Before the 20th century, the upper Hudson River was used commercially as a conduit to ship timber logs downstream to the paper mills along the river. Logs were stored in pens until the spring melt in the upper Hudson region significantly increased the flow of the river. When the flow rate was right, the pens were opened and the logs were sent careening downstream to the mills. The Sacandaga River joins the Hudson River at Hadley, with each river providing approximately equal flows. The watershed of the Sacandaga River alone is approximately 1000 square miles, so the melt of the winter snowfall could provide a large amount of runoff.

Each spring, the flow of the Hudson would increase significantly, but periodically there would be a combination of warm temperatures, high local rainfall, and a large snow cover to produce extraordinary runoff over a short amount of time, called a freshet.

Flooding was also a major concern to the paper mills and other businesses along the river, causing severe economic dislocation For almost 300 years floods had devastated the upper Hudson from Luzerne to Albany and points south, as recounted in Munsell’s Annals of Albany, 1850

followed, which destroyed a number of horses in their stables; nearly carried away the fort, and inflicted considerable other damage in the colonie.

March,1790. Flooding on the Hudson River, as described by the Albany Register for March 29, 1790, was initiated by a week of heavy rains. “The weather for a week past being uncommonly moderate, and attended with considerable falls of rain and some slight snows, raised the river to such a degree on Saturday last, completely to carry off the ice; and as by accounts from Poughkeepsie, &c. the river has been some time since clear.

April 30-May 3, 1639 “Whilst I was at Fort Orange, the 30th of April, there was such a high flood at the island on which Brandpylen lived, - who was my host at this time - that we were compelled to leave the island, and go with boats into the house, where there were four feet of water. This flood continued three days, before we could use the dwelling again. The water ran into the fort and we were compelled to repair to the woods, where we erected tents and kindled large fires.” – Description of the Hudson flood of 1639 by a visitor to Albany named DeVrie

March,1818. This flood appears to have been quite sizeable according to Munsell. “The water rose to great height in the river the night of the 3d March, so that several families in Church St. would have perished if they had not been rescued. The water was two feet deep in the bar room of the Eagle Tavern, on the southeast corner of South Market and Hamilton streets. Sloops were thrown upon the dock, and the horse ferry boat was driven about half way up to Pearl Street.

A family occupied a house on the island opposite the city, who were rescued by the people of Bath. So great a freshet had not been known in forty years.”

March, 1646. “The winter which had just terminated, was remarkably long and severe. The North (Hudson) River closed at Rensselaerswyk, on the 24th November, and remained frozen some four months. A very high freshet, unequalled since 1639,

Flooding continued on a regular basis, but 1913 was to prove the turning point. At Fort Edward -the highest recorded flood level - 34 feet - was reached on March 14, 1913 causing general devastation in the area . The floods waters were severe enough that year to wash out

the bridge connecting Glens Falls and South Glens Falls. The bridge fell on March 27, 1913 at 9:55 p.m.

This flow rate caused major flooding to the downstream communities of Glens Falls, Waterford, Green Island, Cohoes, Rensselaer and Albany.

There were enough similar events, loss of property, and damage to infrastructure that the communities and businesses along the Hudson River asked the New York State Legislature to take action to control the water flow. These organizations and municipalities provided the funds to build the reservoir as a water storage facility.

As a result of the 1913 flood, the Legislature passed the Burd Amendment allowing the use of 3% of the New York State Forest Preserve for the purpose of creating reservoirs to regulate stream flow.

In 1922 the Legislature formed the Hudson River Regulating District.

The purpose of the Regulating District was “to regulate the flow of the Hudson and Sacandaga Rivers as required by the public welfare including health and safety.” In 1927 construction began on the Conklingville Dam. The dam was completed three years later and the flooding of the reservoir began March 27, 1930. After almost 300 years It took the major flooding of March, 1913 to finally get the Legislature to move forward on authorizing the building of the Sacandaga Reservoir.

Fred Wilhelm is a retired General Electric engineer who lives along Great Sacandaga Lake. He has an interest in not only how the Lake was built and controlled, but WHY it was built-in the first place.

COURT Brittany A. Matthey, 35, of Saratoga Springs, was sentenced March 18 to five years of probation, after pleading to felony DWI. Aaron P. Penley, 45, of Mayfield, pleaded March 18 to felony grand larceny, in Greenfield.

Sentencing May 14.

Brandon Estes, 22, of Moreau, was sentenced March 17 to 2 years in state prison, after pleading to felony assault in Moreau.

Destiny Ozani Matari Ramirez, 23, of Albany, pleaded March 16 to attempted burglary in the second-degree, in Galway.

Sentencing May 28.

Catherine L. Lushkevich, 57, of Laurens, was sentenced March 16 to 5 years of probation, after pleading to criminal possession of stolen property in the fourth-degree, in Clifton Park.

D’Jontay Bennifield, 21, of Greenfield Center, was sentenced to 1-3/4 years on each felony charge of criminal contempt in the first-degree, and aggravated family offense, in connection with incidents in

Saratoga Springs and Milton.

Sentences to run concurrently.

James L. Salvo, 49, of Schenectady, pleaded March 15 to felony grand larceny in Clifton Park.

Sentencing May 21.

Devan D. Hildebrandt, 29, pleaded March 15 to felony burglary and misdemeanor assault in Saratoga Springs. Sentencing May 21.

POLICE Kurtis R. Patterson, 21, of Saratoga Springs, was charged March 16 with rape in the first-degree/ forcible compulsion; rape in the first-degree-actor 18/victim under 13; criminal sex act first-degree-forcible compulsion; criminal sex act firstdegree-actor 18/victim under 13, in connection with an alleged incident that occurred in Saratoga Springs in early March.

Patterson is accused of having sexual intercourse and other sexual contact with an acquaintance under the age of 13, according to city police. He was arraigned and sent to Saratoga County Jail in lieu of $50,000 cash bail, or $100,000 bond.

BLOTTER 5 Jesse A. Kelton, 45, of Pittsburg, CA, was charged by State Police in Clifton Park with aggravated DWI on March 13. Kelton was transported to SP Wilton where he allegedly provided a breath sample of .34% B.A.C.

