Clarification: Loughberry Lake Dam Classified as “High Hazard” Dam

SARATOGA SPRINGS

— A story titled “Dam Project Addresses Drinking Water” that appeared on the front page of the Jan. 24-30 edition of Saratoga TODAY misclassified the current hazard class of the Loughberry Lake Dam.

That version referred to the Loughberry Lake Dam as having an “Intermediate Hazard” classification. It was reclassified as “High Hazard” sometime during the past few years due to

increased development.

A state DEC inspection classified the dam as a “High Hazard,” a based on the potential impact that a dam failure may have on downstream areas. By definition, the estimated consequences were the dam to fail: “may result in widespread or serious damage to home(s); damage to main highways, industrial or commercial buildings, railroads, and/or important utilities, including

water supply, sewage treatment, fuel, power, cable or telephone infrastructure; or substantial environmental damage; such that the loss of human life or widespread substantial economic loss is likely.”

The $9 million project to address aging infrastructure in a remediation of the deficiencies of the Loughberry Lake Dam initially got underway in October 2024 and is slated to continue to October 2025.

receive $27,456 per year, and city mayor $42,456 annually.

Wages specific to the five council members have not seen an increase for at least the past 15 years. Each of the five seated members is an equal voting member in city government. The general consensus allowing for the higher increase specified in the mayoral seat is that by being the city’s official representative, the position requires an investment of additional time.

The measure was approved by a 3-2 vote, with current

Mayor John Safford and Public Safety Commissioner Tim Coll voting against the resolution.

Finance Commissioner Minita Sanghvi said the four commissioner salaries were based on a minimum wage formula that works out to about 33 hours per week and also allowed those employed to meet the state’s 1:1 ratio in the N.Y. State retirement system.

The length of each councilmembers’ term will remain at two years. In November 2025, all four commissioner positions as well as the mayor’s seat will be up for election.

Saratoga CountyNominated for Best Place Small Town Arts Scene

SARATOGA SPRINGS —

Discover Saratoga announced the nomination of Saratoga County for “Best Small Town Arts Scene” in USA Today’s 10Best Readers’ Choice Awards. Voting takes place until noon on Feb. 17.

This nomination is an opportunity for the county to be recognized nationwide for its lively arts scene, creative spirit, and dedication to fostering cultural experiences.

The contest names 20

hours of 4 a.m. and 10 a.m. on Sunday, and between the hours of 4 a.m. and 8 a.m. on any other day.

Bar closing times can only be changed by a county resolution to the State Liquor Authority, meaning the city on its own cannot affect bar closing times, Veitch clarified.

“You need the county support for that.”

How the process works: the city will send is resolution – which it unanimously approved Feb. 4 - to the county. The county Board of Supervisors will consider it, and if the board agrees it will then forward their recommendation to the N.Y.S. Liquor Authority. The SLA has the ultimate authority

to decide the matter, which will affect bar closing times countywide.

“I’ve been having discussions with other (county) supervisors and I think there’s an openness now to discuss bar closing times,” Veitch told the City Council during its Feb. 4 meeting. “It will definitely be earlier than (the current) 4 a.m.,” Veitch said. “I’m not sure exactly what the final debate will be at the county level, but it won’t be a blanket 2 a.m. year-round…I think one thing that will remain 4 a.m. is New Year’s Eve, but other than that it will be earlier.”

“From a public safety perspective, the Saratoga Springs command staff – the

police department supports the earlier closing times,” said Public Safety Commissioner Tim Coll. “To reduce the hours with earlier closing times has the potential for us to reduce overtime as well as to keep officers safer,” he said, adding that Saratoga County Sheriff Michael Zurlo had also expressed to Coll his support for earlier closing times.

It is unclear what timeline the measure would take, but the county Law & Finance Committee - which is chaired by Veitch - next meets Feb. 12. That subcommittee typically forwards its recommendations for approval to the county Board of Supervisors. That Board holds its next monthly meeting on Feb. 20.

