Welcome to the

Thai-Sweden Review Message by Kenneth Radencrantz President Thai-Swedish Chamber of Commerce

I think that I am a very fortunate person, having been elected new president of the Thai-Swedish Chamber of Commerce. I am honoured and most grateful and all I can promise is to do my best. I know, it is a very demanding position. At this particular moment I would very much like to thank Roby Janssens, the former president of the Chamber. He has worked relentlessly to fulfill and meet the objectives of the Chamber and he has been a true mediator. For him it has been long hours of work. We have hopefully left behind us the world financial crisis but we are still facing long-term political problems in Thailand. We all sincerely hope that the government, or any government for that matter, will be successful and finally put an end to the political crisis. We need peace and stability in the country. Tourism, hotel and retail business have taken a considerable beating. We have all suffered, not the least mentally. We are tired of it. The Thai-Swedish Chamber of Commerce can exhibit a more sunny and positive side. Within the framework of all foreign chambers of commerce we have a continuous, on-going work to improve business relations and conditions for our members. In particular, our own Chamber takes a very active and leading role in the Property Committee of the Joint Foreign Chambers of Commerce in order to improve the conditions and possibilities for those, who want to buy property in Thailand. Still, a foreigner cannot buy land in Thailand. During the past year we have experienced a very close cooperation between the European Chambers and hopefully we will see a European Business Centre, financed by EU, at the end of this year. Our Chamber has got a new board of governors and already now we can promise a more active board, who wants to revitalize the Chamber activities and find new ways of supporting our members. We have formed a number of executive committees, who will work individually and will come up with new ideas, how we can improve member relations and chamber work. Best of all, the committees will carry out their own ideas after approval by the board. You will find more information on our website, www.swecham.com and you, as a member, will very shortly receive monthly e-mail Bulletin News that you hopefully can benefit from. We never know, what the future will bring but we can hope for a Thailand, where the politicians have put aside their political strategies and power games in order to work for a true democratic country, a new, stable and prosperous Land of Smiles.

As of January 2011, the first batch of Swedish fighter aircraft Gripen will arrive at the air force base in Surathani. Currently, everyone at the airbase is busy trying to get everything ready for the new jets and the trained crew, which will be living on location permanently. By Katrine Sigvardt

n mythological tales, the Gripen is a winged fabulous animal that symbolizes the sun, the heavens, and the golden light of dawn. It combines the symbolism and the qualities of the eagle and the lion, and as a guardian of treasure, the gripen represents vigilance and revenge. The Gripen is all of those things, but in real life, it is much more than that; one of the most powerful and modern fighter aircraft in the world. Developed by Swedes, the Gripen jet has become a symbol of high quality, great force, and power. The Royal Thai Air Force (RTAF) has purchased 12 pieces, which will arrive at Surathani airbase in January next year. The RTAF’s new and powerful weapon is the pride of Swedish defense technology and it is a direct result of the cooperation between Saab Aerosystems and Volvo Aero. This highly advanced, intelligent aircraft arrives in Thailand in January next year. From then on, its main responsibility will be to protect Thai airspace, which it will continue to do for the next 30 years – at least.

THAILAND READY FOR GRIPEN in the beginning of 2011. The first six of the 12 Gripen fighter aircraft that the government has ordered will arrive along with Thai pilots and other Thai staff that have been in Sweden on a two year very intense training course on how to operate the plane. Thailand has invested 34.4 billion Baht in the upgrade of the air force, and with its state of the art technology and high quality equipment, the Gripen will replace the old F-5 aircraft, which up until now have been patrolling and protecting Thai airspace. According to Kai Rosander, Vice President of Gripen Marketing, with Gripen the RTAF will experience a major upgrade. “The F-5 aircraft was developed in the late fifties, so it is really time for an upgrade for the RTAF. The F-5 does not compare to Gripen at all. There is a world of difference between the two,” he says and explains that the Gripen is one of the world’s most advanced fighter aircraft today. The Gripen is the world’s first fourth- generation fighter aircraft. The development of the aircraft began in the early 1980’s and even though Gripen is a modern, high quality, state of the art piece of machinery, it is still constantly being developed and upgraded in order to ensure that it keeps up with the development of new technologies. One of the most important features of the Gripen is that it provides the pilot with an accurate picture of his surroundings including the position of potential aggressors. More importantly, the jet is easy to fly, which allows the pilot to focus more other, more urgent matters and challenges while in the air. Another unique feature is the Gripen’s ability to land within a limited space, and therefore the jet is suitable for landing on very short runways – for example on that of a ship. Gripen is one of the most costefficient fighter aircraft today and it provides its owners with great value for the money.

Knowledge sharing

Part of the package deal and a priority for Saab is to educate the Thai crew and staff who will be working with Gripen in the future. At the moment, 50 Thais (including 25 Royal Thai Air Force officers) are living in Sweden where they are learning to operate and work with the aircraft. “The package includes 12

The idea is that eventually the Thai crew in Surathani will become independent and possess the necessary knowledge and skills required to fully operate the Gripen. In order to ensure that that happens, Saab has set up a new company in Thailand called AviaSaab Technologies. The role of AviaSaab will be to develop software for the aircraft in the future as well as producing command and control systems and simulators. In the beginning, it will stay close to the Gripen project but the idea is also to expand business in the future so that the company will be independent and able to stand on its own feet.

The support group will mainly consist of pilots from the Swedish Air Force and technicians from the Saab Corporation in Sweden and they will be based in Surathani for two years where they will be training, educating, and supporting the Thai staff to get the most out of their 12 new Gripen aircraft.

