Mortgage rate forecast for June 2022:
Recession worries may keep rates in check

Martin Bankrate.com Many factors are putting upward and downward pressure on mortgage rates, and prospective borrowers have observed a seesaw pattern in the cost to finance a home recently. While the benchmark 30-year rate has climbed from a 5.22 percent average a month ago, it dropped slightly in late May, backing off from 5.45 percent May 18 to 5.27 percent May 25, according to Bankrate’s national survey of lenders. Make no mistake: The trend continues to point north, considering that a year ago the 30-year fixed rate averaged just 3.16 percent. Experts say inflation is just one factor pushing mortgage rates. They are increasingly concerned about the possibility of a recession looming on the horizon. All of which raises important questions for homebuyers and refinance prospects: secure a rate now or sit things out? Shift to an adjustable rate or stick with fixed-rate financing? Is this a bad time overall to bet on the housing market? Read on to learn what industry pros predict and suggest regarding rate leanings over the next few weeks and months. Don’t count on a June swoon in rates As we head into summer and more pleasant temperatures, the borrower forecast calls for cloudy conditions. “There is a tug of war between sellers and buyers in the bond market right now,” says Nadia Evangelou, director of forecasting for the National Association of Realtors. “Sellers are worried about inflation, while buyers are concerned about the economy. With the Federal Reserve raising short-term interest rates in half-a-percentage-point increments at its June and July meetings, I expect mortgage rates will continue their upward trek.” Evangelou foresees the 30-year fixed-rate mortgage to average 5.4 percent in June, versus 4.6 percent for a 15-year fixed-rate loan. Meanwhile, Greg McBride, chief financial analyst for Bankrate, is a bit more hopeful that rates could dip marginally. “The average 30-year rate should be between 5.1 percent and 5.4 percent throughout June, with the average 15-year rate staying within a 4.25 percent to 4.5 percent band,” says McBride. “My reasoning is that concerns have expanded beyond just inflation to include worries about slower economic growth. This is keeping mortgage rates range-bound for now.” Selma Hepp, deputy chief economist at CoreLogic, believes the 30-year fixed rate will oscillate around 5.3 percent, on average, in June. “That’s because markets have already priced in the more aggressive source of ac-

tion by the Federal Reserve, including its May and June hikes of 50 basis points,” says Hepp. “But if core inflation has not peaked and continues to intensify for some time — driven by higher prices of oil and other commodities, persistent supply chain disruptions, higher wages and continued strong increases in home prices and rents — the Fed could respond by hiking rates more aggressively. That would lead to even higher mortgage rates, a larger decline in equities, slowing economic growth and a consequent increase in unemployment.” Others anticipate costlier rates over the next month. Count Paul Buege, president and CEO of Inlanta Mortgage in Pewaukee, Wisconsin, among them. “The interest rate markets are currently loaded with a great deal of uncertainty, likely leading to slightly higher rates in June. Until the Fed notices consistent downward trending on inflation, we will probably see the need for more rate increases beyond what is currently expected,” Buege says. He predicts 5.5 percent and 4.625 percent average rates for the 30-year and 15year mortgage, respectively, across June. Peering out toward the third quarter of 2022, rates probably won’t deviate much from their current course, “If inflation has peaked by early autumn, mortgage rates will have peaked, at which time I expect 30-year rates to move back below the 5 percent threshold and possibly fall fast. But it will take until the end of the third quarter to determine that,” says McBride. “However, if inflation has not begun to recede or doesn’t show consistent declines, 30-year rates will move above 5.5 percent and push 6.0 percent.”

