Capps Versus Mitchum

Plain-speaking Republican Chris Mitchum is our easy choice to represent the 24th District in the U.S. House Of Representatives. His ads are truthful, thoughtful, and, so far at least, he has never slandered his opponent, Democrat Lois Capps, as she so disgracefully has. His desire to scale back some of the more egregious excesses of the current and prior administrations is palpable, and if elected he’ll have the ability to caucus with the leadership in Washington, who have belatedly gotten behind his candidacy. We like Chris Mitchum; we’re voting for Chris Mitchum; he is right for Santa Barbara, right for Montecito, and right for California.

his is our last editorial until the November 4 election. Last issue we outlined our election selections, but the most recent ad from the Lois Capps campaign has us angered and puzzled. No doubt the hacks she hired to put these untruthful ads together had a good midnight laugh when they edited candidate Chris Mitchum’s statement that he didn’t “intend to go Washington to represent the twenty-fourth district to bring back baseball fields...” Capps’s ad simply cuts Mr. Mitchum’s statement at “I do not intend to go to Washington to represent the twenty-fourth district.” I don’t know when or where I’ve witnessed such a sleazy and wanton distortion of an opponent’s statement. You folks considering voting for a career politician such as Lois Capps should reconsider. Do you really want someone willing to use such dishonorable tactics to win an election that she ordinarily wins in a walk?

As we wrote last week and reiterate here: If you are happy with the direction of the country, then you’ll likely vote for Capps, regardless of her contemptible campaign tactics. If you’d like to have a chance of going in a different direction, Mitchum offers that chance.

We’re going with Chris Mitchum as our choice for U.S. Representative of the 24th District.

The affable British physicist, who has set 79 world ballooning records, as well as 96 U.K. aviation records, was a key component in the record attempt that saw the balloon, filled with 35,000 cubic feet of helium ascend at speeds of up to 1,600 feet per minute to an altitude of 135,908 feet where Eustace, dangling underneath in a specially designed spacesuit with an elaborate life support system, plunged to earth, landing just 15 minutes after starting his fall, reaching speeds that peaked at more than 800 miles per hour, creating

About four and a half minutes into his flight, Eustace opened the main parachute and glided to a landing 70 miles from the launch site.

Q Stands for Questions

W

e are long-term residents of Montecito who care about the educational mission of Montecito Union School and, above all, the safety of the children in its care. The school is in evident need of upgrading, but Measure Q provides for far more than this: it involves a good deal of new construction, some of which appears to be unnecessary and inappropriate for our community, and which does not address the educational needs of our children.

We are concerned that the project’s significant impacts have not been properly addressed, and we expand on a number of them: The absence of acceptable regulatory review The California Environmental Quality Act (CEQA) makes environmental review a mandatory part of the decision-making process. The proposed expansion project at MUS will have significant impacts to the local residential community, public lands (Manning Park), and the YMCA, including impacts to traffic-circulation-parking elements, noise, air quality, open space, nuisance (odors) and visual resources. The lack of an EIR (Environmental Impact Report) has been brought up on many prior occasions, but now, even though the board of trustees approved the MUS District Bond Master Plan on May 27 of this year, no progress on an EIR or environmental review has been reported.

The funded project would proceed in three phases Notably, the first phase incorporates the construction of the cafeteria-multipurpose building, this in 2015, while the last is mainly devoted to the upgrading and retrofitting of the historic main building, in 2019.

The cafeteria-multipurpose building This is to be a 6,000 square-foot structure that peaks at 27 feet. It is to sit on the west boundary of the school grounds, above the level of the surrounding residences, and significantly so above its immediate neighbors.

The number of meals served per day is conjectured to be 250 per day, significantly more than the number of meals regularly dispensed at present.

There are plans to mitigate the effects on the school’s nearest neighbors of the noise and smells associated with its food processing. However, without formal evaluation, their success will only come to be known over time.

The cost of administering the cafeteria function, as against the contracting of food service now in place, has not been made clear.

The high priority this aspect of the project has been accorded seems hardly consonant with the fact that the provision of a food service, and not a cafeteria, is what the state mandates. The multipurpose nature of the building ensures that the student body, staff, and faculty can gather together, something not now possible. It is unclear how this large space

will otherwise be utilized and, in the surrounding neighborhood, there is considerable concern about the traffic, air quality impacts, excessive noise, and night lighting that can result from additional functions held there. Such impacts of the proposed expansion need to be evaluated and mitigated to insignificance.

Upgrading and retrofitting the main building In a November 2013 phone survey financed by MUS, in conjunction with a bond feasibility study, voters were “more interested in renovating deteriorating and aging plumbing systems, upgrading inadequate electrical systems, and making energy efficiency and water conservation improvements.” Even with this guidance from the community, much of this work is to be delayed until the third phase.

It is not at all clear to us why such work, identified long ago, should come under the heading of deferred maintenance.

Traffic and parking The San Ysidro and Santa Rosa intersection is presently chaotic during the hours that students arrive and depart the school, as is the School House Road curve behind the school.

Parking along School House Road, adjacent to the school, is overburdened during school hours. The lack of an adequate shoulder, in conjunction with parked cars, creates a dangerous situation for students and residents alike. The project suggests that the School House Road parking lot is to be eliminated, and more parking added to the San Ysidro lot. Queuing lines, set for the San Ysidro lot, are expected to ease traffic flow at dropoff and pick-up times, with quite limited vehicle access from School House Road.

The impacts of these proposed changes have not been adequately addressed or analyzed. They should be addressed in an environment document that accounts for air quality URBan EMISsions (URBEMIS) model and traffic safety. The district implicitly assumes that parent parking on School House Road and surrounding streets will not be a problem, though a circulation analysis has not been presented to address the situation. We are concerned that parents will drop off and pick up children at the already dangerous School House Road curve in order to bypass the San Ysidro queuing lines. It is not clear how this can be mitigated.

After decades of neglect and code changes, there is little doubt that much of the improvement work needs to be done. Such work and the expanded wish list needs to be better thoughtout, independently reviewed via an EIR, and discussed openly before being put to a vote.

We are more than willing to support a revised bond measure that will help the school and address the concerns of the community.

No on Measure Q

The Montecito Union School District is asking us to vote for a $27-million bond next month to fund an expansion and upgrade of the school. I’ve heard the arguments that the bond money will maintain MUS as a premier grammar school, and that residents of Montecito can easily afford a few hundred dollars per year additional taxes to fund this. However, it is unclear how aspects of the district’s plan, like a new 6,000-sq-ft cafeteria, will bolster academic excellence, and it doesn’t make sense to direct any money toward an ill-conceived project.

While the District has been planning the project for a long time, there has been no significant analysis of it; there isn’t a traffic circulation and safety study, an environmental impact analysis, an examination of alternatives, or any other investigation to determine if the project’s scope makes sense.

Indeed, a consultant was hired only recently to explain to the district what type of analysis is required.

What makes least sense is how little effort has been made to analyze

Keeping Our Promises to Fix Highway 101

E

very day, tens of thousands of South Coast residents are negatively impacted by the gridlock on Highway 101. Some sit idly for hours in frozen traffic, others endure the resulting congestion on our neighborhood streets, while our county suffers as a whole from the negative air quality and restricted flow of goods and services. This situation has become intolerable in recent years and is one of the few downsides to life in our beautiful community.

In response, in 2008, the voters of Santa Barbara County passed Measure A by a whopping 79 percent to widen and improve the 101. Following the passage of Measure A and its related funding, it became incumbent on us as elected officials to implement this vitally needed public works project.

Significant progress has been made, but a recent lawsuit will likely delay and increase the costs of the widening project – possibly by tens of millions of dollars.

There has also been a recent op-ed column by the mayor of Santa Barbara that has encouraged such lawsuits.

It is important to clarify that the state and federal gas tax funds that are being used as a portion of the funding for the widening cannot be used for local road maintenance. They are for regional transportation improvements, and their specific use must be approved by the state. It is also untrue to suggest that we cannot continue the design and permitting process until the final phase of the project is fully funded. The process and manner in which our local 101 widening is being funded and implemented is consistent with how all major transportation improvements are done throughout our state and nation.

Where we are today is the result of 12 years of community conversations and planning, beginning with a stakeholder process called 101 In Motion, which was initiated by the Santa Barbara Association of Governments (SBCAG) in 2002 and involved a diverse range of interested parties throughout the Central Coast. Eventually, consensus was reached to widen Highway 101 to three lanes in both directions between Ventura and Santa Barbara, implement commuter rail service in the corridor and enhance existing commuter bus service. In 2005, the SBCAG Board voted unanimously to adopt this plan. In 2008, the board, every city in the county and a wide array of stakeholders agreed on a balanced plan to renew our local transportation sales tax as a match to fund a range of transportation improvements, including local road maintenance, commuter rail and bike-paths – with $140 million dedicated to the 101 widening as the highest priority project.