Benjamin Buffalo, of Saratoga Springs, was charged March 9 with criminal mischief.

Adam L. Saumier, 33, of Norfolk, and an 18-year-old (not named) was charged by State Police in Wilton with criminal possession of marijuana in the firstdegree, and criminal possession of a controlled substance in the fifth-degree (cocaine) on March 15. Both charges are felonies.

Narrative: State Police stopped a vehicle driven by an 18-yearold operator for a series of traffic infractions as they traveled on I-87 in the town of Moreau.

Upon interviewing the driver, the Trooper could smell the odor of marijuana and a search of the vehicle was conducted. The vehicle was allegedly found to contain multiple black bags containing approximately 201 pounds of marijuana and approximately 1.6 grams of cocaine.

John Vance, 31, of Saratoga Springs, was charged March 10 with criminal contempt, aggravated family offense-felony, criminal mischief.

Brandi Loney, 28, of Broadalbin was charged March 9 in Saratoga Springs with aggravated harassment.

Kevin Kelly, 40 of Saratoga Springs, was charged March 9 with criminal mischief as a felony.

Edward Vohnoutka, 43, of Schuylerville, was charged March 11 in Saratoga Springs with unlawful dissemination or publication of an intimate image.

John Hoch, 25, of Saratoga Springs was charged March 11 with two felony counts criminal possession controlled substance, one count criminal possession controlled substance misdemeanor, and criminal possession marijuana.

Patrick Begin, 22, Wynantskill, was charged March 12 in Saratoga Springs with misdemeanor DWI, and making an unsafe turn/failure to give appropriate signal.

Jon Pasquariello, 33, of Saratoga Springs, was charged March 12 with criminal mischief.

Zachary Welch, 29, of Saratoga Springs, was charged March 12 with assault in the thirddegree: with intent to cause physical injury; criminal obstruction of breathing or blood circulation; act in manner injure child less than 17.

Jacob Smith, 24, of Saratoga Springs, was charged March 12 with criminal trespass, a misdemeanor.

Ian Rawlinson, 42, of Long Beach, CA, was charged March 12 in Saratoga Springs with arrest person without warrant charged in another state.

Jovanna Dalonzo, 23, of Ballston Spa, was charged March 13 in Saratoga Springs with criminal trespass, a misdemeanor.

Kristin Symmes, 40, of Saratoga Springs, was charged March 13 with criminal obstruction of breathing or blood circulation, and unlawful imprisonment.

Thomas McCall, 32, of Saratoga Springs, was charged March 14 with operating motor vehicle impaired by drugs-1st offensemisdemeanor; operate motor vehicle without stop lights; criminal possession controlled substance -felony; criminal possession controlled substance misdemeanor.

NEW YORK — New York State Senator Todd Kaminsky and a host of colleagues have introduced legislation that shifts the responsibility and costs of recycling from municipalities to the producers of packaging and paper products. The legislation is called the Extended Producer Responsibility Act, and in other countries around the world, newspapers have been exempted from these recycling initiatives.

New York should follow suit.

In Canada, this productfocused approach is referred to as product stewardship. While each Canadian province has adopted different stewardship models, there are strong similarities in how newspapers are treated. Their approach is consistent with how newspapers are managed in recycling regimes all over the world.

Newspapers have been treated differently in recognition of the fact that they provide a public benefit, that they can make a significant contribution to public education on recycling, and that they are not a packaged good like other materials in the recycling stream.

Newspapers perform an important role in our democracy, and they are not a consumable product – there are no contents and no packaging – the two are indistinguishable. Treating newspapers like packaged goods discriminates unfairly against newspapers – the packaged goods

industry makes no investment in contents of their packages, just the packaging itself.

Further, newspapers have been good stewards of the environment for decades. In 1989 New York’s newspaper industry entered into a voluntary agreement with the State of New York to increase their usage of recycled newsprint to 40% by the year 2000. Recycling damages the fiber in newsprint, so a minimum of 50% new fiber is required to maintain quality.

Newsprint with too little new fiber tears when the presses are running and causes the ink to blot.

Newsprint accounts for less than 7% of solid waste in a typical community.

Newspapers are environmentally sound – publishers use the remains of what other industries discard: recycled fiber.

Newspapers are compostable (you can use them in your vegetable garden), they are re-manufactured (used to produce home insulation and packaging materials). They are reusable, biodegradable, and the ink is non-toxic – made from organic materials such as soy and linseed oil.

In November 2020, the EPA reported the following recycling rates: Plastic – 8.5% Aluminum – 17.2% Rubber/leather – 18.2% Glass – 25% Newspapers – 68.2%

Newspapers should be exempted from this legislation because they already recycle at a rate far higher than any other recyclable product.

The proposed legislation will not increase or improve the recycling of newspapers – it will simply shift the cost of recycling from municipalities to newspapers.

Newspapers are already suffering from revenue declines caused

by COVID 19 and big tech platforms. Burdening newspapers with the cost of recycling will result in layoffs, further eroding

citizen access to essential local news and information.

Newspapers are good citizens, and they are cheerleaders and watchdogs for the communities they serve. New York’s newspapers will be pleased to enter into a voluntary agreement to support, promote and educate readers and community leaders about the importance of recycling. New York’s legislators should consider the devasting impact this legislation will have on newspapers, and subsequently, citizens’ access to local journalism.

Dining with Diabetes: CCE Online Classes SARATOGA COUNTY — Dining with Diabetes, a free program for people with diabetes or prediabetes and their family members is being offered by Cornell Cooperative Extension (CCE) of Saratoga County online via Zoom at 12 p.m. on Tuesdays beginning April 6.

Participants will learn how to fit carbohydrates into a healthy menu, effectively use food labels,

choose meals at a restaurant and adopt other healthy habits to help manage diabetes through healthy eating. Recipe ideas will be provided as well as time for Q&A. Diabetes and Covid19 will be discussed.

Diane Whitten, Cornell Cooperative Extension nutrition educator, will present helpful tips and facilitate the discussion.

