HEALTHCARE DILEMMA

by Thomas Dimopoulos Saratoga TODAY SARATOGA SPRINGS — A first wave of vaccine mandates for health care workers landed in New York this week. Saratoga Hospital reported a higher percent of vaccinated employees than most other hospitals across the state, yet still stands to lose dozens of employees.

“We have about 3,100 staff members across our institution.

We had about 150 staff who did

not want to get vaccinated, for various reasons, and about half of that number received medical or religious exemption,” said Saratoga Hospital President and CEO Angelo Calbone. “We also have a number of employees who are on medical leave – nothing related to COVID or the vaccine.

At the end of this process, it looks like we’re going to lose about 60 staff members who departed the organization due to the vaccine mandate.”

Let The Debates Begin WITH ELECTION DAY JUST AROUND THE CORNER, campaign season is in full swing, and candidates are busy working on their platforms.

On Tuesday, Oct. 12 and Thursday, Oct. 21, Saratoga TODAY will be hosting live debates at the Saratoga Springs City Center. The debates will feature candidates vying for all five Saratoga Springs City Council seats as well as the two chairs representing the city at the Saratoga County Board of Supervisors.

As of the Sept. 15 deadline both Republicans and Independents had responded

that they would be in attendance.

Discussions on Covid protocols delayed a commitment from the Democrats. However, on Tuesday September 28, all Democrats agreed to attend the debates.

Attendance will be limited to invited guests only. Both debates be available in real-time on Facebook Live.

H

ow do you raise money for a library in the 1950s? You do anything and everything you can possibly think of! September 23, 1952, the Burnt Hills-Ballston Lake Rotary and the Burnt Hills-Ballston Lake Women’s Club met at a combined meeting to establish the Library Association which would spearhead fund raisers and begin the process of building a library from the bottom up!

Among other things, the Library Association went door to door soliciting people to come to their homes for breakfast on a particular day—and the invited guests would then be charged for their breakfast!

A benefit musical with folk dancers, auctions, old-timers’ basketball games, bricks for a nickel, and an art show were all also used to raise money to build a library in the community. It worked!

Shortly after, Our Lady of Grace Church on Edward Street in Ballston Lake volunteered to host the first library in Ballston: in the cellar of their church building.

At the time, state law mandated that a library had to operate on its own for a year before a charter would be granted by the state and, within the next year, the Townley family donated the land at the present site of the building

(although a different building) to create a library in the community.

That first library actually had over 2000 books, either purchased or donated. It was open only 3 days a week but was a very popular place in the community. By 1958, the library had been placed under the auspices of the town of Ballston where it remains today.

That library grew right along with the BHBL community. In reality, you can track many changes that occurred in our state and county by looking at the history of the library itself. The parking lot was paved in 1962, as the automobile became an essential element of suburban communities everywhere. Air conditioning was added in 1963 for the comfort of the patrons of the library.

A copier was purchased in 1969, as these machines became essential to our lives. An addition was put on in 1981. Computers were added in 1982. The American Disabilities Act of 1992 caused a great deal of reflection as some major modifications were necessary to meet that code.

But as the community continued to grow, the building became outgrown and, in 1997, town of Ballston residents passed a resolution to build a new building, right next to where the old one

was, actually in the parking lot of the old building. That new library was completed in 2001 and is still in use to this day. (The old building was torn down for a parking lot for the new one.) That new library has twice the shelf capacity of the original one and the building itself is twice as large.

The two beautiful stained-glass windows in the building were created by local resident David Pfaffenbach. One depicts the official seal of the town; the other some of the most important features of the town, i.e., the growing of apples, canoes on the lake, the trolley that made Ballston Lake a tourist attraction, and deer who inhabit the area.

But the library has not finished growing. A 2021 grant will allow the library to create within it a “Local History” room, dedicated to the extensive collection of local resources and allowing for a research area in which to use those resources. The library is located at 2 Lawmar Lane in Burnt Hills.

A. I joined the farm about a year ago in September, and I am the Executive Director.

Q. What inspired you to choose this career path?

A. I have been farming for profit and nonprofit farms for over 13 years. I wanted to connect more with the education, getting people on the farm and meeting the farmers. What struck me was the community’s support for open spaces and wanting to save the farm. That’s what inspired me to move here.

Q. What does the term “community farm” mean?

A. It is a farm acting as an asset for the community, providing people with the opportunity to come to the farm and learn how to grow and harvest their own produce. We offer many diverse opportunities, but the education string is what threads it all together.

Q. What educational programs are happening this fall at the farm?

A. Right now, we have Harvest Cooking Classes and Farm Explorers. It’s all about getting kids onto the farm and seeing where their produce comes from. The Harvest Cooking Class is very popular. We are also partnering with the Waldorf School to host a Jump Into Fall fall festival that will have handwork-based education opportunities, like beekeeping and sheep shearing.

Q. What can people purchase at the farm stand during the fall season?

A. We have potatoes, winter squash, onions, garlic, and will have fresh greens into November like kale and lettuce.

We also still have eggplants, peppers, and tomatoes, but those will begin to fade out as we get into October. It is a great time for farms, as we still have a bounty of summer crops and great crops harvested in the fall.

A. We offer volunteer opportunities that you can sign up for on our website (https://www.pitneymeadowscommunityfarm.org). We take donations that help with food security, education, and recreation. We donate 40% of our food to food pantries and our community partners. Donations that help with food security are always appreciated.

POLICE Blake Heflin, 19, of Malta, was charged Sept. 23 with criminally negligent homicide, as a result of an investigation of the death of 20-year-old Ballston Spa resident Ian Gerber.

According to the Saratoga County Sheriff’s Office, the death of Gerber occurred July 4, 2021 on Saratoga Lake.

Heflin was operating a pontoon boat which had several young adults – including Gerber – on it, authorities said. As per the investigation, Gerber is thought to have jumped off Heflin’s boat while it was in motion and was subsequently struck by the boat’s prop, which severed his arm. Police said as Heflin

BLOTTER 5 turned around to pick Gerber up, Gerber was then struck by cabin cruiser operated by a 50-year-old Stillwater man.

Heflin is accused for the manner in which he operated the boat as well as allegedly consuming alcohol and not taking proper safety precautions, “as to cause the death of Gerber,” according to the county sheriff’s department.

Michael W. Siddon, 53, of Stillwater, was charged Sept.

22 criminal sexual act in the first-degree, and criminal sexual act in the third-degree. He is accused of engaging in oral sexual conduct with another person who was less than 17 years old between June 9, 2021, and June 10, 2021, while in the village of Stillwater.

The Sheriff’s Office responded to a motor vehicle crash with serious physical injuries on State Route 32 in the Town of Northumberland on Sep. 24.

Authorities said an investigation into the crash revealed a 2008 Ford Crown Victoria, operated by Michael R. Brownell, 51, of Northumberland, had been traveling on NYS Route 32 when he lost control of his vehicle and crossed the center line resulting in a collision with a BMW motorcycle operated by 54-year-old Connecticut man David R. Hadd. Brownell fled the scene in his vehicle and

did not stop to render aid to Mr. Hadd, who was later transported by ambulance to Albany Medical Center for treatment of serious but non-life-threatening injuries. Brownell was located after he concealed his car in the woods not far from the crash, police said, and was charged with felony assault and felony vehicular assault, 3 counts of reckless endangerment; leaving the scene of a personal injury crash; DWI; refusal to submit to a prescreen device, and failure to maintain designated lane. Brownell was sent to Saratoga County Jail in lieu of $100,000 cash, or $200,000 bond. The Saratoga County Sheriff’s Office was assisted by the Schuylerville Fire Department, Wilton EMS, and multiple good Samaritans in the area.

Darryl B. Williams, 31, of Mechanicville, was charged Sept. 22 following the execution of an arrest warrant. Williams had active arrest warrants

out of the Saratoga County Sheriff’s Office regarding two domestic-related incidents in the Town of Malta, according to the Saratoga County Sheriff’s Office, and an additional Superior Court arrest warrant out of Warren County for narcotic-related offenses.

As a result of a traffic stop in the town of Malta, Williams was allegedly found in possession of a loaded handgun and multiple controlled substances.

The Saratoga County Sheriff’s Office Special Operations Team executed a search warrant at Williams residence. A large amount of crack cocaine, as well as ammunition and drug paraphernalia were located inside the residence, authorities said. Williams was charged with three felony and three misdemeanor counts criminal possession of a controlled substance, four counts endangering the welfare of a child, and one count each: criminal possession of a weapon, criminal mischief, and attempted assault.

Capital Region NY Wild Ones Forms Local Non-Profit Chapter

Saratoga Alliance to End Homeless Live Author Presentation at Caffe Lena Oct. 8

ALBANY — Capital Region NY Wild Ones has formed a local chapter of the Wild Ones: Native Plants, Natural Landscapes organization. The focus of the organization is to promote using native plants in landscapes to preserve biodiversity in the Capital District area, with emphasis on the preservation, restoration, and establishment of native plant communities.

Counties included in the new chapter include Albany, Columbia, Greene, Rensselaer, Saratoga, Schenectady, and Schoharie.

Wild Ones is an all-volunteer, non-profit organization, and

is inviting all interested people to become members. Business meetings will be held quarterly, with events to be held monthly.

The first Wild Ones presentation event will be held 2 p.m. on Oct. 17. Master Gardener Martie Teumim will give a presentation through Zoom on 'Gathering Native Plant Seeds from Your Own Backyard.' The talk is free. Register at mteumim@gmail. com to receive the Zoom link.