New Wine Bar Starts Pouring on Phila

SARATOGA SPRINGS

— The first of the Phila Street dominoes has fallen.

Familiar Creature, a Montreal-inspired wine bar from the team behind Hamlet

& Ghost, officially opened its doors last weekend at 42 Phila.

The eatery is led by Executive Chef Michele Hunter (a Food Network Chopped Champion), who previously worked at The Adelphi Hotel and Hamlet & Ghost, as well as Sous Chef Alex Johnson,

who has worked with top chefs such as Thomas Keller, Jenner Tomaska, and Eric Leveillee.

Co-owners Brendan Dillon and Dennis Kiingati, of Hamlet & Ghost fame, collaborated with New York City-based design firm Post Co. to create a modern space reminiscent of a French bistro. Familiar Creature features indoor seating for 50 patrons, as well as an outdoor patio that can accommodate an additional 30 patrons during the warmer months.

Some signature items advertised by Creature include a white negroni, Manila clams, seasonal ice cream, local meats and cheeses, roasted chicken, and, of course, wine. The restaurant is open Wednesday through Sunday, from 4 p.m. until close. There are plans to expand to a six-day schedule in

the coming weeks.

The restaurant’s name is derived from a line in William Shakespeare’s “Othello”: “Come, come, good wine is a good familiar creature, if it be well used.”

The eatery is one of at least four establishments set to open

on Phila Street this year. Others include Standard Fare (serving upscale American comfort food and due to open this spring at 21 Phila), Noah’s (an Italian joint at 43 Phila), and Fillies on Phila (a wood-fired pizza restaurant at 39 Phila that’s set to open this winter).

Writing the Right Word by Dave Dowling

Accuracy in word choice is a key to effective communication. In your daily writing and speaking, try to make sure you use the right word in the right place with the right spelling. By doing so, its effect will affect your communication in a positive way. This quick weekly tip will help you filter the confusion in some of our daily word choices.

This Week: No sooner than, No sooner when No sooner than is correct. In this phrase, the word sooner is a comparative adverb and should be followed by than (not when). We had no sooner left the game than a batter hit a home run.

Local Districts Release Statements on “Safeguarding the Rights of Immigrant Students at School”

SARATOGA SPRINGS —

After President Donald Trump ended a policy that restricted federal agents from making immigration arrests at schools, local districts have been publicly affirming their support for New York State’s official guidance on “Safeguarding the Rights of Immigrant Students.”

The Saratoga Springs City School District stated on its website last week that “recent

changes and discussions surrounding immigration policies may cause uncertainty and concern for families within our community. We have provided our administrators and staff with the New York State guidance all school districts received regarding safeguarding the rights of immigrant students.”

The guidance instructs school personnel to only allow local or federal law enforcement to question a student if a law enforcement official has: issued a warrant

providing court-authorized access to the student; received consent from a parent or guardian; or if the student is accused of committing a crime on school property and school district personnel invite law enforcement to investigate. If these criteria are not met, guidance says that officers should not be allowed to speak to a student on school property.

“Our district is dedicated to creating a safe, welcoming, and inclusive environment for every student,” the message on the Saratoga School District

website said. “If you have any questions or need assistance, please contact your child’s school building.”

The Ballston Spa Central School District posted a similar message to its site earlier this week, adding that the district has “shared the advice from our attorneys with all of our principals and administrators about their rights and responsibilities when law enforcement officials, including Immigration and Customs Enforcement (ICE) agents, come to school seeking to question a student on district property.”

The Migration Policy Institute estimates that 733,000 school-aged children live in the United States without legal status.

Of the decision to allow law enforcement access to schools, Acting Department of Homeland Security Secretary Benjamine Huffman said in a statement that “this action empowers the brave men and women in Customs and Border Protection (CBP) and ICE to enforce our immigration laws

and catch criminal aliens— including murders and rapists— who have illegally come into our country. Criminals will no longer be able to hide in America’s schools and churches to avoid arrest. The Trump Administration will not tie the hands of our brave law enforcement, and instead trusts them to use common sense.”