The Swedish staff will be living outside the airforce base. The Thais are excited and they feel confident that their Royal Thai Air Force will experience a significant change with the arrival of Gripen. Air Chief Marshall Chalit Pukbhasuk, Commander in Chief Royal Thai Air Force, says: “For the Royal Thai Air Force, Gripen is truly a major step of modernizing our air power. The driving force of such modernization is the changing nature of the threats to Thailand’s security. What matters to us is not just a new system of early warning but technology transfer and strategic cooperation between the Kingdom of Sweden and Thailand will ensure success of our missions.” The creators of Gripen, the Saab Group, are pleased with the way things have turned out between Thailand and Sweden. They welcome Thailand to the future of flexible, integrated and networked combat power, and they further promise that Gripen will meet or exceed the Royal Thai Air Force’s expectations.

Electrolux Expands Production in Rayong In order to adapt to the expanding market in the washing machine industry, Swedish Electrolux, giant global leader of household hardware is expanding its capacity in Rayong in Southern Thailand. By Katrine Sigvardt

E

ver since Electrolux was established in Rayong in 2004, sales have continued to grow steadily. The markets that Electrolux Thailand is catering for are expanding rapidly and therefore the need for washing machines in these same areas has increased accordingly. From 2007 to 2009, the production of front-load washing machines at the South Thailand facility tripled and the company expects a further increase of a similar significance during 2010. That is why the company is now, for the second time since it started operations in Rayong, expanding its capacity of the factory in Southern Thailand, which produces washing machines and dryers. Doubling production capacity Even though top-load washers

are also part of the production, Electrolux is the market leader in front-load washing machines in the growing Asian market – including Thailand. With the expansion of the Rayong factory, Electrolux Thailand is increasing its annual production capacity from 600,000 units to more than one million front-load washing machines by 2012. In effect, this means that the expansion of the new production line will double the front-load washing machine capacity, and it will make Electrolux Thailand one of the largest production facilities in Asia catering to both the growing domestic and export markets globally. The Rayong facility currently employs 650 staff but it is expected that 300 new jobs will spring as a result of the expansion.

Keeping up with the rapidly growing market

Sutti Manokitjarunman is the Managing Director and General Manager of Electrolux Thailand and according to him, the expansion of the Rayong factory is necessary in order to keep up with the increasing demand of the products Electrolux has been supplying the region with for years. The main reasons for investing in the Rayong factory have been to cope with the growing markets in Asia and to strengthen the company’s position in front-load washing in Asia-Pacific. “Electrolux is constantly making efforts to improve our cost effectiveness globally while washing machine is one of the fastest growing categories.” Because of that, the Thailand Rayong factory is a logical choice for the expansion.

“Rayong is one of the most cost effective locations, alongside with good production quality and R&D (Research and Development, red.) competence. There are also an established supply chain and a logistics infrastructure so that we can efficiently distribute the products to Europe and globally,” he says. Electrolux Thailand is hoping to become a dominant player not only in the growing Thai market but in all of Asia.

Expanding the horizons

“With the expansion in Rayong, we will have cost effective washing machines including front-load, topload, dryers and washer-dryer (2-in1) for the increasingly important and growing Asia markets and worldwide,” Sutti Manokitjarunman says. Up until now, the Rayong plant

has supplied big markets such as Australia, New Zealand, South East Asia, China, and Indian with their share of washing machines, but once the expansion has been completed, the company also expects to cater for the European markets. By expanding capacities in Rayong, Electrolux will also be able to benefit from the free trade agreements that went into full effect at the beginning of this year. According to Sutti Manokitjarunman, the increased capacity in the Thai market is a confident sign of the company’s commitment to the South East Asia region and to Thailand. “It marks another significant milestone as the leading fabric care expert and it will allow us to reinforce our leading position as the top washing machine brand in Asia,” he concluded.

To be completed by July

The expansion of the facility in Rayong has an estimated value of 225 million Thai Baht (5 million Euros) and it involves both a new assembly line for the production of front load washers as well as a 5000 square meter warehouse which will serve as storage room for the completed washing machines. Electrolux expects the assembly line to be fully installed in June and to be up and running by July. With the upcoming expansion, the Electrolux facility in Rayong will make a total investment of more than 1,1 billion Baht.

Travel Professional Takes on Thailand From tourism top roles in Sweden, Martin Rosborg spearheads recently-started Swedish-Thai travel wholesale company. By Joakim Persson

M

artin Rosborg, an exceptionally experienced travel and tourism professional from Sweden is the man in charge at Asia Overseas Travel Partner – a new Swedish-related travel wholesale operator on the Thai market. Moving to a warm country for real however became reality more suddenly and in a more unexpected way than this travel industry Swede had planned. Instead of scaling down by spending half the year on warmer pastures abroad he has now moved entirely to this tropical country. At the same time Martin has embarked on perhaps the challenge of his life. Now his job is to constantly deliver excellent holidays for their Scandinavian and Northern European clients yearning to visit Thailand – so the intention to scale down on working hours will definitely have to wait. Now the 24 hours does not even seem enough when they are building the business. “I had an old idea that I would once scale down on working and spend half the year in a warmer country. From the beginning that was intended to be Spain.” But destiny changed things for Martin who travelled to Thailand for the first time in 2004. He had been here for only two days when the tsunami struck the coast of the Andaman Sea, and even though he was personally unhurt it affected him deeply. “I experienced Thailand and the

Thai people and that influenced me strongly. I wanted to return to Thailand again soon and buy an apartment here.”

Exciting tasks

Martin’s career up to now has been a string of successful projects. He has been marketing Sweden internationally, he has been promoting Denmark in Sweden and Finland, and he has brought new life to fading tourist regions within Sweden. Time and again, Martin proved his worth as the manager who could spearhead any tourismrelated business towards becoming commercially viable projects of value for all stakeholders. And he has worked within various tourism companies, mainly on destination marketing, and with various segments such as private-, group- and conference markets. As CEO for Siljan Tourism AB (1989-1993), he turned this destination marketing company into a new and once again successful venture where the businesses in the region took on a much stronger role. This lead on to Next Stop Sweden (today Visit Sweden AB) where he as its Marketing and Sales Director worked was involved in placing Sweden as a destination on the world map. Here Martin could continue building his network of contacts both within the country and internationally within tourism as well as other industries. Then, as CEO of The Danish

Touristboard in Sweden and Finland (1996-2004) he continued his successful method in creating commercial, interesting projects for the stakeholders – in this case regions, destinations and companies - to invest in a powerful promotion of Denmark. Eight years later he took on the challenge as CEO of Stockholm Visitors Board (a marketing company which co-ordinates the Stockholm government and tourist industry’s interests in promoting the capital as a tourist destination worldwide) and once again he turned the attention to making the projects commercially viable and where the businesses’ roles, responsibility and usefulness were strengthened. “My association with companies, organisations and the public sector in Stockholm was very important in my work. I was also involved in developing new markets and finding new projects which could benefit the promotion of Stockholm,” says Martin about that role.

