Saskatoon is a naturally friendly city

W

e are so happy and honoured you chose to live with us. Our city has a lot to offer — starting with our people. Isn’t any great place always about its people? We are friendly and welcoming. People visiting Saskatoon often say it is like being on another planet. People truly are different here . . . in a good way. We say hello or smile or nod as we pass each other on sidewalks. We are sometimes so nice we forget where we are. One of my sons and I were walking on a sidewalk in a British Columbia city when a couple of biker-type dudes approached us. As we were about to cross paths, I nodded and said hello. They returned the nod. I am not sure who was more surprised, the biker-type dudes or my son. But that’s the way we are. It Editor comes naturally. There are many opportunities in Saskatoon. There are jobs. We have a wonderful education system and good health care. We have the amenities of a big city, but still have a small-town feel. We have a facility that hosts the biggest acts in music, as well as national and international sports events. We have sports teams that are nationally acclaimed. We have a thriving arts community. We have festivals. Wow, do we have festivals. From June through the September long weekend, there is barely a time when the city doesn’t have a major event. The list is long: a children’s festival, an internationally acclaimed jazz festival, a fringe festival, an exhibition with rides, carnival games, entertainment and exhibits, and Folkfest, where people give us a taste of the culture in their homelands. That’s just during the summers. We are known RMWS10 Ryanas a winter city. We have more festi-

The sunsets are spectacular in Saskatoon vals — you can never have too many, right? We have toboggan hills large and small, and we have Canada’s best outdoor skating rink. Skates are free to use and a fire is always going in the chalet. It is a place where people of many nationalities congregate. People may come from all parts of the world, but smiles are universal. Just wait until you see a Saskatoon sunset. Or take out of the trip just outside the city one night and see a dazzling display of lights in the sky. Watching the Northern Lights is breathtaking. Watching the leaves on our trees turn colour in September is another sight to behold. We have a river running through our city. There are few things better than walking on a trail on its banks on a beautiful evening. In late June and early July, you will hear the sound of jazz music. Take the time to sit on a bench and take in the sights and sounds. Make sure to bring a camera. As you scan these pages, you will get a sense of what is happening in our fair city. There is other information we hope you will find useful. We are so happy to have you with us.

n behalf of the people of Saskatchewan, welcome to our beautiful and vibrant province. You’ve made a great move. Our economy is one of the strongest in Canada. There are a record number of people working, and our unemployment rate is the lowest in the country. And more people are coming to Saskatchewan — 1,138,879 and counting! I can’t think of any place I’d rather be in North America than right here, in Saskatchewan. In Saskatchewan, we continue to plan for the future and give back to the hard-working people of this province. Overall, we have provided more than $700 million to Saskatchewan residents in the form of tax relief that includes more than $440 million in personal income tax reductions, almost $200 million in education property tax relief and an $80 million reduction in the small business corporate income tax rate. In addition, Saskatchewan’s general debt has been lowered by more than 40 per cent. More than $4 billion has been invested for improvements to roads, municipal grants, public safety, schools and parks — all part of our government’s goal to keep Saskatchewan on the path to steady growth. To address the amazing growth that Saskatoon is experiencing, we’re making a serious commitment to educational infrastructure, with four new joint-use schools, and I have committed to funding a new commuter bridge in the north industrial area. The Children’s Hospital is on the horizon, and the new Global Institute for Food Security and Sylvia Fedoruk Canadian Centre for Nuclear Innovation will advance innovation and research at the University of Saskatchewan. We have a great team and strong representation in Saskatoon. One of the first things you should do is get in touch with your local MLA and visit www.saskatchewan.ca to find more information about the exciting things happening in our province. Saskatchewan is strong. Thank you for joining us. Brad Wall Premier