SARATOGA SPRINGS — The Saratoga Alliance to End Homelessness, a coalition of dozens of this region’s non-profit human service agencies, is sponsoring a live presentation by author Linda Gibbs at 3:30 p.m.

Friday, Oct. 8 at Caffe Lena.

Gibbs’ recently published book, “How Ten Global Cities Take on Homelessness, Innovations that Work,” is informative, authoritative and comprehensive. She served as New York City’s Deputy Mayor for Health and Human Services under Mayor Michael Bloomberg from 2005 to 2013 and is currently a consultant with the non-profit Bloomberg Associates.

American Heart Association: Yes, Management of Saratoga You Can Receive Flu Vaccine And Surrender Site Added to Saratoga COVID-19 Vaccine In Same Visit National Historical Park

With more people gathering this fall and reports of overburdened hospitals from COVID-19’s delta variant, the American Diabetes Association, the American Heart Association and the American Lung Association are urging individuals over six months old to get their annual flu shot, and for anyone who is eligible, to get the COVID-19 vaccine. According to the Centers for Disease Control and Prevention (CDC), the flu vaccine and the COVID-19 vaccines can be given in the same visit.

COVID-19 precautions kept the last flu (influenza) season mild, but leading health experts warn that the 2021-2022 flu season may

begin early and could be severe.

While the COVID-19 pandemic continues, preventing influenza— which, with pneumonia, is regularly in the top 10 causes of death in the U.S.—is even more important to protect the health of people who are particularly vulnerable and to reduce the burden on U.S. hospitals, according to a news release issued by the American Heart Association this week.

Free, downloadable information on flu, COVID-19 and chronic health conditions are also available through the National Foundation for Infectious Diseases and the Centers for Disease Control and Prevention.

SARATOGA – Management of the Saratoga Surrender Site has been transferred to the National Park Service (NPS) as part of the Saratoga National Historical Park, the Open Space Institute announced last week.

The property includes the site where the British Army surrendered during the 1777 Battle of Saratoga, an event that is considered the turning point in the American Revolutionary War, and is located in the town of Saratoga, a half-mile south of Schuylerville on U.S. Route 4. The site is open to visitors from dawn to dusk throughout the year.

OSI maintains ownership of the nearly 19-acre Saratoga Surrender Site. The agreement grants the NPS management control of the property, which will continue to be accessible for public use, education, and enjoyment.

The Open Space Institute protects scenic, natural, and historic landscapes to provide public enjoyment, conserve habitat and working lands, and sustain communities. Founded in 1974 to protect significant landscapes in New York State, OSI has been a partner in the protection of nearly 2.3 million acres in North America.

Annual Saratoga Allo Saratoga: A Playspace Focused on Mental Recycles Day: October 2 Health Support Opening in Saratoga Springs SARATOGA SPRINGS — The local non-profit, Sustainable Saratoga, will hold their 5th annual Saratoga Recycles Day from 9 a.m.

– 12 p.m. on Saturday, Oct. 2, in the SPAC overflow parking lot on the west side of Route 50. The cost is $5 per vehicle, plus an additional $30 per TV or computer monitor (limit of four TVs per vehicle).

Accepted items include: clothing & textiles (any condition), small appliances & electronics (including TVs), scrap metal, eyeglasses, hearing aids, adult bikes, 20 & 24-inch mountain bikes, musical instruments, backpacks, cell phones with chargers, garden tools and more.

This year, Sustainable Saratoga is collecting donated items for a number of local nonprofits, including Backstretch Employees Service Team (B.E.S.T.), Bikeatoga, Domestic Violence Project of Warren & Washington Counties,

Pitney Meadows Community Farm, Saratoga Shredders, the Saratoga Springs Lions Club, We Are Instrumental, and Wellspring.

In addition to the non-profits, American Clothing Company will collect clothing and textiles for reuse; eLots Electronics Recycling will collect and recycle electronics; and Planit Waste, Recycling & Salvage will collect and recycle metal.

There are COVID-related safety protocols in place again this year – masks are required; exact change is requested to minimize the handling of money; donation items should be organized by drop-off station to reduce physical contact; and participants should remain in their vehicles at all times.

SARATOGA SPRINGS — After a traumatic experience navigating her son’s medical diagnosis, local mom Christine Hernandez identified a lack of access to mental health support services for children and families.

“All I wanted to do was find my son the support he needed, and what I found over and over again was long waitlists or unaffordable fees. The lack of truly accessible mental health support for children and families (and people in general) is pretty staggering,” Hernandez explained.

Allo Saratoga will function as a playspace and community space and host support groups, workshops, and classes for children and parents at any stage. “Whether you’re trying to conceive or your kids are grown with kids of their own, we want Allo to be a place where you can find your people,” Hernandez explained of the

space, located off Church Street in Saratoga Springs slated to open Mid-November of 2021.”

After a career in early childhood and working with birthing families as a doula, creating a space for families to come together to play, learn and find nonjudgmental support was always the plan for Hernandez.

I am JoAnne Kiernan, candidate for Commissioner of Finance for Saratoga Springs. I have lived in Saratoga Springs for 18 years with my husband, Todd and my two sons.

I have served as Treasurer of Watersedge/Woodlands HOA; Caroline Street School PTSO and, as a Board Member and race organizer for Kelly’s Angels. Recently, I finished serving nine years on the Saratoga Springs City School District Board of Education and served on the finance committee for all nine years, as well as other various committees.

Track season is over and electioneering for seats on the Saratoga Springs City Council is in full swing. The good news is come January 1, 2022 we’ll have a new City Council.

As a CPA for over 26 years, I have worked with large and small businesses creating and managing budgets as well as providing financial advice and accounting services. With my practical experience and knowledge I will be able to help Saratoga Springs recover from the pandemic stronger than ever. I will work toward establishing a plan for future unexpected emergencies. Our city must always be as properly prepared as possible. It is my commitment to the taxpayers of this beautiful city, to keep our taxes low without cutting services to residents. I will look to reduce expenses across every department. I will advocate for the city at the county, state, and federal levels.

I have witnessed firsthand the failures of both City Hall officials and developers’ disinterest in responding to a neighborhood’s complaint being totally ignored in the planning process.

From my work on the school board I have learned we have more in common than differences when it comes to good governance and finances. I want to work with the citizens of Saratoga and continue to build on all that we have in common. So much can be accomplished with respectful dialogue and active listening. We must always stay focused on the issues and come together for the better of our community, instead of focusing on who is right or wrong. We must meet people where they are and work towards solutions for all residents.

Small businesses are the cornerstone of our vibrant downtown. I will work with business owners, community leaders and all stakeholders to ensure we stay economically strong and continue to grow, while also taking steps to preserve and protect our beautiful Saratoga greenbelt. There has been great work done by the Climate Smart Task Force and I would continue to support and advance this work.

When elected, I will be engaged, serve with integrity and work to keep the city strong, healthy, successful and safe. I am the only candidate with the qualifications, competency and experience to get our beautiful city through these difficult times. If I am fortunate enough to serve as our next Commissioner of Finance, I will always put our city’s best interests above politics. We should always have leaders who are willing to work with others. We need to accomplish much so that Saratoga Springs can continue to thrive. We are presented with some challenging times ahead of us and we all must do what is best for Saratoga Springs. WASHINGTON, DC — Nearly 20 schools across the Capital Region will be receiving just over $6 million to help expand and improve internet access for students and teachers, and applications for second round of funding has just opened, Congressman Paul Tonko announced this week.

The funding is being administered by the Federal Communications Commission’s (FCC’s) Emergency Connectivity Fund Program, established under the American Rescue Plan to help schools and libraries update services for remote learning during the pandemic. Tonko, D-Amsterdam, voted in support of the plan, and represents the 20th Congressional District, which includes all of Albany and Schenectady Counties and parts of Montgomery, Rensselaer and Saratoga Counties.

This first round of funding will deliver more than $1.2 billion to schools and libraries that serve more than 3.6 million students.

“Throughout this COVID19 crisis we have heard about the hardships millions of Americans are facing without access to broadband,” Congressman Tonko said, in a statement. “We have heard from students unable to connect to their classes and submit

assignments, and from educators who have to drive to parking lots with public Wi-Fi and teach from their cars. For years I have pushed to expand and improve internet access to deliver this critical resource to underserved and unserved communities, and I was successful in my fight to include additional support for broadband as part of our American Rescue Plan legislation. I am delighted that this needed funding is being delivered to our Capital Region and beyond.”

The largest area recipient of the first round of funding is the Albany Central School District, which will receive just over $1.3 million.

SARATOGA SPRINGS — Election Day is Nov. 2.

There are 17 candidates on the ballot running for five City Council seats, and six candidates seeking either of the two supervisor seats to represent Saratoga Springs at the County Board of Supervisors.

Commissioner of Accounts: Samantha Guerra (R,C,WF); Dillon Moran (D, RS), Angela Rella (AC).

Under the city’s Commission form of Governing, each of the five council officeholders carry equal weight when it comes to city matters – that is, each of the five votes counts as one.

Some of those 60 employees have chosen to leave the organization, while others who have not met the vaccine requirement are being placed on unpaid leave for a 90-day period, after which their status will be re-evaluated.

Statewide, there are just over 519,000 total staff in hospitals, and 347,217 direct care/patientfacing staff. Health care workers at hospitals and nursing homes were required to be vaccinated against COVID-19 with a first dose received by this past Monday, Sept. 27.

