Welcome to the

Thai-Sweden Review Message by Jan Eriksson President Thai-Swedish Chamber of Commerce

Dear Members, 25 years ago we saw the start of the Thai Swedish Chamber of Commerce. This issue of the Thai Sweden Review contains the history and important events during the proud history of the TSCC. The inaugural TSCC dinner was held at Hotel Siam Intercontinental with the gracious presence of H.M. King Carl XVI Gustaf and H.M. Queen Silvia. Over the years the TSCC has had the pleasure of several Swedish Royal visits and several of the founding members are still members of TSCC, forming the backbone of support for the TSCC. Khun Worachai was a founding member and he still remains a governor of the TSCC, being the longest serving board member. Over the years we have seen many changes in Thailand and this year might be remembered in the history for other reasons than the TSCC 25th Anniversary! We have once more experienced a military take over after seven month of political stalemate. We hope that the generals will do their utmost to solve the country’s internal problems and that we subsequently will have a democratically elected government with checks and balances incorporated into the country’s legislation to ensure all sides are heard, listened to and respected. However, in the mean time business is going on and we plan for a successful exhibition, showcasing Swedish Innovation on October 24-26 to mark the 25th Anniversary! We have also seen new member categories being added through the years and today TSCC membership is covering sectors of IT and Telecom, Automotive, Defense & Security, Transport, Energy, Packaging, Hotel and Tourism, Banking and Finance, Education and Professional Services. An ever growing number of Individual members also benefit from the Chambers activities. TSCC held a very successful Midsummer Party on June 14 with Swedish traditions and food. We are now coming into the Swedish summer holidays and I would like to wish all members a nice break with Swedish summer weather for those returning to Sweden and a peaceful and most likely hotter summer for the ones remaining in Thailand. 25 Years in

O

n the following pages you will see photos from our very first days up to where we are now. They reflect what we have done and experienced as individuals, members and a chamber over the twenty-five years since the inauguration in presence by HM King Carl XVI Gustaf and HM Queen Silvia. The event itself was held at the Siam InterContinental hotel, a Bangkok Landmark that was swept away 2002 by new developments when the hotel´s 30-year land lease expired. Where it once stood rose the luxury shopping mall Siam Paragon. That is but one example of the massive changes that have taken place in the capital´s landscape and business life over our quarter of a century existence. The Thai Swedish Chamber of Commerce has changed as well. We are bigger and members and member companies now represent a much wider variety of business than in the early years. Trade between our Kingdoms has prospered. Exports of goods grew nearly six times between 1998 and 2013 while imports of goods have tripled over the same period, according to Statistics Sweden (it has no earlier records by country than 1998). Over all the years we have been in close contact with government officials, state and trade organisations, sometimes by arranging our own events with senior Thai keynote speakers, sometimes co arranged meetings with other foreign chambers.

1989

Strong ties strengthened. During the full working week in conjunction with the chamber inauguration 1989, King Carl XVI Gustaf and HM Queen Silvia paid a visit to Chitrlada Palace with HM King Bhumibol Adulyadej as host. Except this and the inauguration, HM King Carl XVI Gustaf opened an energy conference, visited the Asian Institute of Technology, met with Thai students who had received Swedish scholarships and had lunch with Thai PM General Chatchai Choonhavan. A one day visit to Phuket for the royals was also part of the busy schedule.

Thanks to growing tourism from Sweden to Thailand and more Swedes working here, a market for a home away from home has appeared, especially around the major tourist areas in Thailand. TSCC has led the way to spread knowledge and understanding among foreigners how the Thai property market is regulated and how to acquire property. So far we have produced three property guidebooks. Thanks to them and associated activities,TSCC has become an important property advocacy organisation in Thailand.

Not only did TSCC elect a new board this year, for the first time was one democratically elected government in Thailand replaced by another democratically elected cabinet. Banharn Silpa Archa became PM.

Late this year HM King Carl XVI Gustaf inaugurated CoCo, a cogeneration plant in Mapthaput. Vattenfall was an investor in CoCo through its fully owned company NPI in Bangkok.

Swedish fashion designer Göran Alfredson opened his boutique Thalia in Bangkok and became a TSCC member. His dresses are worn by members of Sweden´s Royal family.

AGM in the fall. During the spring TSCC moved funds from a Thai finance company to a fixed rate account with a big Thai commercial bank. A wise move since nearly 60 finance companies were liquidated after the financial crisis erupted 2 July 1997.

