This year’s Old Spanish DaysFiesta may not have the buzzing energy from throngs of people crowding into De La Guerra Plaza or a celebratory kickoff performance before a large crowd at the Santa Barbara Mission. But that didn’t stop local kids from spreading Fiesta cheer on Tuesday by delivering flowers around town through Los Niños de las Flores. An annual tradition, Los Niños de las Flores involves flower girls and jovencitos, respectively boys and girls between the ages of 6 and 12, and la señoritas, teenagers between 13 and 18, bringing the spirit of Fiesta to retirement communities with flowers. On Tuesday, 88 local kids visited retirement communities like Maravilla in Santa Barbara, Casa Dorinda in Montecito and GranVida in Carpinteria, as well as Santa Barbara City Hall, the Santa Barbara City Fire Department, and the Santa Barbara Police Department. Under normal circumstances, kids would visit the retirement homes in large groups and enter the buildings to deliver the senior citizens flowers with a personal connection. Due to COVID-19, however, delivery groups were limited to individual families, and flowers were left outside the senior living facilities, the elderly residents greeting them from behind windows. “Before we would go inside and walk around and hand flowers to all the residents,” said Old Spanish Days associate Shelby Brewer after leaving flowers at the GranVida retirement home in Carpinteria. “This time we’re at the doors as they look through the glass and wave.” In an interview with the NewsPress, Old Spanish Days el presidente Erik Davis said that the theme of this year’s festival

Around 1 p.m., a group of la señoritas stopped by Santa Barbara City Hall to present a bundle of flowers to Mayor Cathy Murillo. Just as with the retirement homes, the flowers were delivered outside City Hall in De La Guerra Plaza as opposed to the usual setting inside the council chambers. Spirit of Fiesta Alena Velasco, 18, and Junior Spirit of Fiesta Alexandra Nocker, 10, were also present at City Hall as well as during the group’s subsequent visit to Fire Station 1. During both visits, they performed several measures of dancing. There was no music, so the dancers and the small crowd around them clapped in time. Though they had their preliminary auditions for Spirit and Junior Spirit in January, before the COVID-19 lockdowns, Alena and Alexandra were finally chosen in June, well into the pandemic. A sudden burst of light struck the night as an unarmed Minuteman III intercontinental ballistic missile was launched at 12:21 a.m. Tuesday from Vandenberg Air Force Base. The missile reportedly traveled more than 4,200 miles to the Kwajalein Atoll in the Marshall Islands. The ICBM test program is designed to validate and verify the safety, security, effectiveness and readiness of the weapon system, according to Air Force Global Strike Command. “This launch demonstrates that we are able to provide the range support needed to facilitate this test during peacetime operations in the midst of COVID-19 operations,” Col. Anthony Mastalir, the 30th Space Wing commander, said in a statement. “Signifying that our nuclear enterprise is safe, secure, reliable, effective and ready to defend the United States and our allies.” The launch came during a packed week of news for Vandenberg, including online news conferences scheduled for this morning on the base’s space program. The conferences will cover an agreement among the 30th Space Wing, Cal Poly, the Governor’s Office of Business and Economic Development, Deloitte and REACH on a master plan for a thriving spaceport at Vandenberg. In addition, the base has announced the name of the first Space Force member to be assigned to Vandenberg: 2nd Lt. Olivia Gillingham, 2d Space Launch Squadron acquisitions manager. All of that news follows Sunday’s successful splashdown of the SpaceX Dragon capsule. It was