According to NBC News, a White House spokesperson said on Jan. 28 that no ICE raids had occurred in any schools. The spokesperson told NBC that “secondary supervisor approval is also needed before any action can be taken in locations such as a church or school.” The spokesperson added that such situations are expected to be “extremely rare.”

A Siena College poll released on Monday showed that nearly 80% of New York voters supported deporting immigrants living in the country illegally who have also been convicted of a crime. But only 39% supported deporting immigrants living in the country illegally who have not been convicted of a crime.

Ballston Spa High School Planning to Add New Courses for 25-26 School Year

BALLSTON SPA — Ballston Spa High School

Principal Matthew Robinson discussed new potential courses for the 2025-26 school year, as well as the creation of a Literacy Lab, at the district’s January 22 Board of Education meeting.

For English Language Arts (ELA), 10th and 11th graders were surveyed to see what classes they might be interested in. Based on the results of that survey, new courses could include Film as Literature, Horror Genre Study, Exploring Banned Books, and Exploring True Crime. Classes that would be removed from the high school’s ELA program would include Best Sellers,

Multicultural Literature, and Today’s Issues: Fiction and Nonfiction.

Robinson said the school would also be starting a Literacy Lab for incoming 9th graders led by teacher Annetta O’Connor. Robinson said the lab would be a two-year pilot designed to evaluate how the course is progressing before finalizing it.

“The goal down the road is it’s a 9-12 program,” Robinson said at the meeting.

The lab would focus on the basics and mechanics of reading and writing, which Robinson said teachers often don’t have enough time to focus on.

The school’s technology department is also expected to add an Intro to Video Production course to the 25-26 school year offerings.

BALLSTON SPA — The Ballston Spa High School Science Olympiad squad recently placed 3rd out of 19 teams at the Capital Region Science Olympiad Tournament. The successful finish qualifies them for the New York State competition at LeMoyne College on March 21 and 22.

Ballston Spa students won medals in 18 out of 22 events and finished first twice. The firstplace medal winners and their respective events include Lucas Guest and Tina Marie Mullins in “Anatomy & Physiology,” and Kayleigh Cassels and Molly Kaatz in “Bungee Drop”.

The Science Olympiad

tournament is a rigorous, academic, interscholastic competition that consists of a series of individual and team events. The events are balanced between the various science disciplines of biology, earth science, chemistry, physics, computers, and technology.

Loaded Sheet Pan Sliders

YIELDS: 12 sliders | PREP & COOK TIME: 70 min

INGREDIENTS:

*Ingredients currently available at the farmers’ market

For the burgers:

• 2 1/4 pounds lean ground beef*

• 1 tablespoon kosher salt (or to taste)

• 2 tsp black pepper

• 2 tsp Worcestershire sauce

• 1/2 cup grated onion*

• 6 slices American cheese

• 6 slices mozzarella cheese

• 6 slices sharp cheddar cheese*

• 12 strips uncooked bacon*

For the burger sauce:

• 1/4 cup mayonnaise

• 2 teaspoons hot sauce (or to taste)

• 1/4 cup thousand island dressing

To assemble:

• 12 brioche slider buns

• 3-4 large leaves of green lettuce*

• 2 tomatoes, sliced thin*

• Dill pickle chips, optional, to top*

INSTRUCTIONS:

Preheat the oven to 400°F. Prepare a 13x9” nonstick rimmed sheet pan.

In a large bowl, combine the ground beef, salt, pepper, Worcestershire sauce, and grated onion. Mix well until all ingredients are evenly distributed.

Press half of the ground beef into a thin layer on the sheet pan. Layer the cheeses into 2 rows, ensuring that you leave room around the edges to prevent any leaking while the burgers cook. Cover the cheese with the remaining beef mixture.

