OUR BEGINNINGS In the late 1990s, amid the rapidly changing global economic and

business landscape, the government, in consultation and with the support of business leaders, called for a more comprehensive organisation and representation of the Singapore business community. With the passing of the SBF Act by Parliament in July 2001, all

Singapore-registered companies with a paid-up share capital of $0.5 million and above become members of the SBF. Local chambers of commerce and industry which represent the interests and welfare of any local or foreign business group(s) join as Constituent Members. SBF was established on 1 April 2002 and officially launched by the then

Prime Minister Goh Chok Tong on 11 April 2002.

OUR OBJECTIVES To enhance the organisation of the business community in Singapore. To represent, advance, promote and protect, in Singapore and abroad,

the major business interests (such as investment, trade opportunities and labour management issues) of business entities carrying on commerce and industry in Singapore.

MESSAGE FROM THE CHAIRMAN

2010 TAPPING INTO EMERGING OPPORTUNITIES The Singapore economy rebounded strongly in 2010. With overall annualised growth at 14.7%, Singapore was Asia’s fastest growing economy – a dramatic recovery from the negative growth recorded in 2009.

MESSAGE FROM THE CHAIRMAN

In tandem with the buoyant economic conditions and improved business sentiment, SBF organised and supported some 400 activities and programmes in 2010 to help its members and the wider business community to tap into emerging opportunities. An important national initiative supported by SBF was the Economic Strategies Committeeâ&#x20AC;&#x2122;s (ESC) recommendations for the longer term growth of Singapore. As apex business chamber, SBF: led a series of activities including a high level ministerial dialogue with the business community to discuss the ESC recommendations worked with the Economic Development Board to anchor Singapore as a Global-Asia Hub for international mid-sized companies and Asian enterprises collaborated with the Workforce Development Agency to launch the Innovation Improvement Initiative programme, and Motorola University to introduce the Business Process Improvement workshops to help businesses enhance innovation and raise productivity launched the SBF Mentorship Programme with SPRING Singapore and the SBF â&#x20AC;&#x201C; Hay Human Capital Series of seminars aimed at nurturing the next generation of SME leaders In 2010, SBF engaged its members in a myriad of activities including the National Security Dialogue and other key policy briefings, dialogues, surveys, overseas missions, as well as networking and business matching sessions. These activities benefitted some 62,000 participants from SBF member companies and the wider business community. One third of these activities were organised in partnership with government ministries and agencies, as well as trade associations and local and foreign representative business chambers.

During the year, SBF led 22 business missions to markets in Asia, Middle East, Africa and Europe to help members tap into business opportunities. SBF received 60 visiting official and business delegations from across the globe, including Heads of State and Ministers. SBF inaugurated four business groups during the year to facilitate more targeted exchanges between companies here and those in ASEAN, North and South Asia and Africa. On the international front, SBF represented the interests of the Singapore business community at the meetings of the ASEAN and APEC Business Advisory Council as well as the Asian Business Summit. In the area of sustainable development, SBF organised the Singapore Sustainability Awards in 2010 to recognise companies for their innovative eco-friendly practices. As the Business Continuity Management focal point for businesses, SBF launched the BCM online toolkit and resource centre to facilitate awareness and the adoption of SS540 certification. SBF will continue to help its members grow in reach, capability and resilience, and serve as their collective voice to government as well as internationally.

BOARD OF TRUSTEES As prescribed by the SBF Act 2001, the Board of Trustees is responsible for ensuring that:

the Singapore Business Federation acts in furtherance of its objects as set out in the Act and in its Constitution; the funds and assets of the Federation are properly accounted for and safeguarded; and the persons who are members of the Council are fit and proper to hold such office. The Minister for Trade & Industry has appointed Mr. Sat Pal Khattar, Chairman of Khattar Holdings Group of companies as the Chairman. Mrs. Theresa Foo-Yo Mie Yoen, Chairman, The Esplanade Company Ltd, and Mrs. Fang Ai Lian, Chairman, Great Eastern Holdings â&#x20AC;&#x201C; Group are the other two members of the Board.

FEDERATION PROFILE

SBF COUNCIL MEMBERS (2010-2012) The SBF Council, which manages the affairs of the Federation, includes nominated, elected and co-opted representatives. The Council has a minimum of 20 and a maximum of 26 members. The three local ethnic chambers i.e. Singapore Chinese Chamber of Commerce & Industry, Singapore Malay Chamber of Commerce & Industry and Singapore Indian Chamber of Commerce & Industry have permanent representation in the Council. Up to one quarter of the total number of the Council Members shall be representatives from foreign chambers of commerce and industry. In addition, up to six members could be co-opted by the Council. The rest of the Council Members would be nominees of local chambers or elected representatives of member companies.

International Relations Committee

(formerly known as Finance and Audit Committee)

The committee acts for the Council in policy, procedural, programme and administrative issues and decisions. It sets the overall goals, short and long term objectives, policies, programmes and activities of SBF for the Council’s approval.

The primary function of the Audit Committee is to assist the Council in fulfilling its oversight pertaining to the Federation’s systems of internal controls including financial, operational, compliance and risk management which Management and the Council have established.

