ON THE WATER FRONT

Desalination Celebrates One-Year Anniversary

S

anta Barbara mayor Cathy Murillo was able to take a well-deserved bow last week as she and Josh Haggmark, City Water Resources manager; Cathy Taylor, Water Systems manager; Randy Rowse and other civic leaders celebrated the one-year anniversary of the reopening of the City’s Charles E. Meyer Desalination Plant. All hailed the addition of desalinated water as a reliable water source added to the City’s diverse water portfolio.

Impressively, the rehabbed desalination plant is currently producing 3 million gallons of drinking water per day, or 30% of the City’s water supply, some 3,125 acre-feet per year (AFY) of “ocean to tap” water.

On hand, and available for interviews, was Gilad Cohen, CEO of IDE Americas, designer, builder, and operator of the local desal plant. IDE Americas also designed and was part of the construction team that built the new 50-million-gallons-per-day Poseidon Water desalination plant in Carlsbad, California, which produces desalinated water for San Diego County. IDE also built three desalination plants in Israel, enabling that desert country to be the only country in the Middle East to “go green.”

In 2014, Israel’s desalination programs produced roughly 35% of Israel’s drinking water. By June 2015, roughly 50% of Israel’s overall water sources came from desalination. By 2050, that percentage of desalinated water is projected to reach 70%.

The Israeli record should serve as a guidepost for coastal California, which is still clinging to an increasingly unreliable, antiquated 1950s technology of pumping vanishing northern snowpack from the High Sierras, conveyed through Lake Orville to the Sacramento Delta; then pumped through 660 miles of canals and pipelines to a complex of regulating reservoirs.

How energy-efficient is that? Should coastal urban areas deprive farmers and inland cities of needed state water?

History of Desalination

Funded jointly by the City of Santa Barbara, the Montecito Water District and the Goleta Water District, the original desalination plant, finished in 1991 at a cost of $34 million, had a capacity of 7,500 AFY of desalinated water, more than twice the production capacity of the current plant.

The Montecito Water District had an entitlement of 1,250 AFY; the Goleta Water District had an entitlement of 3,069 AFY, while the City had entitlement to 3,181 AFY. Costs were shared proportionately.

The original desalination plant operated for three months between March and June 1992, before abundant rainfall led to placing the plant into standby mode. On October 15, 1996, the California Coastal Commission issued a Coastal Development Permit to the City for permanent desalination facilities up to a maximum capacity of 10,000 AFY. Foolishly, Montecito and Goleta failed to renew their five-year contract for water, preferring not to incur modest costs for permanent permits and standby maintenance charges.

In July 2015, faced with still another long-term drought, the city council voted unanimously to reactivate the Charles E. Meyer Desalination Plant. In May 2017, after start-up testing, the City began distributing desalinated water into the City’s water system.

h, dear. I see that the Journal has published more political emails. I really wish you wouldn’t. They’re mostly pretty stale, even the anti-Trump ones.

Les Conrad reaches almost the same degree of derangement, if in less colorful prose. Right off, he suggests that our least Biblically inspired president (in itself, not a bad thing; President Pence would be a bad thing) denied the essentially unanimous conclusion of our country’s counter-intelligence professionals and embraced Putin because Trump wanted to practice Christian forgiveness for their illegal annexation of Crimea and the equally illegal and ongoing attack on our elections. Christian forgiveness!

He goes on to say the president is under attack for his aim to “make life better for those who make the sacrifices to keep that government in power.”

Since the primary beneficiaries of the trillion-dollar deficit-ballooning tax cut are the folks who own, through stock or outright, the companies who saved billions in taxes, I’m not sure what sacrifices he’s talking about.

As to the editor’s note appended, President Trump has indeed made strenuous efforts to fulfill some of his campaign promises. He has given free rein to an expanded armed force free of the Justice Department that has quintupled the deportation of ordinary people, no crimes to their name, living peacefully among us almost as though they were actual Americans. Today’s headline: ICE Arrests Man Driving

Pregnant Wife To Deliver Baby, a man never accused or convicted previously [Editor’s note: The man was apparently wanted for murder in Mexico, but hey, that doesn’t fit the “anti-immigrant” narrative so was conveniently left out of most news reports]; his wife left to drive herself to the hospital alone.

Although Trump did promise not to do that, rather to prioritize “criminal” ones, by sleight of hand his attorney general decided that their very presence in the country was a crime and that they thus were criminals and hence prioritized along with armed felons, so I guess he did keep that promise after all.

On cutting the debt (he said it would be gone after his two terms), well, not so much. On protecting people’s healthcare so it would be even better and cheaper (lower deductibles, better coverage) than the failed ObamaCare, not so much there either.

So, since wages haven’t gone up while health care premiums have, as the rich are getting richer (remember his promise to tax carried interest?

Oops, broken), his climate policy is going to bring disaster, his foreign policy is written by Putin (destroy NATO, disrupt alliances), and his administration is deeply corrupt (his Secretary of Commerce not disclosing stocks which he then traded on private knowledge), I’m not sure why you all like him so much. Maybe it’s the rich getting richer part, but I couldn’t say.

I’d love to know.

God, all I think about is November 6. Listen to my prayer for this suffering country in these troubled times.

How prescient of you. Your party’s meme about “the rich getting richer” because of the tax cuts has become a boring and tiresome cliché. There could be some truth to that, however, as the market is up substantially since Mr. Trump’s election, and the small companies who can now take advantage of some of the new tax breaks that before were only available to larger – “richer” – companies love it too. As for the upcoming mid-term election, let’s see what happens in November. My guess

is Republicans hold the House, though possibly just barely, and add at least two Senate seats. – J.B.)

Picking up the Pieces

I’m trying to wrap my head around the notion that anyone would be upset enough to write “our cars are suffering from potholes, and trenches,” referring to the ‘disgraceful’ conditions at the bottom of Olive Mill at Coast Village Road (“The Olive Mill Mess,” MJ #24/33). My heart still aches for those who lost their lives, their loved ones, and their homes. I am grateful that we were not seriously impacted. Planning, rebuilding, and restoration after such a massive fire and mudflow is a slow, lengthy and complex process.

Let’s support the surviving victims with our patience and tolerance for any inconveniences while they slowly pick up the pieces and move forward.

Filling potholes can come later.

Intelligent Wastewater Recycling

Bob Hazard, per usual, has given us a thoughtful overview of our water situation (On The Water Front, MJ #24/33). In recycled, we are playing with a number of unknowns. He suggests intelligent recycling of wastewater. I agree that this needs to be intelligently discussed as a prerequisite.

Thus a series of questions. Bob mentions an unknown number of wells are now drafting from our basins, let alone how much they are extracting and the impact on the basin. It is possible to replace some of that withdrawn water with recycled, but to do

safely must rely on now absent systems and non-existent, highly trained technical staff. As previously noted by the state’s expert panel on the use of recycled water, this also assumes the interaction of a highly coordinated and interactive multi-jurisdictional system including various arms of the public health agencies. Such a system does not now exist. When will it?

Although the drilling of a well requires County Environmental Health (EHS) approval, does EHS have any overall tracking of wells sufficiently to estimate how much water is extracted in the various portions of the aquifers and is that information (if it even exists) shared with the MWD (Montecito Water District?) Is this an unknown? In an analysis thus far undertaken, the systems that would be necessary, if they exist, are incrementally disjointed such that there are many unknowns; hence the increased chance for error. Who is studying the unknowns?

Since we may be looking at taking waste and playing Rumplestilskin to spin straw into gold, it is more than magic upon which we must rely.

There are provisions in law regulating water quality that make no sense from a pragmatic perspective when considering the use of recycled water or how the current quality standards may affect the reality of health impacts, thus what is safe versus legal? Another unknown.

Our own Floyd Wicks gave us a concise overview of the California Supreme Court case known as Hartwell (Hartwell Corp. v Superior Court , 27 Cal.4th 256 [2002]). How does this fit in? Wicks notes that “numerical standards for levels of contaminants are in

pening to a warm welcome from the community, Renaud’s Patisserie & Bistro softly opened the doors to its newest location in Coast Village Plaza on August 15. Owner Renaud Gonthier sat down with us last week to discuss the new bistro and bakery, which is currently serving breakfast and lunch and will eventually serve dinner in the coming months.

The space has been transformed to resemble a chic, French-style bistro, with dark colors, brass fixtures, marble table tops, exposed piping, contemporary tile floors, and pops of muted red.

“I wanted to do an avant-garde spin on the classic Parisian bistro,” Gonthier said, telling us that interesting art work will soon cover the walls. A marble-countered bar frames the coffee work station and cashier, with a handful of both bar-height and traditional height chairs. Gonthier collaborated with AB Design Studio on the build out, and was responsible for much of the design aesthetic.