SpaceX’s Falcon 9 rocket, which was used to launch the Dragon capsule, was tested during launches from Vandenberg. As the momentum in news builds, more attention is turning toward Vandenberg and its future role in outer space. This week, U.S. Rep. Salud Carbajal, D-Santa Barbara, and U.S. Sens. Dianne Feinstein and Kamala Harris, both D-California, supported naming Vandenberg the permanent location for the U.S. Space Command headquarters. A final selection is expected later this year. The three lawmakers backed Vandenberg in a letter, dated Monday, to Barbara Barrett, the secretary of the U.S. Air Force. “Our Central Coast community is eager to welcome the U.S. Space Command to Vandenberg Air Force Base,” Rep. Carbajal said in a news release Tuesday. “Vandenberg has garnered support for the U.S. Space Command nomination from a variety of local and state stakeholders, boasts an unparalleled talent pool and is a prime location to host the U.S. Space Command. “Nowhere is better suited for U.S. Space Command than Vandenberg Air Force Base,” Rep. While the current pandemic has limited many options for people to gather together, there are still ways for people to enjoy activities outside, in a safe manner. For those visiting Santa Barbara or even for those who live in the area, finding a way to responsibly travel across the county is important. One way people can get that information is

by visiting the Visitors Center located on 120 State St. The center is a partnership between Visit Santa Barbara and Santa Barbara South Coast Chamber of Commerce. The Goleta City Council held a special meeting Tuesday afternoon and voted unanimously to authorize the city manager to submit a letter of acknowledgement and support for the housing authority of the county of Santa Barbara’s application for the State of California’s Homekey Program. California’s Homekey program is an effort to rapidly sustain and expand housing for people experiencing homelessness and impacted by COVID-19. There is approximately $600 million of grant funding available through the program, $550 million of which comes from the State’s direct allocation of the federal Coronavirus Relief Fund while $50 million is from the State General Fund. Currently, Santa Barbara County, in partnership with the Housing Authority of the County of Santa Barbara, is working to secure Homekey funds to convert a hotel or motel in the area into transitional and permanent supportive housing with on-site wrap-around services. They are attempting to apply and submit their application before August 13. “If an agency applies for a viable project by that priority deadline, then they are only competing with the counties within that region,” Dominique Samario, Goleta management analyst, said. “They would be looking at dividing that money by Monterey County, San Benito, San Luis Obispo, Santa Barbara County and Santa Cruz County … $22 million dollars would be allocated for projects between these five counties.” The leading prospect in the endeavor is the Super 8 Motel located in Goleta at the corner of Fairview and Hollister Avenues, however, recently the owner of the property rejected an offer from the county. “As of yesterday, we found out the Super 8 owner and their broker, at this point, did not select the Housing Authority of Santa Barbara County’s offer,” Ms. Samario said. John Polanski, the housing development director for the

Santa Barbara County Housing Authority, also provided more context for the offer given. “We made a really strong offer, but we told them that we needed to have a decision and we needed to have the property in escrow as soon as possible early this week, so that we could do the studies and the surveys and the things that needed to be done in time to submit that priority application by August 13,” Mr. Polanski said. Ultimately, the team found out Monday that the owner would be taking another offer, but offered the county to stay on as a “backup option.” Given the timeline, however, Mr. Polanski told them they cannot be a backup option. “As of this moment, we are still in second place. We’re still in communication with our radius group brokers but as of this moment the position has not changed and they were still negotiating with that other buyer,” Mr. Polanski said. Even if they do not meet the August 13th deadline, the county will still submit a rolling application, however, funds could run out before they receive anything. Still, Mr. Polanski said the housing authority is committed to providing housing for the homeless population in Goleta. “We are still very interested. The housing authority is committed to doing something. It’s just good that this just happened to come, this one-time funding, and it just moved up our efforts but yes, we’re very interested,” Mr. Polanski said. Some of the concerns local community members and even local business owners had was that it would make the city more dangerous and would kill business in Goleta. Others also said that they are in support of the council sending its support to the county as they want to provide help to those who experience homelessness. “I don’t agree that this is a dumping site. I think providing housing is absolutely critical, more critical with COVID,” councilmember Roger Aceves said.

