I
grew up on a street named Southview Drive in San Diego. Southview was a long cul-de-sac where we kids would play outside long after dark, until we heard our moms or dads call us in. We had slumber parties in each other’s garages and turned various yards into staging grounds for our latest large-scale adventure games. It wasn’t just the kids who lived an idyllic existence. Among other activities, Southview residents organized block parties, neighborhood plays, and progressive dinners. One summer, I started a newspaper called the Southview Drive Gazette, with updates and news about the people and pets who lived on Southview and their goings-on. It was handwritten and short-lived, but good practice for my future career choices. Later, raising my kids in Santa Barbara, we never lived on a street quite like Southview Drive. On the Mesa, the Westside, and then downtown during their teenage years, we lived in some great neighborhoods, but never enjoyed the connection that I knew from childhood on Southview. I know firsthand that such local neighborhoods do exist, however. Entire streets whose residents coordinate their Halloween decorations; blocks where kids go from house to house after school, landing in one kitchen or another to do homework or kick off their shoes to play
upstairs. Many years ago, my friend Janine invited us to a block party on her family’s San Roque street, and I felt the Southview Drive camaraderie right here in Santa Barbara. That street is Lucinda Lane, located just above Foothill and off Alamar. I’m told that the block parties are still going strong, with many of the same families as when we were guests 20 years ago. This is where I found my most recent favorite house for sale, a threebedroom, two-bath cottage at 3051 Lucinda Lane in this quintessential San Roque neighborhood. It feels like home before you even step through the front door. A short hedge all around the house frames a swath of green lawn, divided by a walkway that leads past birds of paradise in brick planters and a huge magnolia tree, up to the porch. Two brick columns form a covered entryway on either side of the front door. Once inside, the living room sports hardwood floors that are at once classic and cozy. This long front room is spacious enough for versatile design options with the furniture and the focus areas. But no matter how one chooses to arrange the room, one focal point will always be the brick-lined fireplace against the far wall. Built-in bookcases on either side, plus a long mantel spanning the entire wall, offer plenty of display space to show off your favorite things. From the living room, one can walk down a hallway on the right, straight ahead into the dining room, or into the master bedroom suite on the left. Choosing the right-hand option, I found myself in a hallway that led to two bedrooms with a large bathroom in between. One bedroom is at the front of the house, with a big window overlooking the front yard and street beyond, while the other looks out onto the back. Both have large closets and plenty of light.

This same hallway also provides access into the kitchen and through to the dining room. There is also a laundry room tucked behind the kitchen, with a backdoor exit. I chose to walk through to the dining room, which offers French doors that open onto a large, covered back deck. This spacious outdoor room expands the home’s living space and provides a perfect setting for entertaining all year-round. Stepping back inside and through the living room, one can see the master suite isn’t larger than the other bedrooms, but it offers an attached private bathroom, plus the seclusion of its location in a separate wing. I walked outside to check out the rest of the backyard. A one-car detached garage sits behind the house and has a large, separate storage room, which could be used as a home office or workshop, or even a cozy gym or art studio. I was drawn back onto the back porch, which is raised up several steps above the grounds, providing a lofty view onto the yard and even the neighborhood beyond. I imagined standing at this vantage point, as dusk falls, calling for kids to come back inside from whichever nearby house they might be visiting. The magic of the Lucinda Lane neighborhood is alive and well, and you definitely can feel it from this cozy cottage.

