VICTORY — A onceburgeoning mill a top a historic landscape has been targeted for a large-scale residential reuse that could transform this small Saratoga County village located on the north bank of Fish Creek.

The village of Victory, located in the town of Saratoga, counts approximately 600 residents and borders the village

of Schuylerville. It played an important role during the era of the Battle of Saratoga in the 1770s and a century later served as the home of the Victory Manufacturing Company – employer of several hundred people. After hitting its peak in the 1870s, an economic downturn in the early 20th century forced the company known for creating high quality cotton goods to begin laying off employees.

THE SECRET LIFE OF NELSON M. KNICKERBACKER

Beginning in the early 1860s, breakins began taking place at businesses across Saratoga County. The method was always the same, an office was entered and the safe was emptied and then relocked. The only outward evidence of theft being the owners’ inability to open the safe. When expert locksmiths were called, they often could not reopen the safe.

At this point, the business would turn to a local man well-known for solving such problems, Nelson M. Knickerbacker. Inevitably his skill would prevail, though always revealing the loss of any valuables the safe had contained. Knickerbacker was born in December of 1844 in Saratoga Springs. He was one of ten children of Peter & Violetta Knickerbacker of that city. By the age of 22, he had established himself as a jeweler but then sold his business in 1866.

Henry L. West’s store in Ballston Spa was the next to be hit. Knickerbacker, who had been employed by West on occasion over the previous five years, was present when the store closed on the night of the burglary.

Knickerbacker quickly became the prime suspect and was arrested on June 6, 1868. As he was not considered a risk of leaving the area he was released on bail.

Eight months after Knickerbacker was released on bail, the safe at the Saratoga Springs jewelry store of E. R. Waterbury was found to be inoperable. After two days of unsuccessful efforts by professional locksmiths, Knickerbacker was called. He quickly opened the safe, revealing that gold watches, diamonds, and jewels worth several thousand dollars had been removed. A short time later another Saratoga Springs jewelry store was robbed in a similar manner, the owner John Frost also reporting a substantial loss.

At his trial, the accused’s comparatively weak defense did little against the prosecution’s overwhelming evidence. Knickerbacker denied being involved in the crime, backed by his mother’s claim that she was “certain that he was home” the night of the robbery.

Others who spoke on Knickerbacker’s behalf were boyhood friends whose testimony was summed up with “his character was always good up to the time of this charge.”

The jury quickly returned a verdict of guilty. On June 29, 1869, Nelson M. Knickerbacker was sentenced to five years of hard labor at Clinton Prison in Dannemora for burglary and larceny. Through the efforts of friends, his sentence was commuted to two years and eight months and he was released on February 28, 1872. The prison incorrectly reported his last name as Knickerbocker.

his bride living with her parents in Saratoga Springs while he was in prison. After his release from prison, Nelson and Phebe moved to Milton, Saratoga County. Knickerbacker returned to the jewelry business, opening a store in Ballston Spa. As his business prospered, he moved his family to the village.

In what was later called “alarming frequency,” safes were again found inoperable in Ballston Spa and the surrounding area. As an acknowledged expert, Nelson Knickerbacker would often be called to make the repairs.

Charging twenty-five dollars for his work, the safe when opened would be empty.

Throughout his years in Ballston Spa, Nelson Knickerbacker was known as a gentleman of good habits with a family who was highly regarded in the community.

Even with his previous criminal background, it was this perception by the town’s citizens that kept quiet the suspicions of his involvement in the crime wave.

The mystery safecracker was finally revealed on a cold winter night in December 1890. That evening, Richard Cunningham entered the ax and scythe factory at the northern edge of Ballston Spa to fill the woodstove. He was surprised to find that his key would not fit in the lock.

Finally forcing the door open, he was startled to see Nelson Knickerbacker standing in the office. The intruder explained that he had seen a man leave and had entered to investigate.

The police were summoned and Knickerbacker was taken into custody. On his person were found a loaded five-barrel pepper-box revolver, a dark lantern, and a set of hand tools.

In May of 1891, Knickerbacker was found guilty of an attempt to commit a burglary in the third degree.

The jury’s recommendation for mercy was denied and he was sentenced to two years and six months of hard labor. His daughters, Gertrude and Maude, cried hysterically while he was sentenced and led away. After his release, he returned to Ballston Spa and his family where he again took up his profession as a jeweler. Nelson M. Knickerbacker died of pneumonia in 1914 at the age of 69 and was interred in Gansevoort, Saratoga County.

A. I work at Toyota of Clifton Park. (Toyota-Joe has 30+ awards for customer service over the years.)

Q. In your opinion, what is the best season to be in upstate New York?

A. Every season.

Q. You recently moved back to the area. Where did you go and what were you doing there?

A. I was living in Hilton Head Island, South Carolina for 8 years, helping take care of family members. I worked at Toyota of Hilton Head.

Q. If you could only eat at one local restaurant for the rest of your life, where are you eating and what is the best dish there?

A. Lake Ridge Restaurant in Round Lake. Every dish has the “wow factor.”

Q. How long had you lived in the area before you left?

A. I was born and raised in Clifton Park/ Halfmoon. I graduated from Shenendehowa.

I had 24 years prior working for New Country Toyota of Saratoga before I left.

Q. What is a local tourist attraction or event that everyone should go to at least once?

A. SPAC (Saratoga Performing Arts Center) and Saratoga Battlefield.

Q. What do you miss the most about South Carolina?

A. Walking alongside the ocean, the warm climate, and my friends and family.

Q. What did you miss the most about the region while you were living in South Carolina?

A. My children and two grandsons. I also missed the mountains, the trout streams, fishing, hiking, and the changing of seasons.

Q. What is the best advice you’ve ever received, and who gave it to you?

A. The Golden Rule – treat others the way you want them to treat you. Also, count your blessings every day, and never judge another human. (Got the advice from his grandparents on both sides.)

Q. Where are you vacationing once the pandemic is over?

A. Back down to Hilton Head Island, SC.

4 Rose (Cooperberg) Cavalluzzo

SARATOGA SPRINGS — Rose (Cooperberg) Cavalluzzo passed away March 6, 2021 after a brief but brave battle with ovarian cancer. No words can express how merciless this disease is. Born August 16, 1952 in Manhattan, Rose grew up in Whitestone, NY, after a short time in the Bronx. She attended Hunter College High School,

Rose was a loving, giving, bright and hard-working woman. A lifelong educator, she taught high school and college courses and supported teachers throughout her career for the New York City Board of Education. She made learning fun and memorable and was always willing to step in and help a student in need, even if they were not in her classes.

Rose was first and always willing to help wherever she could and lift the people around her up.

She was quick to make friends, and always there for anyone who needed her.

While NYC was where she grew up and worked, Rose fully embraced Saratoga Springs long before she moved here in 2012, and positively adored her new hometown. She would tell anyone who asked that living in a community with so many wonderful things to do - good restaurants, places playing great

music and a library that’s open 7 days a week – was exactly what she wanted. While the winters were a bit long for her liking, she was even beginning to appreciate them, if only a little. Losing her as the world is waking up to spring is the biggest heartbreak, as this was her favorite part.

In Saratoga, Rose fully embraced the opportunities to continue to learn and grow.

She participated in several book clubs, enjoyed the company of other teachers at the retired teachers’ luncheons, and was excited to see more of her community through the Academy for Lifelong Learning. Rose loved dancing (especially to Garland Nelson and Soul Session), music of all persuasions, and summers by the pool with friends and family.