Phase 1 of the widening from Santa Barbara into Montecito was completed ahead of schedule in 2012. Phase 2 of the widening from Ventura County to Casitas Pass in Carpinteria is currently under construction, using a state grant that our two counties secured. In fact, we recently celebrated the completion of the dedicated bike lane from Mussel Shoals to Carpinteria, and the new third lane between the two counties is also partially open, with the whole project scheduled to be completed next year. Next up are improvements to the interchanges in Carpinteria which, pending resolution of some remaining issues, are scheduled for construction in 2016. Finally, the preliminary design and environmental review process has been completed for the critical widening of the remaining 10-mile gap between Carpinteria and Montecito.

The design and environmental review process of this last part was put on hold for almost a year to allow the design team to analyze and provide feedback on alternatives proposed by some residents in Montecito that would have retained left-hand lane ramps. Ultimately, the director of Caltrans and governor Jerry Brown’s office ruled that these were not viable. In January, our SBCAG Board voted 11-2 to move forward while continuing to address concerns that had been raised.

Given the history of process and promises made in regard to widening the 101, it is imperative that we continue to move forward in a spirit of cooperation.

Delays will result in raising costs exponentially and cause unnecessary hardship to residents, businesses, visitors – and our local economy.

That is why our SBCAG Board has hired an independent consultant to work through any remaining design issues with Caltrans. We also realize that related local infrastructure challenges continue to exist and need to be worked out to everyone’s satisfaction, and have initiated parallel projects including improvements to the San Ysidro interchange, a roundabout at Olive Mill/Coast Village Road, replacement of the Cabrillo Railroad Bridge and Phase III projects.

We remain committed to working with all stakeholders to move the Highway 101 widening forward as quickly as possible – in a way that resolves remaining issues, maintains the character of our community, and finally addresses the traffic congestion that so adversely impacts all our lives.

Plaza Montecito to be unveiled next week, while retail, commercial, and restaurant tenants prepare to open their doors in the coming months

ext week, developer Alberto Valner will unveil his new mixed-use building on the corner of Coast Village Road and Coast Village Circle; the fence that has been screening the construction of the building is slated to come down early next week. The structure, located at 1255 Coast Village Road, has been named Plaza Montecito.

While the community will have pedestrian access to the building, the retail, commercial, and restaurant spaces will not be open for the next month or two, Valner says. The project, which sits on the former home of Turk Hessellund Nursery, includes two 1,600-square-foot townhome-style residential units, a 42-seat restaurant, more than 6,000 square feet of commercial office and retail space, and a 40-space underground parking garage.

he term “estate” has undergone a transformation over the past, let’s say 30 years. Maybe even just the past 20 years, but let’s go back to the 1980s. At the time, even in Montecito, an “estate” could have been classified as something priced over $1 million. As late as 1985, one was a “millionaire” if one had assets of a million dollars or more. Somewhere around the turn of the 21st century, however, a person became a millionaire not by having a million tucked away but by making a million or more dollars a year. By 2001, the price of a

real estate had risen to $5 million or so.

For much of that time, a house in Montecito, particularly one in either the MUS or Cold Spring School District fetched from 20 to 40 percent more than the equivalent home in other and often less desirable school districts. But not now. A three-bedroom, two-bath, 1,700-square-foot home, for example, in San Roque would be priced in the $1.1- to $1.6-million range depending upon the lot size and location. Some of

hen I lived in Spain, I was enthralled with the Blessing of the Animals performed each October. Our daughter rode her horse up to the outside of the church for the blessing. For me, it wasn’t about religion but about the animals.

I’ve been to several here in Santa Barbara. There weren’t any horses but plenty of dogs and cats.

My favorite blessing was held recently at La Casa de Maria – an interfaith retreat and conference center at 800 El Bosque Road, just off East Valley not far from the Upper Village.

Don and I were married in their ecumenical church and I’ve walked my late dog Mandy many times through their peaceful 26 acres.

The animal blessings are related to the feast day of St. Francis, who wasn’t such a saint before he became a saint. He was a rich playboy to put it mildly. Then he learned to talk to the birds, so the story goes and now his statues always have birds surrounding him. He lived in the 1200s, and his feast day is a time to affirm the human connection to the natural world.

Lunch was served on the upper lawn with views of the ocean and former Fleischmann Estate. In 1920, Major Max C. Fleischmann purchased this 30 acres of land. Today, Pacifica owns 13 acres including the original house. Fleischmann came to play polo and fell in love with the area. He and his wife had their permanent home here from 1920-35.

When he needed a safe harbor for his yacht he donated $500,000 for the breakwater. He became the greatest philanthropist Santa Barbara has ever known. He founded the Santa Barbara Foundation, which upon his death dispersed $192 million “for the betterment of mankind” from 1951-80.

The keynote speaker was Stephanie Sokolove, a chef of renown, a restaurateur and a pioneer of the “Sophisticated Comfort Food” movement. Table of Life supports Foodbank Feed the Future programs, a series of innovative award-winning plans that foster the nutritional health and independence in children from preschool to high school graduation. The programs are being adopted at other food banks around the country.

High Esteem Tea

Bacara Resort and Spa was the setting for the 7th annual High Esteem Tea given by Domestic Violence Solutions (DVS) for Santa Barbara County. It wasn’t really a “tea” but a luncheon with tea to drink. As co-chair Claudette Roehrig joked, “If you serve kabobs, they will come.”

She was speaking to the numerous men in the audience. Her co-chair was Valerie Greenberg. Newly welcomed DVS executive director Charles Anderson was meeting and greeting.

Associate executive director Marsha Marcoe introduced a chilling video.

The lights were dimmed, and we heard a live 911 call from a terrified child whose mother was being battered by his father. Then the screen lit up and told the stories of two battered women, and how DVS helped save them and their children.

The highlight of the day was guest speaker Jackson Katz, who is a pioneer in the fields of gender violence prevention education and critical media literacy. He is an educator,

author, and internationally acclaimed lecturer. He is co-founder of Mentors Violence Prevention (MVP), which has been implemented in schools, community organizations, and all branches of the U.S. military. It is used in colleges and professional athletics in North America.

He states that we need to change the perception of men and what macho means. Instead of always saying, “How many girls/ women were raped?” why don’t we say, “How many men raped women?” It always lists the victim, instead of the perpetrator.

Jackson says, “We don’t need more awareness. We need more action. We need men of power to speak up about abuse.” This was recently done by an Australian general who spoke out against abuse. He made it clear there would be no tolerance in his army.

Jackson thinks the latest NFL scandal could be a good thing, because powerful men are taking a stand against violence to women. Love shouldn’t hurt.

Foreign Oil: Another Reason to Vote NO on Measure P CALIFORNIANS

Oil produced in California is subject to the most rigorous, strict environmental regulations in the world. Unfortunately, to meet the rest of our needs, California must also import tankers of oil from Russia, Iraq, Angola, Saudi Arabia and other countries with weak or no environmental safeguards at all.

Under Measure P, many conventional production techniques, used safely for decades, would be banned.2 In fact, Measure P is so broadly written, even many routine maintenance methods would also be forbidden.3 As a result, one of the consequences of Measure P would be to shut down nearly all oil production in the County within the next five years and ban all future production, increasing our reliance on foreign oil.

“I have launched hundreds of special balloons for myself, but it’s a huge responsibility launching balloons for others, so I generally avoid it,” says Julian, who returned to our Eden by the Beach just 24 hours after the record-breaking skydive.

“If I was to injure myself I could accept that, but if I disabled or killed someone else, I think it would be hard to live with. But in this case, Alan Eustace is such an outstanding individual, pilot and sky diver, I couldn’t resist being part of the project when he asked.

“Launching scientific balloons is always dangerous. I treat any takeoff with the great respect, even if I am in a recreational balloon. This giant scientific balloon was a particular challenge.

Earlier this month when Alan did one of his successful test dives from 106,000 feet, it seemed virtually certain to me it would succeed. Despite having been involved in a number of very unusual projects and breaking world records of my own, I honestly have to say this was one of the most extraordinary events of my life.

“It is exactly the kind of project I enjoy most. To quote Lindbergh: ‘Science, freedom, beauty, adventure.’

This project had them all.”

Julian says he loves setting world records, not for their own sake, but because they are black-and-white proof that new inventions and technology work.

“This project was filled with new inventions and technology. We developed an entirely new way of launching large balloons. I proposed it as much safer, but it is also much simpler, and I think will expand the use of high-altitude balloons. All this work will further the world’s knowledge of near space and has opened up endless possibilities for humans to explore previously seldom-visited parts of our stratosphere.”

The previous altitude record was set by Austrian daredevil Felix Baumgartner, who jumped from 128,100 feet on October 14, 2012.

Thank you for sharing your intention to vote yes on Proposition 47 with your readers, especially since you also published the opposition of Sheriff Brown and District Attorney Dudley. Although you and I have conflicting perspectives on a variety of political issues, the merits of this proposition should not be lost in partisan political debate.

