The Santa Barbara City Council voted unanimously Tuesday to designate Casa De Cuatro Vistas as a historic landmark.Thehouse, at 1201 Las Alturas Road, was designed by one of Santa Barbara’s most influential architects.“Staffdid a very nice job presenting it from a historical perspective,” Mayor Randy Rowse said. “The owners of the property were there and were very excited about the presentation.”Theresolution adopted by the council does not restrict any changes on properties around the historic house. It just prevents any changes to the house itself. The Historic Landmarks Commission has the power and duty to recommend to the City Council that certain structures, natural features, sites or areas in Santa Barbara having historical, architectural, archaeological, cultural, or aesthetic significance be designated as a landmark. And that’s what the council did Tuesday.Historic landmark status is considered the highest distinction given to a historic resource in the City of Santa Barbara and demolition is prohibited.“Designation as a landmark confers honor and recognition on structures contributing to the city’s unique historical and architectural traditions,” staff said.Architect Carleton Monroe Winslow designed Casa De Cuatro Vistas in 1919 in the Spanish Colonial Revival style, which became an important part of Santa Barbara’s heritage in the 1920s when the city deliberately transformed its architecture and look into a romantic Spanish Colonial Revival/Mediterranean style“Notcity.only is the main house architecturally significant, but the site has significant landscape elements and a small mid-century modern studio that contribute to the significance,” staff said. “Winslow purposefully placed the main house among large oak tree groves and on the hill of the Riviera to take advantage of the four views (Cuatro Vistas) that include the ocean and the mountains.”

Congressman Salud Carbajal toured the Goleta Community Center (GCC) on Monday to see first-hand plans to utilize $3 million dollars in federal community project funding he delivered to improve and help reopen the antiquated facility. Goleta’s General Services Director Matt Fore led the tour, which included Mayor Paula Perotte, Councilmember James Kyriaco and staff from the city and Goleta Valley Community Center. The city-owned building has been partially closed since January 2021 due the need for seismic improvements. (The Center Square) – The California Film Commission announced 18 films are receiving a portion of $93.7 million in Film and Television Tax Credits in the latest allocation, including a handful of big-budget films. The sequel to the billion-dollar blockbuster hit “The Joker” titled “Joker: Folie à Deux,” is among the four big-budget films receiving tax credits to film in California. The project is expected to receive $12.6 million in tax credits, according to the California Film Commission. The first installment of the Joker starring Joaquin Phoenix as the titular DC Comics character became the first Rated-R movie in history to bring in more than $1 billion at the box office.Three other big-budget films – Rebel Moon Part 2, The Thomas Crown Affair, and an untitled film by Netflix – also receive between $16 million and $20 million each in tax credits. The four big-budget films are expected to “generate $377 million in qualified spending and $748 million in overall spending in California,” the film commission wrote in a news release.Fourteen other independent films will also receive millions in tax credits from the state, including an untitled film by director Sofia Coppola. “We are thrilled to continue welcoming the kind of big budget films that used to be so susceptible to runaway production,” California Film Commission Executive Director Colleen Bell said. “In addition to our incentive, we have the best talent, crews, infrastructure, locations, weather and so much more. California is ready to help filmmakers make the most of all we have to offer.” In total, the California Film Commission estimates that all of the films set to receive tax credits will employ over 2,500 crew members, 596 cast members and over 28,700 background actors. The movies are expected to generate $915 million in production spending in California.Inrecent years, California has offered $330 million in tax credits per year to keep the film business in California. Gov. Gavin Newsom recently announced support for a bill that would expand the tax credit through 2030.

California continues to make major progress in rebuilding, revitalizing and reimagining our infrastructure to support a cleaner, safer and more equitable transportation system,” said Caltrans Director Tony Tavares. Projects approved this week include:·$25million including more than $22 million in federal IIJA funding to replace the San Jose Creek Bridge on U.S. 101 in Goleta near State Route 217 in Santa Barbara County. · $61 million including more than $55 million in federal IIJA funding to remove and replace the pavement on U.S. 101 near Gaviota in Santa Barbara County, from south of the Gaviota Beach State Park to Old Coast Highway. · $550,000 in federal IIJA funding to improve the water pressure at the Gaviota Safety Roadside Rest Areas on U.S. 101 in Santa Barbara County. This allocation will allow for the installation of a new water line between the northbound and southbound facilities. The CTC also adopted the 2022 California Transportation Asset Management Plan at the meeting. The plan lays out the needs and investment strategies for Caltrans and its partner agencies to maintain the state’s highway infrastructure – including pavement, bridges and other assets – over the next decade. California’s plan was the first in the nation to be certified by the Federal Highway Administration. The CTC’s adoption finalizes the plan.SB 1 provides $5 billion in transportation funding annually that is shared equally between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1. (The Center Square) – A majority of Americans think inflation will rise if President Joe Biden goes through with a potential plan to forgive $10,000 in student debt per borrower, according to a new poll. The CNBC/Momentive survey found that 59% of those surveyed said they are concerned forgiving the debt will make inflation worse.“Republicans are especially concerned: 81% of Republicans say student loan forgiveness will make inflation worse, nearly double the number of Democrats who say the same (41%),” Momentive said. Inflation hit the highest level in decades for several consecutive months in the last year before its growth leveled off, at least temporarily, in July. The poll found Americans are largely split on whether loans should be “Lookingforgiven.ahead, 34% say loans should be forgiven for those in need, 32% say all student loans should be forgiven, and 30% say no student loans should be forgiven for anyone,” Momentive said. “These numbers, too, have held steady since January.” The poll comes as President Biden faces a looming deadline. In March 2020, former President Donald Trump first suspended the loan repayments citing COVID-19. That suspension has since been extended several times, but it is now set to expire at the end of the month. The debts do not accrue interest while frozen.President Biden has yet to announce whether he will suspend repayments again or resume them. The poll surveyed more than 5,000 adults online earlier this month.