She was the life of the party and made everyone feel welcome and at home.

daughter and son-in-law, Andrea and David, as well as many dear friends, old and new, near and far, who have been so supportive and caring. She was predeceased by her beloved son James in 2019, and his loss was still new and devastating to all of us, but especially to Rose. She was also predeceased by her brothers, William and Howard, and her parents, Dorothy and Samuel, with whom we hope she is having a long-awaited reunion.

While we are grateful that Rose is not suffering, we all miss her terribly already. Rose’s family would like to extend their gratitude to the many people at Saratoga Hospital and Saratoga Oncology who have made the hardest time in their lives as compassionate and caring as it could be.

GREENFIELD CENTER — Doris H. Ashline sadly passed away at Saratoga Hospital on Tuesday, February 23, 2021. She was 86 years old and lived a great life. She will be greatly missed.

She is survived by her two sons, Vernon Ashline (Robin), Herman Ashline; two daughters, Doris (Tish) Hulka, Vicki Jean Neil (Gilbert); many grandchildren, great-grandchildren and friends who will miss her smile and warm heart.

Shannon C. Hufstetler, 41, of Saratoga Springs, was sentenced March 3 to 1 to 3 years in state prison, after pleading to felony DWI. Jerry Gonzalez, 37, of the Bronx, pleaded March 3 to criminal possession of a controlled substance in the fourthdegree, a felony, in Saratoga Springs. Sentencing May 14.

Shannon E. Loveridge, 47, of Stillwater, was sentenced March 3 to five years of probation, after pleading to felony DWI, in Clifton Park.

Jeremy Depasquale, 41, pleaded March 5 to attempted burglary in the third-degree, in connection with an incident in Saratoga Springs.

Sentencing May 14.

Toni L. Harris, 35, of Schenectady, was sentenced March 5 to six months in jail, after pleading to felony grand larceny, in Clifton Park.

Michelle L. King, 46, of Glens Falls, was sentenced March 4 to 2 to 4 years in state prison, after pleading to felony vehicular assault, in Moreau.

POLICE Daniel Marrano, 36, of Ballston Spa, was charged March 4 in Saratoga Springs with stalking in the fourth-degree.

Thomas Berry, 51, of Ballston Spa, was charged March 4 in Saratoga Springs with petit larceny.

Mark Desio, 35, of Saratoga Springs, was charged March 4 with aggravated unlicensed

BLOTTER 5 operation of a motor vehicle, and two driving/ vehicle related infractions.

Ryan K. Score, 32, of Gansevoort, was charged March 6 with aggravated DWI, AUO in the first-degree – a felony, and speeding, in connection with an alleged incident on Ballard Road in the town of Wilton.

Carlos J. Gonzales, 33, of Schenectady, was charged March 7 in Clifton Park with felony assault, felony aggravated family offense, criminal obstruction of breathing, forcible touching, resisting arrest, obstruction of governmental administration, and criminal mischief.

Gonzalez was charged following an alleged incident that occurred with a woman who was known to him.

Ronald C. Winters, 41, of Halfmoon, was charged March 6 with felony assault and two counts – one a felony, one a misdemeanor, of criminal mischief. Winters is accused of causing serious

physical injury to a woman and preventing the victim from communicating a request for emergency assistance. He is also suspected of damaging property. He was sent to Saratoga County Jail in lieu of $2,000 cash bail, or $5,000 secured bond.

Shannon L. Green, 37, of Saratoga Springs, was charged March 1 with felony burglary, felony forgery, and the misdemeanors: petit larceny, false personation, and forgery in the third-degree. Green is accused of committing petit larceny at the Wilton Walmart after previously having been banned from the store, as well as allegedly impersonating another person at the time of arrest.

John J. Martino, 35, of Saratoga Springs, was charged Feb. 27 with four counts of assault in the second-degree, and one count forcible touching. While incarcerated at Saratoga County Jail that same day, Martino is accused of being involved in a physical altercation with several Department of Corrections staff, according to the Saratoga County Sheriff ’s Office. Two Corrections Officers were transported to Malta Medical Center for treatment of their injuries, and a Corrections Department Sergeant and Officer were treated at the correctional facility. Marino is at the facility in lieu of $25,000 cash, $50,000 bond, or $150,000 secured bond.

4-H Teen Council Donates to Local Organizations SARATOGA SPRINGS — “I pledge my hands to larger service” is a phrase that all 4-H members are very familiar with.

Saratoga County 4-H Teen Council has been putting these words into action through recent community service activities.

At their February meeting, Teen Council members made fleece “tie blankets,” that were recently donated to local service organizations including Wellspring in Saratoga Springs, and the Veteran and Community Housing Coalition in Ballston Spa. In addition to making blankets, members also brought food and toiletry items to their meeting, and these items were donated to LifeWorks Community Action in Ballston Spa.

Community Service opportunities such as these are just one way that Saratoga County 4-H is working to achieve its mission of “creating caring, competent and contributing members of society.”

Saratoga County 4-H Youth Development is open to all youth in Saratoga County ages 5-18.

Saratoga County GOP Incumbents Announce Candidacy Reelection Campaigns SARATOGA SPRINGS — Saratoga County Sheriff Michael Zurlo, Clerk Craig Hayner, Surrogate Court Judge Richard Kupferman and Coroner Susan Hayes-Masa, announced their respective reelection campaigns on March 5 at the Saratoga Springs Casino and Hotel. All four incumbent candidates are Republican Party members.

First elected in 2012, Richard Kupferman, 59, is seeking his second term as Saratoga County Surrogate Court Judge.

Kupferman has resided in Saratoga County for more than 50 years and has more than 20 years of legal service to Saratoga County and several of its municipalities.

Craig Hayner, 53, has been County Clerk since 2014. Under his leadership the Saratoga County

Clerk’s Office and the Saratoga County DMV have seen a 12.4% overall increase in revenue.

Together, the offices have contributed approximately 7.5 million dollars to the County, positively impacting the county budget.

Michael Zurlo, 67, a Saratoga County native was first elected as Sheriff in 2013. Prior to that, he served 31 years as a member of the sheriff ’s office holding the positions of senior investigator, patrol deputy, criminal investigator, sergeant, and lieutenant.

Zurlo has also served on the bench as the Town Justice in the Town of Stillwater before stepping down in 2013.

Running for a third term, Susan Hayes-Masa, 66, of Saratoga Springs, was first elected as Saratoga County Coroner in 2013.

Working for the Coroner’s Office since 1995, Susan is accredited by the New York State Association of County Coroners and Medical Examiners, and a certified surgical technician who has completed the Medical Examiner/Coroner 101 course. Susan retired as Director of Donor Services with the Lions Eye Bank after 22 years of service.

The four countywide positions up for vote are Surrogate Court Judge (1), Sheriff (1), County Clerk (1), and Coroner (1). Election Day 2021 is Nov. 2.

ALBANY — Gov. Cuomo announced this week that 10 new state-run mass vaccination sites will be opening in the coming weeks. One of those sites is slated for Gurney Lane in Queensbury, located approximately a halfhour north of downtown Saratoga Springs and just off Northway Exit 20.

An opening date and criteria for vaccination has yet to be announced.

As of this week, approximately one-fourth of Saratoga County’s 230,000 residents have received at least one vaccine dose, according to statistics provided by New York State.

