Carbon Monoxide Sensor Question: I recently read that there is law in California requiring that all homes have a carbon monoxide sensor. Where do I buy a carbon monoxide sensor, how many do I need and where do they go? Your Handyman: As of July 2011 it is actually a misdemeanor to not have an approved carbon monoxide (CO) alarm in your home or rental property if the home has a gas burning appliance like a water heater, stove, oven or furnace or if the home has a door connecting it to the garage. Carbon monoxide is a deadly toxic gas that is produced by the burning of most any type of fuel and is both odorless and invisible. The CO alarm is similar in appearance to a smoke alarm and sets off an ear-piercing alarm if carbon monoxide is detected. However, a CO alarm does not detect smoke and should not be considered as a substitute or alternative to a smoke alarm. There have been many preventable deaths attributed to carbon monoxide poisoning most of which are caused by a heating or cooking appliance or a gas-powered motor that is not properly vented. The CO can be purchased at any hardware store and there are models that have both CO and smoke alarms in one unit. The law mandates that a CO alarm be placed within 10-15 feet of each bedroom of a home so usually a common hallway is the best location. Some carbon monoxide sensors plug into a wall outlet near floor level while others are designed to be mounted on the ceiling like a smoke alarm. Read the instructions that come with the CO alarm and they will give you clear directions on the best location to mount that device. Carbon monoxide is heavier than air but since it is the product of combustion it will be heated and will tend to rise. However, the air in a room naturally mixes via convention and diffusion so a CO alarm placed at a lower level is effective also. This issue of the best location for the CO alarm is a little confusing but the wording of the law instructs the homeowner to follow the manufacture’s instructions on placement which is packaged in the box with the alarm. So be sure to take time to read the instructions, which is just always a good policy. Also, remember that even the most expensive alarm in the correct location will not protect your home with a dead battery, so make it your routine to install new batteries in your CO and smoke alarms every year. Pick an annual date that is easy to remember for installing new batteries, like New Year’s Day or your birthday, and be sure to use reliable name brand batteries like Duracell or Eveready.
Regrow Project Part 1 By Chi Since Covid-19 got hit hard in the news, I needed something fun to do, so I came up with the idea to “Re-grow vegetables from kitchen scraps.” This is still an ongoing project, but I want to share my experiences.
1. Basil
According to many web information, Basil can re-grow easily. — First, cut the basil stems with leaf nodes. — Next, put them into a glass of water and place in a sunny spot. — Change water every day. After roots grow about 2 inches long then you can transfer to ground. I followed the online information. I was waiting for the roots to grow patiently more than a week, but nothing happened — my house temperature was not warm enough for Basil to grow. They like warm, sunny temperature and last week my house was not so warm. So I placed them in the big empty water bottle container and closed the top. After a week or more, finally some roots grew from my basil!!! Now I have to wait a little longer and see if the roots become 2 inches long. I will report what is going on after this.

3. Celery
— Cut the bottom of the stump at least 1-1.5 inch — Place it in very little water and a sunny spot. Making sure the water is just enough to cover the bottom of stump and change water everyday. If you put too much water, then the stump dies. — After new leaves start to re-grow, transfer to soil. A tiny green leaf came from the base of the celery in a few days.

Fair Housing Question Harassment and Handicapped Parking Question

Forbearance:
Be Cautious Because of the financial impacts from the efforts to stop the spread of the coronavirus, homeowners may not be able to afford their mortgage payments. An option that may be available is Forbearance. Forbearance is where you and your lender, or the loan “servers” on behalf of the lender, agree to put your payments “on hold” for a specified amount of time. Usually there are no added fees or interest during the forbearance period. Be cautious when considering this option, as many servers will offer a payment plan which will increase the monthly payment when payments are resumed or will offer a loan modification to wrap the amount owed into a new loan. However, loan modifications are not possible for every homeowner. Many lenders have their own guidelines for loan modifications or forbearances. If your financial situation meets the guidelines, a loan modification is possible by documenting your financial hardship. If you do not meet the lender’s guidelines, a loan modification may not be possible. If you cannot pay off the forbearance and do not qualify for a loan modification, you may be at risk of losing your home if you are unable to resume payments. Also, be cautious of scams falsely claiming that they can guarantee a loan modification or forbearance or stop a foreclosure. Avoid scams by contacting your lender directly to request a loan modification or forbearance that works for you and your lender. Take detailed notes about your calls, who you speak with, what was said, what you need to do, and what offers are discussed. You can do this yourself, without help from anyone and without paying someone a fee. If you cannot negotiate a loan modification yourself or if you do not want to, the U.S. Department of Housing and Urban Development (HUD) offers free housing counseling through HUD approved, non-profit agencies in California. Go to HUD’s web site at www.hud.gov to find counselors. You can work with a legitimate, licensed, and qualified person or company if you cannot negotiate a loan modification by yourself and decide not to use the free counselors provided through HUD. However, beware — you need to find someone who is legitimate, licensed, and qualified by experience and training. It is illegal for anyone (including DRE licensed persons and licensed attorneys) to demand, charge, or collect any advance, up-front, or retainer fees, or any other type of prepayment compensation, for residential loan modification or forbearance services. Red flags include any type of advance fee payment, guarantees of success, instructions to pay someone or some company other than your home loan lender or servicer, or being advised to miss payments to improve your chances of getting a loan modification. Following this advice will put you on the path to foreclosure.

