Former Santa Barbara City Councilmember Randy Rowse is starting his campaign for mayor, hoping to catch support from business owners and people unaffiliated with a political party. He’s running without a left or right tilt, he says, because the job of mayor shouldn’t involve donkeys or elephants. Instead, he

wants to focus on Santa Barbara. The mayor should focus on “precisely the city issues, not outside issues, not ideologies, politics — but what’s going on in the city,” he told the News-Press. A two-party system has only recently pervaded local government, he said. He thinks the office should be nonpartisan. “There is no Republican or Democratic view of the city that makes a difference,” he said. “The only major difference is what goes on

with the city itself. “My politics and my ideologies are mine. I still have them, but I don’t take them into work with me when I go into City Council or City Hall.” As for his platform, he has ideas — though he tries not to be stuck to them. Shoppers return to State Street businesses

Intelligence satellite launches from VAFB By ANNELISE HANSHAW NEWS-PRESS STAFF WRITER

A rocket carrying a national intelligence satellite successfully launched from Vandenberg Air Force Base Monday afternoon. Santa Barbara County residents could see the rocket propel through the sky just past 1:45 p.m. The mission, carried out by the United Launch Alliance, serves the National Reconnaissance Office, which uses satellites to inform National Security, policy makers and war fighters. The rocket, a Delta IV Heavy, has a 100% success rate untarnished by Monday’s launch. It is the 13th launch of the model. The Delta IV Heavy is ULA’s most powerful rocket and weighs 1.6 million pounds fully fueled before burning 1,945 pounds of fuel each second as it travels upward. “The unmatched power of the Delta IV Heavy again demonstrated its role as the nation’s proven heavy lift vehicle precisely Please see VAFB on A4

After an unpredictable year for local businesses, retail store owners are seeing clientele return to their shops now that Santa Barbara County has moved into the less restrictive tier of COVID-19 restrictions. Since Santa Barbara County

officially moved into the orange tier last Tuesday, retail businesses were allowed to reopen with significantly less restrictions. According to State guidelines, retail storefronts can reopen without any capacity limits set by the California Department of Public Health, but owners are expected to enforce mask wearing and social distancing
