A Leap of Faith
Submitted by Sally A. Subject At the beginning of this year, I asked how your real estate dreams were coming along. Everything has changed since then, although one thing remains — the importance of home, especially now, as a sanctuary, where we have learned to structure our lives in new ways. We have noticed how our homes function — or not — and have had plenty of time to spend at home to mull it over. Have you been thinking of downsizing — letting go of a property more suited to another time, another purpose? Or do you and your loved ones need more space? Have you been looking online at the available properties, looking for that “perfect” replacement? Unless you have cash ready to go, you most likely will need to sell in order to buy, perhaps with your REALTOR® orchestrating a concurrent closing, with proceeds from your sale being wired in to close on the new house. If you haven’t found that house that makes you want to move, it’s hard to take that leap of faith to put your home on the market first, and trust that the right property will come along. AquaPots combine elegance and self-watering freedom
The Santa Barbara area has been my home city since 1952 when I arrived here via train from Salinas to attend UCSB on the Riviera Campus. My roommate and I had graduated from Hartnell College, a community collage in Salinas. We were not familiar with the Santa Barbara area and I had never been this far south of Salinas. We got off the train and saw a taxi cab. We asked the taxi driver to take us to the Carrillo Hotel, assuming we could rent a room. The driver told us the hotel was full due to a convention.The cab driver, taking pity on us, found us a room in a hotel on Quinto and Bath. The hotel is still standing, but is a rehab center for recovering alcoholics.
We took the room and started out walking in order to see the campus and talk to someone about housing. It is a long and difficult hike to the Riviera, especially up the Pedregosa steps. We had to stop and sit on the steps several times, but we made it to the housing office. We were given a map and a list of available rooms and the different types of accommodations. We marked our maps and started looking. We walked for three days through the beautiful city. The bus passed us several times, but we were hesitant to stop the bus since we didn’t know where the bus would take us.

Most of the accommodations were taken, but we did find a room in a family home on the corner of Garden and Mission. We had kitchen privileges and shared a double bed in the master bedroom of the house. I don’t remember what we paid, but I’m sure it wasn’t much and within our budget.
The Cavalletos, who owned and lived in the home, told us of the kitchen privileges which we shared with three other students. The Cavalletos ate their main meal at noon so we had kitchen privileges after 4:00. We would walk down Mission, pulling a wire basket, to De La Vina Street where we purchased our groceries. On the way up the hill, we sometimes treated ourselves to a McConnell’s ice cream on the corner of State and Mission. I only lived in this home for one semester. Photos provided by Sally Subject.

