History was made Sunday with the first splashdown by astronauts since the 1975 ApolloSoyuz mission. The successful landing and recovery of the Dragon capsule made history in a second way. It marks the completion of a mission by the first manned commercial spacecraft bringing astronauts to and from the International Space Station. Crew Dragon “Endeavour” splashed down Sunday in the Gulf of Mexico off the coast of Pensacola, Fla., at 2:48 p.m. Eastern time (11:48 a.m. Pacific). The SpaceX Crew Dragon spacecraft, with NASA astronauts Bob Behnken and Doug Hurley aboard, was hoisted Sunday morning onto the deck

of the company’s “GO Navigator” recovery vessel. There was a brief delay in opening the hatch because of fumes given off by the propellant, but Mr. Behnken and Mr. Hurley emerged safely from the capsule after two months on the space station. SpaceX is the company led by CEO Elon Musk, who founded Tesla. The Dragon mission demonstrated SpaceX’s ability to complete several feats: launch with a crew from Cape Canaveral, land the reusable Falcon 9 rocket on a barge, dock with the International Space Station and, on Sunday, complete the mission with the historic splashdown. The splashdown was the first one in decades. American space shuttles landed on runways at Cape Canaveral and Edwards Air Force Base near Lancaster. Please see DRAGON on A8

The Santa Barbara City Council will receive an update Tuesday on the status of proposed amendments to the Historical Resources Ordinance and describe the next steps in the process toward final adoption. The Historic Resources Element, adopted in 2012, aims to promote historic preservation through identification, designation and protection of historic resources, according to the council agenda report. The key amendments proposed by the city’s HRE include “a new process to initiate, nominate and designate historic districts,” along with a new section on enforcement and penalties. The HRE also wants to “streamline the process for designating historic resources and identifying properties eligible for designation as historic resources.” Please see COUNCIL on A8 Santa Barbara High School was established in 1875 and designated an official California and city historic landmark in November 2005. The high school is protected under the Historical Resources Ordinance.

The Santa Barbara City Fire Department was recently awarded a $15,000 grant from the California Fire Foundation and Pacific Gas and Electric. The money will be used to purchase 42 new firefighting backpacks. The new wildland fire equipment was supplied by Mystery Ranch Co. and designed for firefighters who respond to vegetation fires. The equipment offers more room for firefighting tools and other equipment needed while on the frontlines. “Sometimes our guys are out there for more than 12 hours at a time, so this will allow us to take extra clothing, food, other layers or tools,” Fire Engineer Kevin Corbett told the News-Press. The backpacks are equipped with what is known as a Yoke System, which means they are adjustable and designed to ride comfortably on the wearer and minimize back injuries. Crews are known to carry heavy loads up and down hills in the backcountry, as well as

hose line and other gear. The standard wildlife gear can weigh a minimum of 45 pounds. Add in a hose pack, and crews are carrying another 20 to 30 pounds, Engineer Corbett told the News-Press. “Sometimes we have guys who carry more than one hose line at a time,” he added. “If you just look at some of the hills around here … you never know what you’re going to get into,” he said. “You’re trying to climb the hills through scratched, and sometimes burned, vegetation. Then if it gets wet, the mud and water can make it even tougher.” While the department has not seen a trend of back injuries among its personnel, these types of injuries are known to be very common throughout the fire service, Engineer Corbett said. “The fact that we are using the most advanced, state-of-theart equipment means that the department is that much more prepared to serve the citizens of Santa Barbara and the state of California,” he explained. Fiesta-themed postcards featured at SB Historical Museum exhibit

