The Santa Barbara County Board of Supervisors will meet Tuesday to discuss an appeal by hotelier Patrick Nesbit, who is seeking approval for a private helicopter landing pad in Summerland. Mr. Nesbit, who founded, chairs and serves as the CEO of Windsor Capital Group, filed the application on behalf of Carpinteria Valley Farms. He is seeking a conditional use permit and coastal development permit to authorize operation of a helistop with one landing zone to be used for personal use and emergency services. The landing zone would consist of a 25-square foot plastic tarp located in the center of the 20-acre property that would temporarily be placed prior to landing and removed following take off. Personal use of the helistop would be limited to a maximum of two times per week between 7 a.m. and 7 p.m. Emergency responders would be able to use the helistop on an as-needed basis depending

upon the nature of potential emergencies. The helicopter used by Mr. Nesbit would take the ocean route as opposed to the mountain route in order to avoid potential disturbance to residences. There would be no refueling or maintenance at the proposed landing zone and the project does not propose any construction. The project was scheduled for a hearing before the Planning Commission in June 2019, though it was continued until September to allow review and response to the approximately 200 letters submitted from the community in opposition of the project. Prior to the September hearing, the applicant revised the project description to propose one landing zone, as opposed to two, and adjusted the hours of operations. At the September hearing, the commissioners directed staff to return on Nov. 7, 2019 with findings for denial and the project was denied. “We looked at each other and said, ‘Let’s make this happen.’ ” Those were the four words spoken between the presidents of two longtime nonprofits — the Boys and Girls Club of Santa Barbara and the United Boys and Girls Clubs of Santa Barbara County — that brought both organizations together as one. The nonprofits announced their merger today. From Carpinteria to Lompoc, every club will now operate cohesively as one organization — a move that is expected to cut down on operation costs in order to provide more for the kids. The merger has been a work-in-progress for eight months now, and David Bolton, president of the board of the Boys and Girls Club of Santa Barbara, referred to it as “a long, lengthy process, but a very beneficial process.” “This would not have happened without the vision of both boards, the commitment of the board members, the hard work of the staff and the generosity of so many supporters that understand the benefits of having a boys and girls club in their local community,” Mr. Bolton said. “From Carp to Goleta, from Santa Barbara to Lompoc, the boys and girls clubs have impacted thousands and thousands of our youth.” Mr. Bolton said that because of the merger, the Boys and Girls Club of Santa Barbara’s operating budget will likely reduce to 20% on an annual basis. “When your operation costs reduce, there’s more money to offer programs and scholarships,” Mr. Bolton said. “There’s such an important need, especially right now. Now, more than ever, the boys and girls clubs are going to be playing a very important role to make sure our youth do not take a step backwards.” Please see CLUBS on A8

The United Boys and Girls Club now serves more than 5,000 kids from Lompoc to Carpinteria, with 450 volunteers in addition to the staff.

Multi-colored fireworks lit up the night sky along the South County on the Fourth of July evening, but that excited energy didn’t translate into overcrowded beaches on Sunday. An overcast morning and county-wide beach “passive recreation” ban didn’t stop some families from toting their

umbrellas and lawn chairs to Carpinteria State Beach, though most beachgoers were walking, jogging, swimming or taking part in an activity. According to Santa Barbara County statistics, the county has 3,406 COVID-19 cases, as of Saturday. Cottage Health is caring for 253 patients across all campuses.
