Little Dom’s Seafood is bringing a taste of Los Feliz to Carpinteria’s main drag, Linden Avenue, but locals will have to wait a bit longer to try it out for themselves. Co-owners Brandon Boudet and Warner Ebbink unveiled the newly redesigned space at 686 Linden Ave #2040 — which housed South Coast mainstay Sly’s from 2008 to 2018 — during a soft opening for friends and family over the weekend. Mr. Boudet and Mr. Ebbink boast a star-studded pedigree. Paparazzi have caught several celebrities, including Ryan Gosling, Jon Hamm and Kristen Bell at the Los Feliz Little Dom’s, and Schitt’s Creek star Dan Levy gave the restaurant a shoutout during a 2019 Vogue interview. “What’s your go-to breakfast?” the interviewer asked. “Blueberry ricotta pancakes...from Little Dom’s around the corner,” Mr. Levy answered. Local restaurateurs and neighbors welcomed the new restaurant on social media. A few posted photos of diners enjoying a Saturday evening meal seated at tables outside the building. Mr. Ebbink invited The Food Liaison owner Nirasha Rodgriguez to the soft opening. She published a rave review on her restaurant’s Instagram account. “Oysters, cocktails, chicken parm fit for a king. He leaned on his experience working for a gourmet market in Michigan to get the shop up and running. “The thing that surprised us the most and we didn’t anticipate was the community that we became a part of. hould schools open as usual for the new school year? Should students stay home taking classes via Zoom? Or should schools offer a hybrid schedule with two days in the classroom and two days at home? Educators in Santa Barbara County, along with those throughout the country, are grappling with this COVID-19 quandary as schools are supposed to reopen next month. “There is no right way to do it. Nothing is a perfect solution,” said Dr. Ricardo Flores, a pediatrician on the staff at Dignity Health Central Coast in Santa Maria, when asked his thoughts about the dilemma. “The school districts are facing great challenges. Different districts have different challenges, depending on how bad the pandemic is in the area and what community resources are available.” One of the problems, he pointed out, is that many families may have access to computers and tablets, but there is no WiFi in the home for online classes. “While the ultimate goal is to go back to a normal schedule, we are nowhere near ready,” said Dr. Flores. “How do you keep students 6 feet apart? And how do you keep them in the classroom for the entire day? From a mental health standpoint, they feel confined and isolated. At the same time, we’re expecting them to get a quality education.” There is also the problem of students going to the restrooms. “Will the bathrooms be cleaned between students?” he asked. practices such as the importance of hand washing and coughing or sneezing into the elbow. “Daily parental monitoring of children’s temperature and overall health and wellness is also essential, and keeping unwell children home is recommended,” said Dr. Bravo. “Ongoing conversations about how the pandemic may alter the school day will help provide

awareness and understanding to the children when they encounter changes, such as the discontinuation of shared drinking fountains on school campuses. Frequent conversations with children will help them better recognize and implement these precautionary steps.” email: mmcmahon@newspress. com

Magic lanterns show magic of exotic lands

anterna magica! L.S, has a box of handcolored glass slides at 4-inch x 3¼-inch each — approximately 75 of them. What are they, and where are they from? He had no idea that they were exotic 1930s Moroccan, but with the help of UC Santa Cruz professor Allan Langdale, a friend of mine, we were able to piece together where many of these slides were shot. Magic lanterns were early types of image projectors, shining light through glass slides through the invention of the arc lamp in 1860. The slides were imprinted with the image, and hand-colored with dense pigment. When these slides were projected, they were visually compelling, radiant, a feast for the eyes in a time before TV. The American Magic Lantern Theatre of today says that nothing comes close to the magic lantern slide. It is hard to imagine the impact of these slides upon audience into the beginning of the 20th century. By the 1940s, these were things of the past, although many libraries and museums have large collections. L.S. has a collection shot by one person, who was, as Dr Langdale suggests, not a scholar of North Africa, but a tour guide around Fez, specifically of the Medina (Fez el Bali). We see the daily life in and around the old walled Fez medina, the former capital of modern Morocco, today a UNESCO World Heritage site. I found a slide of the famous market’s entrance, the Frenchconstructed “Blue Gate,” the Bab Bou Jeloud, built as an entrance to the medina in 1912. Once I identified that gate, I was sure L.S.’

