A Red-Flag Warning

A

s Montecito residents recover from their fifth mandatory evacuation since the start of the Thomas Wildfire, there is a growing frustration that the future fate of Montecito will not be resolved by a “Montecito Strong” community visioning plan of our own making, but by external forces outside this community’s span of control.

Fifteen weeks have passed since the Thomas wildfire, which destroyed 10 of our neighbors’ and friends’ homes and damaged an additional 37. Eleven weeks have passed since the unprecedented January 9 Montecito debris flow, which took 23 lives, destroyed an additional 160 homes and businesses, and damaged some 340 more homes in Montecito, leaving them mostly uninhabitable.

What We Know for Sure

We know that the combined fire and mud-and-debris slide destroyed 170 homes and businesses while damaging another 377 in Montecito. A property tax reassessment could trigger a major drop in property valuations and future property tax collections. With only 3% of the county’s population, the County counts on Montecito to contribute 13% ($100 million) of its estimated $756 million in property tax collections.

We know that since January 9, more than 50,000 truckloads of mud, boulders, rocks, trees, and debris have been removed from Montecito and Carpinteria, but we also know that the quantity of boulders and debris remaining on our hillsides is most certainly greater than the quantity that came down on January 9. We know that a re-occurrence could be triggered by a rainstorm of ½ inch per hour, an earthquake, or even earth tremors strong enough to dislodge a rockslide of boulders.

ew York’s legendary St. Patrick’s Day parade was a triple celebration for Santa Barbara fire chief Pat McElroy.

Pat was marking his 65th birthday, his retirement after 36 years, and his 26-year-old son, Brendan, becoming a full-fledged firefighter in San Diego.

Saving Channel Drive’s Walking/Bicycling Path

M

This giant eucalyptus tree fell onto Butterfly Beach, destroying for the second time in the past two years the fence that runs along the southern border of Channel Drive’s pathway around midnight this past weekend; had it fallen during the day, it likely would have crushed a car or...

ontecito‘s bike and walking paths are slipping into the ocean. Recent heavy rains are eroding the bike path’s retaining wall along Channel Drive. The path is now dramatically undermined; easily viewable from the beach. In various areas, huge sections of retaining cement walls, mounds of cliff-side mud and trees litter the sand.

This week, a eucalyptus fell to the beach, breaking another section of a retaining wall, which was protecting a main storm drain. Several large palms also look ready to fall, with their roots largely exposed and no soil underneath them for support.

Meanwhile, the number of encampments and camp fires grows – people living under the cliff. If you go down

I went out and snapped the accompanying photos, and as you can see, where there once (about two years ago) were five giant eucalyptus trees at the northwest corner of Channel Drive and Butterfly Lane, there are now but two. Fortunately for all, when those trees came down there was no one walking or bicycling in harm’s way. But, if those two eucs still standing are not taken down soon, there’s no telling who or what will be underneath as they come crashing to the ground.

Additionally, across the way, on the northeast corner, there is another rather large euc leaning precipitously behind the fence on the parcel that, when it too comes down – as it will – is likely to land squarely on the roof of the house on the property. What Montecito needs is to dispatch

A Better Montecito?

I’m writing you in between evacuations to say I wholeheartedly agree with your recent editorial proposing that it’s time to take advantage of the horrific event of 1/9 to tackle the four redevelopment priorities you named (“A New Montecito,” MJ #24/10). One concern I have is, who would lead this monumental charge... and when?

Secondly, lofty goals inevitably take considerable time to navigate through the bureaucratic approval arena. Meanwhile, Montecito will be in need of immediate design decisions, direction, and leadership for solving problems. My fear is that unless we as a community are pre-

there, notice the two campfires and also the large third fire on the hillside of the bamboo. At 6:30 am, when I go, there are always multiple tents and sleeping bags set up.

Jane Wood Orfalea Montecito (Editor’s note: Matt Dobberteen, with SB County Public Works, responded to Ms Orfalea’s above note quickly and definitively. “I will get a crew out to assess this immediately,” he wrote via email and followed up by informing Jane that he was “working with the Coastal Commission today,” but that he would “give them a heads up that we may need an emergency permit.” The next day, crews were out removing the trunk and concomitant debris from the downed tree. It’s good to see that someone with authority can and

early a year-and-a-half after the closure of Montecito Café at the Montecito Inn, Los Angeles-based restaurant group Scratch Restaurants has announced the opening of the first of four concepts at the historic Coast Village Road hotel: Frankland’s Crab & Co will open its doors on Friday, April 6.

Chef-owners Phillip Frankland Lee and Margarita Kallas-Lee will open the casual seafood shack where Montecito Café’s bar area once was, to the left of the main driveway. Scratch Restaurants is known for its multiple eateries in Encino (Scratch|Bar, Sushi|Bar, Woodley Proper), and this will be their first hotel venture outside of Los Angeles. According to the restaurant group, Frankland’s Crab & Co. will help recapture Lee’s fond early memories of jaunts to the Santa Barbara coast and weekend drives down Pacific Coast Highway, where he recalls lobster rolls, peel-and-eat

shrimp, clam chowder, and good times with loved ones.

The breezy menu highlights Santa Barbara seafood such as local ridgeback shrimp, wild-caught crab, and clams and oysters, served raw, steamed, fried, or whipped with butter in house-baked brioche sandwiches. The casual all-day eatery reinvents the classics including Fish & Chips, which comprise a filet of wild-caught branzino battered in Scrimshaw brew, “Chowda,” which features a stock made from a variety of shellfish, with house-cured bacon, crab, lobster and prawns, Fried Local Oysters & Clams, and Mary’s Fried Chicken Roll, topped with a tangy giardinera.

on display allows for easy pints and pitchers of rotating local beers, while a selection of individual wine cans showcase favorites from the region.

Customers will order at a walk-up counter; wooden tables and multiple counter spots are available for seating, or food can be taken to go. The restaurant will also put together picnic baskets for an easy grab-and-go option for beachside snacking.

Later this summer, two additional concepts by the restaurant group will be unveiled: Margarita’s Snacks, which will feature ice cream cones and sweets, and The Monarch, the all-day eatery located off the lobby. A fine dining concept, called Silver Bough, is also in the works, with plans to open later this year.

“We are very excited for Phillip and Margarita to bring their dining concepts to the Montecito Inn. Their culinary vision is exactly what we’ve been looking to implement at the hotel for years, and we believe it is exactly what our community and visitors are craving,” said Jason Copus, who co-owns and runs the inn with his brothers, Jim and Danny.

The restaurant is opening later than planned, as the inn was closed for nearly two months following the January 9 debris flow, while the Copus family and crew cleaned up from extensive damage. The 90-year-

old historic hotel boasts a new exterior marble driveway, new grand entrance doors, new carpeting, new paint, and a newly landscaped garden, which includes a planter surrounded by 23 stones, in honor of the 23 lives lost on January 9.

s president and CEO of Cottage Health, Ron Werft said in the invitation to the Tiara Ball 2018, “In light of the impact of the Thomas Fire and Montecito mudslide on our community, the Tiara Ball committee struggled with whether to continue with plans for the event made prior to the storm.” They also felt a strong need to come together as a community and to thank those who have helped in so many ways. The

evening was in honor of first responders and caregivers. The ball was also a benefit for Critical Care Services at Santa Barbara Cottage Hospital.

The theme was tiaras, of course, masks and black tie with everyone wearing black and white. The RitzCarlton Bacara ballroom never looked better with its contemporary stunning black and white decor. Overhead were giant balls of various shapes and patterns hanging down. The tables either

Cottage has 500 employees in Ventura who began to have to take a boat trip that took one hour and 45 minutes to get to work because the 101 was closed. The Tiara Ball began in 2005 and has since raised $4,659,862 to help treat thousands of adults and children

Soon, there were hundreds of 911 calls for immediate aid, and our disaster protocol laws were activated. Board chair Steve Ainsley told the audience, “Cottage has never been closed since 1891.” Out of 450 hospitals, it is rated number two.

The Fletcher Jones Foundation was established in 1968 by Fletcher Jones, cofounder of Computer Sciences Corporation, a worldwide leader in business technology. Following his untimely death in 1972, the foundation received the bulk of his estate.

The primary mission of the foundation has been and continues to be the support of private, independent degree-granting institutions of higher education in California.

Since 1984, Fletcher Jones Foundation has given Westmont more than $4.6 million.

“Undergraduate research is a hallmark of a Westmont education,” says provost Mark Sargent. “Students gain extensive lab and fieldwork experience through teaching laboratories and a variety of off-campus opportunities. The college also sponsors two student research symposiums each year, where students report their findings.”

In 2012, Westmont installed a new Nuclear Magnetic Resonance spectrometer in Whittier thanks to a $383,000 grant from the Fletcher Jones Foundation. The 400-MHz spectrometer allows researchers to peer into the molecular world and determine the structure of molecules.

In 2007, the Fletcher Jones Foundation awarded $1 million toward the creation of the college’s first endowed chair in the social sciences, which rotated to Chandra Mallampalli, professor of history, in 2018.

Westmont received a $500,000 gift from Fletcher Jones Foundation in 2005 for the Gaede Institute for the Liberal Arts, promoting the continued vitality of the liberal arts tradition in American higher education.