Next stop Thailand

The idea of working in Thailand came up after he met with the owner of Jambo Tours in Sweden, Kent Wallstedt. He wanted to create a destination company in Thailand, “who understood both the Scandinavian mentality and the Thai culture.” “He had earlier worked here himself for seven years, speaks Thai and has learned about the Thai culture. So a combination of both cultures is the most perfect way in order to be an efficient agent over here to serve Scandinavia. So that was our business idea,” explains Martin. “I would say we are quite unique with our background and experience on the market. To have knowledge about and being known on the market; there we have an advantage in knowing a lot of people. We have this concept of Scandinavian knowledge

And we have also broadened the ownership network in that way.” “So the business concept interested me when Kent asked me if I would like to join as co-owner since I had this idea of moving to Thailand anyway. And all of a sudden I found myself perhaps more operative than ever before when I moved to Bangkok and entered into this new job.” Now Martin finds himself inspecting hotels all over Thailand, attending trade shows in Europe, negotiating with existing and new business-to-business clients, as well as giving hands-on assistance to individual customers turning to Asia Overseas Travel Partner for assistance. And alongside him the Thai staff

“If something happens we have the strength in having Thai staff who can communicate in the local language which is the easiest way to solve any problems,” says Martin. They have also invested in an online booking system that their B2B clients in Scandinavia are used to and on the Thai side they monitor the communication from their clients up until midnight – since being 6 hours ahead – so they can act on requests immediately. “We’re doing B2B initially towards Scandinavia, but also other markets like Germany and the U.K. Domestically we function as a travel agent where we target the consumer directly. In Thailand we have mostly Swedish customers so far.” One of their largest clients up to now is Resia, a travel agent consisting in 74 sub-branches all over Sweden. “They still sell most of their trips in the shops and we provide them with a selection of hotels. What was important with them was to have an online booking system and to have a security which consists in that I myself inspect all the products to make sure they have the standard required for our customers.” The largest obstacle to become operative in Thailand Martin thinks was that the worldwide financial crisis came, and then the demonstrations in Thailand on top while they were just starting. “It’s been a tough ride, but we have a plan expecting to reach break even within three years and then be able to develop further into a well functioning company that can continue based on its revenue without the need for extra capital from the shareholders.”

A Sustainable World The Stockholm Environmental Institute has set up an office in Bangkok to promote sustainable and environmentally friendly development in South East Asia.

T

he Stockholm Environmental Institute - SEI - at first set up a small office in Bangkok in 2000, but it was not until 2004 that the office was formally established and since then, it has continued to grow. “Now we have about 15 researchers,” says Kai Kim Chiang – one of the reserachers at SEI who is a Singaporean expert in Environmental Science, Geology, and Geochemistry. Some of the 15 researchers are, however, not based here, but in Ho Chi Minh City and Cambodia, Kai Kim adds. SEI’s operational expenses are partly paid by the Swedish International Development Cooperation Agency (SIDA), partly by the Ministry of Environment in Sweden. Most of the work done by SEI concerns renewable energy and sustainable sanitation.

An agent for change

SEI is an independent international research institute. Being a non-profit, non-partisan research institute, SEI itself as an agent for change that promotes transitions to a more sustainable world. As opposed to other NGO’s in Asia, which are mostly one-issueoriented, the SEI works on a broader range of different issues that entail general sustainable development, according to Kai Kim. The projects they are involved in are both small and large scale. After the tsunami in 2004, the organization ran a three and a half year long program which focused on the rebuilding of Sri Lanka, Thailand, and Indonesia. The flagship program for SEI is the Sustainable Mekong Research Network (SUMERNET). This is a network of researchers set up to catalyse the transition to sustainability in the Mekong region.

SENSA involvement

SENSA, the Swedish Environmental Secretariat for Asia is SIDA’s knowledge-based environmental secretariat in Bangkok. It mainly promotes regional cooperation for an environmentally sustainable development in Southeast Asia. The organization has close ties with SEI, and in early 2008, SEI suggested that it consider facilitating a knowledge exchange program on climate change adaption. SENSA welcomed the idea and encouraged SEI and the United Nations Environment Programme (UNEP) to work out a proposal for the establishment of what would later become the Regional Climate Change Adaptation Knowledge Platform for Asia. The purpose of the platform is to facilitate climate change adaptation in Asia by generating new knowledge relevant to the development and implementation of environmentally sustainable policies, plans and processes. Until 2011, it will cover 13 countries: Bangladesh, Bhutan, Cambodia, China, Indonesia, Lao PDR, Malaysia, Myanmar, Nepal, Sri Lanka, Thailand, Vietnam and the Philippines. The program might expand to include more nations later on.

