Solvang City Council votes to put recall for council member on November ballot By JOSH GREGA NEWS-PRESS STAFF WRITER

The Solvang City Council voted to pass a resolution placing a recall for council member Chris Djernaes on the Nov. 3 general election ballot at its Monday night meeting. The council passed the resolution with three yeses and one no from councilmember Daniel Johnson. Mr. Dejernaes abstained from voting. Placing a recall for Mr. Dejernaes on the November ballot is the result of a petition by Solvang residents that amassed the number of signatures required for the city of Solvang to accept its certificate of sufficiency. As the News-Press reported, on July 20, 1,342 signatures were submitted to the city clerk on July 20, of which the County Clerk,

The petition for Mr. Djernaes’ removal accuses the council member of contempt of the Brown Act; violation of ethics; disrespect of constituents, speakers, voters, and current and former Solvang City Council members; defamation of organizations and individuals, and harassment of employees of the city of Solvang. Recorder and Assessor Elections Division determined 1,156 were valid. The minimum number of required signatures for a recall petition is 920, one quarter of Solvang’s registered voters. On Monday, the Carpinteria City Council voted to close a section of Linden Avenue for a month to allow local businesses to operate outside. The closure will run from Aug. 10 to Sept. 8. The city tested out a similar closure over the Fourth of July weekend.

Carpinteria City Council voted to close a section of Linden Avenue for one month. Linden Avenue between Sixth Street and Seventh Street and between Seventh Street

and Eighth Street will be closed from Aug. 10 to Sept. 8. The city will allow local businesses located adjacent to Linden Avenue to use the street space to operate their businesses outdoors during that time. The city closed the 800 block of Linden Avenue over Fourth of July Weekend and set

up an outdoor dining area. According to a city council agenda report, Carpinteria is in a local state of emergency in response to the COVID-19 outbreak. In March, Governor Gavin Newsom and California Department of Public Health Please see LINDEN on A2

The total number of positive COVID-19 cases in Santa Barbara County continues to climb higher each day. Santa Barbara County reported 77 new cases on Monday. Between backed up COVID-19 testing facilities and the extremely high demand for tests, the waiting period for results has been inconsistent from one individual to the next. While one patient might get his/her results within a day or two, another won’t receive his/ hers for eight to 10 days, even if they were tested at the same time with the same provider. Emergency medical services agency director Nicholas Clay at the Public Health Department said he doesn’t have an answer to the question of why. “We’ve pushed the state very hard to give an explanation, because obviously we’re the ones at the face of the issue,” he told the News-Press. “They’re hard pressed to provide any additional details.” The director said it all comes down to how massive of an undertaking the testing process is with the demand. Mr. Clay added that the prioritization of tests plays a large factor -- if someone has been quarantining at home with no exposure or symptoms and doesn’t work in a high risk environment, they will likely be placed at the end of the line. “We really are streamlining this process,” he said. “The

labs are following the latest California Department of Public Health guidance in terms of who they run first which might explain some of the days.” Mr. Clay added that County Public Health is also trying to encourage people who booked a test two weeks in advance but ended up getting tested elsewhere to cancel their appointments to free up space. Quest Diagnostics, one of the healthcare providers administering tests in Santa Barbara, said in a statement on Monday that its turnaround time for reporting tests results is now over two days for priority-one patients and seven days for all other patients. “Demand for our molecular diagnostic testing remains high as the virus has spread across much of the United States,” the press release said. “Persistent high demand has strained our testing capacity and extended delays for test results. We expect that as our capacity continues to grow, we will be able to return to average turnaround times in the range of one day for priority-one patients and three days for most other patients.” On top of the elongated waiting period for test results, statistics on the total numbers of positive COVID-19 cases are inconsistent from the county to the state. Fiesta is taking another step into the virtual world with its first online art auction. The auction runs now through Aug. 9 at www.sbfiesta.org/auction. The auction is the latest way that Fiesta has adapted during a world changed by COVID-19 restrictions. The auction’s works by local artists includes 10 limited-edition Old Spanish Days posters on metal and paintings depicting this year’s Spirit and Junior Spirit in

front of the Arlington Theatre, La Fiesta Pequeña at the Santa Barbara Mission and “The Art & Spirit of Fiesta.” Created by Santa Barbara artist Andrew Leonard, the poster features a dancing couple and local scenes such as the Santa Barbara Mission and the Santa Barbara waterfront. “In a normal Fiesta year, we would auction the limited-edition metal posters during scheduled Fiesta parties like La Primavera,” El Presidente Erik Davis said in a news release Monday. “This is just another way that Fiesta is

