An Independence Day to Remember By Mary Carol Garrity Sometimes it’s not us who achieve our life dreams, it’s our descendants. In my case, it was my granddaughter Maeve, and the dream was to win the Fourth of July pageant. Growing up in a small town in Kansas in the 1960s, the holiday was a huge deal. One year, our swimming pool had an Independence Day swimsuit contest. I was about 5 years old, and set my sights on winning that pageant. I’ve always believed a girl can do anything if she has the right accessories. At the time, I was convinced glamorous women had poodles and wore high heels. So I sweet-talked the neighbors into letting me borrow their little poodle, donned my haute couture plastic dress-up shoes and favorite swim suit, and promenaded around the pool, sure I was dazzling the judges. Inexplicably, I did not win. Imagine the vindication I felt decades later when Maeve won our little lake community’s Fourth of July dog show, with Lyric. Honestly, I still feel like a kid when the Fourth of July rolls around. Next to Christmas, it’s my favorite holiday. The first summer Dan and I lived in our lake cottage, I knew we had landed in the right spot when I heard about how big Independence Day is here. The entire week before Independence Day is a red, white and blue celebration, with one kitschy event after another that reminds me of the way our small town celebrated when I was growing up. There’s a bingo night and a community dance. On the Fourth of July, the mayor floats around on a boat tossing ice cream sandwiches to everyone. As soon as it’s dark, the fireworks begin. To make the week even more sensational, I got to do it all with my original partner in crime, my big sister, Judy. She’d fly in for the entire week of fun, which would send me over the moon with joy. Our daughter Kelly was born on the Fourth of July, so we also have a big family to-do to celebrate her. Year by year, we add to the great memories made on this special day. Right about now, I start to decorate the cottage for the holiday, focusing on the dining room. I do up the table, chandelier and a few other key spots in the dining room. I will have fun adding red, white and blue to my table, which will be filled with potluck goodness brought by our family and friends. I feel incredibly blessed to live in our great country. To celebrate our nation’s birthday with those I love. And, to know that in my granddaughter, we finally have a Fourth of July pageant winner in the family!

Whether for a children’s room, family room or a space you’re looking to incorporate bold, vivid looks, a fun and festive color scheme can be a welcomed pickme-up. Full, bright colors can make a statement and work well blended with neutral colors such as taupe, brown, black and gray. Don’t know where to start? The best springboard is to find an inspiration piece and build a color palette around it. Perhaps it’s an area rug, piece of art, an accent chair or your favorite color. The key is to pick a color you love, and don’t be afraid to mix and match and use complementing colors. Bright orange, a naturally happy color, helps create a fun and inviting children’s room.

GREEN Green can be a tricky color, in large part because of how it may be affected by other colors and even natural light. One of the main attributes of many shades is a lot have yellow undertones, which help even darker shades feel light and airy. Looking for an even lighter shade? Consider a green that may have white undertones and may be closer to a pastel. Pastel or mint green can be a successful color choice like other pastels, without appearing medicinal if paired with grounding colors such as gray, brown and black. You can always incorporate various tints, tones and shades of green to make a space feel cohesive.
PURPLE A color often associated with royalty, purple is often confused as being overly youthful. The reality is purple is a rare color that can be both playful and sophisticated, even with muted tones. Pair purple with foundation colors such as black, brown and gray.