Fourteen graduating art majors will offer their capstone art projects, which span painting, drawing, printmaking, fiber sculpture, digital prints, welding, assemblage, and a charcoal animation from April 5 to May 5 at the Westmont Ridley-Tree Museum of Art. A free, public opening reception for “Degrees of Separation: Westmont Graduate Exhibition” is Thursday, April 5 from 4 to 6 pm at the museum.

“The range of content for artwork stems from the student’s investigation into themes that have emerged during their education at Westmont,” says Nathan Huff, assistant professor of art. “The students jointly came up with the exhibition title ‘Degrees of Separation’, which acknowledges both the collective experience that they have journeyed as art majors at Westmont and also celebrates the unique visions that each artist explores in the context of the show.”

Concepts include concerns about social justice, stewardship of the environment, and encourage empathetic viewing of another person or perspective. “There are works that explore the personal nature of faith, some that disclose individual hardship, and others that attempt to challenge societal norms,” Huff says.

“Each spring, I look forward to celebrating the hard work, developed skill, and sincere vision from our graduating seniors.”

We know that the entire Montecito community has been officially designated as being located within either the Red zone, Yellow zone, or Grey Burn zone. We know that homeowner insurance and flood insurance underwriters will take these designations seriously in deciding whether to continue to serve this market, or massively raise rates for declared Extreme-Risk and High-Risk zones.

We know that existing Federal Emergency Management Agency (FEMA) flood maps for Montecito are no longer valid. Survey markers have been dislodged by the debris flow, making it impossible to identify property lot lines.

Creek channels have widened and land elevations have been dramatically distorted. FEMA and the County are working to create an “interim flood hazard-recovery map” to assess where and how high water and debris are expected to flow in the future. This mapping will take at least three months, with the earliest forecast for a June 15, 2018, completion date.

We know that the Army Corp of Engineers on an emergency permit came in right after the January 9 event to clean, widen, and deepen our creek channels, remove public mud at FEMA’s expense, and create greater channel capacity for future flows. We know that made us feel somewhat safer from subsequent rain events.

We also know that the Army Corp of Engineers pulled out on February 20 when the County Board of Supervisors failed to renew their federal emergency permit. Additional efforts by the corps to provide vital new or enlarged protective debris basins, build temporary bridges, fund the removal of mud on private property, clear the channels, or install emergency bridges would require a new permit, a difficult task in a non-catastrophic emergency environment.

What We Do Not Know

We do not know when the next mandatory evacuation will come, nor how many evacuations our community will have to endure in the near future. We do not know whether the next storm will be contained in the same creek channels, or cut new channels, or fan out to flood areas where no flooding has gone before.

By far, the biggest unknown, and the one that has to be addressed before any new rebuilding permits are issued, is how we can mitigate the threat of another storm-induced disaster. This question, quite frankly, is hard to answer, both from practical and economic perspectives.

Mitigating the Threat

Proposed solutions to mitigate our current risk range from additional dredging of wider and deeper creek channels by the Army Corps of Engineers to hydro-mulching in the fire-denuded hillsides, to controlled burns of dead and damaged vegetation, avalanche-style dynamiting or blasting of rock outcroppings, to steel and titanium retention nets or the addition of more and larger man-made debris basins.

Saving Lives, Saving Property

In January, the Carpinteria Coastal View News reported that there was no flooding from Santa Monica or Franklin creeks into Carpinteria, despite the same heavy rain that Montecito received, thanks to the Santa Monica debris basin that lies just north of Foothill Road. The Santa Monica Creek debris basin can be considered the “Crown Jewel” of the Santa Barbara Flood Control District for its

successful prevention of flowing mud, tree trunks, utility poles and boulders, tumbling down creeks, blocking bridges.

The massive 208,000-cubic-yards Santa Monica Debris Basin was built as part of a project conceived in the 1970s and early ‘80s by the federal Natural Resources Conservation Service. It was constructed after major flooding within the Franklin and Santa Monica watersheds in Carpinteria in 1969.

The Santa Monica Creek catch basin did its job, saving urban Carpinteria from the deadly January 9 debris flow. According to Tom Fayram, Santa Barbara County deputy director of Public Works for Flood Control, “The basin filled to an estimated 50 feet deep with material that would otherwise have rushed to the ocean. The basin did spill, but the overflow was absorbed in the creek bed and the salt marsh, the last line of defense before hitting the City of Carpinteria.”

Debris Basins in Montecito

There are seven small debris basins located above Montecito on the San Ysidro Creek, Montecito Creek, Cold Spring Creek, Romero Creek, and three on Toro Creek. None is as large, or as sophisticated, as the 208,000-cubicyards Santa Monica Debris Basin in Carpinteria. By way of reference, a single dump-truck load holds roughly 10 cubic yards of mud and debris.

According to the “Final Updated Debris Basin Maintenance and Removal Plan” for Santa Barbara County approved in June 2017, six months before our twin disasters, Montecito’s San Ysidro and Cold Spring debris basins were already scheduled for closure to satisfy those friends of the fish who say the debris basins, built 54-years ago by guess who – the Army Corps of Engineers – are endangering non-existent steelhead trout, which someday may reappear in the ocean and decide to swim up our dry creek channels to spawn, despite the fact that our creeks usually contain no water and definitely no fish.

Rather than close Montecito’s basins, the best solution may be to greatly expand the debris basins north of Montecito as the most cost-efficient way of mitigating future life-threatening debris flows in Montecito. The construction of larger new debris basins in Montecito would need to be endorsed by committed environmentalists to avoid CEQA lawsuits. Federal funding of such a project may be difficult to procure right now.

Rebuilding in Montecito

County officials will soon be forced to make a critical choice between fast-tracking a rebuilding process in what has now been labeled an “Extreme-Risk” Zone as a way to help distressed homeowners get back into their endangered homes, or refusing to grant re-building permits in “Extreme-Risk” areas. Rebuilding permits will most certainly be denied in creek beds that have now widened from 10 feet to 200 feet or on adjacent creek banks with appropriate setbacks. Will rebuilding be permitted in extreme danger Red Zones near creeks that flow out to alluvial plains such as Montecito Oaks, Tiburon Lane, San Leandro Lane, the Santa Barbara Biltmore, or Bonnymede? Could FEMA refuse to offer flood insurance, and simply ban all rebuild plans in the entire newly remapped FEMA “ExtremeRisk” Red Zone of Montecito? We will not have a clue or a say for at least the next three months.

Where does that leave homeowners living in rentals but who want to regain some control over their lives in the next five years? One option could be to settle their insurance claims by accepting an insurance payout for their home and its contents. If FEMA declares their parcel “unbuildable,” the value of their land would probably go to zero.

No one in government has made any decisions, except to tell homeowners whose homes have been destroyed to move slowly, prolonging homeowner anxiety and lengthening their inability to plan their future. We are all awaiting the re-mapping from FEMA. The county has no money to take private land through “eminent domain.”

An alternative might be the creation of a government charitable land trust where homeowners donate their land to the trust and in return receive a charitable tax deduction for the value of the land. Lawyers call this “inverse condemnation” or “regulatory taking,” in which government takes private property on the basis of a government regulation, such as refusing a rebuilding permit in an “Extreme Risk” zone. Accumulated parcels, owned by the government, could then be converted to public use.

All of which leaves a great number of Montecito homeowners, at least for the short-term, completely up in the air. Unfortunately, County leaders making future decisions are rarely Montecito residents. What’s at stake here is no less than the future fate of Montecito. It is important that actual Montecito stakeholders be part of determining that future.

On Entertainment Embodying Emotions, Bullock Beguiles

ritics have been tripping over themselves to find fresh metaphors and more to describe soprano Julia Bullock’s considerable gifts and her depth of emotional delivery. Discerning local song lovers have already had the pleasure of experiencing her extended talents in person twice in the last couple of years, as she sang “Somewhere” with the New York Philharmonic in the 2015 concert at the Santa Barbara Bowl and tackled a world premiere portraying Josephine Baker in a piece by jazz composer Tyshawn Sorey the following summer in Ojai, where she also took on Kaija Saariaho’s La passion de Simone. On Tuesday, April 3, Montecito music lovers encounter even more magic from the enterprising singer as Bullock makes her Santa Barbara recital debut at Hahn Hall with a program that ranges from Schubert, Samuel Barber, and Fauré to blues-jazz songs by Billie Holiday, Nina Simone, and Alberta Hunter.

Bullock talked about her approach, accomplishments, and choices over the phone earlier this week.

Q. Your program is unusual for an opera singer/art song recital, full of bluesjazz from the 20s and 30s and other rare material. Considering your career so far, this looks like more genre-busting.

A. Because I didn’t grow up listening to classical music, the qualities I look for, and the goals/values I have as a singer, aren’t wrapped into a particular genre. It’s more about how direct can you be? Are you making clear statements? I still identify as a classical singer – that’s the technique and discipline I practice every day.

But I just want to be able to use my voice and apply it to whatever material I feel I can communicate authentically.

There also seems to be a focus on material by or at least for women. Was that a conscious choice?