They also directed staff to establish a dual purpose designated reserve for the plant to fund capital maintenance and modifications of the desalination plant facilities, and to mitigate the potential repayment risk associated with accepting the grant. The council agreed that the dual purpose reserve is a good answer to the question of if the city will need to pay back that grant, and that desalination usage is for a drought buffer, and to not change that trajectory without an open-ended and rigorous civic engagement process. In other news, the council members were unanimous in supporting the commercial fishing industry in Santa Barbara. The city will now work with the industry to find 15,000 to 20,000 square feet for fisheries infrastructure, integrate fisheries (and all local foods) into postCOVID economic recovery and provide council level oversight on these activities. The council passed a motion to elect council members Mike Jordan and Eric Friedman to the Harbor Commission Subcommittee. Participants in public comment agreed with supporting the industry, including members of the Harbor

Commission, the Santa Barbara Fish Market and commercial fishermen. Nicole Hernandez, the city’s urban historian, provided an update on the proposed amendments to the Historic Resources Ordinance. She shared that the objectives of the amended ordinance are to update terms and definitions; develop criteria and process to establish historic districts; streamline the designation process; increase enforceability; improve organization of the chapter; and eliminate redundancies. Santa Barbara Mayor Cathy Murillo and council member Eric Friedman also passed a resolution opposing the proposal to restart offshore oil production and oil transport by truck. There were six “yes” votes and one vote to “abstain.” “Our community has been harmed by oil accidents and spills,” the mayor said. “We owe it to public health and public safety (to stop this).” Mr. Friedman added that restarting this process would be “inconsistent with both policy and public expectations on the measures we need to implement as we prepare for changes to our coastline.” “To have another type of spill would really have devastating impacts to the South Coast in particular,” he said.

s if his full name, Rutledge Alexander Mills, doesn’t sound impressive enough, the affable nonagenarian has been allowed to use the title “Sir” since July 2018. But all of his family and many friends in Santa Barbara and Santa Ynez, where he lives with his wife, Carol, know him by his

nickname, “Putty.” Why Putty? “It started back in the 1940s when I went to Santa Barbara High School. Friends teased me about my nose looking like putty. They called me Putty Nose, and that got shortened to Putty,” said 96-yearold Mr. Mills, widely known as one of the more colorful characters in the Santa Ynez Valley for a number of reasons. One of them is about that title “Sir,” which was bestowed upon

him when he was awarded the Press. I still ride all the time. I’ll quit when I’m 100, maybe,” said Mr. Mills, who owns five of them, all foreign models. He claims to be the World’s Oldest Speedway Racer, but he doesn’t do tricks on the motorcycles anymore. What kind of tricks? “Standing up while riding, sitting backward on the bike while riding and jumping off while going 10 miles per hour, letting the bike run in circles and jumping back on,” said Mr. Mills, adding that his blended family of four daughters and nine grandchildren, “never gave it a second thought.” He also did high speed sprint car racing in Ventura, San Luis Obispo and Creston with his friend Malcolm Roe. Among the other vehicles on his six-acre property on North Refugio Road in Santa Ynez is the prototype Mr. Mills built for American astronauts to practice driving the Lunar Rover before their trip to the moon during the Apollo 17 landing in 1972. When the idea of the moon rover project was proposed, it was designed by Boeing and subcontracted to Santa Barbara Research in Goleta. “They needed someone with experience in hardware and

Someone thought of me because I rode motorcycles,” said Mr. Mills, who moved to Flagstaff, Ariz., where the rover testing would be done on rocky desert terrain that replicated the moon’s surface. He worked closely with Gene Shoemaker, a renowned geologist and astronomer who trained the astronauts for their geological activities. He also trained astronauts Gene Cernan, Harrison Schmitt, Jim Irwin and Dave Scott how to maneuver it. “NASA paid $41 million for four moon rovers, but I built my prototypes for $2,000 each, using supplies from my surplus military catalog,” he said. “I had a 90-day turnaround to build them and finished in 89 days.” Although he enjoys looking back on his eventful life, Mr. Mills prefers to keep busy with a “bunch of things” — riding his motorcycles, working in his fully equipped

machine shop, and membership in a group called Quiet Birdmen. Members, called QBs, must be invited to join, and they join for life. Today, the club’s membership, organized into regional “hangars,” is made up primarily of retired airline, military and freight pilots, as well as a few astronauts, according to Wikipedia. Founded in 1921 by World War I pilots, the organization meets in various locations never announced to the public. It is also known as Ye Anciente and Secret Order of Quiet Birdmen. “I don’t like to sit around,” said Mr. Mills. “I had a heart bypass about 10 years ago, but afterward, I got my energy back. “The key to a good life at this age is to keep moving. I love studying history and spend a lot of time reading. It keeps the brain sharp and youthful.”

