State approves more reopenings Paseo Nuevo, others welcome accelerated Stage 2 path By DAVE MASON NEWS-PRESS MANAGING EDITOR
Santa Barbara County schools and malls can now reopen. And with some modifications, restaurants can offer dine-in service. That’s among the results from the state’s approval Thursday of an accelerated Stage 2 path to reopening for the county. The news is one more step toward a more normal world after the lockdown that began with Gov. Gavin Newsom’s March 15 order. The California Department of
Public Health’s decision allows for reopenings by schools, child care, retail stores and some offices. Retail businesses with exterior facing entrances are permitted to have customers inside of the stores. Swap meets are now permitted. While restaurants can offer dine-in service, other facility amenities, such as bars or gaming areas, are not permitted. ‘It’s a way of life’ Esau’s Cafe committed to reopening

O
n a normal Saturday morning, Esau’s Cafe in Carpinteria would be bustling with activity. Waitresses would whisk plates of pancakes, eggs and bacon around the dining room with not an empty coffee cup in sight. Despite being located on Linden Avenue just steps from Carpinteria State Beach, the kitchen is closed and the doors are locked. “CLOSED UNTIL FURTHER NOTICE...SORRY, WE TRIED,” a note on the door reads in bright red letters. The cafe has been closed since Gov. Gavin Newsom issued a mandatory stay-at-home order on March 19 because of the coronavirus outbreak. Since then Esau’s Cafe owners Scott and Arti Stanley have been trying to access government resources such as Paycheck Protection Program funding to keep their business afloat. The PPP allowed $349 billion in forgivable loans to small businesses who pay their employees during the COVID-19 crisis. It was part of the $2 trillion CARES Act stimulus package signed by President Donald Trump on March 27. The Small Business Administration manages the program. In late April, the program received a $310 billion cash infusion from the Paycheck Protection Program and Health Care Enhancement Act. More than half of the second round of funding was distributed in the first week of May, and most of it went to California businesses. However, SBA awarded the loans on a first-come, first-serve basis, which led to inconsistent results. At least 30 publicly traded companies who received loans say they plan to keep them according to a Wall Street Journal report.

Nortech Systems Inc generated $116 million in revenue last year. The company received a $6.1 million loan through the program. The Stanleys hope the program will come through for them. They have been waiting since March 19. Mr. Stanley said that in late April he would spend hours on the phone waiting to speak to an SBA representative. After the second phase of PPP funding, he was able to get through to SBA staff more consistently. “They (the SBA) were so overwhelmed at first that, you know, websites were shutting down, misinformation was being thrown around. Over 2,300 people on a call ahead of you, so I’d put it on speaker and sit there. The longer that we’re in this situation, the better that they are to handle the problems, the bottlenecks. They’re really stepping up,” Mr. Stanley said. He explained that you “gotta know what to say,” to talk to a live
SBA representative, but if you do, you can get through in five to 10 minutes. “You have to be patient; you have to know how to work within their system. It’s not like you’re calling any kind of agency getting straight through, but if you’re a little bit patient, it’s nothing like it was before, nothing,” Mr. Stanley said. He added that his employees received their unemployment electronic debit cards after weeks of waiting. “It’s awful having to tell your workers, ‘We don’t have work for you.’ It’s kind of a strange thing to see people just kind of looking at you like, ‘What am I going to do?’ Your employees look to you for an answer. They look to you for, you know, how are they supposed to continue with their life, you know?,” Mrs. Stanley said. Other businesses on Linden Avenue have stayed open to serve takeout. Mrs. Stanley said the takeout model doesn’t suit
their business and the financial commitment to staff and vendors is too risky. “Breakfast is a different deal. The amount of volume we would have to do for to-go orders wasn’t feasible. It’s not something people generally do as takeout. So, for us ethically to employ somebody not knowing that we could pay them for their work was something that we just couldn’t accept doing,” Mrs. Stanley said. “We tried for a couple of days and everyone’s health mattered more — I couldn’t ask my employees to come in and be around each other. I couldn’t ask them to, I didn’t feel right asking them to deal with people in the public, like who am I to ask,” Mrs. Stanley said. Carpinteria restaurants make most of their profit during the summer tourist season. Mrs. Stanley said she is concerned about what will happen if the economy doesn’t open until the fall or later. “Carpinteria does all the business you’re going to do with those three months of summer to get you going throughout the year,” Mrs. Stanley said. “If businesses can’t get up and running by summer and then you’re going back into the downtime of winter, that doesn’t look like a very bright future to me, for anybody — not just for us. Carpinteria is just so sensitive to the seasons,” She continued that Santa Barbara County Public Health Department officials told her that when the restaurant opens, they will likely have to remove half their dining room and counter seating to maintain social distancing requirements between guests. “What they’re trying to say is, maybe you can reopen and if you do, you’re only going to be able to serve a fraction of people that you served before if indeed people are even going to go out,” Mrs. Stanley Please see esau’s on A2