different this year, and we hope it provides a greater opportunity for the community to participate in a meaningful way.” The auction website also features “The Art & Spirit of Fiesta,” painted by Grace Fisher. It was inspired by local photographer Fritz Olenberger’s photo of Alena Velasco, the 2020 Spirit of Fiesta. Mr. Olenberger commissioned the work and donated it to Fiesta. The artist, Ms. Fisher, was left paralyzed after acute flaccid myelitis left her paralyzed from the neck down in 2014 during

her senior year at Santa Barbara High School. She paints with the paintbrush held in her mouth. “I was thrilled when Gracie agreed to do this painting,” Mr. Olenberger said. “Grace is a remarkable person, who shares with Alena, the Spirit of Fiesta, the qualities of humility, talent and self-determination. More than 20 years after they first opened, Chuck’s Waterfront Grill and The Endless Summer Bar CafĂŠ are permanently closed. On the morning of April 30 the waterfront restaurant announced its closure with a farewell post on its Instagram account. The post read, “It is with heavy hearts that we announce we have closed our doors for good. Thank you for your constant support. The memories will never be forgotten.â€? Despite the current economic chaos due to the COVID-19 pandemic, the prospect of Chuck’s and Endless Summer ceasing operation dates back to before the outbreak. According to the agenda of a March 24 Santa Barbara City Council meeting in which assignment of the restaurant’s lease to a new operator was the first item, Chuck’s and Endless Summer co-owner Steve Hyslop informed the Waterfront Department of his desire to sell the establishment in August 2019. After receiving the department’s lease assignment requirements, Mr. Hyslop began searching for a new buyer and ultimately found it in businessman Aaron Petersen, who operates a number of restaurants in Solvang including Chomp, The Coffee House by Chomp,

OVID-19 can prove disastrous for communities that already lacked fundamental health and nutrition services before the pandemic started. To address long- and short-term impacts, Vitamin Angels, a Santa Barbara nonprofit, is striving to raise $500,000 through its new Healthy Futures Initiative. Vitamin Angels is a global public health and nutrition organization that reaches 70 million at-risk mothers and children under age 5 in 70 countries “Our work has never been more important than right now,” said Howard Schiffer, the Vitamin Angels founder and president. “Our Healthy Futures Initiative will help us meet the increased demand for our nutrition interventions and ensure that nutritionally vulnerable populations receive access to the essential vitamins and minerals they need right now.” Mr. Schiffer told the NewsPress he has seen that any time there is a catastrophic event such as a natural disaster or civil strife, the situation for vulnerable communities becomes increasingly devastating. Developing communities often are unable to recover, said Mr. Schiffer, who has overseen Vitamin Angels for 26 years. Evidence looking into the potential long-term effects of COVID-19 is being gathered. So far, Mr. Schiffer said the projections showing the potential long-term effects of COVID-19 inside vulnerable communities looks “pretty dire.” According to this year’s “State of Food Security and Nutrition in the World” report, the COVID-19 pandemic could tip more than 130 million more people into chronic hunger by the end of this year. (The United Nations considers the annual report to be the authoritative global study tracking progress toward ending hunger and malnutrition.) “People don’t realize that in

Mr. Schiffer said. “Getting them training on the best practices for distribution with the pandemic going on is important. We certainly want to make sure that everyone that’s working with us and everyone that we are working for are safe.â€? Mr. Schiffer said that through its work in 70 countries, Vitamin Angels sees first hand which nations require the most help in responding to COVID. Vitamin Angels is working to

fill gaps in health coverage among vulnerable communities caused by disrupted health systems that leave malnourished pregnant women and children more vulnerable for disease and infection. Efforts include expansion of its program to introduce and scale-up multiple micronutrient supplementation (MMS) for pregnant women and its Vitamin A supplements program for young children. Mr. Schiffer said moving forward in expanding Vitamin Angels’ reach both internationally and domestically is vital because “whenever you have malnutrition out of control like this you’re gonna have a lot more risk. “We know if we can just get to these women and get them an MMS, there is a lot greater chance they will have a healthy pregnancy and healthy birth.â€?  email: bmackley@newspress.com