roject Fiesta: The History of Old Spanish Days,” the annual exhibition at the Santa Barbara Historical Museum, is special this year for two reasons: Because of the COVID-19 crisis, the event is being held outdoors in the charming courtyard, and even more significant, it will feature Fiesta-themed vintage postcards that have never been seen before. “The postcards are from the John C. Fritsche Postcard Collection now housed in the museum’s Gledhill Library. The collection numbers some 7,300 cards organized in 25 binders. It is one of the most extensive collections of historic Santa Barbara postcards ever assembled,” said Dacia Harwood, the Historical Museum’s deputy director. “Mr. Fritsche settled in Santa Barbara in the early 1950s and worked for a number of local technology firms. He became interested in local history and began collecting historic images, particularly postcards. The history of aviation on the South Coast became a special pursuit. “He was always willing to share his expertise with local researchers who often sought him out for information and images to aid them in their work. And now his generous gift has allowed the Historical Museum to make the John C. Fritsche Postcard Collection available for generations to come.” Along with other art, vintage posters, costumes and historical photographs, the postcards can be viewed from noon to 5 p.m. Thursdays and Saturdays and noon to 7 p.m. Fridays through Aug. 22. They will be displayed on large poster boards and during slide shows. Entry to the outdoor exhibition is free. Special online talks celebrating Fiesta history have also been part of “Project Fiesta.” “In the Fiesta Saddle” is the topic for the last one at 5 p.m. Tuesday with William Reynolds and Tom Peterson as speakers. “Mr. Peterson is curator of the Santa Barbara Carriage and Western Art Museum, and Mr. Reynolds is the author of ‘Art of the Western Saddle.’ They will discuss the exquisite western artifacts and their role in the history and pageantry of Old Spanish Days,” said Ms. Harwood. Previous speakers were Neal Graffy discussing “Parades, Festivals and Fiestas: Santa Barbara Celebrates” and his sister Erin Graffy presenting “Old Spanish Days: Santa Barbara History Through Public Art.” “The programs were part of the museum’s History Happy Hour series that began two years ago with in-person talks at local wine tasting rooms. Since the pandemic, we’ve shifted to a more frequent schedule,” said Ms. Harwood. “Our History Happy Hours at Home are offered twice monthly via Zoom webinars. The presentations are recorded and can be viewed later on the YouTube channel.” For the next program, local historian Betsy J. Green will discuss “The Spanish Flu in Santa Barbara” at 5 p.m. Aug. 19. lip through autograph books, and experience history In this limbo period of lockdown, I am doing what I have suggested that so many of my clients do — go to the storage locker and take photos. If your sons and daughters do not want what is in there, they have photos in the Cloud. So when I have two free hours, I am in Goleta rummaging through my expensive second garage. This week I found something that I had forgotten about – completely. Back in 1977, my dear grandmother, who was born in Hamburg, immigrating when she was in her early 20s, brought with her an autograph book to the New World. The book was wrapped in an old newspaper from 1974 and addressed to me. I stuck it in the locker in one move and forgot about it. And it is a treasure. Most of the signatures date from 1918, when she must have

Flip through autograph books, and experience history been 16 or 17 years old, perhaps graduating from her school. There are one-page poems, guidance from her teachers, classmates, relatives, all beautifully written in pen and ink. So delicate is the older German handwriting that I can barely make it out, and my grandmother in 1977 spent time cutting out paper of the right size as a cover for each of the pages, on which she typed the English translations of all the sentiments. She must have worked for hours, because the translations are often difficult (try to translate a poem) or personally directed. In her typed notes, she gave me indications of why. One entry says: “written to me in the heather.” She must have been relaxing with a girlfriend in a Hamburg park; the friend wrote a suggestion for living well. What a blessing in these dark times to have discovered the love between friends in 1918, and that friend was my dear Oma, as we called her later. This is an autograph book,

and we find them in the U.S., but these books began in Germany. Calvin’s friend had one signed by Calvin in 1545. Other religious folks collected their mentor’s thoughts in their family Bibles. Bibles in the 17th and 18th centuries had blank pages upon which signatures and sayings could be annotated. Common folk had common Bibles and common annotations, all dear, but aristocratic families had pages upon which they emblazoned their family crest and family mottos. So the family Bibles in the 17th and 18th centuries were the first yearbooks. The autographed Bible gave way to the autograph book, the “Stammbuch,” primarily amongst scholars, who carried them from university to university, recording colleague’s signatures. This is the predecessor to the reference bibliography. In the 19th century, German fraternities discovered them, and they became records of teachers and classmates. By the 19th century, young women collected sayings and held them dear. German immigrants brought them to the U.S. during the Civil War, and they became a popular