The menu is nearly identical to the other Renaud’s locations, with specialty egg dishes, baked goods, French toast, yogurt, oatmeal, and more for breakfast, and an array of salads, sandwiches, French onion soup, and mini raviolis for lunch. Plus the usual sweet and savory baked items, including macarons, cakes, croissants, cookies, tarts, and more. A full coffee and espresso assortment is also available.

Chaplin’s Coming to Montecito

Four months after opening for business in April, Frankland’s Crab & Co at the Montecito Inn is closed for modifications, and will reopen in a few weeks with a new concept: Chaplin’s Martini Bar. The new concept will offer guests staying at the hotel, as well as residents and visitors, a sleek lounge serving cocktails that were popular in the roaring ‘20s, when the upscale getaway was originally built.

Roundabout Meeting Next Week

ext Wednesday, August 29, Montecito residents are encouraged to attend a community meeting and open house to learn more about two roundabouts that are slated to be built in Montecito.

The more widely discussed roundabout project is slated for the corner of Olive Mill Road and Coast Village Road, and will include a northbound exit and southbound entrance to Highway 101. The lesser-known project, which many Hedgerow neighbors have voiced concern about, places a roundabout at the corner of San Ysidro Road and North Jameson Lane, and includes a northbound entrance and southbound exit from Highway 101.

The two projects are being considered “parallel projects” to the Highway 101 widening.

Santa Barbara County Association of Governments (SBCAG) has been working closely with staff from both the City of Santa Barbara and County of Santa Barbara to continue progress on these projects, and while the Olive Mill roundabout has been in the works since that time, the new round-

A number of alternatives were considered for both sides of the San Ysidro Road bridge, including roundabouts at both intersections on San Ysidro (one near the Miramar and one at North Jameson), as well as alternatives showing various combinations of all-way stops, traffic lights, and roundabouts.

The recommendation of evaluators was a combination of a roundabout at the north intersections and all-waystop-control at the south intersections.

According to County reps, this configuration meets County and Montecito Community Plan level of service requirements, addresses potential backups on the freeway off-ramps, provides continuity to the regional frontage road system with Olive Mill and Coast Village Road, minimizes footprint and impacts, and improves

he Music Academy of the West gave its 2018 Summer Festival Gala weaving its magic to turn a parking lot into an elegant, glamorous venue. Co-chairs Regina Roney and Judy Getto called it a “Feast for the Senses”. After cocktails in the garden with a white Steinway player piano tinkling away, guests made their way into Hahn Hall for a concert by luminary alumni artists with the Academy Chamber Orchestra.

They were Brandon Cedel (bass baritone}, Brenda Rae (soprano), Frank Huang (violin), Cynthia Phelps (viola), Micah McLaurin (piano), and Nicholas McGegan (conductor).

The program went from Baroque to Broadway ending with Gershwin’s Rhapsody in Blue, which had everyone on their feet clapping and cheering. For me, it was the best ever. Micah was amazing on the piano! Following was an al fresco gourmet dinner with tables set so beautifully in pastel blue and gold with shades of pink in the florals. We were lit from above with lanterns and all the trees glowed with blue light. I couldn’t imagine we were really in the parking lot where I walk many mornings.

n an impromptu gig at Roy’s Restaurant on August 16, locals were treated to the music of upcoming Generation-Y songstress Carly Jo Jackson, who was in town to begin recording her first LP with music guru producer and par-none sound master Chris Pelonis [Jeff Bridges], at his studios, Lost Coast Records. The album’s release date is slated for October.

Her current recording band members in California are Dishwalla drummer George Pendergast and SB bassist Randy Tico, with Pelonis on harmonica and guitar. Chris discovered her at NAMM, performing on one of the constant gigging stages.

Chris said, “I was struck by her vocal sound, her on-stage upbeat persona, and she looked like an avatar standing 6 feet tall, slender with long blonde Rasta tendrils to her waist.

She is a star, a natural talent with charisma. I invited her to California to record an LP without all the over produced tracking that is usually done.

She agreed and here we are.”

Carly Jo’s opening set list included the songs “Chain of Fools” and “RESPECT” dedicated to the Queen of Soul, Aretha Franklin, who passed away earlier that day. Continuing on

It felt that I was just doing copies of what she had already done. It was very quick that I was deciding where can I fit in, and what is my own style. I looked at reggae and rock sounds. I grew up listening to Bob Marley, Red Hot Chili Peppers, and Slightly Stoopid from San Diego, who has a nice acoustic guitar feel. I like the sound of all these things together and that is my music. I feel like you have to be wide open; I would even do opera if I had the chance. I’m at the starting stages and I want to remain open as a door, for sure.

Originally from Orlando, the town that also birthed Mandy Moore and Matchbox Twenty, Carly Jo’s style is a blending of all that with some ska-reggae double-time beat. Her vocal range is about three octaves, but she naturally gravitates in the soulful mids and singing in cross-tempos with her guitar strumming. She has written originals, to date 10, which will be on the new LP. She also enjoys singing her versions of songs by artists Amy Winehouse, The Revivalists, Collective Soul, The Outfield, and Drake. She plays guitar, ukulele, and harmonica.

Carly Jo and I talked before the gig: Q. What was the first song you played?

A. Honestly, it was a Taylor Swift song, “Teardrops on My Guitar”. I was 16 years old and at that time, it was very relevant in my world.

And recording?

It goes back to that I am at the beginning stages. I would like to imagine doing everything on my own and be successful at it, but right now, if the opportunity came in from a label and it was a safe contract for the artist, I would look at it. I am very open-minded to all the processes of music.

What is it about your music you want us to know?

Music should be bringing people together, if you come to any of my shows, that is my main goal. I try to leave every one of my shows making friends and uplifting people.

2018 Granada Legends

I

t was only a matter of time before publisher-philanthropist Sara Miller McCune received the honor of being named a Granada Legend.

The only question was how long it would take.

After all, Miller McCune is not only one of the best-known and enduring of the Performing Arts Center’s patrons, she was also one of the earlier and most passionate people pushing for the Granada’s renovation more than a decade ago. Shortly after developer and banker Michael Towbes donated the first $1 million gift, Miller McCune followed with a similarly sized donation of her own. But the most critical role played by the woman who co-founded SAGE Publications (now SAGE Publishing) in Thousand Oaks as a 24-year-old back in 1965 was as a tireless champion of renovating the historic theater in downtown Santa Barbara.

Miller McCune moved to town in 1992 both because of a cadre of friends who already lived here and Santa Barbara’s natural beauty. But the city’s cultural opportunities soon found their way into her heart, partly because of the work her company – and the Miller-McCune Foundation, which publishes Pacific Standard Magazine – has done in the area of educational research. It didn’t take long to realize that the one thing missing was a truly top shelf arts center.

“I remember when we were talking about the performing arts in Santa Barbara, I could feel the passion rising within me,” recalled Miller McCune, who was a member of the early committee charged with upgrading the facilities. “I burst out and said, ‘We deserve better than what we’ve got downtown!’”

She pointed to San Luis Obispo and her old hometown of Thousand Oaks, both of which had cobbled together the funding to build brand-new performing arts center that were state-ofthe-art. “I remember thinking, ‘Here we are with 12 different arts organizations in town all doing great work without a venue worthy of them.

What’s wrong with us? We deserve better.’”

That’s when people began to get “fired up” and launch the visioning process to bring that idea to fruition, at first considering other venues besides the Granada. “The Arlington is a spectacular theater, but it’s not acoustically what one would want for music,” Miller McCune recalled of

the days before the birth of the Santa Barbara Performing Arts Center and the Granada’s renovation. “We had auditory specialists come in and they pointed out that the Granada had the perfect shape for music that the Arlington could never achieve. The feeling was that if we were going to do something that required rebuilding an entire theater from scratch, we’d better get it right!

Upgrading the Granada became the solution, Miller McCune recalled. “We were all passionate about it and ready to go. But even after we got everything rolling, it still took 10 more years to get the doors open!”

Now, Miller McCune remains a passionate supporter of art and culture through a number of endeavors, including serving as the title sponsor of Celesta Billeci, the executive director of UCSB Arts & Lecture, one of Southern California’s premier multidisciplinary presenting programs that produces more than 200 performing arts, films, and lectures annually, including many events at the Granada.

“As a poet said, ‘Art is the highest sense to feed the soul’,” said Miller McCune, who currently serves on the board of directors for the Center for the Advanced Study in the Behavioral Sciences at Stanford University, and is on the board of directors and visiting committee at the Social Science Research Council based in New York.

“I really believe that. If you don’t do things that nourish the mind and heart, especially for young people, you are not going to get the kind of life that those of us who inhabit the

The beach sand can vary from gray-black to salt-pepper mix to pure white, depending on the type of lava that flowed, the ash deposits and also the coral and rock erosion that is deposited by tides and currents.

ix-hundred miles due west of Ecuador lie the Galapagos Islands. Born of volcanic fire and lava that broke through faults in the earth’s crust on the ocean floor, the magma rose to form underwater mountains and some of the mountain tips emerged forming islands, which continues to this day. It is estimated that this archipelago of 13 large islands, six smaller, and about 40 islets

and rocks were formed about 4 million years ago, quite recent when one considers that the Hawaiian Islands formed in a similar manner about 20 million years ago.