The committee oversees SBF’s efforts in developing and promoting trade and investment activities for Singapore companies. It also fosters the development and promotion of bilateral and multilateral interaction between SBF and international business chambers/organisations to build goodwill and create a positive image for SBF. The committee leads SBF’s international relations marketing activities e.g. promotional visits to overseas countries and in receiving visiting delegations. Chairman:

The Member Relations Committee oversees SBF’s work in building close relationships with our member companies. The committee approves all voluntary membership applications, procedural programmes, and administrative issues pertaining to membership matters. The committee is also tasked to develop close working relations with all the major chambers and business associations that are SBF’s constituent members so as to enhance the organisation of the business community in Singapore. The Committee reviews policies relating to investments and other financial matters and recommends to the Council for approval. The Committee assists the SBF Council and Management with a more structured process on HR compensation matters and appointment of key personnel including: to periodically review the adequacy of staffing for various units in the Federation to determine the overall Remuneration Policy of the Federation to periodically review the remuneration packages and terms & conditions provided by the Federation, to ensure that it is in line with the Remuneration Policy and keeps pace with changes in the employment market to approve the appointment, confirmation, promotion and termination of the Chief Executive Officer, Chief Operating Officer and Deputy Executive Directors to determine the annual increment and bonuses to be paid to the Chief Executive Officer, Chief Operating Officer and Deputy Executive Directors Chairman:

National Security Dialogue, 27 July

SBF organised and supported 408 activities and programmes in 2010 benefitting more than 62,000 participants from SBF member companies and the wider business community. Aside from key policy briefings, seminars, dialogues, surveys and overseas missions, incoming visits by high level official and business delegations provided numerous networking opportunities for members. One third of these activities were organised in partnership with local and foreign representative business chambers, trade associations and government agencies. The wide coverage of interests provided members with updates on policy issues, business leads, as well as market outlook and sentiments. Through SBFâ&#x20AC;&#x2122;s facilitation efforts, member companies were able to access $1.5 billion worth of business opportunities in 2010.

BUSINESS VOICE REPRESENTATION High level dialogue with government and international organisations SBF organised a ministerial dialogue in July between its members and representatives of the Economic Strategies Committee to provide businesses with insights on governmentâ&#x20AC;&#x2122;s focus and priority for the long term sustainable growth of Singapore. Other key policy briefings included the National Security Dialogue and updates on the Foreign Workers Levy, Workplace Safety & Health Act and the Re-employment Law.

CAPACITY BUILDING & SUSTAINABLE DEVELOPMENT Enabling enterprises to build competitiveness and resilience As part of its alignment to the ESC recommendations, SBF partnered the WDA to launch the i3 Productivity Programme to help businesses increase efficiency through Business Process Improvement methodology. The Federation also inaugurated the SBF Mentorship Programme and the SBF – Hay Human Capital Series aimed at grooming the next generation of SME leaders. As the Business Continuity Management (BCM) focal point for businesses, SBF launched the BCM online toolkit & resource centre, and initiated various activities to facilitate adoption of SS540 certification. In Sustainable Development, SBF stepped up its engagement of government agencies, industry verticals, partners and companies to encourage the adoption of green practices, as well as facilitate the take up of business solutions and opportunities in this sector. It launched the Singapore Sustainability Awards in 2010 to recognise companies for their innovative eco-friendly practices.

BUSINESS FACILITATION SBF’s business facilitation efforts enabled companies to tap into $1.5 billion worth of deals SBF led 22 business missions to markets in ASEAN, North, South & Central Asia, Middle East and Africa to facilitate networking and help members tap into business opportunities. It also received some 60 visiting official and business delegations from these markets including Europe and Latin America. The Global Entrepolis@Singapore 2010 Summit saw close to 800 local and overseas participants come together to address key issues facing organisations. Other key conferences supported by SBF include the Russia – Singapore Business Forum and the Latin Asia Business Forum.

BUSINESS VOICE REPRESENTATION VOICE OUTREACH (LOCAL) National Policy Briefings SBF organised 12 national policy briefings on government assistance schemes, wages, manpower, security and workplace safety issues benefitting some 10,200 participants. Members gained a better understanding of these latest developments, and their feedback was forwarded to the relevant government agencies.

Aside from the annual National Security Dialogue chaired by Prof S Jayakumar, Senior Minister and Coordinating Minister for National Security, SBF organised 12 policy briefings including Budget 2010, National Wages Council Guidelines 2010/2011, Extension of the Workplace Safety & Health Act, Re-employment Law, and Foreign Workers Levy.

Seminars/Conferences/ Workshops

SBF initiated an important forum in July between its members and representatives of the Economic Strategies Committee to provide businesses with insights on government’s focus and priority for the long term sustainable growth of Singapore. The panel comprised four Ministers, namely Mr. Tharman Shanmugaratnam, Mr. Lim Swee Say, Mr. Gan Kim Yong and Mrs. Lim Hwee Hua. Mr. Tony Chew and Mr. Gautam Banerjee represented SBF.

In addition to policy briefings, 80 seminars, conferences and workshops were organised in 2010 covering trading, tax, human resource, and management issues, benefitting 3,150 participants.

Surveys SBF initiated an important quarterly survey — the SBF – DP SME Index — in 2010 to provide its members and the wider business community with a heads up on business sentiments. The findings of this survey as well as the 2010/2011 SBF National Business Survey on members needs were shared with relevant government ministries and agencies.

