As you are well aware, booster organizations are the backbone of many strong music programs and their members are in constant need of information and services that help them make informed decisions. hile many professional associations exist to serve educators, and

there are a ton of resources for music students, one key segment that is often left out is the parents of those students involved in their school music programs. Enter L. Scott McCormick, former president and CEO of Bands of America, with his new venture, AMP – the Association of Music Parents, which is just beginning to gather steam. Scott recently stopped by the SBO offices to chat about his plans for this new organization and how it fits into the music education sphere.

School Band & Orchestra: Where did the idea for a National Association for Music Parents come from? Scott McCormick: When I was with Bands of America, one of the questions on my mind constantly was, “How do we connect the parents with what we’re doing?” We didn’t have the resources to develop that connection as deeply as we wanted to, so after leaving, I felt like I was being led in that direction.

My passion is for kids and music making. We can positively affect a lot of parents through this. SBO: What is the pertinent information that music educators need to know about this organization? SM: I believe, from the years of working with thousands of educators, AMP – The Association of Music Parents will be a resource that helps them be more successful at their first job, that of teaching our kids. We believe that AMP can be a vital portal for individual parents, parent organizations and booster groups alike, providing them with valuable information, best practice sharing and a place to build a community that strengthens our music programs and our society. The other major key is that while I observe many educators shy away from the word or concept of advocacy, it is imperative they be advocating for their music and the other arts as a part of their regular agenda. If parents can step up, provided they have the right information, and do much of this for them, it becomes a win-win. I have heard too many teachers say, “We don’t need to do advocacy, our program is safe.” That may be the case today, but by the time you realize that it is not safe, it is often too late. Be proactive! SBO: Any additional thoughts? SM: I would just encourage the teachers reading this to pass this article on to a passionate parent and let them take it from there. The cost for an individual to join is $12 per household per year, a dollar a month, and parent/booster groups can join at significant discounts. AMP also has a huge presence on Facebook and I encourage readers of this publication to join the conversation there also. Every program out there has something to offer to another and AMP is a platform for that sharing to occur. It’s time to get plugged in and turn up the volume.

The Parent

Trap By BoB Morrison

T

here is an emerging trend in music education funding that I call, “The Parent Trap.” Up until recently, it had

been isolated to California’s Redwood City, Concord, and dozens of other communities. Unfortunately, it is now started to pop up in school districts across the country.

To illustrate this point, here is an actual email I recently received: “I am a parent in a N.Y. school district, and although I no longer have anyone in the elementary school, I am worried. Our school’s budget recently failed and cut from the school program was our music program in our Elementary schools. Our Board of Ed says that if we can raise $170,000 in donations, grants or scholarships we will be able to restore our elementary music program.” Do you see what just happened? In a two-step move the school district has now shifted the responsibility to fund a core subject, music, from the school board to the parents. This is “The Parent Trap.” More and more parents and concerned citizens, with the good intentions of trying to keep their music programs alive, are falling for it. However, the minute a school district is able to shift the responsibility to fund a program from the district to the parents, they will never take it back!

If You Don’t Pass This Budget, We’ll Kill this Music Program

The Parent Trap really is a two-step process. First, using nearly the same strategy as highlighted in the January 1973 cover of National Lampoon, “If You Don’t Buy This Magazine, We’ll Kill This Dog,” school administrators will bundle a popular program (in this case music) with other less popular budget items in a referendum in order to get the budget passed. The veiled and unstated threat is “If You Don’t Pass This Budget, We’ll Kill This Music Program.” It is interesting to note that we have never seen any other core subject placed on a budget referendum… ever! By placing the music program into a budget referendum, the school system has now absolved themselves of their responsibility to fund music. If the budget passes, they get the money for all of their other programs and the music program stays. If it fails, the school administration now has the “cover” to kill the program by saying this is what the community chose. This is a false assumption –it is not the music program that people are opposed to: people are opposed to more taxes.

If You Want It So Badly… YOU Pay for It!