For the blues set, it came from researching the idea of a black-andblue album, with Harlem Renaissance material, and things linking to my hometown, St. Louis. I found a lot of recordings I loved, and when I looked, I discovered that many of the songs I was most thrilled by were actually written by women. They had a real fierceness, and there was a social and sexual liberation bursting out of these songs. I felt very empowered and excited to try to get that material into my body. With Nina Simone, she shifted from going with blues standards to being on a path of talking about the black American experience as a pretty fearless woman. These voices give me an opportunity to live in these parts of myself that otherwise might make people quite uncomfortable.

So singing isn’t just about delivering the message for others but also embodying energies for yourself?

Yeah, it’s about letting them move through me. While there are certain things you have to channel and refine depending on the material because you can’t fit everything you are into every moment, I also don’t want to abandon or cut out parts of myself.

Thinking of Leontyne Price, there was a pressure to always present herself as the most dignified person on the planet. I went through a phase of feeling that myself. But even that thought started cutting off my ability to be true to the material, because it’s just not how I experience life, or even how I hear music. It’s multi-tiered. There are a lot of things being tapped. Not all of it is refined and beautiful. Some is quite ugly and aggressive. I’m willing to go there and give that to people.

I’m also wondering how has the Black Lives Matter and #MeToo movements might show up in your work.

Here’s the Emergency: Government’s Failure to Warn in an Emergency

O

n March 22 at 5:19 a.m., Santa Barbara County officials issued emergency phone alerts and calls to evacuate Montecito residents. “Flash flood watch in effect for SB County. Leave now if you are still in evac/burn areas.”

The County sent the alert as soon as rains started pummeling Southern California. They used a federal emergency system that sends mass AmberAlert style messages to cellphones.

They also had issued an evacuation map that clearly defined the areas affected by the evacuation order.

The County clearly learned from its earlier mistakes. In the days before the deadly January 9 mudslides, County officials released conflicting evacuation instructions that left some hardhit neighborhoods out of the warning zone.

The County Sheriff’s Office posted a list of voluntary and mandatory evacuation areas on Facebook and

linked to the list from its website. But a separate map on the County’s main website included a larger evacuation zone that comprised dozens of homes not covered by the sheriff’s list.

At least a dozen of the people killed in the January 9 mudslides lived in areas that were covered by the County’s evacuation map but not included in the sheriff’s list.

Santa Barbara County emergency officials acknowledged the discrepancy. “Regrettably, however, also 30 hours prior to the storm’s arrival, I approved a press release and Facebook post that had discrepancies with the western boundary of our intended voluntary evacuation area,” Robert Lewin, San Barbara County’s director of the Office of Emergency Management, said in a statement.

To make matters worse, the County did not send out emergency alerts to cellphones until 3:50 am on January 9 after the mudslides had already

begun. By then, it was too late for residents to flee.

State laws could protect the County for its admitted failure to warn residents. Then again, they might not.

And in a future column, I will address a different theory upon which residents might recover from the County (and others) for wrongful death.

Two laws address potential liability for a local government when ordering an evacuation. They are the Tort Claims Act and the Emergency Services Act. The Tort Claims Act was addressed in a prior article in this series (Volume 24, Issue 7: “Who Says the King Can Do No Wrong? Finding More Ways to Recover Losses.”)

For more than two centuries of our nation’s history, sovereign immunity protected the federal and state governments and their employees from tort lawsuits. As our nation evolved, so did our attitude toward holding the government more accountable for its misdeeds. In 1963, the California Legislature adopted the Tort Claims Act governing suits against a public entity.

The broadest immunity is for discretionary acts and omissions of public employees The Tort Claims Act carved out an exception to sovereign immunity in order to allow suits in a limited number of actions. The Tort Claims Act also includes a long list of immunities that protect the sovereign State, its employees, and other public entities from being sued.

liability for deciding to adopt an evacuation plan, which is considered to be a “discretionary duty,” while liability may exist for negligently implementing the evacuation plan, which is considered to be a “ministerial duty.”

As always, there’s a catch. Another law, the Emergency Services Act, gives local governments the authority to provide emergency services and order evacuations, but it also expands the immunities available under the Tort Claims Act. The Emergency Services Act grants immunity for both discretionary and ministerial duties.

Under the Act, the local government only has to declare a “state of local emergency” to be protected by the Emergency Services Act’s broad immunities.

Here, Santa Barbara County proclaimed a local emergency on January 8 at 11:30 am, 30 minutes before issuing its evacuation order at 12 p.m.

Thus, the County can claim that it is immune from legal liability under the Emergency Services Act for its conflicting evacuation warnings and delayed emergency alerts.

It will be interesting to see if someone argues that the County delayed warning residents of imminent danger so that it could first issue a self-serving declaration of a state of emergency.

Was the declaration a mere contrivance to protect the County from liability for failing to timely warn residents in the hours before the state of emergency was actually declared?

Half of the sheriff’s job is to chase criminals. The other half is to be prepared for disasters – earthquake, fire, and flooding high on the list. If there are no consequences for failing to do one’s job, this creates what economists and public policy wonks call a moral hazard. Taking risks because someone else bears the costs of those risks.

If the County failed to do its job and lives were lost, is there a legal remedy?

The courts may have to decide this issue, depending on what Montecito residents and their lawyers find out in their investigation. Over the longer term, legislative reforms may be necessary to ensure that residents can recover compensation for a local government’s inadequate or negligent emergency response. And then there’s the ballot box.

No Thought for the Morrow

S

ometimes, staying alive seems too high a price to pay for the privilege of not being dead.

Nevertheless, people find ways to cope, including comforting mantras such as “This too shall pass.” One ubiquitous expression advises us to “Take one day at a time.” I satirized this earnest injunction with an epigram which became the title of one of my books: I TRY TO TAKE ONE DAY AT A TIME – BUT SOMETIMES SEVERAL DAYS ATTACK ME AT ONCE. The trouble is that even one day can contain so many difficulties that the only answer seems to be further subdivision of time. That approach, however, contains its own bag of worms, because, no matter how small the pieces you try to chop time into, you still have a divisible segment. Even as teenager, I wrestled with this problem, and came up with what I thought then was an original concept, which I called a “Time-Atom” – i.e., the smallest possible length of time – within which there could be no movement or change.

(Having no Google then to disabuse me, I didn’t know I’d been anticipated in this concept by Friedrich Nietzsche in 1873, 60 years before my birth.)

But only recently, I’ve conceived a new twist on this idea – which even Google seems unable to pre-empt.

Have you ever seen one of those clock-faces on which, instead of each of the standard 12 numerals, there is the little word “Now”? Of course, we’re all aware of the paradox that, no matter how time seems to pass, it’s really always now. And unlike a time-atom (since even atoms can be split), NOW has no duration at all. So there’s no time or space whatever between one “Now” and the next.

It occurs to me that a whole philosophy or religion could have this beautiful truth as its basis. And I have a name for it: NOW-ism. No doubt, this will immediately prompt you to ask some legitimate questions, which I will try to answer.

(1) How would a belief in NOW-ism affect a person’s life, behavior, and outlook?

Answer: A Nowist considers what we call Past and Future equally unreal.

He (or, of course, she) accepts such terms as “Today” and “the Present” only as convenient conventions.

(2) If there is only now, how is it possible to make plans for the future?

Answer: Imagining the future, and attempting to shape it, can all be part of the Post-Past and Pre-Future.

(3) What has become of all previous Nows?

Answer: Your question reminds me of the epitaph of Sir Christopher Wren in London’s St. Paul’s Cathedral, of which he was the architect. It says in Latin, “Si monumentum requiris, circumspice” – which means “If you seek his monument, look about you.” The legacies of all past Nows are embodied in the Now you are currently experiencing. If you want to know what happened to all previous Nows, look about you.

(4) Do Nowists believe in God? Answer: The Theology of Nowism embraces a wide variety of deities, including mathematics, cosmology, and nuclear physics.

(5) Are there any particular characteristics associated with Nowists?

Answer: Nowists tend to be more careful, and also more loving, than the average person. They are acutely aware of the dangers and joys of each moment. You may notice them breathing more deeply and performing little acts of kindness to strangers.

(6) How do Nowists think about death?

Answer: One of the attractions of Nowism is that you don’t have to think about it all. Aging and dying are usually a lengthy process, containing an infinite number of Nows. In most situations, the Nowist can say to himself, “There is only Now – and this particular Now isn’t so bad, is it?”

(7) What are the disadvantages of Nowism?

Answer: Apart from the slight annoyance of being confused with Taoism – through similar-sounding names—there’s the danger of being misunderstood by people who’ll dismiss you as a “Fatalist” who considers everything predetermined, or as a “Hedonist” looking only for pleasure.

Some of these critics may be won over, when they see what a meaningful life you are living, valuing every moment as a precious gift.

Let me conclude with some words of Jesus, who may have been one of the great Nowists of all time. According to the Book of Matthew, he taught his followers: “Take therefore no thought for the morrow: for the morrow shall take thought for the things of itself.”

ing polka-dot cap, checkered shirt, and black sneakers, we all knew it was going to be one magical ride.

His vocal range, pitch and tone covered the waterfront, from soft upper-register notes sliding down the vocal plane to the gut, loud and clear.

