Chamber Welcomes New Leadership to Military Affairs Committee The Santa Maria Valley Chamber’s Military Affairs Committee helps the organization maintain an active relationship with the command structure at Vandenberg Space Force Base, providing sponsorship for airmen and employee recognition programs, facilitating interaction with local community and base leadership, and in general acting as a connector between the base and town. Additionally, the Chamber supports many veterans-related programs and organizations and annually hosts a program at the local Freedom Monument (originally built by the Chamber) to honor those with connections to the community who gave all in our defense. The Military Affairs committee is welcoming in new leadership, and is thankful for the leadership and dedication outgoing Chairman Bob Hatch has shown to the committee over the years. Hatch, who formally served as the President & CEO of the Santa Maria Valley Chamber, assumed the role of Chairman of the Military Affairs Committee after his retirement. His military background and connection with Vandenberg Space Force Base as the Honorary Commander of the then 30th Space Wing made him a huge asset in this role. As committee chair, Hatch enhanced the Quarterly Awards and Space Launch Delta 30 awards programs at Vandenberg Space Force Base. Winners in the respective categories now receive many gift cards and

Hatch is now passing the torch to Jim Bray and Andrew Hackleman, who will serve as the new co-chairs of the Military Affairs committee. “I will be eternally thankful for the honor of serving as both the chairman of the MAC and the Honorary Commander of Space Launch Delta 30,” Hatch said. “I am excited to pass the Military Affairs Chairman role on to these two qualified individuals. Both are retired military officers and are poised to assume the duties. By understanding activeduty life, they both have fully embraced this program.” Andrew Hackleman is the Assistance City Manager for the City of Santa Maria. He is a retired Air Force Lieutenant Colonel, and served in the U.S. Air Force from 1996 to 2017. “The committee is important because the community plays a key role in supporting the base and its people,” Hackleman said. “The base relies on the surrounding community for many things, like health care, shopping and housing.” Hackleman looks forward to continuing to build and strengthen community relationships with the base during his role as co-chair of the Military Affairs Committee. “It’s a great opportunity to include more Chamber leaders and get them involved,” he said. “I look forward to serving in this role.” Jim Bray will serve alongside Hackleman as the second co-char of the Military Affairs Committee. He is a retired Public & Government Relations manager in the oil and gas industry. Bray served two years’

active duty in the U.S. Army, and retired with 28 years combined active/reserve service. In addition to serving as co-Chairman of the Military Affairs community, Bray currently serves on the Allan Hancock College Foundation board, president of the PCPA Foundation board, is an advisory board member of the California Oil Museum, and an Honorary Commander at Vandenberg Space Force Base. “Supporting our military is one of the most vital things a local community can do,” Bray said. “With Vandenberg Space Force Base on the Central Coast, we have a tremendous opportunity here locally to not only support that organization, but the men and women who are a critical part of Team Vandenberg.” Bray as that in his leadership role on the Military Affairs Committee, he hopes to continue to stay in touch with today's active duty military, and find opportunities for the Chamber and local community to best support Vandenberg and its service members. “We are extremely fortunate to have a premier U.S. military base in our community,” Bray said. “And with that, we are offered an excellent opportunity, and responsibility, to - Jim Bray, Co-Chair, Santa Maria Valley support and assist that organization and its Chamber Military Affairs Committee service members.”

The Chamber highlighted A.T. Still University in their Local Business Spotlight video series, done in partnership with the Santa Maria Times. The Chamber’s Hispanic Business Outreach Coordinator worked with the SBDC on client intake calls, addressing small business concerns including grant opportunities, business licesnsing/permitting, and startup capital. Chamber staff took a site tour of Central Truck Centers new Santa Maria location. The Chamber held a number of ribbon cuttings for local businesses celebrating opening, membership to the Chamber and other significant milestones. A full list of these businesses can be found on page 7.