Weave the bacon on top of the sheet pan burger and tuck down any edges that might be hanging over. Place your smaller sheet pan on top of a larger one if you think you might have issues with grease dripping over as the bacon cooks.

Transfer the sheet pan to the oven and bake for about 30 minutes, or until cooked through and the bacon is beginning to cook through. Finish off by broiling the bacon until it is crisp.

As the sheet pan burger cooks, Mix together the mayonnaise, hot sauce, and thousand island dressing to create the burger sauce. Set aside. Layer the bottom slider buns with the lettuce and tomato.

When the burger has finished cooking, carefully drain off excess grease. Use a pair of sturdy tongs or spatulas to gently transfer the giant burger to the slider buns. Cover with pickle chips, if desired, and drizzle with the burger sauce. Top with the top slider buns.

Use a large knife to slice between the rows and columns of the sliders so that they can easily be pulled apart. Serve warm while the cheese is still melted.

Week of February 7 - February 13,

Super Bowl Sunday is this weekend. It is never too early to begin your party prep. Over the years I have attended and hosted many Big Game house parties. As I reflect on the number of Super Bowl’s I have watched, I have to admit there have been a lot that were over before half time. If the game is bad then the party better be great! The first Big Game party I hosted was with my best friend and roommate Fred in our first bachelor pad apartment. We

Hello my Foodie Friends!

invited at least 15 young ladies and informed all our male friends that we were going to have an epic party. Fred and I made a Big Game Feast fit for 100 people with the little wieners wrapped in a blanket, pulled pork, and baked ziti just to name a few and we used lots of spices and rubs to kick it up. As the guests started to arrive, we noticed that there were no males walking in, only female guests. The party was going well with all our great food and

Cornbread Chili Poke Bake

INGREDIENTS

Cornbread:

• 3 cups stone-ground cornmeal

• 1/4 cup sugar

• 1 tablespoon baking powder

• 1 tablespoon kosher salt

• 1 teaspoon baking soda

• 2 cups buttermilk

• 1 cup vegetable oil

• 4 large eggs

INSTRUCTIONS

Chili:

• 1 tablespoon vegetable oil

• 1 small yellow onion, grated

• 1 pound ground beef (80/20)

• 2 tablespoons chili powder

• 2 tablespoons tomato paste

• 1 tablespoon kosher salt

• 2 tsp chipotle chili powder

• 2 tsp ground cumin

1. For the cornbread: Preheat the oven to 375 degrees F. Coat a 9-by-13-inch baking dish with cooking spray.

2. Whisk together the cornmeal, sugar, baking powder, salt and baking soda in a large bowl. Whisk the buttermilk, oil and eggs in a medium bowl. Fold the egg mixture into the cornmeal mixture until well combined. Pour into the prepared baking dish and bake until the edges are golden brown and the center bounces back when pressed with a finger, 25 to 30 minutes.

3. For the chili: Meanwhile, heat the oil in a large saucepan over medium-high heat. Add the onions and cook until slightly softened, about 5 minutes. Add the ground beef and cook until no longer pink, about 5 minutes. Add the chili

rocking music playing over the turned down TV. As I looked across the room at Fred, we both smiled a knowing smile that our male friends thought our party would be lame. Now we had to entertain a host of young ladies who stayed for the whole game and after. Who played in the game? I don’t remember. It was the gathering of company and great foods that I remember. Along with the festivities that surround the Big Game, I also love all

powder, tomato paste, salt, chipotle powder and cumin and cook until the spices begin to fry. Add the tomatoes and bring to a boil. Reduce the heat to low and simmer until slightly thickened, about 20 minutes.

4. Once the cornbread is baked, use the handle of a large wooden spoon to poke 35 holes into the cornbread, making sure that the spoon goes to the bottom of the baking dish.