So, what happens when the budget fails? School officials will show how disappointed they are when the budget fails. They will say how much they support the music program (yet, if they really supported music they would not have put it out on the budget limb in the first place). Then, with


a simple suggestion, comes step two in our trap: “If you can raise the (insert budget amount here) from the community we will put the music program back.” The trap has now been successfully executed. Not only has the school administration passed the buck by pointing to the budget failure as “a community decision” to cut the music program… they have now fully shifted the burden to funding the program, or not, to the parents and concerned citizens in the community. Parents, already deeply disappointed by the loss of the music program, and out of a natural desire to provide this valuable educational experience for their children, jump at this chance for a solution. They organize, create community foundations, do fundraising and attempt to keep the music program as an initiative funded by donations. While this may solve the immediate problem for the parents, it is not a viable long-term solution for the program. Having the music program (a core subject under federal law and education policy in many states) now solely funded based on the community’s ability to fundraise will, in most cases, lead to the eventual loss of the entire program. The school system no longer has a stake in the program. It is now community funded. It is not the school district’s problem anymore!

Avoiding The Trap

Is there a way to avoid the trap? Absolutely. Here’s how: 1. Monitor Your School Budget Process – Assign someone from the community (it should not be the music teacher – preferably a parent) to attend the school board meetings to monitor the budget process. Many people do not follow the budget process until a budget is presented to the public. Many of the decisions impacting the budget are made during school board meetings months in advance (starting now!). Having someone at these meetings provides an “early warning” system in case there are budget problems that could put the music program at risk. 2. Get Organized – Gather a group of concerned parents to always be on

ity: providing educational instruction for our children in all core subjects. This also lets the community know that this is a short-term problem with a long-term solution. This is critical to the overall viability of the music program. A final note: In one school district in California, the parents had been paying for the entire band program (teacher and all) through the local community foundation. One day the superintendent told the parents they could no longer pay for the music program. The parents were forced to turn over any funds raised for music to the superintendent. His reasoning? “I am responsible for setting the educational priorities of our district. I should be able to spend these funds to support my priorities. Music is not one of them.” So, the program is now gone, the parents are out all the money they raised, and the children are denied the benefits of being involved with music. This is a lose-lose-lose situation if ever there was one, and the children are the ones who lose the most. When we allow our school districts to absolve themselves of providing music education as a core subject for all of our children, Nothing Good Ever Happens. Do not let the Parent Trap happen to you!

wo students from Washington State were among the 10 winners of this year’s School Band & Orchestra essay scholarship contest, with the other eight hailing from Connecticut, New Hampshire, Pennsylvania, Florida, Illinois, Tennessee, Minnesota, and Montana. Each winner was awarded a $1,000 scholarship and their respective school music programs received a matching award of musical products from co-sponsors NAMM, Alfred Publishing, Sabian Ltd., Woodwind & Brasswind, and Yamaha Corporation of America. The 2011 theme, “How My Music Teacher Has Influenced Me And My Goals In School,” generated more than 7,000 entries from all parts of the United States and several foreign countries. The music students received their checks from local music dealers who are members of NAMM (National Association of Music Merchants), a major co-sponsor of the program. 2011 marks the eleventh year for the essay contest, which has awarded $220,000 in scholarship funds and matching music products to more than 100 school music programs since its inception. The International Music Camp is a world-class fine arts camp located in the International Peace Garden, on the border between North Dakota and Manitoba. Founded in 1956, the IMC annually serves over 2,200 middle and high school students from around the world. One-week band and orchestra sessions are offered June and July, and feature guest conductors and outstanding artist-teachers on every instrument. Students participate in large ensembles, master classes and chamber groups, take private lessons, and study theory and ear-training. Opportunities abound for students to explore artistic creation and performance in our well-equipped and beautiful 80-building campus, which includes concert halls and spacious rehearsal facilities, music library, electronic music lab, classrooms, and studios. Recreation and social activities are essential parts of the IMC program, and students are housed in modern air-conditioned dormitories. Additional music camp sessions are offered in jazz, vocal music, piano, organ, guitar, handbells, world percussion, garage band, chamber music, and musical theatre. The 2012 schedule also features programs in creative writing, visual art, digital photography, speech, drama-improvisation, and dance. This program, along with the Leadership Training Program focuses on teaching your students how to be better band members by giving them the opportunity to work with the best in the business, including Tim Lautzenheiser, the staff of the George N. Parks Drum Major Academy, Thom Hannum and many more! Band Leadership Training emphasizes building the skills needed to be effective in a leadership position. Students learn the basics of these skills and how to apply them when working with their peers.
