Carpinteria Home & Garden tour M y mom, Sally, is the busiest retired person I know. She works part-time, volunteers at the Carpinteria Library, and offers to help with any worthy cause. She says she’s surrounded by likeminded people and that this spirit of volunteerism is one of the things that makes Carpinteria special. She and her friends enjoy their book club, soup club, plays, concerts, and museums. Did I mention that Mom is also a volunteer ambassador in downtown Carpinteria, answering questions and helping visitors enjoy her beachside hamlet? When I mentioned to Mom recently that I was featuring the Carpinteria Home & Garden Tour in an upcoming column, I was not at all surprised that her response was “Oh, that’s great! I’m volunteering at one of the houses again this year.” This year marks the 20th anniversary of the tour, held on the last Saturday in April in conjunction with Carpinteria Beautiful month. The tour is a fundraiser for projects such as murals and other area beautification efforts. Five houses will be featured on this year’s tour, showcasing a variety of styles, sizes, and settings reflective of the area. Carpinteria is home to luxurious mansions, foothill

n Saturday, April 22, the Council on Alcoholism and Drug Abuse (CADA) held its 31st annual Amethyst Ball at the Bacara Resort & Spa, which it estimates raised a whopping $350,000. This year’s theme,“Oh What a Night,” nicely summed up the exquisite affair. During an extended cocktail hour on the picturesque ballroom terrace on this warm Saturday evening, nearly 400 guests mingled and listened to the tunes of Martini Run. Guests then adjourned to the ballroom, which Merryl Brown Events had draped in a stunning copper chiffon with an overlay of golden-hued starburst imagery. Copper and bronze table linens and tasteful accents completed the elegant supper-club look. The L.A.-based dance band Walk Like a Man fabulously performed the music of Frankie Valli and The Four Seasons throughout most of the evening. The limited program included a short but poignant story by Board Chair Kristen Parrish of the loss of her brother to drug addiction. In a short video, a few CADA participants shared the transformative effect CADA has

had on their lives, including two youths who participate in the CADA Mentor Program. This program matches vulnerable 3rd-8th grade students who need academic, emotional, and/or social support with adult mentors who meet with them for a minimum of one hour per week. CADA currently has about 100 mentoring relationships and a wait list of both male and female youths seeking mentors. Another person in the video shared the tremendous benefit he derived from CADA’s Project Recovery Treatment Center, which he figures saved him from going to prison. He emphasized how drug addiction and alcoholism do not just impact the individual but also everyone around that person, as well, and that his alcohol and drug abuse was heartbreaking for his grandmother who raised him. CADA’s outpatient treatment program provides a primary counselor who develops a treatment plan and links patients to the full range of services needed for recovery. The evening had some nice surprises, including two alpacas joining auctioneer Andrew Firestone onstage to

introduce a tour of the Canzelle Alpaca Ranch in Carpinteria and dinner for 10 at the ranch, which fetched $20,000 (total from two bids). Strong shows of support came from Men’s Committee Cochair Peter Hilf, who presented a $75,000 check from his family’s foundation, and Olivier Leclercq, who bid $12,000 for a $10,000 shopping spree at Bryant & Sons jewelers (donated by one of Hilf’s cochairs, Bob Bryant). Montecito Bank & Trust Board Chair Janet Garufis made a $10,000 donation in honor of Michael Towbes, a longtime supporter of CADA. CADA dedicated the evening to Towbes. As the largest organization in the county for the prevention and treatment of alcohol and drug abuse, CADA has 23 programs for youths and adults. With a $5.6 million budget last year, CADA served 8,600 people. In January, it added a 28-day adult residential treatment program for those needing intensive services prior to transitioning to Project Recovery. For more information, go to cadasb.org.