Communicating with Asian populations

At SEI, they are well aware that climate change cannot be reversed right away. They do believe, however, that it is possible to adapt in a proactive way in order to better deal with the problems the world is facing. Together, the organizations aim to develop real solutions, and the platform will help finding practical approaches to cope with these changes. One of the main challenges is to make the knowledge about climate change adaption available and easy to

STOCKHOLM ENVIRONMENTAL INSTITUTE - BANGKOK understand so that it can be applied to real life situations in the different countries. “During the inception year we focused on five countries of engagement; in addition to Thailand also Vietnam, Cambodia, Nepal and Bangladesh. To establish the network we needed to do a scoping in order to understand which the knowledge needs are in the different countries.” Thailand was selected as one of the initial countries where to support national-level activities and a scoping assessment is being undertaken. Thailand realizes the need for change, and that is why it has set up the Climate Change Knowledge Management Centre (CCKM), which will be the national node for knowledge on climate change. Together with the Adaptation Knowledge Platform, the CCKM works to understand what knowledge is essential to Thailand. Some of the adaptation challenges Thailand faces in the future range from extreme weather changes that might result in floods and droughts to shifts in rainfall patterns, which on the long term are likely to affect water storage systems and irrigation, cropping, fisheries and coastal ecosystems. “We worked with national-based research institutes on generating a report on the needs assessment within their countries and also to identify areas in which the platform could provide strategic inputs to try and facilitate information exchange in the different countries,” Kai Kim explains. “But we also want to make sure

the knowledge is being applied, reaching the target audience in a way that will help its people to develop their adaptation strategy,” she says and adds that this does not only include government officials. They also target local governments and business owners. Kai Kim explains that it is very important that the private sector becomes more involved in the climate change adaptation platform. The primary focus for this group should be sustainable development, corporate responsibility, and the role businesses can play in facilitating adaptations to climate change. Ultimately, civil servants, researchers and development workers will be equipped with the knowledge, tools and opportunities to promote climate adaptation strategies in their work, as well as a limited number of local communities with whom research and pilot activities are undertaken..

One step at a time

The most effective way to build adaptive capacity is to start with the current routines and capabilities. These can be built on by looking closely at how risks are managed, knowledge acquired and experiences learnt from under current climate. It is however important to recognize that different approaches are necessary. There is a need to work from the bottom-up with practitioners, sectors, and agencies at different levels rather than a topdown intervention for designing and

implementing effective climate adaptation strategies. Better ways are also needed to bring policy-makers, researchers and other stakeholders together to work closely on creating new knowledge, locally as well as globally, drawing on both science and practical experience. “The climate models are getting better and better, so our understanding of future climate change predictions is also improving. Today, an adaptation project looks more at the longer term but also has actions within it, taking into account the future climate and how that might impact the vulnerability of the community to those sort of changes,” Kim Kai explains. “The starting point is to look at the development strategy or the vision of in which direction development wants to go and then try understanding how it might be affected by climate changes and then making adjustments to those plans and try and account for such possible changes.”

Future actions

“There’s a group which is trying to advocate that you shouldn’t really look for your 100 per cent solutions, but maybe try out different options and look at a whole range of different alternatives which might each be able to fix five to ten per cent of your problems. So what you try to do is taking measures focusing on achieving a five or ten per cent target and once you put all of those together, the successful ones will then maybe add up to more than a hundred per cent. So you build in some sort of redundancy where some projects can fail, which is okay unless all are failing on a large scale,” Kai Kim concludes.

BOI Chose Sweden Which are your priority sectors and types of investment to attract via this BOI office?

Thailand Board of Investment (BOI) opened its latest office in Stockholm on 25 September 2009. By Joakim Persson

t was a privilege for Sweden when Thailand’s Board of Investment chose Stockholm – the ‘Capital of Scandinavia’ – as its new European office last year. To draw investment from Northern Europe and to promote Thailand as a gateway to emerging Asian markets, BOI opened its latest office there. The BOI office in Sweden is being led by Ms. Chollada Areerajjakul. Coinciding with the opening an investment seminar, “Thailand Means Business”, was held in September 2009 co-organized by the Swedish Trade and where attendants learned that this new office is expected to increase investment from Northern European countries by 15%. Learn all about this new office, the incentives to invest in Thailand, the Thailand Investment Year 2008-09, the ‘One Start One Stop Investment Center’, and the transitioning of Thailand into a knowledgebased economy in this insightful interview with its Director, Chollada Areerajjakul.

What was the rationale behind opening a BOI office in Stockholm? We opened the Stockholm Office because there was a great deal of interest coming from the countries in northern Europe, and the significant potential that companies located in these countries represent. Further, the BOI expects that the activities related to high technology, environmentfriendly products and alternative energy where Scandinavian companies are widely regarded as experts would make a large contribution to various aspects of Thailand’s development.

Could you outline the BOI benefits that you are emphasizing to your target markets from the Stockholm desk? Which are the strongest selling points towards your target markets here? Basically, the BOI offers two kinds of incentives to promoted projects, regardless of location: tax incentives and non-tax incentives. • Tax-based incentives, which include exemption or reduction of import duties on machinery and raw materials, and corporate income tax exemptions; and • Non-tax incentives, which include permission to bring in foreign workers, own land, and take or remit foreign currency abroad. The following 7 activities are eligible for BOI Promotion: - Agriculture and agricultural products - Mining, ceramics and basic metals - Light industry - Metal products, machinery and transport equipment - Electronics and electrical appliances - Chemicals, paper and plastics - Services and public utilities To the second part of the question, the strongest selling point that BOI can make to investors in these target markets is all that Thailand itself has to offer, including a low-cost, foreign and investor friendly environment.

We would hope to be able to attract those investments that help the transition of Thailand from a low-labor industrial economy into a knowledgebased and value-added economy. “Green” technologies, value-creation products and services, and creative industries are areas in which the BOI would like to attract investment. • Green businesses include biomass, biogas, wind and solar energy, environmental protection, R&D of eco-friendly technologies and products, and recycling. • Value-creation businesses include manufacturing or services that create value from Thailand’s core industrial strengths in agriculture, automotives, electronics and software.