When our plane from Quito, Ecuador touched down on the island of Baltra, I was indeed surprised to find the land looking desert-like with cactus, brushwood, and fields of lava rock that came right up to the

Similarly, when Darwin touched land here in 1835 at age 26, he wrote in his journal while sailing on the HMS Beagle, “Nothing could be less inviting than the first impression of appearance.” But in fact, after a bit more exploration, he and now us had found a little world unto itself where the first appearance of new organisms occurred. These islands are of purely

“oceanic” origin, meaning there was never a land bridge to a mainland, so no mammals ever existed here (until man introduced rodents and domestic mammals) and never any large predators.

We were soon to find these islands held many endemic species – a species living and evolving in a specific place found nowhere else on Earth. But what makes all these animals even more special is their unusual tameness and unconcern when we humans approached them. The innocence is built into their DNA, as few if any threats ever existed on these islands.

BCC’s Adult Education program has gone through myriad changes in recent years, but things seem to be finally coming full circle.

Where once nearly all of the hundreds of non-credit offerings – which included scores of personal growth, psychology, and spiritual-examining selections – had no admission charge through the 1990s and into the 2000s, changes in funding from the state resulted in the vast majority of those courses either being canceled or converted to fee-based systems. New administrations shepherded name changes and policy adjustments, especially over the last few years.

But now the lauded program has settled on both an appellation – SBCC School of Extended Learning – and a new direction that has once again made a majority of classes available to the public tuition-free.

Among the many psychology courses in the Fall 2018 Schedule, which begins this coming Monday, August 27, are such longstanding ones as “Nature and Self-Healing”, which Rodger Sorrow offers in both beginning and intermediate sections, lets students learn self-discovery, self-healing, and alternative healing techniques while incorporating nature as a harmonizing influence and partner in the healing process. Techniques taught include meditation, being open to change, diaphragmatic breathing, being “present”, stretching, nutrition, stress management, and taking risks (which, for some, might be the hike itself). Participants in the intro section should be able to walk one to two miles at a slow pace, while the intermediate section ups that to two to three miles, with higher elevations.

Sorrow also teaches a Non-Violent Communication-based class called “Compassionate Communication”, in which students learn to ask for what they want without fear, guilt or shame, and discover how to transform potential conflicts into compassionate dialogues. The class follows a simple process developed by Marshall Rosenberg, who himself was a frequent visitor to weekend workshops at SBCC Adult Ed. The improved communication and self-expression skills – by speaking from the heart to address feelings and needs rather than triggering analysis, diagnosis, and criticism – invariably deepens connections with others.

and other programs, returns for his decades-spanning “Consciousness, Science, and the Nature of Being”, which focuses on current thought in the physical and social sciences and in spirituality. Participants develop their critical thinking skills as they consider whether there is an evolution of consciousness that underlies the great discoveries being made. Meditation and invited guest speakers are a part of the process.

Terri Cooper is back with two of her favorites, including “Healing Yourself Whole – Staying Sane in a Crazy World”, where participants learn to identify common emotional and behavioral problems, acquire insight into thinking processes, and practice psychological and behavioral tools to make desired changes a reality, including neurolinguistic programming (NLP), healing the inner child, energy field therapy, and other self-healing techniques; and “Reclaiming Joy: Meeting Your Inner Child”, in which students learn how the child of one’s youth still lives within, affecting moods, decisions and behavior, and acquire skills to heal the wounds and nurture the Inner Child and forge a loving bond with this core aspect of personality to create a world of positive possibilities, creativity, and joy.

Other returning classes include “How Meditation Helps – Mindfulness in Everyday Life”, Dana Drobny’s experiential course in which students practice a range of meditation techniques that encourage health and well-being; and “Turning Points in Thought From Film”, where teacher Kerry Methner screens classic films for the class to exercise mental acuity, critical thinking, and analytical skills to interpret storyline events using psychological lenses as students practice interpreting and integrating their emotional and rational reactions through psychological lenses to gain understanding.

Several new courses also appear on the SBCC School of Extended Learning’s psychology section, including Gloria Brockway’s “Ten Ways to Be Happier Now” wherein students realize that they have the power to change their own attitude, and explore techniques to create more happiness in life, including forming new friendships, adopting an attitude of gratitude, improving self-esteem,

This is Only a Test

T

here are those who believe that “Life is a test” and that, at the end, we all get a grade of H. Everything then depends on whether it’s an H-Plus, for Heaven, or an H-Minus, for Hellswhere.

But there are enough hard tests along the way to make life often seem to be a little foretaste of H-Minus.

Tests and examinations formed a big and burdensome part of my own life – first, taking them as a student, then giving and grading them as a teacher. On the receiving end, I was good at writing, and if the questions required essay-type answers, I nearly always did well. Not till I started taking courses in “Education,” to qualify as a California teacher, did I learn of recent studies that showed essaytype answers were inevitably graded subjectively, and the same paper might receive widely different grades, depending on who did the grading.

Multiple-choice tests were supposedly more fair, since, at least in theory, each question could have only one “right” answer. But the bias now shifted from the grader to the constructor of the test. It actually became a national scandal that tests could be constructed in such a way as to give the advantage to certain ethnic or cultural groups. For example, children from urban and rural backgrounds might give different answers to the same question, but arguably be equally “right.”

Intelligence tests have become particularly controversial. In order to become a member of MENSA, you need to score in the top 2 percent of a “standardized” intelligence test. But there are now so many such tests that which ones are acceptable is a matter of dispute. My wife Dorothy and I were both MENSANs, because of tests we took in the 1960s. And by paying an additional fee, we became Life Members, which means we never had to be tested again, regardless of any changed mental condition.

As a teacher, I far preferred multiple-choice tests, because they could be marked and graded much more quickly and easily – that is, unless I had to construct them myself, which could be as tediously time-consuming as grading essays. But here I have to tell you about something I am not altogether proud of.

When I was a graduate student at Berkeley, one means of supporting myself was by securing a “Readership,” 23 – 30 August 2018

which meant that I had to read and grade examination papers for a professor in my field. I might be given a pile of as many as 150 papers to go through.

At the same time, as a Ph.D. candidate myself, I had my own studies and examinations to worry about.

Consequently, when confronted with a huge pile of undergraduate papers to mark, I simply could not read them all as carefully as I should have. It was slightly more tricky with the mid-term exams, because these were returned to the students, who might then come and take issue with the grade they’d received. So, I had to give at least some evidence that I’d actually read the paper.

Intelligence tests have become controversial But, when it came to the all-important “finals,” the reader had nothing but conscience constraining him – because those papers, for some reason, were never given back to the students.

All I had to do was give each paper a grade, which, in effect, would be that student’s final grade for the course.

And my guiding principle was, often just by estimating how many pages had been written, to give each student the grade I thought he or she probably felt they deserved. This method saved a great deal of time. I still feel somewhat guilty about it – but it worked for me, and nobody ever complained.

Of course, there are many other kinds of tests, including the “acid test,” which originally was an actual test with acids, to determine whether a substance was or wasn’t real gold.

It has now acquired the metaphorical meaning of the ultimate proof of almost anything.

Then there are the numerous medical tests, with which we’re so unhappily familiar.

And where would the pharmaceutical Industry be – or the whole realm of engineering – without their own incessant testing – to say nothing of the military and its passion for testing weaponry?

But if life itself is somehow a test, all we can say with certainty of its purpose, (as of many lesser trials) is that “The purpose of this test is to test your ability to pass this test.”

Earlier this week, five local residents announced their candidacy for November’s upcoming election in which Montecito residents will be asked to fill three seats on the Montecito Water District (MWD) Board of Directors and two seats on the Montecito Sanitary District (MSD) Board of Directors. Calling themselves “the Montecito and Summerland Water Security Team,” the slate of candidates includes Woody Barrett and Dana Newquist (both running for MSD), and Cori Hayman, Ken Coates, and Brian Goebel (all three running for MWD).

The slate of candidates has built a platform on several key points, including major improvements in water infrastructure and wastewater management strategies, collaboration between local water districts including the Montecito Sanitary District and the Summerland Sanitary District and between the Montecito Water District and Montecito Sanitary District, conservation, recycled water, and groundwater management.

According to the candidates, the current drought crisis warrants support of major improvements in water infrastructure and wastewater management strategies. “Water security focuses on diversification or our water portfolio, and that means smartly harvesting and managing every drop of water on this side of the mountain,” said Coates, the head of the Water

Security Team. “Water diversification includes pursuing an agreement with the City of Santa Barbara for desalinated water, a process that has progressed slowly because of missteps in the past. Cooperation here can be beneficial both to the City with lower costs and provide water security for the Montecito and Summerland communities. The current plan relies too much on imported state water, leaving the community at risk, especially during a record-breaking drought,” he said.