His unimaginable, widely respected guitar mastery kept the multi-cultural and multi-generational audience in awe. Wide-open was he to their spontaneous though initially uninvited participation to sing along with his first song, he knows that’s just what his music does to people: they get happy and want to express it with him.

At times he pushed, cajoled and instructed the audience to sing on cue with him and loud enough to feel it, so much so that by 80 minutes into the gig, while continuing to sing and play his guitar, he walked off stage down the left aisle, out the doors to the lobby, where he helped one lucky young boy strum his guitar, and circled back inside down the right aisle, stopping every 10 rows so folks could be with him up close singing.

Guy opened with “Damn Right I Got the Blues”, “Hoochie Koochi Man”, a bit of the Jimi Hendrix classic “Voodoo Child (Slight Return)”, and “Sunshine of Your Love” by Cream, playing with just his left hand on the fret board. He also used a black rectangle towel as a guitar pick with a cyclical slapping motion to strum the guitar, followed by picking with his teeth, then playing with the guitar behind his back. Next song was “Grits Ain’t Groceries” by Little Milton 1969, where he laid his fender on the speaker stack for the classic feedback experience, hit the strings with yet another scarf, and plucked the notes to “Who’s Making Love” by Johnnie Taylor 1968 with a drumstick. Next up was “Ain’t That Peculiar” by Marvin Gaye, “Boom Boom” by John Lee Hooker, “Sweet Sixteen” by B.B.King, “Slippin’ Out, Slippin In’ “ by Buddy Guy, and “ Have You Ever Been Mistreated”, a cover of “Five Long Years” by Eddie Boyd 1952.

He switched out his fender for a late-1960s Coral Electric Sitar to play his song “Skin Deep”, based on his mother’s words to him as a teenager. The song was adopted by the Playing for Change Foundation to support music education worldwide. His finale was “Meet Me In Chicago”.

Guy was backed by his Damn Right Blues Band comprising pros he generously let do solos. They are: 2nd lead guitarist Ric “JazGuitar” Hall on a Fender Limited-Edition ‘60s Stratocaster Electric Guitar in Canary Diamond with a five-way pickup switch; Chicago’s 190-proof keyboardist Marty “Slammin Sammon” Sammon on a Hammond XK-1c portable organ stacked on a Yamaha CP electric stage piano, with pitch and tone from classical piano to a Hammond pumping through a Leslie; Orlando Wright on a five-string, white-lacquer solid body Keisel electric bass; and Tim Austin on a Ludwig Evolution Legacy drum kit in blue with black oyster pearl and Remo heads.

In addition to the music, Buddy told stories of his life experiences on the farm growing up in Lettsworth, Louisiana, how he made his first guitar and taught himself to play, going to Chicago at 19 and meeting Muddy Waters, plus tales of those who would learn from him such as Jimi Hendrix, Stevie Ray Vaughn, Eric Clapton, and Jeff Beck.

Mostly, Guy talked of love and the healing music brings. Indeed, as Hendrix once said, “Heaven is lying at Buddy Guy’s feet while listening to him play guitar.”

411: Buddy Guy has received six Grammy Awards, 28 Blues Music Awards (the most any artist has received), the Billboard magazine Century Award for distinguished artistic achievement, the Presidential National Medal of Arts and the Kennedy Center Honors for lifetime contribution to American culture. In 2012, he published his long-awaited memoir, When I Left Home.

Spirituality Matters

Finding your Freedom through “Selfless Service”

T

he beginning of Bonnie and David Paul’s The Freedom to Choose Project came more or less out of the blue 15 years ago when the couple were on the faculty in spiritual psychology at the University of Santa Monica. An inmate at a California prison who had been inspired by a story she read in now-Santa Barbara resident Jack Canfield’s Chicken Soup for the Soul series of books had written requesting for someone to come speak about self-esteem, and the couple volunteered, figuring it was a one-shot deal.

“We weren’t looking to be working in prisons,” David recalled recently. “But the response from the women was so incredible, and they kept wanting us back. We lead a life of listening deeply to our hearts and follow that guidance. So, we decided to do it in a more organized way.”

Thus was born Freedom to Choose, for which the Pauls train volunteers to serve in prisons where they work with inmates on practical life skills such as communication, self-responsibility, and emotional intelligence. That training also includes how to be a better volunteer, not only on site with the gathering of convicts, but inside – doing their own inner work and developing strategies to be productive and self-renewing.

“Our volunteers always talk about how they went to prison work to be of service, but what they actually got was their own freedom,” Bonnie Paul said, adding “and I am among them,” which was immediately echoed by her husband.

When the Santa Barbara-based husband-and-wife team were invited to talk about the prison project for the spring offering in the long-running Mind & Supermind lecture series from SBCC School of Extended Learning (which featured Canfield himself last fall), they decided to do even more. “We wanted to teach how to take skills beyond our work to volunteers in general,” David said. “There are a lot of nonprofits in town, and almost all of them rely heavily on volunteers. But very few people have had formal training on how to be of service. So, the question becomes: How do we take people who want to help and give them the skills to be highly effective?”

The Freedom to Choose Project’s official volunteer training is a deep-diving, twoday immersion and they also have several ongoing groups that meet weekly, but the Pauls are offering a dip in the waters in their Mind & Supermind presentation “How Selfless Service Can Transform You and the World”. After a video showing the power of FTC’s transformational work in the prisons, the event goes beyond talk into experiential exercises, methods the couple have developed that combine attitude work and communication skills with principals from neuroscience.

“We’ll briefly go over a concept we developed in the prisons about how when you recognize the flight-flight-or-freeze syndrome, that you notice you have a choice point of how to react,” David explained. “That’s the Freedom to Choose moment.” With specific skills that will be practiced in triads – including the neuroscience of “the mirror response” – participants will be able to anchor the experience for future growth, he said. “It’s important that we understand each other, not just the words, but the meaning.”

The hands-on method resonates as even more timely right now as the community is recovering from the Thomas Fire and Montecito mudslide, and caregivers are already beginning to suffer from “secondhand trauma” and “caregiver burnout.”

“It’s traumatic to be around people who are stressed. The skill set we teach is: How do I renew myself in a way that’s relatively simple and iterative?” David explained. “We want to take people from ‘I want to help’ to creating the ability to sustain when dealing with challenging circumstances as a volunteer. In prison, it’s stories form incarcerated people. In community, it’s the emotional and physical suffering from a loss. So many people are out there helping, and our community

Notice Inviting Bids LA COLINA FORCE MAIN NO.1 REHABILITATION PROJECT Bid No. 5618 1.

Bid Acceptance. The City of Santa Barbara (“City”) will accept sealed bids for its La Colina Force Main No. 1 Rehabilitation Project (“Project”), by or before April 11, 2018, at 3:00 p.m., at its Purchasing Office, located at 310 E. Ortega Street, Santa Barbara, California 93101, at which time and place the bids will be publicly opened and read aloud.

Each bidder is responsible for making certain that its Bid Proposal is actually delivered to the Purchasing Office. The receiving time at the Purchasing Office will be the governing time for acceptability of bids. Telegraphic, telephonic, electronic, and facsimile bids will not be accepted.

The Work consists of construction of the La Colina Force Main rehabilitation, including the rehabilitation of approximately 3,200 linear feet of existing 8-inch cast iron pipe, with cured-in-place pipe (CIPP) method via downstream inversion, end seals, closures and closures at access pits. Closures at access pits, bends, lift station, transition manhole shall be with PVC pipe. Thrust control at bends shall not be with thrust blocks. However, it is most likely that the existing force main has thrust blocks that will require removal. The project also includes cleaning, closed-circuit television (CCTV) inspection of pipelines before and after lining and Traffic Control for all of the associated work. The Contractor shall be responsible for maintaining control of odor and noise. In addition, repair and reconstruction of existing improvements affected by the Work, and incidentals for a complete and usable force main system. In addition, the modification of two (2) plug valves located in the valve vault at the La Colina Lift Station.

2.2 Time for Completion. The planned timeframe for commencement and completion of construction of the Project is: one hundred and sixty (160) calendar days.

2.3 Engineer’s Estimate. The Engineer’s estimate for construction of this Project is: $859,310.

License and Registration Requirements.

3.1 License. This Project requires a valid California contractor’s license for the following classification(s): A General Engineering Contractor.

3.2 DIR Registration. City will not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder and its Subcontractors are registered with the California Department of Industrial Relations (“DIR”) to perform public work under Labor Code section 1725.5, subject to limited legal exceptions.

The plans, specifications, bid forms and contract documents for the Project, and any addenda thereto (“Contract Documents”) may be downloaded from City’s website at: SantaBarbaraCA.gov/ebidboard. Bid Security. The Bid Proposal must be accompanied by bid security of 10 percent of the maximum bid amount, in the form of a cashier’s or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that, within ten days after City’s issuance of the notice of award of the Contract, the bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and all other documentation required by the Contract Documents.

6.

Prevailing Wage Requirements.

6.1 General. This Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes.

6.2 Rates. The prevailing rates are on file with City and available online at http://www.dir.ca.gov/DLSR. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half.

6.3 Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code section 1771.4.

Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bond for 100% of the Contract Price regardless of contract dollar amount.

8.

Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300.

9.

Subcontractor List. Each bidder must submit, with its Bid Proposal, the name, location of the place of business, California contractor license number, DIR registration number, and percentage of the Work to be performed (based on the Base Bid) for each Subcontractor that will perform work or service or fabricate or install work for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included with the Contract Documents.

I programmed the recital long ago.

But the subject does constantly run through my mind. The nice thing about a recital is that I can contextualize the repertoire in a way that communicates beyond having nice material. The point of the concert is not just to come and appreciate my instrument – how well I landed a particular phrase or handled a difficult passage – but to engage in an experience with each other, recognizing the things that are uncomfortable or sensitive, and not step away. We have art in our world so we can get close to these disturbing realities without getting harmed. I want to be always be conscious of that.

You’re already done so much. What’s next for you, in terms of career or repertoire choices?

I know that the act of singing is about allowing yourself to stay open, which is more of a challenge now than it was in my mid-20s, when I was just flying based on my own enthusiasm.

Now, I have more tools, more options at my fingertips for expressing things, but that also means that when I’m inconsistent, it’s way more obvious.

But I’m still very much exploring everything that my voice and mind and body are capable of. I’ve been so lucky to already have been given many platforms to experiment. I’m hoping one day I will hone in on what I can communicate the best. But I can’t do it at the moment. Or at least I’m not going to. Lucidity Launches Six-Year Cycle

There was a little bit of fear that after Lucidity Festival 2017 – which represented the final year of a six-year cycle – that the celebration may have

run its course or at least decided to move on with an entirely different format and/or location. Instead, the Santa Barbara-based folks behind the weekend immersion event that bring together music, art installations, healing, movement, and much more in a community-creating environment tried out a much smaller gathering in the fall and incorporated some of the experiments along with input from last year’s festival-goers into the next version of Lucidity (2.0?), a new sixyear cycle that both encompasses and expands upon the original.

“When we tuned into the whole story, the meta narrative that looks at the psychological and philosophical underpinning of Lucidity touches on the hero journey, developmental psychology, expansion of consciousness, I realized that our first two trilogies equal personal transformation and collective transformation – that’s only half the story,” explained Jonah Haas, Lucidity’s co-founder and the main architect of its concept. “There are two more trilogies, one of global transformation and the other of universal consciousness. Last year was like season finale of the first year of a TV series. This is like episode one of the new season, but it’s all still a contiguous story.”

While the organizational concept has changed – from seven villages revolving around archetypical themes to five elemental realms encompassing fire, water, earth, air, spirit – much will look familiar to Lucidity regulars. “Most of our core collaborators who provide the environments will be there, albeit a little bit differently.

There will be similar environments but organized differently, associated with the elements they resonate most with. It’s about a deeper level of intention.”

One of the core transitions in the mythos of new cycle is the realization that the original Lucidity story character of Luci – “the archetypal dreamer, the one that exists within each of us” – was actually part of a dream sequence. “Now we are transitioning

to lucid living,” said Haas, “with a new character, Dawn, who is waking up, realizing not only that she was dreaming, but that she herself is also an avatar of an element, one of five.”

The new story has parallels with Montecito-born Pacifica Graduate Institute and its history, Haas said.

“It’s of the same ilk of their tradition, very much inspired by the founders. There’s a connection in terms of the thought, the mythos that informs what we do.”

Haas is aware that many Lucidity lovers might get lost in the mythology.

And that’s fine.

“Some pay attention to that and others don’t,” he said. “But even those who aren’t intentionally aware can feel there is something going on. It speaks to them in a way that they’re not even fully conscious of. Maybe that helps you become awakened. That’s our hope. If people want to create layers, and go deeper into the intention, it’s available, there are entry points to investigate with our deeper participatory game you can pursue. But if you just want to come up and have a good time and party, that’s okay too.”

Be there: Granada Theatre hosts Let It Be: A Celebration of the Music of the Beatles

of a Broadway show making its Santa Barbara debut. And there’s a twist: rather than just offering the standard showcase of the costumed lads delivering the hit music of the world’s most successful rock band from its early-1960s forming through The Ed Sullivan Show, Sgt. Peppers, and the other studio masterpieces, Let It Be: A Celebration of the Music of the Beatles, at least in its post-intermission set, posits an answer to the question that many have posed: What if The Beatles had reunited, say, 10 years after their break-up?

“The second half imagines that the Beatles had gotten back together on John Lennon’s birthday in 1980, when he would have been 40 years old (and just two months before he was murdered),” explained Chris McBurney, the actor-drummer who portrays Ringo Starr in the show. “It gives the audience the perspective to see what might have happened beyond the break-up, and a chance for us to play material from the solo years.”

Sure, the first half is a lot like the earlier Broadway show Rain – which not coincidentally also featured McBurney as Ringo for part of its run – with the foursome’s letter-perfect renditions of “Twist and Shout”, “I Wanna Hold Your Hand”, “Hard Day’s Night”, “Day Tripper”, “Sgt. Pepper’s Lonely Hearts Club Band”, “Strawberry Fields”, “Get Back”, and many more iconic hits. But now we also get to hear Paul McCartney’s “Band on the Run” and “Live and Let Die”, John Lennon’s “Imagine” and “Watching the Wheels”, George Harrison’s “My Sweet Lord” and even Ringo’s “It Don’t Come Easy”, tunes rarely performed by Beatles tribute bands, plus later-era Beatles songs “Back in the USSR” and “Hey Jude” that the mop tops never performed live.

Following the Broadway run, producer Jeff Parry consulted with the musicians who play the four Beatles to create the revamped version that required condensing the first act and cramming three costume changes separated by short video montages to indicate each era’s setting. Ransohoff, Virgil Elings, Carole Self, Eddie Rosenblatt, Julie McGovern, and executive director of the cancer foundation Lori Willis. Then into the auditorium where Sansum Clinic CEO Dr. Kurt Ransohoff welcomed guests and told us, “Dr. Ron Latimer had a vision for this program, and in the seven years since it began we have welcomed outstanding surgeons. By sharing their expertise with our surgical residents, staff, and patients we are able to have a high level of surgical knowledge available in our small community.”

Dr. Latimer introduced the guest speaker, joking that the most famous Scotsman being James Bond only drank gin and vodka and not scotch.

It wasn’t Halloween yet, but Dr. Garden’s talk was filled with ghoulish but fascinating stories about the grave robbers who, in fact, advanced medicine by providing much-needed cadavers to study. His talk was titled “Edinburgh’s Illuminati: Charles Darwin, Sir Arthur Conan Doyle, Lord Lister and Grave Robbers” (Knox, Burke and Hare).

The Burke and Hare murders were a series of 16 murders committed over a period of about 10 months in 1828 in Edinburgh, Scotland. They sold the corpses to Dr. Robert Knox for dissection in his anatomy lectures.

Edinburgh was a leading European center of anatomical study in the early 19th century, but because Scottish law required that corpses could only come from those who had died in prison, suicide victims, or orphans, there was a shortage.

When a lodger in Hare’s house died, he and his friend Knox decided to sell the body for the generous sum of seven pounds, 10 shillings. Then a lodger had a fever, so they murdered her and sold the body. This lucrative little business continued with the knowledge of their wives.

Eventually, the other lodgers discovered their latest victim and called the police. Because of the real shortage of cadavers, Scotland passed the Anatomy Act in 1832. Now days, I’m told they use plastic for some of the study.

pared to unite immediately (Montecito Association?), things will soon be subject to outside politicians, bureaucrats, and budgets.

Just two weeks ago, our local news station interviewed SB County architect Bob Ooley standing at the devastated triangle intersection of Olive Mill and Hot Springs roads proposing a roundabout.

As a planner and landscape architect for 35 years, I know how fashionable roundabouts have become in planning communities.

However, they are designed to move cars more expeditiously thru intersections and inevitably encourage larger traffic loads. They require more space, bright lighting (in a Dark Sky community!), and restrict the amount and variety of landscaping.

Also, because the focus is on the automobile, pedestrian safety is compromised. You need only walk or ride a bike around the Hot Springs/Coast Village Road roundabout to see how intimidating it is.

It was shocking that a spokesman for the county would already be proposing a roundabout in one of the few Montecito open spaces without any apparent consideration to the pastoral setting or community input for other opportunities.

Mr. Ooley’s idea might never be implemented, but it’s an example of where others less affected by our disaster are already looking at opportunities to redesign our community.

This is the first instance of a proposed “restoration” that is more a “reinvention.”

I’ve worked on many communities worldwide. Soon after establishing design principles and guidelines, some force invariably attempts to adjust or ignore them. Over time, change is inevitable and improvements necessary. But they should always be directed by original design principles and the involvement of the stakeholders.

You mentioned that San Francisco’s and Santa Barbara’s early-20th-century earthquake disasters had been

an opportunity to develop architectural-landscape architectural guidelines to define a vision for the future.

Fortunately, however, Montecito doesn’t need to be reinvented. Its unique beauty, known throughout the world, has been well-established for over a century. We as stewards only need to protect and preserve it.

