LAW ENFORCEMENT UPDATE County & City Police Reforms

by Thomas Dimopoulos Saratoga TODAY SARATOGA SPRINGS — The city is targeting an April 1 deadline to comply with an Executive Order issued by Gov. Andrew Cuomo stating that municipalities across the state adopt local plans for police department reform. Two special meetings of the City Council – to take place March 23 and March 31 - have been scheduled to review and approve recommendations for Saratoga Springs police reform.

Last June, in the aftermath of the policeinvolved death of George Floyd in Minnesota

and subsequent protests across the nation demanding change and accountability among the law enforcement community, Cuomo directed a comprehensive review of existing police force deployments, strategies, policies, procedures, and practices be conducted, and plans for reform adopted by local municipalities by April 1, 2021 to be eligible for future state funding.

Last week, the results of a survey used by them to assist in finalizing their recommendations to the Saratoga Springs City Council was posted online. The 97-page report may be read at: saratoga-springs.org.

1898 was a great year to be an American, a New Yorker, and resident of the historic village of Schuylerville in eastern Saratoga County. That year Schuylerville had “a metropolitan appearance” on St. Patrick’s Day with bands, drum corps and 600 marching men.

Today, Schuylerville is not particularly known for its Irish community. The village is like much of upstate New York where the ethnic groups have all assimilated. But that was not the case 120 years ago. the Ancient Order of Hibernians (AOH) organized a parade under the auspices of the local Schuylerville area division which was embraced by the entire community.

The AOH is America’s oldest Irish Catholic Fraternal Organization founded concurrently in the coalmining region of Pennsylvania and New York City in 1836. The AOH was created to protect the clergy and churches from the violent American Nativists who attacked Irish Catholic immigrants and Church property. At the same time, the vast influx of Irish Immigrants fleeing Ireland’s Great Hunger in the late 1840’s, prompted a growth in many Irish societies – the largest of which was, and continues to be, the AOH. Active across the Saratoga county and region, AOH aided the newly arrived Irish, both socially and economically. The newcomers could meet some of ‘their own’ and are introduced to the social atmosphere of the Irish American community.

The Schuylerville area supported this parade. The recently elected village President (Mayor) James Mealey arranged for the local scrapper to clean the dirt streets (during mud season).

The residents of Schuylerville, Victory and Smithville decorated their business and residents “in a fine manner” with the green flag of Ireland intermingled with the Stars and Stripes. These and other decorations “presented a very handsome appearance.”

The various AOH divisions arrived in Schuylerville in large numbers. The Saratoga Springs division arrived by special train

with 100 members and were headed by the 77th Regimental Band. This was composed of military personnel from Fulton, Essex and Saratoga Counties who fought in the Civil War. A. I decided on Philadelphia because it was a city with a broad demographic, but a “hometown feel.”

A. Fall

A. Spa State Park has so much to offer – walking, snowshoeing, the flowers, etc.

Q. Have you ever met a celebrity, and who?

A. Beyoncé. When I worked at Marc Jacobs, he designed her dress for the Met Gala.

Q. What is the first song you play when you get in the car?

A. I normally listen to the radio. But lately it’s “In the Mood” by Glen Miller.

Q. What are three things you can’t live without?

A. Lipstick, sneakers (specifically Nike Air Force 1s), and leather leggings.

4 William Gaylord Crawshaw

SARATOGA SPRINGS — William (Bill) Gaylord Crawshaw died peacefully in his sleep March 14, 2021. A “Maybasket baby,” he was born May 1, 1935, in Syracuse, and adopted six months later by Thomas Hill and Mary Gaylord Crawshaw in Glens Falls. He attended Glens Falls schools and Bates College.

During service in the United States Army, with Russian language training at the Army Language School in Monterrey, California, he was based in Alaska on St. Lawrence Island.

He loved Alaska and came back with many stories. He finished college courses at the University of Maine and worked for a time near Boston in the printing field.

OBITUARIES He married Helen Bogle, a children’s librarian in 1966. After the birth of their first daughter, Catherine, Bill decided to become a librarian. A master’s degree at the State University of New York at Albany led him to twenty-four years as a reference librarian at the Crandall Library in Glens Falls, where he became Head of Reference. When he retired, he and his wife sold secondhand books under the name Book in Hand.

Bill was a family man, proud of his daughters. He enjoyed many family activities, including photography, Halloween costume creation, listening to Prairie Home Companion on Saturday nights, shared meals, landscaping an extensive yard and garden, and bringing in the winter wood supply each year.

Bill loved experimenting in the kitchen and was renowned for his creative sandwiches and delicious scones. An avid reader, he especially loved mysteries.

He loved to travel and had many memorable adventures. Once his grandchildren were born, California trips were added to the shared memories. Bill belonged to the Glens Falls Lions Club for about forty years. Friends and family will always remember with love his gentle but irreverent “punny” sense of humor and

his tremendous kindness and willingness to help others.

Bill is survived by his wife, Helen, his daughter Catherine (Cricket) Crawshaw and her children, Faye and William Johnson of Berkeley, California, and by his daughter, Abigail Crawshaw, and her husband, Frank Fletcher, of Philadelphia.

At age 84, he was able to reunite with his birth family, which provided him with great happiness. He is also survived by four members of that family.

A memorial will be held this summer when gathering becomes safer.

In lieu of flowers, well-wishers may make a donation to Crandall Library or to SAIL (Southern Adirondack Independent Living Center) in his memory.

Arrangements are under the direction of Flynn Bros. Inc. Funeral Home, 13 Gates Ave., Schuylerville.

Scott James DeCelle

MECHANICVILLE — Scott James DeCelle, better known to some as “Diesel,” passed away on the evening of March 10, 2021 surrounded by his family. Scott fought a long and difficult battle with cancer and was always grateful for the overpowering amount of love, support, and generosity he received from his family and friends. He was 57.

A graduate of Mechanicville High School, Scott was a member of the varsity wrestling team. He later went on to graduate from Hudson Valley Community College before beginning a career in performance materials with Bruno Machinery in Troy and later G.E. and Momentive Performance Materials in Waterford.

Scott was a very easy-going person. He was always in a good mood and always smiling. He put others before himself and loved

making everyone smile and laugh.

Scott looked forward to dressing up like Santa Claus for his family and friends’ kids each holiday season.

Actually, he loved Christmas so much he would keep his house decorated all year. He liked the Miami Dolphins, but loved baseball, and cherished his trips to Shea Stadium and then Citi Field to watch the Mets. He was a diehard fan. Scott also loved to golf and liked to brag to his nephews about his two holes-in-one. For some reason he collected Longaberger baskets. He loved a good puzzle.

Scott was also famous from when he “told his story” to Steve Carell in 2001 when Comedy Central visited Mechanicville (video available at burkefuneralhome.com). He loved to cook, especially grilling and he made a delicious pasta salad.

He is predeceased by his father, Frederick R. DeCelle, Sr. and many aunts and uncles.