Benefit Held for Youth Interactive
O
n December 3, an afternoon benefit event was held at the stunning Eucalyptus Hill estate of Cyndee Howard and Lesley Cunningham to raise funds for Youth Interactive (YI). This extraordinary nonprofit is transforming the lives of at-risk youth in Santa Barbara through a novel program of entrepreneurial and vocational training plus wraparound services. About 90 guests mingled on the multilevel terrace and around the open-air contemporary home with panoramic ocean views before gathering for the program. Founder and CEO Nathalie Gensac welcomed the guests and shared her excitement about celebrating the first five years of YI’s operations in Santa Barbara. She previously created similar programs in Jamaica and India. Gensac explained how teaching youth entrepreneurship and real-life skills is the way to change their lives. She sees education as the great equalizer, the way to level the playing field for disadvantaged students. YI’s programs reengage students in learning by redefining what education is. The statistics on YI students are astonishing: This past year, all seniors in the program graduated from high school and all went on to college. Considering these are at-risk youth, 50 percent of whom have a criminal background, this is remarkable — as is the fact that those with a criminal background who have spent at least one year at YI have a recidivism rate of only 2 percent. According to SBCC Foundation CEO Geoff Green, who has been an advisor to Youth Interactive, every move YI has made since inception has been the right move, and while every piece of the program is not unique, the way it is knitted together is. He declared his proud support for the organization, and went on to lead an ask that raised $85,000. The program included touching stories from two YI students and concluded with a performance by Johnny Irion and John Goodwin. The after-school program takes place at YI’s center in the Funk Zone. The 148 students enrolled this year, mostly ages 14-18, attend twice per week, and annual attendance rates have been between 96 and 98 percent. This is quite an impressive statistic for a group, many of whom, according to Gensac, normally would be attending school a third of the time or less.
One weekly session is business instruction, with small-group courses on budgeting, marketing, and other business skills, while the other session focuses on vocational skills. Students choose from four programs: art in many forms, jewelry, T-shirts, and bags and accessories (from fabric donated by Patagonia and sails donated by area yachtsmen). The center includes a storefront where the students sell their creations, with the proceeds going back to the students and the program. With funding from the Santa Barbara Foundation, the Towbes Foundation, and the Williams-Corbett Foundation, YI now runs a fifth program, carpentry, on-site at Los Prietos Boys Camp, where students transform oak wine barrels (donated by Vincent Vineyards) into furniture, Christmas trees, and other objects. Gensac related how the effect on the students has been truly transformational. According to Gensac, nationally, 60 percent of youth who are incarcerated for 90 days or more do not return to school.Yet YI has created a program where this difficult demographic actually wants to go to school and wants to start a business. A vital component of YI is its Get It Done program, which is a wraparound program run by volunteers, largely from Congregation B’nai B’rith, that provides a wide range of assistance, including homework help and mentoring; assistance with practical matters like reentering high school, applying for college, and opening a bank account; and referrals for counseling, shelter, and childcare. The current center is at capacity, and YI is turning eager students away, so the organization is seeking a larger space that will allow YI to serve more students and start additional programs in culinary arts and music. There will be an expanded retail space where sales of students’ work will help sustain YI’s operations. At this new art and entrepreneurship hub, Gensac hopes to partner with other organizations to create a commercial community center. The Hutton Parker Foundation has committed to purchasing a space and renting it to YI at below market rate. Gensac has surely found a winning formula, and some key philanthropists have taken notice, but more funding is needed.YI hopes a $100,000 matching grant will provide some enticement for end-of-year giving. anta Barbara will remember 2017 as the year of the Accessory Dwelling Unit (ADU). On January 1, 2017, the State of California enacted a set of laws, including Senate Bill 1069, that swiftly removed most barriers to having a second unit on parcels with a single-family residence. California cities and counties received a slew of ADU applications and queries, but what happened locally was on a different scale. SB 1069 forced the City of Santa Barbara to take a hard look at how it has regulated housing in the past, and the verdict was not pretty: A city that distinguished itself as a leader of environmental and historic preservation and a city with immense pride in its quality of life had become the poster child for overlooking illegal dwellings and exporting its housing needs. Consider the numbers: Since 1994, when California first paved the way for ADUs, the City of Santa Barbara issued a total of just 16 such building permits in 23 years. In the first 10 months of 2017, after passage of SB 1069, it received 250 applications. Clearly, SB 1069 hit the housing bull’s-eye by forcing municipalities like Santa Barbara to stop blocking the path to legal status for granny flats with standards that made ADUs unbuildable in this city: parking requirements, development and utility fees, architectural hearings, and zoning modifications. State Senator Bob Wieckowski, the author of SB 1069, came to town on August 11, invited by the American Institute of Architects (AIA) and the Contractors Association. Senator Wieckowski spoke to a packed house at the New Vic about the new law’s purpose. The current housing crisis con-