There are good reasons to wait for backup

W

e’ve all seen the cop movies. The situation is tense, the fate of the free world hangs in the balance, and instead of waiting for backup (as called for by the commanding officer), the hero plunges in headfirst to save the day. In my case, it wasn’t so dramatic. I had to carry a 50-pound bag of kitty litter upstairs, and I just wanted to get it done. So, instead of asking for help, I cleared a path, bent my knees, and lifted and hauled the always awkward, oversized bag up two flights of stairs and into the bathroom on my own. I must have been channeling the Russian weightlifter I saw on YouTube. Nothing broke, but I did get cut somehow and didn’t even feel it happening. At that point, everything came to a halt, because you don’t want to be cleaning a litter box when your wrist is bleeding profusely. I did call for my wife, so I wouldn’t bleed all over the bathroom, and we patched me up while she finished

the job. Needless to say, my feeling of physical prowess regressed rather rapidly into the grumblings of the world’s worst handyman. My wife didn’t have to chastise me. I already knew that I’d overstepped my physical limits, and it could have been much worse. The woman I married is always there to help me, but I had also thought, like many guys have thought before their trip to the emergency room, “I can lift that myself.â€? Well, it may have been true a decade ago, but now I have to get better at waiting for backup. Although we share the same haircut and love of classic rock, I am no Bruce Willis — in or out of a “Die Hardâ€? movie. Many of you may have had the same experience. You got impatient (or inspired) and decided not to wait or even ask for help, and you ended up getting hurt, breaking something you were trying to fix, or both. Here are a couple of reasons why waiting is better than doing something by yourself that might cause some damage. Number one, it’s about self-care

and being aware enough to see that you could use an extra pair of hands. And number two, life is easier and nicer when you are able to share the burdens of daily living with someone who cares, helps and makes you laugh in the process. My wife and I always kid around when we do housework together. We don’t enjoy the work itself, but we enjoy doing it together. Here’s one more thought. You don’t need to do something as soon as you think of doing it. I like getting unpleasant jobs done first thing, and as my wife isn’t a morning person, I thought I was doing a good deed the other day. After the emergency ended, and I retreated to the safety of my laptop, I realized that I could have just waited. As the demand for COVID-19 tests gets higher and higher, the waiting period for results is often inconsistent, ranging from one to two days to eight to 10 days. or just wait for that result.� She said that employees at the sheriff’s office can get their results as soon as one to two days and as late as eight to 10 days. “The quicker that we know whether or not (inmates) are COVID positive, it’s better for the facility,� Ms. Zick said. “The quicker we know, the quicker we can reduce their contact with other inmates and get them quarantined.� The Public Health Department still encourages residents of the county to make space for high risk, high priority individuals to get tested. To improve healthcare access for local community members, Dignity Health Central Coast announced on Monday the grand opening of its newest Dignity Health Urgent Care Center in the Santa Ynez Valley. Located at 1992 Old Mission Drive, Suite 140, in Solvang, the new Urgent Care center will be open to care for patients of all ages Monday through Saturday with no appointment needed. Olympic medalist Jim Ryun takes a victory lap at the White House By MARK PATTON NEWS-PRESS SENIOR WRITER

Former Santa Barbara resident Jim Ryun, the last American to hold the world record in the mile run, picked up perhaps his final medal on Friday. Ryun, 73, received the Presidential Medal of Freedom — the nation’s top civilian honor — during a White House ceremony attended by family members and streamed live to the public. “In an age when many think it’s appropriate to dishonor our flag, I will tell you, it is one of the greatest honors and privileges of my life to represent this amazing country and represent the stars and stripes on my chest while racing in the 60s and 70s,” Ryun said. A White House press release said the medal is awarded to “individuals who have made especially meritorious contributions to the security or national interests of the United States, to world peace, or to cultural or other significant public or private endeavors.” Ryun moved to Santa Barbara while at the apex of his career, in August of 1971, while joining Olympic decathlon champion Bill Toomey to start the Club West Track Club. He returned to his Kansas roots a decade later and represented the Jayhawk state in the U.S. House of Representatives from 1996 to 2007, although he’s remained a frequent visitor to Santa Barbara. He was enlisted by Providence School to speak at Christ Presbyterian Church just last October. “He and (Ryun’s wife) Anne warmly greeted the Westmont distance guys and spent time talking with them after his presentation,” Westmont College coach Russell Smelley said. “When Jim was in Congress, I was able to have the team visit with him at his Congressional office.” Ryun had been the whiz kid of running, breaking the fourminute mile while still just a high school junior. He was only 17 when he became the youngest male to ever make the U.S. Olympic Track and Field Team, earning a ticket to Tokyo for the 1964 Summer Games. ESPN has ranked him as the greatest high school athlete of all time. He set world records in the mile, the 1500 meters and the 800 before he even turned 21. His mile time of 3:51.1 at the 1967 AAU National Championships