Creativity-based businesses include film, animation, fashion, entertainment, software and design centers. Could you describe the main reasons why investors find Thailand the best choice for investment? Thailand’s strategic location, consistently strong market-oriented economy, well-developed and modern infrastructure, investor-friendly environment, liberal investment policies, large pool of skilled workers, and social stability make for highly cost-efficient business operations in the country. Could you explain the One Start One Stop Investment Center? As a case example, let’s imagine that an investor from Sweden in the rubber industry, which is large in Thailand, wants to find a local partner and invest in a project to sell related technology or produce machines in Thailand. How can you at the BOI assist such a client? Furthermore, what about business match-making? The One Start One Stop Investment Center (OSOS) is designed to offer a wide range of investmentrelated services at one location. The OSOS makes it easier for investors to contact multiple government agencies which are spread all across Bangkok. The center, located in Bangkok’s Central Business District for convenient access, opened for business in November 2009. Representatives from more than

20 government agencies under 10 ministries are stationed at the OSOS to offer services covering business consultancy and assistance on a wide range of applications or registrations, including business registrations, tax registrations, BOI investment incentives, foreign business licenses, factory permits, and FDA permits. If an investor from Sweden in the rubber industry wanted to find a local partner or invest in a project, he or she could contact the BOI’s BUILD office, which provides free of charge a business match-making service. The BUILD unit has been set up to promote Thai industries undertaking several kinds of activities and services by helping buyers source parts and components from them. Interested investors can post a request or look for their business matches on the

Are recent political uncertainties in Thailand – resulting for example in the temporary closure of international airports – something that potential foreign investors express concern about? And if yes, what is your reply to them from the BOI? Yes of course. It is incumbent on investors to monitor anything that could affect their investment, but let’s remember that the temporary closure of the airport was just that— temporary, and not something that is characteristic of events in Thailand. Don’t forget that during that same period, the World Bank once again moved Thailand up in its rankings for Ease of Doing Business, and now places us 12th in the world. Investors in Thailand realize that our investment policies that benefit them remain unchanged and will even be further enhanced. Rules and regulations have been improved and programs are in place to provide more

convenience and better and faster services to investors. We are considering deregulations and new measures that would help simplify investment promotion applications while encouraging investors to increase production efficiency. The surge in investment promotion applications to the BOI, exceeding the target of 400 billion baht by 80%, has been described by the Board as an “unexpected surge.” What are the main reasons for this surge, and can you also recognize this trend from the Stockholm Office? The surge of investment application value in 2009 was driven mainly by the expiration of the Thailand Investment Year 2008-09 campaign on December 31, 2009. Last year’s surge in potential investment value is considered reassurance that Thailand remains an attractive investment destination in the eyes of foreign investors, despite internal and external hurdles. When looking at investment from Sweden, the BOI saw 9 projects applying for investment promotion in 2009, which is 2 more projects than in 2008. However, the total investment value declined from 1,047 million baht in 2008 to 664 million baht in 2009. How is a lower cost of living really an incentive for a large corporation, in your view? For example, the personal low cost of living is highlighted but in reality tuition costs at the international schools in Thailand preferred by most westerners are not inexpensive by international comparisons. So is this really a selling point towards Swedes?

The cost of living is more inclusive than just the cost of an international school, and takes into consideration other factors such as food, housing, transportation, household goods, entertainment and much more. International schools in Thailand are competitive in cost with most other cities, and when you factor in the other considerations you will find, as others such as Mercer Consulting, that Thailand remains a low cost of living location. Can you provide a review of Thailand Investment Year and point to what is to come in 2010? Has there been a positive outcome, despite the global financial crisis, from the special investment package of 2009? As mentioned earlier, the Thailand Investment Year 2008-09 promotion package was offered to investors in six key industries: energy conservation and alternative energy, high technology, manufacturing ecofriendly materials and products, megaprojects, tourism and real estate, and high technology in agricultural industries. The maximum incentives during Thailand Investment Year were: • Exemption on the import duty for raw materials, machinery and equipment • 8-year exemption of corporate income tax • 50% reduction of corporate income tax for 5 years • Double deduction of transportation, electricity and water supply costs • 25% deduction from net profit for facility installation and construction costs in addition to normal depreciation capital

The BOI is reviewing measures that expired at the end of last year which are is in line with this direction, including Thailand Investment Year 2008-09 measures to improve the efficiency of production processes and solve environmental problems. The Board is also studying details of new investment promotion measures that lead to sustainable investment. These include measures to develop human resources in support of the knowledge-based economy, strengthen science and technology, promote environment and communityfriendly investment such as Eco Towns and Eco Industrial Estates, and build the industry and services from cultural uniqueness and value-added creativity. When comparing Thailand’s regional competitiveness, Vietnam as an example is picking up speed. Vietnam’s FDI target for 2009 was US$30 billion, while Thailand attracted investment applications last year valued at US$22 billion. The total for the BOI in 2009 was 1,573 projects, which was in fact the highest number in 40 years. Still, it seems that Vietnam is attracting more FDI than Thailand. How does the BOI view the competitive situation, and how do you convince investors to choose Thailand for their projects in the region? It may seem that way, but I don’t think there are enough years of investment to make an accurate comparison between the two countries. Nevertheless, it is not a zero-sum game and we welcome the economic rise of our neighbors. As a liberal economy, we see competition as something that can only benefit Thailand in the longer term and we feel very confident that with our infrastructure and skilled work force that we can compete on a level playing field. The Thai government always pursues liberal investment policies. How does this compare internationally, and how do you keep up with competing countries, such as Vietnam? Moreover, in certain sectors Thailand is no longer a low-cost country by international comparisons. Examples

Scandinavian Village is catering to the growing number of retired Scandinavians looking for a “long-stay” home away from home. Scandinavian Village was the first facility promoted by the BOI under the long-stay tourism category, receiving official approval in January 2002.