method for retaining sentiments in America. These books are formatted vertically or horizontally and can be beautifully covered in embossed leather. In my grandmother’s case, her book was bound in deep green impressed paper with a Nouveau flower on the cover. The first signatory was Oma’s stepdad, who told my young grandmother that riches are not worth the shine. Look to other

riches, he suggested. My grandmother married a man in the U.S. who invented something wonderful, and in later life they became wealthy. She never let that wealth change her: Perhaps she remembered her stepdad’s admonition? The factors that make these books valuable are the celebrities who signed them, the cultural time in which they were signed and how the times speak through the simple sentiments in the books. In the case of my grandmother’s book, the tenor of the time was the German Revolution of 191819 at the tail end of World War I. When friends were writing in my grandmother’s book, Emperor Wilhelm II had abdicated his throne in favor of a constitutional monarchy, which became known as the Weimar Republic. The abject defeat of Germany, the poverty that ensued, and the conflict between the haves and have-nots created discord. The Social Democrats came into power, and my grandmother was educated in such a school. The first Weimar National assembly took place in the new year of 1919, and Germany had a parliamentary system. The

cultural climate matters to her little book, written from 19181920, and I notice that the sayings deal with the fleeting nature of money and riches. Because these books were popular for the common sentiments, the German name for them is poesiealbum. If you have an autograph book, look for famous names. The two most valuable in existence are Beethoven’s and Babette Koch’s books. My Oma’s book is not valuable to anyone but me, but it must have been grand for the young woman who became my Oma to watch her stepfather sign the first page. She brought it in her small suitcase to the new country in the beginning of the 1920s.

showed the folks where the person was, and the postmark confirmed this. Sending picture postcards to the folks back home became a great American pastime. When choosing cards to send, travelers also bought many for themselves to save as souvenirs of their trips. Now, many millions of these vacation mementos lie in attics, waiting to be rediscovered. Travelers usually took good care of the postcards they gathered on their trips, preserving lovingly in albums to share with friends. Many people collected postcards instead of lugging along a camera to take their own pictures. Today, these postcards of a bygone era are coming out of attics as older people downsize. UCSB Arts & Lectures announced its 2020-2021 season of digital and live events, bringing a wide variety of cultural and artistic experiences to homes and venues from UCSB to downtown Santa Barbara and beyond. The season offers talks from thought leaders and performances from premier dance companies, musicians and performers. “House Calls,â€? a curation of online events, will kick off the season from September to January, with artists, comedians, singers and authors sharing ideas and stories. Among these virtual participants is ukulele musician Jake Shimabukuro, Pink Martini’s China Forbes and Thomas Lauderdale, comedian Mike Birbiglia, singer-songwriters Rhiannon Giddens and Jason Isbell, American rocker Nathaniel Rateliff and podcaster Cheryl Strayed. House Calls will also feature a “fanlessâ€? concert, live streaming the Danish String Quartet on Nov. 12. The live events will begin Feb. 1, staging pianist Yuja Wang, French cellist Gautier Capuçon, Jazz at Lincoln Center Orchestra with Wynton Marsalis, Broadway star John Leguizamo and mezzo-soprano Joyce DiDonato. These performances will be held in February, March, April and May. A new virtual and live series will include “Race to Justice,â€? a season-long look into systemic racism with presentations from authors, activists, attorneys and social justice advocates. Highlights include author Dr. Ibram X. Kendi, activist Sister Helen Prejean, criminal justice reform advocate Brittany Barnett and author Ta-Nihisi Coates.