The free event will be held 10 a.m. to 3 p.m. on Saturday, June 5.

Guests will be able to shop a wide variety of locally handcrafted collectibles, antiques, and farm products. Moreover, the event is juried, and vendors will be judged on their originality, creativity, and craftsmanship. No mass-produced or commerciallymade items will be permitted.

Brookside Museum is located at 6 Charlton St. Ballston Spa. A well-preserved 1792 mansion, Brookside houses the records, collections, and exhibits of the Saratoga County History Center.

The most overwhelming and daunting task, is the third step: sorting & downsizing. We help clients make decisions on what to keep, possibly sell, donate or give away. They may also want to pass along cherished items to family members. We partner with a number of local donation sites to find a second home for items our clients no longer need or want. Some of the more treasured items can be sold.

Once the floor plan & the downsizing are finished, we can schedule a pack & move date. On pack day, (the day before the move), we send in a team to carefully pack everything up (except what the client needs overnight.)

The next day is move day. We tell our clients to go relax, find something fun to do for the day. They will get a call around 4 or 5 p.m. that day, to let them know everything is completely done.

Congressman Paul Tonko will discuss the actions and goals of the federal government in regard to climate change in the current administration, followed by a panel of youth activists discussing local initiatives.

GRANT COTTAGE’S BIG VISION

WILTON — Mt. McGregor and Grant Cottage Historic Site are preparing to launch a new vision for the future of the historic site, which would include a series of improvements and some new development.

Potential plans include improved parking access, the expansion of trails, the development of a rustic gazebo and replica train station that once stood at the site, a pavilion that could host more than 100 people, and using a five-acre parcel that was once part of the former Mount McGregor Correctional Facility recreation yard for signature events.

Former U.S. President Ulysses S. Grant spent six weeks at the cottage in 1885, completing his final memoirs prior to his death.

“Grant Cottage really started out as a little place in northern Saratoga County where Ulysses S. Grant was invited up to because he had terminal throat cancer,” Grant Cottage President Tim Welch explained, during a presentation to the county Board of Supervisors last week.

“He was invited up because the temperature was so hot in New York City in 1885, his doctors didn’t think he would survive to complete his memoirs. He spent only six

weeks in Saratoga County, but he completed his memoirs and Mark Twain published them. He wrote his memoirs because he was dead broke. His son got him into a Ponzi

scheme and he lost $200,000 – everything he had – and he had like 89 bucks in his checking account.

So, that’s why he wrote his memoirs. Within a year after his death, his wife got a check for $450,000 in royalties from Mark Twain, which today is worth $11 million,” Welch said. “This is part of the story we have to tell as we attempt to expand the footprint of Grant Cottage with the Master Plan the LA Group is helping us put together.”

The expansion would help the site meet a growing interest and entice more visitors to the cottage specifically and the area in general, officials said. Attendance restrictions brought on by the pandemic aside, there have been positive signs of late regarding the site. Last year, the History Channel announced its

presentation of a three-part miniseries on U.S. Grant, with the Grant Cottage featured in the docudrama.

Produced by Leonardo DiCaprio’s production company, which filmed at the cottage in October 2019, Grant Cottage also was the recipient of a $10,000 donation from DiCaprio. This past January, Grant Cottage was approved as a National Historic Landmark by the National Park Service.

Grant Cottage was headed to closure on the 100th anniversary of Grant’s death in 1985 until a group of concerned citizens got together to save it by having a volunteer staff and keeping it open to the public for five months of the year.

The cottage is looking to reopen for the season “in the next several weeks,” Welch said.

City Open Space Plan: City Holds Meeting, Expected Vote Wednesday Night Regarding Seeking Community Input Police Reform Proposal SARATOGA SPRINGS — The City of Saratoga Springs is working on updating the 2002 Open Space Plan and is asking for public input via a community survey.

Survey results will aid the City in updating the 2002 Open Space Plan and establish open space goals for the next five years.

Community members can participate in the survey through the link provided on the project website at www.saratogaspringsopenspaces.com. The survey will close on April 16.

"Saratoga Springs is blessed with an abundance of natural resources and exquisite open spaces – spaces preserved by planning and the dedication of residents, city leadership, and state resources. SARATOGA SPRINGS — The City Council will host the second of two special meetings regarding proposed police department reforms on Wednesday.

The meeting will be held via zoom at 7 p.m. on March 31 and will include public comment, after which the council is anticipated to vote on the matter, in advance of Gov. Andrew Cuomo’s April 1 deadline.

Last year, in the wake of the death of George Floyd, Gov. Cuomo signed an Executive Order requiring each local government in the state to adopt a policing reform plan by April 1, 2021. Municipalities not certifying adoption of a plan prior to the deadline are subject to having their state aid jeopardized.

The first of two special City Council meetings to address police reform was held via zoom on March 23. The near-two-hour meeting, which grew testy at times among some council members, included approximately 40 public speakers, the overwhelming majority of whom urged the council to “adopt and ratify” a 50-point plan submitted to the council by the ad hoc Saratoga Springs Police Reform Task Force.

Among the 50 points are Task Force recommendations that the police department be precluded from initiating no-knock warrants under any circumstance, and that a Civilian Review Board, or CRB, be implemented.

A group of residents gathered on the steps of City Hall earlier this week to call on the council to adopt and ratify the plan and to

express that the council be clear in its language by stating specific steps should be outlined for a CRB to be implemented, and not merely as being potentially considered. It was an expression similarly echoed by a great majority of comments made by public commentators during the council meeting that followed: specifically, from “accepts for consideration recommendation,” to “adopts for implementation.”

Q. Where are you originally from and how did you find your way to Saratoga?

A. Both Dr. Zieker and Mr. Clark are from the Capital District. Dr. Zieker attended Albany Medical College and then returned to the area after completing residency on Long Island. Mr. Clark has lived in the region his entire life and attended the PA program at Albany Medical College as well. Dr. Zieker and Mr. Clark are brothers-in-law and decided the Saratoga Springs community was the right one to build their business and raise their children together.