We’ve lost enough and can’t take anything for granted. We as stakeholders must be vigilant and get involved now to preserve and build on the legacy of Montecito, the place we so fortunately and blessedly call home.

Saving the Woodland

I recently attended a meeting with my neighbors on my lane. Our 12 homes are all on the western side of San Ysidro Creek or watershed and none are back in our homes following the 1/9 event; most never will be. I supposed the meeting would be focused upon evacuation, mud removal, and insurance adjuster stories. It was not. Rather, the group discussed the exceptional 44-acre woodland at the end of our lane and what could be done to save it from the certain result of the mud and debris assault.

Ennisbrook is the owner of the woodland. In 1989, it granted to the Land Trust for Santa Barbara a conservation easement to the property.

Together, Ennisbrook and the Land Trust pledged to preserve and protect in perpetuity the trees and associated habitat, which includes “ a diverse population of native plants, birds, mammals, and a monarch butterfly preserve” for all to enjoy. The Land Trust in turn engaged the Montecito Trails Association to maintain walking trails, enabling us to experience and enjoy this wonderful gift.

Should there be any good news associated with this crisis, it is this; the parties overseeing this woodland are all neighbors and people we know, and I believe fully intend to do everything possible to save this community treasure.

Unfortunately, the scope of the damage is massive, and the cost necessary to save this habitat is certain to be significant. In addition, the necessary cooperation required to act quickly enough to save this habitat will be challenging.

Our lane continues to engage with Ennisbrook and the Land Trust to help find a solution. Should you be in a position to assist the parties in this urgent effort, time is of the essence.

The extraordinary Bucket Brigade volunteers have been actively digging out oaks and significant sycamores at the site in hopes of freeing critical root zones before they suffocate and are lost. They are always looking for new backs, and there is much to do.

Getting Together Again

No More Monsters

I’m submitting this in the faint hope that it will foster a common ground that both sides could agree on, although I do have my doubts, regarding mass shooters. Except for a very small percentage of the population, we are not born as natural-born killers.

A killer is made, not born. Therefore, if the goal is truly to do something about mass shooting, rather than enacting yet again another law to ban something, focus on factors that produce a mass shooter. Mass shooters have several traits in common: 1) The shooter had a troubled childhood; 2) Was raised in a single-parent household (think single or divorced mom) where the child’s father was either absent or abusive; 3) The child was prescribed psyche meds to make him more controllable (ADD, depression, anxiety); 4) The now-teenager, in addition to all the usual items that make being a teenager years a pain in the butt, has a history of poor social/conflict resolution skills, which fuels a rage against every one else and resentment against everyone around him, turning him into an outcast or a loner; 5) He lives in a cultural and society that sends very mixed messages

about violence. Think of our entertainers, who call for gun control, yet make millions in movies with that same actor, shooting people without consequence and being a hero for doing so; 6) Thanks to feminism, being a normal male is viewed as abnormal, deviant behavior and labeled as “toxic.”

Males are expected to become more and more effeminate. Also, there is not a “rite of passage,” where a young male under goes to become a “man.”

The very notion of being a “man” as a social construct is mocked. Our culture once had “heroic” both in real life, historical, and in our common entertainment men who, demonstrated the qualities, virtues, and a standard of behavior. Traditional manhood is being replaced with a gender-neutral, confused wimp (soy boi), or a parody of the worst traits take to an extreme (inner-city gangsta thug); 7) Another trait in common with mass shooters: they were non-religious. I don’t know of any who attended a church regularly. Having a belief in a much higher authority than yourself, to whom you will have to answer to for your actions and conduct in this life, does strongly curb one’s impulses.

If we want to stop mass shooting, then stop creating the monsters that do such deeds.

All of us in The Recovery Project and at the Recovery Free Store are deeply grateful for your story (“Recover We Will,” MJ #23/12) which was so complete and covered so many of our people, all of whom have dedicated tremendous time and effort and continue to do so.

In ramping up in our community outreach, yesterday I visited with Dr. Jeffery Kupperman a well-known pulmonary specialist in Santa Barbara.

He is very concerned about the amount of Valley Fever and other spore-borne diseases brought up by the recent debris slide and the increased rate of occurrence in our area. He feels the community is not as aware and proactive as needed. In fact, he and another local specialist will be speaking to the national association of pulmonary specialists on this subject next week.

This might be an extremely important subject for you to bring to the attention of our community. I, for one, have not seen it covered with appropriate information on a protocol for us to adhere to.

“Every property is unique in the path it will take for rebuilding,” Goggia said, adding that the many issues involved are complex.

Homeowners are eagerly awaiting new maps, a collaborative effort from FEMA and Santa Barbara County Flood Control, which will determine which sites are rebuildable and with what stipulations. “On top of the trauma and recovery of losing their homes, belongings, and loved ones, they are faced with many complex rebuilding issues. We want to bridge the gap for them, so they have help to navigate the process,” she said.

“This new partnership with AIA is exactly what the center was built for,” said Community Recovery and Engagement coordinator Ben Romo, who is overseeing the County-run facility, which is funded in part by FEMA. “The right people being part of the solution,” he said. While many homeowners are already in the process of repairing and cleaning up minimally affected homes, others are still facing the key challenge of removing debris and mud at an affordable price. Last week, the SB Board of Supervisors approved a short-term solution for debris removal, allowing private debris to be taken to the Tajiguas Landfill and stockpiled and sorted. Only franchise waste haulers and other account holders may deposit waste at Tajiguas, which is not open to public dumping.

Loads of less than one ton of material will not be accepted at Tajiguas but referred to the County South Coast Recycling and Transfer Station or the MarBorg Industries Construction and Demolition Facility. Rates are based upon inspection of the material.

Haulers wishing to use the Tajiguas Landfill, located between El Capitan and Gaviota off Highway 101, must first establish an account by contacting the Santa Barbara County Public Works Department at (805) 568-3129 or visiting www.lessismore.org/mate rials/286-tajiguas-account. Cash is not accepted at the landfill.

Santa Barbara County is also working diligently to find additional options for local property owners to dispose of their debris due to concern that the Tajiguas Landfill and other outlets will reach their capacity within a short time frame, if filled with rock and other materials, impacting the ability of the landfill to continue to take trash from the South Coast.

Bidders are hereby notified that pursuant to provisions of Section 1770, et seq., of the Labor Code of the State of California, the Contractor shall pay its employees the general prevailing rate of wages as determined by the Director of the Department of Industrial Relations. In addition, the Contractor shall be responsible for compliance with the requirements of Section 1777.5 of the California Labor Code relating to apprentice public works contracts.

Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code section 1771.4.

Santa Barbara County officials are alerting the public to a fraudulent flyer that is being distributed in the Santa Barbara area with a suspect attempting to gain unauthorized access to homes.

According to a fraudulent flyer

dated March 22, a “team of land technicians are conducting ground stability testing” in Santa Barbara. County logos and infographics were used to give the flyer the appearance of an official release. This flyer is fraudulent, and a suspect distributing the flyer is attempting to gain unauthorized access to private property.

At approximately 1:08 pm on Thursday, March 22, a suspect approached a residence in the Portesuello area of Santa Barbara and knocked on the door. The suspect wore an I.D. on a lanyard, claimed to be a representative of the Office of Emergency Management, and attempted to gain access to the proper-

ty. No representatives from the Office of Emergency Management are in the field and would attempt to gain access to a private home.

The suspect is described as a white male adult, 5’-6” tall, approximately 25 years of age, wearing a gray hoodie and a yellow reflective vest.

Officers from the Santa Barbara Police Department searched the area for the suspect and were not able to locate him.

Santa Barbara Sheriff’s Office advises the public not to allow any individuals claiming to represent the County or City of Santa Barbara for “stability testing” to access their property.

If anyone attempts to gain unauthorized access to a residence, the public should call 911 immediately.

Drought Continues

We hope county residents use information in the Greywater Handbook to not only conserve water, but to also make their landscapes healthier.”

The Santa Barbara County Board of Supervisors recognized and approved the SB County Greywater Handbook on December 12, 2017. Residents can find the handbook on the County’s regional water efficiency program website www.WaterWiseSB.org, where it is available to download free of charge.

Dropping out and Dropping in

In last week’s issue, Michael Sanchez wrote (“Smugness on Parade,” MJ #24/12): “But many of those big-name actors who started as children often don’t even have a high school education. And yet, they somehow feel qualified to tell the rest of us what we should think and sometimes even how to vote.”

Does that mean the more than 1.3 million people who drop out of high school every year in the U.S. should put a cork in their mouth?

What about college dropouts? Are the one out of 15 U.S. millionaires who drop out of school allowed to have a political opinion?

What about billionaire Kirk Kerkorian? He dropped out of the eighth grade.

Our public school system — first enforced in the U.S. at gunpoint — is more about brainwashing than education.

It originated in ancient Sparta, and was fine-tuned in the 19th century in both class-conscious Prussia and caste-conscious India.

John Dewey wrote (in 1897), “Every teacher should realize he is a social servant set apart for the maintenance of the proper social order and the securing of the right social growth.

In this way, the teacher is always the prophet of the true God and the usherer in of the true kingdom of heaven.”