O
ver the last two months as Santa Barbara has adjusted to the COVID-19 pandemic, locals have anxiously wondered what will happen to Fiesta. On Thursday, they got their answer. Fiesta 2020, also known as Old Spanish Days, will hold many of its signature events online, on television or in ways that adhere to social distancing.
“This is not how any of us expected this year to go,” El Presidente Erik Davis said. “But we are all having to adjust and find moments that bring us joy. So while we won’t be gathering like we normally would, the Fiesta Board has adjusted our planning to focus on safe and adaptive ways that will still bring forward the Fiesta spirit and will honor many of our rich traditions.” Fiesta 2020 will take place Aug. 5 to 9 at 19 venues citywide, and will be a combination of

E
llen Bebe Sztuk is one of those rare people that gets to make a living doing what she loves. A mother of two living in downtown Santa Barbara, Ms. Sztuk runs Stitch Witch Alterations out of her garage. With just one part-time helper, she’s spent the last decade sewing and repairing everything from cushions to bridal gowns and prom dresses. “I absolutely love my job and I love sewing. One of the biggest aspects about my business is I have two small children so it’s kept me available to them,” Ms. Sztuk told the News-Press. Ms. Sztuk was about to celebrate Stitch Witch’s 10-year anniversary in March when the COVID-19 pandemic hit. As the coronavirus crisis swept the nation, she found herself in the same position so many selfemployed people have found themselves in. Business dried up. “When we got those first orders for business to start to close down and the social distancing started coming through the pipelines I was panicked,” said Ms. Sztuk. She and her husband both support their family, but he works in the event industry, where everything remains shut down. As a self-employed seamstress, Ms. Sztuk was unable to qualify for unemployment or secure a small business loan. “A couple days went by, and I was honestly starting to get just depressed not being able to be out in the shop and thinking, ‘What are we going to do?’ ” Ms. Sztuk recalled. For a while, things were bleak. Then a friend started sharing the many guides and patterns for making masks on Facebook, and a lightbulb went off. “I was like, ‘What am I doing? I should be sewing! This is what I do,’ ” said Ms. Sztuk. Now Ms. Sztuk has turned Stitch Witch Alterations to a fullon mask-making operation. Since she began in late March, she has made more than 1,600 masks, selling some to pay the bills and donating the rest to groups around town. “I’ve been busy for about a month. I’ve been making masks and it’s good. I love what I do, and I love that I’m able to serve the community, providing a service for people that protects them and keeps people feeling safe and from spreading disease,” said Ms. Sztuk. Ms. Sztuk makes masks using the CDC guidelines for construction and materials with sizes for children and adults for $10 a piece. When she first got to sewing, Ms. Sztuk made some adjustments to her design, making them fit more snuggly to the face, and has had to remain creative due to supply shortages across the country. “People all over the community have been reaching out to each other. Someone would get a roll of 25-yards and would hand out five-yards so people could keep making stuff until they got theirs,” said Ms. Sztuk. “I went a totally different route and started using hair tie elastic, which is good because then it doesn’t pull your hair and I have every color of the rainbow.” Ms. Sztuk isn’t just grabbing whatever fabric she has lying around and sewing masks. Each one is color coordinated with a variety of different options for men, women and kids. “Being a seamstress I have a design background too. I’m not just slapping some colors together. Everything is like somebody is going to love it when they get it,” said Ms. Sztuk. As soon as Ms. Sztuk announced she would be selling masks through the Stitch Witch Alterations’ Facebook account, orders immediately started coming in thanks to her loyal and longtime clients. “They were like, ‘Ellen! You’re making masks! Of course you’re making masks. How do we get them?’ So that was really good,” said Ms. Sztuk. “I had a gigantic response from the community.” Initially, Ms. Sztuk donated a mask for every one she sold, but with the cost of materials high