Also announced this week: restaurants outside of New York City which have been operating at 50 percent capacity, can move to 75 percent capacity starting March 19. New York City restaurants will remain at 35% capacity.

Adirondack Trust Donates to Saratoga Plan SARATOGA SPRINGS — The Adirondack Trust Company (ATC) recently announced that it has donated $1,750 to Saratoga PLAN as part of its annual ATC Credit Card Donation. Once per year, Adirondack Trust donates a percentage of the interest earned on credit-card balances to a local, 501(c)(3) nonprofit organization.

The organization is selected as part of the ATC survey that is sent out annually and chosen by ATC credit-card customers.

PLAN, which stands for “preserving land and nature,” connects people to nature through an extensive trail network with more than 200 miles of trails in the country.

VICTORY AT SARATOGA 186 APARTMENTS COMING

The mill – built in the early 20th century and standing just north of the site of the original 1846 plant – was last occupied in 2000. This week, the Saratoga County Industrial Development Agency approved $41.9 million in tax incentives over a 30-year period in connection with a plan that calls for the redevelopment of the mill to house 186 apartments.

The 186 apartments atop the 6.6-acre property would include 127 one-bedroom and 59 two-bedroom apartments with rents anticipated to range from $800 to $1,300 per month, says Larry Regan, president of Regan Development Corporation.

The anticipated residents filling the apartments of the converted five-story building Regan says, “commuting professionals looking for a place that is not in a downtown city, who want more of a suburban location in a cool retro-fitted building, and who want a large, good-price-point affordable apartment.”

Regan Development has been involved in quality developments and revitalization throughout New

York, New Jersey and Connecticut for a generation, most recently a complex that combines 72 workforce rental apartments at the mixed-use five-story Swinburne Building in Albany.

“This would not only be a boon to the community for the residential, but we’re looking to do a brew pub with a group that would have their brewery operations in the back on the lower section, with a patio that faces the Fish Creek.

That section is very picturesque.

We’re also looking to build an amphitheater for outdoor concerts in the warmer weather,” Regan said.

“We worked very hard to come up with something that’s not just a residential use, but a mixeduse to try and synergize economic redevelopment and revitalization of the building and the village. We want to make this right, not only as a residential spot but as a destination for people to come and enjoy.”

Following the departure of the building's last tenant in 2000, its assessed value fell from $3.7 million to about $650,000. A Malta resident purchased the lot in 2003 with designs of renovating it for mixed-use space, but nearly

$460,000 in unpaid taxes were accrued before the project could get started. Harmony Group Capital, led by developer Uri Kaufman, subsequently secured the Victory building, and the sale to move forward with the Regan Development project may come as early as June. Regan says approvals have been secured from the local Planning Board and Saratoga County IDA, and village building permits have been filed.

“Timewise, right now, things are in a state of flux because of the state budget - we’re using a fair amount of state resources here and because of COVID; costs for things like lumber and metal have gone up substantially, so we’re sort of waiting in a queue and hoping things can move forward for a potential June closing,” he said. “If not June, then we’re hopeful for a year-end closing. So, this is going to happen. Everything is in place.”

Construction would start as soon as a scheduled closing date is secured. The construction process is anticipated to take about two years, Regan said.

“We’re very pleased with the relationship we have with the village, with the town, with the county and with the state.

Everybody’s coming together to make this happen. It’s just a matter of waiting COVID out and then hit the ground running.”

"As a digital marketing company, we are always adapting to

We saw the need for a strong business focused news site locally and decided it was time to use the resources we had available to launch saratogabusinessreport. com,” Nelson said. “Our mission is to add as much value as we can to our clients and their digital marketing efforts.”

Beatty has been a resident of Saratoga County for nearly 20 years and owns Saratoga Publishing, which produces Saratoga TODAY newspaper which launched in 2006.

"Sites like this are always a work in progress. We plan to expand what the site is offering in the coming months as we build it out more," Nelson added.

She first became interested in boxing by attending classes to lose some baby weight. Long-Term Care Insurance

is an Important Consideration

for Retirees

SEVENTY PERCENT OF PEOPLE AGE 65 TODAY WILL NEED LONG-TERM CARE AT SOME POINT IN THEIR LIFE. The odds of at least one spouse needing care jumps to over ninety percent. Planning for the likelihood of needing long-term care should be an important consideration for most retirees.

The default plan, when you haven’t planned, is that you will pay out of pocket until your assets have been depleted to the point that you qualify for Medicaid. In other words, you’ve become impoverished enough to quality for a social welfare program.

For people who don’t have heirs, don’t have a spouse, and don’t mind receiving care in a nursing home, this may be a fine plan. For most people, however, other concerns make paying out of pocket an undesirable way to provide for their care.

If you pay out-of-pocket, you’re essentially self-insuring. You’re betting that the risk and cost of long-term care are something you’re willing and able to bear, and if they aren’t that you’re comfortable receiving care in a nursing home. For those who have heirs, a spouse, or who want to stay in their homes, long-term care insurance is the simplest solution for addressing this need.

People typically purchase long-term care insurance for two reasons.

Most people want to control the mode of care they receive. In other words, it’s generally desirable to receive care in-home, surrounded by your lovedones, and in a familiar setting. This allows for a better quality of life than you might otherwise expect in a nursing home. Long-term care insurance allows you to receive care at home, in an assisted living facility, or in nursing home, as your needs demand.

The second reason people purchase long-term care insurance is to protect their assets for use by a spouse, or to be passed to their heirs. How will your spouse maintain their standard of living after you’ve passed, if you’ve spent all of your assets on your care?

Many people wrongly think that Medicare pays for long-term care insurance, but it does not. Medicaid is the program that would pay for care.

A long-term care policy allows you to have a solution on the shelf for when you need it, and gives you the peace of mind of knowing that, not only will you be taken care of in the manner you desire, but your care won’t be a burden on family, and your assets can be protected.

In order to qualify for Medicaid, you must first spend down your assets to the point that you (and likely, your spouse) are considered impoverished.

When applying, you’ll need to show proof that you haven’t given any money away in the last five years, and if you have, it could affect your eligibility. In fact, you will be required to show five years’ worth of monthly statements for every account you’ve held during that period.

As you get older the risk to you and your family shift from the risks associated with premature death, to the risks associated with failing health. Once your working years have passed, the economic risk of your death often becomes minimal. In consideration of that, redirecting premium dollars away from life insurance and toward long-term care insurance might make sense.

A long-term care policy allows you to have a solution on the shelf for when you need it, and gives you the peace of mind of knowing that, not only will you be taken care of in the manner you desire, but your care won’t be a burden on family, and your assets can be protected.

Long-term care insurance may not be appropriate for everyone, but too many are too quick to dismiss it before they’ve done their due diligence. You owe it to yourself, and your family, to explore your options and make an informed decision about how you wish to receive care in the future.

It’s best to apply for a long-term care policy in your late fifties or early sixties, when you are likely to still be healthy enough to qualify. Premiums may seem high to many, but when you consider the likelihood of needing care, and the fact that care can cost upward of $100,000 per year, the relative cost of the policies make sense.

Core Strength to Prevent Low Back Pain One of the best things you can do for your low back to help prevent pain and injury is to strengthen your core muscles.

