Save Time & Money with Simple Maintenance Tips Home Maintenance Tip #1: Prevent costly interior water damage. One of the most common and expensive homeowner’s insurance claims in Santa Barbara is for the repair of water damage to interior cabinets, flooring and drywall. The more frequent sources of such a water leak are an aged water supply hose to a faucet or clothes washer, a faulty or off brand plumbing fixture, or a leaking water heater. Check the cabinets under your sinks periodically to make sure that the water supply lines from the wall valves to the faucet are in good condition, can be completely shut off, and the supply hoses are made from woven stainless steel and not the older style white plastic. If the wall valves have crusty mineral build up or can’t be shut off completely, it’s time to replace them. The white plastic water supply hoses are prone to leaking and should be replaced, the new stainless steel hoses cost about $10 each and are easy to install. Check the operation of the water supply valves to your clothes washer also and the hot & cold rubber water hoses should be replaced if they show any signs of cracking or are older than 10 years. All homes will have a pressure regulator valve on the main water line where it enters the home. If your interior water pressure exceeds 60 psi then the pressure regulator needs adjustment or replacement; high water pressure is the cause of many plumbing leaks. When buying plumbing fixtures like faucets and toilets, stay with major brands and avoid buying off brand fixtures from online merchants even if they have 1000’s of 5 star reviews. The life of your water heater can be extended by draining it every 2 years or so to flush out minerals and scale, and it should be sitting in a shallow metal pan with a drain to contain the leak that may eventually develop. Battery powered water detector alarms can be purchased at most any hardware store for about $20 and the sensors can be placed on the floor in sink cabinets, laundry rooms, air conditioner overflow pans, and water heater closets. The first few drops of water from a leak will set off a screeching wail like a smoke alarm giving you time to shut off the valves before water flows to your beautiful wood flooring or saturates your expensive cabinets. Ideally your home should have an easily operated main water shut off valve that controls the supply of water to the interior of your home without affecting the outside sprinklers and hoses. When leaving town for even a weekend it is a good idea to shut off the interior water supply in case a plumbing leak happens while you are off enjoying yourself with no idea that your house is flooding.

Home Maintenance Tip #2: Clean the lint from your clothes dryer regularly. Keeping your clothes dryer and vent clear of lint is an easy way to reduce your electric or gas bill and also to prevent a potential house fire. The moist hot air expelled from your dryer contains fabric lint not caught by the lint screen which readily coats the interior of the dryer and the exhaust vent. If the lint is allowed to build up over time it will make the dryer run much less efficiently and creates the potential for a smoldering fire that can spread to your home. According to the National Fire Protection Association, 5% of all house fires

in the United States originate at a clothes dryer, primarily due to poor maintenance. Simple to use brush kits for clothes dryer lint cleaning can be purchased at most hardware stores and a household with four or more people should inspect their dryer annually and have it cleaned if needed. If your dryer has an older style flexible plastic duct, it needs to be replaced with a metallic duct. And remember to never store combustible items like paper bags or cardboard aside or behind the dryer.

Home Maintenance Tip #3: Don’t wait to repair a roof leak until the first rain of winter. If your roof, chimney, or skylight had even a minor leak last winter, now is the best time to call a roofing contractor. The phone rings off the hook at the roofer’s office at the first rainstorm of the season when many otherwise responsible homeowners are confronted with that small leak from last winter that was so easily forgotten about during the dry days of summer. A roof leak rarely seals up on its own, it will usually leak progressively more each year, and the last thing you will want to deal with next winter is the damage that rainwater streaming into your home will cause.

Home Maintenance Tip #4: Make your home more comfortable and energy efficient with inexpensive weather stripping. No matter how well insulated your home is, a draft from a poorly weatherstripped door or window can run up the heating or cooling bill and make the home less comfortable for the residents. Even the smallest gap can allow a troublesome draft to pass through and change the temperature of the home from comfortable to unpleasant. Mice, lizards and insects can crawl through even the smallest gaps under a door and become unwanted house guests. Basic weather stripping is reasonably priced and can easily be installed by most homeowners. Check the rubber sweeps at the base of your front and back doors to make sure they are in good shape, and these also can be replaced if needed. Some brands of windows and doors may require replacement stripping to be ordered direct from the manufacturer and a local glass shop or window dealer will be able to assist you if needed. Otherwise, any weather stripping you may need should be available at your favorite hardware store along with friendly advice on how to handle the installation. Hiring a Contractor: Before hiring anyone to work at your home, take the time to make sure that they have the appropriate contractors license and insurance. No license = no insurance. Accidents do happen, workers occasionally do fall off ladders, and work trucks do sometimes get backed into expensive gates. Go to www.cslb.ca.gov to check license status and to confirm workers compensation coverage. Check references, avoid hiring contractors who are from outside of the area, and don’t make the final payment until all work is completed and you are happy with the job. Don’t take a chance with an uninsured contractor. If a worker gets injured while on the job at your home and his boss didn’t bother to get insurance, your retirement may be postponed while you figure out how to pay for his hospital bill and his retirement.