Serving the community Local seamstress turns to sewing masks to pay the bills and an explosion of charitable mask-making operations, she’s had to cut back. Nevertheless, Ms. Sztuk is still sewing up a storm and donating hundreds of masks all over town to organizations like the Transition House, the Westside Clinic and even a whole group of Santa Barbara Unified School District staff who are busy handing out lunches. “People still call me. I sent out about 25 today that were on donation to people that were going down for a cancer patient’s doctors appointment, and she said ‘I really just want my mom covered’ and I said just take as many as you want and give them out so they have something there,” said Ms. Sztuk. “My intention is to keep people covered.” When Ms. Sztuk first started sewing, she was making about 120 masks a day. It was a hectic time, but as her orders have slowed she hopes the buzz and momentum that she experienced in the beginning will continue. “It’s been so crazy going from a humble seamstress to a shipping and receiving person, accounts payable, production manager. The whole aspect of my business just totally changed into a full fledged production,” said Ms. Sztuk. “I’m super grateful. I put the rent in the box. The rent is paid and I did that for my family. It’s pretty awesome.” While she is grateful that so many people in the county are stepping up to help sew and donate masks, Ms. Sztuk hopes that locals will remember the many tailors and sewers working to save their businesses during the pandemic. “People that can afford them should buy them, and people that can’t should be able to get them for free,” said Ms. Sztuk. In order to help job seekers and even professionals hone their skills, Allan Hancock College is offering a brand new career academy, shortterm online courses that are completely tuition free. Stone rides Golden Tornado to the High School Coach of the Year Award By MARK PATTON NEWS-PRESS SENIOR WRITER

T. Stone has been coaching a homeless football program for the last three years, but the former vagabond guru for fledgling quarterbacks has never felt more at home than at Santa Barbara High School. The Santa Barbara Athletic Round Table named him as the areaâ&#x20AC;&#x2122;s High School Coach of the Year this week after he guided the Dons to their first CIF-Southern Section football final in three decades last fall. â&#x20AC;&#x153;We had a team in which every piece of the puzzle fit right into place,â&#x20AC;? Stone said. Heâ&#x20AC;&#x2122;s been fenced out of Peabody Stadium for three of his six seasons as Santa Barbaraâ&#x20AC;&#x2122;s head coach. The Dons have been forced to play on the fields of rival high schools as well as at Santa Barbara City College ever since ground was broken to reconstruct their own 96year-old stadium in August of 2017. District officials say the $39 million project is expected to be done by June 30. â&#x20AC;&#x153;Obviously, we wouldâ&#x20AC;&#x2122;ve loved to have played at home â&#x20AC;&#x201D; itâ&#x20AC;&#x2122;s been a long time since weâ&#x20AC;&#x2122;ve been able to do that,â&#x20AC;? Stone said. â&#x20AC;&#x153;Last year wouldâ&#x20AC;&#x2122;ve been a great opportunity to reopen Peabody Stadium, with the great team we had. â&#x20AC;&#x153;But what I told the kids before last season was this: If you love playing football, you really donâ&#x20AC;&#x2122;t care where you play it.â&#x20AC;? He played his own high school football at cross-town Dos Pueblos, graduating in 1995 after setting the Santa Barbara County passing record for a regular season (2,479 yards). That mark ranked third all-time when playoff games were included. Stone has been tutoring quarterbacks in the Big Picture Athletics program for nearly two decades. He also served as an assistant coach at DP, Righetti, and St. Joseph High Schools before becoming the Donsâ&#x20AC;&#x2122; head coach in 2014. Heâ&#x20AC;&#x2122;s now the longest-tenured football coach at Santa Barbara High since Craig Moropoulos held the reins from 1999 to 2005. â&#x20AC;&#x153;I was at St. Joeâ&#x20AC;&#x2122;s but was also working with some area kids in my training program when an opening came up at Santa Barbara High,â&#x20AC;? Stone recalled. â&#x20AC;&#x153;I reached out to