As of this week, 92.3% of all staff and 93.3% of direct care staff have received at least one dose, with an average of 87% of hospital workers having completed the vaccine series, according to the state Department of Health. The latter numbers are up from 77% of hospital workers being fully vaccinated on Aug. 24, shortly after then-Gov. Andrew Cuomo

announced the Sept. 27 mandate.

Of the 10 state-defined regions, the Capital Region shows the highest percentage of hospital workers fully vaccinated - at an average of 94% - with Saratoga and Albany county workers topping the list, each at 95%. Schenectady County hospital workers reported a 94% completion rate, and Warren County hospital workers at 92%.

By comparison, several different hospitals across the state reported staff figures in the 70-79% range.

A Shortage of Workers Facilities across the country have been warning about a shortage of health care workers.

“Health care by nature, in my opinion, really draws a wonderful group of people. Our staff have been doing amazing work and taking care of our community, but they’re getting tired,” Calbone said.

“We’re in the midst of the worse staffing crisis I’ve experienced in my nearly 40-year career. I’ve never seen anything

like it. We have staffing shortages across every category, and it is putting great pressure on the health care industry. You can talk to any hospital in the region, and they will tell you the same thing.

At the same time, we’re seeing an unprecedented volume of patients.

They’re doing great work, but I am worried about them, they’re getting tired,” Calbone said, adding that the hospital actively contacted past employees who might be interested in returning, asked volunteers to step back in, and re-allocated management staff with clinical skills back into clinical roles. “We’re trying just about anything that makes sense and can help out our staff. And we’re looking for anything the state can do to help out.”

Addressing possible staffing shortages across the state, Gov. Kathy Hochul this week announced a plan that includes potentially signing an executive order to declare a state of

emergency that allows qualified health care professionals licensed in other states or countries, recent graduates, retired and formerly practicing health care professionals to practice in New York State.

Another possible option is the deployment of medically trained National Guard members, as well as exploring ways to expedite visa requests for medical professionals.

Vaccine Mandates and Legal Challenges A handful of lawsuits have been filed in N.Y. challenging the mandate. Some are based on First Amendment rights to practice religion, others seeking potential exemptions for things such as natural immunity, said Leslie Silva, partner at Tully Rinckey attorney law firm in Albany.

From the employer’s perspective, Silva said, “if there is no valid exemption, you haven’t been vaccinated and it is a requirement of your job – especially as a health care worker – your employer can fire you and that’s it. No compensation. As far as unpaid leave, you’re not collecting

anything there either. What you’re getting is a promise that your job will be there.” Saratoga Hospital has chosen the latter route.

In addition to the active mandate calling on healthcare workers in hospitals and nursing homes to receive the COVID-19 vaccine, healthcare employees who work in adult care, home care, and hospice facilities have until Oct. 7 to receive their first shot.

Calbone said what has been most surprising since the start of the pandemic is an unwillingness by some people to accept the reality of COVID-19.

“Accepting the seriousness of the reality of this disease, related to masking, and then as the vaccine has rolled out, the resistance to the vaccine. Quite honestly a year ago we all assumed when the vaccine was available people would celebrate and universally step forward to get the vaccine,” he said. “I’ve been disappointed and surprised, but it’s the reality we’re in and we’re working hard to take care of people as they need to be taken care of.”

are understandable, since longterm care insurance originally started as nursing home insurance four decades ago. However, it has evolved into a much more flexible solution that allows you to receive care in a variety of settings.

Most of us want the ability to age at home, in a familiar setting surrounded by family and our favorite things. The fact is, 90 percent of adults who need long-term care services receive assistance at home or in another community setting.

If the level of care you need evolves over time, most longterm care insurance policies not only allow you to transition to a nursing home, but some may also provide you with support during the transition. Since you can’t predict the care you might eventually need, it’s important to have the flexibility to choose the setting that best fits your needs at any

given time.

Students Experiencing Homelessness SARATOGA COUNTY — As we roll out of summer into September, it’s back-to-school time for children and students.

It’s a time of year that is equally exciting and stressful for students, parents, teachers, administrators and support staff, particularly with COVID-19 still on the rise around the country.

Over the past several months, the Saratoga County Alliance to End Homelessness has been highlighting different aspects and forms of homelessness that affect our community - but one of the rarely told stories of homelessness is that of homeless students.

Back-to-school time is different for everyone, but it is particularly challenging for students who are experiencing homelessness. Most often, discussions around homelessness focus on adults, but what is often overlooked is discussing how homelessness of a family unit impacts children, their education, and social development.

According to the NYS Department of Education, Saratoga County school districts reported 474 registered K-12 students experiencing homelessness in the 20192020 school year. Across New York State (excluding NYC) that number swelled to 31,611. In 2019, CAPTAIN Community Human Services housed 92 youth in their shelter alone. The Saratoga-North Country Continuum of Care reported 21 unaccompanied youth in staying in an emergency shelter on a single night in January 2021. It

is a significant issue and highlights the often forgotten and untold story of childhood homelessness.

The contributing factors leading to family/youth homelessness vary widely, and the resulting predicament can significantly impact a student’s education trajectory and social network. For example: • A mother of three flees a domestic violence situation and is fearful for her children to continue to attend school in their home district as their abuser will know where to find them.

• A family of four, with two young elementary school-aged children, are evicted from their home and placed in a motel outside of their home district by the Department of Social Services.

The supportive educational environment at school, where the teachers know them and their friends, is now gone.

• A high school senior is kicked out of their home and finds themselves at a runaway and homeless youth emergency shelter and struggles without the emotional support they need to graduate successfully.

National studies confirm that if a student remains connected, active, engaged, and present in their home school district, the rate of reaching graduation successfully is significantly increased. When there are disruptions to school attendance, periods of non-enrollment, multiple moves from one school district to another, and/or falling behind grade level academically,

students are negatively impacted and the chances of graduating successfully - and on time - is severely reduced. According to the National Center for Homeless Education, when students were administered a survey measuring the stress of life events, researchers found that students reported changing schools being as stressful as the hospitalization or incarceration of a parent.

Coupled with worries about where they will be sleeping at night or if they will have food to eat, this kind of dramatic transition is especially stressful for children experiencing homelessness. Nationally, 75% of homeless children perform below grade level in reading, 72% perform below grade level in spelling, and 54% perform below grade level in math.

Thankfully, in Saratoga County there are committed resources, programs, and dedicated school employees who are focused on the needs of homeless students to ensure they are successfully connected to the school system and have the resources they need to continue their education with their cohort. Federal legislation called the McKinneyVento Act provides rights and services to children and youth experiencing homelessness.

Melanie Faby, the State McKinney-Vento Coordinator who happens to reside in Saratoga County - explains the importance of this legislation, as it protects “the students’ rights to receive a ‘free, appropriate public education,’ by

mandating that elementary and secondary school students without a ‘fixed, regular and adequate nighttime residence’ are provided educational services comparable to those provided to their permanently housed peers. This provides stability that may be missed when a student is temporarily housed.”

Although the McKinneyVento Act is a federal law, New York State laws further clarify some of the federal protections and add more. Some important, additional protections for New Yorkers are: • Continued enrollment and transportation for students in their final year in a school building (such as their senior year in high school), even if they have found permanent housing in a different school district.

• Transportation responsibility is assigned to the designated district of attendance (or to the Local Department of Social Services (LDSS) under certain conditions) regardless of the student’s present location.

Ultimately, the goal of the legislation is to ensure that homeless youth are identified, enrolled in school, and have a full and equal opportunity to succeed academically. This can include academic support, transportation to and from their home district for the entirety of their homelessness episode or

the end of the school year, access to school breakfast and lunch programs, after-school programming, and many other support services.

The McKinney-Vento Act also requires all school districts around the country to have a Homeless Student Liaison to work with children, and their families, when they enroll in school as a homeless student or become homeless at any point during the school year.

In the big picture of addressing homelessness and creating successful outcomes, the community of service providers working together to serve the whole family is critical. Although the primary focus is helping families find, secure, and maintain permanent housing, careful attention must also be paid to the particular needs of children - ensuring that students maintain the vital link to school to help them successfully complete their education. The housing providers and services agencies which comprise the Saratoga County Alliance to End Homelessness, and several school district Homeless Student Liaisons contribute to this collaborative work.

Waldorf School Celebrates 40th Anniversary

Saratoga TODAY SARATOGA SPRINGS — The Waldorf School of Saratoga Springs celebrates its 40th anniversary this year, beginning with a fall festival in October.

As you venture down Broadway in Saratoga Springs this week, you might notice the flags popping up to announce the celebration of the Waldorf School’s 40th anniversary. They will kick off their year-long celebration by partnering with Pitney Meadows to put on a fall festival open to the public. The Waldorf School is an alternative to conventional public school, where you will find students not only learning their multiplication tables and reading the classics, but also knitting, gardening, moving, playing instruments, and more.

Save the date! Saturday, October 16 from 10 a.m. to 4 p.m. is the first celebratory event – Jump Into Fall: Fall Festival with Pitney Meadows and The Waldorf School of Saratoga. Join the Waldorf School for their anniversary as Pitney Meadows Community Farm also celebrates their 5th anniversary. The festival, held at Pitney Meadows Community Farm (223 West Ave, Saratoga Springs) will be reflective of the fall season with interactive activities such as sheep shearing, basket weaving, a hay jump, and more. Established in 1981, with its first graduating senior class in 2001, the Waldorf School of

Saratoga Springs began teaching pre-school and then primary students. They purchased the old public high school on York Avenue in 1987. They now have three campuses across the city with the High School on Regent Street (an old Skidmore College building), the Lower School at the York Avenue location, and Forest Kindergarten on Spa State Park land near Kaydeross Creek. Class sizes range from 8 to 15 students who learn in blocks, focusing on one subject during 3 to 4 week periods.