I have joined retired Orange County Superior Court judge James Gray, the 2012 Libertarian Party candidate for vice president, in actively supporting Proposition 47, which provides voters with an opportunity to reduce the excessive cost of prosecuting minor, non-violent crimes as “felonies” and invest substantial savings in education, job training and the treatment of mental illness and drug addiction. We can make a statement that we expect our elected officials to be “smart on crime” and not merely “tough on crime”.

Our criminal courts and jail are clogged with defendants whose cases involve a “felony” charge that will be reduced to a misdemeanor offense after numerous court appearances.

Such cases are called “wobblers.” The District Attorney has the exclusive discretion to file a “felony” charge and does so routinely with the expectation a plea to the lessor crime will be induced.

The commitment of resources to this process by police, prosecutors, defense counsel, the court, defendants and their families and employers is enormous. The end result of this cost-

ly process, a misdemeanor conviction, does not justify the expense, and the ability to investigate, prosecute and adjudicate serious and violent crimes is compromised. Proposition 47 will reduce the population of County Jail inmates whose cases have not been adjudicated and will also reduce the number of those committed to state prison for minor offenses, such as possession of drugs for personal use and minor thefts.

Contrary to the specious claims advanced by the sheriff and District Attorney, Proposition 47 does not present a threat to public safety. It specifically excludes those convicted of sex offenses or anyone with a violent felony conviction for crimes such as rape, murder, and child molestations, and insofar as eligibility for re-sentencing is concerned, it provides the safeguard of a judge’s determination whether an applicant constitutes a threat to public safety.

Proposition 47 represents sound public policy and more efficient and effective use of strained public resources in the administration of criminal justice. Voters should not be influenced by false claims to protect the status quo; we have spent too much money pursuing the illusory promise of safety when the root causes of undesirable, non-violent conduct can be addressed more effectively with local programs of supervised treatment as demonstrated by Santa Barbara County’s successful implementation of AB 109 “realignment” by its excellent probation department.

Thank you for your editorial “Election Suggestions,� (MJ #20/41).

Your open and transparent policies in your newspaper are what makes “freedom of the press� and journalism very dignified. In your #20/32 issue, you said (I’m paraphrasing): “There are too many people to depend on rain and surface water for their needs. Desalination would allow all these sources of water to replenish themselves.� Since it’s planet Earth that creates and delivers rain, aren’t you suggesting that Montecitans have desire for water wealth so great that even our beautiful planet can’t provide enough to satisfy our desires?

Mrs. Earth’s rain isn’t enough?

Since astronomers now know that Earth is the only known planet that rains potable water, will those who drill for or truck in (something legally) ground and surface (rain) water need the water of Mars? Comets?

Asteroids? Heaven?

Star Turns at Star Voice

Finalist Annali Fuchs was more than just surprised – she was ecstatic – to have been named 2014’s Star Voice

“Thoroughly Modern Millie” powerfully sealed her win. Ms Fuchs does indeed seem destined for stardom.

A final and brilliant touch to the evening was the presence of this year’s Teen Star winner, Mary Grace Langhorne. Ms Langhorne, just 12 years old when she won earlier this year, was in a wheelchair then but promised she would be up and walking for next year’s Teen Star competition when a new winner would be declared. She made her way onstage in a wheelchair for her Star Voice turn, but has made such rehabilitative progress that she was able to transition to a stool before belting out her rendition of Michael Bublé’s “Feeling Good.”

xecutive producer Joe Lambert’s knack for discovering and exposing singing talent in the Santa Barbara area is unique and goes well beyond remarkable. Where he finds the talented people he regularly presents on stage – whether at the Granada, or as more recently, at the Chumash Casino – is known only by him and a few close associates, but Joe has successfully mined this lode of untapped musical resources since 2010 and his productions, first called Teen Idol then changed to Teen Star (at the legal insistence of American Idol), and his new Star Voice challenge are a paradigm of what a stage competition should be.

Joe has assembled a tightly knit band directed by George Shelby and featuring some very fine musicians who seem able to switch genres, tempos, and moods at the drop of a note.

This year’s Star Voice competition at the Chumash, held on October 18, also featured the mentoring talent of Tata Vega, who most recently performed a star turn in last year’s Academy Award-winning documentary, Twenty Feet From Stardom.

Director Dave Jenkins, stage manager Pam Brandon, and Joe spent many, many hours together making sure the show would run as seamlessly as it did. The three judges onstage for the competition – PCPA casting director

This year’s winner, Annali Fuchs, hails from upstate New York but now calls Santa Maria home and absolutely floored the judges and the audience with her two efforts: the first – “They Just Keep Moving The Line” – a difficult and cleverly written song from the HBO/Steven Spielberg series Smash.

Getting to and from Los Angeles International Airport can be hell if you have a plane to catch and have fewer than three hours to get on it.

L.A. International is 89 miles straight down 101 as the hummingbird flies and, if my wife is driving, for example, we could make it in a little over an hour as her lead foot can be heavy, indeed. If I am behind the wheel, we’re probably looking at more like an hour and 40 minutes. But, then there is the traffic situation. The above times are active if you are heading south at 2 am and your plane is scheduled for a 5 am liftoff. However, there are few planes that depart at that time of day. Instead, air traffic controllers and airline schedulers have programmed flights at more convenient times, such as in the middle of what can be generously called “rush hour.”

for himself. I caught up with Mr. Alemayhu at Coffee Bean & Tea Leaf, where we sat for a short conversation.

He found his way to Santa Barbara via his father, who is in the international import-export business and traveled often from New York to Washington, D.C., and Los Angeles and visited Santa Barbara regularly.

Although born in Addis Ababa, Petros met his wife in Santa Barbara (the couple are now divorced; their daughter Aden, 13 years old, was born at Cottage Hospital but lives with her mother in Orange County).

Petros is one of a small contingent of Ethiopians who have moved here over the years – such as Mollie Ahlstrand of Trattoria Mollie on Coast Village Road – because they had heard “a lot of good stories” about Santa Barbara, most of which came from UCSB. Petros says that often, after an Ethiopian student attended UCSB, he would stay. And, when those students and graduates succeeded here, they would make trips back to Ethiopia and spread the word about the opportunities available in Santa Barbara.

Petros attended Dunn School in Los Olivos, SBCC, and went on to UCSB to study computer graphics; during his school years, he also attained a fourth-degree black belt in Tae Kwando.

Beach City Transportation now features seven vehicles: a limousine, an Escalade, a Mercedes Benz, passenger van, and three vintage automobiles: a 1938 and 1987 Rolls Royce, and a ‘57 Bentley.

Owls in Wonderland

This Sunday, November 2, Laguna Blanca Lower School will be host to its fifth annual Owls in Wonderland Carnival: an interactive event for students, families, and members of the community to enjoy. The carnival is one of Laguna’s favorite events, inspired

by Swoop, the school’s owl mascot, and the tale Alice in Wonderland.

Carnival highlights will include a Mad Hatter’s workshop, a mad scientist, multilingual croquet, arts and crafts, tea parties, live white rabbits and owls, and of course, Alice! Guests will also have the chance to capture smiles and memories in the all-new “iPad Photo Phun” booth. The carnival’s theme and festive spirit will be seen throughout the day, as volunteers will be dressed as characters; guests are encouraged to dress up as well.

Admission and interactive learning activities are free and geared for children ages 3 to 10. Food will be available for purchase from California Wood Fired Catering, El Taco, Kona Ice, and Montecito’s Here’s the Scoop.

Casa Dorinda News

Earlier this year, Casa Dorinda received a “thumbs up” from the Montecito Board of Architectural Review (MBAR) on a proposed project to build several improvements on the

property, including new residential units, memory care facilities, personal care facilities, new maintenance facilities, a new bridge, new driveways, and more. The private LifeCare retirement community, located on the Bliss estate in Montecito, has close to 100 people on a wait list, which is one of the reasons Casa president Ron Schaefer says the expansion is necessary.

In June, a small renovation took place in the Main Casa, making the building more cohesive with the rest of the campus, according to rep Kirsten Ayars. The renovations are just a taste of what’s to come to the property, with architect Brian Cearnal at the helm (his newly designed Coast Village Road project is to be unveiled next week.) The plans call for enhancing architectural details, entryways, and freshening up the existing buildings, as well as building a new apartment building, more independent living quarters, adding a second story to an existing building, adding a second dining venue, and constructing a new bridge over the creek that runs through the 48-acre site. Underground parking is part of the plans, which call for increasing the number of residents to 357 from the current 321. “Amazingly, I had no idea that she had contemplated it, and even less that she had been working on it for some time,” said Perutz. “I never posed for her and she created this remarkable likeness just from casual snapshots.

Westmont’s Verizon Facility Delayed

At last week’s MBAR hearing, board members asked Verizon Wireless agent Jay Higgins to go “back to the drawing board” and come up with an alternative design for a wireless communications facility on the Westmont campus.

The meeting was for conceptual review of a new telecommunications facility to be installed on the roof of Voskuyl Library, behind an existing parapet wall.

MBAR board members took issue with the height of the 16 proposed antennae, which would stand seven feet tall. Even though the existing parapet would be extended to screen the antennae in addition to several existing trees, board members asked Higgins to bring the project, which also includes accessory structures, away from the edge of the building. “They did say they appreciated the screening,” says planner Melissa Mooney.