The area around Wanuskewin became available for human occupation 6,000 years ago

A celebration of our first people

T

Wanuskewin Heritage Park

he story of the Wanuskewin Heritage Park began with a dream and desire to tell the story of the land and its first people and to share this collective narrative that is part of a larger national identity. Wanuskewin sits above Opimihaw Creek and the South Saskatchewan River near Saskatoon – a window into a part of Canada’s history that remains largely undiscovered, and a link to our past unlike any other national historic site in Canada. Wanuskewin’s uniqueness lies not only in the fact that there exists evidence of ancient peoples, but rather the composition of many different aspects of habitation, hunting and gathering, and spirituality – all in one place. The Wanuskewin ASWS02 Aaron area contains some

of the most exciting archaeological finds in North America, many of which pre-date the pyramids of Egypt. To date, 19 precontact archaeological dig sites have been identified on the terraces and point bars in the Opimihaw Creek valley bottom or coulee depressions along the valley wall of the South Saskatchewan River. As soon as the Opimihaw Creek valley became available for human occupation 6,000 years ago, virtually every pre-contact cultural group recognized across the Great Plains visited this location. The result is a remarkably complete and intact record of cultural development in the region over that time span. The archaeological resources of Wanuskewin are exceptional and among the finest examples of pre-contact occupation of the Great Plains of North America.

Indigenous peoples of the Northern Plains came to the Opimihaw Creek area year after year, following the bison and range animals who provided sustenance, and gathering plants of the prairies. Their way of life evolved to suit their unique environment. Wanuskewin today gives us the opportunity to delve into the past and discover what life was like for these nomadic hunter-gatherer peoples. The theme of Wanuskewin Heritage Park is one of interpretation – exploring and explaining the meaning of Plains cultures to gain a better understanding of ourselves, Saskatchewan’s indigenous peoples, and our common heritage. Wanuskewin is open year round. For more information, visit wanuskewin.com.

By Jeff O’Brien he Saskatoon area has been inhabited for at least 8,000 years. Buffalo kill sites, teepee rings and a medicine wheel can still be seen today and form an important link with the past. The first European to set foot on the northern prairies was Henry Kelsey, a fur trader and explorer who arrived in 1690. Anthony Henday was the first European known to have passed through the Saskatoon area, in 1754. European settlement of Saskatoon did not begin until 1881. That year, a group of Ontario temperance activists formed the Temperance Colonization Society (TCS), with the idea of creating an agricultural colony on the prairies, dedicated to the ideals of the Temperance Movement, a philosophy which blamed alcohol for most of the ills that beset society. Take away the alcohol, the reasoning went, and you took away the ills. At the same time, the Canadian government was hoping to stimulate settlement on the prairies by offering huge blocks of land to colonization companies. For the TCS, therefore, the new colony would not only be an agricultural and social utopia, but also a chance to make a tidy profit from selling land to prospective settlers. They soon signed up 3,100 would-be colonists for more than two million acres, and by June of 1882, John Lake — a Methodist minister turned entrepreneur — was scouting out possible colony sites along the South Saskatchewan River. 313,000 acre land grant As it turned out, the colony’s land grant comprised only 313,000 acres. It extended along both sides of the South Saskatchewan River, from Clarke’s Crossing (present-day Clarkboro) in the north to Moose Woods (the present-day Whitecap First Nation) in the south. It was to include a centrally-located townsite to act as a service centre for the surrounding farms. On the advice of Chief Whitecap of Moose Woods, Lake chose the site we now call Nutana as a place to plant the new town. Lake returned the following year to survey the colony. The first settlers travelled by railway from Ontario to Moose Jaw and then made the gruelling 160-mile trip to Saskatoon in horse-drawn carts. Saskatoon grew slowly. There was no railway and the river was too shallow and too full of shifting sandbars for easy navigation. Sensationalized newspaper reports of the North-West Rebellion in 1885 also helped discourage settlement. Less than a dozen new settlers a year arrived in the district between 18851890. In 1890, the railway finally arrived. That year the Qu’Appelle, Long Lake and Saskatchewan Railway Company bridged the river at Saskatoon. The railway snaked up from the south, following the course of what is now Aaron the Idylwyld Freeway and crossing the ASWS01