Proposed Law Would Override HOA Self-Determination By Kelly G. Richardson, Esq. CCAL Assembly Member Ting from San Francisco has authored Assembly Bill 3182. In its original form it was a horrible bill but later amendments improved it from horrible to just bad — a poorly drafted bill cutting back on private property ownership rights. AB 3182 would restrict the ability of homeowners in an HOA to vote to prohibit or limit rentals. The bill proposes to make several amendments to current Civil Code Section 4740 — the section which was enacted in 2012 to “grandfather,” or exempt, current owners from prohibitions on leasing of HOA residences. The bill would remove the current grandfathering and make several other changes regarding rentals in HOAs. Rental bans or limits are normally imposed by HOAs after they are voted upon by the homeowners within the community when they amend their CC&Rs, the contract binding them together. AB 3182 would make rental bans illegal, regardless of how the owners vote to operate their community. Associations choose to adopt rental restrictions for many reasons. The most common reason is to preserve a higher quality of resident, based upon the belief that owners will take more pride in their home and will behave better than tenants. Another common reason is availability of FHA and FNMA-backed mortgages as FHA and FNMA will not allow HOA rentals to exceed a certain maximum amount. AB 3182 would outlaw any restriction which prohibits, effectively prohibits, or unreasonably restricts HOA rentals. Short-term rentals (under 31 days) could still be banned, and HOAs are permitted to have a rental maximum of 25%. One of the bill’s oddities is that HOAs could have a HIGHER (more liberal) rental maximum if they could
justify it as necessary for loans or insurance, but how can the HOA show the need for more rentals in its community? So, HOAs desiring more liberal rental maximums might not be allowed to have them. The issue of “unreasonably restricting” rentals is a vague standard which could lead to litigation between homeowners and their HOA, since the definition of “reasonable” in this context is not obvious to all. HOAs often impose many restrictions on rentals — such as one year waiting periods, or requiring tenants promise to obey the rules, or one-year minimum lease terms. Are these requirements “unreasonable restrictions”? Another troubling aspect of the law is that it specifically also protects the right to rent Accessory Dwelling Units (sometimes called “granny flats”) or junior ADU’s and excludes them from any rental maximum. Since under this proposed law the ADU’s are not considered part of the “separate interest,” the landlord of the ADU would not be required by 4740(e) to inform the HOA of the tenant’s name and contact information. As with last year’s SB323, AB3182 is another piece of legislation which does not reflect the complexities of the existing law and disrespects the right of homeowners to manage their own communities as they see fit. Why do Legislators not seek input from the organizations which educate HOAs, such as Community Associations Institute, or ECHO, before tinkering with HOA law? AB3182 passed the Assembly on June 11 with a substantial number of “no” votes. The bill is now in the state Senate, in the committee stage. Can Cast Iron Drain Pipes Be Cleaned? By Mark Baird Question: We live in a older home that has the original cast iron pipes and our bathroom sink and shower are getting very slow to drain. Is there something that I pour down the drain lines to clean them out or do I need to call a plumber to snake out the pipes? YouR HAnDYMAn: Older metal drain pipes can slowly rust on the inside over the years and an old very rusted 2” – 3” diameter drain pipe may only have a small opening left on the inside that you can barely insert your finger into. I have had success with the new “gel” drain clearing solutions which can be purchased at any hardware store and some drug stores. First flush the drain with hot water and then pour enough of the gel solution down the drain to fill the P trap, let it sit for a half hour or more and then flush with hot water. If necessary, repeat the process and hopefully your drain will be clear. If the blockage persists then it is time to call a plumber who who does drain cleaning who will try to scrap the inside of the pipe clear with a rotating drain snake. A word of caution that sometimes an older drain line with advanced rust can be punctured by a drain snake, and then there is no choice but to replace that section of pipe which sometimes can become a big job.

By Grace Dickinson Thousands of kids are soon returning to school from a seat inside their home. If your kid is one of them, it’s time to start thinking about creating a functional, comfortable workspace. Enjoying breakfast from bed is one thing, but math class in bed? Avoid it if you can. “Throughout school, learning how to learn is perhaps the most important thing, and that involves organizational skills, keeping schedules and routines, learning responsibilities and how to think ahead,” says Todd Levy, an occupational therapist at the Children’s Hospital of Philadelphia. “Those are particularly challenging virtually, but it’s possible, and a good setup will help.” Every kid is different. And these are new waters we’re all navigating. In trying to create the “right” learning space, adjustments are inevitable. But you have to start somewhere. We’ve asked experts for advice on how to set up a desk where your kid will actually learn. It doesn’t matter if it’s an entire spare bedroom or a folding table in the corner of your living room. But it should be consistent, to build routine. A set “school” space will help transition kids from a lounging-in-my-pj’s-eatingbreakfast mindset into a learning mindset. If you’re using a shared space, like the dining room table, try outlining a section with painter’s tape. “The priority should be to have a dedicated space, but if that has to change because of the routine going on in the household, that’s OK as long as (the new location) still looks like a learning space, and everyone knows that’s the learning space,” says Levy. Just don’t expect your kid to stay glued to their chair. Regular movement is important. Some kids may need to take short breaks as frequently as every 20 minutes, says Levy.
Others might benefit from switching to a different room periodically. But encourage learning location changes to be brief, especially if it means moving to the couch or floor. “Kids are developing their posture and can get into posture habits very quickly,” says Levy. “If they feel like they need 10 minutes here or 20 minutes there to change their position, that’s very reasonable, but not for long periods of time.” No desk? No problem. All sorts of flat surfaces can serve as your child’s workspace as long as they can sit in a healthy, upright position. Their knees and hips should form 90degree angles, with their laptop or device at eye level. Feet should always touch the floor. “If our feet are hanging, it’s not good for circulation, and if they’re able to swing their legs, it can be distracting,” says Levy. “If needed, put a game box or something solid beneath them.” If your kid is having trouble sitting still, first, make sure their chair is comfortable. Still fidgety? Try replacing their seat with an exercise ball. “Some children may need more movement to keep them focused,” says Levy. Designate a container to store school supplies at the end of the day, especially if the workspace needs to serve double duty, like the dining room table. It will also help keep your kid be organized: No one wants to see their child running around in search of a marker in the middle of a virtual Zoom class. “It can be any sort of container, from a shoebox to a plastic bin,” says Janet Bernstein, certified professional organizer and owner of the Organizing Professionals. “My colleague went to the store and let her kids pick out their own backpacks, and at the end of the day they put everything back into the backpack. It’s a great option, especially for getting younger kids to cooperate.” Proper lighting helps prevent eye strain
and headaches. Make sure the workspace is bright enough for reading, and pay attention to where the windows are: Windows directly behind or in front of a computer screen can create distracting glares. By nature, we are visually distracted beings, says Levy. The fewer distractions, the easier it will be for your kid to be productive. So declutter, but don’t let it overwhelm you. “Invest just a little bit of time each day — it can be a half hour — to declutter, and get the kids involved,” says Bernstein, who recommends putting on a timer, and starting at one end of the room. When 30 minutes are up, take note of where you stopped, and pick back up the next day. Don’t have the time? Or the mental energy? We hear you. Throwing a sheet over cluttered areas may be better than nothing, says Levy. Minimize the distractions you have control over. Turn off the TV. Put away all tempting snacks. And put away those smartphones. “Have time scheduled and a separate space where students can stay connected with their friends to keep those social connections,” says Levy. “But it’s really important to keep devices that aren’t related to school away from the workspace.” Multiple kids working within the same room is an added challenge. Noise-canceling headphones can be a good investment if you can afford them, but even a simple screen divider can help. This can simply mean hanging a sheet from the ceiling to separate the room into two. “Setting up a tri-fold board or a sheet behind the desk can also help to eliminate distractions for others who are watching the kid through Zoom, so they’re just seeing a blank background,” says Sierra Filucci, mother of two and editorial director at Common Sense Media, an education and family advocacy organization that recently launched Wide