Scott is survived by his mother, Madeline Volpe Marinello, siblings; Daniel J. (Debra) DeCelle, Frederick R. (Renee) DeCelle, Jr., Trisha Ann (John) Izzo, David John DeCelle (Trina Carlton), Nicholas J. (Nicole) DeCelle, and step-mother Anne DeCelle. He is also survived by his nieces and nephews; Allison (Eric) Connors, Stephanie (Eric) Nelson, Maria (Cecil) Lane, Amelia and Nicole Izzo, Avery and Addison DeCelle, Nicholas D. (Meredith) DeCelle,

and Samuel (Liana) DeCelle, 7 great-nieces and nephews, and many cousins, aunts, uncles, and extended family all of whom were important to Scott.

A Mass of Christian Burial was celebrated 3/16/2021 at All Saints on the Hudson South Church (St. Paul’s), 121 N. Main St, Mechanicville by the Rev. Thomas Morrette. The Mass is available to view: burkefuneralhome.com.

COURT Antonio Dean, 34, of Hudson Falls, pleaded March 12 to attempted criminal possession of a controlled substance, a felony, in Wilton. Sentencing May 21.

Raymond M. Barnett, 39, of Ballston Spa, was sentenced March 11 to 1 year in jail for criminal mischief and 15 days for menacing. Sentences to run concurrently.

Todd A. Weinberg, 56, of Halfmoon, pleaded March 11 to promoting a sexual performance by a child, a felony.

Ramzi Kori, 19, of Burlington Vermont, was sentenced March 11 to 5 years of probation, after pleading to criminal possession of a firearm, a felony, in Moreau.

Donald R. Martin, III, was sentenced March 11 to 1 to 3 years in state prison, after pleading to sex offender failure to register, a felony.

David F. Lafaver, 44, of Porters Corners, pleaded March 10 to

sexual abuse in the first-degree, a felony, related to an incident that occurred in Corinth.

Eileen M. Wesley, 62, of Scotia, was sentenced March 10 to 5 years of probation, after pleading to felony DWI, in Ballston.

Peter J. Rupp, 41, of Ballston Spa, pleaded March 9 to criminal contempt in the first-degree, a felony, regarding charges made from July to November 2020, in Milton.

Keith A. Meader, 49, of Ballston Spa, pleaded March 8 to criminal possession of a controlled substance, a felony, in Clifton Park. Sentencing May 14.

POLICE On March 10, the Saratoga County Sheriff ’s Office Narcotics Unit charged Bryan E. Gailor, 42, of Ballston Spa, and Jesse R. Coleman, 37, of Ballston Spa, after a lengthy investigation into drug trafficking within Saratoga County. Gailor and

BLOTTER 5 Coleman are accused of distributing cocaine and crack cocaine throughout the county. A search warrant was executed by the Saratoga County Sheriff ’s Office Special Operations Team with the assistance from the Ballston Spa Police Department.

Quantities of crack cocaine and heroin as well as packaging materials and scales were allegedly located in the residence. All charges are felonies: criminal sale of a controlled substance in the third-degree; criminal possession of a controlled substance third-degree; five counts criminal possession of a controlled substance fifth-degree.

Jennifer L. Youngs, 50, was charged March 10 with rape in the second-degree, and criminal sexual act in the second-degree.

According to the Saratoga County Sheriff ’s Office, Youngs was charged following a lengthy investigation after it was determined that between September 2015 and April 2016, she is suspected of having sexual intercourse, and other sexual contact with a 14-year-old male in the Town of Milton.

State Police in Wilton charged James J. Harris of Brooklyn, N.Y., on March 5 with criminal possession of a controlled substance second-degree, criminal possession of a controlled substance third-degree, and criminal possession of a controlled substance fourth-degree – all felonies. State Police stopped Harris for a series of traffic infractions as he traveled on I-87 in the Town of Moreau.

Following a consented search of the vehicle, approximately 14 grams of heroin and 176 grams of crack cocaine were allegedly found. Harris was sent to Saratoga County Jail in lieu of $10,000 cash, or $25,000 bond.

Paul Calo, 46, of Ballston Spa, was charged March 5 in Saratoga Springs with aggravated unlicensed operation of a motor vehicle.

David D’Aiello, 60, of Saratoga Springs, was charged March 5 with assault in the thirddegree, a misdemeanor.

Jeffrey Timmons, 53, of Latham, was charged March 5 in Saratoga Springs with the following: misdemeanor DWI, refusal to take a breath test, aggravated unlicensed

operation of a motor vehicle, passed red light; unsafe turn or failure to give appropriate signal; motor vehicle license violation: no license; failure to notify DMV of address change, and operating unregistered vehicle.

Kenneth Hughes, 36, of Buffalo, was charged March 6 in Saratoga Springs with criminal trespass, a misdemeanor.

Phillip Stanfield, 53, of Albany, was charged March 6 in Saratoga Springs with the following: misdemeanor DWI; misdemeanor aggravated DWI; aggravated unlicensed operation of a motor vehicle; obstruct governmental administration-second degree; resisting arrest.

Jacklyn Parker, 20, of Saratoga Springs, was charged March 6 with petit larceny.

Jose Madera, 38, of Saratoga Springs, was charged March 7 with criminal trespass, a misdemeanor.

Karah Carpenter, 29, of Gansevoort, was charged March 7 in Saratoga Springs with criminal possession of a controlled substance, tampering with physical evidence, criminal use drug paraphernalia, speeding, and moving from lane unsafely.

SARATOGA SPRINGS — Youth2: Youth Helping Youth is partnering with SNACpack for their first “Pop-UP” to light a beacon of hope in Saratoga Springs.

The Pop-UP will provide warm socks and toothbrushes for children and teens ages 6-18. The drop off location is St. Clement’s Church Parking Lot, 231 Lake Ave, Saratoga Springs – look for the sign. The Pop-UP will continue, rain or shine, and will take place on Thursday, March 25, from 3-5 p.m. The drop off is completely COVID-safe – you don’t need to leave your car.

In response to the necessities of the changing times, Youth2 hopes to create pop-ups that will provide the community in need with warm socks, toothbrushes, bus passes and more. Youth2 is reaching out to community organizations in and around Saratoga Springs who might want a Community Care Pop UP for their own.

Youth2 is an organization based in Saratoga Springs (under the care of the Community Foundation for the Greater Capital Region) that consists of youth and adults coming together to work towards a brighter future in their community and beyond.

SNACpack started six years ago to provide children living in food-insecure homes with meals to sustain them over weekends and throughout the summer. The program is currently helping 260 K-12 students in the Saratoga Springs School District, weekly.

These Pop-UP events are hands-on ways to help our community. By caring for our community and having a sense of responsibility towards one another, we can all put our hands together and make an impact.

SARATOGA SPRINGS — After a tough year for many, Stewart’s Shops is delivering some good news to nonprofits in need.

Holiday Match had another successful season, and checks are now in the mail to local children’s charities. Funding has now been allocated to 1,715 organizations across the communities where Stewart’s Shops are located.