include textile production and the jewelry industry where investors have moved elsewhere. What, then, is Thailand’s emphasis for the future? When compared with Vietnam, the Philippines, Malaysia, Indonesia, India and China, Thailand is considered more competitive in terms of land cost, the availability of raw materials, and other factors. However, the country’s competitiveness in the areas of labor cost and labor availability is decreasing, especially in relation to Vietnam and China. But then again, Thailand is no longer a developing country, but has moved into the ranks of lower middle income countries. As mentioned, we are transitioning the country into a knowledge-based economy and that will support higher wages. With regard to jewelry in particular, we have just resolved the 10%VAT on imports of jewelry raw materials that should in fact make the country more competitive for those who wish to manufacture jewelry in Thailand for export. With regard to accessibility to domestic sources of funds, foreign investors see access to capital in Thailand as being greater than in other countries. They acknowledge, however, that the terms and conditions stipulated by the Thai stock market and the criteria for business loans implemented by Thai financial institutions have been made stricter to avoid non-performing loan problems. When comparing economic conditions, market demand in Thailand is stronger than in Vietnam, the Philippines, Malaysia and Indonesia, but not as strong as in India and China. No significant difference is seen between domestic interest rates and foreign exchange rates. Foreign investors view Thailand as having a better infrastructure than

the competitors, while the country is seen as behind Malaysia in terms of laws and regulations, constancy of government policies, and transparency of government procedures. Are investors concerned about patents and IP protection in Thailand? It is undeniable that patents and IP protection constitute a strong foundation in the development of trade and investment for the country. This plays an important role in ensuring competitiveness among enterprises, writers and individual inventors. Thailand’s commitment, therefore, is to provide effective and appropriate enforcement of intellectual property rights. Thailand recognizes three kinds of intellectual property rights: patents, trademarks, and copyrights. The Patent Act protects both inventions and product designs and pharmaceuticals. The Copyright Act protects literary and artistic works and performance rights by making it unlawful to reproduce or publish such works without the owner's permission. The Trademark Act governs registration of, and provides protection for, trademarks. Thailand has 7 intellectual property-related laws, all of which are consistent with international standards: • Copyright Act of 1994 • Patent Act of 1979, as amended by the Patent Act (No. 3) of 1999 • Traditional Medicine and Practice Act of 1999 • Trademark Act of 1991, as amended by the Trademark Act (No. 2) of 2000 • Act for the Protection of LayoutDesigns of Integrated Circuits 2000 • Trade Secret Act of 2002

Thailand has also become a member of the Patent Cooperation Treaty at the end of 2009, which offers inventors, researchers or exporters who seek patent protection in multiple countries a more user-friendly, cost effective and efficient option. Thailand, being No. 3 in Asia, ranks 12th in the World Bank Ease of Doing Business 2010 ranking. And yet Thailand is also known for red tape. Can you comment on this? Is the BOI the answer to a good ranking? Furthermore, in comparison with Singapore's science parks, what makes an investor choose the Thailand Science Park? In addition, it has been pointed out that Sweden and Northern Europe have a lot of high technologies that Thailand could learn from and which could be utilized to enrich what you already possess. Are there any actions or collaborations in the pipeline regarding this? Thailand has long understood that offering investors an attractive package of fiscal incentives is not enough. To remain attractive in the increasingly competitive investment landscape, it is necessary to provide investors with services before, during and after an application is submitted. The establishment of the OSOS is the latest step taken by Thailand in creating an enabling environment for investors. Moreover, Thailand has just recently undertaken efforts to address this concern by reducing the numbers of documents that investors are required to submit for visas and work permits. Our aim is to reduce all documentation that isn’t essential.

BOARD OF INVESTMENT - STOCKHOLM And here I think you can see one other strength that Thailand offers. When investors do complain about something, we react and try to resolve the problem. Thailand’s Science Parks offer a highly skilled and highly motivated work force, which investors can avail of, in addition to the lower costs. Please explain the following: "The Board may specifically fix the shareholding of foreign investors on some promoted projects when it is deemed appropriate." For manufacturing projects, there are no equity restrictions on foreign investors. The BOI has recently expanded the shareholding criteria so that foreign investors could hold up to 100% of shares, regardless of the investment zones. Activities related to services were included in this. However, there are some projects that must achieve standards set by relevant government agencies. For instance, on the investment projects under List One of the Foreign Business Act B.E.2542, Thai nationals must hold shares totaling not less than 51 percent of the registered capital. Medium and small-scale projects dominated the investment applications to the BOI in 2009. Please outline the requirements and kinds of investment you can support; within the service and public utilities sectors, for example. The BOI has increased to 57 the number of activities eligible for investment incentives and promotion, and has removed restrictions to further support Thai SMEs from various industries. The Board also lifted the condition imposed on creative industries which required projects to receive OTOP certificates or a local product standard certificate from the Thai Industrial Standards Institute (TISI), or to gain approval by the sub-committee of the Office of Small and Medium Enterprises Promotion. To apply for SME promotion schemes, investors are now allowed to use their local machinery at a maximum value of 10 million baht and the newly invested machinery of not less than one-fourth of their used machinery value. There are many examples of SME-eligible activities. These include plant propagation and breeding, the manufacture of biological fertilizers

and organic fertilizers, animal breeding and husbandry, the manufacture of products from herbs, ceramic products and tiles, glass and glass products, textiles, shoes or parts, bags or parts, sports equipment or parts, stationery, toys, musical instruments, machinery and equipment, vehicle parts, electrical and electronic equipment, plastic products, and printing activities. A minimum level of investment capital, excluding cost of the land and working capital, of 1 million baht is required for all types of activities eligible for BOI investment promotion. Which of the [selected] activities listed below deemed eligible for BOI promotion as of June 2009 does still apply? The following selected activities still apply: Long-stay business Must be approved by relevant government agencies and must provide a variety of services such as lodging, health care, and travel services. Only non-tax privileges can be granted. Dedicated health centers Projects must achieve standards set by relevant government agencies. Regarding tax incentives, only exemption of the import duty on machinery will be granted. Retirement homes and care centers Must achieve standards set by relevant government agencies. Only exemption of the import duty on machinery will be granted. Hotels Each hotel must have at least 100 rooms or the minimum investment (excluding cost of the land and working capital) of not less than 500 million baht. Projects located in Zone 1, Zone 2, the Hat Yai district of Songkhla or the Muang district of Chiang Mai shall receive only non-tax incentives. Projects located in Zone 3 (excluding those specified in No. 1 and No. 3) shall receive only an exemption of the import duty on machinery and other non-tax privileges. Projects located in certain other locations will also receive certain rights and benefits. Software This is classified as a priority activity of special importance and benefit to the country.