Incidentally, there is an underlying, snooty overeducated vibe in Hollywood. Many “Hollywood” notables received their pre-college education in elite private schools.

Dick Wolf went to Andover and also attended two other elite schools: The Gunnery, founded in 1850, and St, David’s School, opened in 1951. James Spader dropped out of Andover, while Humphrey Bogart and Jesse Colin Young were expelled. Bruce Dern, Sir Michael Lindsay-Hogg, and Ben Kurland dropped out of Choate.

My hero is actor/comedian Buster Keaton, who was kicked out of school for good on the same day he was forced to go to school.

I admire people who can roll big wheels without any coerced education, such as admiral David Farragut (1801-70), who took command of his first warship when he was 12 years old.

Deer Grammarians

When, in the great topological tumble, 20-ton boulders come crashing through entire communities, they nudge us toward contemplating, as do the interpenetrating planes of Cubist paintings, the structurality of structure. After all, we find ourselves suddenly left living and thinking within a Buddhist teaching: that all realms interpenetrate. And it is not only boulders. As a nun at the Vedanta Temple recently confessed: Neighbors who may never had met, when stranded from civilization, found themselves hiking to each other’s doors and extending welcoming and helping hands.

All realms interpenetrate, and each realm has its own story, within which abides its own deep grammar and mythos. The story of the mountains for instance, is mostly silent, for they begin to mouth their deep, geomorphic grammar lessons only when their boulders begin clearing their throats in their streambeds. How well do we read it?

The deer grammarians, could they but share with us their stories, would inform us that in the Great Forest, all forest beings — 2,000-year-old trees, waterfalls, fierce mountain lions, members of their own herd — are all mere nouns. That in the entire Great Forest, there exists only one verb. One power capable of significant action.

“Fire” is the name of that verb. As in firing a clay pot, or a province.

Fire roars, laying down the laws proclaiming the deep grammar of the forest. All the other beings in the forest must yield to Fire’s irresistible message, the transforming energy flow that is the forest’s metabolism. All other beings are merely passive agents: food for fire’s millions of voracious mouths. Fire is born of the forests. The Child of the Forests, as Indo-European pastoralists called him. In his infancy, the mothering trees embrace him, desiring him who desires them. He clings to the trees with his blazing lusters, like a fawn

drinking from a doe. Born of the trees, he yet devours them in a second. He is terrible, irresistible, and tears the forests apart. Wide-spreading: his light is seen from afar. When driven by wind, he tears asunder Earth’s body, licking the young Earth as the master of her treasures. All the beings of the forests have for so long lived circumscribed by his laws that fire is inscribed within the very laws of their own being.

Many species of pine seeds do not germinate until liberated from their imprisoning cones by the touch of fire. Redwood seeds flourish in ash beds left by the burning of a decayed giant. In primitive coniferous forests, large and unnatural accumulations of dead wood did not develop. This is because light burns, like the herds themselves, roamed freely through the forests, keeping them open and clean, enriching the soil, and encouraging the growth of herbaceous plants.

These created, in effect, huge salads. Primordial, park-like forests were inviting to deer. Deer populations, post-burn, exploded. After rains, deer would drink in swollen streams and pasture on successive waves of postfire vegetation bathed in un-shadowed sunlight. This gave two-footed creatures, who followed the four-footed, freedom to rove the groves of oaks and pines and to hunt and to gather acorns and pine nuts.

Deer, however, do not dwell in fixed abodes. They could escape blazes in the patchwork quilts of primitive but open forests simply by stepping into recently burned patches of ground.

They did not have to contend with what Forest Service folk call “downstream values”: the fixed structures erected by civilizations.

It is easy to see that each fire and debris victim, homeowner, banker, real estate worker, emergency responder, and Caltrans and Amtrak exec harbors a story that paints fire in a different light. How to reconcile these two conflicting discourses and the actions that flow from them?

Gary Snyder, lauded as poet laureate of Deep Ecology, has long advised designing with nature. In The Politics of Ethnopoetics, he suggests that in designing our homes and communities, we learn natural-law design

principles by studying the myths and other “texts” of tribal peoples: the Chumash, for instance, as detailed in Patterns of Indian Burning in California: Ecology and Ethnohistory (Henry T. Lewis). How to design like pre-colonial Chumash? By reflecting on Snyder’s advice to realize that Nature is not a place we visit, but where we live.

After the Coyote Fire, a story emerged of a couple who, when beholding the flames approach, donned their scuba gear, slipped into their swimming pool, and chilled until things cooled down. Knowing that chaparral is the fiercest of fuels, they had constructed their dwelling from concrete.

The scriptures of the Indic branch of the Indo Europeans proclaim (listen up insurance and mortgage companies, as well as all those who want to rebuild): “Fire is the close comrade of the Rivers, as is a brother to his sisters.” If you fly over Italy, you will behold old towns built on hills, with the rich alluvial valleys reserved for agriculture.

In closing, I wonder aloud if in the continuing whisper of Montecito stories of the Great Flow, is there one utterance that serves, in the words of Borges, as “the formula and perfect compendium of all the rest”? Is there one overarching deep grammar that harmonizes all the others?

I have heard that voice reverberating in the actions of all those I have observed responding to Montecito’s recent tragedy by performing nameless and perhaps unremembered little acts of kindness and of love, day after day: from disaster center workers, the responders, the Bucket Brigade, the crew at the free-clothing store, and countless others working and volunteering to cheer their neighbors’ hearts. And I have heard that voice especially at a La Casa de Maria gathering, from the heart of a Chumash elder. He shared how the flow gives us all the opportunity to appreciate the plights of others around the world who find themselves in similar circumstances, but must meet their situation without our community’s resources.

FRIDAY, MARCH 30 SCAPE to the Coast – More than 150 Southern California Artists Painting for the Environment (SCAPE) members plus fine-art photographer Reeve Woolpert are participating in the sixth annual Visions of the Gaviota Coast. The benefit art exhibition showcasing visual representations of the stunning Gaviota Coast – the majestic 72-mile stretch of open coastline that provides a pristine habitat for more than 1,400 species, including the endangered snowy plover – has become a favorite weekend wonder over its half-dozen years, partly due to its own environs: the five-star RitzCarlton Bacara on the way to Gaviota.

Live music, appetizers, and local wines are featured at the free reception from 5 to 8 tonight, which also contains the conclusion of the silent auction and raffle for an overnight stay and spa treatment at the Bacara that begins at 2 pm. Painter and exhibit juror Rick Schloss has many years of collaboration with the renowned Oak Group, another venerable Santa Barbara association of artists whose work depicts nature scenes in and around the area. Forty percent of all art sales will be split between the nonprofits Gaviota Coast Conservancy

and the Naples Coalition to assist in continuing their successful efforts to protect coastline, which have recently achieved big victories toward the preservation of the region. Tomorrow’s highlights include a free screening of Gaviota: The End of Southern California, the documentary – which premiered at SBIFF in 2017 – that was filmed over a five-year period covering all four seasons and traverses the region from the ocean floor of the Santa Barbara Channel to the peaks of the jagged Santa Ynez Mountains.

Bliss and Adam Plachetka portrays the young lovers, opposite Amanda Majeski and Serena Malfi as their partners who test each others faithfulness. The New York Times praised the production as “A winning show… Colorful, inventive, sometimes riotous, sometimes surreal… full of charms and insights”, while lauding Bliss as “wonderful, with an ideally sweet voice and boyish earnestness.” The orchestra, meanwhile, is conducted by David Robertson, music director of the St. Louis Symphony Orchestra, who led that ensemble at the Granada as part of CAMA’s series just two months ago. WEDNESDAY, APRIL 4 Rim-shot: Grand Presentation – Perhaps it was pride in his homeland that spurred photographer-filmmaker Peter McBride to join writer Kevin Fedarko on an audacious and demanding adventure to transect the length of the Grand Canyon on foot, an endeavor only about 24 people had accomplished before them. Their effort to share the Grand Canyon’s uncharted glory and shed light on the many threats it faces took 13 months, as the pair logged nearly 800 miles and churned through seven pairs of shoes as they hiked in temperatures ranging from minus-5 to 111 degrees. McBride is no stranger to the canyon, as the native Coloradan returned home after a decade traveling to 60 different countries to take photos published in National Geographic, Smithsonian, Outside, Men’s Journal, and Esquire, among others, to spend two years focusing on documenting the Colorado River. The journey culminated in the acclaimed coffee table book The Colorado River: Flowing through Conflict and the award-winning short film, Chasing Water and Delta Dawn. Fedarko, for his part, was also eager for the trip, as he works as a part-time river guide in the Grand Canyon.

Now the two are touring their National Geographic Live illustrated presentation titled “Between River and Rim: Hiking the Grand Canyon”, which arrives at UCSB tonight.