Here are some things you will find Waldorf School students learning about: At the Forest Kindergarten, youngsters learn how to garden, cook, and more in a playful setting focused around the seasons, helping them to develop their motor skills.

In the Lower School, field trips are introduced. The students are taught the French language and get to take a hallmark trip to Quebec to practice it in reallife scenarios in the French culture. Although with COVID, they creatively improvised to set up a French village of their own with French speakers who graciously traveled to the area to participate.

At the high school, there is continued focus on academics, but also community service.

The Waldorf School has a unique Junior Internship Program, where high schoolers spend a week working with a community member.

Students have shadowed police officers, filmmakers, attorneys, contractors, financial advisors, and many other professions. In their senior year, students delve into a chosen passion and show how they have grown into young adults throughout their time at the school

in a year-long individual project.

“We are proud of our graduates. They learn many diverse skills at our school and become creative thinkers and excellent problem solvers. They do remarkable things with their lives,” said Abigail Reid, Administrator of the Waldorf School.

Through all grade levels there is a progression in academic and practical skills, a hands-on education, and connection to the arts.

“There is beauty and truth in education. You can see that idea everywhere you look in the school,” said Evelyn Barber, retired Waldorf School teacher and 40th

anniversary committee member.

“Our school has grown incredibly during these 40 years. This school originally was supported by the parents who wanted this education for their children. And to this day we are here for the same reason.

Now we are even stronger,” added Reid. “We love our school, and we are looking forward to celebrating these 40 years with the greater Saratoga community.”

SUNY Empire Receives $3 Million IES Grant from U.S. Department of Education SARATOGA SPRINGS — SUNY Empire State College has been awarded an Institute of Education Sciences (IES) grant through their “Transformative Research in the Education Sciences” program. SUNY Empire and selected partners will use the federal grant, totaling nearly $3 million over three years ($2,999,998.13), to develop a recognized incremental credentialing system for U.S. postsecondary education that will improve academic and labor-market outcomes for students.

The initiative, “Credential as You Go: Transforming the Credentialing System of the U.S.,” will serve as a blueprint for colleges, universities, and highereducation systems to strategically develop and implement incremental credentials, such as shortterm certificates, badges, and

micro-credentials, for their students. This work builds upon a previous planning grant funded through the Lumina Foundation.

Nan Travers, Ph.D., Director of SUNY Empire’s Center for Leadership in Credentialing Learning, will lead the effort.

She will be joined by a collaborative management team, including Larry Good of the Corporation for a Skilled Workforce and Holly Zanville of the George Washington University Program on Skills, Credentials & Workforce Policy, as well as representatives from the State University of New York, the University of North Carolina System, and the Colorado Department of Higher Education.

The project team will implement 90 incremental credentials at the undergraduate, graduate, and continuing-education

levels at institutions within the State University of New York, University of North Carolina system, North Carolina Community College system, Colorado Community College system, and Colorado Department of Higher Education.

The team will then collect data on student access to, persistence in, and completion of postsecondary credentials, as well as produce framework for institutions interested in implementing incremental credentials, policy change recommendations to facilitate incremental credentialing systems at postsecondary institutions, and a national marketing campaign to share strategies for postsecondary credentialing.

The federal IES grant will fund 100% of the project. The grant period runs from Sept. 1, 2021, to Aug. 31, 2024.

Farm to School Program Ensuring Seesaw & Canvas Healthier Local School Lunches Training for Saratoga SARATOGA COUNTY — Watermelon from the Pitney Meadows Community Farm was the featured Harvest of the Month at Dorothy Nolan Elementary in the Saratoga Springs City School District and Corinth Elementary School. One parent said, “the only reason my child bought lunch today was because watermelon was on the menu!”

Cornell Cooperative Extension (CCE) of Saratoga County in partnership with Pitney Meadows Community Farm (PMCF) and four local school districts received a grant from the NY State Dept. of Agriculture and Markets to connect the school cafeteria and the students it serves with locally grown produce.

The Farm to School Program began in 2019 with the Saratoga Springs City School District and has expanded to include three additional Saratoga County school districts, including Corinth, Galway, and Schuylerville.

The goal of the Farm to School Program is to strengthen local agriculture, improve student health, and promote regional food awareness. In support of these goals, school lunch directors in each school and Aliza Pickering, the farmer at Pitney Meadows Community Farm, developed a growing plan for the 2021-2022 school year. The growing plan will increase the amount and variety of locally grown, nutritious foods found on the school lunch menus.

Pitney Meadows Community Farm will provide schools with produce they’ve never bought locally before, including broccoli, cauliflower, spinach, beets, and parsnips. This represents a 50% increase in variety of locally produced foods for the Saratoga Springs City School District.

Parents & Guardians

Funding for this program has allowed for the purchase of equipment to process and store large quantities of locally grown fresh produce. This has been greatly utilized by incorporating a “Harvest of the Month” project component, where a locally grown food item is promoted and provided monthly via samples and/or on the school lunch menu.

This was carried out at Corinth Elementary, which happily embraced the Harvest of the Month Project during September.

Lisa Tevendale, the Food Service Director, provided watermelon to students who purchased lunch, while food service staff provided samples to all other students in the cafeteria. In addition, Mrs. Young, an elementary school teacher, visited each table to read the Watermelon Party book, as students enjoyed their local watermelon.

In addition to providing local produce for the school lunch menu, CCE has been actively involved in facilitating Farm to School nutrition education to students and their parents, further

promoting the locally grown foods found in the Farm to School Harvest of the Month Project.

CCE has developed Harvest of the Month morning announcements for schools to introduce the upcoming locally grown item and the health benefits associated with each. Activity sheets focusing on the Harvest of the Month produce have been supplied to some elementary school grades. Newsletter articles provided by CCE have also kept parents informed. Additional efforts have included a presence within the cafeteria to survey the student population to assess if students are both accessing and enjoying more fresh produce found in their school lunch.

SARATOGA SPRINGS — Parents and guardians with children in the Saratoga Springs City School District are invited to participate in upcoming virtual training sessions on the Seesaw or Canvas Learning Systems. Seesaw is used in grades K-5 and Canvas is used in grades 6-12.

The next Seesaw training will be on Tuesday, Oct. 5 from 6 to 7 p.m. The virtual 1-hour training will assist grade K-5 families with the Seesaw digital platform that is utilized in all the Elementary school buildings. The training will focus on downloading the Seesaw family app from a device at home to view your child’s posts, access teacher announcements, and send private messages to your child’s teachers. Additional time will be given to review how to assist your child with accessing their Seesaw classroom from their Clever page at home.

The next Canvas training will be on Monday, Oct. 4 from 6 to 7 p.m. The virtual 1-hour training will walk grade 6-12 parents and guardians through how Canvas is being used in classrooms to support instruction. Features of Canvas that will be reviewed are

course navigation buttons, home pages, announcements, modules, assignments, and the Canvas calendar. The training will also walk through how guardians can become observers of their student’s Canvas course.

Mums in many shapes and colors North American Aster

ummer was a soggy mess but he could bestow on an individual. The Japanese seeds back to the British Isles with them. So even though asters are a native autumn weather has been making word “kiku” represents both the chrysanthemum North American plant, they became a popular fall-blooming plant in the up for it so far. It is fall flowering mum and the office of the Emperor. The royal crest is a gardens of England long before Americans learned to appreciate them. It’s

season and they are on full display in yards all across the region.

Mums have been cultivated for their beauty for over 3,000 years. Thousands of years of breeding give us mums of nearly every size and color.

History traces the origin of chrysanthemum culture to Imperial China over 3,000 years ago.

Chrysanthemums were highly prized by the emperors of China who considered them to be more valuable than gold. The Japanese also revere the chrysanthemum. In fact, the origin of Japanese culture is wrapped in chrysanthemum legend. It seems that one of the early emperors of China became quite ill.

In his quest for a remedy he learned of the “herb of youth” that would restore his health. The search for the “herb of youth” was entrusted to twelve male and twelve female virgins. They sailed out onto the Pacific Ocean with a bamboo basket filled with the Emperor’s beloved “golden daisies” to trade for the “herb of youth.”. They didn’t make it far before the quest was ended by a typhoon that left them shipwrecked on a rocky archipelago. With their journey at an end, the survivors planted the revered mums and set about exploring their new home.

Over the years, the survivor’s descendants populated the islands we now know as Japan. Their reverence for chrysanthemums continued, and they were eventually considered the exclusive property of their Emperor. In 910 AD, the Japanese Emperor displayed his prized plants at the first Imperial Chrysanthemum Show and declared them to be the national flower of Japan. In 1876, another Japanese emperor created the Order of the Chrysanthemum as the highest honor

traditional sixteen-petal chrysanthemum design.

European interest in Chrysanthemums budded with the arrival of plants brought back from the orient by Dutch traders in the early eighteenth century. The Dutch are known to have produced several new varieties from the original plants. Chrysanthemums came to North America in 1798 in the hands of John Stevens, a nurseryman from Hoboken. By 1850, the Chrysanthemum Society of America had been founded, and they held their first show in 1902.

