For nearly 95 years, the Santa Barbara Foundation (SBF) has served our region, advanced the goals of our philanthropic community, and provided leadership to improve the quality of life for all in Santa Barbara County.

In service as the county’s community foundation since 1928, SBF Trustees and staff are more committed than ever to meeting the unexpected and enduring challenges our residents face with the goal of building resilient communities.

Resilience determines outcomes when we face difficulties, and collaboration is key to resilience. No one can tackle obstacles alone. That’s why we partner with individuals, families, and nonprofits, as well as partners in education, business, and government to support and develop timely responses to complex issues.

From bolstering behavioral health to supporting small businesses and from bridging the digital divide to conserving the natural world around us, SBF — with contributions from our generous donors — supports community initiatives that discover and address root causes across a broad range of issues.

From Our Leaders

At the Santa Barbara Foundation, our mission is to mobilize collective wisdom and philanthropic capital to build empathetic, inclusive, and resilient communities.

We accomplish this through strategic grantmaking to local nonprofits, by supporting the charitable giving of individual donors and family philanthropists, and by providing community leadership through collaborative partnerships to tackle our region’s most pressing issues.

If we had to summarize 2022 in one word, that word would be “resilience.” The part of our mission focused on building resilient communities came into sharp focus for us with new challenges of inflation, economic uncertainty, and the lingering effects of the pandemic.

More than ever, our most vulnerable populations needed our nonprofit sector to be strong and flexible to provide services in new ways and at increased volumes.

To support our nonprofit partners — who faced rising costs to meet basic needs, staff burnout, and volunteer attrition in 2022 — we expanded our Capacity Building Grants program, streamlined our grantmaking process, and provided access to training and technical resources.

By building local and regional partnerships and coalitions, we coordinated efforts and resources to advance health, digital equity, and access to quality child care for our region’s working families.

In this report, you will learn about other examples of our work this year: work that supported small business owners and self-employed residents with micro-business grants, and work that helped conserve and steward our natural environment so that everyone in Santa Barbara County can enjoy access to outdoor spaces.

As we look ahead to 2023 and mark 95 years of service to Santa Barbara County, we understand that we are one piece of the puzzle. It takes a community of concerned individuals to collectively address the needs of our neighbors.

We are honored to be your community foundation. Together with input from local leaders, a broad range of stakeholders, and our generous donors, we invested more than $27 million in over 2,800 total grants in 2022.

As Santa Barbara County’s community foundation for 95 years, SBF cares for the wellbeing of all people who live, work, invest, visit, and play here, along with the beautiful natural environment that is central to our quality of life, economic health, and vitality.

As part of our mission to mobilize collective wisdom, we engage with all sectors of the community to provide Leadership in Action.

We build empathetic, inclusive, and resilient communities by engaging actively in Strategic Grantmaking and Supporting Our Social Sector.

And we mobilize philanthropic capital when we act as trusted Partners in Philanthropy, ensuring that donors achieve their charitable goals.

SBF conducts research, convenes stakeholders, and cultivates relationships — among government, business, education, nonprofits, funders, and individuals who share their lived experience — to identify and respond to critical issues in Santa Barbara County.

In 2022, we convened a Digital Equity Coalition to address a growing digital divide that results from issues around internet affordability, technology access, and digital literacy. (See page 16 to learn more.)

We also spearheaded the Central Coast Community Health Worker and Promotores Capacity Building Collaborative to support and increase capacity among communitybased health workers and promotores, who provide wellness support from education to help navigating the health care system for marginalized community members. (See page 18 for details.)

The SBF team — staff and Trustees — is honored to serve as a trusted resource when Santa Barbara County faces and seeks solutions to complex issues that affect us as individuals and as a community.

Strategic Grantmaking

More than 2,000 local nonprofits serve our neighbors in need throughout Santa Barbara County. SBF supports both our donors and nonprofit organizations with diligent grantmaking. We build trust by carefully reviewing grant applications, tracking and celebrating our nonprofit partners’ successes, and by offering support they need to thrive.

In 2022, we transitioned our Community Engagement funding from annual grants to a multi-year cycle. SBF commits to two years of support for approved grantees, coupled with technical assistance and capacity building offerings. This change allows nonprofits to spend less time and resources on grant applications and reporting, so they can devote their valuable

Our Conservation, Environment, and Public Trails fund, launched in 2021, grew and advanced multiple projects in 2022 to protect and ensure access to our local natural spaces.

We also administered a disaster relief grant program for small- and micro-business owners and self-employed residents that kept many in business in the wake of the Covid-19 pandemic.

Nourishing Santa Barbara County’s Social Sector

Santa Barbara County’s vibrant nonprofit sector responds to a wide array of challenges that our communities face — from food and healthcare needs to the conservation of our natural environment. Through our Collaboration for Social Impact (CSI), the Santa Barbara Foundation is pleased to support organizations in our social sector to optimize their effectiveness, capacity, strength, and focus through several initiatives.