MBAR also asked Higgins to have story poles placed before returning for more review.

Manager of Media Relations at Westmont, Scott Craig, says the college frequently fields complaints from students and parents about a lack of Verizon cell coverage in Montecito.

Mooney has not been informed of when the project will be reviewed again; it is likely it will be after the new year.

Orchestra to Feature Schubert, Korsakov

Michael Shasberger, Adams professor of music and worship at Westmont, conducts the orchestra. He came to Westmont nine years ago after teaching at the University of Colorado, Boulder, and Colorado Christian University. Most recently, he conducted the graduate choir of the Moscow Conservatory of Music in Russia on October 26.

The concert includes Williams’s “Hymn to the Fallen,” which is from the 1998 Academy Award-winning movie Saving Private Ryan. The orchestra will perform Joplin’s “Ragtime Dance,” which Joshua Rifkin re-released in 1970 with orchestration by conductor Gunther Schuller. The evening concludes with RimskyKorsakov’s “Capriccio espagnol, Op. 34,” which features Spanish folk melodies, creative percussion and an energetic ending.

The performance includes Franz Schubert’s “Symphony in D minor, No. 8 Unfinished,” Heitor Villa-Lobos’ “Bachianas Brasileiras I” and Aaron Copland’s “Variations on a Shaker Melody.”

Maybe even golf course houses will now, due to drought, not have so many fungus problems? For those who have such overwhelming need of water, maybe they should plan the canning of air and sunbeams?

It’s factual that local landscape designs are the main source of water shortages here. What’s stopping the use of better landscape design?

The Board of Architectural (design) Review could require two landscape plans: one for wet years and one for dry, combined into our general plan.

Also, in your next issue when you feature Oprah Winfrey, would you mind asking a heavenly journalistic question: Is Morgan Freeman really God? Soft on water, Tom Kress Montecito (Editor’s note: Potable water that falls from the sky is certainly a heavenly blessing, but as the dry Southwest continues to add millions of inhabitants year after year, it should be obvious to all that there simply isn’t enough water falling from the sky to handle all the needs and desires of a very thirsty part of the world.

Sure, we can use that water way more

efficiently and we should. But, by desalinating our nearby source – the Pacific Ocean – we can then allow that skyfall to help replenish all our groundwater basins, our creeks and streams, the Santa Ynez River, heck even the grand but overused Colorado River. At this point in time, we are denuding the countryside and sucking every last bit of moisture out of the land in order to maintain what is probably an unsustainable way of life unless we figure out a better way. I believe desalination is that better way.

Prop 46 is a War Against Doctors

In the 1970s, there was a medical liability insurance crisis in California.

Many physicians, especially obstetricians, were literally put out of business by the skyrocketing cost of insurance. Common sense regulations and limitations on medical malpractice awards were implemented and the Medical Injury Compensation Reform Act (MICRA) was born. Access to physicians eventually stabilized and trial lawyers have been inconsolable ever since. Several other states have emulated our MICRA laws due to their effectiveness. Several times attor-

ney groups have tried to eliminate or weaken MICRA unsuccessfully with legal challenges, and now it is put to the voters as CA Prop 46.

Prop 46 is all about quadrupling the amount that a plaintiff can sue for “pain and suffering,” which is a big money maker for trial lawyers. It is wrapped in a feel-good bundle that includes “random drug testing” of physicians and establishing a better narcotic prescription database. The narcotic database is already being developed irrespective of Prop 46.

Prop 46 is funded almost entirely by donations from attorneys. California is fortunate to have attracted many top-notch physicians over the last decades, attesting to the effectiveness of MICRA laws. Now we are being asked to strip away those laws and make physicians submit to urine and blood tests without any cause for suspicion. If passed, California would be the only state to force physicians to “urinate in a cup or lose your license”.

The trial lawyers are hoping that the casual voter will approve of their catchphrases “prevent overprescribing and overdose death,” “index damages cap for inflation,” “help impaired doctors.” We should hope that smarter voters will remember the physician exodus from California prior to MICRA, and are aware of similar crises recently in other states, and will see this ruse for what it is, another attempt by trial lawyers to undo MICRA and put more money in their pockets at the expense of physicians.

Star Jasmine Follow Up

I am so grateful to you and for the heartfelt response of the community at large to the cover story you ran on Star Jasmine Music, JAMS Music,

and me (“A Tribute to Jasmine” MJ #20/38). My hopes and desires of sharing this story of my journey after losing my little girl, Jasmine, is to inspire people to make a difference, to take the sadness and do something positive in memory of a loved one.

For now, first off, the Avocado Festival in Carpinteria was a success! Our students from JAMS Music Studio performed great music, and because of it we were able to gift $3,000 in scholarship funds to six deserving kids. This investment provides them with bi-weekly music lessons for an entire year. I always feel choked up and elated when we have the chance to gift a teen a new path. I say that because playing music changes lives, we have seen it over and over in through the services we provide.

Playing in a band can take a kid going down the wrong path and turn him into a leader. It teaches him to work as a group and that one person’s actions affect everyone.

The funds we invested in these teens were raised equally by our three funds, the Sergio Romero Scholarship Fund (sergioromerofund.com), the Billy Burchett Scholarship (billyburchett.org), and the Star Jasmine Music Foundation at starjasminemusic.org.

All three funds where established to allow the memory of lost loved ones to bless local youths.

October 7 was the anniversary of the passing of one of our students – Sergio Romero – and his memory lives on in the music and gifting children with his music Scholarship Fund. Sergio must be looking down, because three days later, we were contacted by Jack and Kim Johnson, who donated an additional $2,000 through the Johnson Ohana Charitable Foundation. These sort of investments go a long way at

The Governing Board will be filling the vacancy by making a provisional appointment until the next election in November 2016. Any person is eligible to be a Governing Board member providing he/she is 18 years of age or older, a resident of the school district, and a registered voter.

Typical Political Bully

I took this picture a few days ago at the triangle where Hot Springs meets Olive Mill. It says a whole lot about contemporary America.

As you can see, some self-appointed censor put a “Yes on P” sign to block another sign. I stopped to look so your readers can learn it blocked a “No on P” sign.

Contemporary environmentalist won’t allow any point of view except their own. As the editor points out, his left-leaning readers don’t like anonymous letters. But the person who put the “Yes” sign shows exactly why we want anonymity. If we disagree, you try to shout us down as this in effect does. And of course, if you disagree you call us names and generally try to bully us. Bullying is awful: except it’s fine to bully people we don’t agree with.

Actually, I think most of the motivation for this bullying is fear of the future and the environment serves as an outlet. If you want, you can be afraid of life – but don’t try to ruin the world for everyone because you are frightened of your own shadow.

Just Sign Me Disgusted Montecito

To the Sign Stealer

As all of us old-time Montecitans are fully aware that at each election time, various small signs appear around our community. There is usually a sign display for or against some local ballot initiative or candidate running for local, state or national office.

A common site for sign placement and holiday decorations has always been the intersection of San Ysidro and North Jameson Roads right before one enters the 101 freeway heading north. For untold years this site has been analogous to what the Brits call “Speaker’s Corner” at Hyde Park in London.

But, not this year!

Some person has decided to continually remove all campaign signs from that location as well as from other sites around Montecito. My husband and I have replaced a sign at the freeway entrance five times, and each time it has been removed. I even went so far to tape a note on our sign that said: “Please do not remove this sign.

Remember our country was founded on free speech,” but it did not do any good. Our sign was stolen again the very next day.

I would like to remind this sign stealer that putting out a sign for a cause one believes in is the heart of the democratic way of life we have all been blessed with in our country.

What are you afraid of? That the opposing side might win? Then take the time to put out your own signs.

Albino Bobcat Sighting

I am wondering if there have been other sightings of this albino bobcat. It was beautiful but scary, and I for one am glad we were in a second-floor window looking down on it and pleased that my assistant was here to see it, too, so I had proof I didn’t imagine it.

I hear it has been sighted in Sea Meadows. All this jungle life. Coyote eating dog on Sycamore Canyon. Bear attack in Carp. Mountain lion attack on Alisal Ranch.

The search for water and food is getting desperate, I guess.

A Will and A Way

We can end our addiction to oil anytime we want to. Unwillingness is the problem. Here is a bit of history since the first Earth Day in 1970: 1) The early ‘70s got us on a great start with regard to moving away from fossil fuels and into clean, renewable, and safe sources of energy. One of them is photovoltaic technology (solar energy). That was under the Nixon administration.

2) However, this momentum was heavily thwarted under the Reagan administration in the 80’s and the subsequent Bush administrations in the 90’s and 2000’s.

3) Clean, renewable, and safe sources of energy, particularly solar energy, have made a comeback these past 10 years or so, particularly in California.

4) Nevertheless, we are about 40 years behind where we could be now, that is: living with clean, renewable, and safe sources of energy.

Here is what I have done: 1) In 2009, I installed photovoltaic arrays on my roof to power my entire house.