HRH Crown Prince Vajiralongkorn made an official visit to Sweden in September. After an audience with the Swedish royals, he visited Ericsson´s HQ as well as the Vasa museum.

Sweden´s Minister for Tax, Thomas Östros, took part in ASEM Ministers Meeting in Bangkok. Investor Chairman, Percy Barnevik, became a member of the ASEM Vision Group.

HM King Carl XVI Gustaf and HM Queen Silvia flew to Thailand in February 2005 to thank Swedish volunteers and all Thais that helped people in need after the tsunami struck on 26 December 2004.

A lighter moment during the Swedish royals thank you visit in February 2005. Lis Hamark and her priest husband Lennart Hamark from the Swedish church greeted the guests. Lis and Lennart did a fantastic job in Phuket after the tsunami, comforting Swedes in need and making sure that those who died were given a dignified journey to their final resting place in Sweden.

At a ceremony at Saab’s factory in Linköping 18 August, Saab unveiled the Thai integrated air defence system for its Thai customer. The ceremony was held to celebrate the contract between Sweden and Thailand.

The Saab 340 AEW radar aircraft is easy to recognise with its ´box´ on top of the fuselage. One Saab 340 AEW was delivered 2011 as part of the Gripen package to Thailand.

orachai Bhicharnchitr, Managing Director at Law firm Vickery & Worachai, is one of the founders of the Thai- Swedish Chamber of Commerce. He has been a TSCC board member for all the 25 years. And Vickery & Worachai Ltd has been a corporate member over all years. Vickery & Worachai Ltd. was established 1975. It is today a broad-based commercial and business practice acting primarily for multinational corporations conducting operations in Thailand. Many client relationships begin with a potential investor’s initial enquiries about the legal and tax aspects of doing business in Thailand and continue through development and conduct of a project or venture. The firm also advises financial institutions and borrowers on project financing and takes an active role in assisting clients in contract and concession negotiations with Thai government entities. With this international profile, how come you became ´the Swedish lawyer´ in Bangkok? “I was approached by the Swedish Embassy. It needed legal advice to make up a lease agreement,

With that a Swedish relation was established. “Later I became involved in the discussions to set up a Thai-Swedish Chamber of Commerce. I still remember that the then Swedish Ambassador Olof Ternström recommended us to take a step by step approach and establish a Business Association first and apply to be a full Chamber of Commerce a year later. This we did and it worked out well. But my first Swedish client was Tetra Pak. That must have been during 1980. Tetra Pak wanted to establish themselves in Thailand in a majority owned company, following its corporate policy” says Khun Worachai who solved the assignment by using the so called grandfather company rule. In September 1996 he was elected President of TSCC. The first and so far only Thai in that position. That was a proud moment for Worachai who by then had a 18 year long career as a law practitioner, all of them in Vickery & Worachai, guided by his more senior law partner Harold Vickery as a mentor. While 1997 was marked by the Asian crisis which began in Bangkok 2 July 1997, this year had a very different and more positive meaning for TSSC. “Our work to raise funds together with the Royal Thai Army for the construction of a Thai Pavilion in Ragunda, Sweden took off in earnest 1997. It was a great achievement for the chamber, “ says Khun Worachai. The pavilion was erected to commemorate HM King Chulalongkorn´s visit to the then small upcountry community a hot summer day 19 July 1897. A stone laying ceremony took place there exactly 100 years later in the presence of the TSCC President, other board members, ambassadors, general Chettha Thanajaro representing the Royal Thai Army and Thai nationals living in Sweden and those travelling to Sweden for the auspicious moment.

HM King Carl XVI Gustaf of Sweden led a state visit to Thailand in February 2003. A luncheon hosted by TSCC was one of the highlights. When a Thai classical dance troupe went to see the insignificant Ragunda gravel road named ´Kung Chulalongkorns väg´ in 1992 they became touched by the experience. The word spread, both in Thailand and Sweden. In 1993 a Chulalongkorn memorial association was set up in Sweden, with the aim to raise enough funds to build a pavilion in Ragunda to honour the great Siamese King. Later the Royal Thai Army stepped in and led the fundraising in Thailand while the memorial association led the Swedish fundraising efforts. For Worachai the Asian crisis meant more work than usual with reconstruction and refinancing. Several Swedish companies in Thailand suffered.