The U.S. Air Force recently announced that 2nd Lt. Olivia Gillingham has become the first member of the U.S. Space Force assigned to Vandenberg Air Force Base. After receiving her commission from the U.S. Air Force Academy on April 18, 2nd Lt. Gillingham is now serving as an acquisitions manager assigned to the 2nd Space Launch Squadron as a project officer at Vandenberg. A Thousand Oaks native, the release states 2nd Lt. Gillingham’s duties at Vandenberg will include

handling space acquisitions contracts and services that will meet mission requirements. “A week before graduation my commander called me into his office,� said 2nd Lt. Gillingham. “He asked if I would like to commission into the Space Force as an acquisitions manager and I said ‘yes!’ I am very grateful to be assigned to the 2 SLS at Vandenberg for my first duty station.� Made up of five flights carrying out diverse mission sets, one of the 2nd Space Launch Squadrons missions is to ensure the success of the 30th Space Wing’s mission during its respective launches.

“The 2 SLS is extremely excited to welcome Lt. Gillingham to our team,� Lt. Col. Brian Chatman, 2 SLS Commander said in a statement. “Her addition to our team marks the first official steps as we make the transition to the USSF. The 30th Space Wing will continue to lead the way in launch and test above the rest. Flexibility will be a key factor as we migrate the wing into the USSF. As we do, the 2 SLS will continue to drive USSF innovation by evaluating, integrating, operating, and facilitating emerging and current space launch and landing operations with USSF, like Lt. Gillingham.� As outlined in the Fiscal Year 2020 National Defense Authorization Act, the U.S. Space Command was re-designated as the U.S. Space Force on Dec. 20, 2019. While the Air Force and Space Force continue to “diverge into two separate warfighting entities,� the release states many Air Force members have already begun volunteering for the U.S. Military’s newest branch. Pepper stepping down as San Marcos High’s baseball coach By MARK PATTON NEWS-PRESS SENIOR WRITER

Jacob Pepper, who has raised the expectations of San Marcos High School baseball to its highest level in several decades, has decided to step down after seven seasons as head coach. “It was a very tough decision to make, but I needed to free up time for some other important things in life right now,” Pepper said. “We’ll see where it takes me, new doors will open.” Pepper, a science teacher at Anacapa School, also operates a youth baseball training company called Full Count Fundamentals. He and his wife, Alisa, are the parents of two sons: Jonah, 10, and Alex, 8. “My family’s been with San Marcos baseball since my eldest son Jonah was 2,” he pointed out. “Jonah used to sing ‘Take Me Out To The Ballgame’ at our home games and Alex has caught more lizards at Joe Mueller Field than anyone. “We love San Marcos but time flies, so I need more time for my family. My wife Alisa works full time in real estate and, along with my current teaching position at Anacapa School, I had to take something off the plate for the time being.” Pepper noted that “the unknown” caused by the COVID-19 pandemic was another factor in his decision. He submitted his resignation to San Marcos director of athletics Abe Jahadhmy two weeks ago but asked that it not be announced until he’d informed all his players and their families. He grew up in Tucson, Ariz. and played at Pima Community College as well as in the Arizona Fall League. He graduated from UCSB in 2004 with a degree in environmental science and also received a teaching credential from the University of La Verne. Pepper was hired by San Marcos in January of 2014 to take over a program that hadn’t had a winning season in three years. Three years later, his 2017 team was posting a win-loss record of 18-7. The Royals achieved winning records in four of Pepper’s last five seasons as coach. Both his 2017 and 2020 teams won CIFSouthern Section Academic Team championships.