A statue recognizes Chief Whitecap and John Lake, two of our founding fathers river where the Senator Sid Buckwold Bridge is now, on its way to Prince Albert. A new settlement soon developed on the west side of the river around the railway station. By 1899, Saskatoon consisted of a few houses on the east side of the river and on the west side was the station house, the section foreman’s house, the Mounted Police barracks, a stone building, a hotel and about six other houses and shacks. In 1901, when the west bank settlement incorporated as a village, it kept the name of Saskatoon. The name of the original settlement on the east side was changed to Nutana. A third settlement, Riversdale, developed west of the railway tracks beginning in 1903. In 1906, with the promise of a traffic bridge and other civic improvements, the three settlements amalgamated to form a city. The trickle of immigrants was becoming a flood and Saskatoon became the fastest growing city in Canada. Economy boomed before war In the years leading up to the First World War, Saskatoon’s economy boomed. The population exploded. New construction was everywhere. Speculators bought up land for miles around, subdividing it into streets and lots and reselling it at sometimes enormous profits. Otherwise sober men dreamed of a city of 100,000 by 1920, in a province of two million inhabitants. It was not to be. The boom went bust in 1913, followed by the declaration of war with Germany in 1914. With the exception of a few years in the late 1920s, the next 30 years were marked by economic and political upheavals of one sort or another, including the influenza epidemic of 1918, the Great Depression of the 1930s and the great human tragedy known as the Second World War, from 1939-1945. After that war, Saskatoon underwent a huge housing crisis — as bad as or worse than that which followed the First World War in 1918. By the late 1940s, things had settled down somewhat and the city entered a period of prosperity which has lasted — with exceptions — ever since. (Jeff O’Brien is the City of Saskatoon archivist.)

Global Gathering Place Open Door Society The Saskatoon Open Door Society was established in 1980 as a safe place to welcome and assist refugees and immigrants new to Saskatoon. This allows for newcomers to Canada to become informed about their new country, while also involving the Saskatoon community in their hospitable reception and acceptance. Due to the Open Door Society’s efforts, Saskatoon has become a city that recognizes that there is only one relevant race – the human race – and that opportunity should be equal to all of its members. Saskatoon Fire Department

espite its name, the Saskatoon Fire Department responds to much more than fire emergencies. In fact, the majority of firefighters are trained in specialty rescue. Training is provided to our firefighters on three levels: awareness (becoming aware of special rescue situations), operations (training in first response and scene assessment), and technician (technical mitigation of the incident using specialized techniques and equipment). Saskatoon’s firefighters are intensively trained in all of the following areas: • Ongoing training aimed at providing a

reinforcement of fundamentals combined with a continual awareness of technical change. Firefighters are trained in the equipment and methods used to suppress fire along with building construction styles (an awareness of how buildings react under fire conditions). • Pre-hospital medical emergency response. Firefighters are trained as first responders or as Emergency Medical Technicians. All of our trucks are equipped with automated external defibrillators, donated by the Kinsmen Club of Saskatoon. • A diverse range of rescue services. Technical rescue includes: low and high

angle rope, confined space, and trench rescue. Water rescue includes surface, dive, night dive and ice rescue. • On-scene rescue capabilities for other responders who are lost or injured in a hazardous atmosphere. • Handling of dangerous goods (and to prevent the escalation of a hazardous situation) such as chemical leaks, gas spills or accidents involving dangerous goods cargo. If you are experiencing an emergency, call 9-1-1. If you wish to contact the Emergency Central Alarm Headquarters, the number is 306-975-3030.

elebrate the magic of play at Saskatoon’s newly renovated PotashCorp Playland at Kinsmen Park. It re-opened in 2015 with three star attractions that delight children and adults alike. The bright lights of the Ferris wheel will be a cheery hallmark of the downtown skyline, with riders soaring high above the city. The original carousel animals are all spiffed up and ready to delight. Hop on for a whistle-stop tour aboard the Canpotex Train — a park favourite. The train is wheelchair accessible. Learn, laugh and explore in the children’s play area, set in a beautiful stand of trees. Climb the

pyramid tower, ride the hill slide or rock in the huge saucer swings — there is plenty of room to run here. Have a splash while working the pumps, troughs, valves and sprayers in the water area. The sand play is a hit with tons of fun waiting. Try the double cable ride, log climber and domemountain. The play area is always open and there are no admission fees. Parking is available at the PotashCorp Playland at Kinsmen Park Parking Lot, the Mendel site, and north of the YWCA (off Kinsmen Avenue).