“I can not mention their names as it is confidential. It did not matter whether you were in manufacturing or services. All felt the crisis effects.” In his President´s message in the TSCC Magazine STEP, August 1997, Worachai wrote “The flotation of the Baht, combined with the suspension of the operations of 58 finance companies by the Thai government, has shaken investors´ confidence in Thai financial institutions and has harmed private sector cash flow….The benefits of the current belt tightening will hopefully be seen in 1998. Provided that inflation does not increase rapidly, the Baht flotation, by encouraging exports, and other measures adopted by the Thai government, will hopefully

The Siamese King did a private detour to Northern Sweden after the official visit in Stockholm and HM King Oscar II a few days earlier in July 1897. King Chulalongkorn wanted to study sawmills and forestry industry which brought him to Sundsvall and also inland to Ragunda. His journey to Sweden was part of a large European tour by boat, and inland transport in the countries he visited, that took most of 1897 to complete.

When Khun Worachai resigned as TSCC President he still kept his Board member status, always serving the board and members with legal updates and advice.

Nevertheless, TSCC and most member companies managed to stay up during the storm and the aftershocks that followed a couple of years afterwards. New Swedish companies set up office in Thailand during the period. And Swedish officials, who carried with them first-hand experience how to solve Sweden´s almost identical finance crisis 1992, worked with Thai state agencies helping them to sort out the mess and find ways forward. Again, the Thai Pavilion in Ragunda brought happiness and pride to the ThaiSwedish community when the building was officially inaugurated 19 July 1998, witnessed by a large Thai contingent, again featuring general Chettha Thanajaro and Khun Worachai and other

While still a full time lawyer, Khun Worachai also have other assignments. For English language readers it might be of interest that he is one of the five executive committee board members in Post Publishing PCL, which publish Bangkok Post and Post Today. He will remain a board member of the TSCC during this jubilee year but after that Khun Worachai has made his wish known to take a step back and become a ordinary member. A quarter of a century in the board is in itself a considerable contribution but his engagement in TSCC will not end. “I and Vickery & Worachai Ltd will however always be available for advice to the board, the chamber and its members,” he concludes.

he Cabinet Interior Design Co., Ltd. was established in Bangkok in the end of 1996 by Janeric and Apinya Hogane, and has been a member of the Thai-Swedish Chamber of Commerce since 1999. The original idea was to provide furniture for the serviced-apartment and condominium market, a market which the owners knew well and where they already had a large network of both potential customers as well as suppliers. The first contracts included supplying and installing 300 kitchens for a condominium project in Ramkhamhaeng, furnishing 68 condos in Palm Pavillion in Hua Hin as well as furnishing a 75 unit condominium building in Laem Chabang. When the financial crisis hit hard in mid 1997 the contracts fell through except for the 300 kitchens in Ramkhamhaeng, which fortunately was enough to keep the company going throughout the crisis. The same year, in 1997, the company decided to, in addition to the Bangkok office, also open a small furniture showroom in Hua Hin, which they shared with a local designer, targeting Thais and westerners buying holiday homes there. The business was, in the beginning, very slow, but Janeric and Apinya really liked the area and believed that it had a lot of potential.

A couple of years later on the property market in Hua Hin had skyrocketed. The company moved to bigger premises, opened its own in-house construction company and furniture production facility, and employed a strong sales force consisting of both Thais and Swedes. And the rest is, as they say, history… In 2014 The Cabinet is as strong as ever. With a representative office in Bangkok and a huge showroom in Hua Hin its 100+ staff force continues to deliver high quality kitchens and furniture, as well as doing construction and renovation work for both single customers and larger projects. The clients include Black Mountain

Golf Club, United Nations Phnom Penh, Logans, the Swedish Embassy in Bangkok, Amadeus, Anantara Resort and Spa, Dole Thailand, Mölnlycke Healthcare, to name a few. The company has also designed and built several independent restaurants, coffee shops, factories, spas, medical clinics and retail shops throughout the years. Janeric, the managing director and one of the owners of the company, believes that a key to the success is the company’s continuous work with establishing and maintaining a high level of trust, quality and service. “Trust, quality and service. That is the motto of the company and definitely a big part of the success”, he says. “It’s not only important in the relationship with our customers but also within the company, between the staff, as well as with our suppliers and subcontractors.” With approximately 10,000 new condos currently under construction on the 20 kilometer stretch between Cha Am and Hua Hin, and the re-sales of older condos in and around Hua Hin, the future for The Cabinet is looking bright. “The demand for our services is very high, both from project owners as well as individual property owners,” Janeric says. “I am very proud of what we have become. Not many companies are able to do what we do; we are truly a onestop-shop nowadays.”