VOICE OUTREACH (REGIONAL/INTERNATIONAL) Championing and safeguarding our business interest in APEC Business Advisory Council (ABAC)

Asian Business Summit, Tokyo

SBF Chairman Mr. Tony Chew led a Singapore delegation to Tokyo to attend the first Asian Business Summit hosted by Nippon Keidanren. As the Singapore Secretariat of APEC Business Advisory Council, SBF CEO Mr. Teng Theng Dar represented Singapore at the various meetings APEC Business Advisory Council Meeting, of APEC BAC, including the dialogue Tokyo with APEC Leaders in Japan. SBF also supported the ASEAN Economic Integration 2015 initiative as well as those of the International Chamber of Commerce and the Economic Research Institute for ASEAN and East Asia.

As apex business chamber, SBF served as the national secretariat to APEC Business Advisory Council (ABAC) for Singapore, and played an important role in providing the linkage between the business community and our government on issues discussed at ABAC. SBF CEO Mr. Teng Theng Dar was ABAC Co-Chair in 2010, with Mr. Tang Kin Fei, Group President and CEO of Sembcorp Industries and Chairman of the ABAC Sustainable Development Working Group as the other Singapore representative.

ASEAN Economic Community

Against the backdrop of a recovering global economy, ABAC sought to provide feedback on ways to address the economic crisis and to focus on achieving APEC’s long term vision of free and open trade and investment in the region. ABAC supported the pursuit of a Free Trade Area of the Asia Pacific (FTAAP) as the most practical means to achieve regional economic integration in the region. ABAC also urges APEC to continue to focus on accelerating the growth of Small, Medium and Micro Enterprises, and enhancing regional food and energy security, as part of a comprehensive growth strategy that is balanced, inclusive, sustainable, innovative and secure.

ASEAN Business Awards 2010

The ASEAN Business Advisory Council presented its survey findings on ASEAN’s competitiveness to ASEAN Leaders at the ASEAN Summit in Hanoi in October. The study, suggested by SBF in its capacity as the national secretariat to ASEAN Business Advisory Council for Singapore, and conducted in each of the 10 member states, was aimed at improving SME competitiveness in ASEAN and nurturing a climate of growth opportunities.

ASEAN Connectivity & Logistics Roadmap Seminar

Separately, SBF organised a dialogue on ASEAN competitiveness vis-a-vis China and India, as well as an ASEAN Economic Community 2015 seminar in the context of ASEAN Connectivity, logistics, trade and customs facilitation issues. It also co-hosted an ASEAN Day Business Discussion with updates on the political and security; economic; socio-cultural dimensions of the grouping. Some 80 members of the business community benefitted from these three events.

CAPACITY BUILDING AND INDUSTRY DEVELOPMENT CAPACITY BUILDING INITIATIVES During the year under review, the SBF Capacity Building Group organised several initiatives to assist businesses to enhance their resilience and competitiveness.

Human Capital Development Two new initiatives — the SBF Mentorship Programme and SBF – Hay Group Human Capital Series — were launched to help companies develop top-notch human capital through best practice frameworks. Both programmes are part of SBF’s strategic efforts to help Singapore companies build stronger leadership skills and adopt business best practices in human resource development and overall business management. These initiatives are aimed at helping companies face up to globalisation and ride the next wave of growth in the most productive manner.

The SBF – Hay Group Human Capital Series, a joint initiative between SBF and knowledge partner, Hay Group, aims to help companies build sound people strategies and harness the full potential of their human capital resources. It delivers robust frameworks and practical insights through workshops involving the leaders of growth oriented companies. Designed to be practical, insightful and relevant, the workshops will cover topics on how to organise for growth, building globally competitive teams and rewarding high-performance growth.

SBF Productivity Programme The SBF Mentorship Programme, which is supported by SPRING Singapore, matches eminent and experienced business mentors with aspiring business leaders to help growth-oriented companies shorten their learning curve to achieving success. The programme offers companies a robust platform to receive strategic guidance on business management, human capital related matters and all other best business practices from a pool of experienced and influential business leaders in Singapore. Through this programme, mentees will have access to a conducive environment for innovative cross learning, enabling them to identify business gaps, develop stronger management skills, acquire new ideas, business opportunities and market contacts. They will be mentored by prominent business leaders who form the SBF Mentor Club.

The Innovation Improvement Initiative (i3) is a joint initiative between SBF and Singapore Workforce Development Agency (WDA) to help companies enhance innovation and productivity in a sustainable way. It is a springboard of thematic solutions that will make innovative productivity accessible with the help of reputable training institutions, industry practitioners, diagnostics consultancy, mentorship and showcasing of productivity initiatives.

INDUSTRY DEVELOPMENT INITIATIVES

Under the i3 programme, companies go through the Business Process Improvement (BPI) Advisory & Workshop conducted by Motorola University to review and redesign an existing process or design a new process to improve productivity and quality.