Evangelou envisions 5.6 percent and 4.8 percent average 30-year and 15-year mortgage rates by the end of summer. “The Fed’s tightening policies of restoring price stability will continue to put rising pressure on mortgage rates in the third quarter,” Evangelou says. Leading real estate market authorities expect rates to continue hovering in the low 5 percent territory by mid-year. The 30-year fixed rate should average 5.2 percent, per the Mortgage Bankers Association, or 5.1 percent, according to Fannie Mae. How we got here It’s constructive to take a deeper dive into the reasons behind our experts’ prognostications. For example, short-term factors that drive inflation, such as food prices, gasoline and personal services, can affect where rates land this summer and beyond. “If all of these factors continue to show an upward direction, it’s a cause of uneasiness regarding where rates may go,” Buege says. Others are particularly troubled about rapidly building signs of economic slowing, which could signal a coming recession. “Another wild card includes intensification of the Russia-Ukraine conflict, which could lead to higher prices of commodities and grains and a more pronounced slowdown in international economic growth. We could continue to see a slower correction of supply-chain disruptions, too, given the evolving COVID-19 strains and shutdowns in China, which would affect business investment plans and the unemployment rate,” Hepp says. Other unplanned and evolving condi-

tions may further disrupt the rate markets, including a pandemic resurgence and unanticipated legislation, Buege says. Retracing the steps that brought us to today’s higher rate climate can also be insightful. “Continued strong demand for homes amid rising prices in the past few years was due to several things,” Hepp says, including “demographic forces, like the large cohort of millennials reaching homebuying age, and COVID-related trends such as the demand for larger homes with more rooms and outdoor amenities and the desire to relocate to more affordable locations with lower taxes. Concurrently, existing homeowners have been reluctant to sell their homes, often because they have been able to refinance into much lower mortgage payments, and lack of homes for sale has prevented them from finding replacement homes.” With mortgage rates accelerating, we’ll probably observe a dampening of buyer demand despite more homes being listed on the market, Hepp adds. Plan your next moves prudently Uncertain about your next steps when it comes to financing or refinancing a home? Evaluate your options carefully and continue to monitor rate and housing market conditions. If the timing isn’t right based on your financial status and needs, don’t lose sleep over the decision to take a seat on the sidelines. “Many first-time buyers, in particular, are frustrated by the persistent lack of housing inventory, high prices and now much higher mortgage rates,” says McBride. “If they wait things out, the market may cool and prices could level out, giving them more time to raise their income, save money and potentially get a home at much the same price they would’ve paid today. But if you are ready to purchase now, be aware that, even with reduced levels of buyer demand, the supply of homes is so low that if your offer is accepted you need to move quickly and secure the necessary financing so you can close on time.” Remember: Mortgage rates remain within a relatively affordable range, especially compared to all-time highs decades ago. “While rates are up from last year’s lows, they are historically still very low. Once people move past what was once available to what is now available relative to mortgage rates, the next step is to work with an experienced loan officer to determine what you can qualify for,” Buege says. “I advise people to be flexible and use the forthcoming cooling of the housing market to your advantage.” Visit Bankrate online at bankrate.com. ©2022 Bankrate.com. Is this manager qualified?