“Jacob did a great job in developing the baseball program,” Jahadhmy said. “He had high standards and held the players accountable. “He also held himself and his coaches to the same standards. He leaves a program that is loaded with talent and the excellent structure that he created is in place.” The Royals were 5-3-1 and 1-01 in the Channel League, having battled highly ranked Santa Barbara to a 1-1 tie, when the coronavirus brought a sudden end to the season last March. Of Pepper’s top 11 players, five were only sophomores and three were juniors. San Marcos will return all six of its pitchers next season including UCSB commit Henry Manfredonia and

lefthander Chase Hoover, who struck out 40 batters and allowed only one earned run in 19 2/3 innings as a sophomore. Manfredonia, who also plays the corner positions in the infield, led the Royals with a batting average of .478. Catcher Joaquin Sandoval, who served as team captain despite being just a sophomore, batted .312. “The talent pool is deep, but more importantly the work ethic, strong character values and the leadership we have from our players at every level is outstanding,” Pepper said. “Having a player like Joaquin Sandoval, our catcher, will keep the transition seamless and continue to head the program in the right direction. “Obviously having two power

The most recent project was to erect eight, 85-foot backstop poles and netting to keep foul balls from landing on the school’s beach volleyball courts and in the football stadium. “For as many hours as our coaching staff put into the players, we probably put twice as many in working on the field, improving every aspect, resource and tool available to make it as great as possible for our players,” Pepper said. “The field has come a long way and it will continue to improve year in and year out. “San Marcos’ administration was always receptive and helpful in getting the program to where it is now, facility and all. We also have a ton of parents along the way for which I am very thankful to have helped put the program where it is today.” He said the best memories he’s taking away from San Marcos are the road trips to Arizona and Palm Desert, as well as the holiday parties, team barbecues and dinners. “Don’t get me wrong, there were so many memorable games and moments in and out of the competition which stand out each year,” Pepper said. “But seeing team chemistry, leadership, bonding, mentorship and relationships will be the most memorable. “Leaving a program with not just the talent we have, but the quality of the kid who goes through is the hardest part. I can honestly say that building the program and the process along the way is what I will miss most. There’s always a teachable moment for the players and for me. “The way I look at, I’ll always be there for all the players I’ve coached over the years no matter what I’m doing or where I’m coaching. All the relationships built along the way will last.”

It didn’t take the Santa Barbara Foresters very long to get going in their opening game of the 86th National Baseball Congress World Series on Tuesday night in Wichita, Kansas. Matt McLain hit the second pitch he saw over the center-field fence to lead off the game, and UCLA stud Nick Nastrini pitched a gem to lead the Foresters to an 8-0 win over the Denver Cougars. The game was shortened to seven innings due to the eight-run rule. McLain’s home run sparked a three-run Santa Barbara first inning that also included a double by Christian Encarnacion, a sacrifice fly by Branden Boissiere and a wild pitch. Encarnacion also belted a solo home run in the fifth. It was more than enough offense for Nastrini and reliever Alex Boshers, who combined on a twohitter. “We had a really good hitting practice earlier in the day, and we talked about slowing the game down and playing within ourselves,” Foresters manager Bill Pintard said. “We knew that if we played up to our regular ability, we were going to be fine. And we did. It makes a statement to win the first game like that.” Nastrini, the Foresters ace this summer, sailed through his six innings of work. He allowed just one hit --- which came in the sixth inning --- and struck out 11 while issuing one walk. Boshers, a newcomer to the Santa Barbara bullpen, pitched a scoreless seventh to end the game. After issuing a one-out walk in the second inning, Nastrini retired the next 12 batters he faced before he allowed a oneout single to Mack McKisson in the seventh. The talented righthander struck out six in a row from the third to the fifth inning. “Eleven strikeouts in six innings of work, he pounded the fastball and he had a really good changeup tonight,” Pintard said.