From Thanksgiving Day through Christmas Day, customers donated over $940,000 to the program, which was doubled to over $1.88 million with the

Stewart’s Shops match. There are no administrative costs with this program, meaning 100% of the funds collected and matched benefit these organizations.

The Stewart’s Shops Holiday Match program has now allocated more than $32 million since the program’s inception in 1986.

Stewart’s Shops is committed to giving back to the communities in which they are located, donating approximately $2.5 million a year to local non-profits with The Dake Family Foundation contributing an additional $5 million.

CCE Saratoga and Saratoga PLAN Farmland Access Workshops SARATOGA SPRINGS — Cornell Cooperative Extension of Saratoga County (CCE) and Saratoga PLAN have collaborated to bring a series of three Farmland Access Workshops.

Designed for farmland owners and those looking to purchase farmland or diversify their farming operation, the virtual classes will be held 6:30–8:30 p.m. on March 22, March 29, and April 7.

The series will kick off with Farmland Leasing presented by Nicole Tommell, Agricultural Business Management Specialist of CCE. Learn how to craft agricultural leases that work for both landowners and tenants.

The second class is Welcoming the Public with Sarah Miller, Attorney at Hodgeson &

Russ LLP. This hour and a half will focus on legal considerations to explore when welcoming the public onto your farm. To close the series Dustin Lewis of Saratoga County Soil and Water Conservation District along with Jessica Holmes and Nicolina Foti of CCE present Farmland Evaluation. In this workshop, participants will learn how to find the best fit between agricultural land and farm operation.

BALLSTON SPA — Saratoga County has launched its annual Yellow Ribbon Day donation collection drive to benefit Blue Star Mothers of America - NY 2, Saratoga County Clerk Craig Hayner announced March 12.

Donation collection boxes are at participating Hannaford stores throughout Saratoga County now through April 8. The collection will culminate on Yellow Ribbon Day, Friday, April 9 with a drivethru donation drive from 9 to 11 a.m. at Veterans Memorial Park in Halfmoon. The public is encouraged to visit their local participating Hannaford store or attend the drive-thru event to donate goods.

The Blue Star Mothers NY2 will use the donations to make “Freedom Boxes” to ship to deployed troops who call the Capital Region home.

Snack and personal care donations requested include individual and travel size packages of crackers, microwavable cup of soup, fruit snacks, granola bars, and beef jerky, as well as personal

care items such as insect repellent wipes, toothbrushes, body wash, deodorant, lip balm, puzzle books, and more. A full list of donation requests is on the Saratoga County Clerk webpage on the County website at www.saratogacountyny. gov and its Facebook page, @saratogacountyclerk.

St. Patrick’s Day Weekend is a notoriously deadly period for impaired driving due to the number of celebrations and drivers on the road. New York State Police, County Sheriff and municipal law enforcement agencies across the state will be out in force in this across-the-board effort to reduce the number of alcohol-related

injuries and deaths.

The STOP-DWI St. Patrick’s Day Weekend Crackdown is one of many statewide enforcement initiatives promoted by STOP-DWI NY and the Governor’s Traffic Safety Committee. The campaign also targets Memorial Day, 4th of July, Labor Day Weekend, Halloween and the national Holiday Season in December.

While STOP-DWI efforts across New York have made great strides in reducing the numbers of alcohol and drug-related fatalities, still too many lives are being lost because of crashes caused by drunk or impaired drivers.

SARATOGA COUNTY BOARD OF SUPERVISORS ADOPTS POLICE REFORM RECOMMENDATIONS REPORT

BALLSTON SPA — At its monthly meeting, held March 16, the Saratoga County Board of Supervisors approved the adoption of a police reform report presented by its appointed sevenmember “Executive Order 203 Compliance Group.”

The group was charged with conducting a comprehensive review of the Saratoga County Sheriff ’s Office - including strategies, deployment practices, and policies - and submitting a report of potential recommendations to the Board of Supervisors, as per Gov. Cuomo’s Executive Order in 2020.

The group stated the following recommendations: 1. Facilitate and establish an advisory committee to continue to seek public input and community involvement in reviewing policies and procedures utilized by the Sheriff ’s Office beyond April 1, 2021.

2. Encourage the Saratoga County Sheriff to take steps necessary to maintain compliance with the New York State Law Enforcement Accreditation Program.

3. Encourage the Saratoga County Sheriff to maintain policies consistent with the model policies as provided by the New York State Municipal Police Training Council.

4. Encourage the Saratoga County Sheriff to study and implement training and programs related to topics such as: diversity and cultural education, and elimination of bias.

5. Recommend that the Saratoga County Sheriff explore the development of a body camera and in-car video program for agency.

A draft policy should be submitted to the Public Safety Committee for review and recommendations.

Recommend that the Board of Supervisors consider funding the establishment of the Sheriff ’s body camera and in-car video program to include equipment, storage, and requisite staff for the review and management of video records.

6. Encourage the Sheriff to consult with the Board of Supervisors and its Public Safety Committee in exploring the feasibility of creation of a Professional

Standards position or group within the Sheriff ’s Office in lieu of the current ad-hoc method of collecting and investigating complaints, reviewing and updating policy and auditing agency performance.

7. Encourage the Sheriff to amend policies and procedures as needed to facilitate collection of additional demographic data on law enforcement contacts to include data related to race and ethnicity.

8. Facilitate the establishment of a County created and maintained list of resources for the public and county employees to reference in lieu of contacting or deploying law enforcement personnel for certain non-law enforcement incidents.

9. Encourage and Recommend the Sheriff continue to engage and support the inclusion of mental health resources in the daily functions of the Sheriff ’s Office to the benefit of both the community and members of law enforcement.

10. Recommend to the Sheriff to examine whether methods exist to use equipment with military appearances where necessary to control public disruption and protect lives, but in a manner that reduces the possibility of instilling fear or apprehension on the part of citizens engaging in legitimate public assembly and speech.

“This is an important step forward for our Sheriff ’s Office and our County,” said Theodore Kusnierz, Chairman of the Saratoga County Board of Supervisors. “We wanted to find updated approaches to policing in Saratoga County to ensure that our officers could do their jobs as effectively as possible while also making sure that our entire community feels safe and protected, and I believe this report and its recommendations will help us do that.”

Saratoga Springs City Supervisor Tara Gaston cast the lone vote against. While she said she favored the recommendations, Supervisor Gaston expressed concern that some of the recommendations – those instituting the use of body cameras and in-car videos, among them – lacked more urgent language that would see those recommendations implemented. “I’d like to see this not as a possibility to explore, but as a plan to be developed,” Gaston said.

The county Compliance Group reported that from 2016 through 2019, there were between 11 and 22 use of force reports per year. None involved the discharge of a firearm. Over that four-year period, 25 civilian complaints were received, 11 of them sustained. One complaint alleged excessive force, and one complaint alleged bias.

Neither allegation was sustained.

Regarding last summer’s event in Saratoga Springs that involved a planned “Back the Blue” rally and a counter-protest by the groups “BLM” and “All of Us,” the Compliance Group said that while it had conducted no structured fact-finding hearing regarding the July 30 event, it did

not identify any specific instance of misconduct on the part of any Sheriff ’s Department employee.