Why pink? Pink is a color that comes in a myriad of shades and can easily be paired with other colors. Pink mixed with gray becomes more of a mauve, while pink mixed with white becomes more of a powder pink. Deep shades like hot pink can be used to add a bold pop of color.

Question My property’s large side yard is more than big enough to fit another house. I want to deed part of my property to my son so he can build his home there. Should I get my mortgage lender’s permission to transfer the vacant land? Is there anything else I need to do? – Gregg Answer If you live in a community association, you probably cannot do this because of the various restrictions over the entire community. Assuming you do not, you will need to jump through several hoops. You have thought of the first one, which is getting your mortgage lender’s approval. You will need to contact your mortgage lender and explain the situation. Even though that side of your property is just vacant land, it still has value. Your lender may want you to pay down your loan enough so your remaining property’s value is greater than the remaining loan amount. If you skip this step and don’t get your lender’s approval, you will have breached your mortgage agreement, and the lender could take enforcement action, even including foreclosure. Another reason you need to clear your existing mortgage from the property you are giving your son is because the lender giving him a construction loan will want their loan to be in the first lien position. You will need to get the approval of the municipality and county you live in. The remaining two lots both need to be big enough to meet zoning requirements, and you will also need to make sure no deed restrictions affect the minimum lot size in your community. You will need to get the property appraiser’s approval to split your land into two distinct legal parcels. To get this done, you will likely need a detailed land survey and a title search.

Question A resident of our community is a hoarder and does not maintain his home. We are concerned that the condition of his home will attract pests and cause other problems. The association’s management company sent him letters, but nothing came of it, and the problem is getting worse. Can anything be done? – Brett Answer Dealing with this situation is difficult for everyone involved, including the community association. Your community manager can send demand letters, issue small fines, and seek an injunction in court if things get bad enough. An injunction is a court order requiring or barring a specific action. For example, a restraining order is a type of injunction. Even if your association files suit and is granted an injunction, it will be difficult to stop the resident from continuing the compulsive behavior. Further, hoarding often stems from a psychological condition, bringing state and federal fair housing laws into play and requiring that reasonable accommodations be made. The first step is to try to help the individual with their issue and contact family members for assistance. If this does not work and your community must sue, be prepared for a long and frustrating process, both in getting the injunction and enforcing it. If the situation gets really bad, for example, if pests are being attracted to the home or the property is becoming dangerous due to lack of maintenance, you should seek the help of your local health and building departments. This is a complicated issue, and I strongly recommend getting the assistance of an experienced attorney to help you navigate the many pitfalls and challenges caused by this situation. Unfortunately, some problems do not have an easy solution.

How to plan a garage conversion

You will also need to decide if you want any sort of plumbing run into the new room and if you want to add a crawl space above the garage or other storage options. The 2021 Legislative season in California has ended, and five good HOA bills (a record in recent decades) are becoming law. Assembly Bill (“AB”) 1101, AB 502, Senate Bill(“SB”) 391, SB 392, and SB 432 were signed by the Governor after passing the Legislature.This article addresses AB 502 and SB 432, two bills revising HOA elections, two years after 2019’s SB 323. AB 502 will have a significantimpact on all HOAs. It adds a new Civil Code Section 5103, allowing HOAs to declare board candidates “elected by acclamation” without balloting,if the HOA has followed certain requirements and the number of nominees does not exceed the number of open seats. In the call for nominations, associations must follow the following: 1. Disclose the possibility of an election by acclamation 2. Issue a reminder announcement on the nominations between 7 and 30 days before the close of nominations. 3. Send an acknowledgement to each person submitting a nomination within 7 days of the nomination and send the nominees a statement informing them of their eligibility or ineligibility, within 7 days of the nomination. 4. HOAs can only have elections by acclamation 2 of every 3 years. 5. Term limits are added to the list of allowable board eligibility requirements (unintentionally omitted in 2019’s SB 323 HOA election revisions). SB 432 makes several further modifications to HOA election procedures.Most importantly, it revises the Corporations Code and corrects a conflict created by 2019’s SB 323 regarding recall elections. Normally, recall elections are called by petition of the members and the HOA must under Corporations Code Section 7511(c) hold the voting meeting no later than 90 days after the petition. However, with the election process revisions that took effect in 2020, a new Civil Code Section 5115