The federal government now has until Thursday to propose redactions and make any other arguments as to why the document should not be made public.
The U.S. Centers for Disease Control and Prevention reported the first case of COVID-19 was in the U.S. on Jan. 20, 2020. On Dec. 14, 2020, the first person in the U.S. received a vaccine against COVID-19 and as of Aug. 18, 2022. more than 108 million people have had at least one dose of a vaccine against COVID-19. More than two-and-half years later, at least 12 states are still under a state-of-emergency due to the pandemic. The states are Washington, California, Rhode Island, Colorado, New Mexico, Texas, Kansas, Illinois, West Virginia, New York, Connecticut andTrackingDelaware.which states have kept states of emergency can be confusing. For example, Ballotpedia had 21 states being under COVID-19 emergencies in place as of Aug. 1. The National Academy for State Health Policy had 14 states under COVID -19 emergencies as of July 26. The Center Square’s research found 12 states to be under a state of emergency, but even that requires context. The state of Georgia’s COVID-19 emergency ended April 15, 2022, according to the National Academy for State Health Policy. But Georgia Gov. Brian Kemp issued a supply chain disruption state of emergency that is still in existence. That supply chain order blamed disruptions on COVID-19. By extending a state of emergency declaration, states receive additional funding. For example, a COVID-19 state of emergency in Connecticut allowed the state to get an additional $748 million for its food assistance program. State officials said it “was vital to offsetting the effects of food insecurity.” It also gives government extended powers. In the state of Washington, Gov. Jay Inslee used his emergency powers to mandate anyone “engaged in work with a state agency” to be vaccinated against COVID-19.InCalifornia, the COVID-19 state of emergency is in force, but the state has been scaling back its powers. In February, Gov. Gavin Newsom lifted all but 5% of the COVID-19 related executive order provisions.Thestate of North Carolina terminated its COVID-19 state of emergency Aug. 15. The executive order stated it was no longer necessary “with vaccines, treatments, and other tools to combat COVID-19 widely available, and with legislation now providing the flexibility for NCDHHS [North Carolina Department of Health and Human Services] and North Carolina’ s health care providers to respond to TheCOVID-19.”COVID-19 virus will not be eradicated, according to Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases and the chief medical advisor to the president. Fauci said it’s not clear how the COVID-19 pandemic will play out, according to National Public Radio.