National Business Continuity Management (BCM) Programme As the appointed National BCM focal point for businesses, and the Programme’s key driver, SBF has been working closely with SPRING Singapore as well as industry partners to cascade BCM awareness to the business community leading to BCM readiness and certification. This initiative aims to encourage early adoption of BCM by SMEs and to help businesses build resilience and capability for an effective response to disruptions. Since its launch, SBF has organised some 90 BCM events benefitting more than 7,000 enterprises over the course of the programme. SBF has, through its BCM outreach activities, been encouraging companies to tap into the $30 million government funding to attain SS540 certification.

To make BCM more accessible to companies, SBF launched the National Business Continuity Management (BCM) online Resource Library, inclusive of a BCM self-assessment tool in October. The initiative enhances companies’ knowledge on how to evaluate their vulnerabilities and safeguard against potential risks which may hamper their business operations. Enterprises can utilise this assessment to gauge their scores for the Singapore Standard 540 (SS540) certification and whether there is a strong resilience framework within the organisation. In addition, the online assessment is able to diagnose the enterprise’s current risk gaps and suggest areas for improvement.

The increasing focus on clean energy and sustainable development has spawned interest in solar, fuel cell, biofuels, energy efficiency, and green urban ecocity solutions. Formed in 2009, the SBF Sustainable Development Business Group (SDBG) is an interest group for member companies interested in adoption and/or commercialisation of clean, efficient and green solutions spanning clean energy and sustainable development. SDBG connects members to various industry verticals and technology partners, links them to business leads in the clean energy and sustainable development sector and facilitates access to available help schemes, incentives, and sources for funding for their clean energy and sustainable development plans. SDBG works with various organisations to facilitate members’ adoption or commercialisation of clean and green solutions in areas such as Energy Efficiency, Green Building and Facilities Management, Environmental Management, Waste Recycling, Green IT & Data Centre, Sustainable Water Solutions, Sustainable Manufacturing and Sustainable Business Practices.

Singapore Sustainability Awards 2010

Key activities in 2010 include the inaugural Singapore Sustainability Awards, the development of Singapore Green IT Adoption Index, the initiation of Singapore Sustainability Alliance, and collaboration with technology partners to enable our members to tap into emerging opportunities. The winners of SBFâ&#x20AC;&#x2122;s inaugural Singapore Sustainability Awards (SSA) 2010 were acknowledged at a gala dinner cum awards presentation in May. The awards, which comprise the Outstanding Sustainability Awards (OSA) and Green IT (GIT) Awards, recognise enterprises in both the private and public sectors with top sustainable business practices. The Outstanding Sustainability Awards which was co-presented by the SBF and Local Global Exhibition & Trade Pte Ltd, with KPMG as the knowledge partner, saw City Developments Limited and Senoko Power as the winners in the Enterprise Green Adopter category, with Samwoh Corporation Pte Ltd and TetraPak as the winners in the Enterprise Green Technology/Service Enabler category. The Green IT Awards, organised jointly by SBF, IBM and the Institute of Technical Education, with Frost & Sullivan as the knowledge partner, saw Land Transport Authority (LTA) and Inland Revenue Authority of Singapore (IRAS) as winners of the Enterprise Green IT Award, while Trusted Hub was the winner for the SME category.

In March, SBF together with ASrIA (the Association for Sustainable & Responsible Investment in Asia) and Singapore Compact for CSR organised the Carbon Footprint and Disclosure Forum which focused on the business case for responding to climate change. The event brought together some 120 industry leaders and experts to share useful insights on carbon strategies to mitigate climate change related risks as well as tap into opportunities in the sector. The SBF partnered the Singaporean German Chamber of Industry and Commerce in a Singapore – Germany Business Seminar on Environmental Investment Opportunities & Technology Collaboration in June attended by some 100 participants representing the clean technology, water and environment, and solar energy sectors.

The highlight of the event was the signing of MOUs between SBF and Singapore Water Association, Ngee Ann Polytechnic and Environmental Management Association of Singapore. In other developments, SBF has been invited by the Economic Development Board to lead Singapore’s participation in the International Cleantech Network, comprising industry vertical partners from Sustainable Energy Association of Singapore, Waste Management & Recycling Association of Singapore and Singapore Water Association. Separately, SBF also serves as the secretariat for the Singapore Sustainability Alliance that brings together various industry vertical, government agency and NGO partners together with companies looking at both the commercialisation of sustainability solutions and adoption of sustainable business practices, locally and overseas.

In the year under review, SBF’s Sustainable Development Business Group led the following business missions to help members network and tap into green opportunities: Business Mission to GLOBE 2010 Conference & Exhibition in Vancouver, Canada, 22 – 26 March. Participating delegates garnered close to 200 business contacts, with some $64 million worth of sales under consideration.

In addition to the above five business missions, SBF’s Sustainable Development Business Group also helmed 21 networking events and published the Singapore Sustainability Directory. Its collaboration with Temasek Polytechnic in the Clean Energy Test-bedding Community facilitated more than 10 projects connecting some 50 companies with various fuel cell and cleantech opportunities both locally and overseas.

Joint Business Mission by SBF & BCA targeting Green & Sustainable Urban Solutions in Cities of China, 24 September – 3 October. Delegates acquired 500 business contacts, with more than $11 million worth of sales under negotiation. Business Mission to Germany 24 – 30 October. Delegates made 315 business contacts as a result of the mission, and SBF is looking to facilitate joint collaboration between Singapore and Japanese companies in the energy, environment and sustainability sector.