A homeowner in our HOA (he might have a form of mental illness) is said to have harassed a new homeowner couple based on his objection to their interracial marriage. Some homeowners are asking the board to take action against the harassment, they claim cases like this have been ruled to be a HOA responsibility. I am looking at it as a dispute between two homeowners, a case for the police to settle or by dispute resolution. – K.N. Dear K.N.: HOAs must do what they can to respond to harassment of residents because of their membership in a protected class. This has been part of the regulations issued by the U.S. Department of Housing and Urban Development since the Fall of 2016. As of January 2020, it is also a requirement under California’s Fair Housing Regulations. Associations, their boards, and their managers may not stand idly by as residents are harassed because of their having one of the many of the characteristics protected by law. The law requires associations to investigate the allegation, try to determine what happened, and to do what they have the power to do to try to stop the harassment. The failure to properly respond to discriminatory harassment could subject the HOA, its board and its manager to enforcement action as well as a civil lawsuit and request for damages by the aggrieved resident. All residents in homeowner associations deserve to live their lives free of the fear that someone may abuse them solely because of their skin, language, gender, or other characteristic that was not of their choosing. We all should not tolerate such behavior. – Thanks for your question, Kelly
Dear Mr. Richardson: I have a blue disabled person parking tag. What rules govern street parking in a HOA where no signs are posted prohibiting overnight parking, etc.? The security company which patrols these streets is tagging cars with warning notes saying they are in violation of parking at any time unless a guest! – B.H. Dear B.H.: The Fair Housing laws require California HOAs to cooperate when disabled residents request reasonable accommodations. This could require the relocation of a parking space closer to an elevator or to make other adjustments to help the resident. However, the fact that one has a placard issued by the DMV does not automatically mean the HOA must cooperate with whatever is requested. If the resident’s disability is not obvious, a DMV placard may not be enough to establish the fact of disability. Under the new Fair Housing Regulations, Title 2, Section 12178(c) and (d) require residents to provide information confirming the disability and providing information as to how the disability requires the requested accommodation. If the requested accommodation is not connected to the disability, the accommodation may be denied under Regulation 12179(a)(2). Occasionally a resident seeks special parking privileges, citing a mobility disability, but the privilege requested actually involves parking farther from their residence – an example of an accommodation that does not respond to the disability. Fair Housing laws ensure that help gets to those who need it, and provide guidance to those who are asked to help the disabled. – Sincerely, Kelly

It was the most important wild plant for pioneers settling the West by wagon. The women knew it made a perfect pot scrubber. Equisetum hyemale, named horsetail for the similarity of its stems to hair of a horse’s tail, is a very primitive native plant. It’s actually a living fossil that contains an abnormally high silica content in its cell walls that makes it abrasive. Native Americans also used it as sandpaper to smoothen and balance arrow shafts. When bundled, tied and blunt cut, this is the SOS pad of the Old West. Nothing works better on cast iron and enamelware. It was known in medieval England as pewterwort. The silica could clean soft metal without leaving scratches, so it was widely used in the Old World, too. Horsetail is a species of wetlands, both at the water’s edge and far from it. It produces rapidly spreading roots that send up new shoots to expand into a vast network. Its role in nature is to use aggressive roots to bind the soils of banks and shorelines against erosion from the effects of high water. However, such rooting also makes the plant a super pest where it becomes well established, and can be as difficult to extricate from your soil as bamboo. Horsetails date back relatively unchanged for 300 million years. During the era of dinosaurs, the plants were 20 feet tall and with much larger diameter. They are so primitive that they achieved their ultimate form before seed plants appeared on earth. They reproduce by spores, just like ferns, except they’re carried in little cones at the top of the stems. Horsetails are a great native for creating fun and unusual effects. They are ideal for suggesting water where it does not exist. The reedlike appearance tells us subliminally that water is nearby, so we naturally believe it’s there. Add a few boulders and you have a faux spring. One way to add horsetails without worrying about the invasiveness is to leave them in a pot and bury it to create a root barrier. You’ll get a nice tall columnar reed effect that works well with drip irrigation emitters. Equisetum has found its way into our cit-

ies too, often as a problem-solver for long, narrow openings in paving. The slots occur at foundations and where remodeling has left odd spaces that won’t support most plants. The universal solution was to pack them with equisetum until they discovered what happens when the slot becomes so dense with rods and surface roots that water cannot penetrate. This dries out the plants and makes their tips turn gray. Their coloring changes from nice green to an insipid olive. Thankfully this practice seems to have gone out of fashion for the time being. When stands of equisetum are cut during the summer, they also die back due to the drier conditions. Buzz cutting the tops only encourages more moisture loss, which leaves the topmost tissues dehydrated. They almost never look good after cutting, losing their natural beauty. When these plantings inevitably get ratty due to the lack of water penetration and pruning moisture loss, the only option is cut them to the ground and renew the whole thing. To grow horsetails at your water feature, don’t put them in the ground. It’s best to keep them in containers buried or hidden behind foliage and boulders with drip irrigation. They can draw from the accumulated moisture for great color and lush looks even in the heat. In the far West they do nicely in bright shade and on the patio in pots. As a marginal, you can also grow them as potted aquatics in a big container of water or in a real water garden where dragonflies will come to perch on the tips. If you’re not a gardener, look for horsetails on walks and hikes. Consider that they have been there since dinosaurs roamed. Show your kids how to find them. Try making brushes of your own. Then plant one for the little ones who are always so excited about fossils so they get to grow up with a true living fossil that hasn’t gone extinct for 300 million years.