“Nevertheless, many comments were made concerning the use of the MRAP and the “militarization” of police departments in general,” reads the group’s report.

“Accordingly, the Compliance Group believes that the Sheriff should examine whether methods exist to use equipment with military appearances where necessary to control public disruption and protect lives, but in a manner that reduces the possibility of instilling fear or apprehension on the part of citizens engaging in legitimate public assembly and speech.”

SARATOGA SPRINGS — City Republican Chairman Chris Obstarczyk announced March 16 the committee’s endorsed slate of candidates for the fall 2021 city and county elections.

The City of Saratoga Springs Republican Committee has endorsed first-time candidates Heidi Owen West, Mayor; Tracey LaBelle, Public Safety; JoAnne Kiernan, Finance; Samantha Guerra, Accounts, and incumbent Public Works Commissioner Anthony “Skip” Scirocco.

In a prepared statement, Obstarczyk called the GOP slate “the most diverse and dynamic group of Saratogians that have been fielded to run for office in decades.” All four first-time candidates are women.

SARATOGA SPRINGS — Assemblywoman Carrie Woerner (D-Saratoga Springs) is calling on Rivers Casino to pay its statutory obligation to the Saratoga Harness (SHHA).

“I have deep concerns that what has been proposed in the Governor’s budget, what has been termed a sweetheart deal for Rivers Casino, would in fact make all of this impossible,” said Woerner, during a press conference at the harness track March 16.

The proposal in the Governor’s budget would eliminate statutory purse support payments to SHHA until six months after all COVID restrictions are lifted. According to Woerner, the proposal renders the SHHA inoperable and “there would no longer be harness racing in Saratoga Springs.”

Woerner explained that both the Casino and the Harness Track were closed for months during the pandemic and that SHHA doesn’t expect the full payment, which could amount to millions of dollars. But she and SHHA, did expect Rivers to come to the table in good

faith and negotiate a reasonable outcome for both. Rivers has not paid its purse support payments since the beginning of 2020—twoand-a-half months before the pandemic shut down businesses across the state, Woerner added.

In 2013 when New York sited four casinos upstate, the state also moved to support the harness racing industry by establishing purse support payments. The statutory purse payments were designed to offset the loss of income at the state’s harness tracks caused by the new casinos. These payments are sourced from revenues that casinos make from Video Lottery Terminals (VLT). The four upstate casinos--including Rivers Casino--have been required to make purse payments since their inception. The Saratoga Casino has made good on its commitment to SHHA but Rivers has not.

“This is a big casino. This is a wealthy corporation . . . Rush Street Gaming which is the parent company for Rivers Casino last year did a public offering. They are sitting on a quarter of a billion

dollars of cash. Clearly enough to both operate their casino and meet their obligations,” said Woerner.

The funds provide financial support for trainers, drivers, groomers and the small businesses that support Saratoga’s Harness industry. Among other costs, these funds pay for: Mandatory state racing fees; Payment toward the Dept. of Environmental Conservation required program to remove manure from the back stretch; Minimum driver stipend paid to each driver for each race; Required program reimbursement fee for each live race card, and $31,451.18 per month ($377,414 annually) for SHHA member health insurance.

“There are 700 owners and trainers in Saratoga Horsemen.

There are thousands of families— mostly black and brown families— that work in the barns, that work in local farms, that work in farms across the state in the harness business. There are farriers that shoe the horses, there are veterinarians, there are farmers that grow the hey, the straw, the oats—this is a big economic impact,” said Woerner.

On March 5, the 13-member Saratoga Springs Police Task Force released its 108page report: Reinvention Plan: Toward a Community Centered Justice Initiative.

“It contains more than 50 recommendations intended to improve the policies and practices of the Saratoga Springs police

Department,” city attorney Vincent DeLeonardis explained to the council during its meeting on March 16. “It is now up to the Council to review and deliberate on the proposed recommendations and determine which of those recommendations will be implemented – and how.”

“This is a big first step that we’re taking here, but it has to go on. We can’t possibly reform everything in seven months,” city Mayor Meg Kelly said, regarding the amount of time which the Task Force was granted to conduct their review – in between the time of Gov. Cuomo’s order and the city’ s adoption deadline.

“We have to have a plan moving forward and I think

that’s what we’re doing with this resolution. We’re going to continue working with the Commissioner of Public Safety (Robin Dalton) and working with the chiefs to continue on the reform,” she said.

“We have to submit something April 1 and then we can continue to work through all these changes.

Police reform has to continue after April 1, it doesn’t end.”

Two special meetings of the City Council were scheduled to specifically review the task force recommendations for police reform. Those meetings will take place 7 p.m. Tuesday, March 23 and 7 p.m. Wednesday, March 31.

The meetings will be live streamed via Zoom and on the city’s website, and public comment will be allowed at both meetings.

Public Safety Annual Report SARATOGA SPRINGS — The Public Safety Department is comprised of a full-time administrative office staff, a Police Department, Fire Department, Code Enforcement Division, Central Dispatch, Traffic Maintenance, Animal Control Officers and a Health Officer. There are approximately 161 full-time and 11 part-time employees. The part-time employees work as school crossing guards, vehicle traffic controllers, part time cleaners, part time clerk and summer laborers at the traffic garage.

• The Fire Department operates out of two fire stations and serves the City of Saratoga Springs, which encompasses 29.07 square miles of residential, commercial, and agricultural properties and parks.

• Fire Department 2020: The Saratoga Springs Fire Department responded to 4868 calls for service, which represents a 7.38% decrease overall from 2019. Specifically, there were 85 calls for service regarding fires – the highest number of fire responses since 2017.

• Ambulance 2020: 3,454 Emergency medical calls, a daily average of 9.46, and 2,269 transports.

• The Police department currently employs 72 sworn law enforcement officers. Over the past five years, averaged approximately 30,500 calls for service, 1,290 arrests, and 28.33 incidents involving uses of force per year.

• Police Department 2020: 30,880 calls for service. The Investigations Unit assisted in 39 missing person cases in 2020, and officers deployed Narcan on 16 separate calls for service.

Development and Investment Company Eyes Luther Forest Tech Campus; May Bring 2,500 New Jobs

MALTA — The Luther Forest Technology Campus may soon be adding to its list of residents.

The campus, which sits in the towns of Malta and Stillwater, has long been home to GlobalFoundries as its sole tenant.

Scannell Properties, a privately owned real estate development and investment company, is looking to develop up to five large warehouses consisting of millions of square feet of manufacturing and warehouse space at LFTC, bringing about 2,500 new jobs to the county along with it.

“It would be significant for a couple of reasons. First and foremost is the sheer number of jobs involved. They’re talking

about 2,500 jobs, which would absolutely be a game-changer, a generational change in terms of economic activity,“ said Timothy Dunn, councilperson on the Malta Town Board.

GlobalFoundries employs about 3,000 people, but many are of a specialized high-tech variety.