Open School, a platform full of distanced learning resources for parents. Map out a schedule on a whiteboard or large sheet of paper to let each family member know when others can’t be interrupted. But of course, don’t expect younger kids to always follow the rules. “You can also have a sign that you put on a door or table that signals ‘I’m busy right now’,” says Filucci. “Ideally, you want to sit down to get everyone on the same page and brainstorm — ‘What are some ways that we can make it easier for each other to work and learn?’” Letting your kid have a say in the setup will help get them excited about showing up. Encourage them to decorate with a favorite poster or their own artwork. If you have the resources, allow them to pick out a few new items, like a colorful pencil case or journal. “Even though school’s not starting in the same way, there’s something exciting about back-to-school shopping,” says Filucci. “But it doesn’t have to cost money — it can just be decorating a piece of paper with their name to hang over the desk.” Even if a permanent workspace isn’t an option, you can personalize electronic devices, with a cute case or a sticker with their name. “As parents, we have to pull out all the stops to get our kids motivated for this different kind of learning,” says Filucci. “By all means, go to town and make it a really special physical space for them.” This isn’t easy. Not everyday will go smoothly. “It’s really tough — that’s part of the advice,” says Filucci. “There will be distractions, and as a parent, you have to give yourself a little leeway, to understand that we’re all just doing our best.” Distributed by Tribune Content Agency, LLC.

AquaPots combine elegance and self-watering freedom By Norman Winter Perhaps this weekend to head to the mountains, hike your favorite Trail or lay on a white-sand beach — but love for your mixed containers trumps everything. Question I rent an apartment and have been out of work due to the pandemic. I am behind two months on the rent. The world is starting to open up, and I am worried every day about being sued for eviction. What should I do? â&#x20AC;&#x201C; Lisa
Answer
In the upcoming weeks, the temporary ban on evictions will lift, and landlords who need to make their mortgage payments will flood in for assistance. While I expect a bit of backlog, the courts have been preparing for this and should get caught up quickly. Now is the time for you to speak with your landlord and try to work things out. If your financial picture is improving, try to see if you can start paying some rent, even if you are not able to get caught up. Your landlord will be less likely to evict you if they see you are trying, and you will not owe as much in back rent when things return to normal. If you are not able to do this, or if your landlord is not willing, you should start looking for a new place to live now. Some landlords have been sitting on empty apartments due to coronavirus and would be happy to get a tenant. It also will be much harder to rent a new home after an eviction lawsuit has been filed against you. Even if you do move out, you are still on the hook for the back rent. However, most landlords are less likely to sue you just for the back rent if you voluntarily move out and leave the property in decent condition. Gary M. How to Set Up an Outdoor Movie Theater