SBF together with the Indonesia Investment Coordinating Board (BKPM) organised an important forum on New Investment Climate and Business Opportunities in Indonesia. The event was held in conjunction with the visit of its newly appointed Chairman, Bapak Gita Wirjawan, who led a high level trade and investment delegation to Singapore in March to discuss emerging opportunities in the new growth provinces of the Riau Islands, Gorontalo and the cities of Bandung and Balikpapan in East Kalimantan. This was followed by a SBF – BKPM Ministerial Dialogue Session in November where Singapore business leaders with key interests in Indonesia met with Bapak Gita to discuss issues related to doing business and investing in Indonesia. The session was fruitful in facilitating frank feedback from the Singapore participants, and provided a Dialogue between Bapak Gita better understanding of Indonesia’s Wirjawan and Singapore business latest policies. leaders in November

Malaysia The 5th joint meeting of Malaysia – Singapore Business Council (MSBC) was hosted and co-chaired by the newly appointed Malaysian Co-Chairman of MSBC, Dato’ Lim Say Chong. The Singapore Co-Chairman of MSBC, Mr. Cheng Wai Keung led the Singapore Council delegation comprising 13 company representatives, including SBF Chairman Mr. Tony Chew. The meeting discussed the Malaysia Singapore Third Country Business Development Fund (MSBF), development of Iskandar Malaysia, the Green Lane initiative and joint collaboration on Tourism promotion.

SBF led three business missions to Iskandar Malaysia between June and September benefitting 326 representatives of Singapore companies. The missions enabled participants to obtain updates on the latest developments and business opportunities in Iskandar Malaysia from Malaysian Investment Delevopment Authority (MIDA), Johor State Investment Center (JSIC), Iskandar Investment Berhad (IIB), Johor Corporation, UEM Land and MMC Group. Mission participants also visited available land areas and newly-built factories in Iskandar Malaysia.

SBF, in partnership with MITI, MIDA, MATRADE and IE Singapore organised the annual Seminar on Business Opportunities in Malaysia in August. The event was held in conjunction with the Trade & Investment Mission to Singapore led by H.E. Dato’ Sri Mustapa, Minister, International Trade & Industry. The seminar and business matching session was attended by 340 representatives from Singapore companies. In December, SBF facilitated a forum on Malaysia’s Economic Transformation Program (ETP) helmed by two Malaysian ministers – Dato’ Sri Mustapa Mohamed, Minister of International Trade & Industry, and Dato’ Sri Idris Jala, Minister, Prime Minister’s Office. The event, attended by 350 Singapore and 50 Malaysian participants was organised by SBF with the support of other trade associations and chambers in Singapore – SMA, ASME, SICCI, SCCCI, SMCCI, Amcham, Eurocham, JCCI, KCCI, Dutchcham, AusCham and Britcham.

Vietnam SBF, in collaboration with International Enterprise Singapore, co-organised the 6th and 7th intake of the International Business Fellowship: Executive Programme on Vietnam (iBF-EPV) with 52 participants from 45 companies. Held in May and September, the programme was designed to provide a comprehensive overview of Vietnam’s business regimes, prevalent commercial practices and success strategies in engaging Vietnam’s business opportunities. The programme received a satisfaction rating of over 90% from participants.

SBF and Mapletree Group jointly organised a seminar for 80 participants to apprise Singapore companies about Binh Duong province, one of the key growth areas in Vietnam. Binh Duong is ranked favourably in terms of business climate and competitiveness among Vietnam provinces, and attracts significant foreign direct investment, after Hanoi and Ho Chi Minh City.

Lao PDR & Cambodia SBF, the Container Depot Association (Singapore), and International Enterprise Singapore jointly organised a business mission to Vientiane, Lao PDR. The mission, comprising 21 participants from 18 companies, was keen on identifying trading opportunities and new business and investment in logistics, and agriculture. The delegates were upbeat on their assessment of the market, with some 127 business matches generated. SBF, USAID and an USAID-funded project â&#x20AC;&#x201C; Cambodia MSME Project, organised a seminar on investment opportunities in Cambodia in December. H.E. Mr. Sun Chanthol, Senior Minister and Vice Chairman of the Council for the Development of Cambodia (CDC), and a delegation of senior government officials and private sector representatives from the provinces of Kampong Cham and Svay Rieng provinces discuss investment opportunities in Cambodia with more than 70 Singapore participants.

The 7th China – ASEAN Business Investment Summit was held in conjunction with the 7th CAEXPO. Parliamentary Secretary (MTI & MICA) Mr. Sam Tan attended the opening ceremony. Vice President Xi Jinping made an official visit to Singapore in conjunction with the celebration of the 20th anniversary of Singapore’s diplomatic ties with China. Opening of 7th China – ASEAN Business Investment Summit

SBF was appointed by the Ministry of Trade and Industry as the lead agency to organise Singapore’s participation at the 7th China – ASEAN Exposition (CAEXPO) in Nanning, 20 – 24 October. Mr. Lee Yi Shyan, Minister of State (MTI and MOM) and Mr. Sam Tan, Parliamentary Secretary (MTI and MICA) attended the 7th CAEXPO. The Singapore National Pavilion featured urbanisation and environmental solutions which are new business opportunities in China and ASEAN countries brought about by rapid urbanisation. In addition to 16 companies exhibiting in CAEXPO, a Singapore Brand Gallery featured some 20 prominent Singapore brands. The Singapore Pavilions won the “Best Brand Display Award” and the “Best Exhibitors Organiser Award”. In conjunction with the 7th CAEXPO 2010, SBF, SMa, ASME and SingCham organised a 31-member business mission to Guangxi led by Mr. Simon Li, Vice President of SMa, with participation from companies across various industry clusters. Through the participation in CAEXPO, more Singapore companies have become aware of the business potential of Guangxi.

