“The intent of that ordinance is to allow some continued flexibility for businesses as they continue to recover from the pandemic,” she said. “It is important that we support all our businesses, and on Coast Village road, the parklets were taking up a disproportional amount of parking and working to the disadvantage of the retail businesses that are also very important to the area.

The Montecito parklet/parking dispute became public after more than two dozen Montecito businesses and seven landlords signed a petition to the city council urging members to remove the parklets. They cited the increased parking space shortage and stressed that the parklets, once vital to restaurants during the height of the pandemic, were no longer necessary.

Restaurant owners, however, disagreed, saying the economic uncertainty brought on by the pandemic, inflation and tight budgets made the parklets’ continued availability to them vital to their staying in business.

“The decision was made after outreach and consideration of the input we received in that process,” she said. “We responded to similar concerns and made similar administrative changes on the 1300 block of State Street and Victoria, earlier in the pandemic.

“The ad hoc recommendations, at this point, are for outdoor dining facilities on State Street only,” she told the News-Press. “We have not discussed parklets generally, or specific to Coast Village Road, which is unique due to the parking constraints in the area.

industry in Santa Barbara was developed way back then.

I was thrilled to speak to Betsy J Green in regard to her new book “Movies and Million Dollar Mansions” — a wonderfully illustrated history of the early silent movies, in which sets were accomplished in the most fabulous of our early 20th century mansions in Montecito. Why? It seems that the folks in Montecito at the time (1900-1920) enjoyed the company and confusion of a film set, and they thought, “Well, these are not late night theater people, who stay up and drink all night; movie people are OK.”

I cannot put a value on the bottle box flat John dragged home, but it speaks of an era when Santa Barbara began to be a destination for events circa the 1980s. It also reminds us that we were renowned for events such as the silent films as far back as the 1915. Apparently, our mansions were seen all over the world in film, as silent films had no language barriers. Please check out Betsy J. Green’s “Movies and Million Dollar Mansions” at any of our local bookstores.

“California is on the front lines of climate change. The sum of all its parts in this timely show tells a human-interest story,” said Ms. Martin. “We see sea levels rising. We experience coastal erosion. All this in our own backyard.”

Because directors had to shoot in the daylight, they were not the immoral thespians of the late-night stage. Many of our greatest mansions were open to the silent movie actors, directors and designers as a diversion, because these mansions were often second homes, and Montecito was not all that exciting in 1915, unless, of course, you were a landed family with friends about 30 acres away of the same social class.

There are two ways to find out the age of a wooden object: one is the dirt — and the sun and heat damage, assuming it was in a hot Santa Barbara garage. I washed it to take good photos and indeed it had 30 plus years of grime. The other way to tell if something made of wood is old is to measure the wood construction: the planks in the direction of the grain should remain about the same length, in other words, fitting inside the box in the way they did 30 plus years ago. And the wood that is NOT cut along the grain expands or contracts, if the box or piece of furniture has been exposed to moisture or hot dry conditions.

The mansion owners, with Montecito mansions for a second or third home, longed for a bit of “color” in their daylight hours, and welcomed the silent movie stars, and here’s where catering comes in. They asked local grocery stores to cater for lunches. Thus, the catering

In Los Angeles, six fire department employees made $500,000 or more in 2021, with a fire captain having gross pay of $598,532 due to $434,394 in overtime.

The grand jury also recommended that any city within the county that have minimum

Western States Petroleum Association President and CEO Catherine ReheisBoyd issued a statement claiming the governor’s actions are “meant to eliminate oil production and associated jobs” in the state and increase dependence on other countries for oil.

Curt Floyd, a retired deputy fire chief who works for the National Fire Protection Association, said the minimum staffing recommendations “are based on studies done to determine the efficiency levels of operations conducted with different numbers of on scene staff with safety being the focus.”

However, fire departments across the country still employ minimum staffing requirements.“LasVegasFire and Rescue does have a staffing approach that ensures that units are staffed with a minimum of four staff. This methodology is a best practice in the fire service and allows firefighters to operate safely while providing great service to our residents,” said Jace Radke, spokesman for the city of Las Vegas. “In terms of the gross pay and some of the larger numbers for firefighters, this is largely due to overtime costs.”

Employers in California added 19,900 nonfarm payroll jobs in August after registering 84,800 new hires in July. But the Golden State’s unemployment rate rose to 4.1% in August from July’s 3.9%, according to the state Employment Development Department.Thelasttime that California’s unemployment rate had a month-over-month spike was in May 2020. The Golden State has clawed back 98.3%, or 2,711,600, of the 2,758,900 nonfarm job layoffs, from March and April 2020, when a shelter-inplace order was in place from Gov. Gavin Newsom to slow transmission of COVID-19, according to the state EDD.

“The minimum staffing requirements are typically a decision that is made via contract negotiations and established operational procedures that vary from department to department.”ThecityofSanta Clara didn’t respond to an email seeking comment.

Carbon capture and sequestration

The staffing model used by fire departments all around the U.S. is referred to as “minimum staffing.” It is typically negotiated into union contracts and agreed to by city administrators and mandates that if any fire department employee is absent from a shift, that vacancy must be filled.