The Montecito Water District also serves Summerland, and Goebel, a candidate for the MWD, has close ties to both communities and noted the Summerland Sanitary District is exploring the idea of using recycled water to recharge groundwater.

“Regional cooperation between agencies is key to ensuring water security,” he said.

The group also sees a major opportunity in recycled water. “Recycled water offers huge potential for not

just landscaping needs, but can also be treated sufficiently to a level where it could be used to recharge groundwater supplies, which means a guaranteed built-in local supply,” said Barrett, a professional geologist and small business owner who raised his children in Montecito. He questions the current Board of the Sanitary District’s plan to build a new $3,500,000 building for four employees of the district. “I believe the money would be better spent on state-of-the-art equipment to clean the wastewater to a higher level, making it available to indirect potable use as recycled water for landscaping and/or groundwater recharge.”

“No one should confuse the pilot project currently planned by the Montecito Sanitary District as actual support for recycled water. It’s a smallscope, stand-alone project that will only water the district’s own lawn,” said Newquist, a former Montecito Fire Protection District director, running for the Sanitary District. “We waste up to 500,000 gallons of water a day by dumping partially treated sewage water just offshore at Butterfly Beach. During a prolonged, severe drought, this is hardly environmentally friendly. We can recycle that water, preserve our beautiful environmental resources, and bolster our water supply.”

The group says groundwater management is key to ensuring a stable water supply. “Groundwater is a key component of our water portfolio supply, and it’s the only reliable local supply. We must protect our groundwater basin. We now have a great opportunity to recharge it with ‘gold standard’ recycled water that has been subjected to the highest level of cleaning.

This would help make well-owners less vulnerable to groundwater depletion,” said Hayman, who is running for MWD’s Board. Hayman has a background in regulatory law and has been an active community advocate as a board member on the Montecito Association.

The slate of candidates sees the future of water security for the area in diversifying the current water supply portfolio by accelerating the desalination agreement timeline with the City of Santa Barbara, pursuing groundwater management and recharge by implementing recycled water on a significant scale, conservation, and partnering with neighboring agencies.

“We are in a new era where very drop of water counts,” said Coates.

“Continued severe drought and the vulnerability we experienced after the debris flow demand that we pursue a resilient, secure water future for Montecito and Summerland. The time for us to build the water and sanitary districts of the future is now.”

The candidates will vie for two seats on the Montecito Sanitary District Board currently held by incumbents Judy Ishkanian and Bob Williams. Three seats are up for grabs at Montecito Water District; incumbent Dick Shaikewitz is running for re-election. Directors Doug Morgan and Sam Frye are stepping down from the board as their terms are coming to a close.

Sheriff’s Blotter

Friday, 17 August, 2 pm – Santa Barbara County Sheriff’s deputies responded to the area of Hot Springs Trailhead on a report of a suspicious vehicle that was parked near the trailhead since August 13. The solo male occupant was last seen walking up the trailhead. The vehicle was registered to Wayne Habell, of Newhall, who was listed as an at-risk missing person out of Los Angeles County.

Sheriff’s deputies, the Santa Barbara County Air Support Unit and Santa Barbara Search and Rescue team members responded and began an extensive search of the area. The search teams were unable to locate Mr. Habell due to darkness, and the search was called off until the morning.

At 6 pm on August 18, a male decedent was located in the canyon.

The body was taken to the Santa Barbara County Coroner’s Office for further investigation. The identity of the decedent was later determined to be 43-year-old Wayne Stuart Habell.

The cause and manner of death was a suicide by a self-inflicted gunshot wound. Habell was a 13-year veteran of the Los Angeles County Fire Department and had gone missing earlier in the week.

What’s in Store Behind the Door

I

n an old three-story building on the inner edge of the Funk Zone, a structure made mostly of red concrete bricks, lies a collection of antique, vintage, and modern furniture and decor, local art, handmade jewelry, unique artifacts and pieces acquired from small groups of collectors, artists, and designers, many of them right here in the American Riviera.

The Blue Door opened in December of 2014 at East Yanonali Street, just between Anacapa and State streets.

Owners Brian Garwood and Carolyn Petersen neatly stock all three floors with the nearly endless array of antique, vintage, and modern decor and furniture. a piece of lighting that could swing from the rafters of a noisy saloon in a John Ford classic starring John “The Duke” Wayne. Or the vintage Moroccan Jewel Chandelier: gold and black with stones of ruby red wrapped around the chandeliers one-foot circumference – a light perfect for the stairwell of an ancient Gothic castle.

At the moment, The Blue Door also presents a vintage Rattan and Bamboo Settee, a 1920s Art Deco club chair with original upholstery, a 1930s aquamarine and diamond jewelry set with earrings, necklace, and ring). more ecological sense than building new surface reservoirs inland at an estimated cost of a billion dollars each, and then attaching them to the overloaded State Water System, or spending $22 billion for the governor’s pet Twin Tunnels project.

The City has recently completed a potable reuse feasibility study for expanded use of recycled water. Advanced treatment of recycled water could allow for either indirect potable use through injection into its groundwater basin, or direct potable reuse when that use is permitted by California law.

Montecito Participation

Environmentally Responsible

Neither the City nor the Montecito Water District (MWD) is in a position to discuss the details of negotiations at this time, as they work toward a water purchase agreement. However, many of the details are already public knowledge.

Montecito is seeking the City’s commitment to provide a 50-year supply of 1,250 AFY from the City, with the City retaining the discretion to supply Montecito with State Water, imported water, Cachuma or Gibraltar water, groundwater, and, of course, desal.

The City uses approximately 10,000 AFY of water. Pre-drought usage was approximately 14,000 AFY. The Montecito Water District currently uses approximately 4,000 AFY. Pre-drought usage was approximately 6,500 AFY.

Water Projections

With the election of Floyd Wicks and Tobe Plough to the Montecito Water Board in November 2016, shared development expense agreements were signed, and good-faith negotiations began between professional engineers on both sides to develop costs and terms for a water agreement with the City.

Under current permits, the City is allowed to nearly triple its desalination plant capacity from 3,125 AFY up to 10,000 AFY. The intake system has already been sized to accommodate the 10,000 AFY; the modular seawater treatment process is expandable, as needed, by adding additional trains; the outflow system to carry the desalinated water from the seaside plant up to the Mission for highline City users, and then on to the Cater Water Treatment Plant for connection to the South Coast Conduit, is in final design.

Desalination Plant Cost

Capital costs to reactivate the desalination plant were $72 million, financed over 20 years at a super-low 1.6% interest rate, which equates to $4.2 million in annual debt service.

A $10 million state grant was awarded to the City in the spring of 2018 by the California Department of Water Resources (DWR) from the $7.5 billion in Prop 1 state funding passed by the voters in November 2014 to improve California’s water reliability.

Annual operating costs are estimated to be about $4.1 million at full production. Ralph Felix, IDE America’s plant manager, noted that the new desal plant is so automated that it only requires a staff of 12 people for 24/7 operation.

Amazingly, the plant can be monitored from a home laptop, but at least two operators are present on each shift for contingencies.

Seawater Intake System

The reactivated plant uses 40% less energy than the original design, reducing power demand and carbon footprint. Some residents question whether a sub-surface intake system should be required to replace the current open ocean intake system. The City conducted a lengthy study that concluded that sub-surface intakes are not feasible at this time for multiple reasons, among which are negative impacts to sensitive habitats in Mission Lagoon and unproven technology.

Potential Benefits

MWD believes that a water purchase agreement, with no ownership and no residual value by MWD, creates a major revenue stream for the City, allowing it to reduce both its current plant capital costs and operating cost loads on City ratepayers.

In addition, MWD believes that adding a new train to the desal plant to process an additional 2,500 AFY of desalinated water, at the City’s option, not only drops the unit production cost for both parties, but it blunts City ratepayer criticism that the City is providing its own water to benefit Montecito.

Win-Win negotiations always seem to work best in the rare instances that they can be negotiated and agreed to by rational potential partners.

A combination of intake screens, static mixers, gravity filters, and RO filters remove suspended solids. The system removes sediment, bacteria, viruses, and minerals (including salt).

The guts of the plant are the salt-removing modular reverse osmosis (RV) membrane trains that process the sea water. High-pressure pumps push the water through semi-permeable membranes at 850 pounds per square inch to remove salt and dissolved minerals and other impurities. Outflows include: 1) desalted water for further treatment and 2) concentrated brine.

The brine leaving the plant is roughly twice as salty as normal seawater, so it is diluted with a small portion of the City’s treated wastewater before being discharged back into the ocean 1½ miles offshore.