Dunn explained that the Scannell project would appear to seek the employ of a more varied skill set and offering jobs that run the gamut from tech and tech-related jobs to light manufacturing and distribution. “I think it would be a huge opportunity for the local work force. The ability to get those jobs to local people is really high I think, and would be a big benefit,” Dunn said.

Before the project can proceed, the towns of Malta and

Stillwater would need to allow a mix of uses on the land that Scannell would employ.

The company is based in Indiana and was founded in 1990. Its focus is on build-tosuit and speculative development projects, and cites more than 350 completed development projects with a geographic reach across 44 U.S. states, as well as in Canada, France, Italy, Germany, the Netherlands, Spain and the UK.

“A company like Scannell that’s looking to make a strategic investment based on market demand is exciting. They develop property and work with companies that would have the highest propensity to want to do business in our area based on the marketplace and all of the strategic assets that we have in our region,” said Shelby Schneider, President and CEO of Saratoga County Prosperity

Partnership. “It’s exciting to see. They develop property for Fortune 100 companies around the country. If they have confidence in the marketplace, they relay that confidence on to Fortune 100 companies.”

Scannell has an option to buy more than 200 acres of land south of the GlobalFoundries computer chip plant, and is in communication with local municipalities regarding the land use changes to the planned development district necessary for the development of the potential project.

A discussion was held among members of the Malta Town Board during its workshop earlier this month and it is anticipated discussions will continue during a full town board meeting on March 29. A town board Action Meeting takes place April 5. It is believed a similar process will be undertaken in Stillwater.

The project has also been forwarded to the Malta Town Planning Board as well as the Saratoga County Planning Board for review. “So, we’ll be anticipating input from both of those entities,” Dunn said. “Once we’ve gone through all these steps it will be up to the town board to make a decision whether to approve or not approve the amendment of the Planned Development District – which is ultimately what precipitated this whole discussion.”

Of course, this breakfast will be unique in many ways. It’s the first time we’ve ever hosted one during a pandemic. So we’re taking extra precautions to make sure everyone is safe. You have to bring your own breakfast. You’ll have to make or buy your own coffee. You have to find your own seat. But it can be anywhere in the world. You’ll need a computer, laptop, tablet or phone to actually attend. You don’t need to dress up. You won’t need to bring any business cards. We won’t ask new members to stand up and introduce themselves.

This year’s event will be virtual.

The good news is that this means anyone can attend. You’ll be on mute but we will take questions via chat. The event is generously sponsored by The Adirondack Trust Company. During the breakfast, virtual attendees will hear from the 2021 Chair of the Saratoga County Board of Supervisors, Town of Moreau Supervisor Todd Kusnierz, and the new Saratoga County Administrator, Steve Bulger.

Since taking over in January, the Chairman and the Administrator have made sure to focus the county’s efforts on stopping the spread of the virus. They appointed Supervisor Tara Gaston to lead the effort as Chair of the Board’s Health & Human Services Committee. This committee and every County department are working diligently to slow the spread of the virus and to help local residents to get vaccinated.

We’re sure the breakfast will cover this topic extensively.

Chairman Kusnierz and his team have been hosting regular updates via Facebook live as the year has progressed. They’ve taken action to help local restaurants by supporting a cap on third party delivery fees. They’ve helped promote the work by the Saratoga County Industrial Development Authority and the Clifton Park Industrial Development Authority to

provide tens of thousands of dollars in reimbursement grants to help local businesses and nonprofits pay for personal protective equipment expenses. They’ve supported efforts by the Saratoga Casino Hotel to expand their hours of operation which has helped them to attract more people to Saratoga.

The County is regularly sharing information on the vaccination program online and on social media.

The Chamber has been keeping close track of this information.

We’re publishing a weekly chart that updates everyone on the progress being made to vaccinate the county’s residents. This is vital if we are to reopen our local economy fully later this year. It’s vital if we want to be allowed to have a more normal summer with fans at all of our most popular venues.

With the passage of a new stimulus law at the Federal level, there are now millions of dollars in assistance coming to Saratoga County. It’s likely that the County’s leaders will update attendees at this breakfast as to how this money will be allocated. As with everything else, there are likely strings attached to this funding and maybe some areas where our local officials will have some flexibility. We look forward to hearing about all of this and more.

These two leaders, of course, also have the regular and more traditional work of the county to lead. We’re blessed with having decades of great leadership in Saratoga County. Even during a pandemic, Saratoga County leaders maintained our lowest in the state property tax burden. They successfully managed to balance the county budget while providing all essential services plus so many unanticipated costs associated with the war against COVID 19.

In many ways, this was what the focus was of this former annual event. Just because it is not at the top of the agenda this year doesn’t take away its importance.

ReShop for the Good sells new and gently-used furniture, household goods and decor. Proceeds from ReShop for the Good support Rebuilding Together Saratoga County’s work to provide critical repairs and accessibility modifications for low-income homeowners in our community. ReShop for the Good originally opened in 2017 and has continued to see increased business year-over-year.

SARATOGA SPRINGS — Mark Quandt has announced his retirement from Northeast Regional Food Bank after 38 years.

The Regional Food Bank has been helping to feed the poor and hungry in the greater Capital Region and beyond since 1982.

It is the only organization of its kind in northeastern New York and collects large donations of food from the food industry and distributes it to charitable agencies serving hungry and disadvantaged people in 23 counties, including across Saratoga. From Plattsburgh to Newburgh, in urban, rural, and suburban communities, the Food Bank provides over 40 million pounds of food a year to 1,000 agencies.

Congressman Paul D. Tonko issued a statement following the

announcement of Quandt’s retirement. It reads: “Mark Quandt is one of the finest people I have ever known. His work as Executive Director brought our Northeastern Regional Food Bank to new heights and helped lift thousands of our neighbors, friends and loved ones out of the pain of hunger and despair, and every step of the way he has done so with a deep spirit of compassion. I appreciated his tireless work to better serve the needs of my own constituents. I am humbled and deeply grateful for the gift of his decades spent addressing human need in our region.

Saratoga Arts Welcomes Ian Berry to Board of Directors SARATOGA SPRINGS — Ian Berry has joined the Saratoga Arts Board of Directors.

Berry is Dayton Director of The Frances Young Tang Teaching Museum and Art Gallery and Professor of Liberal Arts at Skidmore College. He has organized over 100 museum exhibitions for the Tang and museums across the United States.

Berry is a leader in the field of college and university museums, and is a regular speaker on interdisciplinary, inventive curatorial

practice and teaching in museums. He is well known for his active publication record including monographs on artists Terry Adkins, Nancy Grossman, Corita Kent, Nicholas Krushenick, Tim Rollins and K.O.S., Alma Thomas, and Kara Walker.

He is a board member of the Museum Association of New York, has chaired the Visual Arts Panel of the New York State Council on the Arts, and serves on several advisory committees for regional and national arts organizations.

Southern Saratoga Art Society SSAS member Carol Winterton will feature her art in a one-woman

Kindness Links Us Together

This month marks the one-year anniversary of the school shutdowns because of COVID-19.

It’s an opportunity to reflect, and a time to ask – how have you been carrying your trauma?