remained a world record for eight years. He also won a silver medal in the 1500 at the 1968 Olympics in Mexico City, taking second to Kenya’s Kipchoge Keino. Ryun never won Olympic gold, however. The rest of his career was beset by mishaps and allergies. He moved to Eugene, Ore. to train for the 1972 Olympic Games but was immediately overwhelmed by hay fever. Toomey got him to move to Santa Barbara just six months later, telling him that its Mediterranean climate would be more conducive for training. “I had to leave Eugene,” Ryun told a News-Press reporter shortly after his arrival in town. “I really enjoyed it there but just couldn’t take the pollen. “I feel fine today. I’ve only been through half a box of Kleenex instead of one and a half boxes.” Ryun, who had majored in photojournalism at the University of Kansas, took a job at Raytheon as an industrial photographer. He also began training at SBCC’s La Playa Stadium for the 1972 Olympics. “I remember many a workout with Gerry Lindgren,” he said many years later. “The air was nice and cool. The setting was beautiful. “We always fantasized what a great place it would be with a better track.” He returned to Eugene later that year for the U.S. Olympic Trials, asking a local doctor to accompany him. “He has really conquered the allergies,” Dr. Jay Keystone said on the eve of the Trials. “It was a physical thing, but it also weighed

down on his mind. Now he feels quite relieved.” Ryun qualified in the 1500 and was favored to win the gold medal in Munich. He got boxed in during an Olympic preliminary race, however, and was tripped to the ground. He finished last and failed to qualify for the finals. The precipitous fall came at the peak of his career. He would later credit his Christian faith for helping him cope with the disappointment. “When you are the favorite to win the gold medal, as I was at 1,500 meters, and in a race no American has won since 1908, your expectations as well as the general public’s is very high,” he said. “Coupled with the fact that the International Olympic Committee could have reinstated me because it was a foul and they chose the easier decision not to, it’s very easy to see how bitterness and frustration could overwhelm me. “But now that Jesus Christ has helped me, I’m running again without the frustration that I once felt.” Ryun volunteered in Santa Barbara’s running community, working in track camps at both UCSB and Westmont. He also served as a referee at the 1974 Special Olympics at San Marcos High School while still reigning as the world’s top middle-distance runner. The weight of high expectations and diminished returns, however, prompted him to retire from international competition in 1976. “Pressure was my biggest fear,” he explained. “Sometimes it was generated by the media. Sometimes by the competition.

Sometimes it is internal. “It was hard to explain. It almost became self-destructive. Every runner has to learn to adjust to it. I guess the success I had as a young boy helped build up that pressure.” Ryun was working for a nowdefunct, Christian radio station in Santa Barbara when he first crossed paths with Smelley in 1979. “Jim and I made acquaintances and later in the fall, he spoke at Westmont to an FCA (Fellowship of Christian Athletes)-packed gathering at Page Hall,” Smelley said. “He shared his story and his faith testimony and everyone was close by to an Olympic medalist and a track-and-field icon.” Three of Ryun’s four children were born in Santa Barbara, but he decided to move his family back to Kansas in 1981. “A lot of things went into our decision to move,” he said. “The style of life isn’t as glamorous back there and we think that’s important for the children. On the West Coast, everything is so sunshiny and bright and fastpaced.” He reconnected with Smelley, however, during the 1988 NAIA Indoor Nationals in Kansas City. “Jim and Anne were there and made a purposeful effort to visit with me,” Smelley said. “I invited Jim to run at the Easter Relays in a special mile event.” Ryun accepted the invitation but pulled out of the race after just three laps because of a strained calf muscle. “Praise the Lord, that’s a new muscle I can pray for,” Ryun told the News-Press afterward. He returned to town a year later, at age 41, to take part in the Jim Ryun 5K Fun Run portion of the Chardonnay 10-miler. But he also had to bring along an IOCapproved, bronchial inhaler to deal with his exercise-induced asthma. “Things don’t always function like they used to,” he said. Every good run does have a finish line, although Ryun’s victory lap did take him all the way to the White House last Friday. He also beat a field of 66 in an internet vote conducted just three months ago by LetsRun.com to crown the Greatest American Distance Runner of All Time. “This vote,” Ryun tweeted, “has taken me down memory lane.”