Mineralization & Outflow

The desalted water goes through a further disinfection, re-mineralization, and chlorination process. For use in the northern tier of the City, and for possible use in Montecito, the desalinated water can be pumped to the Cater Water Treatment plant, allowing MWD to receive its share of treated Cachuma water, state water, or desal water from the City through the South Coast Conduit.

fact what the agencies must use, not qualitative standards, in determining whether or not water is contaminated.” But, where are the numeric standards and what do they cover (more unknowns)? If the water may impact public health, what are the remedies (unknowns again)?

Also, the public’s challenges to the adequacy of the standards were barred following Hartwell. What does that mean for the customers? Another unknown? Then we have the judge excusing momentary exceedences of contaminants that enter the system.

But it takes only an instant and minuscule amount of pathogen-laden water to contaminate a system, and this can then be sustained by typical biofilms found in water systems (more unknowns?). How do these unknown aspects fit into a risk assessment equation, assuming that one is done? Are we discussing a low-probability but high-consequence issue of something else? Is the Montecito Association involving itself in this – and if so, where and how?

The “Immoral” Opposition

This guy (Leoncio Martins) gives us a perfect example as to why there isn’t, or can’t be, a constructive political conversation across the political divide (“Liberal and Proud,” MJ #24/32).

He sets up his case for every political position by declaring those who oppose him are doing so for immoral, unjust, unethical reasons. He begins his screed by saying “history has been proven that honesty, respect, and love to another human being are the most important facts in our civilization.” This juxtaposes everybody who opposes his politics as dishonest, disrespecting, unloving, and acting in defiance of the basic building blocks of civilization.

All Donald Trump has done for Mr. Martins since going to Washington, D.C., is force him to double-down on his political beliefs. No second thoughts, moments of reflection, or introspection for Leoncio. No, sirree Bob. He’s prouder than punch, and even more eager, to put his entire worldview through the fairness and

equality litmus test, declare all his adversaries evil, circle the wagons, and haul out the Gatling guns.

I challenge Leoncio Martins to compose a missive as long as the one Montecito Journal printed of his last week, and tell us what he likes, admires, respects, and loves about the America of history, the country either of his birth, or the one he chose to live in. All I hear is “hate” from him.

Yet, I don’t sense any effort to move some place else. Why is he still here in southern California, if the U.S. is such a terrible place, inhabited by unreconstructed nativists who are out to oppress and suppress everybody?

Does he wish to “reform” a broken nation, or is he still here with the intention of subverting America, taking it completely over and punishing the evil ones who are morally incapable of seeing things as he does?

“Reformers” must first love the nation they wish to “reform.”

“Revolutionaries” only wish to destroy and take down that which they say is beyond the pale, and unworthy of saving.

If Mr. Martins is a “reformer” type... ...I want to hear what he likes, admires, respects, and loves about the country he wishes to “reform.”

And not a Utopian Straw-Man version of America, either; the America of real Americans, who’ve come here from all ends of the earth to inhabit a new land and utilize its wide-open opportunities to make a better life for themselves; the America that has been the attraction of a great majority of all the political and economic migrants, immigrants, and refugees in the whole world over the past two centuries.

Can all these millions of people be wrong, and the handful of dissidents like Leoncio Martins be the only ones who are right?

Leoncio’s Lament

I was surprised that you have the courage to print my letter “Liberal

and Proud,” but I was disappointed to hear your baseless comments (in the editor’s note) about how the Democratic Party did “perpetuated the prevalent racism in the past.”

When accusations of racism enter into any political debate, conservatives invariably regurgitate those previously mentioned bullet points from the recurring, well-rehearsed Republican comedy routine.

What you fail to mention, however, is that the party to which you refer to no longer exists. The only thing that remains of the original Republican Party is the name. And how the Grand Ole Party transformed itself from the party of Lincoln into the current version: a white, Southern party rife with racial resentment. It has become a forgotten tale that takes advantage of America’s lack of historical knowledge and abundance of short-term memory when it comes to race.

In 1963, John F. Kennedy, a Democrat, federalize de Alabama National Guard and force the desegregation at the University of Alabama.

Then came the breaking point that would basically change the party affiliation of Southern voters. Shortly before the election of 1964, Democrat Lyndon B. Johnson signed the Civil Rights Act. Republicans would like you to believe that Republicans supported the Civil Rights Act of 1964 and Democrats opposed it, which is not true. To understand the change in both parties’ ideology, all one has to do is count the votes.

There were 94 Southern Democrats in the House of Representatives; 7 voted for the bill.

There were 10 Southern Republicans in the House of Representatives; zero voted for the bill.

Northern house democrats voted in favor of the bill 145-9.

Northern House Republicans favored the bill 138-24.

Of the 21 Southern Senators (Democrat or Republican), only one voted in favor of the Civil Rights Act (a Texas Democrat).

As you can see, it wasn’t the Democrats who opposed the Civil Rights Act and the Republicans who favored it. Everyone supported the Civil Rights Act except the South. It was Southern politicians from both parties who voted against the legis-

lation. The reason Republicans say they supported the bill is that there weren’t many Southern Republicans in Congress in 1964.

The Civil Rights Act was signed on July 2, 1964. In the presidential elections that year, 94 percent of non-white voters voted for Johnson, boosting him to a win over Barry Goldwater.

But Goldwater, a Republican, managed to win five Southern states in that election, which was unheard of for a Republican. How did Goldwater do that? He won those states by opposing the Civil Rights Act. The Republican Party has become the party of small government and conservatism. In 2016, 73 percent of white voters in the South voted Republican.

It is now the party of the alt-right. It is the party of the Willie Horton and birtherism. It is the party of Donald Trump, the “Muslin ban,” the border wall, David Duke, and all the other white supremacists running for election on the Republican ticket in the midterm elections.

Republican leaders appeal to Islamophobia and its anti-immigrant base by repeating rhetoric that has no basis in fact. They rally right-wing support under the guise of “patriotism” and “American values.”

That is how the Republican Party became the party of racism.

Trump U. Grad

I have to admit I found President Trump’s campaign interesting. He said that he was going to build a wall and Mexico was going to pay for it on a number of occasions. The wall would cost somewhere in the neighborhood of $26 billion. You, me, and Joe the taxpayer are now expected to pay if the wall is to be built.

I know I am not Mexico (although I went there once on vacation). Maybe he meant they would pay us back.

If that is the case, then that would explain going bankrupt six times. And if you thought Mexico was going to pay for the wall, you are probably a graduate of Trump University.

A unique work of art is underway in our Eden by the Beach.

A 50-foot long mosaic, illustrating our tony town’s history, is being created by two clients from Women’s Economic Ventures, Robin Elander and Betsy Gallery.

Elander, manager of the project, graduated from WEV’s Smart Entrepreneurial Training course, while Gallery, a mosaic artist, took a similar course decades ago.

“I actually quit my day job with the County early to become a mosaic artist, and I therefore actually had to make a living at it,” says Gallery. “I couldn’t dabble as an amateur. It had to be a business.”

Once completed, the Santa Barbara Timeline Mosaic will be able to be viewed showing centuries of major local events on one artwork.

A location has yet to be chosen.

Stars in Her Eyes It looks as though the wedding of Queen Elizabeth’s granddaughter, Princess Eugenie, 29, will be even more star-studded then Prince Harry’s nuptials to Meghan Markle in May. The ceremony for Prince Andrew’s daughter – ninth in line to the British throne – at the same Windsor location, St. George’s Chapel, when she plights her troth to longtime beau Jack Brooksbank, is expected to have a tidal wave of celebrities, many of whom were at Harry’s wedding.

Natural Woman On a personal note, I mark the passing of the Queen of Soul, Aretha Franklin, at the age of 76 in her hometown of Detroit.

I was lucky enough to see her perform a number of times at high-priced charity galas, with a full orchestra, at Manhattan’s Waldorf Astoria’s multitiered ballroom, belting out such hits as “Freeway of Love” and her anthem, “Respect”, when I was an editor on the gossip column of New York Magazine.

Franklin, who won 18 Grammy Awards and had more than 100 singles on the Billboard charts, was indisputably one of the greatest singers of her time.

planet need and want. It bothers me enormously when that doesn’t happen.”

As for her own take on receiving the Granada Legends award at the fourth annual gala on Friday, September 14, Miller McCune suddenly turned taciturn. “It means that I’m a part of the story,” she said simply. “That pretty much sums it up.”

But is she curious about what the evening has in store for her as the annual philanthropic recipient?

“I haven’t a clue. My theory is ‘Surprise me.’”

After being told she’ll have to deliver an acceptance speech toward the conclusion of the evening, Miller McCune expressed near shock when asked if she has figured out what she’s going to say.

“You’ve got to be kidding! I haven’t given it a thought. I believe in short and extemporaneous speeches. So, I’m not planning it out at all.”

Even more ludicrous, she said, was the idea of joining fellow honoree Kenny Loggins (see below) in song on the Granada stage during the special evening.

