SARATOGA SPRINGS – Mayor Scott Johnson made a presentation August 21 prior to the City Council’s regular meeting highlighting some of the plans for the $4.3 million 2013 capital budget, and held a hearing on the Capital Improvement Plan (CIP). The 2013 budget is made up of 32