One bill signed by Gov. Newsom on Friday establishes interim targets to achieve California’s “100% clean energy policy” by 2045. Senate Bill 1020 establishes that renewable energy sources and zero-carbon resources supply 90% of retail sales of electricity by December 2035 and 95% by December 2040. The legislation also requires state agencies to procure 100% of electricity from renewable energy sources by 2035.

(The Center Square) – Across the country, it is not the mayors, municipal judges, city attorneys or city managers who are often the highest-paid municipal employees. Firefighters have become the top-paid employees due to a staffing model that triggers an enormous amount of overtime by mandating any absences must be filled regardless of need.

That year, 11 San Francisco fire department employees made more than $400,000.

“What will be ‘historic’ about the package of bills signed by the Governor today will be the tremendous costs and impacts they will impose on California residents, our economy and our way of life,” Ms. Reheis-Boyd said.

In Santa Clara County in California, a Civil Grand Jury investigated minimum staffing in that county in 2011 and recommended ending the practice. The investigation reported that city managers and fire chiefs within the county “generally agreed that fire department operations as currently configured are unsustainable.”“…contractually based minimum staffing requirements are not warranted and hinder fire chiefs in effectively managing firefighter staffing to meet time of day, day of week, season of year demand. This wastes money and may drive station closure as budgets continue to erode,” the grand jury stated.

staffing requirements in union contracts “should reopen negotiations with the unions to eliminate this term and any other term that limits a fire chief’s ability to ‘right-size’ staffing given the time of day or time of year.”

Houston uses minimum staffing requirements based on the model put forward by the National Fire Protection Association, a nonprofit that advocates for firefighters.

“There are overtime costs in many communities that have career responders and that is often due to lack of staffing from various causes,” Mr. Floyd said in an email.

An assistant fire chief made $281,598 that same year. Twelve of the city of Las Vegas’ top 20 paid employees were firefighters in 2021.

A firefighter in Las Vegas had gross pay of $254,304 in 2021 due to $139,061 in overtime.

As a 2016 study of the Houston Fire Department staffing model explained, “ ... Unlike operational firefighters, if an employee is absent for any reason from a non-emergency operations position in the fire department or from most general government positions, that position is simply vacant for the day.”

(The Center Square) – Gov. Gavin Newsom signed a package of new climate initiatives into law on Friday, touting them as aggressive moves to address pollution and accelerate a clean energy transition in the Golden State.During a signing ceremony in Solano County, Gov. Newsom said the climate initiatives represent an investment in the state’s“We’refuture.notinterested in doubling down on stupid,” the governor said. “We’re not interested in investing in the industries that have created the problems that we’re trying to mitigate. That’s just profoundly ridiculous. We’re leapfrogging, we’re moving in a completely new direction,

• Senate Bill 1137, which creates a mandatory setback distance of 3,200 feet from any new oil well and homes, schools, parks and hospitals.

The U.S. unemployment rate rose to 3.7% in August compared with July’s 3.5%, according to the federal Bureau of Labor Statistics. U.S. employers added In August, seven of the Golden State’s 11 industry sectors added nonfarm payroll jobs, compared with 10 job-gaining sectors in July. Leisure and hospitality employers led the way in August with 9,800 new hires. Most of these job gains were in accommodation (hotels and motels) occupations. California’s leisure and hospitality

• Senate Bill 1314, a bill that prohibits the injection of carbon dioxide fluid from a carbon capture project for enhanced oil recovery. The bill’s author, Sen. Monique Limón, D-Santa Barbara, wrote that the bill ensures carbon capture projects “will not result in increased oil production and emissions” through enhanced oil recovery.

California is experiencing the impacts of climate change through longer fire seasons, prolonged droughts and more intense heat waves that threaten electric grid reliability. The bills are part of a $54 billion spending plan that Gov. Newsom has promoted as an investment to fight climate change.

And for those willing to work the extra hours, the compensation can reward them with pay almost four times that of the firefighters’ base salary.

In 2019, the city of Santa Rosa, California, did an assessment of its fire department’s minimum staffing levels. Each Santa Rosa firefighter on average had 240 vacation hours a year that needed to be replaced, the equivalent of 30 eight-hour workdays.

“Compounding this problem is the incidences of unscheduled absences for sick leave, military leave, bereavement, jury duty, and time off for training, all of which create an additional physical burden on the remaining employees and a financial burden for the City to provide the funding for the added overtime costs,” the city’s study noted.

and I couldn’t be more proud and excited.”Thelegislation drew criticism from the oil and gas industry, which warned of increased costs, and praise from environmental groups for taking actions towards carbon neutrality.

The study reported a typical 48-hour shift for a Santa Rosa firefighter would cost the city $1,651 at regular time but $2,477 at the overtime rate, or 50% higher. The study stated that the city paid $15.5 million in wages to the fire department in 2018 and an additional $6.1 million in overtime that year.

In the city of Houston, 633 employees of the fire department made $100,000 or more in a city where the median household income was $53,600 in 2020.

One Houston firefighter with a base salary of $64,900 had gross pay of $171,396 in 2021. An engineer/operator with a base pay of $66,293 had a gross pay of $234,594 that same year.

In the city of New York, there were 831 fire department employees who made $50,000 or more in overtime in 2021.