California legalizes granny Flats

C

alifornia is facing a severe housing shortage. One solution is to encourage greater housing density, but such a strategy often generates heated exchanges between neighbors, especially among those who hold sharply differing viewpoints. As of the beginning of this year, a new California law went into effect that will now allow small second residential units on single-family lots. The goal is not only to create more housing but also more affordable housing. What is the framework for these new accessory dwelling units (ADUs), as they are being called? They will be allowed to have full kitchens and bathrooms, can be attached or separated from the main house or even carved out of space inside the principal residence, and can be up to 1,200 square feet in size. These ADUs will not be required to have a utility hookup separate from that of the main house. They can be rented, and most likely will be, but cannot be sold separately from the main dwelling. It is anticipated that these additional units will draw more students, elderly, disabled, and even health-care providers to live in single-family residential neighborhoods. Height limits, lot coverage, and zoning setbacks will still apply. However, an existing garage within the setback can be incorporated as new living space in by Dennis Allen an ADU without having to comply with the setback requirement. For each new bedroom that is built outside the existing dwelling footprint, one additional parking space needs to be provided. This extra parking can be in tandem on an existing driveway or provided by mechanical automobile parking lifts. There are some interesting exceptions to this relatively easy additional parking requirement: It will be waived if the added dwelling/bedroom is (1) within a half mile of public transit, (2) located in a historic district, (3) created within the footprint of the existing residence, or (4) has a car-share parking pod within a block of the AUD (a good reason to encourage car sharing). This new law is written in such a way that area jurisdictions and planning departments cannot impose restrictions to prohibit or make more difficult the permitting of ADUs. The one exception to this is that ADUs are not yet permitted in the Coastal Zone, the swath of land from the water’s edge to 1,000 yards inland. In some places in the City of Santa Barbara, the distance is as little as 500 yards.

S

anta Barbarans realize that water is a precious and at times scarce commodity. An enduring theme of this community’s history has been the search for an adequate water supply — from the building of the Royal Presidio aqueduct to the construction of the desalinization plant. The outstanding early relic of this search is the remains of the water system of the Old Mission. Very soon after the founding of Mission Santa Barbara in 1786 came the realization that the seasonal flow of Mission Creek and the yield from rainwater and springs would not be enough to satisfy the needs of the growing community of padres and Chumash neophytes. A drought in the mid-1790s severely affected agricultural yields, and soon after, the padres began planning for what eventually became perhaps the most elaborate water system of any of the California missions. Construction did not begin until 1806. The centerpiece of the system, completed in 1807, was the Mission Creek dam, today located in the Santa Barbara Botanic Garden. Built by Chumash laborers with sandstone and lime mortar, the dam stretches more than 100 feet across the creek and is 23 feet high on the south side. The dam could store a supply of water 20 feet deep extending 100 yards up the creek, and directed this supply to an aqueduct system for delivery to the mission. A smaller sandstone dam, its purpose to merely divert water into another aqueduct system, was placed in Rattlesnake Canyon. This dam, too, still survives. Sandstone and lime were also the main building materials in the aqueducts. Sometimes roof tiles were used for the bottom of the conduits; sometimes loose rocks formed the bottom. For the most part, the aqueducts were open to the elements. To view parts of this system today and realize it was all done by hand is to marvel at the skill and tenacity of the builders. The aqueducts carried the water to a number of works that today make up Mission Historical Park. The main reservoir, built in 1807, could hold 535,000 gallons and was part of the city water system until the 1980s. Just above the main reservoir was a smaller one that supplied water to power the grist mill. Construction dates of the small reservoir and mill are unclear; some sources give a date as late as 1827. Finally, there was the small filter house through which water flowed over a mix of charcoal and sandstone, to be used for domestic purposes at the mission. Today, probably the best-known features of the water system are the lavadero (wash basin) and fountain in front of the mission’s cloister wing. Built in 1808, the fountain features a pomegranate-shaped spout, and water flows from it through a conduit shaped like the head of a grizzly bear into the lavadero, which was used as a laundry. The water supplied by this extensive system was utilized for private use, irrigation, and livestock. Time and urban development have taken their toll on the system. Still, one may visit the two dams and view the reservoirs, the ruins of the filter house and mill, and portions of the aqueduct system. To hike to the dams or stroll through the ruins of the Santa Barbara Mission water system is to be transported back to the earliest days of our community.