The Chamber held their 2022 State of Education event, where Dr. Susan Salcido, Santa Barbara County Superintendent of Schools, presented on the progress and status of education in the County and how the Santa Barbara County Education Office directly serves students, schools, and districts in the Santa Maria Valley. The Chamber’s Economic Development Commission assisted with introductions to city Public works regarding a local fiber project. Convened local school district leadership with leadership from Vandenberg Space Force Base to discuss a collaboration in educating students about STEM careers available on base. The Chamber continues to hold their weekly “Build Your Business” breakfast meetings, an opportunity for local businesses to network and provide leads and testimonials

The Chamber and City of Santa Maria recognized Donna Randolph Insurance Agency and CalPortland as their monthly featured businesses. The Chamber remains active in the Veteran Stand down committee, assisting with planning and running parking for the event and will be volunteering at the event. The Chamber’s Junior CEO program held their program wrap up & celebration event. The participants made a combined total of $4,699 in sales and netted $2,735 in profit. The Chamber’s Economic Development Commission continues to work with the City of Santa Maria on new developments including the downtown project and the Skyway Collective. The Chamber assisted a behavioral health facility looking for potential sites for a facility, introduction to 3 land possibilities Chamber staff attended a CALED (California Economic Development) convention to learn more about economic development efforts at the State level. The Chamber’s Visitor Bureau hosted a number of social media influencers to help promote the Santa Maria Valley as a tourism destination. Chamber Staff attended the Central Coast Tourism Summit in Ventura where we discussed our messaging for the Central Coast for the next campaign The Chamber’s Visitor Bureau brought in media as judges for Santa Maria Valley BBQ fest to help promote the Santa Maria Valley to potential visitors. The Santa Maria Valley Wine Trolley kicked off its 2022 season! The Trolley runs in a loop visiting a handful of the Santa Maria Valley’s most popular wineries every Friday, Saturday and Sunday through October 16, 2022.

Here's a little more information about Priscilla: My name is Priscilla Smith, your local Realtor and Resource go-to. I was born and raised here in Santa Maria. Growing up, I knew I wanted to support my community so I always volunteered my time at the local food bank, rescue mission, special olympic events, and Hancock College, where I

received two degrees and am in the process of a third. I love education, investing in myself and others, and I am a true go-getter. If I don't have the answer, I will find someone who does. I love being an ambassador for the Chamber of Commerce; I am able to meet people and businesses I otherwise might not have had the opportunity to meet, and find ways to help their businesses grow and become noticed. I try to be a resource for everyone in our community, whatever their needs, and hope to run for city council one day. Santa Maria Valley Chamber Remains Active in Busy Legislative Session Among the services provided by the Chamber for our members, one of the most important is our participation in the legislative process. On behalf of local employers, the Chamber is part of several regional and statewide coalitions that attempt to educate lawmakers and regulators about the likely impacts of proposed new rules on the ability of employers to operate and provide jobs in our community. While the Chamber doesn’t take a support or oppose position on all proposed legislation, we continue working with our neighboring chambers to speak up on behalf of our businesses on a wide range of bills. As this article is being written, the legislature faces a deadline to move bills out of the fiscal committees in their original house of origin or put the proposal aside for this session. We expect that a number of bills of concern will be stopped at this phase, but we are preparing to continue arguing for and against bills that continue through the process. Proposed legislation that the Chamber is tracking at this point include proposals addressing everything from the annual efforts to impose more state mandates on the relationship between an employer and their employees, additional regulations which make building necessary housing even more unlikely, demands that private businesses publicize confidential employee data, and the ongoing efforts of some in the legislature to increase taxes and costs for individuals and businesses. A few example bills that the Chamber has spoken out on this year include: AB 257 (Holden): Food facilities and employment. Oppose. This bill would create an appointed (not elected) state council to set rules related to wages, hours, and other working conditions on the fast food industry. AB 1734 (Bennett): Alcoholic beverages: licensed premises: retail sales and consumption. Support. Removes redundant requirements and streamline licensing for wineries, breweries, and distilleries by allowing the owners of these facilities to consolidate multiple licenses under one ownership. AB 2183 (Stone): Agricultural labor relations. Oppose. Current state law allows agricultural employees to join labor organizations 6