5. Spoon the chili on top of the cornbread and spread evenly while pressing the chili into the holes. Top with the cheese, dollops of sour cream, jalapenos and scallions. Cut into 15 pieces and serve immediately.

the hype that accompanies this annual event. We now have the time-honored tradition of commercials featuring croaking frogs slinging beer, singing cowboys slinging beer, battling beer bottles slinging beer and little kids magically starting a car by using the “force”. I won’t even mention half-time wardrobe malfunctions, lipsyncing superstars and reunions of some great ‘70’s rock bands. At Compliments to the Chef, your Neighborhood Kitchen and Cutlery store located at 33 Railroad Place, we have wonderful spices to kick up your Super Bowl creations a

notch. Consider spices such as Chili powder, BBQ Pulled Pork Seasoning, Bear Can Chicken Rub, Honey Mustard Rub, and other fun spices. Have fun and good luck with your Super Bowl parties. Give your food creations some spice and a kick!

As for my Big Game party with all women; to this day our male friends still do not believe anyone came to our party! Remember my Foodie Friends; “Life Happens in the Kitchen”.

Saratoga’s All-Time

Winningest Jockey Receives

Marylou Whitney Award Racers Ranked 19th Best ABA Team in Country

SARATOGA SPRINGS

— Hall of Fame jockey Johnny Velazquez and his wife Leona will be this year’s recipients of the newly renamed John Hendrickson and Marylou Whitney Award due to the couple’s support of the New York backstretch community. The award will be presented at the 18th Annual Fundraising Brunch on Aug. 13 at the Saratoga National Golf Course.

In 2013, Velazquez became the all-time leading rider at the Saratoga Race Course with his 694th career win. In August 2022, he became the first jockey

to win 1,000 races at Saratoga.

The annual award was originally known as the Marylou Whitney Award but it was renamed by the New York Race Track Chaplaincy after the sudden passing of her husband John Hendrickson last year.

“Like his late wife, John had a special place in his heart for the backstretch community and we thought renaming the award in this way was a fitting tribute to his legacy of humanitarian spirit,” said Ramón Dominguez, president of the Board of the NY Chaplaincy, in a news release.

Velazquez, who serves

on the New York Race Track Chaplaincy board of directors, has won two Eclipse Awards as the nation’s outstanding jockey (2004, 2005), as well as six Triple Crown races and 21 Breeders’ Cup races. He has been an active member of The Jockeys’ Guild for many years and currently serves as the co-chairman of the organization. Leona has served on the Belmont Child Care Association board and her family has been active in a variety of backstretch organizations for several decades.

SARATOGA SPRINGS

— The Saratoga Racers of the American Basketball Association (ABA) were elevated to a #19 ranking for the week ending Feb. 2. They had previously been ranked #23. The ABA’s ranking system spotlights the top 25 teams out of about 150 teams nationwide.

The Racers are currently 12-6 on the season, with at least four of their losses coming at the hands of higher ranked teams. Three of the losses were to undefeated teams ranked #2 and #5.

Saratoga’s next home game at the Saratoga Central Catholic gym is scheduled for Feb. 16 at 3 p.m. After that contest, the Racers will only have two more games remaining before the playoffs begin.

Stillwater Runner Dedicates Career to Deceased Mother

STILLWATER — Anthony Zazzaro, a four-year track and cross-country star at Stillwater High School, is used to bucking fierce headwinds.

Stillwater is a very small school (graduating class of around 70) with a strong athletic tradition. The crosscountry team had only two members this past year. For Anthony, that means running and training alone, close mentoring by his varsity coach Shawn McClements, and plenty of support from his townsfolk for whom he has become a familiar sight running in all kinds of weather, all year long.

“Anthony and I have a very holistic coach-athlete relationship,” said Coach McClements. “For us, it’s always been about advancing the whole person, because cross-country is very mentally and spiritually demanding. Moments racing alone in the backwoods test a runner as he confronts obstacles.”

Zazzaro was the first and only Stillwater cross-country runner ever to advance through the states

competition to the Federation Championships, which he did in 2022, 2023, and 2024. After the 2024 season, he won the Class C State Silver Medal.