What is a ® REALTOR ? According to Websters Dictionary, a Realtor is defined as, “a person who acts as an agent for the sale and purchase of buildings and land; a real estate agent. However, to be called a Realtor®, one must be a licensed real estate salesperson who belongs to the National Association of REALTORS® (NAR), the largest trade group in the country. Every agent is not a REALTOR®, but most are. Being a REALTOR® means that you are held to a higher standard of ethics by the NAR. What is the difference between a salesperson and a REALTOR®? Real estate agents are also known as a real estate salesperson. But it doesn’t mean that they can legally negotiate a deal and write contracts. In order to properly represent a buyer or seller, an agent must first join a local board of realtors. The board of realtors is how an agent gains access to the contracts. In the greater Santa Barbara area, the “local board of Realtors” is the Santa Barbara Association of Realtors, of which I am proud and honored to be their president for 2022. Now that I have probably really confused you, let me explain how a local trusted REALTOR® can help you find the home of your dreams or help you sell your current home, and much more. First, talk to your friends and family for a name or two of the REALTOR® that they trusted to help them during their most recent real estate transaction. Scour social media. Yes, I said social media. Why you might ask? Well, don’t you feel more comfortable dealing with people that have values close to yours? If you are a lover of wine, golf, fine dining, hiking, like me, wouldn’t you have more in common with that person and probably get along better in the long run? Makes sense! After you have found one or two, or perhaps more, sit down with them and find out if you are compatible. If you don’t click right away, how do you think it might go during possibly tense negotiations? Ask them for their client list, complete with phone numbers. Call them and ask them what it was like to deal with this particular REALTOR®. Also, check out their client recommendations on their website. Do your research and homework. Again, familiarity and comfort are everything when you are dealing with the most expensive purchase or sale you will ever encounter. Find a REALTOR® that you feel has your best interests at heart and not the fact that you are simply a paycheck to them. Don’t hire someone just because they are highly successful or have a shiny website. You always have a choice of who to work with. Also, you want to find a REALTOR® that will be around long after the sale is complete. What I mean by that is that they should be a wonderful resource for you for years to come. What if they need a plumber, an electrician, someone to lay down artificial turf in their backyard, and the list goes on and on? They should call their trusted REALTOR® for those kinds of things.
[Last of a 3-part series]. After selecting the desired type of management services, how can one evaluate a manager’s qualifications? California HOA managers are unregulated, with no required license or minimum education. Rental managers must have real estate broker licenses, but not HOA managers. There is a wide range of qualification and experience in the field, and industry credentials indicateexperience and commitment. Business and Professions Code 11502 defines a“Certified Common Interest Development Manager” as one taking 30 class hours in certain topics from a professional association of HOA managers. Section 11504 requires managers to annually disclose if they are “Certified” and prohibits false claims of “certified” status. While certification is not mandatory, the disclosure is required. Four organizations educate and credential California managers: Institute of Real Estate Management (“IREM”); California Association of Community Managers (“CACM”), Community Association Manager International Certification Board (“CAMICB”), and Community Associations Institute (“CAI“). IREM is a national organization, with about 20,000 manager members, offering education and various property management credentials. Its managers are mostly non-residential butover 300 California managers hold the “Accredited Residential Manager (ARM)” credential. The ARM requires 45 class hours in either rental property management or CID management and passing a half-day examination. The ARM does not qualify for “Certified” status in California. CACM is a California organization founded in 1991 by a group of veteran managers, and currently has 1717 manager members. 1,330 active managers hold its Certified Community Association Manager (“CCAM”) credential. The CCAM involves 36 class hours and qualifies managersas “Certified.” CACM has inaugurated a more advanced credential, the Masters of Community Association Management (“MCAM”), which involves
5 years minimum of CCAM status, an extensive written exam, a written case study analyzing an HOA and oral presentation, and 28 more class hours. CAMICB administers the “Certified Manager of Community Associations (CMCA”)” credential. Originally affiliated with CAI when formed in 1995, the organization is now an independent credentialing body. Attaining the CMCA requires either two and a half days of instruction, five years’ experience, or the CCAM credential, and passing a 120question exam. California currently has 1,267 CMCA managers. The Community Associations Institute consists of 64 chapters, including 8 in California. Founded in 1973, CAI trains managers in the United States, Canada, Australia, South Africa, and United Arab Emirates. CAI offers three credentials: “Association Management Specialist (AMS)”, “Professional Community Association Manager (PCAM)” and the “Large-Scale Manager (LSM)”. The AMS credential requires attaining the CMCA credential, two years’ experience, and two additional days of classes. Currently, 708 California managers hold this credential. Managers holding the AMS designation qualify as “Certified” in California after taking CAI’s 8-hour California law course. The highest widely-established general management credential is CAI’s PCAM designation. This requires five years’ experience, almost 100 total class hours, and preparation of a 100-200 page exhaustive case study of a large HOA. About 80% of applicants achieve the PCAM on their first attempt. 295 California managers currently hold this credential. Larger or higher profile properties may prefer PCAMs or those working toward it. The LSM credential requires a PCAM and additional education regarding large associations. Ask about credentials, and make sure YOUR manager holds a credential (not just anyone in the office). Demonstrated achievement in professional education is helpful in evaluating prospective managers. That is another level of service that they should provide. Choose a REALTOR® that you feel will be a good friend for a very long time. Here are a few key things to look for when finding your mover match. As the brisk housing market heats up this summer, remember that buying a new home means an upcoming move. And let’s face it, nobody looks forward to packing up and moving to a new place, whether across town or cross-country. But moving doesn’t have to be a drag. it can be easier than you think and, dare we say it, kind of fun. A professional mover can carry you through the hard part while you focus on the challenges and opportunities of your new home. Pros have the expertise to get the job done quickly and safely (not to mention with less back strain.) Like any other big job, you can select a lower difficulty level on the moving game by hiring pros and taking these steps.