The Invisible Backpack One of the lingering effects of COVID is the mental trauma it has caused.

Through this collective experience, we’ve all been carrying around thoughts and feelings that can be difficult to handle – and may seem invisible, but are, indeed, still there.

At Geyser Road elementary school, they are learning empathy and to envision everyone as if they were carrying around an invisible backpack filled with the weight of this year’s trauma.

Teachers have been witnessing the effects of this trauma in their classrooms and experiencing it themselves. Within a sea of changing schedules and technologies, they have been tasked with the responsibility of creating an environment where children feel safe, supported, and ready to learn.

“I’m so proud of them. It’s been hard, really hard work. It’s been difficult professionally and personally but they’ve let down walls, and shared personal experiences. This is typically not the conversation that you’d hear in school. They’ve been vulnerable and a lot of trust has been put out there,” said Geyser Road Principal Michele Whitley.

Making Space, Giving Grace The school is part of a district-wide heart-centered approach to lighten the mental load of educators, their students, and families.

It’s about finding balance.

“It all boils down to kindness. A note or an email, that’s what we need right now. Showing appreciation and that we’re thinking of each other. These are small moments of joy and there is so much happiness that they can bring you. Reciprocation between teachers and families, that is joy.”

“Educators are incredibly giving of themselves, so it’s about making space and giving ourselves grace,” said Whitley.

Understanding the Flight-Fight-Freeze Impulse

Consultants specializing in Social-Emotional Learning (SEL) have guided the staff to new insights on the importance of compassion, forgiveness, and acceptance.

Confidently embracing uncertainty begins with being able to recognize it.

There’s music at faculty meetings, a premium put on making people smile, practicing mindfulness, and finding time for stillness.

The high school created a Virtual Calming Corner and an online Kindness Wall where uplifting messages are added so the staff can hear from each other about the wonderful things they do.

At Dorothy Nolan elementary school, they promote positive affirmations, mindfulness, and exercise to improve mental health.

They are also studying the specific strategies laid out in trauma expert Jennifer Bashant’s book, Building a Trauma-Informed Compassionate Classroom.

These techniques help educators identify the body’s natural reaction to threats (the flight-fightfreeze response) and understand how it shows up in children as daydreaming, defiance, or over-sillyness.

“These are uplifting activities that everyone can be involved in.

Ballston Spa School’s FIRST Teams Qualify for Championship Tournament BALLSTON SPA — The Ballston Spa Central School District’s five For Inspiration and Recognition of Science and Technology (FIRST) Lego League Challenge (FLL) teams for the 2020-2021 season have advanced in competition.

The Motors in Action and Golden Creators teams won awards and will be

moving on to the Hudson Valley Championship Tournament on March 27. Motors in Action earned the Core Values Award and the Golden Creators won the Robot Design Award. BSHS alumna Lauren Brady was selected for the Coach/Mentor Award at the tournament.

The district’s 2020-21 Robotics initiative is possible because of

Schuylerville Elementary School Student Wins Eden Renewables Solar Appreciation Contest SCHUYLERVILLE/TROY — Troy-based community solar farm developer Eden Renewables announced Alexa Rust of Schuylerville Elementary School as the winner of its first annual “Power of the Sun” Poster Contest for her imaginative yet straightforward piece.

Eden’s ‘Power of the Sun’ Poster Contest is designed to challenge children to think creatively about solar energy in celebration of National Solar Appreciation Day (March 12).

Students were asked to use any form of media to create an original poster depicting the importance of solar energy, how it benefits our lives today, and how it will power our future.

The contest, which kicked off this year, is offered to 5th grade students throughout the Capital Region. Entries were judged by Eden’s management team according to creativity, originality, artistic quality and overall message.

CANCELLED Speech Not So Free at Skidmore

Saratoga TODAY SARATOGA SPRINGS — A Young Americans for Liberty chapter has been rejected from forming at Skidmore College, and its organizer believes that the decision signifies the already present “cancel culture” on campus.

Hannah Davis, a junior Political Science major at Skidmore College, began to organize a chapter of Young Americans for Liberty (YAL) over winter break. After starting an Instagram page to raise awareness, opposition towards the group began in the form of negative comments on posts. In addition,

an author under the username AC created an anti-YAL Change. org petition. The author lists past events held by other YAL chapters in the description of the petition that show “patterns of racism, homophobia, and transphobia.”

The petition has since gained over 1,700 signatures.

Most of this attention comes after the Club Affairs Committee at the college denied the chapter an 8-week trial period. Which, to Davis’ understanding, was to see if the club had interest and could be allocated funds. A chapter/club is not made official until after the trial period and a SGA (Student Government Association) Senate vote.

YAL is a student activism organization whose chapters are affiliated with the national political group and Congressman Ron Paul, promoting libertarian ideals such as individual freedoms and small government.

However, individual chapters on each college campus are free to create and pursue their own goals, although the organization does advise against certain speakers or events.

“They don’t believe that government should be involved in people’s personal lives, and in the matters of marriage and other social issues that people on my campus value a lot,” said Davis.

“That is where I thought we were going to reach common ground.”

Davis decided to form the club because of the culture existing at Skidmore that she has experienced herself. She describes the lack of political variation and speakers in the classroom, as well as the negative athlete versus nonathlete attitudes that align with the hostility between political viewpoints on campus, as reasons behind her chapter’s goals of

reducing polarization, promoting free speech and analytic thinking, and holding the faculty and college accountable to provide students with a nonpartisan learning environment. Davis emphasizes that her chapter is working towards goals that are specific to the campus and vary from other chapters.

“I’ve gotten a lot of pushback saying that this is in response to something specific and that’s not the case,” said Davis. “This decision was not in response to any other club, any other organization, or any other efforts on campus. This was very much three years of what I considered limited viewpoints on campus being discussed.”

Davis has spoken to the Club

Affairs Committee about their decision, and plans to make an appeal to the SGA Senate; the administration of the college is not involved in these decisions.

Skidmore College President, Marc C. Connor, said in a statement to the Times Union: “The student leaders whom our students have elected as their representatives have the right to vote to decide the outcome of this process…I encourage all members of our community to exercise their freedom of speech and freedom of association and to engage with each other with patience, courtesy, and respect for one another.”

Saratoga TODAY reached out to Skidmore College’s SGA for a comment, but received no response.

yurveda is the sister science of yoga and translates to “science of life.” Application of Ayurveda requires foundational knowledge of three constitutions, called doshas.

Doshas are energetic systems of the body that influence body type and characteristics.

There are three doshas, Vata, Pitta, and Kapha, derived from the five natural elements; air, ether, water, fire, earth. Vata is composed of air and ether (think light, flowing, movement). Pitta is of fire and water (think powerful, transformational, bold).

Kapha is of earth and water (think grounded, calm, cohesion). In short, the goal of Ayurveda is to keep these doshas balanced for good health.

What you eat influences your doshic health.

Seasonal, organic, and local fresh foods are the best to consider for dosha balance. Ayurveda’s taste types are sweet, sour, salty, pungent, astringent, and bitter.

