2013 Retrospect The success of the Chamber is directly tied to the energy and commitment of its members and staff. In this light I am grateful to all of you that helped contribute to this remarkable year. This Annual Report is designed to give an update to both members and the whole business community on this past year’s efforts and results of the Chamber’s mission to support, promote, and advocate for our members and create a vibrant, sustainable economy in our region. I’d like to share with you just a few of the ways in which our Chamber has made a difference in 2013. • In the three years since the inception of the Santa Rosa Tourism Business Improvement Area, the Santa Rosa Convention & Visitors Bureau has contributed to every quarter producing hotel revenues surpassing the previous year’s, with 2013 breaking new records.

• The Advocacy Council saw its key support for the expansion of the Sonoma County Airport pay off with the $50 million project breaking ground in September of 2013, a project that will be a gamechanger for business and tourism travel options to and from our area.
• At the end of year two implementation, Sonoma County BEST has had tremendous success through its business retention and expansion efforts and is ahead of schedule in its five year goal of helping companies create 4,100 new direct and indirect jobs in Sonoma County. • Our Workforce Development team has finalized a bold strategic plan to grow the Mike Hauser Algebra Academy to support 25% of the target students in Sonoma County. We particularly want to thank Santa Rosa Junior College, the John Jordan Foundation, and the Sonoma County Office of Education for their support in this exciting effort. • The Chamber’s Leadership Santa Rosa program continues to expose leaders to a strong cross section of executives representing

agriculture, government, justice, social services, and a number of other important sectors of our community. From a pool of 51 qualified applicants, 34 next generation regional leaders were selected to form Class 30.
In addition to the tremendous work of our various divisions, our focus this year has been on membership and value. We are excited to welcome an inspiring 220 new members this year. We also want to thank a great number of you that participated in the WACE survey of our Chamber, benchmarking us against other California Chambers and providing critical feedback on the value of our programs. With the results of the 2012 local survey and the 2013 WACE survey the Board took the bold step in its November retreat of profiling different membership business sectors, acknowledging
their unique needs, and brainstorming sector specific activities to target membership services. Implementation of some of these activities will start in 2014. On a final note, I want to salute the staff at the Chamber for their unbridled energy, their dedication to the membership, and their leadership advancing programs that provide value to your businesses. I look forward to Rolf Nelson’s leadership in 2014. He is a thoughtful advocate for our community, a business executive in one of the cornerstone institutions in Santa Rosa, and a wealth of knowledge having participated in many of the divisions within the Chamber. It has truly been an honor to serve as your Chairman of the Board. I’ve appreciated your feedback over the year, and look forward to continuing to support our collective causes through the Chamber’s programs.

Looking Up Each new year ushers in feelings of optimism and hopes for better times ahead. My goal in 2014 is to see our Chamber, a great Chamber, become even greater. But first I must look back and thank our 2013 Board Chair, Doug Hilberman (AXIA Architects), for his leadership and congratulate him for a job well done. Doug stepped in a year ahead of plan, rolled up his sleeves, and learned on the job. Thank you, Doug! I also would like to acknowledge the hard work throughout the past year of Jonathan Coe, Chamber President and CEO, and his staff as I look forward to working with all of them closely in 2014. Our Advocacy Council is well prepared to bring a business perspective to a wide variety of community issues that may impact our members and the Chamber Political Action Committee is ready for the 2014 election year.

Sonoma County BEST will again be focused on keeping and bringing quality jobs to Sonoma County while the Convention & Visitors Bureau looks to grow our economy through expanding our destination marketing campaigns. Leadership and workforce development efforts continue to grow as Leadership Santa Rosa is set to graduate its 30th class, the WHEEL program and the Mike Hauser Algebra Academy continue to serve larger numbers of participants, and the County’s premier young professional organization, YPN, inspires the next generation of business, civic, and Chamber leaders. Armed with last year’s Membership and Communications survey results, our Board, Executive, and Committee agendas will incorporate this feedback to strengthen the Chamber’s