1. Projects must have high-speed fiber-optic communications systems throughout the area. 2. The main telecommunications system must have a high-speed cable from the software park to domestic and international telecommunication centers. 3. Continuous back-up of electricity supply must be installed. 4. The total area must not be less than 10,000 square meters. Regional Operating Headquarters Must provide services to associated enterprises in foreign countries or its foreign branches in at least three countries and must have registered capital of at least 10 million baht. It may be majority or wholly foreignowned. Must obtain operating licenses from relevant government agencies and finally it must have a business plan and a scope of business approved by the Board according to certain criteria with can even include ‘Other services’ on a case-by-case basis. Rights and benefits are: Exemption of the import duty on machinery for R&D and training activities as well as other non-tax incentives. To what extent are those factors essential to certain kinds of investors? It is true that as a gateway to trade in the region, Thailand offers many cost and logistical advantages to investors that produce and export from the country. It is important to recognize that the world is moving to a place where Thailand has been for most of its history, towards free and fair trade. There are some sectors that will benefit more than others from these FTAs, but in the longer term we should all look at free trade as a winwin scenario.

hen Tourism of Thailand’s representative in Stockholm finishes his stint there later this year he can look back at some pretty good figures about Scandinavian tourism to Thailand. “When I came here in we had 400,000 visitors from the Nordic countries and now we have around 800,000, so it has doubled. Also we have more and more repeat visitors; more than 60 per cent from Scandinavia. And most of them stay quite long in Thailand, 16 days on average, while many also stay for a month or two,” says Director Manit Boonchim who in August ends his four years in Stockholm, an office responsible for the Nordic Countries, including Iceland, and also the Baltic countries. “Also many of them go there together with their family. For me these are good quality tourists for Thailand, because they prefer to stay in natural areas and they take care of the environment,” he adds when talking to TSR about the significant increase in tourism to Thailand from Scandinavia and the Baltic countries. While on this topic of quality, this is something Manit touches upon several times and explain the new approach indicated by TAT:s Governor – the change in strategy to focus on quality over quantity. “We try to let the government know that in the near future we should focus on quality. We could do maybe only five per cent increase yearly in the number of visitors. But we should focus on the quality tourist,

“Yes, before it was only about getting more and more tourists. But now we try to focus on segments of the market. Women, for instance – in Thailand we know that a lot of tourists are men. We’d like to balance with the women market; maybe we can get something better in terms of the industry development of tourism, spa and shopping. Wellness and medical facilities, we focus on this.” Somebody has to realise there is a cost involved to increase tourism too; such as keeping the beaches clean and the challenge to upkeep the quality. “That is very important,” agrees the TAT director. “And that is why the new policy to decentralise the government is a good way forward; to let local and provincial authorities work harder in terms of development. The central government will offer more resources to those closer to the area. That is the way forward to develop the destination and coordinate with the tourism industry in the area.” Tourism growth is different and cannot be developed in the same way across the board, he thinks. “TAT thinks we have to work together with the stakeholders and local community to expand and promote the tourism industry in the country. It’s not only TAT:s job or the government or some private sector; we have to get the local communities and all of the stakeholders in the provinces to coordinate and support, and also to develop the country to reach a higher standard of quality.” TAT also tries to promote more those who are involved in environmental and green tourism for the future, such as resorts and tour operators having environmental programmes. Partly this is being done

via its tourism award and also by marketing of eco-tourism and green hotels. In Stockholm TAT will not rest on its laurels based on the great tourism statistics. Director Manit thinks it is important to present new reasons why people from Northern Europe should continue travelling far away to visit Thailand in large numbers and as a method to appeal to new visitors. Then tourism from Sweden could continue to grow. And he has some quality research to back up how TAT will position Thailand on this highly important growth market onwards. “Since we have a lot of tourists from the Nordic countries compared to the population we needed research how we can increase tourism and also how to offer visitors more and what we can offer others who did not consider going to Thailand.” “During the past three years there was a big increase. I’ve seen a big demand so we worked together with the charter companies. But from now on we cannot do the same. And yet, I think we could still have more people coming. The numbers could increase by maybe 5 to 10 per cent yearly because after we have done the research, we know of more visitors who never thought about Thailand because they never knew about the variety of the destination and its culture apart from the beach resorts. That’s what we need to indicate to those who never came. Also we have more and more repeat visitors. But from now on we should focus on the quality segments of the market.” “We found that many people only know Thailand for its beach, thinking: ‘Why should we fly so far away to the beach when we have that in Europe.’ But we learned that if we could offer them more in terms of culture, the way of life of the people; that would make it more worthwhile to fly over ten hours from Sweden.” Early in 2008 TAT hired Kairos Future, a company doing travel

research and travel trend surveys, to analyse through a focus group the driving forces behind the decision of choosing or not choosing Thailand as a travel destination and to test the potential for development of the destination with new products. Couples with double income and without kids, families with kids, as well as well-off older people were selected because they were “identified as interesting potential visitors for Thailand according to the quantitative survey”. Among the key findings, when it comes to attractiveness, were that Thailand is a classical beach destination, a bit worn out, and not so attractive. On “second thought” respondents thought the most attractive aspects of Thailand are to be found far away from the beaches and other western tourists. The low costs of living and the dramatic scenery were also key points. For destination specific barriers the key results showed that Thailand is too exploited, not a “new” destination and with too much focus on beaches; that other countries in the region feel less exploited; and that the “genuine” Thailand is inaccessible for tourists. The respondents lacked information about “off-beach” alternatives. When asked to rank popular holiday activities these were the top three: * Stay in a Thai village * Shopping at local markets * Cooking courses.