By Nick Vadala Movie theaters have been closed for months in response to the ongoing coronavirus pandemic, and with warm weather in full swing, you may be missing the summer movie viewing experience. Sure, you could take a trip to a drivein to get a taste. Or, with a little planning, you could bring the drive-in home, and a safe trip to the movies may be only as far as your backyard. But what equipment do you need to set it up? Here is what you need to know: Will my backyard work for movies? First and foremost: You need electricity. So make sure you have easy access to power outlets, either outdoors or by running an extension cord from inside. And, of course, make sure there’s no rain in the weather forecast. Make sure your yard is clean and level so you can easily set up your equipment, and large enough to be comfortable for you and any guests, says Kristen Blasier, rental manager of Hatboro audio-visual equipment shop Zeo Brothers. If you’re using a projector, you’ll need up to 15 feet of distance between it and your screen, depending on the screen’s size, for a proper picture. Generally, you’ll be screening your movie in the dark. But make sure your outdoor setup is protected from other bright light sources, such as streetlights or car headlights, which can make the picture harder to see.

What equipment do I need? If you want the minimum effort: Moving your TV outside for a movie night is an option. If you want to go all out, a little bit of extra technology could provide a more convenient — and more enjoyable — experience. For the full outdoor theater setup, you need a projector, external speakers, and a screen, and the movie player of your choice, such as a DVD or Blu-ray player, Amazon Fire Stick, or Laptop. The picture: Projectors can run anywhere from a few hundred to a few thousand dollars, but there are lots on the lower end that will do the trick. The important things to look for, Blasier says, are lumen rating (or brightness, about 2,500 lumens should cut it), and “keystone” adjustment, which lets you correct the image’s dimension and angle — a helpful tool for less-than-level settings. Gina Izzo, director of marketing at Bryn Mawr Film Institute, says that some newer projectors — like her pick, the Akaso WT50 ($250) — include access to apps like Netflix and Hulu, and Bluetooth connectivity, so you can pair it with speakers. The sound: You can get away with listening to your projector’s built-in speakers, Izzo says, though using something like a standalone Bluetooth speaker will up the quality — or even headphones, if you only have a few viewers. Most Bluetooth speakers won’t provide the bass-y rumble with which moviegoers are familiar, Blasier says, so connecting a
sound system with a subwoofer is a better (though more expensive) option if that’s important to you. The screen: You can buy a dedicated outdoor movie screen for a couple hundred bucks. Screens are generally either fixed-frame or inflatable, and their surface is more reflective, so your movie looks better. Or you could keep it simple and project your movie onto a light-colored wall or bedsheet strung up to make a makeshift screen (an IKEA clothing rack could work as a frame in a pinch, Izzo says), though the quality won’t be as good. If all that sounds too complicated or expensive, you might consider renting equipment for your movie night. Some companies, like Zeo Brothers, rent out all the necessary equipment for about $200 for a weekend. Other movie night tips: A note on seating: Sure, you can lounge on blankets while you watch. But that looks better on Instagram than it actually feels, Izzo says. “That’s the worst — you’ll last about half an hour,” she says. “It’s cute, but it gets old fast.” A better bet: Go with actual seating like lawn or camping chairs to save your back and make movie night as comfortable as possible. If you do go the picnic blanket route, pillows will give you a little more support. Keep the snacks simple: No movie night is complete without snacks. But Izzo suggests you stick to foods that won’t

attract bugs, which can be distracting — and keep food in a mesh cover tent to keep the bugs at bay. Movie candies like Twizzlers, she says, might be a better option than Goobers or Sno-Caps. “I think you are OK with popcorn, even with butter,” she says. “Popcorn is a must.” Be considerate of neighbors: It’s also a good idea to be a good neighbor. Blasier suggests checking noise ordinances in your neighborhood and sticking to them, and making sure your screening is as family-friendly as possible. So be reasonable in your film choice. “If it’s visible from the road or another person’s yard, I don’t know that I would be showing the ‘Walking Dead’ or ‘Scream’ or one of those axe murder movies outside,” she says. Izzo adds that backyard movie hosts should “read the room” before going ahead with a screening to keep neighbors happy. Feel free to also invite your neighbors to the screening, but don’t grow the crowd too much. According to the Motion Picture Licensing Corporation, your group needs to be limited to “a normal circle of a family and its social acquaintances” to do right by U.S. copyright law.
