constant maintenance. Rust has permeated the concrete reinforcing and, in its irreversible course, has begun to spall. Remedial work has been done to slow the process, but ultimately, the tower faces challenges to which there is no presently known long-term solution.” Despite the ravages of time, Storke Tower remains a beacon of spreading information in today’s digital age. Explained Whelan, “The tower houses cellular communication antennas, due to its prime proximity and height, which continues to fulfill the intent of Storke’s original vision.” n

remodeling emodeling and the TaxAssessment Conundrum 1936 laguna street
P
eople frequently ask about remodeling as it relates to property-tax assessments — some believing that only increasing the footprint of a house causes a reassessment, while others think that the simplest remodeling change, such as swapping out a cabinet, would trigger the process. Since this covers a wide spectrum of remodeling activity, what would actually initiate a reassessment? For help with this question, I turned to Greg Aragon, a building designer from our office. The first point he emphasized is that remodels and additions do not necessarily lead to a reassessment of the entire house. Any area of a house not being modified will keep the existing tax base. If a 200-square-foot kitchen remodel triggers a reassessment, only the 200 square feet being remodeled would be subject to a new rate. So what scope of work triggers a reassessment? Any addition that increases the area of the by Dennis Allen house is subject to new taxes. Remodeled areas that are considered “substantially equivalent of new” are reevaluated for new taxes. But how is “substantially equivalent of new” interpreted? If a room is demolished down to the studs and then rebuilt, that would be considered basically new. However, if a wall between the kitchen and dining room is removed, as an example, that may not be enough to trigger reassessment as long as the surrounding areas are not modified in a significant enough way to set in motion a reappraisal. Planning major new features in a kitchen such as a bay window or a large island work area would likely open a reassessment. Changing an electric cooker to a gas unit, on the other hand, would not likely lead to a tax reconsideration. It all depends on the number and extent of the remodeling changes. When it comes to remodeling, the line that opens a tax reassessment is a bit vague. It is possible, however, to have the tax assessor review a set of plans showing the specific remodeling changes being contemplated to get an opinion as to whether the proposed work would affect property taxes. This can be done prior to applying for a building permit. For some, how the tax situation plays out is critical, maybe even determining whether it is possible to stay in Santa Barbara or not. Homes built in the 1960s or earlier have a low tax base (fixed at 1975 property values by Proposition 13) as long as they have not undergone big construction changes in the subsequent years. Maybe the house has been inherited from a parent, so there are new inhabitants but the same advantageous tax situation. (New ownership as a result of a sale would change the tax base by linking it to the property value at the time of sale.) Knowing in advance what upgrading work would or would not trigger a reassessment might make all the difference.

his week’s profile is of a spacious, two-story home that was built for prominent physician Dr. Harold Sidebotham and his wife, Maud Sidebotham, who lived here on and off until the 1920s and 1930s. Since then, it has had a variety of tenants and owners. There is some discrepancy as to exactly when this residence was built. Two sources, a plaque affixed to the front of the home and the Santa Barbara County Assessor’s Office, indicate the home was built in 1896. However, a published report from the Santa Barbara Morning Press on August 21, 1902, reads, “Dr. Harold Sidebotham is building a house on Laguna Street, near the Hale residence.” Yet the first mention of the couple’s name in any city directory does not appear until the 1905-1906 publication, which is also the year noted in documentation from the Santa Barbara Historical Museum and the county website, santabarbaraca.gov. The residence is one of the first of its day to deviate from Victorian-era trimmings. Its roofline is almost pyramidal in style. In addition, the black-shingle siding, protruding eaves, and extensive landscaping all lend themselves toward the craftsman architectural movement that was starting to trend in the United States at the beginning of the 20th century. Additional alterations and improvements over the years have seen the front façade transformed from symmetrical to asymmetrical. These alterations include closing in the front porch on both the first and second levels, enhancing the attic to become a third story, realigning the chimneys and fireplaces, and adding a new front door with a curved and hooded overhang for visiting guests. Regardless of when the Sidebotham residence was built, it symbolizes a move toward a new architectural style and remains a treasured jewel of the Eastside.

Instead of chemicals, California BioNova pools use a complex engineering system, as well as layers of rock serving as a planted area that produces a regeneration zone. “Basically what we are creating is a beneficial bacteria factory,” says Becker of the patented technology licensed in Germany and built to comply with the strict safety and health certification standards adopted by the European Union. “We have all of the water-quality testing to prove that what we do is going to ensure clean, safe water for the long haul,” says Becker, whose work won the Best Import award from Sunset magazine in 2015. he building at 935 San Andres Street, presently home to Shoreline Community Church, has a long, interesting lineage. The first owner of this property was a former U.S. Army surgeon, James Lycurgus Ord. Ord came to California as part of an artillery unit in 1847. He was the grandson of King George IV, the result of a secret marriage between the king and a Roman Catholic woman, Mary Anne Fitzherbert, in 1785. Fort Ord in Monterey County was named after one of his brothers, Edward O.C. Ord. In 1856, Ord married Angústias de la Guerra, a daughter of José de la Guerra, one of California’s most distinguished citizens of the pre-American period. Her mother was a Carrillo, another august California name. Angústias de la Guerra Ord later dictated her memories of early California, which were published as Occurrences in Hispanic California. James Ord practiced medicine here and also ranched. He was one of the first to attempt to raise avocados in California. He also served for a time as U.S. consulgeneral in Mexico. He was an officer of the Santa Ynez Turnpike Company, which built the main stagecoach road over the Santa Ynez Range by way of San Marcos Pass. During the late 1850s and early 1860s, Ord served as county coroner. He purchased the San Andres parcel in 1858. A tax assessment roll of the mid-1860s valued it at around $100 with a tax of a little less than $2. The Ords divorced in 1875, and James later remarried. The San Andres property was eventually passed down to the daughter of James and Angústias, Rebecca. She married John Henry Hobart Peshine in 1887. Peshine had served in both the navy and the army during the Civil War. He fought as a volunteer for the French in the Franco-Prussian War in the early 1870s. He was later assigned as military attaché in Madrid in the years immediately before the 1898 outbreak of the Spanish-American War. He and his wife settled in Santa Barbara in 1903, shortly after his retirement. The couple erected a grand mansion on the San Andres site with money received from a Lompoc Valley oil lease. Completed at a cost of $110,000 in 1917, the Spanishstyle home included a chapel of white marble and a pipe organ. The architect was Myron Hunt of Los Angeles, designer of the Rose Bowl in Pasadena. His Santa Barbara–area designs included the San Marcos Building and La Arcada, both in the 1100 block of State Street; the Faulkner Memorial Gallery at the public library; and the Cima del Mundo estate in Montecito. After Rebecca Peshine’s death, the San Andres home went through a number of owners until two women bought it in 1946 and transformed it into the Chapel Inn, which operated for five years. When Grace Church bought it in 1954, the building was being used as a fraternity. Grace Church had grown out of a series of Sunday schools held in people’s homes. More formally organized in 1947, the congregation initially met in a room in the Lobero Building on Anacapa Street before moving to larger quarters in the Carrillo Auditorium, formerly at 222 West Carrillo Street. The church continued to grow after its move to the Peshine site, adding a complex of buildings, including a nursery and Sunday school. Various congregations have called the site home through the years.
Michael Redmon is the director of research at the Santa Barbara Historical Museum.
