For its 2025 calendar, the Richland County Public Information Office is proud to showcase Service Stars County employees who consistently demonstrate diligence, helpfulness, and a caring attitude toward the community.

Each month of the calendar highlights a different County employee (or employees) and the department they serve, celebrating their contributions to public service.

Although not every Richland County office is featured in the calendar, it’s important to note that all departments play a vital role in the County’s mission

One such office is the County Ombudsman, a central contact point for the public. The Ombudsman’s office handles residents’ concerns, requests and general inquiries, ensuring they are directed to the appropriate department for follow-up. Richland County operates under the Council-Administrator form of government. County Councilmembers are elected in November general elections from single-member districts for four-year terms beginning Jan. 1 of the following year.

The 11-member Council appoints an Administrator to be the chief administrative officer of Richland County Government and to manage all departments under the jurisdiction of Richland County Council.

The Administrator executes the policies directives and legislative actions of Council, manages and coordinates operations, prepares operating and capital budgets and performs essential duties in overseeing the daily and long-term activities of County government

MEETINGS

Richland County Council generally meets the first and third Tuesday of each month at 6 pm in Council Chambers, located at the County Administration Building, 2020 Hampton St., Columbia. All regularly scheduled Council meetings can be viewed live and on demand at richlandcountysc.gov.

Operational Services

Richland County’s Office of Risk Management works to minimize risk exposure and protect County assets, while ensuring County facilities are safe and healthy for visitors. The Operational Services department provides day-to-day necessities and support to County departments, including mail services, event setup and teardown, landscaping and printing.

Grants Department

Richland County Government offers a variety of grant opportunities, including funding for conservation and historic preservation, housing and development, community-based programs and services, and neighborhood organizations and associations. Alvin S. Glenn Detention Center

The County’s Alvin S. Glenn Detention Center serves as the intake center for unsentenced misdemeanor and/or felony detainees/inmates and as an incarceration facility for sentenced offenders. It provides detention facilities for both unsentenced detainees/inmates and sentenced inmates in a minimum, medium and maximum security environment.

The County’s Vector Control staff use integrated surveillance and control strategies for organisms, such as mosquitoes, ticks, fleas, flies and rats, that can transmit disease to humans. Reach the Vector Control office at 803-576-2459.

Special Services Division

The mission of the Special Services Division is to effectively manage a pool of state Department of Corrections inmates and community service personnel in order to provide general labor support to all departments of Richland County Government. Special Services also works to enhance efficiency and beautification in the County.

Emergency Management Division

Planning and Development strives to create better communities in Richland County through a public planning process. Staff incorporate best practices for balancing environmental and economic concerns in County land use regulations, creating incentives for redeveloping sites, and revitalizing communities
