Via Maestra 42, a North State Italian restaurant and deli, is serving its authentic Italian favorites under new ownership. Well, somewhat new. The restaurant’s now-retired owner Renato Moisio wasn’t going to let his legacy go to just anyone, so he called someone the restaurant’s regulars are likely to remember. Nicole Bitar worked as Via Maestra 42’s general manager nearly 22 years ago, when the business was new.

She helped Mr. and Mrs. Moisio launch their ideas, and she fell in love with the business. During a trip to see her mom in Houston a few years later, she met and married her husband Georges Bitar. (They met at an Italian restaurant, by the way.) She was unable to return to Santa Barbara until around nine years ago, bringing her Italian husband and two sons (now three). Returning to Via Maestra 42, with her family, is a “full-circle moment,” she told the News-Press. The restaurant has always given her a sense of community. Please see VIA MAESTRA on A4

President Joe Biden said in a national address Monday that he “stands squarely behind (his) decision” to withdraw U.S. forces from Afghanistan. The Taliban took the nation’s capital, Kabul, Sunday. “After 20 years, I’ve learned the hard way that there was never a good time to withdraw U.S. forces. That’s why we’re still there,” Pres. Biden said. U.S. withdrawal began May 1, and the country is working on flying its last citizens out of Afghanistan as well as Afghans eligible for special immigrant visas. “We have made it clear to the Taliban. If they attack our personnel or disrupt our operation, the U.S. presence will be swift, and the response will be swift and forceful,” Pres. Biden said. “We defend our people with devastating force if necessary.” Pres. Biden compared fighting the Taliban with fighting ISIS. “We conduct effective counterterrorism missions against terrorist groups in multiple countries where we don’t have permanent military presence. If necessary, we’ll do the same in Afghanistan,” he said. Armed forces have been training and equipping the Afghan military over the past 20 years, spending over “a trillion dollars.” “We gave them every chance to determine their own future. What we could not provide them was the will to fight for that future,” he said, later adding, “It is wrong to order American troops to step up when Afghanistan’s armed forces would not.” He acknowledged the gruesome images circulating through social media. “I also want to acknowledge how painful this is to so many of us. The scenes that are seen in Afghanistan, they’re gut wrenching, particularly for our veterans, our diplomats, humanitarian workers, for anyone who has spent time on the ground working to support the Afghan people, or those who have lost loved ones in Afghanistan.” email: ahanshaw@newspress.com

Students in the Santa Barbara Unified School District begin a five-day-per-week, in-person school year today. The district is also offering an independent study option, as mandated by the California Department of Public Health. CDPH also requires that teachers and students wear masks indoors. Last week, the district met with

its board to discuss district-wide COVID-19 surveillance testing. SB Unified’s goal is to begin antigen testing next week. All students will swab their own noses with the direction of an instructional video. “Even our six year olds will be able to do this,” Assistant Superintendent of Student Services Dr. Frann Wageneck said. District staff 70% vaccinated, more expected SCHOOL

Continued from Page A1 three to five that will collect the swabs and process the results within 20 minutes. Parents will be able to see the results online that day. Staff will call parents when a positive case is detected. Then, to rule out false positives, a molecular test will be sent to a lab. Vaccinated individuals will not need weekly tests, but the district will test everyone the first week to collect a baseline. As of Sunday, 37% of Santa Barbara County residents between the ages of 12 and 15 are fully vaccinated. Public district staff throughout the state are required to be vaccinated or receive regular tests — a policy adopted by SB Unified prior to the statewide mandate. Dr. Wageneck reported that 70% of SB Unified staff members confirmed proof of vaccination prior to the board meeting and expects more soon. A group of parents and community members protested the meeting last week, criticizing the district’s testing and vaccination requirements. Cold Spring School in Montecito also opens today for classes. The single-school district was one of the first in the county to reopen last school year. Goleta Union, Ballard Elementary and Buellton Union school districts return Wednesday. Montecito Union School, Hope Elementary School District, and Vista de las Cruces School begin the new school year Thursday. Lompoc Unified School District held its first day of classes Monday. Last week, Santa Ynez Valley Union High School District, Los Olivos Elementary, Santa Maria Joint Union High School District and Santa Maria Bonita School District returned Thursday. Classes began at Orcutt Union School District on Friday. Carpinteria Unified School District is working on teacher development this week and welcoming students Monday. McKinley Elementary will begin five-day-per-week in-person education along with the rest of the Santa Barbara Unified School District today.