1. Check their credentials Moving across state lines? Make sure your mover has U.S. Department of Transportation registration. You can verify their registration (along with their complaint history) at protectyourmove.gov. 2. Get all the details Ask for a detailed price listing, known as a tariff. This will help avoid any hidden fees, such as going up stairs or moving particularly heavy items. It also helps both sides understand the scope of the job. 3. Have as much information as possible Most movers will run through a checklist when you contact them. The more information you have available about things like square footage and particularly hefty items such as pianos, the more accurate their quote will be. 4. Amid an artistic renaissance occurring in the upper echelons, color and detail were coveted in the most distinguished of interiors. The aesthetic is a bit reminiscent of the current grandmillennial trend, if not a bit more refined. This design style requires varying degrees of prestige, pattern and glamour to get the recipe just right. Regency style has many of my favorite things: windows dressed to the nines, luxurious, petite upholstery and delicate, finely carved wooden furniture. It is over-the-top elegance that speaks to the grandmillenial in all of us. This is a perfect style to slowly introduce into a traditional or transitional home aesthetic, as it too is a mix of old and new elements and creates a blend that fits

quite nicely with those styles. This style is also known for its mixing of light and dark furnishings. Try adding light furniture to your dark walls and flooring, or vice versa, for a regal contrast that makes your room pop. This era in British history was all about designing to entertain visitors; therefore many Regency living spaces observe the design principle of symmetry. Mirrored seating in your room encourages conversation and quite frankly, it’s a beautiful way to arrange a room while offering lots of seating options. One fantastic way to replicate this in your own home is to position two sofas (or four chairs) facing each other with a coffee table or ottoman in between. I have done this in my own home and never looked back! If you have lots of space to fill, consider creating a number of seating and conversation areas within a single space — it’s an art, but it can be done. Or, if you don’t have much space for furniture, another option is

to carve out a separate sitting area just off your main living room to serve as an intimate spot for conversation. More is more when it comes to Regency style. That means ornate patterns, daring draperies and fancy framing are all encouraged. Question: Ed: It’s time for us to replace our old toilet. With the new toilet, we not only want to save water, but we’re looking to include a few sanitary features to cut down on cleaning. What are some of your favorite cleaning options to include? – Jean

Toilet cleanliness features are a hot category for homeowners seeking to upgrade their bathrooms. Here are four options to keep in mind. 1. Washing toilet seats A bidet-style toilet seat can be added to many existing and new toilets. These seats can be a good clean option to start with. 2. Continuous cleaning flush systems This built-in feature can be ordered as an option on some new toilets. Basically it adds a special toilet cleaner to every flush to help with bowl cleaning. 3. Skirted toilet bowls Skirted toilets have smooth toilet bowl sides without the tough-to-clean nooks and crannies. 4. One-piece toilets A one-piece toilet has no gap between the tank and bowl, so it can be a nice option if you’re looking to avoid the gap.