2) In 2011, I bought an electric car (Nissan Leaf) that is powered by the photovoltaic arrays on my roof.

3) For the past 5 years, I have generated a surplus of electricity. I have been selling electricity back to the utility company (SCE) for the past 4 years (AB920).

4) I am in the process of converting the gas space heating (forced air system) to Electric Radiant Heating (infrared) to eliminate the combustion of gas as a source of heat.

Almost anyone can do this! California State Rebates and Federal Tax Incentives have made the cost of these improvements a “bargain,” plus some local jurisdictions (such as Santa Barbara County) arrange for low-interest loans. If individuals cannot do this for financial reasons or because of unfavorable solar exposure, then they get connected to a micro-grid where they receive power from those who are generating it in their community.

There is a project in Santa Barbara dedicated to making California “fossil fuel free” (and “nuclear free”) within 10 years at no additional cost to ratepayers. This project is initiated by a local think tank called The World Business

Academy (see: http://worldbusiness. org/clean-energy-moonshot/).

The technology to accomplish this project is available now. The money to implement it is available now. The support from Sacramento is available now. What is missing is the “willingness” from the people who have financial interests in the fossil fuels industry.

the lots can be as small as a fifth of an acre or even less. There are few if any lots that small in Montecito, and if there were a three-bedroom, two-bath, 1,700-square-foot home in Montecito for sale, my guess is that it would be priced somewhere under $1.8 million. My guess is too, that the lot would be 1/2 acre at a minimum.

Don’t get me wrong and don’t send angry letters. San Roque is a lovely area and a desirable place to live. Hope School, Monte Vista, and Peabody Charter School are fine schools, and young families have flocked to San Roque for both its school systems and neighborly charm. Having written that, one can’t help but reflect that Montecito – historically – has enjoyed a larger premium over homes in other parts of Santa Barbara than it does now.

The $4-million-and-up Category

But, it isn’t the low-end market that has piqued my curiosity. It is the high end. I had occasion recently to visit a home for sale at 1684 San Leandro Lane with an asking price of $6,900,000. I was eager to see it because the house, with some 7,700 square feet of space, was designed by Reginald Johnson, the noted architect responsible for the Biltmore and nearby Bellosguardo, better known to most as the Clark Estate. Johnson’s other Santa Barbara-area landmark buildings include the Post Office, Cate School, and in Montecito, the Music Academy of the West (Miraflores), and Lotusland, although that was later redesigned by George Washington Smith.

has been installed and that the heating, plumbing, and electrical systems have all been updated, along with the landscaping, originally designed by Lockwood de Forest. The house sits in the middle of its 1.66 acres and is fully gated. The statement it makes is that it fits into the land it was built upon.

It’s a one-story house with six fireplaces and 10-foot ceilings throughout, except for the vaulted (and stenciled) ceiling in the 18x36-foot living room (my calculation) and kitchen, both of which reach some 16 feet above the floor.

All the large four-foot-wide windows in the original construction begin just inches from the floor and rise to a height of eight feet. They are double-hung and can be opened from the top or the bottom, just as any ordinary window in a mid-twentieth-century home would be. But, because they are so large, they bring each room into balance. Views of Montecito Peak and the surrounding hills dominate the backyard, and one is hard-put to see another house over the tall hedges.

A large 22x51-foot swimming pool (my measurement) dominates the northwest portion of the property and features a diving board and builtin spa surrounded by high fences.

In short, this is a grand house that anyone with money would feel comfortable living in and feel rich coming home to.

I have no interest or stake in the sale of this or any house written about or mentioned in this column. I am simply struck by the quality of this particular structure and realize that to reconstruct such a fine home on a lot of this caliber, along with the landscaping, hardscape, and permitting would likely cost far more than what it will likely sell for.

Which indicates, to me at least, that this end of the market, along with its lower-end affiliates, is underpriced, especially so in Montecito. With that

in mind, I attended a number of open houses this weekend, and two other properties in particular that I visited stand out.

Two More to Consider

The first is a nearly new (2004) four-bedroom, four-and-a-half-bathroom Mediterranean-style standout on a 1.44-acre lot at 603 San Ysidro Road, in the heart of Montecito’s Golden Triangle. It too features large windows – casement style – redolent of a Reginald Johnson design. Beamed ceilings, mountain views, copper counters in the butler’s pantry, and a low-maintenance landscape design fill in the rest of the appeal of this nearly 5,500-square-foot home. It’s priced at $4,995,000 and is close enough to an estate for most.

The other is a more contemporary three-bedroom, three-and-a-half-bath home with nearly 3,200 square feet of living space, situated on a flat acre on the end of a private but shared road at 709 Park Lane. The house was built in 1962 but was extensively redone in 2001. This property, too, while not quite reaching the level of “estate,” is nevertheless a home one will feel wealthy living in. It is a fully fenced and gated parcel with a pool and spa and inviting outdoor deck by the handsome pool. It doesn’t get much quieter than this location in Montecito, yet one is surrounded by equally attractive homes. At $3,950,000 it will probably already be gone by the time you read this.

I may be prejudiced in believing that Montecito should be your first choice when looking for a home in the Santa Barbara area, be it an estate or a more modest abode. Montecito has nearly always warranted a healthy premium over properties in other locations; that the premium is historically less than normal makes this an excellent time, I believe, to be •MJ conducting your search.

Steve has been a force within CALM in many capacities for 34 years. He and his wife, Cindy, were recipients of the 2012 Claire Miles Award for their CALM work. Then there is ADL, FSA, and Cottage Hospital to name a few. Lois said, “It’s fun to see you speechless.” Steve responded with, “Thanks for letting me in this club.”

Carol has had many successes, but her biggest is founding the Women’s Fund. It began with eight ladies, and there are now 600 members. In 10 years, they have given $4.7 million to 64 nonprofits, but as she reminded us, “It takes a team.”

The 30-second commercials saw the Santa Barbara-based The Hills stars asking Kiwis how good Sealord’s fish fillets were from the freezer, describing them as “chunkalicious.”

It was brief and to the point, but the casting of Montag left a bitter taste in consumers’ mouths.

They complained Montag wasn’t relevant to New Zealand or to the food. Other commenters also criticized the company for hiring a celebrity when they could have spent the ad money on its employees, having announced it was laying off almost 100 people.

Sealord took note and replaced Montag’s ad with another commercial that features not one recognizable face.

“We heard you, NZ! You told us that you loved our real fish, but not Heidi Montag. So we listened and changed our TV ad to star only real people,” the company wrote on Facebook.

Don Johnson puts his Montecito estate on the market for nearly $15 million

Don Johnson made his name playing undercover detective James “Sonny” Crockett in Miami Vice.

And having ditched the mean beaches of Florida for a life in California, he appears to be making another move, but this time out of his Montecito estate.

The 64-year-old actor and his wife, Kelley Phleger, have put their oceanview four bedroom, eight bathroom 11,000 square-foot French Country mansion, complete with three acres, on the market for $14.9 million with The Agency.

The couple reportedly paid $12.5 million for the 1959 property, when they purchased it a year ago.

In a statement posted to the Wall Street Journal, Johnson, who formerly leased Michael Douglas’s ex-wife Diandra Douglas’s mansion off East Mountain Drive, said: “The only reason Kelley and I are moving from this house is because we found a horse property and wanted to experience that way of living in Montecito.”

The twosome have been married since 1999 and have three children together – a daughter, Atherton, 15, and two sons, Jasper, 12, and Deacon, eight.

Mineards’ Mustique When a rather grand invitation for “fun, frolics and frivolity” on the exclusive Caribbean island of Mustique plops on my plush doormat from Santa Barbara Polo Club sponsor, Cat Pollon, who am I to resist?

And so it was I winged my way to the Grenadines, via Miami and Barbados, to land at the 1,400-acre enclave’s rustic airport, which normally plays host to the likes of Prince William and Kate, Mick Jagger, fashion designer Tommy Hilfiger, and rocker Bryan Adams.

The island, just a two-hour ferry ride from St. Vincent, was also formerly home to Queen Elizabeth’s late sister, Princess Margaret, and Her Majesty’s photographer cousin, Lord Patrick Lichfield, who was the official snapper at the royal wedding of Prince Charles and Princess Diana in St. Paul’s Cathedral in 1981.

Their homes, Obsidian for the peripatetic earl and Les Jolies Eaux for Her Royal Highness, were, appropriately enough, just tiara’s toss from each other overlooking Lagoon Beach.

It was my fifth visit to the three mile long, one and a half mile wide, island which boasts 100 privately owned and immaculately kept villas, and just two small hotels, The Cotton House and Firefly, which overlooks Britannia Bay, named after the former royal yacht, Britannia, which twice brought the Queen to Mustique, established by Colin Tennant, the third Lord Glenconner.

Colin, who bought the island in 1958 for $70,000 spent much of his family fortune developing the spot, before dying in nearby St. Lucia in 2010 aged 83.