added two new election steps (nomination and announcement of candidates) to the normal 30-day period before ballots could be counted. This meant that there now are three separate phases of HOA board elections, each with its own minimum 30-day requirement. Those three phases could not be completed in exactly 90 days.This meant that if the HOA included in the recall the conditional election of replacement directors (which always should accompany a recall vote, regardless of if petitioned) the HOA could not timely conduct the election of replacement directors within the 90-day Corporations Code requirement. So, HOAs could not comply with the timing of both Corporations Code 7511(c) and Civil Code 5115. Starting in 2022, SB 432 resolves the statutory conflict by amending Corporations Code Section 7511(c) to extend the time for HOAs to hold a petitioned member meeting from 90 to 150 days of the petition. This will provide for sufficient time to call for nominations, announce candidates, and get out the ballots. Corporations Code Section 7511(b)(1) is also amended to allow nonprofit mutual benefit corporations (which include HOAs) to meet electronically in an emergency. HOAs should keep in mind that the Corporations Code applies to unincorporated HOAs also, pursuant to Civil Code Section 4805. Another minor change requires candidate names and addresses to be included in the announced list of candidates. The O’Hara couple are actually raising them as way to help maintain their numbers in North America. “We are down to 10% of what the population used to be worldwide,” said Mrs. Lightner. Monarch butterflies face a host of dangers new and old. “Pesticides, GMOs, habitat destruction, other insects, birds and climate change are all having an effect on the butterflies,” said Mrs. Lightner. “The wildfires on the West Coast have impacted that migration route.” Mr. Lightner is a retired architect who now spends his summer days hunting butterfly eggs with a magnifying glass. “I go out and find either eggs or very small caterpillars and bring them in to protect them,” he said. The reason for these extreme measures is that in the wild there is only about a 5% chance they make it from egg to full butterfly. The couple feed them until they turn to chrysalis, and then protect them until they emerge as butterflies. “This year I released about 18,” said Mr. Lightner. “We then release them into our gardens.” “Last year, we released 38 butterflies. We have over a 90% success rate,” noted Mrs. Lightner. Their garden features much of what the Monarch thrives on, including common milkweed and swamp milkweed. There are also plenty of native lilies and wild flowers. Two years ago, a friend in eastern Pennsylvania got the couple interested in this rescue mission. “I said, ‘We have butterflies,’ and she encouraged us to get started,” he recalled. The Lightners were already gathering milkweed seed for Beechwood Farms Nature Reserve and its native plant center. As volunteers, they gather and sow native seeds and propagate plants for sale. Milkweed is critical to Monarch butterflies’ life cycle. Monarch caterpillars feast on milkweed leaves in a cloud tent. Monarch caterpillars feast on milkweed leaves in the Lightner’s cloud tent. “It is the only thing the larvae eat, and it is the only plant they lay their eggs on,” Mrs. Lightner said. The couple have lined their driveway with the plants and added them to their impressive garden. An added benefit of milkweed is that it makes Monarch caterpillars taste bitter, she said. “If a bird eats a caterpillar, it will vomit. They only do it once.” Free milkweed seeds are available at Beechwood for people to plant at home. The Lightners do much more for the butterflies than just plant milkweed. He brings Monarch eggs inside and places them on a leaf in a mesh tent. Their nursery, also known as a cloud tent, contains water-filled beer bottles that hold cuttings of milkweed plants. “We wash the leaves when we bring them in to feed the caterpillars because there can be a virus on the leaves,” Mrs. Lightner noted. “You have to bring them in before they get parasitized.” In the wild, only three of 100 Monarch eggs turn into butterflies because a fly lays its eggs on the larvae, and the parasitic maggots kill many young caterpillars. “This is why we bring them in and protect them,” she added. Once safely inside the tent, most eggs hatch caterpillars that eventually emerge from chrysalis pods as butterflies. Many schoolchildren are familiar with the amazing process. The chrysalis goes from green to dark green to clear. When the butterfly is ready to emerge — in 10 days to two weeks — the chrysalis becomes very clear, and you can see the butterfly within. On the Lightners’ kitchen table are two empty 10gallon aquariums where recently emerged butterflies hang onto the clear capsules, drying off and gaining strength. It can take six generations for Monarchs to travel from the Mexican hills of Michoacan to the northeastern United States.

“They fly across the Gulf of Mexico to Texas, where they mate, lay eggs and die,” she said. “Then that brood will fly a little farther north, and they do that at least four times.” It takes two generations for the return to Mexico. Monarchs winter in the El Rosario sanctuary in Michoacan, where they are protected by men with machetes. Guides take small groups on horseback to see the sleeping butterflies and insist on silence as you pass through a forest of trees covered in millions of butterflies. It is part of the Monarch Butterfly Biosphere Reserve, a UNESCO World Heritage site. Saving the Monarch is important to our ecosystem because like bees, they are pollinators. They are also a food source for other insects and animals. “You never really know when you take something out of the ecosystem what effect it has, and you weaken the entire system,” said Mrs. Lightner. “So when you protect the Monarchs, you are saving an entire ecosystem.”