We connect our nonprofit workforce with field experts and facilitate collaboration at peer learning convenings, a series of capacitybuilding workshops focused on nonprofit management disciplines, such as board governance, program evaluation, Diversity, Equity, Inclusion, and Access (DEIA), and more.

In collaboration with organizations such as Leading from Within, The Fund for Santa Barbara, Center for Nonprofit Leadership (at California Lutheran University), the Santa Barbara Nonprofit Resource Network, and Association for Fundraising Professionals, we help nonprofit leaders and their staff members to develop individualized, responsive approaches to meet their missions and individual aspirations.

Small Grants Make a Big Difference

Hardest hit by economic effects of the COVID-19 pandemic, small businesses and self-employed residents faced precipitous loss of income. Many are still reeling from those losses.

We were delighted to be tasked by the County of Santa Barbara to administer both the federally funded Emergency Business Assistance Program (EBAP) and a State of California Microbusiness Disaster Relief Grant Program for local small businesses and self-employed service providers countywide from Carpinteria to Cuyama to Santa Maria.

More than $1,000,000 in grants were provided to local business owners and service providers.

A member of our board of trustees shared the story of their local seamstress shedding tears of gratitude when she learned of her client’s connection to SBF. “The grant I got from the Santa Barbara Foundation saved my business!”

Micro-business disaster relief grants were distributed to hair stylists, housecleaners, gardeners, shop owners, artists, DJs, photographers, freelance editors, personal trainers, handymen, nail and lash technicians, tailors, mobile car washers, carpenters, and more. The program was extended into early 2023 to buffer the stubborn economic impacts on small business owners who provide so many important services to all of us in Santa Barbara County.

Conservation, Environment, and Public Trails: Building Resilience by Protecting Nature and Ensuring Access for All

Only two percent of charitable giving supports environmental conservation, though nature serves humans by promoting physical and mental well-being, thriving economies, a strong food system, and climate resilience.

Created with a generous legacy gift from a former SBF Board Chair who has a strong conservation focus and expertise, SBF’s Conservation, Environment, and Public Trails (CEPT) fund supports preservation, restoration, and increased access to wild spaces on the south coast.

Subject matter experts from our nonprofit sector joined government leaders and other funders to develop the decision-making process and make grant selections for this fund.

“With a substantial gift to launch and undergird the CEPT fund, along with additional gifts in 2022 and beyond, SBF will be well-positioned to ensure current residents and future generations can benefit from the beautiful natural world we live in,” explained Jenny Kearns, SBF Director of Grantmaking.

“Additional contributions to the fund will support more and longer-lasting work to conserve and protect our cherished local environment for the good of everyone in our community.”

Funding and grants provided by CEPT nearly doubled over the course of two grant cycles since the fund was established in 2021. (See graph at left).

A wide array of proposals received funding to support the following projects:

• Conduct land purchase studies on the Gaviota coast;

• Build capacity to guard endangered condor nesting sites;

• Cultivate a volunteer coastal cleanup corps;

• Develop outdoor children’s programs;

• Create a brand new hike-and-bike trail in Lompoc;

• Identify locations for and develop regenerative grazing projects;

• Construct, repair, and improve public trails to ensure access for all to outdoor spaces; and more.

Grantees ranged from The Land Trust for Santa Barbara County and Gaviota Coast Conservancy to Santa Ynez Valley and Santa Barbara Botanic Gardens, Los Padres Forest Association, Community Environmental Council, Inc., Channel Islands Restoration, Wilderness Youth Project, and more.

Bridging the Digital Divide:

Countywide Digital Equity Coalition

As families, students, businesses, and consumers, we depend on technology in all areas of life. The COVID-19 pandemic only underscored the importance of broadband access, as remote work, telehealth, and online learning became the norm.

Challenges tied to internet affordability, access to devices, or digital literacy issues limit opportunities for education, employment, social connection, and therefore, overall wellness.

In Santa Barbara County, 7.9% of residents have no available internet service*, many experience inadequate connectivity, and even more don’t have access due to cost.

In late 2022, the Santa Barbara Foundation formed the countywide Digital Equity Coalition (DEC), in partnership with the Broadband Consortium of the Pacific Coast (BCPC).

The DEC is an initiative emerging from the County of Santa Barbara Broadband Strategic Plan to align regional efforts to close the digital divide with California’s Broadband for All goals. The DEC connects organizations across Santa Barbara County committed to improving digital inclusion in the communities they serve, including broadband affordability, adoption rates, and digital literacy.

The coalition is analyzing community needs across the county to build our knowledge base about geographical disparities. We are also identifying opportunities to increase digital access through partnerships with the social sector. For example, to address the issue of affordability, the DEC is working with partners on the Affordable Connectivity Program (ACP) to enroll qualifying residents to access internet

service and device discounts, and increase the county’s ACP enrollment rates.