Race to Justice is just one of Arts & Lectures’ Education and Community Outreach programs. Inperson activities such as Arts Adventures for K-12, A&L’s Thematic Learning Initiative for adults and the Viva el Arte program will be augmented with digital content. The Dance series in 2021 will showcase performances by Dorrance company Ephrat Asherie Dance, Kyle Abraham and his company Abraham.in.Motion, Chicago’s Joffrey Ballet and Alvin Ailey American Dance Theater. These will take place at Campbell Hall and the Granada Theatre. The National Science Foundation has named UCSB and UCLA joint partners in a $23.7 million collaboration to develop new sustainable polymers. The collaboration, announced Wednesday, is known as the BioPolymers, Automated Cellular Infrastructure, Flow, and Integrated Chemistry: Materials Innovation Platform, or BioPACIFIC MIP. Part of the NSF Materials Innovation Platforms Program, the five-year collaboration was created in an effort to reduce the environmental impact of plastics by developing new bio-based, high-performance alternatives to petroleum-based polymers. “People have been wanting to move

toward sustainable, bio-based polymer materials, but it’s really challenging to move away from petroleum-based ones, which we already know how to engineer into high-performance materials,� Dr. Javier Read de Alaniz, a UCSB professor of chemistry and BioPACIFIC MIP coPI, said in a statement. “The Holy Grail question is how do we engineer highperformance bio-based materials? That hasn’t been identified yet. That is our goal.� BioPACIFIC MIP will include 13 faculty and affiliates from UCSB and seven from UCLA and is only one of two MIPs awarded this year. CLIMO, Thea Korder

Thea Korder Climo, 95, died peacefully on July 7, 2020 at Heritage House in Santa Barbara. We are forever in their debt for the fine care she received over the many years she lived there. Funeral arrangements are private. Mrs. Climo was born Thea Hermine Korder on October 20, 1924 in West Hartford, Connecticut to Bertha and Walter O.R. Korder. Thea graduated in 1944 from Hilyer Junior College (now the University of Hartford) where she served as class president. She then attended the University of Connecticut where she was a member of Kappa Kappa Gamma sorority, graduating in 1947. Following college, Thea worked for the Hartford Electric Light Company until her marriage to James Climo on June 4, 1949. After residing in Anaheim, California for a year, the couple returned to the Cleveland area where Jim had been born and raised. They spent the next 30 years living in Euclid, Ohio (a suburb of Cleveland) where they raised two daughters and a son. A devoted wife and mother, Thea was also an excellent seamstress, fashioning many of her own and her children’s clothes and using her skills to accessorize her home. Jim and Thea relocated to Santa Barbara following Jim’s retirement in 1979. They quickly immersed themselves in the community, joining various organizations and giving their time for many worthwhile causes. Upon Jim’s passing in 2006, Thea continued living at home until moving to Heritage House in 2008. In addition to her husband, Thea was pre-deceased by her son, Ross. She is survived by her daughters Lynne Climo Finta (Husband, John and Son, James) and Beth Climo (Husband, Robert Bourgoin). She is also survived by her daughter-in-law Alma Climo (Daughter, Sirena Merritt; Son, Miles Merritt; and Daughter, Jade Climo). May she rest in peace.

Continued from Page A1 The amendments also establish a certificate of appropriateness process to “review and approve minor alterations to historic resources administratively,” along with “creating a consistent format for Findings to alter, relocate or demolish each type of historic resource.” These proposed amendments attempt to implement the goals of the HRE, which are protecting and enhancing historic resources and increasing awareness, appreciation, cooperation and

preservation, per the agenda report. In addition to the amendments to the Historical Resources Ordinance, the council will discuss the dangers of offshore production and trucking oil, and opposition to a proposal to restart offshore oil production and transport oil by truck. The council agenda report called offshore oil production “a history of spills and environmental harm,” and pointed out the city council’s record of opposing oil development and transport. Another item on the city council’s agenda includes an update from the Commercial

Fishing Subcommittee regarding the needs of the local commercial fishing industry for more property suitable for storage and processing needs. A nonprofit representing the industry, the Commercial Fishermen of Santa Barbara, indicated that approximately 47,000 total square feet of both open space and processing facility is needed to fully serve Santa Barbara’s commercial fishing fleet, according to the council agenda report. In order to obtain this rough acre of property to support gear storage, fish processing, cold storage and office space, the industry is in need of funding to

continue the efforts. The council will also discuss executing a $10 million grant for the reactivation of the Charles E. Meyer Desalination Plant Project. In that, it will explore establishing a dual purpose designated reserve for the plant to fund capital maintenance and modifications of the facilities, and mitigate the potential repayment risk associated with the grant.