I remember well covering his weeklong 60th birthday celebrations for the William Hickey column of the Daily Express in 1986 with Mick Jagger, Jerry Hall, Raquel Welch, and Princess Margaret, culminating in the splendiferous Peacock Ball. Margaret was particularly irked by Welch, as she had an annoying habit of arriving later than HRH, a definite no-no when it comes to royal protocol.

t’s a big week for dance in Santa Barbara. Not only does UCSB Arts & Lectures kick off the dance portion of its 2014-15 season with the return of two well-established overseas companies, but the local contemporary dance community is also offering The Hive, its debut as a collective in the intimate space at Center Stage Theater.

BalletBoyz, created back in 2000 by Michael Nunn and William Trevitt, former lead dancers of the Royal Ballet, is an all-male dance ensemble that quickly earned a reputation for both innovation and originality that combines energy and gracefulness, and for their use of film in dance. Their latest venture, The Talent, features 10 exceptional young male dancers who are almost a generation younger than the company founders. The ensemble performs just two works, both commissions, for two shows on Saturday, November 1, at Campbell Hall.

Trevitt talked about the company and the program over the telephone from London last week.

Q. What prompted you and Michael to leave the Royal Ballet and form an all-male company back in 2000 when you were both still young?

A. We did countless Swan Lakes and The Nutcrackers. But our favorite thing there was when a choreographer came in and made a new work, which was very inspiring. We wanted to spend more time doing that. So we set up our own company, and had a great time. But then we got older and a bit creakier, and decided we needed to change things up.

So you created The Talent. What was the goal there?

a certain amount of experiences and the pedigree of having been classical dancers with Royal Ballet. Then we went to see a show where there were four young guys who were 17 or 18, who had none of the finesse, none of the experience, yet there was something so exciting – the energy and their fearlessness – that was very inspiring. We realized that the audience didn’t care about the minutia of being a classical ballet dancer. They didn’t respond to all of that stuff.

They just want to be excited, see something thrilling, energetic, and vivacious. So we thought maybe we could shake up our model and move toward a younger, more vital version of ourselves.

We’d spent a lot of time creating male duets for the two of us, which seemed to inspire choreographers to work in slightly different ways. So we

put together a group, starting with just six young men and got greedy, and now we have these 10 guys who spend as much time as possible creating performances.

So does that mean you’re completely retired?

Ah, well, every now and then we reluctantly come back and do something. But that’s getting more rare. It’s like being a professional high jumper.

You can’t jump so high anymore. So what’s the point? It’s only great when you’re breaking records leaping high.

When that’s over, it’s over.

Would you take us through the two pieces that are on the program: Serpent and Fallen.

On paper, they look like they might be very similar. They’re both created by former Royal Ballet dancers turned choreographers and the same lighting designer. But they couldn’t be more different. Serpent is a very subtle, gentle, lyrical, and balletic version of contemporary dance. It has line and musicality; it’s very refined. Fallen, on the other hand, is much more raw, masculine, with lots of danger and trust. They both use all 10 dancers, but they show them in an entirely different light. We’re always looking for that versatility when we audition dancers so the audience can have that experience. That’s partly why we’re switching up the dancers’ roles and having them learn different parts for this (American) tour, to keep it fresh for them and get a different perspective.

I saw that one reviewer wrote “Serpent has a soft, feminine fluidity throughout that fits seamlessly with the Spartan, tribal masculinity of Fallen.” So that fits.

Yeah. We specifically asked Liam not to make an all-male work. Just do what you’d normally do. Keep it the same conceptual structure. It does have an all-male cast, but when you’re watching, within a couple of minutes you seem to forget that. Fallen is much more virile.

Why do you think they’ve been so popular in your repertoire?

The choreographers created their best work, in my opinion, and the dancers are really on form at the moment.

They all have different backgrounds, but something really special happens when they come together. Beautiful music, brilliant lighting design – it all just comes into place. And there’s so much to see in it; you can watch it several times – Michael and I have seen it more than 60 times – and still get something new every time.

Hive Comes Alive

The Hive, which presents its debut program entitled BUZZ at Center Stage 30 October – 6 November 2014

Theater Sunday evening, doesn’t look anything like a typical dance company. That’s because The Hive isn’t a dance company at all. Rather, it’s a collective of local choreographers who came together organically earlier this year when it became clear that the Santa Barbara Dance Alliance would discontinue Kinesis, its long-running choreographers’ showcase, reducing such modern collaborative performance opportunities in town to a paltry few.

That’s when Maria Rendina Frantz of Motion Theatre Dance Company put out a call for artists to come together to produce an evening on their own. Misa and Stephen Kelly of ArtBark International, who have produced their own festival in town and elsewhere for the last few years, joined the planning process, as did Meredith Cabaniss of SELAH Dance Collective, longtime local dancer-choreographer Melissa Block, and her children, Sarah and Noah. The core group brought their individual talents to bear and came up with the idea of a showcase that would require participants to not only contribute $150 toward production costs but also take on shared responsibilities and meet stringent deadlines.

When the call for submissions to other artists went out, the allotted slots filled up within less than a week, which had the principals believing they’d created something that just might work.

“There really isn’t enough opportunity to get your work out into the world,” said Misa Kelly. “It’s not unique to Santa Barbara. Artists everywhere have the same issue. We wanted to create something not only sustainable, but also one that could be transposed to any community.”

The group chose the name of The Hive because of the busy cooperative environment suggested by the metaphor.

“Too many cooks in the kitchen can create chaos. But our hive of busy bees engenders collaboration and cooperation in a way I’ve never experienced before,” Kelly said. “We’re all working toward the same goal. There’s a sweetness, and the result is that it feeds our soul to be sharing out talents with the community.”

If the $150 fee for each performing outfit seems like the dreaded pay-forplay required by club owners (and despised by bands), Kelly said it’s more of an asset.

“It’s an investment. The goal is if we all do what we’re supposed to, we get a chance to earn it back and maybe some more. We’re already at the point where we’re getting most of it back.

But it’s never been about the money.

sharing everything, so Stephen and I don’t have to spend nine months recuperating from putting on our festival.

“People, artists, have a burning passion to manifest their life work.

They’d die if they don’t dance. And it’s important – if everybody in the world were lined up to the sense of their life’s work and expressing it in public, the planet would be a much better place to be.”

To that end, a baker’s dozen of companies and dancer-choreographers – including four from the Los Angeles area – will take to Center Stage for the single show Sunday night, including works from each of the core Hive members, plus Mindy Nelson, Kaita Mrazek, Weslie Ching, and several more, including local movement theater company DramaDogs and Placentia’s Watson Dance.

The four other housemates were Mitchell Crosby, a top Charleston, South Carolina, party planner and his business partner, Randall Felkel, international lawyer Randy Fishburn, who splits his time between Hancock Park in Los Angeles, London, New York, and Paris, and Andrew Sands, a cultural writer for the London Evening Standard.

Time was spent sailing on chartered catamarans, picnicking on the many beaches, and lounging in the magnificent infinity pool 450 feet above the island looking toward Bequia and St. Vincent.

All too soon our Caribbean capers came to an end, with Cat jetting to New York for a program of galas celebrating Versailles and Giverny, the wonderful estate where Monet did many of his most famous works...

Munger’s Millions Montecito-based Berkshire Hathaway vice-chairman Charlie Munger, 90, whose grandson, Charles, studied at UC Santa Barbara, has donated $65 million to the Kavli Institute for Theoretical Physics, the largest in the school’s history.

It is the latest in a number of substantial educational gifts, including Stanford, Harvard-Westlake, a Los Angeles-area preparatory school, and the University of Michigan, his alma mater.

It will go toward building a 61-bed residence for visitors to the institute, which brings together physicists for weeks at a time to exchange ideas.

“UCSB has by far the most important program for visiting physicists in the world,” he told The New York Times. “Leading physicists routinely are coming to the school to talk to one another, create new stuff, cross-fertilizing ideas.”

Such interactions are crucial for the advancement of physics, he says, citing international conferences attended by the likes of Albert Einstein and Marie Curie.

The university had already reserved a plot of land for the dormitory in anticipation of raising the requisite funds....

Lutah Lives On Santa Barbara Historical Museum has just opened its latest exhibition – “Under the Umbrella: Lutah Maria Riggs and Her Santa Barbara Style.”

Architect and draftswoman Riggs has risen to considerable prominence as the subject of the Santa Barbara International Film Festival documentary entry Lutah and the formation of a society honoring her work by Montecito resident Gretchen Lieff.

designer who left her mark on local landmarks such as the Lobero Theatre and the Vedanta Temple. Her handiwork as designer for the renowned George Washington Smith, and later on her own, graces the El Paseo complex downtown and Casa del Herrero.

Her career, which included Greta Garbo’s tiny Hollywood hideaway and the design of Baron Maximilian von Romberg’s palatial villa, is explored through drawings. photos, oral history, and costume.

The museum collaborated with the Lutah Maria Riggs Society, the Montecito History Committee, and the Art, Architecture and Design Museum at UCSB, to fully illustrate her work and the evolution of her own signature style.