Q. When did you first know you were going into ophthalmology?

A. During medical school Dr. Zieker realized he really enjoyed surgery and the ability to reverse blindness for patients. Mr. Clark started in ophthalmology when he was 18, as a technician, and was trained on the job. He loved learning the science of it, and being able to help people, so he decided to pursue his Physician Assistant degree to further that education, expand it into general medicine as well, and develop my own patient base.

Q. What kind of services are offered? Is there a specific area of specialization?

A. Our practice focuses on medical, surgical, and general eye care. Dr. Zieker’s schedule is focused on cataract surgery primarily.

With 10,000 new baby boomers each day there are a

lot of patients noticing vision loss as a result of their cataracts. Dr. Zieker is trained on the latest technologies including femto-second laser and lifestyle lens implants that reduce a patient’s reliance on glasses while offering more ranges of vision.

Mr. Clark sees many diabetic patients, glaucoma patients and treats many eye injuries as well. He also sees patients for their annual eye exams. Glaucoma for example is a slow, progressive and asymptomatic disease of the eye. It is painless and vision loss may not be noticed until the disease is already advanced.

It is imperative people see their eye doctor as a part of their regular health check-ups so that diseases like glaucoma can be treated before it is too late.

Q. In the 10 years of being in business, how has technology changed?

A. There have been dramatic advances in technology over the past 10 years. Dr. Zieker offers patients cataract surgery using a femtosecond laser. It emits bursts of laser energy at the extremely fast rate of one quadrillionth of a second. It is difficult to even imagine something so fast. This laser offers more precise incisions with less damage to the surrounding tissue compared to those made with a blade. That leads to fewer complications which helps patients heal faster post-surgery. In cataract surgery the cloudy lens of the eye is removed and replaced with an artificial lens. We now have lenses that offer multiple focal points, such as near, intermediate and

distance, thereby improving the range of vision. Essentially the trifocal glasses you wore in front of your eye can now be implanted into your eye. We also offer Selective Laser Trabeculoplasty (SLT) which is an inoffice procedure that reduces eye pressure in patients with glaucoma.

The laser enables many patients to use fewer eye drops to manage their glaucoma and fewer drops means greater compliance.

Q. Is there a simple piece of advice you can offer people related to eye care?

A. Vision is affected by lifestyle choices just like other body systems are.

Exercise, eating healthy, maintaining your blood sugars and blood pressure are all ways to ensure you have a lifetime of healthy vision. And wear those sunglasses! The sun can damage the eyes like is does the skin.

Q. Is there anything else you would like people to know?

A. We are so grateful to be celebrating 10 years in business in this community we love. RISK VS. REWARD LESSONS LEARNED

In the crucible that is COVID-19, there are lessons to be learned. We have collectively faced many challenges over the last 12 months, but the focus of this piece will be using the pandemic as an opportunity to reevaluate one’s finances. Risk takes on many forms in the investment world. The most visible and easiest to understand is the volatility that occurs on the bottom line of one’s account statement. We all like to see our account values go up, and we don’t necessarily think about the risk it took to get there; in fact, sometimes we don’t care.

That is until the other side of the coin presents itself and your portfolio takes a hit. This past year has us re-evaluating many things in our life. For the sake of your

financial future, the following considerations should be made with regards to your finances.

First, an evaluation should be done of your entire financial picture. Don’t stop at your investments. Assess insurance coverage.

Quantify debt to equity. Run some retirement projections. Identify opportunities for improvement.

If you are already retired, look at your budget and withdrawal rates. It is easy to get caught in the hysteria of daily fluctuations in the stock market but viewing the entire picture can provide peace of mind or a better idea of where to focus efforts moving forward.

Next, examine the risk in your portfolio. Ask what types of risk you are taking. Are you concentrated in a certain style, sector, or region? Is there enough diversification in your portfolio?

While markets are green, it is easy to say that a certain level of risk is appropriate. What happens during events like March 2020 gives a taste of what true risk tolerance is.

We have all heard the axiom that more risk equals more reward. A slight, but necessary, adjustment to that statement is that more

risk equals the potential for more reward. That’s the nature of risk. If it were guaranteed, it would be a CD at a bank. History was written in such a way that markets immediately bounced back, but there is no guarantee of that occurring in the future.

Finally, focus on things within your control. Unfortunately, we have no way of controlling what happens in the stock market. We can, however, control how much we save on a regular basis. Investment returns are the sizzle, savings rates are the steak. For those still in the

accumulation phase of their career, savings rate is much more important than rate of return. For those already in retirement, spending rate is where to focus. A financial journey is a never-ending process and having an objective second set of eyes can help with all the above.

Cursive Conundrum

Will Your Child Be Able to Sign Their Name?

Saratoga TODAY SARATOGA SPRINGS — In this digital age, has cursive writing disappeared from the curriculum at our local schools?

In Jan. of 2011, the NYS Board of Regents approved and adopted the NYS P-12 CCLS – Common Core Learning Standards. Schools across the state began implementing the standards at the beginning of the 2012-2013 school year. This school year was seemingly the end of cursive writing lessons, which are generally taught in elementary school, as Common Core does not require children to learn how to read or write

in cursive. According to one specific standard (W. 4.6) listed on the Common Core Standards Initiative website (www. corestandards.org), by the end of fourth grade students should be able to do the following, replacing the learning of cursive: “With some guidance and support from adults, use technology, including the Internet, to produce and publish writing as well as to interact and collaborate with others; demonstrate a sufficient command of keyboarding skills to type a minimum of one page in a single sitting.”

Contrary to the myth that cursive writing is no longer taught, at least one local school has teachers who have kept it in their lesson plans. Maura Manny, Director of Community Outreach and Communications for the Saratoga Springs City School District, gave a statement on the school district’s approach when it comes to teaching the writing style.

“Our teachers support all students developing writing skills whether they use cursive, keyboarding, or printing.

Although cursive writing is not required as part of the New York State Learning Standards, many elementary teachers do spend time teaching cursive writing in third grade and beyond.”