Each taste has a specific effect and can be aggravating or balancing to a dosha type. For example, pungent foods like hot spices, garlic, onions, chiles- which stimulate digestion- can aggravate Pitta and Vata but can balance Kapha. On the other hand, oils can aggravate Kapha but balance Pitta and Vata. These elemental influences are not only present in your body but correspond to the seasons and climate.

• ½ lb chopped kale* stems removed • 2 medium sweet potatoes* peeled and cubed

• 1 Tbsp astringent dressing [1 Tbsp Ginger Junbucha* + 1 Tbsp Puckers Gourmet* brine] • ½ onion* diced • ¼ cup water

INSTRUCTIONS: 1. Boil the kale until leaves turn a vibrant shade of green and strain.

2. In a separate pot, add the diced sweet potatoes with just enough water to cover them. Add the salt and boil until soft.

Remove from heat and strain.

3. Saute onion in water for thirty seconds. Then add cooked sweet potatoes and kale. Mix gently to avoid breaking up the soft sweet potatoes.

4. Drain off excess water, place in a serving dish, and toss gently with Astringent Dressing.

5. If this seems a little too bland for your taste, try a drizzle of Saratoga Garlic Company’s Aiolis (I love a touch of the Curry Aioli with this recipe!)

Hello my Foodie Friends !

During our current coronavirus pandemic, many of us are spending more time at home. Cooking has meant consistency at a time when everything has changed. This past year has been a time of trying new things to make and bake in our kitchens.

The silver lining of having so much time on our hands has led to much more baking and trying out the desserts we have been longing to make. Let’s talk about desserts, a confectionery course that completes your meal or maybe more than that, brings joy to everyone’s face after a delicious bite. There is no denying the fact that desserts bring us some level of happiness. My father-in-law’s favorite part of the meal was the dessert.

Although he would always finish everything on his dinner plate, he would have room for the anticipated dessert that was to come. I have to admit that I have a bit of a sweet tooth as well.

Among the plethora of baking items that our customers have been coming into the store for, the cooking torch has become a must-have kitchen accessory for any gourmet home chef. The cooking torch lets you achieve that crunchy, caramelized layer of sugar on top of your custard. The cooking torch is not limited to just crème brûleé, though. You can use it for bread puddings, baked Alaska, and even for melting cheese on top of soup.

Here are some other ways to use your cooking torch: Although we love adorning fiber- and protein-packed oatmeal with fun and healthy toppings, some mornings need a little more than a drizzle of honey. Torching your toppings is the perfect way to give your oats an exciting new makeover. Not to mention, it’ll totally wake you up. Top your bowl with fat-blasting unsweetened cocoa powder and cinnamon, and torch away to lend the spices some smokiness. For those with a sweet tooth, make a simple bananas foster oatmeal by mixing a few drops of vanilla extract into the oats and then garnishing with sliced bananas, cinnamon, and honey.

Then, allow the torch to caramelize the toppings. Whether you’re layering slices on sourdough or sprinkling the good stuff on a bowl of homemade French onion soup, perfectly melted cheese can be achieved in minutes with a kitchen torch. For meat that’s best served a little undone—like lamb, prime rib, and roast beef—lightly

• 4 ounces saltine crackers (scant 1 sleeve)

• 1 can (14 ounces) sweetened condensed milk

• 4 large egg whites

• 1 stick (1/2 cup) unsalted butter, room temperature

• 4 large egg yolks

• 1/4 cup fine sanding sugar

• 1/4 cup granulated sugar

• 1/2 cup passion-fruit puree, thawed if frozen

• 3/4 cup granulated sugar • 1/4 teaspoon kosher salt

INSTRUCTIONS CRUST: 1. Preheat oven to 350 degrees.

2. Pulse crackers in a food processor until finely ground. Pulse in butter and granulated sugar until combined. Firmly press into bottom and up sides of a 9-inch pie dish. Bake until golden brown, 18 to 20 minutes. Transfer to a wire rack; cool completely.

FILLING: 3. Reduce oven temperature to 325 degrees. In a medium bowl, gently whisk together condensed milk, egg yolks, and passion-fruit puree. Pour filling into crust.

4. Bake until center is set but still quivers when pie dish is nudged, 15 to 17 minutes. Transfer to a wire rack; let cool completely.

MERINGUE TOPPING: 5. Add topping shortly before serving. In the bowl of a mixer fitted with the whisk attachment, beat egg whites on medium-high speed until frothy. Increase speed to high and gradually add both sugars and salt, beating until stiff peaks form, 5 to 7 minutes. Pipe or spread meringue on pie, making sure it touches the crust all around. Lightly brown meringue with a kitchen torch.

This method also works well with fish. Just scald the skin on your salmon fillet for that extra bite. And for a crowd-pleasing appetizer, wrap grilled asparagus in turkey bacon and set it aflame to up the flavor factor and impress your guests before dinner is even served.

John Falco, Franklin Community Center Throughout the pandemic, it has been inspiring to work beside a colleague always willing to do whatever it takes to support our mission. To say that Food Pantry and Facilities Manager John Falco has gone above and beyond at Franklin Community Center would be an understatement. John joined Franklin as a part time employee but never hesitated to step up to work extra hours doing whatever needed to support both staff and the food pantry clients. Now as manager, he continues to work countless hours side by side with volunteers as well as staff to make sure no one who reaches out to Franklin for help goes without food and other necessities. An avid cook, he even finds time to make breakfast for Franklin’s staff and bake special treats on staff birthdays! John’s friendly personality and willingness to work with everyone makes him both inspiring and motivating to work beside each day. Both our community and Franklin Community Center are all the better thanks to John, truly an unsung hero during this pandemic.

Albany Symphony Secures Grammy Award ALBANY — David Alan Miller and the Albany Symphony secured a Grammy Award for Christopher Theofanidis’ “Concerto for Viola and Chamber Orchestra,” with Music Director David Alan Miller and Violist Richard O’Neill in the Best Classical Instrumental Solo category.

The Albany Symphony world premiere was recorded on Jan. 8, 2018 at the Troy Savings Bank Music Hall and released by Albany Records.

“It’s not every day that a viola concerto gets recognized, but this is arguably the finest concerto for the instrument written in many years,” said Music Director David Alan Miller.

The Concerto for Viola and Chamber Orchestra was originally written for Kim Kashkashian who sent Theofanidis a collection of Navajo poems that were wildly different in character but had in common a supernatural sense of nature and an extremely evocative vocabulary. Each of the four movements is serious in sentiment, in turns foreboding and volatile, melancholic and questioning, lyrical and dramatic. Theofanidis wrote

this work during the tragedy and turmoil of 9/11, starting the piece before and finishing it afterward, and was influenced by being in midtown Manhattan that day.

Previously, the Albany Symphony recording of John Corigliano’s Conjurer with percussionist Dame Evelyn Glennie won the 2013 Grammy for Best Classical Instrumental Solo. Founded in 1930 in New York’s Capital Region, the Albany Symphony serves a diverse regional audience covering more than seven counties and parts of three states. It is led by David Alan Miller, who celebrates his 26th season as music director.