stitutes an existential threat to California’s economy and environment. When local agencies fail to provide basic services, the state is obligated to step in. Housing is a basic need that supersedes concerns about parking and density. SB 1069 enables the homeowner to build lower-cost housing with no government assistance and minimal impacts. Are neighborhood worries about parking and density justified? To find out, the AIA reviewed every ADU application submitted to the city after January 1, 2017. A whopping 77 percent were conversions of garages or other existing structures. In other words, these buildings are already in place, and, in a good many cases, their inhabitants and vehicles have been in place too, some of them for decades. How big are these ADUs? Ten percent are less than 300 square feet; more than half (56 percent) are between 300 and 600 square feet, and one-third (34 percent) are between 600 and 1,200 square feet. Two-thirds are half the maximum area allowed by the state, and only 10 percent include a second story —hardly the types of structures that alter the character of a neighborhood. There was a time not so long ago when complete drawings and structural and Title 24 calculations could get your small addition approved over the counter. Building is more complicated now, but remodeling a garage is not rocket science. Will Santa Barbara embrace the spirit of SB 1069? The Planning Commission will review a proposed ADU draft ordinance at City Hall on Thursday, January 11. (This week’s meeting was postponed.) This is the time to speak out for housing.

he creation of Lake Cachuma took almost 20 years. The Santa Barbara County Board of Supervisors commissioned a report early in 1938 regarding the “utilization of water resources.” This report, completed the following year, called for a new dam “between the mouth of Santa Cruz Creek and Cachuma Creek” on the Santa Ynez River. The report further stated that “the future of Santa Barbara County depends upon the prompt execution” of the proposal. What followed was almost 10 years of political wrangling. Two powerful local figures — Thomas Storke, publisher of the Santa Barbara News-Press, and County Supervisor Charles Leo Preisker—joined forces to push for the new dam. The South Coast’s increasingly serious water problem was the pair’s most important ally. By the fall of 1947, all of Southern California was in the grip of a serious drought. Estimates held that if there was no significant rainfall in the near future, Gibraltar would go dry by April 1948. The Cachuma site for a new dam was formally approved in December 1947. Still, the City Council imposed water rationing early in 1948. Daily usage dropped from seven million gallons to close to the consumption target of 2.5 million a day. It was not until the State Legislature passed an emergency appropriations bill of more than $300,000 for the raising of Gibraltar Dam, however, that the short-term crisis was alleviated. There was still significant opposition to the Cachuma site, led by Lewis Welch, owner of San Fernando Rey Ranch in the Santa Ynez Valley. A good part of Welch’s land would be inundated if the water project went forward. Meanwhile, negotiations continued with the federal government to secure the necessary
construction funds for a dam. Storke once again entered the fray, pulling every political string he could, and he was joined by County Supervisors T.A. Twitchell and Clifford Bradbury. Locally, an election was held in November 1949 to put the stamp of approval on the Cachuma project. It was the last stand for Welch and the dam’s opponents. Storke weighed in with his News-Press while Santa Barbara’s mayor and other influential figures spoke up for the project. The final tally showed over 75 percent of the voters in favor. Building the dam was a huge undertaking. The dam itself would contain more than seven million cubic yards of earth fill and rock. The final price tag of the project would amount to more than $43 million. The most formidable aspect of the project proved to be the boring of the “Terrible Tecolote” Tunnel, more than six miles through the Santa Ynez range. Begun in 1950, the tunnel took almost exactly six years to complete. Natural gas, floods of hot sulfur water, and sand accumulation all made for “the toughest tunnel job ever tackled by the Bureau of Reclamation,” according to one federal official. An explosion at the north end of the tunnel contributed to a construction halt of 13 weeks. A worker was later killed when his mine car derailed in the tunnel. Working conditions were abominable; temperatures neared 120 degrees with 100 percent humidity. Still, work continued, and the tunnel was holed through in January 1955. On April 12, 1958, Lake Cachuma spilled, capping this phase of the South Coast’s perennial search for water. One observer called it “the most important event in the modern history of Santa Barbara.” It would be difficult to argue with that assessment.