As part of its on-going FTA outreach programme, SBF teamed up with IE Singapore and Singapore Customs to conduct a seminar on China – Singapore Free Trade Agreement and ASEAN – China FTA. The seminar, which covered trade in goods and services and investment opportunities, as well as the practical issues of doing business with their Chinese counterparts, was attended by 134 participants.

SBF, Singbridge International Singapore Pte Ltd and SCCCI co-organised a seminar on the Singapore – Guangzhou Knowledge City to brief Singapore companies on the developments of the Knowledge City project. The Knowledge City is positioned as a model and catalyst for Guangdong Province’s industrial upgrading and its efforts to spur ecologically sustainable growth. Mr. Lui Tuck Yew, Acting Minister for Information, Communications and the Arts of Singapore, and Mr. Wan Qingliang, Vice Governor of Guangdong Province and Mayor of Guangzhou Municipality, addressed some 250 participants.

SBF Chairman Mr. Tony Chew hosted a breakfast dialogue for H.E. Lee Myung-bak, President of the Republic of Korea to meet with leading Singapore businessmen on 5 June. The high level business dialogue, aimed at enhancing economic co-operation between the two countries, contributed to the progress of Singapore – Korea economic co-operation.

SBF Chairman Mr. Tony Chew led a delegation to participate in the inaugural Asia Business Summit in Tokyo, Japan, 14 – 15 March. He spoke on the “Path to the Growth of the Global Economy – Expanding Trade and Investment through Regional Economic Integration”, whilst SBF Council Member Dr. Robert Yap and SBF CEO, Mr. Teng Theng Dar participated in two other summit sessions. The Summit provided a good opportunity for the leading business chambers in Asia to discuss common issues and challenges. It also fostered close collaboration between the Asian business community.

SBF, the Korea International Trade Association (KITA), Singapore Infocomm Technology Federation (SiTF) and International Enterprise Singapore organised a business matching session for 14 Korean IT companies to showcase their products to representatives of 86 Singapore companies. The networking session generated 116 business consultations, with an expected USD2.7 million worth of deals. KITA and SiTF inked an MOU to promote further growth and development of the ICT industries of Singapore and Korea.

2010 Business Meeting – Korean ICT Services and Software 7 September

SBF led a 19-member business delegation to the 2010 Korea Products Sourcing Event in Seoul, 23 – 25 November. Mr. V K Rajan, SBF Vice Chairman for International Relations Committee led the Singapore delegation. The Singapore delegation had the opportunity to network with close to 2,000 Korea business representatives and over 100 overseas delegates.

Between June and October, SBF facilitated five business matching sessions, bringing together 306 Singapore and 64 Korean companies to network and explore business tieups. The incoming Korean delegations resulted in 379 consultations and business deals under negotiation worth over USD6 million.

Asian Business Summit, Tokyo, 14 – 15 March

Taiwan SBF hosted the 10th Joint Conference between SBF and the Chinese International Economic Cooperation Association (CIECA) in Singapore on 8 November. The event was co-chaired by Mr. Peter Seah, Chairman of DBS Bank, Singapore and Mr. Douglas Tong Hsu, Chairman and CEO of Far Eastern Group, Taiwan.

The Conference which was attended by 58 Singapore and 37 Taiwan representatives, provided a platform for businessmen in Singapore and Taiwan to network and learn more about business opportunities in both markets as well as to explore joint collaborations in third countries.

Democratic People’s Republic of Korea (DPRK) SBF led a business mission to Pyongyang, DPRK, from 15 – 20 May, headed by Mr. Poh Choon Ann, Vice Chairman of the SBF China Business Group. The mission, which coincided with the 13th Pyongyang Spring International Trade Fair, offered overseas businesses and investors numerous prospects for trade and investment in economic zones in the DPRK. A business matching session arranged by DPRK Chamber of Commerce enabled our delegates to meet with 66 DPRK companies. The meetings and site visits provided participants with useful insights on the opportunities and the challenges of doing business in the North Korean market. Several companies expressed interest to expand their business to DPRK.