The Santa Rosa Chamber and Exchange Bank share a long history of service to our community. The son of the Bank’s founder, Frank Doyle, was also a founding member of our Chamber after the 1906 earthquake. I am proud to continue the Bank’s commitment to the Chamber. For over a century the Chamber has made a difference for our community and our region, from playing a key role in the building of the Golden Gate Bridge to bringing a Junior College to Santa Rosa to the opening of Memorial Hospital. Making a difference by growing our economy In 2013, the Chamber continued to work hard on our goal of growing our economy and helping to create jobs. This critical goal was set by our Board in 2009 in the midst of the recession and its importance continues as we work our way out of that recession and back towards economic health. The work of the entire Chamber should be seen as addressing this goal. “We’ve focused our economic efforts primarily in two areas,” said Jonathan Coe, Chamber President and CEO. “First, we’ve worked hard to promote Santa Rosa as a visitor destination. Those visitors coming here infuse new income into our community that then circulates widely—even to non-hospitality business. Secondly, we’ve created Sonoma County BEST as a means to help existing businesses grow and to attract new ones. Importantly, we’ve worked with many partners in both cases.” In the heart of Santa Rosa beats an economic development engine that thrives on all there is to see and do in Sonoma Wine Country. Charged with bringing overnight visitors, the Santa Rosa Convention & Visitors Bureau has been growing Santa Rosa’s cachet as a destination through marketing campaigns funded by the Santa Rosa Tourism Business Improvement Area (SRTBIA). Officially launched in September of 2010 the SRTBIA 3% assessment resulted in approximately $750,000 being available for the CVB’s 2011 efforts to market and sell Santa Rosa. By 2013 this number jumped to over $880,000 and hotel revenues were vaulted to a record high, exceeding the banner year of 2007. The CVB’s work is paralleled by the great work done by Sonoma
Santa Rosa’s California Welcome Center celebrated its ten year anniversary in 2013. In those ten years the Welcome Center greeted over 500,000 visitors and brought over $50,000,000 in economic impact to our local economy.
County Tourism, which uses its $5 million budget to promote all of Sonoma County as a visitor destination. As a result of these efforts, tourism revenues in Sonoma County have increased 14% in the past year. One bellwether indicator was the May Hotel RevPAR (Revenue Per Available Room) growth showing Santa Rosa outpacing the entire nation and leading California. Local hoteliers saw a double digit increase in May year-todate RevPAR and exceeded the growth rates of popular locations such as Disneyland, Napa Valley and San Francisco/ San Mateo.
“In the calendar year just ended, the CVB booked 7,487 group room nights in Santa Rosa,” said Brad Calkins, CVB Executive Director. “That’s double the number we booked in 2011.” In large part, that’s due to an aggressive marketing campaign that includes traditional media outlets like VIA and
Sunset magazines along with new opportunities including electronic and social media. The Visit Santa Rosa Facebook page has seen outstanding growth in the last two years, and the level of engagement with “fans” proves that the local events, businesses, and attractions truly make Santa Rosa a Place of Plenty. At the same time, a more traditional, brick and mortar mode of distributing information to visitors has proven itself indispensable. Housed in the 1906 historic train depot, the CVB-run Welcome Center in Railroad Square celebrated its 10th anniversary as an official California Welcome Center in 2013. Since being awarded that official designation in 2003, the Welcome Center has received over 500,000 visitors and brought over $50,000,000 in economic impact to our local economy. Each representative is trained by the National Certified Tourism Ambassador™ Program (CTA) offered by Sonoma County Tourism to ensure the best possible experience for all visitors.
Another key CVB strategy is to support events that bring overnight stays by using SRTBIA funds for marketing these events in key markets. CVBassisted events span from the internationally famous Amgen Tour of California, which resulted in Santa Rosa being highlighted on NBC’s national primetime coverage in 2013, to growing, locally spawned events like the Santa Rosa Marathon.
“Early on, the CVB helped the Marathon with event support funds to draw participants from outside the area, which drew more people to our event, and the Chamber connected us to local member businesses that participated,” said Orhan Sarabi, Race Director of the Santa Rosa Marathon. “This coming year we have some special plans on tap to expand the event and team up with the Chamber and CVB as co-sponsors.”
While the CVB focuses on tourism, Sonoma County BEST, our collaborative publicprivate partnership with 77 investors—one of which is the County of Sonoma—continues to build on the targeted, collaborative, and metricsdriven work begun in 2012. Over the course of 2013, BEST met with 150 companies for business expansion and retention efforts, fielded 493 business assistance requests, and helped businesses create 502 new jobs in our region. “Economic development is a team sport,” said Carolyn Stark, Executive Director of Sonoma County BEST. “It’s not just the job of one person or organization with the title Economic Developer. Government, non-profits, local businesses, workforce investment boards, education and economic development organizations and chambers of commerce are all responsible for working to build a vital regional economy.” As a result, BEST works closely with City Economic Development Departments and most importantly with the County EDB, which has long worked to support economic activities in Sonoma County. Sonoma County has many thriving industries, and BEST, in cooperation with the EDB, is focused on target industries that offer great opportunity for economic growth. BEST has established industry groups in the manufacturing sector as well as the specialty foods and food processing sector that are helping companies within these clusters collaborate to discuss and resolve industrywide issues while learning best practices and building partnerships. While most job growth for our area will come from existing