CalChamber continues to update their 2022 "Job Killer" list of bills that will hurt job creation and/or reduce investment in our economy. and engage in collective bargaining when they elect to do so. Would allow labor organizations to circumvent current secret ballot procedures, pressuring employees to sign ballots in public. AB 2378 (Irwin): Income taxes: credit: employer: qualified wages. Support Proposed allowing an income tax credit for employers who hired individuals who were a vocational rehabilitation referral, or a qualified SSI or SSDI recipient, or a qualified SSDI recipient, expanding the ability of businesses to hire individuals who need additional support in becoming productive workers. AB 2570 (Daly): Unemployment insurance: Unemployment Fund. Support. The pandemic forced scores of Californians out of work and into the unemployment system, leading to the state’s unemployment fund being overdrawn by billions of dollars. The federal government stepped into to loan the state the funds to continue making unemployment payments. The repayment of the principal of those loans falls to employers through increased payroll taxes, while the state is responsible for the interest payments. Would have allowed the state to make a significant onetime payment toward that debt from the state’s windfall of surplus tax revenues, saving both the state and employers billions

over the next several years. While this bill is no longer moving forward, the discussion has moved to the state budget negotiations and we continue to support those efforts. AB 2932 (Low): Workweek: hours and overtime. Oppose. Would have required employers to pay overtime wages for any work in excess of 32 hours per week, while also requiring that the employee’s previous pay for 40 hours be received for 32 hours. SB 1162 (Limon): Employment: Salaries and Wages. Oppose. Would require private employers to disclose pay data to the state which would then make that information publicly available without having the data aggregated or without providing any context for the information. SB 1338 (Umberg): Community Assistance, Recovery, and Empowerment (CARE) Court Program. Support. Authorize a civil court to create a voluntary CARE agreement or courtordered CARE plan to provide behavioral health care, including stabilizing medication, housing, and other services to adults who suffer from psychotic disorders and other conditions. The CARE program would help improve public safety and equip law enforcement and judges with tools to help those experiencing homelessness.


Monthly Featured Businesses: May 2022 The City of Santa Maria and Santa Maria Valley Chamber of Commerce are partnering to highlight different businesses in the City of Santa Maria through their Santa Maria Featured Businesses program. This program gives recognition to businesses who have been in the community for a significant amount of time, and/or providing unique or significant contributions to our community. Not only does this give valuable exposure to these local businesses, it also reminds our community of the unique, diverse and longstanding businesses we are fortunate to have in Santa Maria. The focus for 12 months, since December 2021, is on major manufacturers and women-owned businesses in the City. May 2022 Featured Businesses: • Women-Owned Business: Donna Randolph Insurance Agency • Manufacturing Business: CalPortland Construction Donna Randolph Insurance Agency is celebrating 15 years in business. Donna Randolph began working for State Farm Agents in 1984 and became an Agent on

June 1, 2007. She prides herself on helping customers, developing her team of seven, and serving the community. The business does several events a year and on a couple of occasions has hired local youth. Donna is a former Chair of the Board of the Santa Maria Valley Chamber of Commerce and past President of the Santa Maria Women’s Network. CalPortland Construction is a vertically integrated heavy civil contractor and construction material supplier. It produces rock, sand, gravel, ready-mix concrete and hot-mix asphalt, as well as construction of roads and bridges. Employing 275 locally, the company was considered an essential business and stayed open through the pandemic. It supports the numerous community organizations through monetary and product donations, as well as employee volunteer activities. Its employees also take active leadership roles in groups like the Santa Maria Valley Chamber of Commerce, Economic Development Commission, Santa Maria Contractors Association, and the Marian Hospital