Saratoga TODAY also reached out to the Ballston Spa Central School District to see if they still taught cursive, but no one was available for comment.

With teenage years and adulthood comes the standard requirement of signing documents.

Dori McDannold, PR Manager at Arrow Financial Corporation that represents Saratoga National Bank and Glens Falls National Bank, stated that a cursive signature is not required to cash a paycheck and other banking such as that.

However, once you sign certain loans or legal documents that have to be notarized, that signature does become your legal signature.

For reasons to come later in life, cursive is still a relevant skill for school children to learn. While they are still in school, it can also help them study other subjects besides writing. Learning how to read cursive will help them to decipher original copies of historical documents, such as the

Constitution and the Declaration of Independence. Cursive also allows for faster notetaking because it does not require the pen or pencil to be raised off the paper.

Local schools still see this need for cursive and continue to teach it, challenging the assumption that it is becoming a lost art.

31 Chief School Officers Call Upon the NYSDOH to Change School Reopening Requirements SARATOGA SPRINGS — In a letter dated March 18, 2021, 31 Washington-Saratoga-WarrenHamilton-Essex (WSWHE) Chief School Officers urged Dr. Howard Zucker, Commissioner, New York Department of Health, to revise the New York State Department of Health’s position on requirements for in-person learning in

relation to COVID-19.

They stated that “students are struggling and need to attend school on a daily basis.” The school leaders requested that districts be allowed “to work with local county health departments to develop revised minimum requirements/protocols, in classrooms, in cafeterias, and for

transportation, that would allow all students back to school on a daily basis. This would include use of facial coverings, physical distancing, and ventilation.”

The WSWHE school leaders are seeking clarity from NYSDOH so they can determine the next best steps in defining how to fully reopen area schools.

This Summer: Skidmore Virtual Pre-College Program SARATOGA SPRINGS — Skidmore’s Pre-College program will be offered as a virtual experience this summer, allowing high school students and their families flexibility and ease of access as they get a head start on college.

Through the program, which runs July 5 through Aug. 6, students will immerse themselves in college-level academics, earn college credit and an official transcript, learn skills for navigating life as a future college student, and make connections with peers from around the world.

In addition to enrolling in one course for up to four credits, participants receive access to virtual Skidmore Admissions workshops on choosing a college,

applying to college, writing an admissions essay and other tips and insights into college life. They can also attend virtual extracurricular events and campus tours and get full access to College resources such as academic advising and tutors in Skidmore’s Philip Boshoff Writing Center.

Skidmore Pre-College course offerings span the humanities, social and natural sciences, studio art, and a diverse range of special topics that allow students to explore their interests or get ahead in a particular academic area. Faculty mentorship and small class sizes provide additional opportunities for support and feedback that are unique to the Skidmore experience.

Skidmore Pre-College students are one of 100 or fewer students.

Current high school sophomores, juniors, and seniors can now apply to the Skidmore PreCollege program, and decisions will be made on a rolling basis.

The scholarship application deadline is April 1, and all other applicants should apply by June 1.

Partial scholarships are awarded based on need and merit. To be considered, students must submit a completed program application and the scholarship application, available online.

Rotary Education Foundation Welcomes New Board Members During Scholarship Season SARATOGA SPRINGS — The Saratoga Springs Rotary Education Foundation welcomes Janice White and Sara Miga to its board of directors. The Foundation raises funds to support the post-secondary education and vocational training of graduates from public and private high schools in the greater Saratoga community.

Janice White is Associate Professor in the Educational Leadership Doctoral Program at Russell Sage College, where she has served as department chair following her retirement as the Superintendent of Schools for the Saratoga Springs City School District in June 2012. White holds a Master of Science degree from the State University of New York at Albany and a Doctorate in Educational Leadership from Russell Sage College. She also

currently serves on the board of directors of the New York State Association of Women in Administration as well as Albany Med and Saratoga Hospital. White is a founding board member of Saratoga Sponsor-A-Scholar.

Sara Miga is the Director of External Relations and Strategic Communications in the Department of Communications and Marketing at Skidmore College, where she previously held positions as Associate Director of Media Relations, Advancement Marketing Manager and Leadership Gift Officer. Miga holds a Bachelor of Arts from Skidmore College and a Master of Arts from The Ohio State University. She previously served as the President of the Central Ohio Grant Professionals Association and volunteered as a member of Skidmore’s Creating our Future campus campaign committee.

The Foundation awards funds each year to the Saratoga Springs Rotary Club for the Club’s scholarship program. Today, the value of individual scholarships ranges from $2,500 to $20,000. Having surpassed its initial goal of raising $1 million in endowed funds, in recent years, the Foundation has provided over $70,000 in scholarships annually.

Scholarship applications are currently being accepted online or by mail until April 1. High school seniors attending private or public school within the Saratoga Springs City School District who plan to pursue a degree at an accredited 2-year or 4-year college or post-secondary vocational educational institution may apply.

The Foundation’s annual brunch, which serves as its largest fundraising, is scheduled for June. Scholarship awards will be announced then.

Skidmore Saves the Amazon

SARATOGA SPRINGS — A Skidmore College faculty member and recent Skidmore graduate have collaborated with 28 scientists from across the globe to publish the first study to suggest that the Amazon rainforest is most likely having a net warming effect on global climate.

Lead author Kris Covey, visiting assistant professor of environmental studies and sciences at Skidmore, and 2020 Skidmore graduate Zoe Pagliaro have coauthored the study “Carbon and Beyond: The biogeochemistry of climate in a rapidly changing Amazon” which was published March 11 in Frontiers in Forests and Global Change.

Covey and Pagliaro attended the National Geographic Society’s special convening of 30 scientists in Manaus, Brazil in July 2019, from which this paper resulted. Pagliaro was the only undergraduate student

to attend, and played a key role in compiling into a single table the majority of studies that have explored forest biophysical climate feedbacks in the Amazon over the past 10 years. The table was used to seed discussions among the scientists for this first-of-its-kind assessment of the Amazon rainforest’s cumulative climate impact.

The study is the most comprehensive assessment to date of the myriad human and natural causes that contribute to the Amazon’s complex interactions with climate.