Making a difference in public policy As the voice of business in Santa Rosa, the Chamber plays an important role representing its members. “We speak on behalf of those businesses that don’t have the time or resources to attend meetings and speak out for themselves,” said Jonathan Coe, Chamber President and CEO. “Our goal is to ensure that our members are heard.” The Advocacy Council’s Leaders and Liaisons program goes directly to the source, meeting once a month with elected officials to develop open and honest communication. Usually meeting for a morning coffee, but also connecting through phone calls, emails or at events, these informal engagements are a means to share the business community’s thoughts on projects and issues as well as receive feedback from elected leaders.
“As we continue in our economic recovery efforts,” Santa Rosa City Council Member Ernesto Olivares said, “I find that more than ever the Leaders and Liaisons program is a great way for me to keep informed on the issues important to our business community and the success of our community. It also gives me an opportunity to share with the Chamber what I see as emerging topics of interest to our community and to solicit input and feedback.”
The Chamber also weighed-in effectively on the City of Santa Rosa’s Design Build Ordinance. The Chamber’s involvement in this issue goes back to the 2012 election when we endorsed the Charter Amendment that authorized the City Council to create an Ordinance providing for the use of a design build approach in appropriate situations. After the approval of the Amendment by the voters, the Chamber advocated for the inclusion in the Ordinance on limitations to its use. “While design-build makes sense for smaller, unified projects like solar installations or playground equipment, it’s not something we think is appropriate for large projects in part because the investment required to bid would be beyond the capabilities of most Sonoma County companies,” said Chamber President Jonathan Coe. At the Chamber’s urging, use of design build on projects valued at more than $275,000 requires approval by the City Council or the Board of Public Utilities. The Chamber’s advocacy work covers both the minutiae of local issues to seachange developments that have shaped our community. The Chamber can point to a long history of successful advocacy that includes spearheading plans for the Golden Gate Bridge, donating the original land for the Santa Rosa Junior College, assisting in the launching of Memorial Hospital, and supporting the improvements of Highway 101. And 2013 saw the culmination of years of Chamber advocacy work on promoting runway safety upgrades and improvements at the Charles M. Schulz – Sonoma County Airport.

Complementing the Advocacy Council, the Chamber Political Action Committee (CPAC) is the group that makes recommendations to the Chamber Board on City Council and County Supervisors that the Chamber should consider endorsing. 2013 being a non-election year, CPAC used the time to prepare for the 2014 election season by fundraising and reaching out to both incumbents and potential candidates. “So much of what government does at its various levels impact how our members do business and it’s important that the Chamber be involved in the discussion,” Coe said. “We make a significant difference by speaking out for the needs and interests of our member businesses.”

Advocacy stayed engaged on a variety of complex issues in 2013. Considerable time was spent in researching and supporting the Master Operating Agreement that will transfer responsibility for operating our landfill to Republic Services. This, in turn, will end the need to haul trash out of the county, enable the landfill to be expanded and used into the foreseeable, and eliminate liability for the site from the county and cities. “It is a very detailed issue,” said President Jonathan Coe, “and ultimately we came to understand that it has been carefully crafted and considers the interests of all
interested parties.” The county adopted the Agreement and the Chamber is supporting its adoption by the cities in Sonoma County.