Theofanidis’ music has been performed by many of the world’s leading performing arts organizations, from the London Symphony, Philadelphia Orchestra, and New York Philharmonic to the San Francisco Opera, the Houston Grand Opera, and the American Ballet Theatre. He is currently on the faculties of Yale University and the Aspen Music Festival.

The 63rd GRAMMY award ceremony was held on Jan. 31 and aired on the CBS network.

Theatre Program Presents Festival of New Plays via Zoom ALBANY — The Theatre Program of the University at Albany’s Department of Music and Theatre announced its annual FRESH ACTS: Festival of New Plays, will be presented digitally this year with five presentations of new plays from April 7-10.

The schedule includes 8 p.m. performances on Wednesday, Thursday and Saturday; 3 p.m. on Friday and 2 p.m. on Saturday. All of the performances will happen live via Zoom, allowing the Festival to potentially reach its largest audience ever. There will also be a digital manuscript of the plays, together with interviews with the writers and information on the directors’ visions for the plays, available after the productions.

The festival will present readings of four one-act plays written, directed, stage managed and performed by students, under the mentorship of FRESH ACTS Artistic Director Kate Walat, associate professor and playwright-inresidence in the Theatre Program.

It will also include a showcase of excerpts from student solo performance works-in-progress, presented by the writers, for the Friday, April 9 performance.

The plays were chosen from a competitive, blind submission process. The final play selection

was made by Brooklyn-based playwright Amina Henry whose own play Interstate will kick off the Festival with a Zoom reading and discussion 7:30 p.m. on Monday, March 22 as part of the Authors Theatre series, a free event open to the public and cosponsored by the Jarka and Grayce Burian Endowment and the New York State Writers Institute.

This year’s FRESH ACTS festival includes two different programs of plays, presented by two ensemble student casts chosen by audition.

The plays are: Brewed Kindred by Ryan Buchholz, Please Listen by Witnie Dupre, Hope by Christopher Guillaume and Face the Music by MJ Johnson. Directors are Natasha Daniels, Billy Feerick, Colin Gioia and Liv Larson, respectively.

A solo showcase will take place on Saturday, April 10 featuring work by Deborah Brannan, JadeElise Brown, Ryan Buchholz, Natasha Daniels, Claire DellPriscoli, Jordyn Drue, Witnie Dupre, Christopher Guillaume, Vyanna Hill and Ben Sinkora.

American Thoroughbred Horse Racing History and Stories SARATOGA SPRINGS — Need to quench a thirst for all things horseracing?

American Doorstop Project Productions producers Jody Lamp & Melody Dobson were interviewed about their award-winning, historic horse racing documentary film Born To Rein by Bill Duncliffe of Amesbury, Massachusetts; and featured on his online podcast, CAN DO with Bill Duncliffe.

The producers helped Duncliffe kick-off Season Six of "CAN DO," which he describes as a place "where the heroes and history of horse racing come to life."

"I think that educating people

about the rich history of our sport is one key way of attracting people to horse racing," Duncliffe says. "When they appreciate the interesting lives and dramatic performances of the human and equine stars of the game, they develop a new appreciation for it."

American thoroughbred horse racing history and stories about the owners, trainers, jockeys and horses featured in “Born To Rein,” which includes a commemorative guide to accompany and complement the documentary film.

SARATOGA SPRINGS — Saratoga Springs Recreation Department’s co-sponsored bowling program with Saratoga Strike Zone will run on Tuesdays from April 13–May 18. Emphasis will be placed on learning good bowling fundamentals and technique through discussion, demonstration, and practice.

SARATOGA SPRINGS — Saratoga Springs Recreation Department’s soccer programs will take place April 24 – June 19. Days and times will depend on the program you sign up for.

Fees are $80 for Saratoga Springs residents and $90 for non-city residents through April 5. Participants must wear a mask at all times, and spaces are limited to comply with safety and social distancing guidelines.

Little Kickers is a parent/child introductory program that teaches basic soccer fundamentals through games and activities. Big Kickers takes participants to the next level, and is comprised of teams and coaches. Teams will practice skills the first half of the session and play games the other half. Families were allowed to attend, marking a year since spectators had been in the gym. Both varsity teams won their senior night contests.

Varsity Boys’ Basketball The varsity boys’ game was Friday, March 12 versus Corinth. In a game that was evenly matched physically, the Saints started off strong. They moved the ball well, and looked for fast break opportunities. Their great teamwork also contributed to the 62-46 victory.

They honored seniors Hayden Day (#14), Will Fizer (#11), and Aiden Lambert (#24). This trio of seniors has been playing basketball together since 9th grade.

“It has been great playing with these guys,” said Hayden.

“I’m glad we were able to have a season.” Hayden was the team’s leading scorer in their senior night game with 34 of the team’s points.

“It was a tough season, that took a lot of dedication,” said Aiden. “So, I’m glad we were able to have games.”

And, Will added, “It was great to be able to have a team experience and finish off the season with these guys.”

In the game on Saturday, Molly drove to the hoop, drew fouls, and made her free throws. Megan was fast defensively and caused turnovers. Megan said that the team really bonded over the season’s unusual circumstances.

“I’m really sad it’s over,” said Molly. “None of us were expecting to have a season, but it worked out great.” Molly was the leading scorer of the game with 19 points.

Annie and Ryleigh are strong forwards. Annie was not afraid to take the ball down the court herself and drive to the hoop. Ryleigh had great offensive moves and plays under the basket, and contributed 14 points to the win.

“It’s bittersweet,” said Annie. “This is the last time most of us are playing, but this is a great team and great girls.”

Ryleigh, who said she was out on the court playing in memory of her brother, also added: “It’s sad to finish the season and say goodbye. But, it was fun while it lasted.”

HALFMOON — A drivethru convenience store may be coming to the region.

Farm Stores are drive-thru convenience/grocery stores in retrofitted shipping containers that resemble red barns. Drivers pull up on parallel sides of the building to view merchandise – dairy, eggs, fresh-baked bread, produce, beverages, and more – through the windows. A clerk working inside takes and bags orders.

An article done by the Albany Business Review states that a developer of Farm Stores

has already purchased a 0.67 acre plot of land at 9 Route 236. This plot is across from a Stewart’s, and a few miles down the road from a Trader Joe’s that is currently under construction.

Olivia Huffman, a commercial real estate broker at RedMark Realty out of Clifton Park, exclusively represents Farm Stores and confirmed that the developer who purchased the land is Pointe Companies.

Huffman also said that there are a minimum of 10 locations in upstate New York where they

are looking to build more Farm Stores. Franchisees Richard and Angela Barone will be opening one soon in Wappingers Falls.

Richard Harris, the Director of Planning & Building for the town of Halfmoon, says that they have not yet received an application or concept plans for the Farm Store, and that the approval process could take approximately 2-3 months.

However, Harris believes that it could be a positive commerce opportunity for Halfmoon, and might help to spread out traffic near other businesses in town.