The findings have already received national and international attention in outlets including Fast Company and National Geographic and by environmental activists such as Greta Thunberg.

Horse Tack Swap Meet To celebrate the completion of the new Horse Arena the Washington County Fairgrounds will be kicking off the 2021 season with a Horse Tack Swap Meet on Saturday, May 8 from 9 a.m.-3 p.m. at the Washington County Fairgrounds. Get rid of your gently used horse-related tack and equipment! Businesses and non-profits with equinerelated services are welcome to apply for booth space as well.

Booth Spaces are $10 for a 10x10 booth - set up a table or bring your horse trailer or truck to display your items for sale.

• ½ cup Greek yogurt*

• ½ cup butter, room temperature

• 4-5 medium apples*

• ⅔ cup sugar

TOPPING:

• 2 eggs*

• 3 Tablespoons sugar

• 2 teaspoons vanilla extract

• ½ teaspoon apple pie seasoning*

• 1½ cup all-purpose flour

GLAZE:

• 1½ teaspoons baking powder

• 1 cup powdered sugar

• ¼ teaspoons salt

• 1½ Tablespoons milk*

• 1 teaspoon apple pie seasoning*

• ¼ teaspoon vanilla extract

INSTRUCTIONS: 1. FOR CAKE: Cream butter and sugar together until light and fluffy. Add eggs one at a time, add vanilla.

2. Combine flour, baking powder, salt, and cinnamon in a small bowl.

3. Alternating, add flour mixture and sour cream, starting and ending with flour. Mixing just until each addition is incorporated into the batter.

4. Lightly grease a 9x13 baking pan. Spoon batter into prepared pan.

5. Peel, core, and slice apples into thin slices. Place apples in a single layer across the top of the batter.

6. FOR TOPPING: Combine sugar and cinnamon. Sprinkle over top of apple layer.

7. Bake in a 350-degree oven for 40 minutes, until a toothpick inserted in the center comes out clean.

8. Remove cake from oven and let cool for 30 minutes.

9. FOR GLAZE: Combine powdered sugar, milk, and vanilla, stirring until smooth. Drizzle over top of the cake. Serve cake still warm or can be served cooled.

Over the holiday season, a very dear friend Laurie, shared with me a wonderful gift her daughter (who lives in Oregon) had purchased for her. Laurie was raving about how this item, a grate plate, was such a “great plate” that she used for so many items to grate nutmeg, ginger, garlic, cheese (to name a few) and how beautiful the stoneware colors are. This “cool tool” has now become available for us to offer in our store. The grate plate is a gadget that is made in the state of Oregon. The plate is a ceramic grating plate used to easily grate garlic, ginger, peppers, nutmeg, chocolate, pickles for relish, hard cheeses, and so much more into a fine puree unlocking all of the flavor. It is perfect for making and serving variety of sauces, dips, marinades and gravies! The graters are handmade with stoneware ceramic using food safe clay and glazes. 1. Peel and grate garlic. Add to mixing bowl.

• 2 Cloves of Garlic

2. Grate 1/4 of Cucumber, add to bowl. Chop the rest and add to bowl.

• 1 Firm Lemon • 1 cup Greek Yogurt • Fresh Dill

3. Zest entire lemon into bowl. Juice the zested lemon and add to bowl.

4. Chop desired amount of Dill and add to bowl.

Roger Flynn Roger Flynn will be retiring as president of the Wilton Food Pantry (WFP) after 5 years in that position. Roger has been involved with the WFP since 2014 in a variety of roles. In addition to his lead role, Roger has made countless trips to Hannaford and to other food distribution spots in order to bring back high quality, healthy choices for WFP’s patrons. Roger has been the driving force behind the WFP annual Empty Bowls event – the pantry’s biggest fundraiser of the year. He speaks passionately about helping those in need and has dedicated so many hours to that cause over the years. Although he will soon step aside from his leadership role at WFP, Roger still plans to make those food runs and to help out at the pantry. His fellow WFP Board members wish to thank him for his years of leadership and also look forward to his continued contributions at the pantry.

Dorset Theatre Announces Plans for Festival, 2021 Season of Live Performances

Three UAlbany Arts Presenters Continue New Series Virtually

DORSET, VT — Dorset Theatre, located about 45 miles east of Saratoga Springs, has announced their return for summer 2021, including the inaugural “StageFree Audio Play Series,” and live outdoor performances at the Southern Vermont Arts Center in Manchester, throughout July and August.

The Festival’s 2021 comeback season is slated to begin in June, with the debut of StageFree Audio Plays, a new series written for a totally aural experience. The Festival has commissioned awardwinning writers Theresa Rebeck and Chisa Hutchinson to write the first two-part plays in the series.

The StageFree series will lead up to the Festival’s live outdoor season at the Southern Vermont Arts Center in Manchester, VT. The Festival is designing an outdoor stage to be home to main stage productions, special events, and more, set under the stars throughout July and August.

The Festival’s season will also include special performances and

ALBANY — After working collaboratively for three years on The Creative Life series – which is on hiatus this season - the University Art Museum, NYS Writers Institute and UAlbany Performing Arts Center created a new virtual series this past fall which will now continue into the spring.

Artist to Artist: Addressing This Moment, brings together artists whose work has been previously presented at UAlbany for conversations about the arts in this time of the coronavirus pandemic, a reckoning on systemic racism, civil unrest and other

talks for audiences to enjoy along with the amenities of the SVAC campus, including art galleries, walking trails, the new curATE café, and performances by the Manchester Music Festival.

Although the annual series of live performances will move outdoors this year due to safety concerns, Janis said the Festival will still be present at the Dorset Playhouse, the organization’s longtime home in Dorset. In order to bring audiences together for live performances, Dorset Theatre Festival will be following guidelines from the Centers for Disease Control and the VT Department of Health.

Audiences will find things noticeably different this year, including a touchless and paperless box office, a digital playbill, social distancing, and required face masks.

Show details will be announced at a later date, and tickets for the outdoor season are expected to be on sale in May at dorsettheatrefestival.org.