collection was Moroccan; then I identified the Andalusia Mosque, old men having their mint tea, and village scenes of the Berbers (Amazighs). Exceptional views were a snow scene of the Atlas Mountains, secret Sufi Tombs, and evidence of French control, as seen in a movie marquee in French for a Sherlock Holmes movie, and a donkey pulling a street car with the destination “C. le Bor.” I did not know that Morocco had roman ruins, but Dr Langdale pronounced one slide a scene of Roman Volubilis, 1st century A.D. Like all objects, these speak volumes about the maker, the unknown photographer. I asked Dr Langdale, who knows how period scholars documented such sites, if the person who shot the magic lantern slides was aiming at scholarship or entertainment. Is this collection the work of a scholar in 1930, or the work of a tour guide who presented to the popular ladies’ groups of the era? These views, according to Dr Langdale, are cliché. These are images meant to show that the Moroccan people were exotic, simple, pure and devout. These are ethnographic scenes, such as you would see in early National Geographic Magazines, in the genre called “orientalism,” both a style and a theory of thought in a time (1880-1920) when the European eye gazed romantically upon exotic cultures. The problem was that the “other” culture being romanticized remained “other,” and that was the point. “Unspoiled’”cultures were perhaps more devout, more closely tied to the land and their communities, and definitely more colorfully dressed and more

dashing (or undressed, as was often the case.) It is fascinating to see in L.S.’ collection that the slides, the objects themselves, have such a voice. I chose to illustrate this article with a slide that tells its story well. Here you see a handsome European or American man, dressed in the blazing heat in a suit, raised above the whiterobed exotic Berbers beneath him, looking fondly down, lecturing. Another slide is equally telling. We see the map of North Africa, with the map of France above, titled, “How big is France?” What that slide says is that although French North Africa is much larger than France, French North Africa was “held” by the superiority of France 1912-1956. Think of the famous Bab Bou Jeloud — the gate to the Fez medina, built in the Moorish/ Moroccan style BY the French — and you get the idea of one culture overlaying ideology upon another. The value of such a collection? Because cases of these were so common to lecturers of travelogue series, many of these cases exists: LS’ case of slides offers no more and no less that the expected views of Morocco: wonderful, quaint, exotic, with camels, mosques, tiled columned archways and men in robes. I would put the value at $650 for the set. As a statement of how an object can speak of the biases inherent in a retelling of history, it is invaluable.

Currently, there are more than 140 variations of review boards around the country, including 33 in the state. Sixteen run out of chartered cities like Santa Barbara.

The Santa Barbara City Council on Tuesday will receive a presentation on civilian police review systems. The council will be asked to direct the city attorney and other city staff to conduct informational public workshops in conjunction with representative groups to gather community feedback on review needs and concerns, while also providing direction for other future actions that the council deems appropriate, according to the staff report. On June 9, the council directed the City Attorney’s Office to provide an overview of the police civilian review systems. The report will not provide an evaluation of the Santa Barbara Police Department or recommendations in favor of any particular review system, the staff report reads. “This report does present information to facilitate community discussion on the goals and methods of civilian review for Santa Barbara and the Santa Barbara Police Department. While this report focuses upon the ‘police’ or the Santa Barbara Police Department, we recognize that the City’s Airport, Parks and Recreation, and Waterfront Departments each have peace officers who could be part of a civilian police review system,� the staff report states. Civilian police review efforts trace back to the 1920s, though they only focused on reviewing actions and ultimately faded in time. Review boards gained renewed interest after the Civil Rights Act of 1964 and into the 1970s. Currently, there are more than 140 variations of review boards around the country, including 33 in the state. Sixteen run out of chartered cities like Santa Barbara. Overall, the goals of the review systems include: increasing police accountability; building trust between the community and the police; eliminating bias and implicit bias; demystifying police internal affairs investigations; deterring police

misconduct; ensuring due process of law for all involved parties; increasing the transparency of police operations; and involving the community in the creation of policing standards. “While there are many ways to establish civilian police review, each system seeks to influence and change police practices to help ensure that community law enforcement is constitutional, effective, and responsive to the standards, values, and needs of those served,� the staff report reads. Successful review systems include the organizational structure of the system, desirable powers and processes, and integrating civilian review with existing internal procedures. The goal of the future public workshops will be to gather community feedback on the civilian police review needs and concerns. Also on Tuesday, the council will discuss a resolution to receive permanent local housing allocation funds from Senate Bill 2 totaling $453,109 in the first year, and an estimated $2.7 million over five years. To receive the funds, the city must submit an application and a brief fiveyear plan that states which eligible activity the city intends to fund. A resolution approving the application must also be included. City staff recommends using the funds to assist those who are experiencing homelessness or are at risk of becoming homeless over the program’s five-year plan. The need for the funding was outlined when the council declared the existence of a shelter crisis in the city