Threshold Water Damage By Mark Baird
Who doesn’t love pets? Sometimes, your neighbor! According to the American Pet Products Association, an estimated 67% of American households have a pet. Presumably, that means about 2/3 of HOA residents have pets, and sometimes they create problems. California law provides a unique (and limited) protection for pets. Civil Code Section 4715 says HOAs must allow a member to keep at least one pet and protects homeowners from having to remove existing pets because they are beyond a newly-imposed lower limit. The interesting part is that “pets” are defined in this statute only as a “domesticated bird, cat, dog, aquatic animal in an aquarium, or other animal as agreed to between the association and the homeowner.” (4715(b)). Consider all the common pets that are not protected by this law, including rabbits, mice, reptiles, and hamsters, to name a few. [I have been advocating for years that hamster owners rise up and oppose this law… “Hamster Liberation Front,” anyone?] Also, the law allows HOAs to limit aquatic animals to one. I have not yet heard of a board counting fish to make sure someone does not violate the limit and (until this law was enacted) never thought the number of fish was important! Fair Housing laws allow for assistance animals to help persons with their disabilities. This refers to trained “service animals” or untrained “support animals.” The law does not consider such animals to be “pets,” and bars any requirement of deposits or insurance from a resident with an assistance animal. The law is extremely vague on what species of animal may be assistive. The federal Housing and Urban Development Department recently announced guidelines on January 28, 2020, which allow housing providers more latitude
to deny animals not “commonly kept in households” and requires a greater burden upon the disabled to show why a “unique” animal is necessary due to their disability. California’s Fair Employment and Housing Regulations have not yet been modified to conform to this federal guidance, but hopefully the Fair Employment and Housing Council will bring this about soon. Associations can take action to respond to nuisances caused by the pet or assistance animal and should make it clear to all animal owners that they will be held responsible for problems caused by their animal without any showing of negligence. If the CC&Rs or rules of an association do not make this clear, associations may want to amend to include clarification. Unfortunately, from time to time I encounter residents who feel that their animal’s status as a support animal exempts them from any enforcement actions by the HOA. This is incorrect. Owners of support animals should be held accountable the same as pet owners for problems the animal causes — whether damage to property, menacing other residents, or noise or odor issues. Pets are not allowed in swimming pools per state Health and Safety regulations, but since support animals are not considered “pets,” they are allowed in swimming pool areas. However, the HOA can and should insist that the support animal always be kept under the direct control of the owner, and not allowed to roam around the pool area or be left tethered to a chair. Pets and support animals can bring much happiness to their owners, but uncontrolled animals can bring unhappiness to neighbors. You AND your animals should be good neighbors.

Question: We recently purchased an older home where the garage has been converted into an extra room and the garage door opening was filled with 2 sets of French doors. Overall the work was done nicely and it looks nice. However the seller disclosed in the escrow documents that there has been an ongoing issue with rain water seeping under the doors and there is noticeable water damage to the oak thresholds, side window bases and the interior carpet. The driveway is not in good shape, it has a good slope to the street overall but unfortunately it slopes the wrong way slightly for a few feet where the asphalt meets the French doors and rain water pools there. Can we seal the thresholds with some type of caulking to keep water out?
Your HandYman: Whenever you have rain water standing or pooling against the threshold of an exterior door you will eventually have water damage to the threshold and possibly to the interior flooring. Once the oak threshold gets wet from the standing rain water, dry rot can get started and continue to slowly damage the wood even after the weather has dried out. Caulking may help keep some water out as a temporary fix but until the drainage issue is solved it really doesn’t make a lot of sense to try to repair or replace the thresholds, doors or flooring. You need to either install a trough style drain with a steel grate along the front of what used to be the garage door or this could be justification for a beautiful new driveway. If you install the drain it will be a little unsightly and someone in the family will need to take on the new chore of making sure the drain is kept clear of leaves during the winter. If the drain is clogged with leaves it will be of little value in solving the drainage issue.
A paving contractor can remove the old driveway, correct your drainage problem by sloping the entire driveway to the street and install a beautiful new driveway of pavers or stamped concrete which can really enhance the whole look of your home. If you do go the route of a new driveway it would be wise to check the condition of your sewer, gas and water lines if they run under the driveway and if they are in poor condition. The time to replace them would be when the old driveway is out. It would be a shame to have to cut a section out of your new driveway sometime in the future due to your sewer line being collapsed by tree roots or your water line springing a pinhole leak. Have a plumber take a look at these pipes when the old driveway is out and before the new driveway goes in. After the new driveway is installed and rain water naturally drains away from your French doors, then will be the time to start work on repairing or replacing the water damaged doors and oak thresholds.