The first step to success with hardy mums is to make sure that you’re buying winter hardy mums. Unless they are labeled as winter hardy mums, you should assume they are not.

Many folks display their potted mums, waiting until right before frost to plant them. This really doesn’t give the plant much of a chance to get some roots down into their new home. It is best to plant them as soon as you can.

After the flowers are finished, snip them off but leave the leaves. They’ll provide food to help the roots grow until frost claims them. There’s no need to cut your mums back until spring when new growth appears.

In very windy locations, you might cover them with evergreen boughs after several hard freezes. This will protect them in case we have a snowless winter.

Snow is the best winter protection for mums and all of our perennial garden plants.

Lately, North Americans asters have become a popular contender for champion of fall color in the flowerbed.

Compared to mums, asters are a relatively recent upstart. English gardeners, visiting their colonial cousins found asters to be quite lovely and brought

a classic case of one man’s trash becoming another’s treasure. Whichever you choose you’ll enjoy great fall color for many years to come. Heck, why choose! Grow them both.

ow Vashti Ma’at and Leon Carr met isn’t quite about food. But the 20-year friendship has grown to their partnership through Vashti’s Kitchen Delights is definitely about the food.

Vashti’s Kitchen Delights is among the Saratoga Farmers’ Market’s new vendors. Ma’at and Carr bring the prepared meals and sides that Vashti’s Kitchen Delights features to market each Wednesday and Saturday.

Ma’at was born in Trinidad and Tobago, and Carr in Jamaica. Each emigrated to New York City with their families. Ma’at holds a degree in sociocultural anthropology, has trained as a pastry chef, and has had a career as a consultant. Carr has worked as an engineer and has run businesses. Vashti’s Kitchen Delights is an amalgam of their experiences and their fused Caribbean cultural cuisines.

Ma’at and Carr met in Queens around 2001. Carr owned and operated a cyber café and computerrepair business, and Ma’at had a malfunctioning laptop. After a series of jousts and jokes, she decided she could trust Carr to fix it, and Carr proved himself reliable. He allowed clients to use the cafe computers for free while their devices were being repaired.

Ma’at became a regular. Carr learned she had a small catering business and hired her to provide breakfast for a business meeting.

“No one remembered what happened at the meeting,” he recalled. “But everyone remembered the food.”

And so it went. Vashti catered meals, and Leon helped

develop the business. They moved to Amsterdam in 2006. Ma’at was employed through a grant-funded position, and when the grant ended in 2017, she decided to devote herself to cooking.

Vashti and Leon visited several area farmers’ markets.

“We decided that, as caterers, such markets would offer potential customers the opportunity to sample our dishes and experience our cuisine,” she said.

Vashti’s Kitchen Delights’ offerings are dairy and gluten-free, with many vegan options. Ma’at gives many of them a Trinidad and Tobago touch through using such ingredients as coconut oil, all fresh herbs like cilantro, and spices like cumin and cinnamon.

She adds a touch of fun by giving them names like the Sassy Pig (pork) and Salacious Hen (chicken).

Vashti often makes time to shop at other vendor stalls for ingredients for the business and the meals she and Carr enjoy on their own time at home. The conviviality defines the business and the relationships she and Leon build with customers and others.

INGREDIENTS: *Ingredients currently available at the farmers’ market

• 5-6 cups of diced cabbage* (5 cups if using 1 cup of mixed seasonal vegetables) • 1 cup of mixed seasonal vegetables* - optional (Brussel sprouts, zucchini, kohlrabi, cauliflower, mushrooms, potatoes, etc.)

• 1 cup of shredded carrots*

• 1 cup of diced mixed bell peppers* • ¼ cup finely chopped cilantro* • 1-2 cloves of finely chopped garlic* • 1 teaspoon sea salt (adjust to taste) • 2 tablespoons of olive oil*

INSTRUCTIONS: In a large saucepan, add oil, chopped cilantro, garlic, and salt and sauté over high heat for 3 minutes. Add remaining ingredients and combine well, reduce heat to medium and cover the saucepan. Cook for an additional 5 minutes. Adjust salt to taste.

Let’s Make Pasta!

! I love Pasta. There, I said it. It is a weakness I have. Homemade pasta is a bigger weakness. Once you experience homemade pasta, it is close to impossible to go back to the store brand pastas. Making homemade pasta can require extra time – but it is worth it. If you haven’t ventured past the convenience of dried pasta, it’s time to make some changes in your life. We have nothing against dried pasta — there is definitely a time and a place for it, and in fact, sometimes there’s nothing better for a quick and satisfying weeknight dinner. If you’ve ever tried homemade pasta, however, you understand what pasta is really all about. Homemade pasta

INGREDIENTS:

• 3 large eggs

• 2 cups flour, plus extra for rolling the pasta

EQUIPMENT:

• Pasta machine

• Mixing bowl

• Baking sheet

• Fork or dough whisk

• Clean dishtowel

• 1/2 teaspoon salt

INSTRUCTIONS 1. Combine the Flour and Salt: Whisk together the flour and salt with a fork in a medium mixing bowl.

2. Add the Eggs: Create a deep well in the middle of the flour and crack the eggs into this well. Whisk the eggs with the fork to combine.

NOTE: The name of the game at this point is to keep everything well-floured to prevent the pasta from sticking to itself or the roller as you work. If the dough starts to feel sticky as you roll it, sprinkle it with flour. Also sprinkle flour on any pasta you’re not working (rolled, cut or otherwise) with and keep it covered with a dishtowel.

NOTE: You can do this on the counter-top “Italian Grandmother Style” if you prefer, but I find it’s easier and less messy to do it in a bowl.

3. Begin Combining the Flour and Eggs: As you whisk the eggs, begin gradually pulling in flour from the bottom and sides of the bowl. Don’t rush this step. At first, the eggs will start to look like a slurry. Once enough flour has been added, it will start forming a very soft dough. Don’t worry if you haven’t used all the flour.

4. Knead the Pasta Dough: Turn the dough and any excess flour out onto a clean counter. Begin gently folding the dough on itself, flattening, and folding again. It will be extremely soft at first, then gradually start to firm up. Once it’s firm enough to knead, begin kneading the dough. Incorporate more flour as needed to prevent the dough from sticking to you or the counter. Slice into the dough with a paring knife; if you see lots of air bubbles, keep kneading.

The dough is kneaded when it forms a smooth elastic ball and has very few air bubbles when cut.

5. Rest the Pasta Dough: Clean and dry the mixing bowl. Place the ball of dough inside and cover with a dinner plate or plastic wrap. Rest for at least 30 minutes.

NOTE: At this point, the pasta dough can be refrigerated for up to 24 hours. Let it come back to room temperature before rolling.

6. Divide the Pasta Dough: Sprinkle a baking sheet generously with flour and scrape the ball of dough on top (it will stick to the bowl; use a spatula or bowl scraper if necessary). Divide the

7. Begin Rolling Out the Pasta: Set your pasta machine to the thickest setting (usually marked “1”). Flatten one piece of dough into a thick disk between your hands and feed it through the pasta roller. Repeat once or twice. Fold this piece of dough into thirds, like folding a letter, and press it between your hands again. With the pasta machine still on the widest setting, feed the pasta crosswise between the rollers (see picture). Feed it through once or twice more until smooth. If desired, repeat this folding step.

This helps to strengthen the gluten in the flour, giving it a chewier texture when cooked.

8. Thin the Pasta: Begin changing the settings on your roller to roll the pasta thinner and thinner.

Roll the pasta two or three times at each setting, and don’t skip settings (the pasta tends to snag and warp if you do). If the pasta gets too long to be manageable, lay it on a cutting board and slice it in half. Roll the pasta as thin as you like to go.

9. Cut the Pasta: Cut the long stretch of dough into noodle-length sheets, usually about 12-inches.

If making filled pasta or lasagna, proceed with shaping. If cutting into noodles, switch from the pasta roller to the noodle cutter, and run the sheet of pasta through the cutter. Toss the noodles with a little flour to keep them from sticking and gather them into a loose basket. Set this basket on the floured baking sheet and cover with a towel while you finish rolling and cutting the rest of the dough.

is a little chewy and very tender; it really does just melt in your mouth. It may sound difficult, but making your own pasta is actually much easier than you might think.

Fresh pasta comes together quite quickly. Mixing and kneading the dough takes about 10 minutes, then you let it rest for 30 minutes.

You can use this resting time to pull together the ingredients for the pasta sauce. After resting, rolling out and cutting the dough takes maybe another 10 to 20 minutes, depending on how fast you go and how many helpers you have.

Speaking of helpers, it helps to have a few. You can definitely do it by yourself, but it’s really nice to have an extra set of hands, especially if you’re handcranking the dough through a counter-top pasta roller. Whether working by yourself or with someone else, I find that you fall into a rhythm of rolling the sheets of pasta, cutting the noodles, and sprinkling everything with flour.

Once you’ve made your pasta, you can cook it right away, dry it, or freeze it for later. When you do cook it, remember that homemade pasta cooks much more quickly than the dried pasta you buy in stores. Give it about four minutes in salted boiling water, taste it, and keep checking in one-minute increments until the pasta is al dente. Add Spinach or carrots to create more colorful pastas. What’s fun about these pastas is that the dough is really colorful and contains very concentrated vegetable juices, but they don’t have an overt vegetable taste. They are delicious, and I am pretty sure they could still pass a picky eater’s taste test. Unless the picky eater hates colors.