Pete Stathopoulos, a former San Marcos High baseball star and coach, will be returning to local diamonds as the new head varsity coach at Bishop Diego High School. He will take over for Nick Katzenstein, who stepped down as coach last month after three seasons with the Cardinals. “Although we had a strong group of applicants, we have decided that coach Pete Stathopoulos was the best fit for our baseball program, school and community,” Bishop athletic director Aaron Skinner said. “Coach Pete is a native of Santa Barbara, having played at and graduated from both San Marcos and Santa Barbara City College. “He has an extensive coaching and umpiring resume, spanning over 20 years.” Stathopoulos, a 1980 graduate of San Marcos, was also highly

Allan Hancock Board of Trustees selects new student trustee The Allan Hancock College Board of Trustees has selected Santa Maria native Ana Rosas Pacheco as its newest student trustee. The latest member of the board was sworn in by Allan Hancock College superintendent and president Kevin G. Walthers during its July 14 meeting, according to a press release. The student trustee is entitled to participate in board discussions and receive materials presented to trustees, except for materials that are presented in closed sessions. It is a position with a term of one year, attends all board meetings, and is recognized as a full member of the board. However, the student trustee does not vote on the board. As a student trustee, Ms. Pacheco’s aim is to “make sure students are aware of the opportunities they have” at the college.

Peggy Fuller recently passed away in her sleep, peacefully, at her residence in Seattle. Born in Nigeria, the daughter of missionaries, at age 5 she and 2 sisters, upon their mother’s death, were placed in a missionary children’s home in Collingwood, Ontario, Canada. She had a “wonderful dream childhood,” and was 9 years old when she saw her first airplane: “It flew low and slow, circling our town: the entire school went running out doors to watch. We all went completely nuts!” Peggy was 16 when the war ended, and had 5 friends who had a brother who didn’t return. At age 19 she began teaching, her first class being, for one year, a one room school, grades 1-12: “The hardest thing I’ve ever done,” she joked, “I thought about becoming a welder.” The next three years she spent at University of Toronto, teaching elementary, which became her career. In the early fifties she moved to San Diego—where she became a citizen—and then to the bay area, where she married Lloyd Fuller and had three children. They soon relocated to the Santa Ynez Valley, where she taught at Jonata and Solvang Elementary for some 20 years. She also owned Elna’s Dress Shop in Solvang for 12 years, their best seller being a made-in-Solvang traditional Danish dress for infant girls. On weekends Peggy would do both grommets and topstitching; thousands of these dresses were sold to tourists from all over. She also sold real estate, and on retiring moved to Santa Barbara, where she ran an Elderhostel program. She also volunteered at both SB Visitors Center and the Courthouse, and was a member of PEO and El Montecito Presbyterian Church. A life long GOP voter, (she had a huge crush on Ike), she left this party in 2016, citing a need for “basic decency and common sense.” Peggy loved people, and had many friends. She was an avid traveller, visiting many countries, and also both an avid reader and bridge player. She is survived by her children and a grandson. Her ashes have been donated to the flowers on Figueroa Mountain. No service is planned. However, it was Peggy’s wish that after the virus crisis, “many well attended and well behaved bridge parties take place in both the Santa Barbara and Santa Ynez Valleys, Amen.”

involved with the Goleta Valley South Little as both a coach and administrator. He began helping the San Marcos baseball program when his son Nick, the leading hitter and pitcher on the Royals’ 2010 team, played for the school. Pete Stathopoulos remained at San Marcos as an assistant and then took over as head coach for two seasons, in 2012 and 2013. He stepped down when his company relocated in North Carolina and was replaced by current head coach Jacob Pepper. Stathopoulos returned to Santa Barbara after his retirement. “I believe that Coach Pete is not only a great fit for our young men on the field, but off the field as well,” Skinner said. “Coach Pete has mentored a number of young men throughout the years, including a number of our alumni, and is big on community involvement and faith.”

“I want to help students have their voices heard and I want them to feel like they have a say in their education, because they do,” she said. Ms. Pacheco was inspired to run for student trustee and be a voice for her fellow students after she saw the significant impact other student leaders had on the college. Prior to becoming student trustee, she served as executive director for the college’s Associated Student Body Government. A graduate of Santa Maria High School, she currently majors in administration of justice at Allan Hancock College and plans on pursuing a four-year degree in criminal justice at CSU, Fresno. Amid the impacts of the COVID-19 pandemic, Ms. Pacheco’s message for her fellow students is “to not give up.” “I want them to know that ASBG is here for them and that they can always reach out to us. They are not alone. We are in this with them,” she said.