ALBANY — The Albany Symphony unveiled its celebratory 2021-2022 season, which features masterworks including Richard Strauss’ Don Juan, Beethoven’s Eroica, Brahms Piano Concerto No. 1, and selections from Tchaikovsky’s Nutcracker, as well as new works by a wide array of contemporary composers.

The programming for this season has been curated by 2021 and 2013 GRAMMY-Awardwinning conductor David Alan Miller, who will celebrate 30 years as music director.

The concerts are slated to take place in Capital Region concert halls; streaming options will also be available for subscribers and ticket-buyers.

“We are thrilled to be able to share some of the greatest works of all times with our subscribers and patrons, especially after an enormously challenging, difficult year,” said Albany Symphony Music Director David Alan Miller, in a statement. “We will perform many of our very favorite classics, from Scheherazade to Mozart’s Jupiter and Tchaikovsky’s Pathétique Symphonies. And we will also celebrate many of the most exciting composers of our time, including Jessie

Montgomery, Viet Cuong, and my dear friend Tania León.

I'm looking forward to several exciting commissions and world premieres and feel so fortunate to be joined in my anniversary season by so many creative artists and great performers who mean so much to me.”

The season opens in October with Beethoven’s Symphony No. 3, Eroica, one of the most transformational works in music history, which marks the beginning of Beethoven’s innovative middle period.

The concert will also feature composer Jessie Montgomery.

Her Coincident Dances is inspired by the sounds of New York’s Lower East Side, capturing the frenetic energy and multicultural aural palette one hears when walking through the neighborhood.

The year will be filled with beloved classics: Brahms Piano Concerto No. 1, Haydn’s Symphony No. 96, “The Miracle,” Richard Strauss’ Don Juan, Sibelius’ Symphony No.1, Rimsky-Korsakov’s Scheherazade, and Mozart’s Symphony No. 41, “Jupiter,” Mozart’s last great symphonic masterpiece.

The season will also include selections from The Nutcracker at holiday time.

Featured on Albany Symphony’s opening night - acclaimed composer, violinist, and educator Jessie Montgomery and her “Coincident Dances,” inspired by the sounds of New York’s Lower East Side, where she was born and raised in the 1980s.

SPAC Announces Chamber Music Society of Lincoln Center to Return to Saratoga Springs; Series Marks First Live Performances Presented by SPAC Since Pandemic-Cancelled 2020 Season

SARATOGA SPRINGS — Saratoga Performing Arts Center has partnered with Pitney Meadows Community Farm to bring back the Chamber Music Society of Lincoln Center for its annual Saratoga Springs residency.

Kicking off Sunday, June 13, the new “CMS at the Meadows” series marks the first live performances that SPAC has presented since the 2020 season was cancelled as a result of the COVID19 pandemic.

The performances will be held in Pitney Meadows Community Farm’s beautiful High Tunnel greenhouse, adhering to carefully mapped out, socially-distanced seating and rigorous COVID-19 protocols. The maximum capacity is 200 people.

“We are blessed to have so much outdoor space in the park and its environs that we were inspired to bring our beloved chamber musicians back in a new and innovative location -- right around the corner from the SPAC grounds,” said SPAC President and CEO Elizabeth Sobol, in a statement. “Instead of presenting CMS in their usual home in the Spa Little Theater, which presents COVIDera challenges, we are delighted to partner with Pitney Meadows Community Farm to give our community the opportunity to experience great music-making in a safe

and beautiful outdoor setting surrounded by gardens and farmland.”

The Chamber Music Society of Lincoln Center’s reimagined 2021 season (June 13- Aug. 29) will feature masterpieces from Beethoven’s preeminent string quartets to Schumann’s timeless Piano Quartet in E-flat major, alongside the U.S. Premiere of Twelve Blocks by pianist Michael Brown. Also highlighting the residency is the return of co-Artistic Directors David Finckel and Wu Han and the SPAC debut of the Calidore String Quartet.

The series will take place rain or shine at Pitney Meadows Community Farm, under the High Tunnel greenhouse, a large outdoor event space. Performances will all be 75 minutes long with no intermission. Socially distanced pods of two will be allocated and reserved for ticket buyers. Seats will be provided.

Tickets will be available to purchase for $100-$120 per pod, and must be purchased in advance at spac.org. Subscriptions to all six programs, at either 3 p.m. or 6 p.m., will be available to purchase on April 1 for SPAC members and on April 6 for the general public.

Single performance tickets will be available to purchase on April 12 for SPAC members and on April 16 for the general public. Tickets will not be available at the door.

Saratoga Springs v. CBA SARATOGA SPRINGS — CBA (Christian Brothers Academy) started off their season with a 40-0 win over Saratoga Springs on Saturday in their Class AA away game.

CBA ran away with the game in the second quarter, where they scored 26 of their 40 points.

Brenden Simek had 2, 1 yard rushing touchdowns and 1 receiving touchdown on a 25 yard pass from Jack Gregory. Dylan Jones scored twice, once on a fumble recovery and off a 33 yard pass from Gregory. Jake Lacobaccio had one score on a 3 yard run. Stewart was 4 for 5 on extra points.

Ballston Spa v.

Burnt Hills-Ballston Lake BURNT HILLS — Burnt Hills got their season started with a big win over Ballston Spa on Friday night. The final score of the Class A match-up was 35-12.

Rocco Mareno got the scoring started for Burnt Hills on a 58 yard pass and the first completion from QB Caeden LaPietro. LaPietro threw 7 times with 5 completions for 118 yards, also rushing for 85 yards and a touchdown.

Jaleel Joseph scored on a 6 yard run, and Jake Pausley also scored on a 1 yard run. Michael Puglisi scored on a 35 yard interception return. Sbuttoni was 5 for 5 on extra points.

Ballston Spa finally got on the board in the fourth quarter, but couldn’t make up the deficit. QB Andrew Kramer took eight passing attempts and completed one 25 yard

Mechanicville MECHANICVILLE – In the Class C match-up between Schuylerville and Mechanicville on Saturday, Schuylerville came away with the decisive win of 38-0.