“I would not tarnish his ears with my singing voice,” she said with a laugh. “I don’t even sing in the shower. That’s how bad it is.”

Still, there’s no doubt that Miller McCune is among those who have helped the Granada and its resident organizations make beautiful music together.

The symphony is celebrating its 65th anniversary in the upcoming season and is thrilled that the Granada allows for the flexibility to accommodate a smaller orchestra or an extremely large ensemble, such as will be on stage for the Verdi Requiem in the spring.

“There will be 150 singers plus the full orchestra, which is no problem at the Granada,” he noted. “And more importantly, it sounds really good.”

Marvin has also been impressed by the breadth of the arts organizations that call the Granada home, as well as others that perform in various venues around town, and he is well aware that it’s largely through the generosity of sponsors and other benefactors who support the arts in any number of ways, including attending such benefits as the Granada Legends Gala.

Cellist Finds Modeling Pulls at Heartstrings

U

ntil less than a year ago, Karen Yeh was simply a musician.

Not that there’s anything wrong with that. But the cellist wanted something more.

A native of Long Island, Yeh began studying piano at 6 and took up the cello three years later. She attended the State University of New York (SUNY) Stony Brook’s Pre-College Program, where she received her first chamber music coachings, then earned a Bachelor of Arts in Music degree at Northwestern University under the tutelage of Hans Jorgen Jensen, where her highlights included collaborating with Kaija Saariaho at a concert showcasing the composer’s complete cello works.

She later received a Performer’s Diploma at Indiana University, where she served as Janos Starker’s last assistant and as principal of the cello section in the student symphony before moving on to UCSB, where she studied with Jacob Braun and Jennifer Kloetzel and was the orchestral teaching assistant. Having earned a masters in music from UCSB in 2016, Yeh moved to Los Angeles to launch the next phase of her professional career.

That’s where things began to shift.

Along with appearances at the New West Symphony and those in Pasadena and Long Beach, Yeh also has performed in solo and chamber music concerts around town and across the country and beyond. In an ironic twist, she also landed a gig with the SB Symphony right after moving south.

“I was on the sub list for a long time when I was in town, after having reached the finals for the assistant principal position when that was open,” Yeh recalled earlier this week.

“I played four rounds of auditions in one day but didn’t get the job. Then they started calling me after I moved to L.A., which is kind of funny.”

Oh, Yeh: Music at Trinity includes classical cellist Karen Yeh

Yeh wasn’t free until the symphony’s most recent concerts, when the ensemble accompanied a screening of the film The Red Violin last month, in a pair of performances that were rescheduled from January after the Montecito debris flow closed Highway 101.

In an excellently timed elixir for her pocketbook, she’s also landed regular work in Los Angeles’s myriad studios, playing on soundtracks for movies and TV shows, as well as commercials.

“I can’t speak in specifics about which shows and movies, because I had to sign an NDA,” she said. “But one of them was a major motion picture which was just released with some big stars. I’ve also done a few movie trailers, but I don’t even know what they are for. But I’m really happy with how it’s going. I’m doing just what I want to be doing.”

All that, however, still falls under the category of music, albeit not exclusively classical. Her more recent endeavor was much more of a left turn. Perhaps it was the film and commercial work, or maybe just the proximity to Hollywood and Beverly Hills, but Yeh suddenly found herself working as a model.

“I never thought I’d ever be doing that,” she said with a laugh. “And right now it’s just for fun. But it’s real-

ly been great.”

What happened was that a publicity photo shoot to produce a head shot for her music career with a photographer friend from her days in Santa Barbara proved a lot more rewarding than she’d imagined, and she noticed that the two artists had quite a bit of chemistry. Yeh proposed that the pair produce a fashion shoot to see if the magic would last.

“We did a lifestyle shoot in my apartment, which was really fun,” Yeh recalled. Her friend then suggested she join The Gypsy Shack, a.k.a. TGS, a collective of like-minded creatives who collaborate in creating quality content for businesses and themselves, and which also serves as a modeling agency.

“I met a ton of photographers, models, wardrobe stylists, makeup artists, and the whole shebang,” Yeh said.

“Ever since, I’ve been doing photo shoots for them for fun and even managed to get published a few times in a magazine.”

An excursion this spring found her putting into practice an idea for a retro ‘50s diner shoot that she’d been kicking around for a while. Yeh produced the day’s work at the famous Mel’s Drive-In in Hollywood, yielding a bunch of shots that catch her quirky side.

“It was really amazing and a lot of fun,” she recalled. “I really enjoy expressing myself that way.”

But the bigger surprise was how much the fashion/modeling work has spilled over into her cello playing.

“It’s influenced me on the music side heavily because it feels a lot like performing on stage. You’re pretending to be someone else for an hour or two, putting on a costume, making up a character in your head. That’s what I do in concert, too – try to get into the character of the music, create a scenario in my head. I have to do a lot of pretending. If I’m paying something that’s mournful, for example, I come up with a situation where that’s the

There won’t be any costume changes, exaggerated makeup, or special effects lighting when Yeh returns to Santa Barbara for an afternoon concert kicking off Music at Trinity’s 20182019 season this Sunday, August 26, when she’ll collaborate with pianist Bridget Hough, a fellow graduate of UCSB’s Music Department who is now also based in Los Angeles.

The pair – whose paths didn’t cross while students at the seaside campus but met when they both appeared as part of an ensemble performing for a UCSB composition Ph.D. candidate doctoral recital two years ago – will play a self-crafted program featuring Schumann’s Traumerei, arranged for Cello and Piano; Beethoven’s Sonata for Cello and Piano No.5, Op.102, No.2; and Rachmaninoff’s Sonata in G minor for Cello and Piano, Op.19.

“We wanted to open with something simple and sweet, and I’ve always loved the Schumann,” Yeh explained, adding that the Beethoven Sonata is another favorite she’s been wanting to play since her days as a student here in town. “It has a great piano part, so Bridget was also enthusiastic about learning it.”

Yeh enthusiastically agreed when Hough proposed playing the Rachmaninoff, as the keyboard part is so difficult she’d had trouble finding anyone willing to take it on. “There’s an unevenness in the writing, like it’s a piano concerto with cello, a masterpiece for piano. Fortunately, she’s performed it before, so I was thrilled when she suggested it.”

After the recital in the architectural and acoustic heaven that is Trinity Episcopal Church, Yeh will return to L.A. where some of her recent projects include a fashion photo shoot with her cello, and appearing in a just-filmed music video with a recording artist where she played the cello to a pre-recorded part.

“I’m just so interested in seeing how these worlds of fashion and music collide,” she said. “I love having more than one outlet to make my heart sing.”

why the Santa Barbara Symphony was created in 1953 – that every great city deserves its own orchestra. But that’s actually a reality here, where people really believe in the community and they want the best for it. That’s why these great resident companies in ballet, opera, and classical music have not only survived but flourished here, while you see others in cities of similar size fall by the wayside.”

That love was returned to the community last January, when the symphony was forced to cancel its live-to-film performances of The Red Violin last January in the wake of the closure of Highway 101 following the Montecito debris flow. The benefit concert populated solely by local musicians that took its place raised $60,000, but Marvin was even more impressed by the ambiance at the event. “I didn’t see our core audience

there that night, but rather people from the community who needed a respite, a place to go where they felt safe to escape for a couple of hours.

I watched as the music washed over them, washing their cares and grief away, at least for a couple of hours.

That’s why we need our own symphony here, to respond and be an impactful part of the community.”

Receiving the Granada Legend Award couldn’t come at a better moment, Marvin said.

“It’s great timing because we’re heading into our 65th anniversary season, and it means a lot to be honored for that milestone alongside Kenny Loggins and Sara Miller McCune. “It’s amazing and humbling, as well as a great place-holder for where the symphony is headed, our momentum for expanding. There’s a lot we need to do to secure the symphony for the future,

and getting this kind of recognition always helps.”

Giving Back

Also being honored is Kenny Loggins, the longtime Santa Barbarabased singer-songwriter who lived for many years in Montecito in the 1980s and ‘90s. His nearly half-century career as a Grammy Awardwinning recording artist that began in a duo with Jim Messina back in the early 1970s has been matched by his longstanding involvement in local initiatives to bring music and joy into young peoples’ lives. He has appeared almost annually at the Unity Shoppe Telethon for decades, and has supported countless local organizations in a variety of ways, most recently performing in a benefit concerts for Thomas Fire and Montecito debris flow relief efforts.

The Gala

The fourth annual Granada Theatre Legends Gala takes place on Friday, September 14, bringing honorees, talented performers, and dedicated patrons of the arts together in one place for a single night to support Santa Barbara’s cultural community. Sue & I boarded a 90-foot yacht with four other couples occupying five state rooms and enjoyed fine meals and travel service plus guide for our nine days touring by sea. The only way to really see the Galapagos Islands is by boat, plus the use of a small landing craft to land on the beach shores. So, if one is prone to seasickness, proper measures must be taken – e.g., “the patch”, Dramamine, or positive thinking. We did disembark onto some of the inhabited islands (there are actually about 30,000 occupants on the islands) but, most of our landings were onto empty beaches.