This is not an uncommon question for me. Choosing a new faucet finish can be a complicated process in today’s market. From specially painted kitchen faucets available in a rainbow of colors to new metal-toned finishes, finding the right hue for you can be a tough task to do. Believe it or not, faucet size can play a big part for your final finish choice. So here is what I’ve learned as a plumber over the years. (And this is only an opinion, I’m not a designer.) If it’s a very large kitchen faucet, I recommend going with subtle colors or metal finishes like nickel, chrome or pewter. If it’s a smaller faucet, you can let it pop with brighter colors or finishes like copper, brass or oil-rubbed bronze. Final tip: If an easy-to-clean faucet is important to you, include matte, or brushed sheens. And that’s the down and dirty on faucet finishes!
Options can raise the overall price tag, but including some or all of these features may really help your toilet clean up its act. Gary M. The birds and the bees and everything in between By Katie Laughridge Decorating with animals is nothing new. it is quite common for people to have a favorite animal or symbol that they use throughout their home decor. Some choose to decorate with dogs or refresh with rabbits. However, many little critters can make just as big of an impact. It is easy and fun to incorporate animals or symbols into your home. You can find them represented in artwork, textiles, accessories and even dishware. I find it to be a fun game to go over to a friend’s house and see if you can spot the subtle touches of a preferred symbol hidden in plain sight. Regardless of what animal speaks to you, they make for wonderful decor items to keep around as timeless additions to your home. One ever-popular symbol is the busy and helpful bee. I love to bring bee decor into the shop and my home this time of year, just as the flowers and plants they help grow start to bloom. I have even been told it is good luck to find a bee in your home because it means you will soon have a friend coming to visit. Plus, bees symbolize wealth, luck and prosperity. When I think of different creatures with which to decorate, my mind always comes back to the butterfly. They remind me of my maternal grandmother who is no longer with us — she loved them — and I think of her whenever I see one. Butterflies represent

Heart to Heat Tickle Me Pink caladium and Aztec King Mangave made the perfect marriage.
The Garden Guy made a trip across town to chat with son James and came away giddy on one hand and grumpy on the other because I had been scooped. I am used to being the dude when it comes to comparing my plant partnerships with his, but this time he showed me up with a new variety. I’m the new variety guy, not this whippersnapper, but he was grinning like the Cheshire Cat with this year’s new Heart to Heart Burning Heart caladium. First thought: How come I didn’t have them? Second thought: There can’t really be a caladium with that color. This caladium is a tropical flaming red with a few specks. It is a screaming red that says “look at me!” How could I have missed it at the University of Georgia trials? It scored 4.5 out of 5 through the entire season. I desperately want some, and you will too. Once again, as is his nature, he taught me that it is the unexpected in the plant combinations that takes your breath away. In his design he was closely pairing it with Shadowland Coast to Coast hostas. This hosta’s leaves are a brilliant golden chartreuse that creates a shocking color contrast of foliage, making you wonder if you can capture the essence with the camera. In the bed he also used Graceful Grasses Prince Tut, Surefire begonias and Summer Wave torenia in the front of the border. As I left, he was flanking the bed with a large Mangave Catch a Wave on one end and a large Aztec King Mangave on the other end. I wanted to tell him, “You can’t do that.” Proven Winners introducing the Heart to Heart series of caladiums a couple of years ago got all of us out of our design rut. Sure, we felt bold combining caladiums with impatiens, bananas or elephant ears, but who knew there were opportunities with Color Guard Yucca, perennial grasses
and Unplugged So Blue salvia? The rebellious son saw the possibilities. With Heart to Heart caladiums, James went with that saying, go big or go home. Outside of an office complex he did just that: yuccas, perennial salvia, grasses, begonias with the eye-catching Heart to Heart Bottle Rocket and Heart to Heart Snowdrift caladiums. It was a good thing Dad wasn’t around to tell him that you can’t do that; it is NOT expected. Even Dad, the old guy, can accidentally do the unexpected with Heart to Heart caladiums. Last year I planted Heart to Heart Tickle Me Pink caladiums with Hydrangea Wee Bit Giddy. Ooh la la, every squirrel finally gets an acorn! Growing Heart to Heart caladiums is so easy. You may have heard the old saying, that plant is so easy to grow, all you have to do is plant the greenside up. Well, I am here to tell you when it comes to Heart to Heart caladium tubers, all you have to do is plant the white side up. The bulbs have been painted, showing you what side is up. But this year it is even easier than that, as all of our garden centers have been selling containergrown plants. These you simply plant in your wellprepared bed and set them in the ground where the top of the root ball is even with the soil surface. There are 28 Heart to Heart caladiums to choose from with five new varieties introduced in 2022. Go to Heart to Heart Caladiums’ webpage and you’ll find detailed instructions on growing, storing for winter, as well as help choosing the best ones for your amount of sun or shade. Know this, if you have fertile, well-drained soil, you are in business. Even though it is the end of May, you can still get months of great color. What can you do with Heart to Heart caladiums? Anything you want; you are the art director. The Garden Guy says go bold and unexpected.

