hen Nicole Dinkelacker called to tell me about the manufactured home that sold to the first visitor at the first open house on the first day it was for sale, I knew I wanted to hear the

whole story. I met Nicole on a recent sunny afternoon at Sandpiper Mobile Home Park in Carpinteria. Sandpiper is on the mountain side of the 101, across from Santa Claus Lane beach, just south of the polo fields. Nicole was sitting on the front porch, enjoying the ocean air and mountain views. As we walked through the house, Nicole told me the story behind the successful renovation and sale of this home. I could hear how much she enjoyed helping her client. I recognized the passion of someone who loves what they do for a living and who does it for all the right reasons. Compass Concierge is a new program that allows home sellers to borrow funds to make repairs or improvements before putting their home on the market. The loan is provided at zero interest and with no upfront cost. Sellers can choose their own contractors and vendors, and they can purchase supplies and products from wherever they choose. This allows them to put their home’s best foot

forward before hanging the “For Sale” sign out front. In the case of this Sandpiper home, Nicole confided that she had sold this home to the current owner 17 years ago. The owner loved her house, but she needed to move for family reasons and didn’t have much expendable income to fix it up. With the Concierge loan, she was able to repair, redecorate, and make needed upgrades to the home. Nicole pointed out details of the renovation with obvious pride. This three-bedroom, two-bath home has, as they say, good bones. Now it also enjoys new flooring, stainless steel appliances, designer light fixtures, and fresh paint inside and out. I didn’t notice the new windows at first. But once I remarked at how quiet it felt, the impact of the brandnew dual-pane windows was obvious. This home is downright glamorous. The living room is in the front of the house, open to the dining room and kitchen in a bright, lofty great room design. High sloped ceilings and clean lines complement designer touches in a chic-yet-comfortable combo. The kitchen has white wood cabinets, a center island, and a pass-through area for extra counter or serving space. A big pantry

for practical storage balances with open-fronted shelving for decorative touches. A bay window over the sink adds light and a neighborhood view. Light wood-grain flooring and white walls throughout give the entire home a polished, pulled-together feel. Visitors would have no idea that this home recently underwent a transformation from ugly duckling to beautiful swan. Down a hallway lie all three bedrooms and two baths, plus a laundry room. One of the bedrooms can easily be used as a den, office, or hobby room. The master bedroom is in the back of the house, with an adjoining master bath with a deep soaking tub. The fact that this home was scooped up on its first day on the market is a testament to the park’s popularity as well as the charm of the home itself. I said goodbye to Nicole, certain that our paths would cross again soon and hoping that she’d have another story to tell.

Legal Aid Foundation Holds Chowder Fest

n November 3, supporters of the Legal Aid Foundation of Santa Barbara County (LAF) came out for the 10th annual Chowder Fest at the Carriage and Western Art Museum. Crocodile Restaurant & Bar at Lemon Tree Inn was crowned the Chowder Champion based on votes by guests, with Chumash Casino Resort taking 1st Runner Up and Enterprise Fish Company and Savoy Cafe & Deli tying for 2nd Runner Up. The 350-plus guests enjoyed the warm sunshine, tunes by Spencer the Gardener, and sampling chowders from 11 purveyors. There was also an assortment of other food, beverages from nearly 20 wineries and breweries, and silent auction offerings. The event was a fun and delicious afternoon, and the best part was that it raised more than $65,000 in critical funds for the Santa Barbara Legal Aid Foundation. Other chowder providers were Bluewater Grill, Chase Bar & Grill, Lucky’s, Maravilla, Roost, S.B. Woodfire Catering, and Shoreline Café. Founded in 1959, the nonprofit Legal Aid Foundation provides free legal assistance to qualifying individuals, including low-income residents, people with disabilities, seniors, and survivors of domestic violence, sexual assault, elder abuse, trafficking or other abuse. Attorneys in its Santa Barbara, Santa Maria, and Lompoc offices provide advice and direct representation. LAF makes an invaluable difference in the lives of its clients. For example, when Jane Doe told a nonprofit she was fed up with ongoing abuse from her boyfriend, the nonprofit referred her to LAF. When the client had tried to leave in the past, the boyfriend blocked the door, threatened her, and once hit her with a laptop. LAF obtained a three-year restraining order for Doe and her young children and custody of the children, enabling them to finally escape abuse. Last fiscal year, LAF attorneys served nearly

1,000 clients countywide, including nearly 400 in Santa Barbara. The most common types of clients were tenants facing eviction; survivors of domestic violence, elder abuse, and sexual assault seeking restraining orders; and seniors and lowincome victims of financial scams. These 1,000 clients were the lucky ones; many more potential clients go unserved because LAF’s $1.5 million budget goes only so far. According to Executive Director Jennifer Smith, there is a huge unmet need for civil legal assistance in our county. LAF does triage largely by limiting the scope of its programs. For example, it prioritizes low-income tenants facing eviction, turning away tenants with other disputes with their landlords. Smith emphasized that there is a large unmet need for public benefits advocacy, immigration services, and general family law assistance. Government grants and contracts comprise nearly two-thirds of LAF’s revenue, making it dependent on private sector grants and donations for more than one-third of its budget. Community support is critical for directly funding LAF’s operations and for qualifying LAF for grants from funders that use community support as an evaluation criterion. Funds are also needed to do necessary maintenance and upgrades to LAF’s historic building at 301 E. Canon Perdido. LAF also staffs a Legal Resource Center at the Superior Court in each of the cities it operates. An LAF attorney assists self-represented individuals with court forms and processes, but it does not provide legal advice. Last year, these centers served nearly 8,000 residents countywide, including about 3,500 in Santa Barbara. LAF volunteer outreach attorneys advised another 462 individuals at various locations in Santa Barbara and Goleta. Separate walk-in sessions are held for general civil law, family law, immigration law, and consumer debt/bankruptcy law.

It seems to be clear that both the public and private sectors are seeking to address housing in their own way. s California continues to struggle with affordable housing, tech companies have committed billions of dollars to aid housing development and give financing options to homebuyers. Apple is the latest, announcing this week that it would allocate $2.5 billion to help address the housing availability and affordability crisis in California. Apple says its $2.5 billion will go to expand new housing production, establish a first-time home buyer fund, and support new housing and programs to reduce homelessness. Apple’s announcement comes on the heels of Facebook, which announced last month it would devote $1 billion toward housing. In June, Google announced a $1 billion commitment in land and money to build homes to ease the housing crisis in the East Bay Area. Other tech companies have followed suit, such as Microsoft’s $500 million pledge

submit the listing to the MLS for cooperation with other MLS participants. Public marketing includes, but is not limited to, flyers displayed in windows, yard signs, digital marketing on public facing websites, brokerage website displays, digital communications marketing (email blasts), multi-brokerage listing sharing networks, and applications available to the general public.

NAR’s MLS Technology and Emerging Issues Advisory Board proposed the policy as a way to address the growing use of off-MLS listings. The advisory board concluded that leaving listings outside of the broader marketplace excludes consumers, undermining Realtors’ commitment to provide equal opportunity to all. The policy doesn’t prohibit brokers from taking officeexclusive listings, nor does it impede brokers’ ability to meet their clients’ privacy needs. MLSs have until May 1, 2020, to adopt the policy.

As one can imagine, this rule will come as a shock for certain markets. While the intent behind this change is honorable, there will be growing pains for markets around the country that utilize pocket listings or feel it is actually in their client’s best interest to market in a manner inconsistent with this ruling.

The policy requires listing brokers who are participants in a multiple listing service to submit their listing to the MLS within one business day of marketing the property to the public.