“His slider was also really good. He had three quality pitches going tonight. (Denver) really didn’t have a chance against him.” After jumping out to a 3-0 lead in the first inning, the Foresters tacked on two more in the fifth when Arizona State standout and brother of Matt McLain, Sean McLain, connected for an insidethe-park home run, which worked out to be a two-run homer. Sean McLain lined a ball to center field that bounced over Matt Turner’s head and rolled all the way to the wall in dead center field. McLain never slowed up around the bases. “I thought he had a chance (at an inside-the-park home run) because he’s really fast,” Pintard said of Sean McLain. “It rolled all the way to the wall and we sent him (around third). “Their shortstop had a good arm and he made a good throw to the plate, but Sean beat it. He was flying.” UCLA catcher Noah Cardenas reached base three times for the Foresters with a walk, hit by pitch and a single. Casey Dykstra and Encarnacion led Santa Barbara with two hits apiece. Dykstra, who batted eighth in the lineup, had a bunt single in the fourth inning and a two-run, opposite-field home run that just snuck inside the left-field foul pole in the sixth to make it 8-0. The Foresters advance in the winner’s bracket where they will play the Liberal, Kansas Bee Jays on Thursday night at Wichita State University. The game will either be at 4:30 p.m. (PDT) or 6:30 p.m. (PDT). There is no love-loss between the two teams, which have played each other a number of times in past years at the NBC World Series. “There’s history,” Pintard said. “Years ago, they were really good, but there’s some history of rough slides, and their fans have been disrespectful in the past. Center open from noon to 5 p.m. daily VISITORS

Still, people visiting safely and responsibly is an important way for Santa Barbara to make up some lost revenue. According to statistics from Visit Santa Barbara, tourism is one of the region’s biggest economic sectors. The South Coast totals more than $1.9 billion and generates more than $56 million in yearly tax revenue in a typical year. While the county isn’t banking on making that type of money, places like the Visitor’s Center are committed to helping the local economy recover. “Our local economic recovery will depend on a mix of customers from the local neighborhoods and our neighboring communities,” Ms. Miller said. The center is currently open from noon to 5 p.m. every day and according to Annemarie Rogers, the Visitors Center Executive Director, with many locals coming in to get information or even buy gifts. “Our current shopping policy invites a limited number of guests in at one time, who must be wearing masks, and asks that merchandise only be touched with the intention of purchasing. There is also directional floor signage to keep the flow of guests in a constant direction,” Ms. Rogers said. On average weekdays, the center helps upwards of 50 people. Ms. Rogers added that on weekends it gets busier with usually 100 people or more visiting. The center provides visitors with free masks as well as educating them on staying six feet apart, wearing said masks and having a list of what

attractions in town are still open. There is also a hand sanitizer station outside. “An important function of the center is to inform visitors how to travel responsibly. We educate guests on the face mask requirements, social distancing protocols, and how to be healthy and responsible travelers,” Ms. Rogers said. “The SBSCCC leadership team has been in constant communication with local health and government officials to support and comply with all mandates to ensure that everyone engages in business in a safe and healthy manner.” Funny enough, local people are especially curious during this time. Before the pandemic, many people would be too busy with day-to-day life to enjoy some of the natural beauty Santa Barbara has to offer. Now, the center is seeing an uptick in people wanting to get outside and do something. “For locals, we are fielding a lot of questions about what is open and what activities are available, especially for local families. We are so glad to be of service to our community in this way,” Ms. Rogers said. Overall, Ms. Rogers said she is especially happy to see the center back to being open and being able to help locals and visitors alike explore such a beautiful area of California. “Since the Visitor Center reopened, we have connected with many people – locals and guests alike. It is reassuring to share what is so special about Santa Barbara with visitors and provide them with the proper protocols to ensure they can enjoy all Santa Barbara, Goleta, and Carpinteria have to offer in a safe manner,” Ms. Rogers said. email: jmercado@newspress.com