“2013 was a non-election year and CPAC used the time to raise money and prepare for the 2014 elections. Fundraisers were held and money was raised to be used in 2014. CPAC also actively followed political developments which could affect who would run for which offices. Efforts were made to reach out and keep in touch with various candidates who were up for re-election or who were considering running for various offices. 25,000 Facebook Page likes. • Doubled our group room nights booked from 2011 and almost tripled our “Food, Beverage and Other” revenues.

“Since its inaugural year in 1983, well over 800 individuals have successfully graduated from the Leadership Santa Rosa program. LSR alumni represent a virtual ‘Who’s Who’ of our community’s current leaders—from city and town council members and mayors, to county supervisors. For this milestone 30th LSR year, the desire to learn and lead is apparently very much alive and well in Sonoma County as we experienced a significant excess of applications for the scant 32 available slots. This obviously speaks well of our efforts to get the word out and for the public’s perception of the value of this venerable program. Now, it’s up to us to deliver on our promise of a high-quality and relevant curriculum. Speaking of relevance, the LSR Steering Committee spent some time this year re-evaluating the core curriculum. Making a difference for our members Above all else, the Chamber works to make a difference for our members. “The Chamber exists to help our member businesses thrive,” explained Jonathan Coe, Chamber President. “Ultimately everything we do including our Advocacy and Economic Development work has that purpose. But much of what we do each year
is to provide services and activities that directly benefit our individual members.” For instance, over the past year, thousands of attendees participated in Chamber events and workshops, and events sponsorship opportunities offered members an ideal opportunity to market
their business.
“Hosting a Chamber Mixer and sponsoring an Ultimate Mixing Tour at our new hospital on Mark West Springs Road gave us heightened visibility, not only for the state-of-the-art
facility, but to highlight the economic impact Sutter Health is having on our community,” said Lisa Amador of Sutter Health. “Partnering with the Chamber has made a difference in extending our reach among small business owners and key business leaders in our area.” The Chamber celebrated with 37 new and growing area businesses by coordinating ribbon cutting ceremonies for grand openings, expansions, new locations, and significant anniversaries. “It’s great to call attention to the success of our members, gathering together Chamber ambassadors and members to celebrate, and publicizing these accomplishments in our newsletter and on social media,” said Steve Lyman, Membership Sales Manager at the Chamber. Yet membership in the Chamber even benefits those businesses who don’t actively participate in events. Member businesses are promoted to the thousands of monthly website visitors and through the thousands of printed copies of the Business Resource and Community Guide. From workshops to large-scale programs, the Santa Rosa Chamber organizes and runs programs that foster individual development, positively impact business, and strengthen our community. The Chamber also acts as an informational resource for members. “We have great connections in our community to programs and organizations that can provide guidance,” said the Chamber’s Director of Membership and Operations, Tammi Matthias. “I’m often able to put a manager of one of our member businesses in touch with another to assist in solving immediate problems. It’s great to be able to provide that sort of mutually beneficial support.” Perhaps that’s why the Santa Rosa Chamber received two awards in NorthBay Biz’s Best of 2013 Readers’ Poll—for Best Chamber and Best Chamber Event—while the list of Sonoma County winners read like a who’s who of the membership. To achieve this we recognized how important it is to be able to communicate in English and to graduate high school. Over the last year we emphasized on key projects WHEEL, the Mike Hauser Algebra Academy and our Business Education Leadership Committee. In addition we continue to increase our participation in activities hosted in other organizations such as Cradle to Career. 2013 was an exciting year and we look forward to expanding our activities in 2014.” • Participated in both America’s Promise Alliance Grad Nation Summit and Ready Nation’s National Business Leaders’ Summit on the Importance of Early Childhood Investment to learn best practices from other business organizations across the country. • Received support and funding from the John Jordan Foundation for the
2013 Mike Hauser Algebra Academy with an indication of additional funding if program were to expand in future years. • The Santa Rosa Chamber board approved expansion of the Mike Hauser Algebra Academy from 60 to 150 students in 2014. • Our contract with First 5 Sonoma County was extended through June 30, 2014, with a change in scope of work that includes more time for outreach to the business community, and allowed for the addition of a Business Outreach Coordinator position. • Continued participation in Cradle to Career as a member of the operational team, closing speaker at Cradle to Career’s fall convening and by leading a Cradle to Career project to create a “private sector menu” to help better connect the private sector and educational initiatives in the community.