“There are some 42 images, some of them very intricate, as well as other special pieces” says curator Dan Calderon. “I went through 1,200. It took four months, but there is no doubt UCSB made this happen.”

The exhibition runs through next May. Spotlight on Scheherazade State Street Ballet’s latest work Scheherazade, opening its 20th season, was full of eastern promise.

ORDINANCE NO. 5671 AN ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA BARBARA AMENDING SECTION 22.22.133 OF THE SANTA BARBARA MUNCIPAL CODE REGARDING HISTORIC LANDMARKS COMMISSION REFERRAL TO PLANNING COMMISSION AND AMENDING CHAPTER 28.20 OF THE SANTA BARBARA MUNCIPAL CODE ESTABLISHING PLANNING COMMISSION REVIEW OF CERTAIN RENTAL HOUSING PROJECTS PROPOSED IN ACCORDANCE WITH THE AVERAGE UNIT-SIZE DENSITY INCENTIVE PROGRAM THE CITY COUNCIL OF THE CITY OF SANTA BARBARA DOES ORDAIN AS FOLLOWS: SECTION 1. Section 22.22.133 of the Santa Barbara Municipal Code is amended to read as follows: 22.22.133 Historic Landmarks Commission Referral to Planning Commission.

A. PLANNING COMMISSION COMMENTS. When the Historic Landmarks Commission determines that a development is proposed for a site which is highly visible to the general public, the Historic Landmarks Commission may, prior to granting project design approval of the application, require presentation of the application to the Planning Commission solely for the purpose of obtaining comments from the Planning Commission regarding the application for use by the Historic Landmarks Commission in its deliberations.

B. PLANNING COMMISSION NOTICE AND HEARING. Prior to making any comments regarding an application pursuant to this Section, the Planning Commission shall hold a noticed public hearing. Notice of the hearing shall be provided in accordance with the requirements of Section 22.22.132.

SECTION 2. Section 28.20.020 of the Santa Barbara Municipal Code is amended to read as follows: Section 28.20.020

Definitions.

For purposes of this Chapter 28.20, the following words or phrases shall have the respective meanings assigned to them in the following definitions unless, in a given instance, the context in which they are used indicates a different meaning: A. Affordable Housing. Residential units that are sold or rented at values defined as being affordable by the City of Santa Barbara’s Affordable Housing Policies and Procedures, as such policies and procedures may be approved by the City Council from time to time.

B. Average Unit Size. The total of the net floor area of each of the residential units in a project and divided by the number of residential units in that project.

C. Community Benefit Housing. Residential development that has a public benefit including the following housing types: 1. Priority Housing; 2. Housing affordable to low, moderate, or middle income households as defined in SBMC Chapter 28.43; and 3. Transitional Housing, affordable efficiency dwelling units (as described in Section 28.87.150 of this Code), and Supportive Housing which supports special needs populations such as housing for seniors, the physically or mentally disabled, the homeless, or children aging out of foster care.

D. Employer Sponsored Housing. Residential units which are developed, owned, maintained, and initially sold or rented to employees of a local Employer (or group of employers) where each residential unit is occupied as a primary residence (as defined by federal income tax law)by a household that includes at least one person who works on the south coast region of Santa Barbara County.

E. Net Floor Area. For purposes of this Average UnitSize Density Program, net floor area is the area in square feet of all floors confined within the exterior walls of a residential unit, but not including the area of the following: exterior walls, vent shafts, courtyards, garages, carports, common areas not controlled by the occupant of an individual residential unit, and any areas with a ceiling height of less than five (5) feet above the finished floor. In addition, the area occupied by stairs or an elevator shaft within the exterior walls of a residential unit shall be counted only on one floor of the residential unit.

F. Limited-Equity Housing Cooperative. A corporation organized on a cooperative basis that meets the requirements of state Civil Code § 817 and which restricts the resale price of the cooperative’s shares in order to maintain a specified level of affordability to any new shareholder.

G. Local Employer. A person, business, company, corporation or other duly formed legal entity which employs persons whose primary place of employment is located within the South Coast region of Santa Barbara County.

H. Priority Housing. Priority Housing includes the following three categories of housing: 1. Employer-Sponsored Housing; 2. Limited-Equity Housing Cooperatives; and 3.

Rental Housing.

I. Project Site. All lots included within a project proposed in accordance with the Average Unit-Size Density Incentive Program.

J. Rental Housing. Housing developed and maintained as multiple dwelling units on the same lot for occupancy by separate households pursuant to a lease on other rental agreements where all dwelling units are owned exclusively by the same legal entity.

K. Supportive Housing. As defined in state Health and Safety Code Section 50675.14(b)(2).

L. Transitional Housing. That type of Supportive Housing that is re-circulated to other eligible program participants as specified and defined in state Health and Safety Code Section 50675.2(h).

Commission or Architectural Board of Review occurs after the effective date of this ordinance.

SECTION 5. The City Council of the City of Santa Barbara makes the following findings in accordance with the California Environmental Quality Act regarding the adoption of the proposed Zoning Ordinance Amendments: 1. A Program Final Environmental Impact Report (FEIR) was certified for the 2011 General Plan, and includes EIR Addenda prepared and considered by City Council as part of adoption of the final 2011 General Plan (12-1-11), Climate Action Plan (9-18-12), and Historic Resources Element (10-212).

2. Public Resources Code Section 21083.3 and CEQA Guidelines Section 15183 provide that projects which are consistent with the development density established by General Plan policies for which a FEIR was certified shall not require additional environmental review except under specified instances.

3. The City Environmental Analyst determined that the proposed zoning ordinance amendments do not trigger additional environmental review requirements for the following reasons: a. There are no additional site-specific or project-specific significant effects which are peculiar to the proposed zoning amendments;

SECTION 3. Chapter 28.20 of Title 28 of the Santa Barbara Municipal Code is amended by adding Section 28.20.080 to read as follows:

b. There are no new significant effects not addressed in the prior FEIR; and

28.20.080 Planning Commission Review of Rental Housing Projects A. Planning Commission Review. The Planning Commission shall review all rental housing projects proposed in accordance with the provisions of the Average Unit-Size Density Incentive Program when both of the following criteria are satisfied: 1. Any lot within the project site has a High Density Residential land use designation or the project is being proposed under the Average Unit-Size Density Incentive Program Priority Housing Overlay, and 2. The project site has a combined net lot area of 15,000 square feet or greater.

B. Review by Pre-Application Review Team. All Average Unit-Size Density Incentive Program projects subject to Planning Commission review pursuant to this Section 28.20.080 shall be reviewed by the Pre-Application Review Team as provided in Section 27.07.070 of this Code.

C. Timing of Review. The Planning Commission review pursuant to this Section 28.20.080 shall occur after the initial concept review by the Architectural Board of Review or Historic Landmarks Commission, as applicable. The project applicant may elect to have additional concept reviews by the applicable design review body, prior to the review by the Planning Commission. If an Average Unit-Size Density Incentive Program project requires a discretionary approval by the Planning Commission pursuant to any other provision of this Code, then the review required pursuant to this Section 28.20.080 may be combined with the hearing for the other discretionary approval required for the project.

D. Hearing Procedures. The Planning Commission shall conduct its review at a public hearing noticed in accordance with Section 28.87.380 of this Code. The Planning Commission shall receive a written report from the PreApplication Review Team concerning the proposed design and improvement of the project and the project’s consistency with the City’s General Plan. The Planning Commission shall provide comment and recommendation by majority vote regarding the proposed design and improvement of the project and the project’s consistency with the City’s General Plan. The Planning Commission comments and recommendations are intended for use by the applicable design review body in their deliberations.

E. Communication to Design Review Body.

Following the Planning Commission review hearing, the Community Development Department staff shall communicate the Planning Commission’s comments and recommendations to the applicable design review body.

F. Additional Planning Commission Review. If a project is subject to Planning Commission review pursuant to this Section 28.20.080, the Historic Landmarks Commission cannot elect to refer the project to the Planning Commission pursuant to Section 22.22.133 and the Architectural Board of Review cannot elect to refer the project to the Planning Commission pursuant to Section 22.68.050. However, the project applicant may request an additional concept review of the project by the Planning Commission.

c. There is no new information since the FEIR that would involve more significant impacts than identified in the FEIR. Environmental review for the proposed zoning ordinance amendments is addressed by the General Plan FEIR and Addenda, and no further environmental review is required.