In the first quarter, Sam McGarrahan scored on a 6 yard TD run. Ryan Dow completed the 2 point conversion on a pass to Zach Bowen.

In the second quarter, Jack Dwyer scored on a 1 yard TD run, and the 2 point conversion was completed from Owen Sherman to Dow. Also in the second quarter, McGarrahan scored on a 9 yard TD run. Dow completed the 2 point conversion to Dwyer. The second quarter was capped off by a 42 yard TD pass from brothers O. Sherman to Lukas Sherman. The 2 point conversion was completed to Dwyer from O. Sherman.

In the fourth quarter, O. Sherman scored on an 11 yard TD run.

Schuylerville had 311 total yards, 221 of them rushing.

On the receiving end, Dwyer had one catch for 20 yards, L. Sherman had one catch for 42 yards, Bowen had 2 catches for 18 yards, and McGarrahan had 2 catches for 10 yards.

Defensively, Nick Abruscato had a fumble recovery.

Mechanicville was limited to 38 total yards. D’Ambro had six carries for 20 yards and passed for 22 more yards.

Sanchez also had 9 carries for 14 yards. Recieivng, Johnson had a catch for 14 yards.

Stillwater v. Lake George/ Hadley-Luzerne STILLWATER - Stillwater lost in a close contest against the WarEagles on Saturday. The final score of this Class C match-up was 12-8.

In the first quarter, Brody McCabe got the scoring started for the WarEagles with a 37 yard TD pass from QB Cole Clarke. In the second quarter, Stillwater took the lead on Isaac Cutler’s 32 yard run and 2 point conversion from Tyler Paffen to C.J. McNeil. Clarke then ran 35 yards for a touchdown in the third quarter to take back the lead for the WarEagles. Late in the fourth quarter, the WarEagles turned the football over on downs near the 20, but they sealed the deal in the next play with an interception by B. McCabe.

Clarke had 10 carries for 117 yards, and completed 7 of 19 passes for 124 yards, for a TD and an interception. B. McCabe had 3 catches for 82 receiving yards.

Defensively, Clarke had 9 tackles and Andrew Jeckel had 10.

SRYMCA Flag Football SARATOGA SPRINGS — The Saratoga Springs Branch will be starting a co-ed Youth Flag Football League this Spring. The league will be volunteer-based and teach sportsmanship, character building, and football fundamentals for both boys and girls.

Children will learn how to throw, catch, run routes, and other aspects of the game that will keep them active and help develop skills such as hand-eye coordination. In addition, children will have an opportunity to develop leadership skills and build self-esteem as the season goes on.

The league has 2 divisions for grades K-1st grade and 2nd-3rd grade.

Practices will start April 19, and there will be one practice a week. K-1st grade practice will be on either Wednesday or Thursday, and 2nd-3rd grade practice will be on either Monday or Tuesday. Games will be played on Sundays starting around 10 a.m. The first game will be May 2, with the Super Bowl Weekend.

April Moonlight Hikes at Wilton Wildlife Preserve & Park GANSEVOORT — View nature in a new light, or lack thereof, and walk the trails of the Wilton Wildlife Preserve & Park under the full moon. An unforgettable experience for all ages.

April Moonlight Hikes are scheduled for Saturday, April 24 and Sunday, April 25, both beginning promptly at 8:30 p.m. Registration is required, and space is limited. Moonlight Hikes are free and guided by an environmental educator.

Please note, although this is an outdoor program, proper face masks are expected to be worn throughout the duration of the hike.

Boys’ Varsity Soccer Game Scores Ballston Spa v. Bethlehem The Ballston Spa Boys’ Varsity Soccer Team hosted Bethlehem on Saturday, March 20, and posted a 2-1 loss after a well-played game by both teams. Leading the way for Bethlehem was Kiran Sood, who landed a shot from 25 yards out late in the first half. Ballston Spa’s Amir Abdellatif scored shortly thereafter, and the game was tied 1-1 at the half. Bethlehem’s Kiran Sood quickly scored again at the beginning of the second half to give Bethlehem the lead. Despite excellent play on both sides, neither team was able to score again in the second half.

Saratoga Central Catholic v. Stillwater Spa Catholic Varsity Boys’ Soccer hosted Stillwater on Monday, March 22. Stillwater won 6-2, with G. Baker (#8) scoring all 6 goals – 4 in the first half and 2 in the second half. For Spa Catholic, A. Law (#15) scored in the first half and H. Day (#14) scored in the second half.

Ballston Spa v. Hudson Falls The Ballston Spa Boys’ Varsity Soccer Team hosted Hudson Falls on Tuesday, March 23, and posted a 7-0 win. Amir Abdellatif opened the game with a goal for Ballston Spa. Aidan Clark, Brayden Box, and Evan Phelps each scored before the half. In the second half, Ballston Spa’s Adam Amami, Cole McCarthy, and Alex Merrill each scored as well.

NEW CHILDCARE CENTER AT SARATOGA RACE COURSE TO SERVE BACKSTRETCH COMMUNITY SARATOGA SPRINGS — The New York Racing Association this week installed the sign for the forthcoming Belmont Child Care Association, Inc. (BCCA) childcare center at Saratoga Race Course, which is set to begin serving families and children of the backstretch community in summer 2021.

Located on the Oklahoma side of the Saratoga backstretch, the colorful sign for the 4,300-square-foot childcare

center features the BCCA logo underneath the facility’s official name: Faith’s House. Funded by Michael and Lee Dubb, the center is named in honor of Faith Dubb, mother of BCCA founder and board chairman Michael Dubb.

Faith’s House will provide child care and early education programs for infants, toddlers and preschoolaged children. The center will be open seven days a week from 5 a.m. to 5 p.m. to accommodate the

schedules of backstretch workers and horsemen.

The anticipated summer 2021 opening coincides with the annual summer meet at Saratoga Race Course, which brings approximately 950 backstretch workers and their families to the Spa. The opening of the new center is contingent upon licensing approval from New York State and the New York State Office of Children and Family Services.