Blues-Rocker Samantha Fish Steve Forbert to to Perform at Empire Live Stage Show at Lena’s ALBANY — Drawing on the inspiration of her North Mississippi blues heroes and inventive iconoclasts like Prince, Samantha Fish this month releases “Faster,” on Rounder Records. The album, her sixth, was produced by Martin Kierszenbaum, who has worked with Lady Gaga and Sting.

SARATOGA SPRINGS — Local resident John Oliver has published a new book of words - 365 vignettes, creating a vibrant picture of an astonishing life, he says.

Not to be confused with John Oliver of TV fame - “I spend hours explaining I’m not the HBO guy,” he created a decade ago the character of JPV Oliver, whom he explains as “an overweening snob who’s posh, eccentric, deeply ridiculous and who drinks too much…”

The book - “I Know This Looks Bad: Errors and Graces in a Louche Life” – boasts a flair for internationalism and a properdripping cadence that melts 190 pages of verse into soothing tones that manifest in the inner ear, inscribed perhaps, from his graduate school days in Canterbury.

Oliver was born in nearby Amsterdam, NY in 1953, seven months after his parents were wed. “Students of nuptial norms and human gestation will note a squiggle in the timeline,” he writes. “I was the giddy-up around their wedding.”

His working life began as a beer truck driver in Albany during the 1970s, before catching a gig as a PR director for the NYS Nurses’ Association. “Soon after

Spa City’s Figgs Among 2021 Eddies Music Hall of Fame Inductees SARATOGA SPRINGS — The Figgs, founded in Saratoga Springs in 1987 and who have gone on to record 13 studio albums, multiple EPs, live albums, and singles, will be among this year’s inductees into the Capital Region Thomas Edison Music Hall of Fame A ceremony will take place at 7 p.m. on Wednesday, Oct. 27 at Universal Preservation Hall.

Additional inductees include: the Big Band vocalists and brothers Bob Eberly and Ray Eberle; country musician Marty Wendell; radio disc

jockey Jim Barrett, jazz band leader Skip Parsons, Cuban and African percussionist and educator Eddie Ade Knowles; Old Songs founders Kay (Andy) and Bill Spence.

The ceremony will feature live musical performances and tributes to the inductees. Scheduled to perform are artists playing the inductees’ music: Dylan Perillo; Sean Wendell; Brown Liquor Social Club featuring Chris Dollard and J Yager; and Peter Pashoukos and Greg Greene (of the band Perennial).

Adirondacon Tabletop Gaming Convention Returns October 2 GLENS FALLS — Adirondacon Tabletop Gaming Convention returns to the Charles R. Wood Theater on Glen Street in downtown Glens Falls, after a long break due to the Coronavirus.

Adirondacon 4 will be a one-day, 12-hour event filled with modern board games, RolePlaying games, and more. This event is open to people of all ages and skill levels. The event will run from 10 a.m. to 10 p.m.

The event organizers, Adirondack Tabletop Gamers and Game Developers, along with local game design company First Stall Productions, invite tabletop gaming

Albany Symphony Launches Music Director David Alan Miller’s 30th Anniversary Season ALBANY — Music Director David Alan Miller and the musicians of the Albany Symphony return to the Palace Theatre stage on Saturday, Oct. 9 for the start of Miller’s 30th Anniversary Season. SPAC School of the Arts Opens Doors, Offers Full Slate of Classes SARATOGA SPRINGS — Following a poetry reading by Richard Blanco to commemorate the launch of the SPAC School of the Arts (SOTA), children participated in dance, music and theatre classes led by the faculty.

The multidisciplinary arts school was founded to further SPAC’s longstanding mission to ensure that students of all ages

have the opportunity to experience the transformative power of the arts.

SOTA operates out of the Lewis A. Swyer Studios – a stateof-the-art facility located behind the National Museum of Dance on South Broadway.

BALLSTON SPA — Comedian Colin Quinn and friends headlined the Tunnel to Towers Foundation comedy and music benefit in September in Ballston Spa. The Tunnel to Towers Foundation honors the sacrifice of firefighter Stephen Siller who was killed while saving the lives of others at the World Trade Center on Sept.

11, 2001. Funds raised go toward helping injured veterans and first responders.

When Hollywood Came to Ballston Spa: Filming “The Way We Were” BALLSTON SPA — In the fall of 1972, a production crew took over Front Street to film some scenes for the movie “The Way We Were,” which was set in the 1930s. Robert Redford and Barbra Streisand--and some “extras” were played by local residents.

Cancelled: Zac Brown Sunday Show at SPAC To all our fans, I have made the very difficult decision to pause Zac Brown Band’s “The Comeback Tour.” Despite taking precautions, I’ve tested positive for COVID-19. I am deeply disappointed this has happened, as touring is our life and performing live for our fans is the best part of our job.

The bottom line is that I want to take every precaution to put the health and safety of our fans and crew first. We will resume the tour as soon as I have finished the CDCmandated quarantine and it is safe for our band members and crew to do so.

I am grateful to our fans for understanding this decision, as well as everyone on the front lines who can’t stay at home because their work is essential. I believe we can all overcome this together. As soon as we can, we’ll see you back out on the road again. Nothing’s better than the comeback.

SECTION 2 - ESTABLISHMENT AND CONFIRMATION OF SEWER CHARGES Subject to confirmation by the County Board of Supervisors, this scale of charges may, from time to time, be amended by the District’s Commissioners.

SECTION 3 - CRITERIA FOR ESTABLISHING SEWER USER CHARGES The scale of sewer user charges shall use the following criteria: (a) A user is defined as any piece of land upon which a building or buildings stand

and is connected to an interceptor, trunk or collector sewer served by the District. (b) The annual cost of debt service, administration, operation and maintenance for the District’s treatment facilities will be generally allocated to all users. (c) The annual cost of debt service and operation and maintenance associated with the interceptor sewer, will be generally allocated to all users connected to and/or discharging into the system. (d) The annual cost of debt service and operation and maintenance associated with each major trunk sewer system will be generally allocated to all users connected to and/or discharging into the system. (e) A connection unit is defined as a single-family dwelling unit. Units include, but are not limited to, a single family house, each apartment unit (e.g. an apartment building with six apartments is six units), each half of a duplex, a cottage, a camp, a mobile home, and each unit of a condominium or townhouse. A “unit” as used for billing purposes will be 200 gallons per day of sewer discharge, or any portion thereof. No user will be rated at less than one unit. Users will be rated in terms of whole connection units. Each tenant with sanitary facilities within a commercial complex will be defined as an individual user. (f) For all users, including single-family dwelling units, equivalent connection units (E.C.U.) will be determined based on the following schedule which accommodates peak demand and potential flow needs: USER CHARGES: Single parcel: A. Vacant - no charge unless a lateral was requested and installed. If lateral is installed, a collector fee shall be charged for each lateral.

B. Occupied - Residential (1) Single Family Residence a. 1 user, 1 collector as applicable.

(2) Multiple Family Residence – Each separate dwelling unit in a two family, three family or multiple dwelling, which is not an apartment a. 1 user per dwelling unit b. 1 collector per dwelling unit as applicable (3) Apartments a. Each dwelling unit is assigned 1 user and 1 collector as applicable b. Subsidized senior housing - For complexes receiving Federal, State or municipal rent subsidies for dedicated senior housing, each 2 dwelling units will be assigned 1 user and 1 collector as applicable c. Proof of entitlement to the designation as senior subsidized housing will need to be provided by the user and will be subject to approval of the Sewer Commission; confirmation of continuance of the subsidy will need to be provided to the Sewer District by September 1st of each year.

(4) Trailer Parks a. 1 user for each approved trailer site (5) Condominiums a. Each unit is assigned 1 user and 1 collector as applicable b. Charges will commence upon issuance of a Certificate of Occupancy by the local municipality for those units that the New York State Department of Law has authorized to be offered for sale. Common area facilities will be assessed to the owner of record

as determined under provisions of Commercial Users.

For all commercial users: where actual sewer flow is measured, that flow (one year’s record data) shall be used for determining an E.C.U. count with adjustments for discharge strength and content. The data is to provide cumulative and daily peak flow volumes; the methodology is subject to approval of the Executive Director.

Users generating higher annual sewer flows than above schedule, the following rate table applies:

Consumption (gallons): Connection Units Up to 112,500 gallons: 1 unit 112,501 - 187,500 gallons: 2 units 187,501 - 262,500 gallons: 3 units 262,501 - 337,500 gallons: 4 units 337,501 - 412,500 gallons: 5 units For each additional 75,000 gallons or any part thereof, the number of connection units shall be increased by one. (g) When there is a substantial increase in sewer flows during the current year, the District may adjust the number of connection units charged and bill the user directly for that additional sum pursuant to Section 8. (h) Saratoga Spa State Park will be charged based on their 2021 measured waste expressed in E.C.U.’s discharged to District facilities. (i) Wastewater from wet processing and other operations is subject to the restrictions, prohibitions and surcharges outlined in the District’s rules and regulations covering the discharge of sewage, industrial waste and other waste into the Saratoga County sewer system and all sewers tributary thereto. (j) A user discharging B.O.D. or T.S.S. to the District facilities exceeding the amount allowed in the District’s rules and regulations will be charged $700 per dry ton for that excess per conditions of their discharge permit. (k) All costs of the District’s pretreatment and spill response program including, but not limited to, laboratory testing, labor, equipment, materials, consultants and sub-consultants, contractors and subcontractors, and fines, shall be reimbursed by the individual or user. (l) Outside non-residential users will be charged two and one-half times the rate established for the trunk system servicing that user, residential housing will be one and one-half times that rate. (m) Users of collection sewers turned over to the District will be charged for that portion of the District facilities utilized and at the same rate as the other users of the particular system.