When most people think about their core they think about the abdominal muscles but it actually includes groups of muscles found in your back, buttocks, sides and pelvis. These muscles all play key roles in providing stability for your low back. If these muscles are weak, your body will rely more on surrounding passive structures for stability such as ligaments and the spinal column itself which can lead to injuries such as sprains and injuries of the intervertebral discs.

Strengthening your core muscles will help reduce the strain on your back and provide stability for the spine which will reduce or prevent pain.

Strong core muscles can also lead to better balance and help prevent falls. It is important, however, to strengthen all aspects of the core and not just focus on the abs. Imbalances in core strength can also lead to injuries such as muscle strains. Below are some recommended exercises that will help strengthen all of the core muscles:

• SIDE PLANK Sit on the floor with your right hand below your right shoulder and feet stacked. Lift your body, keeping your legs long, abdominals engaged and feet stacked. Hold. Repeat on the other side. You can modify this pose by dropping your bottom knee to the floor for extra support.

• PLANK: Kneel on all fours. Pull in your abdomen and step your feet behind you until your legs are straight. Keep your hands directly under your shoulders and your neck straight. Hold your abdomen and legs tight and avoid letting your lower back sag. Hold and breathe for 30 seconds. You can modify this pose by lowering your knees.

• BIRD DOG Kneel on all fours. Reach one arm out in front of you, draw in your abdomen, and extend the opposite leg long behind you. Repeat on the other side.

• UPWARD DOG Lie face down with head slightly lifted and hands palm-down under your shoulders. Point your toes.

Exhale, then press through your hands and the tops of your feet and raise your body and legs up until your arms are straight and your body and legs are off the ground. Keep your neck relaxed and long and thigh muscles tight as you hold and breathe.

• MARCHES Lie on your back with knees bent. Take a deep breath in and as you breathe out draw your belly muscles in as if tightening a belt. As you do this lift one leg a few inches from the floor. Return to starting position and switch sides. Repeat for 8-10 repetitions on each side. 3 sets.

Challenging Your Property Tax Assessment the basic rules of the road

by Matt Dorsey for Saratoga TODAY This column usually addresses legal matters related to estate planning and elder law. This time of year, however, I sometimes get questions related to challenging property tax assessments. I thought it would be useful to review some of the basic rules of the road for those who are considering a property tax assessment challenge this Spring.

The property tax assessment challenge procedure has a variety of terms and concepts that can be difficult to understand, such as: taxable status dates, equalization rates, and valuation dates. For those not familiar with the rules, it can lead to confusion and misunderstanding. Below is a brief Q&A that I hope will bring some clarity to the process.

WHAT IS AN EQUALIZATION RATE? An equalization rate is the State’s measure of a municipality’s level of assessment. The equalization rate varies by municipality, and it is a percentage of full market value of the properties in a municipality.

For example, the 2021 equalization rate for Saratoga Springs is 61%.

So – in a general sense, properties in Saratoga Springs are considered by the State to be assessed at 61% of their full market value. For

example, if your house is assessed at $200,000, then that equates to a full market value of $327,869 ($327,869 x 61% = $200,000). If you look at your most recent property tax bill (which relates to last year’s assessment roll), you will see an “assessed value” and a “full market value” listed for your property.

Grievance Day, which is usually the fourth Tuesday in May. Grievance Days can vary, so it is best to check with your local assessment office.

You generally do not need a lawyer, unless you are filing an Article 7 petition in Supreme Court. It is advisable, however, that you hire an appraiser to do an appraisal of your property to support your argument.

WHAT HAPPENS AFTER I FILE MY GRIEVANCE?

WHY ISN’T THE EQUALIZATION RATE 100%?

The local BAR will review it and decide whether to keep your assessment the same or lower it.

The BAR will generally allow you to appear before them on Grievance Day to explain your argument.

WHAT IS A TAXABLE STATUS DATE AND A VALUATION DATE?

If your municipality’s equalization rate was 100% last year, then your assessed value would equal your full market value in this year’s tax bills, which were recently sent out.

In some municipalities this is the case. In fact, in Saratoga County, about half of the cities and towns have an equalization rate of 85% or greater. Equalization rates can drop from 100% over time if the municipality does not conduct a general reassessment of all properties and property values rise over time. The last city-wide revaluation in Saratoga Springs was done in 2005.

WHY IS THE EQUALIZATION RATE IMPORTANT? It is important because you need to understand the difference between your assessed value (which may stay the same over time if the Assessor does not change it) and the resulting full market value after the equalization rate is considered. If you want to decide whether or not to challenge your assessment, you need to look at the full market value on your assessment and decide if you think that is higher than the fair market value of your home.

IF I WANT TO CHALLENGE MY ASSESSMENT, WHAT DO I DO? If you want to challenge your assessment, you need to file an RP-524 form with your local Board of Assessment Review by

WHAT IF THE BAR DOESN’T LOWER MY ASSESSMENT? If you are grieving the assessment for your residence, you can appeal the decision in a Small Claims Assessment Review (SCAR) hearing before an independent hearing officer. At that hearing, you will be able to make your case for a lower assessment, and the Assessor will be able to respond. If the property you’re grieving is not your residence, you will likely instead have to file an Article 7 petition challenging your assessment in Supreme Court.

DO I NEED A LAWYER TO CHALLENGE MY ASSESSMENT?

For the 2021 tax assessment roll, your property will be valued as of a valuation date of July 1st of the prior year – so July 1, 2020.

It will be valued as of what is physically there as of March 1st of the assessment year – so March 1, 2021 for the 2021 assessment year.

WHY ARE THESE DATES IMPORTANT? If you hire an appraiser to appraise your property for an assessment challenge in 2021, you should tell them to appraise it as of what was physically there on March 1, 2021 but with a valuation as of July 1, 2020.

HOW DO I KNOW IF I SHOULD CHALLENGE MY ASSESSMENT? Over the years, I’ve had many people tell me they think their taxes are too high and that

they want to challenge their assessment. I usually ask them this question in response – If you were to sell your house tomorrow, would you sell it for less than the full market value listed on your tax assessment? If the answer is no and you would expect to get more, you are likely not going to challenge your assessment and win. If your answer is yes, and you think you could likely not sell it for the full market value listed on your assessment, then you should talk to an appraiser and potentially consider a challenge.

Equalization rates, valuation dates, assessed values, full market values, and on and on – it can be quite confusing. Hopefully, this Q&A will allow you to navigate the terms and procedures and help you understand whether an assessment challenge makes sense for you.

the body knows Boundaries That Keep Ourselves Emotionally Safe HAVE YOU EVER THOUGHT of a family gathering you have to attend in the future and feel a pit in your stomach or a tightening of your chest?

Do you feel your stomach turn at the thought of having to interact with a specific colleague or manager? Have you ever gotten sick right before being around someone whose presence makes you feel anxious and uncomfortable?

How many times have you overridden your body's internal GPS because you don’t want to be rude or offend anyone? How many times have you given someone else the benefit of the doubt because you were taught to be a nice person and setting boundaries seem mean?

Our bodies hold the key to helping us set boundaries and keep ourselves emotionally safe from individuals who are toxic. When we override these nudges we will feel emotionally drained, exhausted, defeated and depleted.

How can we set boundaries and stick to them when everyone else around us seems fine?

1. Check In With Your Gut

3. Stand Alone

We have all heard the saying “Go with your gut.” In this case, when you feel that uncomfortable sensation pay attention. For example, if you get invited to a wedding and feel immediately uncomfortable about some of the family members you will have to interact with, pay attention to that feeling. Listen to it and take some time to assess further.