4. The City Planner is the custodian of the record of proceedings for the General Plan Update FEIR, the Addenda, and the documents and other materials which constitute the record of proceedings for these City actions are located at the City of Santa Barbara Community Development Department, Planning Division, 630 Garden Street, Santa Barbara, California. Bidders are advised that, as required by federal law, the State has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. This Agency federal-aid contract is considered to be part of the statewide overall DBE goal. But 2013’s American Kid was worth the hiatus, as Griffin – one of Americana’s most original storytellers through song who also happens to possess a surprisingly powerful voice – proved even more expressive and deeply personal than her previous effort in 2007. She also put out the longdelayed 2000 album Silver Bells, which had her original versions of “Top Of The World” and “Truth #2” that Dixie Chicks covered on their seminal album Home. Last time through town, also last year, Griffin showed up at the Santa Barbara Bowl as a member of Band of Joy, Robert Plant’s folk amalgamation, but Griffin has also held audiences spellbound at the Lobero Theatre in a Sings Like Hell concert or two. Now the Grammy-winning singersongwriter is coming to Campbell Hall, with Oklahoman John Fullbright, whose 2012 debut earned comparisons to Townes Van Zandt and Randy Newman, opening the concert. Mesa Artists Studio Tour – The Mesa might just be a single, albeit beautiful, neighborhood in town. “It’s based on a dream I had of my Stephen under the ocean swimming with the manatees,” she explained. “It started off 18 years ago as an improvisation. I asked myself if I had just one dance left to live, what would I do?

This was it. Stephen and I have a great relationship, but sometimes we don’t express our love to each other. It’s my way of showing him my gratitude and appreciation for the 23 years of putting up with me.”

Batsheva Dance Company – the Tel Aviv-based contemporary ensemble that features nearly 35 dancers from Israel and beyond – makes a stop on its 50th anniversary tour at the Arlington Theatre on Tuesday night.

Martha Graham was Batsheva’s first artistic adviser; Ohad Naharin has wielded his distinctive choreographic voice over the company known for its power, speed, and passion since 1990 with works that veer between political to playfulness, and history and heart.

Naharin’s SADEH21, which has its Santa Barbara debut, explores boundaries with dynamism and raw vitality over a soundtrack of music by Brian Eno, David Darling, Autechre and The Hafler Trio, and others.

McNamee Elevates on Stage

You’d expect a Silicon Valley investor-financier to be something of a mover and shaker, and Roger McNamee is no exception. But these days McNamee – who is a founding partner of the venture capital firm Elevation Partners, once advised Mark Zuckerberg to hold

onto Facebook rather than accept a $750 million takeover offer (Elevation later bought one percent of Facebook for $90 million in 2010), and has donated more than $1 million to Wiki Media – does a lot of his moving and shaking on stage.

Not in front of an investors’ meeting, mind you, but in sweaty little clubs and other rock music nightspots as the lead singer and one of the songwriters for Moonalice, a freeform jam band not unlike his boyhood heroes, the Grateful Dead.

Which is why he has called me from a hotel room somewhere in the Northwest and then finishes the hourlong conversation from the band’s tour bus on the way to Bend, Oregon, one of more than 125 gigs McNamee estimated he’ll play over the next year.

Why would a tech millionaire want to do that? Good question. But it’s the wrong one.

“You’ve got that backwards,” McNamee said. “This is what I wanted to do with my life from the beginning.

I was in a great band in college, but we let it get away, which I regretted right away. I always thought that if I worked hard enough, I could have the time and financial means to be able to devote myself to music.”

Winding up in Silicon Valley was a happy accident, McNamee explained, just the result of some fortunate timing that followed from being randomly

assigned to work as a financial analyst covering the fledgling personal computer industry fresh out of grad school in the late early 1980s. Connections came about naturally.

“The fact that I played happy-hour music on the weekends was a huge advantage. The people in the PC industry were exactly my age – the leaders were all born in 1955 and grew up listening to the same music. When they went to trade shows and conferences they didn’t go to clubs at night, they got together in the hotel for jam sessions. So when (Microsoft co-founder) Paul Allen’s sister says, “Does anybody know how to play ‘Purple Haze’” and you do, well, good things come out of that.”

Truth is, Moonalice has been on the cutting edge of technology ever since producer extraordinaire T Bone Burnett put them together as a Bay Area Americana project in 2007.

Underwritten by McNamee, the band pioneered live streaming of its concerts, which now is a given at every show and has become a model for other groups like the Dave Matthews Band.

But the nexus between tech and music had been going on for a while. One of McNamee’s earlier bands featured Apple founder Steve Jobs’ daughter, Lisa – the one he named the first computer to offer graphical user interface after – doing guest vocals. But that was

just for fun, as was most of what he did. But it’s all also work, depending on how you view it. Touring is market research, for example.

“Everything I do is business-related,” he explained. “I think of investing as real-time anthropology. So anything that helps you understand people better is helpful. So I can work just by being in a band. I’m going around in a bus and I just look around: what are people doing? I’m an observer of humanity. Only rarely do I get into the game anymore.”

No, for now the game is Moonalice, which also features San Francisco stalwarts keyboardist-bassist-songwriter Pete Sears (Jefferson Starship), guitarist Barry Sless (Phil Lesh & Friends), and drummer John Molo (Bruce Hornsby & The Range, Phil Lesh). They’ll throw down jam-happy sets full of originals and early 1970s covers for the tie-dye generation and would-have-beens at SOhO Saturday night, just six months after their last visit.

“You can say I’m nuts, but I’ve never argued that proposition in my life,” McNamee said. “I know I’m a little twisted. All I wanted to do was not be in debt. I overshot a bit. But now I’m having the time of my life.”

Blues Brothers

There won’t be any room for dancing when Tom Ball and Kenny Sultan do their good-time blues thing in a benefit for the Santa Barbara Blues Society on Saturday night. Ensemble Theater Company’s recent renovations at the New Vic removed the dance floor in favor of stadium-style tiered seating.

It’s a far cry from the funky converted church where Tom & Kenny recorded a terrific live album 14 years ago.

er, hundreds more as session men), there’s always Cold Springs Tavern most Sunday afternoons. This is a concert, the kind they do all the time outside of Santa Barbara, but rarely in town. So grab your “Perfect Woman” (sorry for the sexism, but it is Tom & Kenny’s most requested song) and hit the Vic for some pickin’, strummin’, blowin’, and lots of grinnin’.

The blues boys sat down to talk about the gig in Ball’s backyard last weekend.

Q. What’s new in the land of Tom & Kenny?

TB: It’s been a good year. For a long time, we weren’t getting corporate events, but they’re coming back.

We’re starting to see some recovery in the music world from the big economic blitz of 2008. We tour when we can, but we’re not road dogs anymore. And of course, Cold Springs Tavern every Sunday afternoon when we’re in town.

KS: Don’t tell anybody, but we’d probably play for free because we love music and love what we do. But those gigs that pay really well help a lot, too.

How did a couple of white guys from Southern California discover this deep rural blues and make a career out of it?

TB: We think of it more as “good time blues.” I’m from a beach town, so it’s not going to fly for me to sing about working in coal mines and saddling up my mule. But we also incorporate elements from other styles of American music: bluegrass, folk, jug band, and even touches of jazz. We mash it together into a stew. It’s the music we love to play. I’m really not sure why anybody wants to listen to it.

But we sure enjoy doing it.

I’m doing the math: you’ve played at least 30 shows a year for at least 20 years at Cold Springs Tavern. That’s 600 shows minimum....What keeps you coming back there?

TB: First, it’s good fun. And there are a lot of tourists, especially from Europe.

There must be a Swedish Fodor’s guide where (Cold Springs Tavern) is written up because there are so many people from Scandinavian countries. So the crowd at Cold Springs keeps changing.

We get flash mobs of Vespas, lots of bikes and car clubs, students from IV, older folks, and tour buses. There are a 30 October – 6 November 2014

lot of regulars, but it’s a different audience every week.

Why this benefit for SBBS? TB: Kenny and I actually met at one of their shows – Eddie “Cleanhead” Vinson and Big Mama Thornton at Baudelaire’s. We used to be volunteers and work all the shows, so the blues society is pretty close to our hearts.

And we love playing at the Vic. We recorded our live album there 14 years ago, and it’s our first time back.

KS: It’s amazing the blues talent they’ve had over the years: Koko Taylor, Otis Rush, Bobby Blue Band.

We want to help them keep it going.

Are you still writing new songs?

TB: Now and then. We tend to work better under pressure. We don’t wake up in the middle of the night with a song running around in our heads. We just write them when it’s time to make another record. But that’s not happening too much anymore.

KS: We’ll write songs if somebody asks. We can be quick when we get kicked in the ass. Otherwise, we’re pretty laissez-faire Santa Barbara.

Where does it end? Will they be carrying you guys out of Cold Springs in a wooden box?

KS: Sure. In our 80s or 90s. Why not?

Who wouldn’t want to be up there on a Sunday afternoon?

TB: We have tenure now. They can’t fire us.

KS: We don’t even call it a gig anymore. For a while, it bothered us that people were so noisy, even though we could see they were enjoying it. But then we realized that’s it really just a party. Every Sunday afternoon at Cold Springs. We just happen to be the band.

It’s pretty cool when you look at it that way.

So, the SBBS show will be a little different.

TB: It’s an actual concert. People will sit and listen. You’ll be able to hear a pin drop.

KS: At the Vic, you get to see us at our best. We’ll tell some stories, talk about where the music comes from, do some of our quieter songs. You try that at Cold Springs and someone revs his bike – vrooom! – and it’s all drowned •MJ out. So this is great.