SOUTH ASIA SBF’s South Asia Business Group facilitated a total of 473 business matches for Singapore companies through a series of seminars and business missions covering India, Bangladesh, Sri Lanka and Bhutan. These business exchanges bore fruit for four companies. 2010 saw the establishment of the South Asia Business Group (SABG) with Mr. Karan Singh Thakral, Executive Director of Thakral Group of Companies as its first Chairman. He is assisted by five Vice Chairmen – Mr. Ravi Manchanda of Standard Chartered Bank, Mr. Soumen Mitra of Tata Capital, Mr. Vivek Chhabra of Asia Pacific Breweries, Mr. Vikas Gore of DP Architects and Mr. V K Rajan of Chesterton Suntec International. SABG is currently finalising the integration of IE Singapore’s Network India into SABG. SBF stepped up its market development efforts on Sri Lanka via a business forum in May, followed by a business mission to Colombo in July. The iAdvisory Seminar Series on Business Opportunities in Sri Lanka was attended by 192 Singapore participants and 15 Sri Lankan contacts. Separately, the mission enabled delegates to cultivate 80 Sri Lankan contacts and 94 business matches. It also provided several mission participants an opportunity to finalise their business plans for Sri Lanka, with one company inking a joint-venture deal with a local partner to establish a logistics facility in Colombo.

As part of its initiative to develop frontier markets, SBF organised the first-ever Bhutan Investment Seminar. The visiting Bhutan official and business delegation comprised senior officials of the Ministry of Industry, Bhutan Chamber of Commerce & Industry, and Tourism Council of Bhutan. It was led by Dasho Sonam Tshering, Secretary, Ministry of External Affairs and Mr. Sonam P. Wangdi, Director, Department of Trade. The seminar provided participants with useful insights on the economic conditions and potential business opportunities in Bhutan. Based on the high interest level of participants, SBF will be planning a business mission to Bhutan in September or October 2011.

Driven by the growing interest in Africa’s unexplored potential, the Forum, jointly organised by SBF and International Enterprise (IE) Singapore, provided SBF members and the Singapore business community with business and networking opportunities in Africa.

SBF continued its strong engagement of the Indian market via the following business facilitation activities: Seminar on the ASEAN – India Free Trade Agreement on 28 January which drew in 78 participants. Invest in India Seminar: Update on the Delhi – Mumbai Industrial Corridor on 9 February which attracted 123 participants. Seminar on Opportunities in the SEZ Sector in India on 23 March attended by 202 participant. India – Singapore Trade & Investment Business Forum on 7 June, organised together with Federation of Indian Chambers of Commerce and Industry which attracted 250 participants. SBF’s South Asia Business Group also organised the following events on Bangladesh in response to interest expressed by the Singapore business community: Roadshow on the Power & Energy Sector in Bangladesh, 25 January which drew 126 Singapore participants. Seminar on the Investment Climate and Business Opportunities in Bangladesh on 23 February which drew 92 Singapore participants.

The event which was graced by Mr. Lee Yi Shyan, Minister of State, Ministry of Trade and Industry, and eight African ministers from Angola, Cameroon, Republic of Congo, Gabon, Mauritius, Nigeria and Togo, also featured prominent Pan-African leaders such as Dr. Mo Ibrahim, Chairman of Mo Ibrahim Foundation. The Forum was attended by some 400 participants, approximately one-third of whom hailed from 17 African countries.

Launch of Africa Business Group The highlight of the Forum was the launch of the Africa Business Group (AfBG), an initiative of the SBF to strengthen and consolidate Singapore’s business interests and economic presence in the emerging Sub-Saharan Africa region. The AfBG is headed by Mr. Shabbir Hassanbhai, SBF Council Member and Singapore’s High Commissioner to the Federal Republic of Nigeria. Through the ASBF and the AfBG, companies now have an effective business platform for assistance when venturing into Africa. AfBG will organise programmes to assist its members to establish contacts, build market knowledge, and enhance advocacy efforts. AfBG will work with government agencies to build a stronger profile for Singaporean companies in Africa, and help facilitate more partnerships between Singaporean and African businesses.

Business Missions to Africa Following the launch of the Africa Business Group in July, SBF led two high profile outbound missions covering six African countries (Angola, South Africa, Botswana, Kenya, Rwanda & Uganda); with Senior Minister of State for Foreign Affairs Zainul Abidin Rasheed participating in the mission to East Africa. The objectives of the missions were to discover and explore business opportunities in Africa, understand the overall business environment and emerging sectors, meet key government officials, chamber officials and businessmen and strengthen chamber to chamber co-operation. The missions attracted 39 participants representing industries such as oil and gas, ICT and telecommunications, maritime and shipping, construction and building materials, financial and professional services, food and consumer products, agricultural products and services.

SBF’s facilitation efforts enabled participants to gain a broad understanding of the different business environments and economic landscapes in the markets visited. Vast opportunities were identified for Singapore companies, including construction, oil and gas (Angola), professional services, transportation and logistics (South Africa) and ICT, healthcare and education (Botswana).The two missions generated 684 useful contacts, 370 business matchings for our companies and achieved projected sales of more than $21 million.

Cementing business ties with Middle Eastern Countries As the lead business chamber driving our companies’ internationalisation effort into the Middle East, SBF acts as the national secretariat to the Saudi – Singapore Business Council (SSBC) and the Oman – Singapore Business Council (OSBC). Both councils were established under the auspices of the respective governments, as a business-to-business platform to foster closer economic linkages between the business communities of both countries.