SECTION 4 - SCALE OF CHARGES The following is the 2022 scale of charges for the trunking and treatment of sewage. (a) The cost of the treatment facilities and interceptor sewer lines is allocated among the 23 trunk systems. The assessor of each municipality utilizing the town and county tax bills for the collection of taxes shall properly code the assessment roll as to the number of connection units for each particular property and for those properties utilizing the collector system.

The assessor shall use the District’s formula to determine the units for multiple dwellings and commercial users of the trunk and collector systems.

The City of Saratoga Springs, which includes the Geyser Crest, Geyser Road and a portion of the Saratoga Lake trunk sewer systems; as well as the Kirby Road, Loughberry Lake, Crescent Avenue and a portion of the Saratoga Lake collector systems shall each be considered as a single-bulk user and shall be so billed by the District. The city’s collecting officer shall determine the appropriate method of assessing and collecting its sewer user charge. This single-bulk user charge may be passed on to city residents as a city sewer rent and enforced pursuant to General Municipal Law §452.

City payments shall be due quarterly by March 31, June 30, September 30 and December 31, 2022. A late payment charge of one percent (1%) per month shall be added for each month or portion thereof until paid.

The District shall bill Saratoga Spa State Park their 2021 user charges payable no later than May 1, 2022.

The Town of Schaghticoke shall be billed by the District for service to the Hemstreet Park area of the Town on a semi-annual basis in accordance with the terms of the District’s Inter-municipal Agreement with the Town.

GLOBALFOUNDRIES and Saratoga County Water Authority will be billed on a monthly basis based on flows discharged the preceding month per terms of their Industrial Discharge Permits.

Payments by single-bulk users shall be made to the County Treasurer who shall reject any untimely or insufficient payment. The postmark date of a payment shall be evidence of payment.

SECTION 7 - PENALTIES FOR LATE PAYMENTS Sewer charges shall be subject to the same penalties and interest applicable to County taxes generally.

SECTION 8 - PAYMENT OF SEWER CHARGES NOT ON TOWN/COUNTY TAX ROLLS The District shall bill directly those users of the collector sewer system and the trunk sewer system not appearing on the town and county tax rolls. Payments shall be made to the District and forwarded to the County Treasurer. Partial payments will not be accepted and will be returned.

The District shall also bill directly those users that have had an increase in connection units during the year.

The County Treasurer shall prepare and transmit to the Board of Supervisors, on or before December 1, a list of District residents or property owners within the District who are in arrears in the payment of such trunk or collector charges for

a period of 30 days or more. The list shall contain a brief description of the properties for which the services were provided, the names of the persons or corporations liable to pay for same and the amount chargeable to each including penalties and interest computed to December 31.

The Board of Supervisors shall levy such sums against the properties liable and shall state the amount thereof in a separate column in the annual tax rolls of the various municipalities under the name of “county sewer charges.” Such amounts, when collected by the several municipal collectors or receivers of taxes, shall be paid over to the County Treasurer. All of the provisions of the tax laws of the State of New York covering the enforcement and collection of unpaid taxes or assessments for special improvements not inconsistent herewith shall apply to the collection of such unpaid charges. Such amounts, when received by the County Treasurer, shall be credited to the County Sewer District fund for the District’s exclusive use.

SECTION 9 - PROCEDURES This proposed scale of charges shall be published in accordance with Resolution No. 174 of 1977 as amended by Resolution No. 174-09. Aggrieved persons may appeal such scale of charges to the Saratoga County Board of Supervisors within ten (10) days following publication in accordance with section three of Resolution No. 174 of 1977 The County Board of Supervisors shall thereafter act upon the proposed scale of charges and upon all appeals in one of the following ways: (a) By confirming the scale of charges by a general resolution; (b) By amending the scale of charges and confirming the amended scale by a general resolution; or (c) By committing the scale of charges to the Sewer District Commission for further study and consideration.

You Never Know Who or What is Waiting Around the Corner

by William G. Gotimer, Jr. for Saratoga TODAY At Belmont Park on Saturday, October 2 they will run the Champagne Stakes for twoyear-olds as they have in the fall since 1867. It is s storied race and one from which I learned some important lessons as a teenager.

It was the fall of 1978, the world was in its usual state of flux, New York City was in the midst of its financial crisis, and something called a cellular phone was being used for the first time. The world also saw a test tube baby for the first time and a handheld stereo called the “Walkman” was making music portable. A phantom named the Uni-bomber was beginning his terror spree. The only thing certain was that things were changing – quickly.

Those of us in the horse racing world, however, were confident we had it figured out. Everything had gone so smoothly since Secretariat came onto the scene.

Secretariat was so good as a two-year-old that he was named Horse of the Year. He roared into his three-year-old campaign and swept the Triple Crown with such authority it left young people and grizzled old horse players alike in awe.

Fans grudgingly accepted his early relocation to the breeding shed because his connections assured that he met all the tests of greatness. He was the best of his generation, won at sprints and routes, beat older horses, won giving weight, won on dirt and grass

and in a sporting gesture and a nod to the Canadian roots of his trainer and rider, won in Canada.

He set track records along the way and managed to be on the cover of news stalwarts – Time Magazine and Newsweek in the same week.

Secretariat’s departure to stud left a big hole in the sport, but it was clear that his babies would come along soon enough.

While we waited, Forego, who ran in Secretariat’s Kentucky Derby, would emerge as the best handicap horse in a generation; the fabulous, rough and tumble filly Ruffian would come along and thrill us like no other, and the fierce and fleet footed Seattle Slew would come along for unknown connections and dominate the Triple Crown again in 1977.

If that wasn’t enough, 1977 saw the beginning of a rivalry between two-year olds from different backgrounds. The royally-bred Alydar from Kentucky and the modestly bred Affirmed from Florida would trade victories as two-year olds and come into the 1978 Triple Crown races as rivals – each with their own fierce supporters.

In 1978 we were again treated to a Triple Crown winner in Affirmed – this time one where tenacity and grit – not power and brilliance – were the defining characteristics.

We understood this game now. We knew how to look for the next great one. When the first crop sired by Secretariat was less than stellar, we nonetheless remained confident that the next great one was right around the corner. When we turned our eyes towards the two-year olds of 1978 we knew what we were looking for and there he was. He was a son of Secretariat owned by Bertram Firestone; trained by Leroy Jolley and he was beautiful. His name was General Assembly.

It was at Saratoga exactly a week after the Travers (where Affirmed beat Alydar again but lost the race in the stewards’ stand) - the Hopeful Stakes - the last stakes of the then four-week Saratoga meet. General Assembly,

the son of Secretariat was about to take his rightful place as the heir apparent. He didn’t disappoint.

Not only did he run like his father, he looked like him. He rolled to an authoritative victory and we all nodded that we had seen the twoyear-old champion and 1979 classic winner. Remember – we had this game figured out.

Eight weeks later at Belmont, October 8, 1978 General Assembly was favored to annex the Champagne Stakes on his way to the two-year-old Eclipse Award and I was assigned to work selling tickets on the third floor of the Belmont Clubhouse. The high rollers frequently gathered on the third floor of the Clubhouse at Belmont back then. I took pride in handling their large bets.

It was before the new era of computerized mutuals, and racing was slowly moving away from the requirement that each race only be bet in the thirty or so minutes before the race. Advanced wagering was being approached cautiously due to tradition and computer limitations. At that time advanced wagering on the remainder of the card could only take place after the Daily Double on the first two races.

Before the first race, I was approached by an unassuming man in his forties, and he asked when he could bet “the feature.”

I politely told him he had to wait

until after the Daily Double. After the first race, he reappeared. I indicated that it wasn’t after the Daily Double had been closed to wagering but after the races had been run. He apologized but dutifully returned after the second race to inquire a third time.

This time I had to tell him he had to wait until the second race was official. He stepped away again.

Finally, the bell rang signifying all subsequent races were now open for betting. I motioned to the polite but impatient gambler, and he approached. He indicated he wanted to bet the feature. He produced four banded stacks of $100 bills each containing $5,000. He wanted to bet $20,000 - all to win.

Knowing that I had figured this game out, I prepared to print tickets on General Assembly - the heir apparent. I placed my hand on the number three button correlating to General Assembly.

He corrected me. “Number 2 please” he commanded. “What!”

I thought. “Are you sure” I said as I flipped my program to see who he was betting. “Yes sir” he said “Spectacular Bid. You might want to bet him yourself.”

Flabbergasted I punched out 400 $50 Win tickets on Spectacular Bid – my mind puzzled. Was he mad or informed? Was he eccentric or slick? Was he too rich for his own good?

It would take hours to know.

There was a buzz in the crowd as Spectacular Bid – not General Assembly – opened as the favorite but eventually the New York betting public ignored the early money and showed its loyalty to General Assembly, making him the favorite at $1.40-1. Despite the large early bet Spectacular Bid fell to the $2.40-1 third choice after Calumet Farm’s Tim the Tiger became the second choice in the last minute.