Here is the tough part about setting boundaries, you may be the only one doing it in your family, your place of work, with a friend group, etc.

2. History is Your Friend While it is important to work through traumatic past events, when it comes to setting boundaries use history as a helpful tool.

If you keep showing up to functions and the same person continues to be difficult and toxic don’t give them the benefit of the doubt for the next event. Use history as a way to determine what boundaries you need to set for the future. Insanity is doing the same thing over and over again and expecting a different result. Trade being nice for feeling secure and safe.

Do not look to other people to support your decision to set a boundary with a toxic person. If you start looking for validation from others you may be told you are being too harsh, the toxic person means well, or that’s just the way they are and you should not take it personally.

Setting boundaries is a skill that takes insight and practice and when you begin to do it regularly the people that have benefited from you having no boundaries will start to question your behavior.

When this happens it may cause you to second guess yourself and make poor decisions that continue to make you feel uncomfortable.

Don’t take the bait! The easiest way to know if you need to set some boundaries is to let your body guide you. A continuous uneasy feeling is a tell tale sign that you need to make a change.

Our bodies can be a wonderful GPS to guide us into better relationships and to help us take action against chronic boundary violaters. Don’t wait until you feel sick with dis-ease to make changes, pay attention to the first sign your body gives you and keep practicing this awareness until it begins to feel automatic.

BIG BOY BED “MOTHERING BOYS”

W

hen I was pregnant with my first baby, I was tired almost all the time. People told me it would only get worse after the baby came, so I obsessed over trying to figure out ahead of time what the baby’s sleep habits would look like and what I could do to make them as least painful for me as possible. “When will the baby start sleeping through the night?” was the most important question that existed, and its answer — or how to make it happen — was certainly the purpose of life and the answer to everything, as far as I could tell.

I continue to be tired much of the time, nearly seventeen years later, so needless to say, a very large portion of my motherhood has been focused on helping my children go to bed at a reasonable time and stay in bed all night.

My youngest has railed against this harder than the others, or I’ve lost my fire as I’ve gotten older, or both (probably both), and the fact that my husband found him sitting on the floor of his room — rather than in his crib — when he went to get him up in the morning a few weeks ago was just the most recent wrinkle in my years-long goal of having peaceful nights. How could I put him to bed in his crib again when I couldn’t be sure he’d stay safe inside it?

But put him to bed in his crib that night I did anyway, in the off chance his climbing out had just been a fluke, or in the even more off chance he had heard, understood, and agreed with our admonitions that that was a very dangerous thing to do and he must not climb out of his crib again. I remained on high alert that night and, indeed, early the next morning, I heard his bedroom door open and heard him crying as he walked down the stairs. So that really had to be the end of him sleeping in his crib.

But where was I supposed to put him? Until he climbed out of his crib the first night, he’d given zero indications that such a thing might be imminent. I had started to think about how he was going to need a bed soon, but hadn’t yet done anything about it,

and the only bed not currently occupied by one of the boys doesn’t have a mattress. I needed an immediate solution, even if it was only temporary, so I decided to move him into my six-year-old’s bed, with my sixyear-old (one of their heads at one end, one of their heads at the other).

You’re probably wondering if this was really a good idea. You’re probably thinking that my six-year-old might resist having a new bedmate. You’re probably wondering if it’s safe to have the two youngest, very mischievous boys together in a bed without bars.

You’re probably wondering if the fact that the room my six-year-old is in is also shared with three of the other boys would create a problem, with its two sets of bunk beds (which means two top bunks, which are possibly my two-year-old’s very favorite places and a source of terror for me) and so many older boys who think the baby is the cutest thing they’ve ever seen — would they really leave him alone and not wake him up when he’s sleeping? If he ever even falls asleep to begin with, in this wonderland?

You’d be smart to ask all these things, and I considered each one. Lack of other options forced my hand, so I made the best of it, and this is what has happened:

My two-year-old loves sleeping in his brother’s bed. He could not possibly love it any more than he does. He has started asking to go to bed! Just the other morning I took a picture of him, so peacefully was he sleeping in his new sleep situation even as I was waking my sixyear-old up for school and yell-whispering at him to be careful and quiet getting out of bed. As for that six-year-old, I’d given him the very weighty responsibility of making sure the baby stayed in the bed and didn’t cause trouble, and he’s taken up this new responsibility with cheerfulness and seriousness. He even surrounded the baby’s pillow with his own beloved stuffed animals, all on his own.

But perhaps the biggest positive has been the fact that the baby, who had woken up in the night without fail almost every single night since last March, has done so only once since moving into the big boy bed a month ago, and that one time was during the first week when he was still getting acclimated.

It took a long time to get to the peaceful-night stage with my youngest— he’s two-and-a-half, and I could generally count on my babies being content in bed by the one-year mark. I never would have guessed that moving him into a bed with his brother would be the answer! I was telling my husband that moving the baby out of the crib and into a big boy bed felt like a real end to babyhood. “Well, that and potty training,” he said. Oh right, potty training … that’s the next task. I’m feeling energized by the bits of spring we’ve seen so far, so maybe I’m ready to handle it? Though a baby who sleeps in a big boy bed and no longer wears diapers isn’t really a baby at all, and I’m quite sure I’m not at all ready for that.

Burnt Hills Oratorio Society Vocal Scholarship Competition CAPITAL DISTRICT — The Burnt Hills Oratorio Society (BHOS) under the direction of Dr. William Jon Gray, will hold its 24th annual Vocal Scholarship Competition for high school seniors.

Two scholarships, $1,500 and $1,000, will be awarded to the

top two competitors along with an opportunity to sing at a future BHOS concert. Applicants need not plan a career in music, but the scholarships are intended to facilitate the continued study of singing in college.

This year's audition will

be held on Friday, June 18 at St. Clement's Church in Saratoga Springs. Deadline for applicants is May 14, 2021.

IS A SUMMER HOME WHERE CAMPERS CAN EXPERIENCE FUN, FRIENDSHIPS, CHALLENGES, AND ADVENTURES. Camp Little Notch (CLN), provides the chance to practice living in harmony with nature, each other, and themselves in an authentic wilderness experience.

Within five minutes of arriving, campers have half a dozen new friends who often become friends for life.

There are so many things to do at Camp Little Notch— swimming, canoeing, cookouts, stargazing, singing, wilderness skills, creek-walking…the list goes on.

Campers sleep in a platform tent, watch the sun come up over the mountains, and listen to the sounds of the forest at night all combined to make an unforgettable summer experience.

Camp Little Notch brings people of various backgrounds together through activities that break down barriers and create a community where campers value themselves and each other. We consciously and deliberately use a variety of tools to create a camp community in which we celebrate diversity, encourage community building, teach conflict resolution and communication skills, facilitate sharing of traditions between people, and confront all forms of discrimination, prejudice, and exclusion in our interactions, operations, and activities.

From 1939 to 2008, the Girl Scouts owned and operated Camp Little Notch as a summer camp for girls. In 2015, Friends of Camp Little Notch reopened CLN to the public, and then invited boys to camp for the first time in 2018. We felt that camping is such an important part of growing up that everyone, girls and boys, should be able to experience the magic of CLN.