(then-principal John) Becchio to see what was available and it just worked out for me. â&#x20AC;&#x153;You know, things happen for a reason.â&#x20AC;? Heâ&#x20AC;&#x2122;s compiled a six-year record of 37-29 overall and 16-10 in the Channel League. The Dons finished in a three-way tie for the Channel League championship in 2016, sharing the crown with DP and Ventura. This yearâ&#x20AC;&#x2122;s team went 11-3 overall and 5-0 to win its first outright conference championship since 2001. The launching pad for this season, Stone said, actually came during the first round of the CIF-SS playoffs of the previous year. Santa Barbara, which by tradition changes its nickname from Dons to Golden Tornado for the postseason, was thrashed by Culver City, 55-7. Culver City continued on to win the Division 7 championship, beating San Jacinto 61-21 in the final. â&#x20AC;&#x153;We traveled into Culver City and played a team with about 15to-20 Division 1 college athletes,â&#x20AC;? Stone recalled. â&#x20AC;&#x153;That was an eyeopening experience in the regard of, â&#x20AC;&#x2DC;OK, now we know what this is.â&#x20AC;&#x2122; â&#x20AC;&#x153;It helped prepare us for teams like Lompoc and Palmdale â&#x20AC;&#x201D; schools with great athletes â&#x20AC;&#x201D; which we were able to beat this year.â&#x20AC;? The Dons lost to another powerhouse, eventual CIF-State 2A champion Pacifica, on Sept.
20 before winning their next eight games. A 27-21 victory at Lompoc on Oct. 18 propelled them to the league title, and the 37-15, semifinal victory at Palmdale put them into their first CIF-SS title game since their championship team of 1989. Santa Barbara took this yearâ&#x20AC;&#x2122;s Division 8 final down to the wire before losing to top-ranked Sunny Hills, 24-21, at San Marcos Highâ&#x20AC;&#x2122;s Warkentin Family Stadium. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not the amount of years that Iâ&#x20AC;&#x2122;ve coached, but itâ&#x20AC;&#x2122;s times like these when it all comes together,â&#x20AC;? Stone said. â&#x20AC;&#x153;You can bang your head against the wall for years asking yourself, â&#x20AC;&#x2DC;Why canâ&#x20AC;&#x2122;t the kids get it?â&#x20AC;&#x2122; After almost 18 years of coaching, to have the kids get it right â&#x20AC;&#x201D; Oh man! â&#x20AC;&#x201D; thatâ&#x20AC;&#x2122;s the best feeling ever. â&#x20AC;&#x153;To get a group of teenage minds do that all at one time, do you know how hard that is? For todayâ&#x20AC;&#x2122;s kid especially? So itâ&#x20AC;&#x2122;s amazing when they all believe in it and finally get something done.â&#x20AC;? Santa Barbara will return several of its top players including quarterback Deacon Hill, who passed for 3,102 yards and 33 touchdowns and rushed for another 461 yards and 13 scores. Hill, who earned All-CIF as well as Channel League Offensive Player of the Year honors last fall, has already accepted a scholarship to play at Wisconsin. Nose guard Noach Wood,
the Channel League Defensive Player of the Year, as well as Ty Montgomery, an offensive and defensive back who won Utility Player of the Year, will also be back. Leading rusher Justin Perez and Jake Knecht, who caught 26 passes for 600 yards and five TDs, are returning, as well. â&#x20AC;&#x153;I told those kids that itâ&#x20AC;&#x2122;s going to get harder as we go, especially with the new playoff format,â&#x20AC;? Stone said. â&#x20AC;&#x153;When you win, you move up, so they understand that weâ&#x20AC;&#x2122;re going to have to be at our best this year. â&#x20AC;&#x153;But we do have a lot of young talent coming up. Weâ&#x20AC;&#x2122;re going to be asking a lot of the guys like Deacon, Noach, Ty, Jake and Justin whoâ&#x20AC;&#x2122;ve been on varsity since they were sophomores. We still have great leadership, and weâ&#x20AC;&#x2122;re going to have a lot of young kids who are going to be looking up at these guys who played for a CIF championship.â&#x20AC;? He said the team will miss several graduating seniors, four of whom received All-CIF honors: receiver and defensive back Dakota Hill, linebacker Johnny Valencia, defensive end Joshua Rosales, and offensive lineman Chase Kamin. â&#x20AC;&#x153;Having Dakota transfer in (from Calabasas as a sophomore) was really big,â&#x20AC;? Stone said. â&#x20AC;&#x153;He brought in a real competitive spirit that had been missing in previous years. Every time he was on the field, he wanted to compete, even if he was just running to get water. It started right there.â&#x20AC;? Balance also proved crucial for the Dons, who not only passed for more than 3,100 yards and 33 TDs but also rushed for another 1,852 yards and 27 scores. Defense, however, was probably the area that Santa Barbara improved the most from previous seasons, Stone said. â&#x20AC;&#x153;Getting Ralph Molina to come over a couple of years ago to be our defensive coordinator was the big piece of that puzzle,â&#x20AC;? Stone said. â&#x20AC;&#x153;Our defense has been successful ever since. â&#x20AC;&#x153;And just keeping the same group of coaches over the past six years has been a really big deal.