When the gates opened, we saw something different. What we then knew was that you never know what or who is waiting around the corner. Within jumps of the start Spectacular Bid had assumed the lead from his rail post position and the race was over. General Assembly would gamely try to get to the leader on the turn, but the gray colt would skip away and snatch the title of the next great one. He went on to one of the best horses not to win the Triple Crown.

Spectacular Bid’s New York debut taught me some lessons. In ascending order of importance, never ignore early money; respect what others know; and most importantly – “you never know who or what is waiting around the corner. As in racing as in life - the strongest opponent you may face is the one you don’t see coming – you simply never have everything figured out.”

ALBANY — Aisling Cuffe of Concord, MA, surged to an early lead that she never relinquished for a dominant victory in the 43rd Freihofer’s Run for Women in Albany, NY. Cuffe, wearing bib No. 1, finished the 5-kilometer race in 16 minutes, 34 seconds, which was 40 seconds ahead of her nearest competitor.

The 28-year-old Cuffe, who ran high school cross-country track for Cornwall Central High School and was competing in the prestigious all women road race for the first time, earned a $3,000 first-place prize on a cool, crisp early autumn morning on Sept. 25.

Cuffe paced a field of more than 1,200 women. As she zoomed down the final stretch about 50 yards ahead of the nearest runner, Cuffe received a round of applause from spectators lining Washington Avenue adjacent to the New York State Capitol building.

“I love races like this where you get to see the other people in the race,” said Cuffe. “Even the start, when Event Director Kristen Hislop was announcing the birthdays, I love that! The number of people who come out and share in the sport of running, having fun together, it’s so inspiring. I love it!”

Traditionally run the Saturday after Memorial Day, the Freihofer’s moved to September due to the COVID-19 pandemic. The race still drew a field of elite runners from throughout New York state and New England, as well as hundreds of local recreational runners. Their ages spanned from nine to 89.

Five of the top 10 finishers were from the immediate Capital Region, including second-place finisher Cara Sherman, a former distance runner for the University at Albany and nearby Mohonasen High School in Rotterdam, NY. The 24-year-old finished in 17:14.

“I was surprised to finish so high, but I hit the time I was shooting for,” said Sherman. “I thought I’d be around 17:15, so I was pretty happy with that.”

Annika Sisson, a 25-year-old from Pawtucket, RI who competed at the NCAA regional meet several times in college in the 1500 and won six conference titles for SUNY Stony Brook, was third in 17:24.

While Cuffe ran virtually uncontested through scenic Washington Park, the masters (over 40) field grew increasingly competitive. Syracuse resident Sascha Scott, 46, actually improved her mile splits at every interval and captured the masters race in 18:17.

“We were all pretty close at the start and came through the first mile in a real relaxed pace,” said Scoot, who had run the Freihofer’s once before 13 years ago. “I decided to pick it up the second mile and ran the third mile as fast as I could.”

An associate professor of art history at Syracuse University who holds a pending age-group record in the mile (4:53:52), Scott was followed to the finish line by Marisa Sutera Strange (18:56), a 2020 USATF Masters Hall of Fame inductee, and Renee Tolan

(18:57) of Clifton Park, NY, who was competing for the Albany Running Exchange Racing Team.

“It’s very different to run this race in September,” said Sutera Strange, 58, who resides in Millbrook, NY, and has competed many times. “I’m just grateful they were able to pull this off.

It’s such a great event.”

BOYS Ballston Spa v. Troy Ballston Spa Boys’ Varsity Soccer Team hosted Troy on Sept. 23 and posted a 5-0 win, with goals by N. Datka, C. McCarty, A. Miller, E. Phelps, and R. Box. Assists from R. Box, A. Merrill, and M. Doe (2).

Schuylerville v. Scotia Schuylerville faced off against Scotia on Sept. 23 in a Foothills north/south matchup. The horses would take the early lead when a Scotia defender was pressured into deflecting in an own goal.

After this, the play would go back and forth until just before half when Kofi Jack would tie it up, 1-1.

The second half saw the intensity pick up with both teams looking for the win. With 15 minutes remaining, Schuylerville’s Casey Sutherland would play a beautiful pass to Liam Armstrong who would deflect it in. Scotia didn’t quit and with time running down they earned a corner kick. The ball would end up pinballing around until Xavier DeLuca was able to blast it in to even the score.

Three minutes into the first overtime, Armstrong would find the ball in the box, and place it past the keeper for the winning goal.

Final score: 3-2 Schuylerville.

Saratoga Springs v. Albany Saratoga Springs Varsity Boys’ Soccer had a 2-0 shutout win over Albany on Sept. 23. Goals for the Blue Streaks were scored by Evan

Hallett and Nicholas Varghese; Timothee Boyer recorded an assist.

Saratoga Springs v. Niskayuna Niskayuna took the win in a close game against the Blue Streaks on Sept. 25. Final score: 2-1.

Niskayuna’s goals were scored

by Jake Lewis and Matt Stiles, with Andrew Stiles recording two assists. Joe Radovic scored Saratoga Springs’ lone goal off a penalty kick.

Saratoga Springs record falls to 4-2-0. Niskayuna’s record improves to 3-1-2.

Schuylerville v. Broadalbin-Perth Broadalbin-Perth suffered their first loss of the season as Schuylerville defeated them 2-0 in a Foothills crossover match on Sept. 27. The Black Horses got on the board in the 31st minute when Liam Armstrong sent in a free kick that Balasai Witt headed off the crossbar and bounced into the back of the net. Schuylerville got their 2nd of the match with just 12 seconds remaining in the half when Sam Tyler was able to toe poke a 50/50 ball past the Patriots keeper. Liam Armstrong was credited with the assist.

The second half saw a determined B-P side try to level the match. The Patriots sent waves of pressure at the Horses back line; the defense did well to keep Broadalbin off the scoreboard.

For the match, shots on goal were even at 8 apiece. Corners favored the Patriots 8-0.

SARATOGA SPRINGS — It was a battle between the red, white, and blue as Saratoga hosted Schenectady on Friday, Sept. 24.

The Blue Streaks came away victorious with a 35-18 win over the Patriots. Over 2,000 people were in attendance for the Class AA football match and Saratoga’s homecoming game.

Schenectady’s Damire Smith scored the first touchdown of the game on a 4 yd. run after a 10-play scoring drive made by the Patriots. Jakiem Edge made an interception at the Patriot’s 1-yard line for a change in possession, stopping Saratoga from scoring in the first quarter.

But, as the fans rattled the bleachers 2 minutes into the second quarter, Saratoga’s Rodell Evans evened the score on a 1 yd. run. Schenectady battled back,

with Moses Grant also scoring on a 1 yd. run. It was the Blue Streaks who walked away at halftime with the 2-point lead after Gordon Murray’s 20 yd. scoring run and a successful two-point conversion pass from quarterback Nate Siewert to Chris Youngs.

Saratoga started to run away with the lead after a 17 yd. TD pass from Siewert to Christian Mello in the third quarter, a 30 yd.

TD pass from Siewert to Youngs 14 seconds into the fourth, and then Jared Arpey’s 20 yd. TD run.

The score was 35-12 in the fourth quarter when Smith had an 80 yd. TD run for Schenectady, making the final score 35-18. Smith finished the game with 13 carries for 170 yds. Also, for the Patriots, Grant had 77 yards on 16 carries.

For the Blue Streaks, John Bidonde had 92 yards on 14 carries. Evans, also a quarterback, had 73 yards on 9 carries and completed 2 of 5 attempts for 21

yards. Siewert completed 5 of 9 attempts for 52 yards.

The Blue Streaks league record improves to 1-2, and they are on the road in Guilderland on Friday, Oct. 1.

Unified Champion School. This distinction marks the highest level of achievement for Unified Champion schools in the nation.

SSHS is one of 14 schools in New York State to earn this recognition.

Silver Warriors Homecoming NISKAYUNA — It was homecoming for the Niskayuna Varsity Football Team as the Silver Warriors defeated the Ballston Spa Scotties in a regular season game on Friday, Sept. 24, to secure their third win.

Dunkin’ Donates Coffee to Regional Food Bank of Northeastern NY

ALBANY — Dunkin’ celebrated National Coffee Day (Sept. 29) by donating 300 pounds of coffee and delivering more than $1,000 in gift cards to the Regional Food Bank of Northeastern New York.

“We are excited to celebrate National Coffee Day by contributing to the tremendous efforts of the Regional Food Bank of Northeastern New York and supporting their dedicated staff and volunteers,” said Dunkin’ Field Marketing Manager Eric Stensland. “The Food Bank is a vital community organization and we are proud to assist them by donating gift cards and Dunkin’s signature coffee.”

The coffee donation from Dunkin’ will be used to help the Regional Food Bank continue to support local member agencies and the hungry people they serve.

Capital Region Dunkin’ franchisees also delivered $1,250 in gift cards to support the dedicated staff and volunteers who help keep the Food

Bank running.

“Dunkin’ is a valued partner in the fight against hunger through donations of product, funds, and volunteer support,” said Regional Food Bank of Northeastern New York Chief Operating Officer Nick Pisani.

“A warm cup of coffee is a morning staple, and we are proud to provide this donation to our member food pantries, soup kitchens, and shelters.”

The Regional Food Bank works to alleviate hunger and prevent food waste by accepting large donations of food from the food industry and distributing those donations to charitable agencies that feed hungry people like food pantries, soup kitchens, and shelters. The food provided by the Regional Food Bank helps to feed over 350,000 people each month.