This year to safeguard against COVID-19, Camp Little Notch will be offering 1-week, 2-week, and 4-week camp sessions all in a safe environment. CLN will become its own bubble, and therefore campers will be able to experience a typical camp experience without worry. Camper parents will be able to contact their campers via snail mail or email. Our first session begins July 3, 2021, with the last session ending August 7, 2021.

For the first time, Camp Little Notch will also be offering family camping this summer to those looking for a fresh-air escape from home. Families will be able to come to CLN in a COVID-19 safe environment.

he outdoor season for the Saratoga Farmers Market begins in eight weeks. What will that mean for vendors, market staff, and the market’s many loyal shoppers as Saratoga and its surrounding communities start to emerge from the COVID-19 pandemic?

The market was in a state of flux, even before the pandemic.

It moved its indoor location in 2019 from the Saratoga Spa State Park, where it had been for six years, to the Wilton Mall. The market shut down for a week in March 2020 when the strictest restrictions were imposed but was able to reopen quickly by moving outdoors to the empty mall parking lot outside the shuttered Bon Ton. Summer construction work and continued safety concerns made a return to its traditional outdoor locale at High Rock Park impossible, so the market remained at the mall.

That decision proved successful in keeping the market strong, says Mark Bascom, co-owner of Owl Wood Farm and president of the market association’s board. “It wouldn’t have been possible without our dedicated customers who have kept on supporting us through our transitions.”

Now, with a new outdoor season approaching, the market is unsure where its summer home will be.

Bascom said a survey of vendors shows they are split between moving back to the park or remaining at the mall.

The market board plans to survey customers, as well.

The mall’s outdoor parking lots are spacious, which creates space for many vendors to operate with appropriate distances between them. Creating that kind of space at and around High Rock Park would require some reconfiguring,

says market manager Emily Meagher. Still, to many vendors and shoppers, High Rock is home.

Overall, farmers’ markets nationally have had an increase in business throughout the pandemic, according to retail analysts. This increase has been somewhat true for the Saratoga Farmers Market, as well.

“During the first few months of the pandemic, when farmers’ markets seemed to be one of the only trusted places to shop, business was really booming for our food vendors,” says Meagher. “That was due in large part to being outside.”

“When we moved back indoors, our market tapered down,” she added. “That’s to be expected. A lot of our customers just don’t feel comfortable shopping indoors right now.”

The market has responded to that discomfort by establishing an online pre-ordering service. Customers can access the online shopping service at localline.ca/saratogafarmers-market or through the farmers’ market’s website saratogafarmersmarket.org. Online shoppers may view offerings from 9 p.m. Monday through 9 p.m. Thursday and place orders for a large variety of goods. Market staff gather the items from vendors and package them for customers to pick up at a site just outside the market.

Some vendors also have chosen to cease attending because of safety concerns. However, newer vendors have joined

and are energizing the market as “customers catch on to their presence and the high-quality products they offer,” Meagher says.

Other vendors are learning to adjust to changing conditions.

Beth Trattel of Something’s Brewing used to draw much of her business from sales of hot and cold beverages sold on the spot. Those sales have fallen as customers have begun visiting the market more to shop and less to hang out. However, Trattel has seen more robust sales of her fresh-roasted coffee beans that customers take home to make. This shift also has been real for some prepared food vendors. Giovanni Fresco, for instance, offers take-home meals as well as fresh pasta.

Bascom said warmer weather might allow the market to move outdoors earlier than usual, which would help ease safety concerns. “Farmers' markets always are changing,” he says. “That keeps things interesting for the customer.

But overall, we are glad that they are viewed as an integral part of the food system.”

Hello my Foodie Friends !

St. Patrick’s Day is just around the corner. My mother, who was Italian, used to say “Everyone is Irish on St. Patty’s day.” My father, who was Irish, always agreed because if he didn’t he ran the risk of not getting her delicious Corned Beef and Cabbage and a cold tall glass of beer. My dad’s best friends were all my Mom’s brothers and nephews, who were all very Italian. On this holiday, he was treated almost as though it was his birthday. He loved celebrating the day. He would get all of the family members to sing Irish songs and drink green beer. There were always very “interesting” stories to be had as well. So here is to all of our “Irish” lads and lassies.

Is your St. Patrick’s Day incomplete without a pint of green beer? If you have been enjoying an emeraldcolored beer at the bar year after year and now want to make it at home, it may just surprise you how easy it actually is. Green beer is a novelty that American drinkers have latched onto and it has quickly become the drink to have each and every St. Patrick’s Day. There is something appealing about turning everything green on the Irish holiday and beer just happens to be one of the most popular items to play with.

There is no trick to making green beer and it requires no special bartending skills. It is, quite simply, a lightcolored beer that has a drop of green food coloring added to it. The flavor does not change, only the color.

It should be noted that if you want to drink like a real Irishman and celebrate the Emerald Isle’s heritage, nothing is more appropriate than a pint of Guinness or a shot of Irish whiskey. Any beer will work when making green beer; however, some produce a brighter green color than others.

To get the greenest of beers, begin with a light-colored brew. This includes any of the popular American lagers like Budweiser, Miller, Busch, or Coors. Those are favorite beers and, given the novelty aspect of green beer, may be the best choice.

However, do not forget about all of the great pale-colored craft beers, the amazing German pilsners, and any of the other higher quality beers that are available today. The beer market is vast and there are many more choices than those from the giant breweries.

If you would like to play around with a darker beer, you will find an interesting effect. Stouts and other dark beers have a rich color that is not transparent enough to allow the green food coloring to give that signature emerald green beer look.

However, the body of the beer will turn darker and have a slight evergreen hue in the right light. The coolest part is the head because the foam will pick up the food coloring and, though it may not last long, take on that green color. Green beer is fun and food coloring is cheap, so feel free to play with it.

d a e r B a d o Irish S INGREDIENTS • 2 1/2 cups all-purpose flour

• 1 teaspoon baking soda

• 1 1/4 cups buttermilk

• 3 tablespoons sugar

• 1/2 teaspoon salt

• 1/2 cup currants or raisins

• 2 teaspoons baking powder

• 1/3 cup cold butter, cut into chunks

INSTRUCTIONS 1. Heat oven to 375°F. Line baking sheet with parchment paper; set aside.

2. Combine all ingredients except buttermilk and currants in bowl; cut in butter until mixture resembles coarse crumbs. Stir in buttermilk and currants just until moistened.

3. Turn dough onto lightly floured surface; knead gently 10 times. Shape into ball. Place onto prepared baking sheet. Pat into 6-inch circle. Cut 1/2 inch deep “X” in top of dough with sharp knife.

4. Bake 30-35 minutes or until golden brown. Serve warm.

ON THE AIR SERIES STARTS MARCH 14 SARATOGA SPRINGS — Home Made Theater (HMT) in Saratoga Springs presents On The Air: A Series of Radio Melodramas Online. The series of three radio plays have all been adapted by D. Burgoyne O’Neill and include Fleecing the Flock and The Cheesecake Factory by Beverly Baxter, and Magic Merle's Miracle Makeover Mush by Shauna Ratapu.

The series features the talents of a repertory company of five local actors: Toni Anderson Sommo, Ryan Palmer, Jennie Sinnott, PJ Sommo, and Terri Storti. Barry Streifert will be the Foley artist.

The series will be online starting with Fleecing the Flock at 7 p.m. on Sunday, March 14, with new episodes on March 21 and 28. Each episode will be available on demand after its airdate and time.