Santa Barbara County reports 71 new COVID-19 cases

The Santa Barbara County Public Health Department detected 71 new COVID-19 cases Monday. There are currently 800 cases still infectious countywide, up 40% from a two-week average. Public Health has recorded a cumulative 37,454 cases. Santa Barbara reported 13 cases Monday, increasing its total to 7,022 cases. It has 139 cases still infectious. Lompoc counted 12 new cases. It has a cumulative 4,299 cases of which 128 are active. Santa Maria also found 12 cases, bringing its total to 12,267 cases. There are 205 active cases in Santa Maria. The unincorporated area of the Goleta Valley and Gaviota confirmed 10 cases. It has a cumulative 1,398 cases of which 40 are active. The following areas also recorded daily cases: Santa Ynez Valley, six cases (1,219 total, 32 active); Orcutt, three cases (2,099 total, 90 active); Goleta, two cases (2,027 total, 48 active); Isla Vista, two cases (1,480 total, 28 active); the South County area containing Montecito, Summerland and Carpinteria, one case (1,510 total, 24 active). The geographic locations of 10 daily cases are pending. There are 56 COVID-19 patients in the county, and 12 of those patients are in critical care.

TRAFFIC, CRIME AND FIRE BLOTTER ATM skimmer found at Santa Barbara bank SANTA BARBARA — The Santa Barbara Police Department is looking for a four-person crew that likely used a concealed “skimming” device to steal debit card information and withdraw thousands of dollars from patrons of the Bank of America branch at 3790 State Street.

SBPD received nearly a dozen reports of fraudulent withdrawals originating from this location from July 4-18. Suspects mostly operated in the early morning and occasionally used ATMs alongside legitimate customers. Victims primarily owned California Employment Development Department debit cards, which generally do not have EMV security chips. Detectives believe suspects may have stayed

at a local hotel. Anyone with information is encouraged to contact Detective Kyle Rapp at (805) 897-2331 or krapp@sbpd.com. SBPD warns residents against using ATMs or credit card terminals that appear altered or damaged. Report fraud immediately to the affected banking institution, and try to make cash withdrawals in-person rather than at a machine such as an ATM. — Annelise Hanshaw

When tragedy struck on 9/11, people from the surrounding stores gathered at the tables to talk and cope. She says all the regulars are nearly the same as 20 years ago, and she remembers their favorite orders. Mr. Bitar shares his wife’s enthusiasm for Via Maestra 42. He enjoyed relaxing and eating at the restaurant multiple times per week. “I fell in love with this place because of how traditional it is. It just reminded me of places I went to when I was growing up,” he told the News-Press. “Whether it’s the shape of the bread, the sauce in the recipe, the coffee, the seasonings, the espresso. I mean, just everything was right to me.” He even bought Christmas gifts for the staff — unaware that he’d be their boss one day. The Bitars are keeping everything the same:

the staff, the food, the marinara that simmers for hours, the rich espresso. They even are preserving the thank-you notes written to Mr. Moisio that hang above the doorway and a large picture of Mr. Moisio’s father. Mr. Moisio retired to enjoy time with family, but the Bitars expect to see him around. And they like it that way. “This is his baby. And so it was never for sale,” Mrs. Bitar said. “But he offered it to us if we wanted it, and there was no way we could say no. I mean, this is an amazing opportunity.” Their goal is to keep running the business like Mr. Moisio did. “I really believe Nicole and Georges’s enthusiasm, outgoing personality, creativity and experience are the perfect fit for Via Maestra 42. Together with our loyal, top-notch staff, they will continue to provide the same standards, high-quality products and serve the same tasty dishes people have been enjoying,” Mr. Moisio wrote in an email to friends.

Mrs. Bitar says the transition seems to feel right for both sides of the legacy. She also wants to maintain the restaurant’s pattern of focusing on details and elevating customer experience. “We hope to keep bringing things up a notch all the time,” she said. “We really want to focus on service. We want people to really feel warm and have our presence here all the time.” All three of the Bitar sons want to help out at the restaurant — perhaps motivated by the gelato. “I want to be that guy that recognizes somebody if they come in twice and have a smile on my face and really give them a good table,” Mr. Bitar said. Via Maestra 42 is open 8:30 a.m. to 9:00 p.m. Monday through Saturday and 11 a.m. to 5 p.m. Sunday. AS VEGAS — The Rat Pack is back. There was no doubt about that as Jeffrey Combs, a 1972 Lompoc High School graduate, joined his fellow “Star Trek” actors Casey Biggs, Max Grodenchik and Vaughn Armstrong with a concert of jazz, rock and blues parodies. They sang, made audience members laugh and jokingly reminded them to laugh in the

right places during a concert to wrap up 55-Year Mission Las Vegas. The gathering was a “Star Trek” convention, although fans did celebrate other sci-fi productions as well, everything from “Doctor Who” to “Galaxy Quest.” One panel featured “Supernatural” actors who happened to have guest-starred on “Star Trek.” The convention celebrated the 100th anniversary of the birth of the late “Star Trek” creator Gene Roddenberry with exhibits such as one honoring how Mr.