We all know the Galapagos Islands are south of us, but they are located more easterly than one realizes, they are on the same longitude as Missouri, two-time zones away. And, even though the Islands are on the equator, the climate is subtropical due to the various ocean currents which create a microclimate of warm but fairly dry weather. Trade winds that carry clouds to this open and empty part of the Pacific are “caught” by the volcanic island peaks delivering dew and rain to vegetation near the inland parts of the islands, which become more tropical-looking inland and also support more birds, animals, and the human inhabitants on some of the larger islands.

This precious moisture finds its way to low spots forming ponds, water holes, and also the wallows used by the famous Giant Galapagos Tortoise.

These lumbering magnificent creatures lounge and cool themselves in ponds, and it is common to see six to 12 each spread out in the shallows or sunk deep in the cool mud. These ancient reptiles can live to more than 150 years packing weight of up to 400 pounds, and slow but steady they can travel three miles per day. Their eggs are laid in clutches of six to 20, buried in a sandy depression, and those few hatchlings that mature to 25 pounds are normally safe from bird and rodent predators. Even so, the Darwin Giant Tortoise Preserve & Research Center helps the natural process by incubating some eggs and nursing along the propagation pro-

cess, reintroducing about 100 tortoises per year since 1970 to some of the islands. We saw plenty of them at the center and in the wild.

Parts of the largest island of Isabela are especially dramatic in their volcanic upheaval, as our small skiff took us to an untouched black lava shore and our closed-toe shoes crunch on the rough gravel. We passed tide pools teaming with crabs the size of grapefruit with colors that would delight any artist, the “Sally-lightfoot” crab with their rainbow-colored shells of red, blue, yellow, and lavender.

As we walked inland, a formative volcano loomed quietly in the distance as we gazed over a maze of lava fields with endless patterns, crags, crevices, and calderas. The desolate stark beauty of volcanic residue gives rise to muted patches of green, hardy vegetation that planted seeds among the cracks soaking up water and nutrients that come its way. Our explorative path took us to ravines where sea water has mingled with the rain water forming turquoise ponds of brackish water and, like an oasis, held thriving life; attracting, small fish, aquatic plants, reptiles, shore birds, and surprisingly, a group of flamingos perfectly pink against the rough ebony background. Later, we saw them in flight making several passes over our heads before landing at another pond.

The constant rolling surf is never far from our ears and sent its moisture into the air as we returned to our craft for a short ride into a mangrove-lined lagoon with numerous protective shallow passageways. Soon we saw heads the size of a small fists popping up out of the water, as our guide

pointed to the many green sea turtles surfacing for air before settling down beneath the surface. Our boat turned into a secluded cove, where literally dozens of sea turtles of various sizes and colors were feeding on plankton and cruising inches from our craft in a serene unconcerned manner. The misty shallow water helped provide another amazing sight, a group of golden stingrays in flight just under the surface reflecting Monet-like colors through the rippling water.

On another day, we anchored in a protected cove, donned our snorkel gear, entered the 68-degree water and approached the shear volcanic ash cliffs and rocks that provide habitat for tropical fish, sea turtles, and the Galapagos penguins, the farthest north location of any penguin. These chunky little packages of energy dive for fish, and it is quite a show to watch them jet around erratically underwater making 45-degree turns on a dime with their flightless wings. They seem out of place here, so far from the cold on Antarctica, yet this is their home and their behavior shows that. We watched them gathered together then take off to a new fishing spot like a pod of small dolphins porpoising through the water. We climbed back into our skiff and headed back to our mother ship, passing a pair of flightless cormorants common here spreading their wings to gather up the morning solar energy.

At another beach, we jumped from our skiff into the shallow surf and came ashore onto a salt-and-pepper sand beach, the coarse volcanic white ash and black lava now ground into small wet particles that sunk down with each foot step, ours being the only visible ones. We hiked a short distance into the interior in search of the Galapagos Land Iguanas and

came upon a stunning yellow iguana in the shadows of the vegetation, not far from the prickly pear cactus that is their main source of food and water.

There before us was a fat, healthy 3-foot iguana, its crusty mustard-yellow skin gleaming in the sun, its creamed-colored eyelids closing so as to ignore us. We passed several others all in their varying patches of yellow and gray. We saw one streak quickly into the brush, knowing not why but we learned they can move fast.

In the afternoon, we travelled to another shore stark with jagged outcroppings of the black basalt lava and there we beheld our first Galapagos Marine Iguanas. Think of a miniature Godzilla laying down with salt crystals on its head and you have the picture. These creatures seem to have no predators and are abundant, warming themselves on the many lava stone beaches by the hundreds. Once in the water, they graze on the algae that abundantly grows on the ocean’s rocking floor. We watched them while snorkeling close as they swam and then dove underwater tearing hungrily at the moss-like algae that seemed to be everywhere. Later in the afternoon as their feeding ebbed and the tide changed, dozens of these unique iguanas came swimming ashore, their heads creating small wakes like a fleet of periscopes coming to shore.

On our last hiking day, we were brought to the amazing Santiago Island, which had a seabird rookery teaming with so many fascinating birds at different levels of maturity it is hard to describe but, most remarkable was their tolerance and even nonchalance to our presence. We walked on carefully marked paths and came to within feet of nesting Blue-Footed Boobies – I mean, bright turquoise feet, frigate birds – some males with 23 – 30 August 2018

The remarkable Frigate birds are numerous, many soaring high above the ocean surface for fish or to steal a meal from an unwary Booby. Uncoupled males arrange a nest then puff up their red throats to an extraordinary degree to attract females with which to mate. Once coupled, the male’s “balloon” quickly shrinks.

huge brilliant red-ballooned throats and also swallow-tailed gulls, complete with thick red “eye-liner.” Many of the birds were sitting on eggs in their nests or feeding their young hatchlings. Never have I gotten so close to a calm mother tending her nest. There were hundreds of birds in this rookery spread out over acres of the rocky and brushy lava mesa over-looking the Pacific.

This Galapagos trip was a worldclass experience and it combined the right combination of adventure with luxury. There were so many things we saw and experienced that I simply cannot include them all; I did not even mention the three days touring around Quito, Ecuador. You will just have to go yourself.

Some Interesting Points

Discovery of the Galapagos – A Spanish priest administrator discovered the Galapagos Islands by accident in 1535, when his Panamanian sailing ship drifted off course. Legend has it that the priest’s stories fascinated others, especially ones about the saddleback-type tortoise shells that some of the species have and which reminded him of an ancient Spanish saddle, in Spanish, a Galapagos. The islands first appeared on nautical charts in 1570.

Spanish, English, and pirate ships passed by here for decades, filling their holds with fresh turtle meat.

Later Spanish arrivals named these islands Las Islas Encantadas or the Enchanted Islands, evoking a magical aura that truly surrounds them as they suddenly appear out of nowhere in the Pacific. From 1780-1860, British and American “whalers” visited these islands, including the USS Essex made famous by Herman Melville and Moby Dick. The HMS Beagle and Darwin visited in 1835. Ecuador declared the Galapagos a National Park in 1959 (a century after Darwin wrote The Origin of Species), officially naming it Archipelago de Cristóbal Colón, to commemorate Columbus’s discovery of the Americas, even though he never visited these islands. Most of the world knows the islands as the Galapagos.

Evolution by way of a Beak – Darwin sailed with the Beagle on a five-year mission of discovery, spending about five weeks among the islands drawing astute observations.

Celebrating 70 Years of expertise & service in the community

Later, he and others developed theories about the origin of species using observations such as the unique bird population of finches and mockingbirds on the various islands which, due to their relative isolation from one another, adapted to the unique island features by changing their characteristics and evolved into different species. Some would migrate to nearby islands and over time would establish separate species on their own island.

As they adapted certain traits that allowed them to coexist better in the new environment, they were selected for reproducing, creating divergent characteristics and genes, and eventually differentiated into a new species.

“Hot Spot Theory” – Earth’s fiery creative process. In certain places, there are stationary intense areas of heat in the earth’s mantle that wax and wane in strength. These spots become, in essence, like a blowtorch and cause the mantle above it to melt and push up, allowing volcanos to form in the process. Slowly, over millions of years, the land and volcanos moved away from this Galapagos “hot spot” on the Nazca tectonic plate, which is moving Southeast. This process then repeats itself as a new volcano to the west starts to form above the hot G-spot like a conveyor belt.

During this process ridges, valleys, and mountains form underwater; the mountain tops that break the surface become the islands we see today. The most recent eruption occurred in 2009 on the most westward uninhabited Fernandina Isle.