This series of plays follows the format of classic radio melodramas. They are chock full of the key elements of Melodrama like word play and classic stock characters, such as dastardly villains, damsels in distress and dashing heroes. They will be presented in an online format rather than audio only, which opens a window into the creative process of these old-time classics.

“We have all been craving the revival of theater and being part of the creative process once again.

This event allows us to remind our audiences that we are still here, trying to find ways to safely get back to you, and we really need and miss you” said Eric Rudy, the General Manager for Home Made Theater, in a statement.

BALLSTON SPA — Gov. Andrew Cuomo announced on Jan. 22 that as of February 1, high-risk school sports had been given the green light to return as long as certain conditions were met and that the decision would be left up to individual county health departments.

Among those sports believed to fall under the high-risk category in New York State are football, wrestling, ice hockey, rugby, basketball, contact lacrosse, volleyball, martial arts, competitive cheer.

Among the conditions was a community COVID-19 positivity rate of 4% or under. At the time of the governor’s announcement, the seven-day rolling average infection rate in Saratoga County was 7.4%.

VACCINES • APPROXIMATELY 300,000 DOSES per week are anticipated to be received by the state from the federal government for distribution.

Additionally, a new federal government program will supply private pharmacies in New York with an additional 30,000 doses per week.

• STATEWIDE: Approximately 2 million vaccine doses have been administered and of those nearly 20% of those vaccinated have received both doses. Locally, more than 22,000 Saratoga County residents have received one dose of COVID vaccine, and more than 5,000 Saratoga County residents have received both doses. Entertainment Shanghai Ghetto virtual discussion March 14 for Saratoga Jewish Community Arts

SARATOGA SPRINGS — Saratoga Jewish Community Arts, in partnership with Temple Sinai and with a grant from the Jewish Federation of Northeastern NY, presents a virtual discussion of the documentary Shanghai Ghetto at 7 p.m. on March 14, through Zoom.

In the late 1930s, Jews seeking to escape the growing terrors of Nazi Germany found most of the world’s ports closed to them. In a 1938 transnational conference called to address the refugee situation, the U.S. joined Britain, Australia, Canada, and 27 other European and South American countries in refusing to alter immigration policies to permit more Jews to enter.

Thousands of Jewish refugees escaped by an unlikely rescuer

on the other side of the war-torn world: Hirohito’s Empire of Japan.

This largely unknown story is told in Shanghai Ghetto, a 2002 documentary, co-directed by Dana Janklowicz and Amir Mann, with narration by Martin Landau.

“The irony of the story is that as bad as things were in Shanghai, the refugees were still considerably better off than the desperately poor Chinese population that surrounded them, and light years better than what their families were suffering back in Europe,” said Phyllis Wang, Coordinator of the SJCA series.

Many who escaped Europe through Shanghai included, or were later to become, rabbis, college professors, statesmen, musicians, some of whom were interviewed in this work.

Saratoga Clay Arts Center 2nd Annual National Juried Exhibition SCHUYLERVILLE — Saratoga Clay Arts Center presents PLAYING WITH FIRE: Altered Atmospheres, a national juried exhibition of 68 functional and decorative works by 59 clay artists who play with fire.

Juried by renown Massachusettsbased potter, Mark Shapiro, the selected works have been plucked from altered atmospheres – those changed by wood, smoke, salt or the like.

The exhibition opens on Saturday, March 13 online and in person, with an opening reception from 5-7 p.m., and runs through April 24. A Juror’s Choice Prize and a Director’s Choice Prize will be selected at a live dialogue and virtual tour with the Juror on March 25.

SARATOGA SPRINGS — One year after battening down the hatches in response to the oncoming 2020 pandemic, area performance venues are starting to piece together their plans for reopening.

“The one-year anniversary of shuttering the venue, with no clear end in sight - but then came the sudden news that performing arts venues in New York State are allowed to re-open at 33% capacity on April 2,” said Caffè Lena Executive Director Sarah Craig, in a posting on the venue’s website.

“It means we can stop treading water and we can start swimming toward a goal.”

The café plan is to reopen April 2 with safety protocols in place. While guidance would allow 35 people at the venue, the capacity will be limited to an audience of 24.

“We won’t serve food and drink yet. That means masks can (must) stay on from entry to exit,” Craig said. “We’re getting the air filter systems that we didn’t think we’d need ’til September. Even so,

we’ll keep the windows open a little. Wear a sweater.”

Caffè Lena first opened in May 1960 as a small beatnik coffeehouse, Bob Dylan first visited the club in 1961 and played a full weekend of shows for which he was paid a total of $50. Appearances

by Rosalie Sorrels brought admirers like Hunter S. Thompson and William Kennedy to the venue, and in the fall of 1965, Don McLean made his first of his many appearances at the café.

In the 12 months since everything shut down, the café counts 209 livestreams it had broadcast and $100,000 raised for musicians.

In the meantime, Lenas continues to broadcast a slew of productions via its online platforms.

Albany Symphony’s “Rachmaninoff’s Third” Concert Live Streamed from UPH Saturday SARATOGA SPRINGS — The Albany Symphony’s “Rachmaninoff Third,” a commissioned work by young Spanish-American composer Carlos Bandera, and Respighi’s Trittico Botticelliano, will be performed 7:30 p.m. on Saturday, March 13 at Universal Preservation Hall. The event will be live streamed in realtime from the Saratoga Springs venue. There will be a pre-concert talk at 7 p.m. and a post-concert question and answer session with the artists for season subscribers.

Bandera’s latest work, Of Rain and Air, is inspired by a poem by Wayne Dodd, which the composer came across in a book the Albany Symphony gifted him a few months ago. His piece

explores two musical elements: a delicate, shimmering background, and brief swells that are scattered throughout the orchestra. In the second half of the piece, the swells become more focused until they are played by multipleinstruments simultaneously.

The 2020-2021 season continues through the American Music Festival in June. Concerts will be live and virtual, with the ability to purchase access online at www.albanysymphony.com or by calling the Albany Symphony Box Office at 518-694-3300.

Subscribers are also invited to attend a pre-concert chat and a post-concert, real-time “talk-back” session with guest composers, soloists, and Maestro Miller.

“We will open the hall in July for the School of the Performing Arts for Kids – a rock music camp for middle-schoolers, and our goal is to become an exhibit hall in the summer,” says Teddy Foster, campaign director at UPH. “I don’t know what April will bring, so right now we are holding tight, but we will be doing another exhibit this summer – which was our plan all along, to become an exhibit hall in the summer and put on really cool, family-friendly exhibits which will also help draw people downtown.”

Last year’s interactive summerlong exhibition featured music-themed pinball machines and memorabilia from the Rock & Roll Hall of Fame that featured artifacts used by everyone from Dolly Parton to Alice Cooper.

“Even in the middle of the pandemic last summer our pinball exhibit brought in 2,000 people,” Foster says. But by the 1960s, it had fallen on hard times. Local preservationists organized a nonprofit group and helped save the structure.

More recently, Foster oversaw an operating alliance created with Proctors, and a $13.5 million renovation project that followed was celebrated with a fabulous opening night performance featuring Rosanne Cash last Feb. 29 to rechristen the grand hall.

This coming summer’s exhibition, which Foster didn’t identify by name, is currently being negotiated and anticipated to open in late July for a display that will be active for a number of months. When the venue does reopen to the public, everything will be staged in a safe manner, Foster says. “One of the things that makes UPH so safe to be in is we have an extremely high-tech HVAC system and we clean like maniacs, so people will be able to come into our building with confidence because it’s safe.”