We’re honored to serve as the primary convener of the DEC and worked closely in 2022 with the BCPC to identify a framework and partners across sectors representing education, information services, health care, housing, governance, and community resilience organizations in Santa Barbara County.

Watch for exciting new developments as this initiative grows in 2023.

North County Spotlight

In alignment with our strategic priority to close the digital divide, the Santa Barbara Foundation awarded $57,500 to Los Amigos de Guadalupe to conduct a citywide household and business survey of broadband needs.

Significant evidence points to a strong relationship between broadband availability and business efficiency and innovation. Survey results will identify infrastructure needs as well as help prioritize areas within Guadalupe where broadband access would have the greatest impact. This pilot program may guide other cities to conduct similar studies to gather data required to plan multimillion-dollar technology infrastructure projects.

With a Workforce Development grant from SBF, we planned, trained for, and will conduct a critical door-to-door survey about broadband access to assess our points of greatest need. Supporting Our Community Health Workers to Advance Health Equity on the Central Coast

Navigating health care systems can be daunting and frustrating. For our neighbors from historically marginalized communities — those who lack digital access or struggle to communicate with providers due to systemic language barriers — it’s even harder.

While behavioral health and primary health care providers work hard to create inclusive community outreach and engagement strategies, many of our community members face persistent gaps in information about and access to services and preventive care.

This is where Community Health Workers and Promotores (CHW/P) come in. CHW/Ps are frontline educators and health advocates who are trusted members of the communities they serve, and who often experience the same challenges as the neighbors they help.

CHW/Ps play a critical role in connecting our most marginalized or geographically isolated residents to the care and support they need, from light-touch care navigation to providing case management for families in crisis.

Beginning in 2022, SBF, in partnership with the Santa Barbara County Department of Public Health, launched a tri-county, multi-sector effort to build capacity for our region’s Community Health Workers/Promotores

Since many in our local workforce live and work across county lines, we took a regional approach to building capacity for CHW/Ps.

Together we received a grant from the California Healthcare Foundation with the goal to deepen the capacity of the health care safety-net in order to advance health equity and sustainably meet growing demand for a CHW/P workforce.

The California Healthcare Foundation funding is part of a statewide effort with four Regional CHW/P Capacity Building Collaboratives (CBCs) to accomplish the following:

• Enhance the capacity of health and social service systems to provide linguistically and culturally responsive services;

• Scale the CHW/P workforce;

• Connect workers to high-quality jobs; and

• Develop financially sustainable, evidencebased models.

Our local collaborative acknowledges the immense contribution CHW/Ps make to health throughout the tri-county area. That’s why we began by asking local CHW/Ps and community organizations what their needs are and where they see opportunities for improvement. With that data, we can undertake meaningful action.

Member participants recognize the complexities that lie ahead for a cross-sector collaborative of this size. In 2023, we will continue to build our foundation for the work by including new community partners. Watch for more details as this initiative grows throughout 2023.

In 2022, SBF donated $953,000 and funded 212 scholarships for college-bound high school graduates. South County students received 55% of that funding and 45% was awarded to North County scholars.

DR. RICHARD BESWICK

Dr. Beswick serves as VP for Research and Chief Research Officer for Cottage Health Research Institute and is an accomplished scientist with expertise in hypertension and kidney disease in minority populations.

He previously served as Senior VP and Associate Dean for Research at Baylor Scott & White Healthcare at the Texas A&M College of Medicine Health Sciences Center.

RAFAEL GONZALEZ

Originally from Puerto Rico, Rafael moved to California with his family in the late 1980s and attended UC Santa Barbara and the University of Arizona. After law school, he joined the law firm of Mullen & Henzell LLP in Santa Barbara.

As a Partner in the firm’s Labor & Employment group, Rafael’s practice is focused on representing companies in employment and complex litigation matters. He also serves as legal counsel for the

LYNN SCARLETT

Lynn Scarlett retired in December 2021 from The Nature Conservancy, where she served as Global Chief External Affairs Officer, influencing climate and conservation policy in the US and around the world.

Lynn served at the US Department of the Interior, which manages 500 million acres of public lands (2001-2009), including as Deputy Secretary/Chief

Dr. Beswick’s board service includes the White House initiative to increase minority involvement in clinical trials, the National Alliance to Improve Aging, Freedom 4 Youth, Sustainable Change Alliance, and the Central Coast Black Leaders Roundtable, where he currently serves as President.

In his spare time, he loves to fish at the Channel Islands, work in his yard, and work on wood projects.

Grower Shipper Association of Santa Barbara and San Luis Obispo counties representing growers and shippers throughout California.

Rafael has served as a board member of the Sanctuary Centers of Santa Barbara, Channel Islands/Ventura YMCA, and the Santa Barbara Human Resources Association.

In his spare time, Rafael enjoys spending time with his wife, Julie, and three daughters. He loves to fish, surf, and ocean swim.