(The Center Square) — The U.S. Department of State issued a travel advisory warning Americans not to travel to some areas of Mexico due to increased risk of crime and kidnappings. It also warned that the U.S. government won’t be able to help Americans if they become victims of crime while traveling there.“Violent crime – such as homicide, kidnapping, carjacking, and robbery — is widespread and common in Mexico,” the advisory states. “The U.S. government has limited ability to provide emergency services to U.S. citizens in many areas of Mexico.” It also states that U.S. government employees are prohibited and/or restricted from traveling to certain areas in Mexico because many emergency services are limited. If they are already in certain Mexican states, they’re prohibited from traveling to cities after dark and from hailing taxis on the street. They are only allowed to use dispatched vehicles, including app•based services like Uber, and regulated taxi stands. They are also advised to not travel alone, especially in remote areas. U.S. government employees are also prohibited from driving from the U.S.•Mexico border to or from the interior parts of Mexico, the advisory states. The exception is daytime travel in Baja California and between Nogales and Hermosillo on Mexican Federal Highway 15D, and between Nuevo Laredo and Monterrey on Highway 85D.All Americans are advised to follow the same travel restrictions as U.S. government employees. Gretchen Whitmer of the unilateral powers she was using when she declared a state of emergency due to the COVID-19 pandemic.Gov.Whitmer had been using a 1945 law – which was prompted by a three-day race riot in Detroit three years earlier – that had no sunset provision in it and didn’t require approval by the state legislature.InMay2021, Gov. Whitmer told a news agency that if she still had that 1945 state-of-emergency law, she would use those powers, but not for anything related to a pandemic.Instead, the Democratic governor said she would use it to strike down legislation she opposed that held third graders back from being promoted to fourth grade if they were not proficient in reading. I am proud to have secured $3 million for renovations through Community Project funding, helping to ensure that the Center remains a resource for many years to come,” Rep. Carbajal said in a press release. “It is imperative that we get this important community resource fully operational and available to the large and diverse populations that gather here,” said Mayor Perotte in a press release. “We are beyond grateful for Rep. Carbajal’s successful and ongoing efforts to secure the funding necessary for us to make ADA improvements to this important city-owned building following the seismic upgrade project.”Typically, 100,000 visitors use the GCC each year, including an average of 250 seniors daily. More than 90 non-profit organizations use the facility monthly. The GCC serves as a venue for classes and activities including childcare, senior services and a host of other programs supporting arts, literacy and recreation. The Community Center also serves as a Red Cross shelter during natural disasters and as a community hub for the distribution of critical resources and services such as COVID-19 tests and food distribution. In order to make seismic upgrades, the city is required to make ADA improvements. The first phase of ADA improvements will include adding access aisles to ADA parking spaces, improvements to the path of travel from the bus stop on Hollister Avenue to the front door, new handrails on the front entrance access ramp and the addition of accessible toilet stalls to the inside restrooms.Futurephases could include additional improvements to ADA access throughout the Community Center and parking lot and/or improvements to the building’s infrastructure. These additional phases are under development. Seismic improvements will be funded by a $5 million dollar Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant which includes $1.3 million dollars in matching funding from the city of Goleta. The funding will provide for the installation of additional anchorage systems throughout the building to secure connections at the wall and ceiling intended to protect the building during an earthquake. Once the seismic upgrades are complete, the auditorium and dining room will be safe to reopen. Seismic upgrades are expected to begin in the winter of 2022. The first phase of ADA improvements will follow shortly thereafter. On January 1, the city will take over management of the GCC, which is currently being operated by the non-profit Goleta Valley Community Center (GVCC) organization. The city acquired the GCC from the Goleta Union School District back in 2013. (The Center Square) — An Asian moth with a wingspan of 10 inches has been spotted in Bellevue, Washington, the first known sighting in North America. The winged creature was seen on the garage of a University of Washington professor on July 7 and turned over to the Washington State Department of Agriculture for identification. “This is a ‘gee-whiz’ type of insect because it is so large,” Sven Spichiger, WSDA managing entomologist, said in a statement. “Even if you aren’t on the lookout for insects, this is the type that people get their phones out and take a picture of — they are that striking.”Atlasmoths live in southern and eastern Asia and are rarely seen outside their native habitat. An adult female was seen in Ramsbottom, England, in 2012, believed to have escaped from a collector.Atlasmoth caterpillars feed on citrus, guava, cinnamon, and Jamaican cherry tree leaves, experts say, but adult months do not eat and live for only one or two weeks, just long enough to mate. While a giant among moths, the Atlas is not the latest in the world. The Brazilian white witch moth has a wider wingspan than the Atlas by two inches, and the Hercules moth of New Guinea has a greater wing surface area at around 47 square inches. WSDA is asking anyone who believes they have encountered an Atlas month to photograph it and send the picture and location to pestprogram@agr.wa.gov for identification.“Thisisnormally a tropical moth. “Bullet Train” was derailed from its No. 1 box office spot by the anime film “Dragon Ball Super: Super Hero,” which grossed $20.1 million in its opening weekend. “Beast,” a movie about a man and his two teenage daughters being hunted by a lion, opened in second place with $11.6 million, which left “Bullet Train” chugging along for third place with $8 million. “Top Gun: Maverick” continues its long flight in the top 10, placing fourth with $5.9 million.Flying just below “Top Gun” was Krypto, Superman’s empowered dog, in “DC League of Super-Pets.” Placing fifth, the animated adventure grossed $5.7 million at the box office. “Thor: Love and Thunder” fell to sixth place with $4.1 million. “Minions: The Rise of Gru” was the No. 7 movie with $3.7 million. The sci-fi/horror thriller “Nope” fell to eighth place with $3.6 million. In ninth place was the murder mystery based on a bestseller, “Where the Crawdads Sing.” It grossed $3.2 million. “Bodies, Bodies, Bodies,” a movie about a party game that turns deadly in a remote mansion, fell to 10th place with $2.4 million.

You can’t help but love Basedher.ona novel, “Mrs. Harris Goes to A Paris” is a great story, and director Anthony Fabian made sure the film complemented the great acting. It was filmed in Budapest for exteriors that best depict London and Paris after the end of World War II. And there were some exteriors shot in the real London and Paris as well. By the way, you may have seen a TV version of this story.