Meanwhile, the Dirty Knobs are the L.A.-based band that features Mike Campbell, the Hall of Fame guitarist who was with Tom Petty & the Heartbreakers since the group debuted, plus several other session and touring players who frequently work with rock stars. The two forces are coming together tonight back at SOhO in a special show that will be doubly poignant, given that it’s a benefit for the Elephant Crisis Fund – the nonprofit that aims to avert the destruction of African elephants for their ivory tusks – while also representing the first time the Knobs have played at SOhO, one of their favorite stomping grounds, since the untimely death of Petty last year. The show will have three distinct sections, beginning with a solo acoustic set from Kay, followed by a Steppenwolf set with the singer backed by the Dirty Knobs, which, in addition to Campbell, includes Matt Laug (drummer for Alanis Morissette, Melissa Etheridge, Slash’s Snakepit, and others), Jason Sinay (guitarist and musical director of Rosanne Barr’s show), and bassist Lance Morrison (Don Henley). The night closes with the band’s own dance set of rock classics and originals, which we are imagining might feature several Petty hits. Pretty much all of the shows that Kay does as Steppenwolf these days serve as fundraisers for The Maue Kay Foundation, the nonprofit formed in 2004 by Kay and his wife, Jutta Maue Kay, to support individuals and organizations engaged in the

protection of wildlife, the environment, and human rights, with a big emphasis on the former, and his solo shows are often benefits on behalf of NGOs the foundation supports. Far from flaming out as the lights get brighter, the Moth’s mainstage events are storytelling group’s hottest tickets, with each show exploring a theme in unexpected ways. As always, each tale is true and told by its author, creating an evening that “dances between documentary and theater... as well as inspiring and harrowing... creating a unique, intimate, and often enlightening experience for the audience.” We have yet to hear of the theme or tellers for tonight’s third annual early spring visit to the Lobero, once again sponsored

Pico and Popova Picking It up – Maria Popova – the creative mind behind Brain Pickings, the immensely popular online compendium of treasures spanning art, science, poetry, design, philosophy, history, anthropology, and more – created the site as a one-woman labor of love to serve as her subjective lens on what matters in the world and why. Brain Pickings, which she founded in 2006 as a weekly email that went out to seven friends, is a record of her own becoming as a person – intellectually, creatively, spiritually – and an inquiry into how to live and what it means to lead a good life.

Going back almost six years, the still ad-free site has been included in the Library of Congress permanent web archive, while Popova has been called “A one-woman curation machine, dedicated to surfacing content, old and new, that makes her readers smarter” by Forbes. Pico Iyer is the part-time Santa Barbara-based author of two novels and 10 works of nonfiction, including such long-running bestsellers as Video Night in Kathmandu, The Lady and the Monk, The Art of Stillness, and The Open Road, his meditation on 34 years spent talking with the 14th Dalai Lama.

Recent Sales and Current Listings

W

hile attempting to get a grasp of what is happening in the real estate market in Montecito following the debris flow event, it has been difficult to move past the fact that these are not only homes, properties, and assets, they are places where families and friends live, or lived. That said, it is not a simple task to just take a marketplace perspective without taking into consideration other factors affecting the area and home sales.

Residents have endured evacuations, school alerts, construction, and road closures, but a walk around the neighborhood with my wife this morning reminded me how lovely this area is and why so many people want to live here.

As the phrase “The show must go on” urges, we must endure and we must move forward. The analysis of prices, comparisons to other years, sales volume, et cetera, is necessary to help residents, lenders and the rest determine where the market is in terms of values. That said, sales have been slow recently, so there is not a lot of data to evaluate.

In looking at 2018 sales compared to 2017 in the same timeframe, we must take into consideration that a lower sales volume is normal for this time of year (middle of winter). However, it is important to point out that, since the January debris flow event, sales have been down about half of what they were in the same timeframe in 2017, (10 January to 25 March), both in number of homes sold and total dollars in sales.

Home sales drawn from the Multiple Listing Service (MLS) and that do not include “land only” sales indicate that 16 homes have closed escrow in that time period, for a total sales volume of $47,000,000-plus. The highest-price home was $6,300,000; the second highest was $4,400,000. The bulk of 2018 sales so far in Montecito have been in the $1.5 to $4 million range.

During the same period of 2017, 29 sales were recorded for a total of $101,000,000-plus; the highest-price home went for $12,500,000; the second-highest for $8,100,000.

When comparing sales of more than $5 million during the same time frame in each year (January 10 to March 25), you can see the current dip in the high-end sales for this period in 2018. In 2017, eight homes sold for $5 million or more, whereas in 2018 only one home sold in 2018 during this time frame for more than $5 million.

We had already been seeing, not necessarily a slowdown in number of overall sales year over year for the last two years, but certainly a slowdown in the higher-end sales – those more than $5 million.

This is not necessarily reflecting a reduction in terms of value, or price per square foot even, but shows that, for the most part, homes priced more than $5 million are having a tougher time finding buyers.

Here is a look at two homes that have sold in the past week or two (post-debris flow), as well as a couple of homes on the market that offer many of the selling points that may likely be on a Montecito buyer’s checklist.

This property features a 4-bedroom, 3.5-bath main house on 2+/- acres in the Riven Rock area of Montecito.

There is a one-bedroom guest suite with ocean views and en-suite bath; an attached 2-car garage; a detached carport for two cars and a separate-temperature controlled wine room with a 3,500-bottle capacity. This home is located within the Cold Spring School District.

On the Market

556 Periwinkle Lane: Asking $2,425,000

Recently remodeled “Moody Sisters” cottage, near upper village shops and restaurants. This 3-bedroom, 3-bathroom home is surrounded by gardens and mature trees and features a new kitchen and new bathrooms, high ceilings, oak floors, and numerous French doors. The home is located within the Montecito Union School District.

249 Las Entradas: Asking $6,450,000

Recent Sales

27 Seaview Drive: $2,525,000 sold in March

This is one of the larger units at Montecito Shores and offers ocean views and western sunset exposure. There are 3 bedrooms and 2.5 bathrooms in the 2,360sq-ft unit. This condo is in the Montecito Union School District.

This is a sprawling, private resort style estate, offering ocean and mountain views. It features a full-level master suite with sitting room, a 2-bedroom guest suite at the lower level w/sitting room and separate entrance, a separate lower-level wing with game room, and office and a separate entrance.

said. “We had to gauge how the audience would respond to songs that maybe aren’t as famous as The Beatles’s classics. We tinkered with it a bit and now it feels like a real solid second act that adds a little spin to the typical Beatles tribute. I think people respect and appreciate that we’re doing something different.”

It also helps that the foursome portraying the Beatles have been together for four years, McBurney noted. “We really try to go full out with both high energy and heart. The level and detail and the passion we have for the music really stands out. I think we’ve nailed it by now.”

When we reveal her, her head is in the middle, her tummy is up above, and her feet are way up high. That was my signature piece until everybody started copying it... it’s very difficult to keep these things to and for yourself. In most cases, a trick can’t be patented as a new invention.

So, it’s out there. And after one magician does it, everybody else figures it must be in public domain. I was very upset about it years ago, but I’ve put it aside. All you can do is come up with a better trick.

What are some of your favorites now?

Fusion, a form of sawing a lady in half, is about pushing a lady through a

piece of glass that we’ve made liquid so we can do it. But when she slides halfway through, we stop, something goes wrong and the glass becomes solid, and the girl gets divided in half. Then we have to put her back together again. At the Lobero, we’ll be doing Squeeze Play, another one of my own, where the girl is between two panels that when they get pushed together turn her into a flat doll. We go through lots of funny stuff with that before we reproduce her. And my current signature piece is Look to the Future, where an alien captures me in a space machine. There’s a very surprising conclusion, but we don’t want to tip that off.

What makes for a great illusion?

Surprise. If you show a box that’s empty, the audience knows something is going to appear in it, maybe a rabbit or a lady. But then you create an effect where you catch them off-guard, where they can’t foresee what’s going to happen. That’s the best magic there is. And that goes for close-up magic too. But even more importantly, performing magic has always been about the entertainment value. As long as you give them fun, and make them laugh, they’ll keep coming back.

Jones-ing for Magic Chuck Jones has been performing magic for nearly six decades, dating back to when he was just a kid visiting magic shops – yes, those used to be popular – with his dad. “The magic bug, it just bites you and it doesn’t let go,” Jones said. “The guy behind the counter would demonstrate a trick and if you buy it, you could duck back there and he’d show you how it works. I bought more magic than you can imagine just so I could learn how to do ‘em.”

Jones appeared on The Tonight Show with Johnny Carson as a 12-year-old – a gig he landed because a Carson writer who had hired him for his kid’s birthday party was suitably impressed – then parlayed that into his own kid’s TV show. Later, Jones and his wife would tackle every phase of the business, from shows in shopping mall to revues in Las Vegas, fairs and expositions to corporate gigs, amusement park productions, and big touring roadshows.

On Saturday, Chuck Jones & Co. returns to perform for the 62nd annual edition of It’s Magic!, the revue show he first appeared with back in 1964, at the Lobero, where he’ll be sharing the stage with fellow Magic Castle veterans Xavier Mortimer, Dan Birch, Pop Hayden, and Matt Marcy. Jones talked about the changing world of magic, what still keeps him going, and his current illusions over the phone from Los Angeles.

Q. You created the Mis-Made Girl, one of the most iconic illusions of all time. But you don’t do it anymore.

A. We premiered that for the It’s Magic! show in 1964. The girl is divided in four parts, but when the assistants on stage put the boxes back together, they make a “mistake” and the parts are in the wrong order.