Roddenberry, then a commercial jet pilot, saved the survivors of a plane crash in Syria. That was before his career as a Los Angeles police officer, then writer of TV shows such as “Have Gun, Will Travel.” From there, he created “The Lieutenant” and launched the “Star Trek” franchise that continues today to tackle social issues and embrace, as the Vulcans say, Infinite Diversity in Infinite Combinations. But humor also is a “Star Trek” tradition, as demonstrated by Sunday night’s Rat Pack concert

at the convention site, the Rio AllSuite Hotel and Casino. The songs poked some fun at the characters that the actors have played. Mr. Combs portrayed two very different ones on “Deep Space Nine” — Weyoun, the Vorta administrator/chief of staff serving the evil Dominion, and Brunt, the head of the Ferengi Commerce Authority. Mr. Combs, who credits the PCPA theater program at Allan Hancock College in Santa Maria for leading him into an acting career, told the News-Press

he realized he had to play the villainous Weyoun with finesse and diplomacy. He based that on his character’s makeup. Other “Star Trek” actors at the convention stressed how they too were able to create their characters more easily because of the excellent makeup designs by UCSB graduate Michael Westmore, part of Hollywood’s famed Westmore family of makeup artists. Meanwhile, back at the concert, the rest of the Rat Pack kidded Mr. Combs by singing “Weyoun,” set

to the music of The Beatles’ “Hey, Jude.” The actors also jokingly expressed their resentment of being sidelined by “Enterprise’s” extended Xindi storyline by singing “Xindi” to the tune of the Association’s 1967 hit “Windy.” Besides singing, Mr. Combs rocked out on the guitar and played percussion instruments, which included a big emphasis on cowbells in one song. You don’t have to worry that they will make you feel worse than you already do. DEPENDABILITY — When a friend says that they will do something for you or with you, you know you can count on it. When you have a friend who has your back and is there for you, it makes your life easier and a lot more fun. It’s hard to count on people these days, and having just one dependable friend can make a big difference. These relationships are a true gift. SELFLESSNESS — Having someone who would give you the

shirt off their back is the essence of true friendship. Friends help each other and share their good luck, so that the friendship and your lives can continue even in bad times. It comes down to whether someone will help out, if they can, or not. Some people just can’t be bothered to pick you up at the airport. Real friends give of themselves. Friends are more than just people you know, work with, or hang out with at a party. Friends are the people in your life whom you know you can count on. Period.

As always at “Star Trek” panels, there was room for humor. The “Discovery” cast members set their phasers on pun, so to speak, and told jokes such as this one: How do frogs stay invisible? They use a croaking device. More humor came when “Enterprise” actors on another panel discussed the audition process that led them onto the “Star Trek” prequel series. John Billingsley said he thought his character, Dr. Phlox, might have some avian attributes, so he squawked like a bird between his

lines. After the audition, Mr. Billingsley got the role, but the producers never told him to drop the squawks. As the cameras rolled on the first day of filming, Mr. Billingsley squawked again. The director bluntly told him to stop fooling around. Anthony Montgomery said he got his part as helmsman Travis Mayweather by staying connected with “Star Trek” after failing to get a guest-starring spot on “Voyager.” He said a failed audition can set the stage for a successful one later. Another panel on Sunday celebrated a show whose 25th anniversary celebration last year was delayed by the pandemic: “Voyager.” Roxann Dawson, who played Chief Engineer B’Elanna Torres and has had a successful directing career, said she is directing

episodes of the new “Foundation” series, based on Isaac Asimov’s famous novels. And Robert Beltran and Garrett Wang, who played First Officer Chakotay and Ensign Harry Kim, took turns imitating Robert Picardo, who portrayed the holographic Doctor. Mr. Picardo wasn’t there to respond. The panel turned serious again when one fan thanked Mr. Wang for being on “Voyager” when there were few Asian-American actors in regular roles on TV shows. Mr. Wang noted he was, in fact, the only Asian-American actor with a regular television role when “Voyager” aired in the 1990s. The “Voyager” cast members agreed they were proud to be on a show that reflected diversity at a time before it had become a Hollywood trend.
