Neighbourhood Watch is a community based crime prevention program, which aims to advance the value of life within a neighbourhood by reducing preventable crime and promoting faster community ties.

The Situation Though the level of crime is considered low, the statistics of crime in Boroondara is higher than it should be:

IGNORANT OF SITUATION Although Boroondara has a low crime rate compared to the rest of Victoria, there is an significant amount serious crimes that are occurring. Those who live within the City of Boroondara need to be aware of this.

A survey conducted by the City of Boroondara in 2012 revealed that women and older respondents were less likely to feel safe in the three different areas around Boroondara at night:

75.8%

60.8%

Felt safe at Boroondara’s shopping precinctsat night

Felt safe on Boroondara’s public transport at night

40.6% Felt safe at Boroondara’s parks at night

DON’T FEEL SAFE AT NIGHT Even with a low crime rate, Boroondara residents do not feel safe when going out at night. A survey found that only 40.6% felt safe at parks at night and only 60.8% felt safe of Boroondara’s public transport. These are concerning figures, especially for young people who want to go out and have fun at night.

NO ACCESS TO UPDATES There is no place to find updates or information about the local area in detail in a convenient way. There is also not enough awareness for crime in the area, so it continues to happen. This is due to a lack of information being available through common media such as social media.

The Proposal Our proposal is to create a program called:

SAFE GUARD.

A program designed to:

• CONNECT PEOPLE WITH OTHERS IN THE COMMUNITY

• BE UPDATED WITH ACCIDENTS/REPORTS

• MAKE PEOPLE FEEL SAFER

• HELP DETER & MINIMISE CRIME

The idea of the program is to help remind people to be more secure and in return be safer.

SAFE GUARD. Creating Safer Communities.

The SafeGuard logo is a combination of the elements of community, home and security. This is designed to represent all the elements that SafeGuard is about in a clear and easy to understand logo. The tag line ‘Creating Safer Communities’ was originally on the Boroondara Neighbourhood watch website and was chosen as it would link the campaign back to the Neighbourhood Watch.

Poster

The SafeGuard posters come in two sets of two as seen on the page to the left. The top set of posters are designed to educate the public on how easily crime can be avoided. The bottom set of posters have information about a program that is going to be run and when, where and what it is.

The posters would be located around the City of Boroondara in high traffic areas such as tram stops, train stations, trains and on poles. This is to get the most exposure possible for the posters as tram stops and train stations in particular have high foot traffic at peak hour.

Door Flyer

Lock Your Car SAFE GUARD. Creating Safer Communities.

The City of Boroondara has seen an increase of theft in the community. It was the most common crime against property, with thieft increasing to 3,791 in 2016-17 compared to 3,428 in 2014-15.

The SafeGuard door flyer would be attached to car handles. It acts as a reminder to lock your car and has a checklist that people can use to check if their vehicle is secure. The lock shape of the flyer is designed to reinforce the key message of the flyer, that being to lock your car.

In order to steal, thieves will smash a car window or break locks. Follow this checklist to help reduce the risk of theft:

Do not leave any valuables in your vehicles. Take them with you if possible Remove GPS units and wipe the suction mark off the window Do not leave house keys or garage door openers in your car Lock your car – always physically check it is locked. The lock your car message was chosen due to the stat by Victoria Police that states in more then 50% of thefts from cars, there was no sign of forced entry. Therefore due to the high percentage, simply getting people to lock their cars before leaving will reduce the amount of preventable crime.

The SafeGuard stickers would be placed inside a car or house to help the community of Boroondara feel more secure. People would be able to make their own stickers on the app and website or use pre-made ones and attach them to their cars and houses.

Flyer

The SafeGuard flyer is designed to create additional awareness for SafeGuard, as well as providing a timetable of when and where the programs would occur. This is as this information is not present on any other print media.

The front of the SafeGuard flyers could also be used as signs at local train and tram stops and local car parks. This could be used to replace exiting Neighbourhood Watch signs that are worn down and damaged. They could also be used on trams as seen above due to their already small size.

Publication The front cover of the information pack which features the SafeGuard logo as the main feature.

The map features the area that SafeGuard covers which is the entire City of Boroondara. It also has information about who the Boroondara Neighbourhood Watch is and their role in the community. This is to tie the SafeGuard publication back to the Boroondara Neighbourhood Watch.

The SAFEPL8 pages features information on how to prevent a number plate being stolen off a car. This was identified by the Boroondara Neighbourhood Watch as a rising crime that needs more awareness and education. Each of the information pages feature a URL to the Victoria Police website which offers additional information that the reader may wish to seek.

Publication The publication will act as an information pack, offering the residents of the City of Boroondara access and ways to access information on how to reduce preventable crime. The prevention of motor vehicle theft features tips on how to prevent theft with simple to follow tips such as closing all windows before leaving. Featured is the door flyer that would compliment this message with a checklist.

The safety tips are additional information on top of the SAFEPL8 and motor vehicle theft. The safety tips are more broad and educate people on how to reduce their risk of crime while out day to day.

The two checklist induced are designed to be torn out as they are double sided. This allows for people to check that their cars and house are secure without having to carry around the information pack. The checklist included tips such as join your local neighbourhood watch to encourage more people within Boroondara to volunteer.

The SafeGuard website offerers a number of key features such as the location of the workshops and events, sticker design and reporting crime. The website is modelled after the Neighbourhood Watch site to create a feeling of similarity but also still be unique and have its own identity.

SafeGuard will provide the Boroondara Neighbourhood Watch with: • Improved ways to educate about deterring crime . • A way to keep the community informed with their local surroundings as well as contribute to it. • Tools and recources to help the locals of Boroondara feel safer within the community.