Zazzaro’s most cherished and poignant moment in racing was competing in the Kelly’s Angels Mother’s Day Race in 2023 at the age of 15. Kelly’s Angels was founded by Mark Mulholland, an area media personality, to honor and memorialize his wife Kelly, who passed from cancer in 2007.

Kelly’s Angels was well known to Anthony who had been a beneficiary and contributor to their outreaches, since his mother was suffering from cancer herself.

The race in 2023 was supremely special to Anthony. He ran to honor his mom who had been the major force and fan motivating her son to succeed, taking him to practices and events as a child, and gently prodding him to get up and running on those cold weekend mornings when other teens would nestle in bed for a few more hours. In this May of 2023, Diane Zazzaro was at the end of her heroic two-year battle with cancer.

Anthony set out to win the

race for his mom, and so he did.

As he recounted, during that effort his heart was breaking, but pumping harder than ever. “Every breath, every step I took, I wanted it for her,” Zazzaro said.

In a wheelchair, Zazzaro’s mom witnessed her son’s Mother’s Day tribute to her. It was to be one of her final experiences. Three days later, she passed away.

Devastated but unbroken by his loss, Zazzaro dedicated his racing career to Diane.

In this difficult situation, running against the wind, Anthony is blessed and encouraged by the memory of all the “Kellys” who left their families much too early. Sunrise or sunset, the cold of dusk and the heat of mid-day are part of the continuing cycle of training, competing and achieving. Just recently, he handily won the Springfield, Massachusetts Invitational to begin his indoor track season.

But Anthony doesn’t run alone. He has many angels on his shoulders to propel him ever onward.

SARATOGA SPRINGS —

Dolly Cairns, a Saratoga native and the all-time girls basketball scoring leader at Saratoga Springs High School, is in the midst of an exceptional, sharpshooting season at Florida Gulf Coast University. Cairns currently ranks 16th in three-point percentage (44.55%) among all NCAA Division 1 women’s basketball players.

Cairns is a starting shooting guard averaging 9.2 points, 3 assists, and 2 rebounds per game in the 2024-25 season thus far, helping to lift Florida Gulf Coast to a 19-3 overall record.

As of press time, the Eagles had won 12 straight games.

Last season, Cairns and company fell in the first round of the NCAA women’s “March Madness” tournament in a nailbiter against the No. 5 seed Oklahoma Sooners. After the loss, Cairns told Saratoga TODAY that she plans to pursue a career in healthcare following the conclusion of the 24-25 season.

In high school, Cairns played for the Blue Streaks, scoring more than 2,000 points to set the school’s all-time scoring record. In 2019, she committed to the University of Rhode Island, where she played for two seasons before transferring to Florida Gulf Coast.

Saratoga Race Course Regular Visits President Trump

WASHINGTON, D.C. —

Vincent Viola, a regular at the Saratoga Race Course, visited with President Donald Trump at the White House on Monday to celebrate the Florida Panthers’ 2024 Stanley Cup victory (Viola owns the team).

“We brought a cohort, to use a term we use in the military, of champions to visit a champion,” Viola said to Trump amid a roomful of spectators.

“Your kindness and the

hospitality displayed by your staff is a simple reflection of the excellence that you demand of your people and we were the beneficiaries of it today.”

Viola brought the Stanley Cup to the Saratoga Race Course last summer, allowing visitors to pose alongside the hockey trophy. He also reportedly owns (or owned) several multi-million-dollar homes in Saratoga Springs.

Viola is a horse racing enthusiast and the owner of St. Elias Stable, which produced the 2017 Kentucky Derby winner

Always Dreaming. In 2016, the billionaire businessman was briefly President Trump’s pick for the United States Secretary of the Army, before he withdrew from consideration.

Also in 2016, Viola was accused of punching a concessions worker at a FasigTipton racehorse auction in Saratoga. According to the New York Times, charges were not brought because neither Viola nor the concessions worker wanted to press charges and officers had not witnessed the incident.