CITY OF SANTA BARBARA NOTICE TO BIDDERS

Bid Acceptance. The City of Santa Barbara (“City”) will accept sealed bids for its Off-Leash Dog Area at MacKenzie Park Project (“Project”), by or before Thursday, September 13, 2018, at 3:00 p.m., at its Purchasing Office, located at 310 E. Ortega Street, Santa Barbara, California 93101, at which time and place the bids will be publicly opened and read aloud.

Each bidder is responsible for making certain that its Bid Proposal is actually delivered to the Purchasing Office. The receiving time at the Purchasing Office will be the governing time for acceptability of bids. Telegraphic, telephonic, electronic, and facsimile bids will not be accepted. Bids will be evaluated based on the lowest price on the base bid, without consideration of any alternates.

2.2 Time for Completion. The planned timeframe for commencement and completion of construction of the Project is: October 22 to November 30, 2018.

2.3 Engineer’s Estimate. The Engineer’s estimate for construction of this Project is: $380,000.

License and Registration Requirements.

3.1 License. This Project requires a valid California contractor’s license for the following classification(s): Class A General Engineering Contractor.

3.2 DIR Registration. City will not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder and its Subcontractors are registered with the California Department of Industrial Relations (“DIR”) to perform public work under Labor Code section 1725.5, subject to limited legal exceptions.

Contract Documents. The plans, specifications, bid forms and contract documents for the Project, and any addenda thereto (“Contract Documents”) may be downloaded from City’s website at: SantaBarbaraCA.gov/ebidboard. Bid Security. The Bid Proposal must be accompanied by bid security of ten (10) percent of the maximum bid amount, in the form of a cashier’s or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that, within ten days after City’s issuance of the notice of award of the Contract, the bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and all other documentation required by the Contract Documents.

Prevailing Wage Requirements.

6.1 General. This Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes.

6.2 Rates. The prevailing rates are on file with City and available online at http://www.dir.ca.gov/DLSR. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half.

6.3 Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code section 1771.4.

Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bond for 100% of the Contract Price regardless of contract dollar amount.

8.

Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300.

9.

Subcontractor List. Each bidder must submit, with its Bid Proposal, the name, location of the place of business, California contractor license number, DIR registration number, and percentage of the Work to be performed (based on the Base Bid) for each Subcontractor that will perform work or service or fabricate or install work for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included with the Contract Documents.\

Fiesta Finale 2018

One last “Viva” and one last cascaron happened on August 12 at the end of Fiesta. It’s the Fiesta Finale given by the Profant Foundation at the El Paseo Restaurant – the perfect venue. This was the center of the celebration at one time. Rita Hayworth danced here in her father’s troupe. This is where John Profant met Lyn and asked her to dance during Fiesta. They married and had four daughters: Mignonne, Musette, Michele, and Marie.

John’s family was always involved in the community from launching CAMA to the Music Academy of the West and Old Spanish Days. His doctor’s father was known to sing to his patients on house calls. Did they get

better because he was a doctor or a singer?

John was generous and interested in the arts. It was only natural that in his honor his daughters founded the Profant Foundation, which is 19 years old. Since then, the foundation has given hundreds of scholarships to developing artists of all ages from 9 to 75. These are funded solely through contributions, grants, bequests, and their annual gala.

Besides tapas, wine, and dinner, you see a real floor show. The Martinez Brothers serenaded for dinner and dancing. Former scholarship winners the SB Piano Boys, Rhyan and Zeyn Shweyk, began the show. There was Kristen and Serge Chmelnitzki, who own the Arthur Murray dance studio. Gil Rosas gave us melodies of Fiesta. He’s been entertaining for 65 years. Ricardo Chavez and Company did flamenco with Lakshmi Basile, Kambiz Pakan on guitar, and cantaor

Kristen and Serge Chmelnitski were featured as the dancers with David Bolton, Richard and Amanda Payatt, Heidi Gielisch, Peter Jensen-Sabol, Erin Graffy de Garcia, and Dr. James de Garcia as co-stars. In the Foundation archives is a letter of support from Mr. Montalban.

Modeling Agency used to have a fashion show every Saturday on a long runway in the restaurant, before the fountain was put in the center of the courtyard.

This year, the costume prizes went to two couples, Jill Nida and Gary Simpson, and Angelique and Erik Davis. Gary’s costume was destroyed in the Thomas Fire, so he sent to Sevilla for a new traje corto. Erik copied his from one Bob Kallman wore when he was Presidente many years ago. Their ladies looked equally stunning.

Erin Graffy ran the first live auction for the Foundation with several private dinner items and a caravan to Olvera Street in Los Angeles to go on a shopping spree for more costumes.

FRIDAY, AUGUST 24 Byrne-ing at the Bowl – At the opening of each performance in David Byrne’s current tour, the pop singer-songwriter and former leader of Talking Heads sits alone at a table, center stage, holding a big pink brain, and singing “Here is a region of abundant details/Here is a region that is seldom used/ Here is a region that continues living/Even when the other sections are removed,” as the 11 other musicians of his band emerge one by one from a three-sided beaded curtain to join him on stage playing chord fill and percussive offerings. The words are from the closing song “Here” on Byrne’s new album, American Utopia, his first solo disc in 14 years, but the ambitious format of the one and three-quarter hour show dates back even further, to the Stop Making Sense tour, the one that was memorably directed by Jonathan Demme back in the early 1980s. The band members are all barefoot and wearing matching gray suits, and there are no stationary instrument or amplifiers in sight, as instead the percussionists, guitarist, bassist, keyboardist, and backup singers are wired for sound and therefore untethered by mic stands or amps. That allows them – as one reviewer put it – to seemingly float, stomp, and shimmy freely, though within the detailed precision of choreography and the thoughtfully balanced 21-song set. The music spans Byrne’s solo work, Talking Heads hits, and string of his special projects such as his recent collaboration with St. Vincent and Fatboy Slim – all, according to another writer, in his “pan-stylistic mélange of art-pop, Brazilian samba, funk, African polyrhythms.” Coming right on the heels of Jack White’s “No cell phones allowed” concert last weekend, this should be another event that lives on more vividly in the experience and – as Byrne hints at in the show’s opening – our minds rather than electronic devices. FRIDAY, AUGUST 24 Break the Mold – Joseph Glenn Herbert, the Filipino-American stand-up comic known professionally as Jo Koy, has come a long way since his beginnings working in coffeeshops around his high school hometown of Las Vegas. Of course, being in one of the entertainment capitals of the world doesn’t hurt, and it wasn’t long before Koy earned a regular spot on the show Catch a Rising Star at the MGM Grand Hotel and Casino, where a talent coordinator from Los Angeles spotted him and booked Koy for his first television appearance on BET’s ComicView. Koy’s mainstream career took off via appearances on various televised stand-up comedy specials and exploded when he performed on The Tonight Show with Jay Leno in 2005. Now, Koy can boast of more than gigs on all the late-night shows, plus a spot as a roundtable regular on Chelsea Lately (more than 140 episodes), and serving as a weekly guest on Adam Corolla’s popular podcast The Adam Corolla Show, and the host of his own podcast The Koy Pond. Koy has done two highly-rated and successful comedy specials on Comedy Central: Don’t Make Him Angry and Lights Out, while his third, Jo Koy: Live from Seattle, was a Netflix Original released in 2017. Jesse Rhodes is a former Warner Brothers recording artist (Stegosaurus) whose tastes run from rock to blues to pop to reggae and deep acoustic songs. In the early 1980s, he was also a member of The Loyal Defense Workers, comprising four engineers working in the Aerospace Industry, where they wrote songs about the military industrial complex, spies, engineers, nuclear missiles, high technology, the nature of man, and in Joe’s case, alien abductions!

horrible incident of bullying in high school left her ashamed and suffering from PTSD. But just a year later, the Washington State native living in Los Gatos found a new source of inspiration in the person of U2 lead singer Bono, whom she met backstage at a concert in December 2015 as part of a prize package won through a nonprofit.

“Chloe got up the nerve to tell Bono her story, and he showed up and he told her what happened was an injustice,” her father, Dane, recalled this week. “He told her to use her voice and speak for those who have none, which really inspired her to take action.” Bono also gave her a guitar that he’d used at a recording session in Dublin when he was writing the song “Invisible” – the same song that, her dad said, “got her through the rough times after the assault. it was an incredible coming together of circumstances.”

Driven by Bono’s words, Chloe began embarking on speaking engagements, including giving the keynote offering at the 2016 TEDxSanta Barbara, where she walked on stage barefoot. After having spoken out more than 40 times in locations around the world, Howard also wrote about her experiences. Stand Beautiful: A Story of Brokenness, Beauty & Embracing It All, published just this spring and oriented toward teens, with a forward by Bono, recounts her story of overcoming injustice and battling selfdoubt, and what led her to live fully and embrace her unique self.