Ladybird primroses make their debut By Norman Winter
New in garden centers this year are a couple of Ladybirds. When you see the name Ladybird associated with a plant, you can assume a few things: native DNA, great for the environment and most likely tough as nails. Such is the case for Ladybird Lemonade and Ladybird Sunglow, two new hybrid Calylophus varieties. More than likely you are wondering: What is that “Calylophus” word? It’s the botanical name for Texas Primrose, which is about as Ladybird-deserving as a bluebonnet. Indeed, it is an all star with bees, birds and butterflies, and it’s hardly ever on Bambi’s menu. Given the right conditions, these are known to be perennials in zones 8a to 10b. As might be expected, a plant native to Texas is not going to be a bog plant. These two jewels of the plant world are about as tough as it gets. They get about 8 inches tall with an outward spread of 20 inches. The Ladybird Lemonade is a glorious pastel yellow, which is a most sought-after color by the garden club ladies. The Lady Bird Sunglow is a more intensely saturated yellow, but not the least bit gaudy for older sensitive eyes.
In trials gardens across the country, most plants are judged on a scale of 1 to 5, with anything averaging above a 4 being a rocksolid recommended performer. Both Ladybirds have done well in trials from Penn State to the South. In the University of Tennessee Trials, they both made the Best of Show list. Sunlight and well-drained soil are the most important prerequisites. Once yours are established in the landscape, they don’t require much fertilizer. A little mixed in with planting and perhaps a light application in mid-to-late summer will keep them blooming. Do not overwater is a rule — and blessed news for a lot of gardeners. The rule also gives you a clue that the Ladybirds do well in containers and baskets where drainage most always excels. Your fertilizer regimen will change in containers, however, as a water-soluble mix may be required to stimulate a tired-looking plant. If yours get open or leggy in appearance, the Ladybirds respond well to cutting back where a third of the volume is removed. This is the ideal time to give an application of the water-soluble fertilizer. The Ladybird Lemonade and Ladybird Sunglow are being introduced by Proven Winners, who, as you might guess, have developed some incredible eye-catching recipes that will give you a summer of dazzling color. Beach Walk is one recipe that will be like having a pollinator garden in a container. The recipe features La-
dybirds Sunglow with Superbena Sparkling amethyst verbena and Unplugged Pink salvia. Then there is one called Hot Embers, which is as colorful as Carnival in Rio de Janeiro. It has Ladybird Sunglow with Blue My Mind XL evolvulus and Superbells Tropical Sunrise calibrachoa. One aspect I love about them in containers are the thin leaves of the Ladybirds, which give a grassy texture to the containers but are an asset in the flower border. You’ll really love it if you have the opportunity to use them in a rock garden situation. The Ladybird Sunglow and Ladybird Lemonade are garden center headliners this spring and summer, so don’t miss your opportunity!