SARATOGA SPRINGS — Saratoga Springs Recreation Department’s co-sponsored bowling program with Saratoga Strike Zone will run on Tuesdays from April 13–May 18. Emphasis will be placed on learning good bowling fundamentals and technique through discussion, demonstration, and practice.

SARATOGA SPRINGS — Saratoga Springs Recreation Department’s soccer programs will take place April 24 – June 19. Days and times will depend on the program you sign up for.

Fees are $80 for Saratoga Springs residents and $90 for non-city residents through April 5. Participants must wear a mask at all times, and spaces are limited to comply with safety and social distancing guidelines.

Saratoga Little League Registration Now Open SARATOGA SPRINGS — Saratoga Springs students ages 4 to 13 years old can now sign up for the Spring 2021 season of Saratoga Springs Little League (SSLL). Registration is open until March 20.

Little League games will be played twice a week from late April through early June at West Side Recreation in Saratoga Springs.

SSLL is also looking for volunteer field assistants, coaches, and managers. No experience necessary. A background check is required.

Little Kickers is a parent/child introductory program that teaches basic soccer fundamentals through games and activities. Big Kickers takes participants to the next level, and is comprised of teams and coaches. Teams will practice skills the first half of the session and play games the other half. The Grades 1-12 league is separated into grade appropriate co-ed divisions to expose players to skills and games based on level of play.

Fees for Big and Little Kickers are $45 for Saratoga Springs City residents, and $65 for Non-City residents. Fees for the Youth Soccer League Grades 1-12 are $60 for Saratoga Springs City residents, and $80 for Non-City residents. The final score of Friday’s (March 5) game at Saratoga Catholic was 48-42. Leading the scoring for Schuylerville was Lauren King with 15 points and Molly Vianese with 10 points. The leading scorers for Saratoga Central Catholic were Ashley Upson with 15 points and Ryleigh Dempsey with 14 points.

The final score of Saturday’s (March 6) game at Schuylerville was 54-43.

Leading scorers for Schuylerville were Anya Vautrin and Lauren King, both with 10 points. For Saratoga Central Catholic, Ashley Upson and Megan Cornell also tied as leading scorers, both with 13 points.

Congratulations to this week’s Athlete of the Week – Ava Dallas!

Ava is a senior gymnast at Saratoga Springs High School. Some of her athletic accomplishments include winning the Section II gymnastics allaround title as a freshman during the 2017-2018 season, placing second in the Section II gymnastics all-around title in the

2018-2019 and 2019-2020 seasons, and taking first in the all-around competition and leading her team to victory at the Suburban Council League Championship in February of this year. She placed first in three individual events: the bar, the floor, and the beam. She will graduate this year as the school record holder on the balance beam with a score of 9.60.

Ava also excels in the classroom, maintaining a 99 average and taking mostly Honors and Advanced Placement courses.

She teaches youth gymnastic classes at the Wilton YMCA. After she graduates, Ava plans to attend an Ivy League college, namely Yale or Cornell, to get a great education and continue to succeed in gymnastics at the collegiate-level.

Swing Into Spring with SISC SARATOGA COUNTY — Every year Soroptimist International of Saratoga County (SISC) hosts a Cabin Fever Luncheon Fundraising Event at Saratoga National Golf Club. Unfortunately, the pandemic prevented SISC from running the function; however, such times led them to explore other means to raise money for charities and scholarships.

This year, in lieu of Cabin Fever, SISC will host a Spring

Fever Golf Tournament at Saratoga National Golf Club.

SISC announced the event's Honorary Chair to be Dottie Pepper. Dottie Pepper is a former LPGA Tour Professional, winning 17 times in her 17-year career, including two major championships before retiring from competitive golf in 2004. She is currently the lead walking reporter for CBS Sports’ coverage of the PGA Tour, Masters and PGA Championship.

The cost for each golfer is $250, which includes access to the driving range, golf cart, light breakfast, lunch, and a sit-down dinner. Registration is required.

Camp Saradac Registration Now Open SARATOGA SPRINGS — Registration for Camp Saradac opened Monday, March 1, and new locations have been added.

The registration period is March 1 through May 10 for City residents, and March 22 through May 10 for Non-City residents. In addition to the full-day location at the Saratoga Springs Recreation Center, two half-day camps at East Side Rec and Veterans Memorial Park are being offered.

Camp Saradac begins

Monday, June 28 and runs through Friday, August 20. The ages, times, and fees for each location are as follows.

Camp Saradac at the Recreation Center is for ages 5-12, from 9 a.m. to 4:30 p.m. The weekly fees are $175 for City residents and $240 for Non-City residents.

Before and After care is available at this location only. Before care is $35 for City residents and $45 for Non-City residents. After care is also $35 for City residents and $45

for Non-city residents.

SARATOGA SPRINGS — A local high schooler is a finalist for the first annual Empire State Winter Games Athlete of the Year Award.

Hunter Goodwin is only a freshman at Saratoga Springs High School, but has already accomplished great things in his sport – ski cross.

Ski cross, as he describes it, is a mix of alpine and slope skiing. Four skiers start at the same time and compete on a course of rollers, jumps, and bank turns. Hunter’s mother, Nicole Goodwin, describes it as “roller derby on skis.”

Hunter started skiing around the age of three. His parents introduced it to him, and then put him into the Mountain Adventure program at Gore Mountain.

It was after he tried out for the alpine team at West Mountain, that one of his coaches, Matt Lynn, told him about ski cross.

Hunter now trains through the NYSEF (New York Ski Educational Foundation) Freeride Program at Gore Mountain. When he races, he represents the Adirondack Series of the USASA (United States of America Snowboard and Freeski Association).

Hunter has already earned three back-to-back gold medals this year in USASA competitions at Gore and Whiteface. In a normal year, without COVID, he would have traveled to places like Vermont and Colorado to compete also.

The first annual Empire State Winter Games (ESWG) Athlete of the Year Award presented by

BlueShield of Northeastern New York is their way of honoring winter sport athletes across New York State, in place of their typical event at the end of January. The qualifications are as follows, according to their website (www.empirestatewintergames. com): an athlete who (a) has participated in the Games before, or 2021 would have been their first year competing, and (b) exemplifies sportsmanship, leadership, community service, academic excellence, and overall, what it means to be an Empire State Winter Games Athlete. Coaches, parents, and peer athletes could submit nominations. One finalist is chosen from each sport by the respective ESWG Sport Coordinator. Finalists then submit a video for ESWG to share on social media, where the community will vote. The athlete with the most likes will win Athlete of the Year, announced on March 9.

“It was definitely a surprise,” said Hunter, about being nominated and winning the ski cross category. “I have been going to the Empire State Winter Games, this would have been my third year and the first two years I got gold in ski cross. It’s a cool thing knowing that people nominated me for ski cross, and I didn’t realize it would take me to the overall award.”

Hunter has been able to balance skiing and school easily, doing homework during the week and training on the weekends. For him, training consists of practicing his starts, full tucks, and absorption jumps on the course, or wide turns down the mountain. Hunter mainly focuses on skiing, but he

also skateboards and trampolines. Despite all his success already, and at such a young age, Hunter has big goals for the future.

“I want to podium at nationals,” said Hunter. “And, my highest goal is to get to the Olympics.”