Saudi Arabia The 3rd meeting of the SSBC took place in Riyadh on 17 January. Singapore’s delegation was led by Mr. Tang Kin Fei, SBF Council member and Singapore Co-Chairman of the SSBC. The meeting sought solutions to business challenges faced by companies from both countries in each other’s market; it also identified specific sectors of opportunity to develop partnerships. A business mission to Riyadh and Jeddah was also organised in conjunction with the 3rd SSBC meeting, attended by 35 representatives from 24 companies. A key recommendation of the SSBC Meeting was the focus on high potential sectors and the creation of taskforces to match capabilities and requirements to tap the following sectors in Saudi Arabia – energy and water, info-communication technology, transportation and logistics, services (tourism, healthcare, education) and business processes. The business mission also generated 268 useful contacts for the delegation and achieved projected sales of more than $67 million.

Oman The inaugural Oman – Singapore Business Council (OSBC) meeting was held in Singapore on 14 June. Co-Chaired by Mr. Shabbir Hassanbhai, Vice Chairman of the SBF Middle East Business Group and Mr. Saud Ahmed Al-Nahari, CEO, Port Services Corporation SAOG from Oman, the meeting set out the guiding principles and goals to be achieved by the Council. The Singapore – Oman Business Forum, which was organised in conjunction with the meeting, offered Singaporean and Omani companies opportunities to explore projects that can be jointly pursued in the Sultanate or in other countries in the Gulf region. Participants from 122 Singapore companies networked with the 22-member business delegation from the Sultanate of Oman, led by the Oman Chamber of Commerce and Industry (OCCI). The 1st OSBC meeting identified and formed 5 priority industry clusters (Environment & Energy, Information & Communications Technology, Infrastructure & Urban Solutions, Transportation & Logistics and Education) as a focused approach to develop these sectors in Oman and to further grow Singapore companies’ trade and investment interests in the country. The Forum generated 108 matching business interests for both sets of participants.

CENTRAL ASIA, AMERICAS & EUROPE Promoting Central Asia as a new business destination As part of its efforts to introduce new sources of business to members, SBF organised several networking activities to highlight the business potential of Central Asia.

The inaugural Tajikistan – Singapore Business Forum was organised in conjunction with the state visit of H.E. Emomali Rahmon, President of Tajikistan. He was accompanied by a 32-member strong business delegation comprising key appointment holders of state owned enterprises and elite businessmen. These delegates, primarily from banking & financial services, ICT, infrastructure and agriculture networked with 113 Singapore participants.

SBF together with International Enterprise (IE) Singapore, led a business mission to the Republic of Uzbekistan from 22 – 28 April. The 17-member delegation comprised companies from the oil and gas, engineering, automotives and aftermarket, commodity trading, pharmaceutical, transport and logistics, industrial equipment and spare parts, and green energy technology and solutions industries.

Through the various presentations at the forum, our companies were informed on some key projects in Tajikistan, including energy and transport infrastructure projects amounting to over US$1 billion. Singapore businesses were encouraged to capitalise on the two free economic zones – “Panji Poyon” and “Sugd” and to H.E. Emomali Rahmon, invest in priority sectors like President of Tajikistan construction, hydropower, agriculture, tourism and hospitality. An SBF member company signed an MOU with Tajikistan’s State Committee on Investments and State Property Management to deepen the bilateral investment relationship.

Delegates benefitted from the Singapore – Uzbekistan Business Forum and Business Matching session attended by more than 80 state-owned companies, business associations and private companies from diverse industries. A 3-party MOU was signed by a member company to conduct a preliminary feasibility study on the establishment of turnkey “dry ports” logistic hub project in Uzbekistan. Business sales attributable to the mission are expected to be $1.19 million. Singapore delegates had an average of four face-to-face business meetings with their Uzbek counterparts during the mission and made 130 contacts.

Latin America

Germany

In partnership with the respective embassies, government agencies and private companies, SBF organised a 5-part market profile series focused on key markets in Latin America, including Brazil, Peru, Paraguay and Venezuela. The series also highlighted the vast potential of business prospects across Latin America. Singapore businesses were informed that Latin America, which was not affected by the global financial crisis, offers numerous trade and investment opportunities in areas such as infrastructure, energy, oil and gas, R&D, biotechnology, hospitality and transportation.

SBF led a business mission to Germany, in conjunction with the Germany â&#x20AC;&#x201C; Singapore Business Forum (GSBF) 2010, with focus on Precision Engineering, Medical Technology and Environmental Technology. The forum was attended by 28 German companies and 36 Singapore companies with an over-arching focus on forging successful Singapore-German SME partnerships for business growth. The Singapore delegates of elite businessmen from the Precision Engineering and Environmental Technology field attended Global Connect 2010 in Stuttgart, as well as other business meetings and briefings during visits to various business chambers and manufacturing facilities.

The exchanges enabled some 200 Singapore businessmen to network with more than 30 visiting delegates from overseas government agencies, including 20 key regional companies and trade organisations. In particular, the Rio de Janeiro Investment Opportunities Road Show highlighted special projects in Rio in the run-up to the upcoming 2014 World Cup and 2016 Olympic Games.

Aside from the economic briefings, the delegates also attended sectoral-based plenary sessions and panel discussions on innovation and internalisation challenges and opportunities. In addition to GSBF, the delegation had the opportunity to witness the Global Connect 2010 opening ceremony and visited the Global Connect Fair during their stay in Stuttgart. Participants were generally very satisfied with the mission, with total expected value of sales amounting to $850,000 based on the feedback collected from participants.