due to the high number of unsheltered homeless individuals, which made the city eligible to receive Homeless Emergency Air Program funds. The 2019 Point in Time count of homeless individuals found that 887 people were experiencing homelessness in the city. The count also found that countywide, almost half of those counted were recently homeless. Of those experiencing homelessness, 31% had mental health or brain issues, 28% suffered from a physical disability, 34% suffered from a chronic health condition and 17% suffered from substance abuse. City staff recommends that approximately $330,000, or 73%, of the city’s allocation will be used to contract with City Net for street outreach services. The city’s HEAP grant funds are set to expire at the end of June 2021 and no new HEAP funding will be available. The PLHA grant would enable City Net to provide more citywide outreach, such as case management and development of individual housing-stabilization plans. The remaining funding would be used to hire an additional rental housing mediation specialist, which would provide free assistance to tenants and landlords. In addition, the specialist would provide free mediation services, with a focus on tenants facing eviction from their homes or termination of their leases, according to the staff report. In other business, the council will discuss an appeal of the Parks and Recreation Commission’s action to deny the removal of a street tree at 1721 Gillespie St. As part of the meeting’s consent calendar, the council is expected to adopt an ordinance for a 50-year water supply agreement with the Montecito Water District. The Goleta City Council will receive a report Tuesday regarding planned diversity and inclusion training for staff and elected officials. Last month, the council adopted a resolution to stand in solidarity with the Black Lives Matter movement and condemned police brutality and racism. The resolution also declared racism to be a public health emergency. Councilmember Kyle Richards requested staff explore the training, which was supported by Mayor Paula Perotte. Councilmember Roger Aceves also requested staff explore creating and appointing a diversity, inclusion and equity officer position with the city, which was supported by Councilmember James Kyriaco. In addition, staff has explored several ways to strengthen its diversity and equity efforts. Council will be asked to provide feedback on the informational report, according to the staff report. The city solicited five proposals from organizations that provide diversity inclusion training. In addition, staff discovered a free training offered by LinkedIn Learning. The other providers include: Oppenheimer, at a cost between $7,200 and $11,700 for three customized trainings for all city staff; Just Communities, at a cost of $14,000 for two customized trainings for all city staff and six all-day cohort trainings for executive staff and council over six months; A2A, at a cost of $5,800 for three trainings – one for all city staff, and three to four sessions for executive staff and council; NTIRE, at a cost of $3,500 to $7,000 for a pre-packaged training program of either one full day, one half-day or two half-day trainings; and LCW, at a cost of $3,350 for three customized trainings, including a onehour session for all city staff and a twohour session for executive staff and council. As a scout for the New York Yankees, it’s Bill Pintard’s job to search the greater Southern California area for prospects. As the manager of the Santa Barbara Foresters, Pintard doesn’t have to look too far past his own dugout this summer to see some of the hottest talent in the country. That talent pool was on display again on Sunday, as the Foresters beat the Santa Maria Pea Soup, 10-7, at Pershing Park. It was Santa Barbara’s fifth win in six games against Santa Maria this summer. “There’s a lot of talent on this team,” Pintard said. “There are a lot of kids on this team who are going to play professional baseball. We’re pretty deep. “Position player-wise, we’ve got a lot of depth. There’s work to do in our bullpen, but at least the ingredients are there.” Blake Adams set the tone on the mound for the Foresters with a solid effort. Adams allowed four runs in the first inning, but they were all unearned because of an error. He settled in to toss four innings, during which he allowed no earned runs while striking out seven and walking one. At the plate, UCLA shortstop Matt McLain had another outstanding game. McLain, who turned down the Arizona Diamondbacks firstround offer out of high school to go to UCLA, delivered a first inning home run — his third of the season — and drove in the goahead run in the sixth inning with a base hit. Pintard continues to be impressed by McLain. “He’s better than advertised,” Santa Barbara’s manager said. “We’ve had great shortstops here who have gone on to play in the major leagues, and that kid is right there with them. He’s one of the best we’ve had, and we’ve had some great ones.”

Santa Barbara trailed, 4-2, before scoring five runs in the fourth inning. The Foresters (15-3) loaded the bases with no outs and went to work on Santa Maria reliever Coleman Huntley, who was charged with the five runs in the inning. “This is probably the most proficient offense we’ve ever had, and I’ve been doing this a long time,” Pintard said. “They tie us up (7-7 in the sixth inning) and Matt McLain does what he does (with the go-ahead single) with two

outs. “You can never count us out, even if we give up runs. We’re giving up more runs than we typically do, pitching-wise, but this offense can really respond.” Former Santa Barbara High standout and incoming Cal Poly Mustang Bryce Warrecker picked up the win with two innings in relief. Warrecker allowed one run, which was the first run he has surrendered as a Forester. Pintard said one of his few disappointments this season is that fans can’t attend the games

because of COVID-19 protocols. But Pintard said he totally understands the restriction placed on the team by the city of Santa Barbara. “It’s really too bad that our fans don’t get to see these guys play because of the restrictions, but we get it,” Pintard said. “We understand.