Among the top conclusions when it comes to presenting offers that would convince new target groups were: Thailand needs accessibility to off-beach offers Thailand needs interpreted nature- and cultural experiences Face-to-face meetings on equal footing: Meeting the locals is the best way to experience the real and genuine Thailand, and this should

be something that the locals wanted themselves, “but not like in a zoo”. Visiting villages, observing how Thai people work, cook etc. were important ingredients in the dream holidays in Thailand. Based on these insights TAT is running a marketing strategy both for repeat visitors and also for the new visitor – to let them know that there is great value in Thailand and a unique culture to explore. “In every area we try to let the tour operator offer more community tourism for the visitors from Scandinavia to experience more and benefit both ways for the visitor and the local people.” More concretely TAT tries to offer more destinations and attractions to offer them to have more value. For instance when people stay in Hua Hin, they try to offer them other destinations such as Kanchanaburi and Ratchaburi where they can learn more about the life of Thai people. “For the Scandinavian market we have to develop more in terms of the quality. All the private sectors

in Thailand should realise the need to develop more quality products, services and facilities. Even sometimes you cannot mix the markets, especially in some areas, such as Koh Chang. The Scandinavians like to be there because of the natural environment and good privacy. But if you have more and more visitors who prefer entertainment there, they’d disappear. “Sometimes we could see that a certain destination like Pattaya was very difficult to promote for Scandinavian tourists, especially for those travelling with children. That means they want to be in a natural and peaceful area where is also appropriate for families with children” he elaborates further. Manit also sees the Baltic countries as a strong potential growth market similar to Scandinavia “The Baltic is still small for us, but we could promote Thailand in the same way as for the Nordic countries. If you look at the Finnish market, we now have 160 000 visitors out of a population of 5 million. We could promote in a similar way in the Baltic countries and reach the same numbers, because they are similar markets.” Thailand has seen in the past three years a big increase from this market; 80 – 100 per cent each year. “Thailand is like a dream destination for them, same as for Scandinavians. So when the economy can come back to normal we’ll be able to promote Thailand and increase very fast there.”

How Swede It Is The Stockholm Archipelago is a wonderful recreational asset of the Swedish capital. Explore the islands in this article.

T

he Stockholm archipelago, one of the largest in the Baltic Sea, consists of 24,000 islands and inlets. Several of the islands within this chain offer visitors a chance to experience a unique landscape and cultural richness. Grinda and Vaxholm, two islands located by ferry from Stockholm's inner harbor, Strandvägen, present diverse attractions, from natural landscape and soft adventure to shopping and cuisine. In addition, the ferry ride aboard Stockholm's ship the Cinderella takes about an hour to reach Vaxholm and another 20 minutes to reach Grinda. The ferry expense is minimal and the scenic voyage of the inlet is breathtaking.

How to go there

Many of the ferries depart from the heart of Stockholm, directly across the street from the fabled Grand Hôtel, which is the country’s finest hotel. The boats depart with Swedish precision — right on time, not five seconds early or late. From the ferry, you can admire the fine old steamships still in use a century after they were launched. The waterways are lined with many old wooden sailboats and fishing trawlers that are lovingly maintained and jealously guarded from savvy foreign purchasers. You can see the museum housing the Vasa warship, which sank in 1628 and was retrieved from the sea in 1961. Also visible are the gracious threeand four-story homes alongside the canals and the medieval architectural treasures of the Old Town. The skyline is still dominated by church spires, not high rises. Just half a mile from Stockholm, the waterways and the vistas open up. There are pinecovered rolling hills and sparkling blue

seas, and the air is clear and crisp. Once the islands come into view, you’ll see that they defy the popular image of island retreats as tropical paradises. They are not home to sandy beaches surrounded by coral, with a few palm trees thrown in; these are low-lying islands covered with pine forests that slope down to the sea. It is almost like a fairy tale: There are pretty little red cottages, beautifully trimmed lawns, boats tied up and ready for use, swans gliding near the boats, and, most of all, an overwhelming sense of quiet and calm, the total absence of hustle and bustle.

Grinda

Grinda is an enchanting island with only a hotel, its cottages, seasonal campers, small grocery store and farm animals in residence. This bucolic paradise was once a farming island with agriculture. The island, owned by the Archipelago Foundation, is now a recreation area for locals and visitors. Here, day-trippers and hotel guests explore the unspoiled beauty of the small island via numerous easy walking paths and nature trails. These trails continue past tranquilly grazing sheep, wooded areas abundant with fauna and vistas overlooking the majestic inlet. Many additional activities, such as kayaking, sailing

and swimming are popular on the island as well. The charming art deco Grinda Wärdshus, originally built in 1908, with its small guest harbor, is the center of activity on the island. The hotel and fine dining restaurant are open year-round and cater to holiday seekers, weddings and group or business conferences. Marstrand

The island of Marstrand is located by car or bus about one hour from Gothenburg. Just a two-minute (free) ferry ride from Koรถn mainland, the island is tiny. The original inhabitants of this lovely, fairytale island were the Swedish soldiers and prisoners

of Carlsten's Fortress. Although the fortress is now a museum, it is in remarkably good condition. On special birthdays of the fortress, live, costumed re-enactments of the Swedish and Danish battles take place with a fervent vigor. The island is also a favorite retreat for the Swedish royals, as well as a huge boating culture for its residents. While the population is quite small, the island's Victorian white houses with red roofs and buildings are all immaculately maintained and Marstrand seems like a dream to most visitors who are often surprised that such a beautiful place still exists, if it ever existed at all. Marstrand is not expensive to

visit and a full day is sufficient to walk around the island and explore its original shops and Swedish architecture. Moreover, the island's restaurants excel in their menus of fresh fish and Swedish delicacies all with outstanding views of the ocean and mainland. Many visitors fall in love with this petite island and wish to spend the night. There are several inns; however, if you want a historic hotel with posh surroundings and experience the very identity of the island, book a stay with the Grand Hotel.