Current relations with Thailand

Saab has teamed up with the Swedish Government and the local Thai company AVIA Satcom to bring world-leading products, services and solutions to Thailand. Our partnership with the Royal Thai Armed Forces include the Gripen Air Defence Package, Air Command & Control System, Radar Systems and RBS 70 for the Royal Thai Air Force; CarlGustaf and BT simulators for the Royal Thai Army and Combat Management System (9LV) and Sea Giraffe AMB for the Royal Thai Navy. Our partnership with AVIA has enabled the transfer of advanced Swedish aerospace technologies through the Gripen Air Defence Package. This is since September 2013 a fully integrated air defence system in the Royal Thai Air Force called GIADS, Gripen Integrated Air Defence System. With the 12 Gripen fighters already delivered and operational as well as two SAAB 340 AEW aircraft, radar stations, command and control systems and much more, the Royal Thai Air Force stands ready to defend and protect the Thai nation with the state of the art GIADS. The Gripen package did also contain training in Sweden for Royal Thai Air

Force pilots and ground crew so they not only became skilled users of the Gripen system but also instructors for new batches of Gripen pilots and ground crew who receive their training in Thailand. Another part of the Gripen package were 92 Master level scholarships in Sweden, aimed at Thai students in the Royal Thai Armed Forces as well as in relevant civilian sectors. Through upgrade contracts the Royal Thai Navy signed with Saab 2013, the Royal Thai Armed Forces took another step forward in the plan to integrate its military assets into a net centric armed force. Following the agreement Saab modernise the combat and fire control systems as well as communications systems including data link onboard two Naresuan-class guided-missile frigates, the HTMS Naresuan and HTMS Taksin. Saab is also making a similar upgrade of the carrier HTMS Chakri Naruebet. With data link on the three ships, capabilities and resources can be used more efficiently. In practice it means that the Royal Thai Air Force and the Royal Thai Navy can share and see combat and command information in real time. This translates to better intelligence for fast and correct decisions in critical situations, be it surveillance or combat missions. This was followed 2012 by a contract for Combat System for a new Frigate to be built in Korea and with similar functionality.

smaller players around but Sweden had to secure a strong domestic provider of military aircraft. With Saab, Sweden got a solid foundation to do exactly that. The rest is Swedish aviation history. The first military jet fighters flew in the 1950´s. Tunnan, Lansen, Draken and Viggen are iconic predecessors to Gripen. Because of the cold war, the Swedish Air Force expanded to the extent it was ranked fourth strongest in the world in the early 1950´s. The first Saab fighter aircraft on export was Draken. Austria, Denmark and Finland acquired versions of Draken. This delta wing aircraft flew for the first time 1960 and was manufactured by Saab until 1974.

Not just aircraft

The missile systems made by Saab Bofors Dynamics are internationally recognised as leading in their respective fields, for example RBS 70 and RBS 15. RTAF acquired RBS 15S anti-ship

missiles as part of the Gripen Package. Simulators from Saab Training Systems have been delivered to the RTA since the 1970’s. Currently RTA has over 200 gun simulators for tanks and anti-tank gun exercises. One of the latest simulators, delivered to the RTA in 2005, is like a drive-in-theatre for tanks. You park the tank inside and battlefield scenarios are played up by instructors, for the tank crew to deal with. The advanced short range anti-aircraft missile system RBS 70 by Saab Bofors Dynamics has been delivered to RTAF since 1996, protecting the Kingdom’s military airfields from airborne threats. The Carl-Gustaf Multi Purpose Weapon System is in use by RTA and new weapons and ammunition are bought and delivered on a yearly basis.

The company enjoys good relations with all arms of the defence forces and works closely with the Swedish Government in upholding and developing its relations with the Government of Thailand. Saab invests substantial amounts in research and development in order to stay competitive. Our R&D budget measured as percentage of total sales has grown steadily. From 20 percent of sales 2010 to 28 percent in 2013. Saab´s strong investments in R&D and our focus on innovation and creativity has made us an attractive workplace for aspiring engineers from leading universities as well as technology professionals looking for a career change. Our 30/70 program which aims to raise the number of female managers in Saab to 30 percent of all management positions by 2015 is an example of Saab´s gender equality policy. First Mover

It all began over three decades ago, when SEB in 1979 established a subsidiary in Singapore. Whoever came up with the idea to set up a subsidiary in Singapore at the SEB headquarters in Stockholm saw an opportunity and took a chance, which ever since has had a great pay off. Jan Eriksson’s corporate career to entrepreneur Introducing and branding Volvo in Asia. Retiring and then pulling himself back out retirement to bring Husqvarna and its quality to Thailand. The journey for the President of the ThaiSwedish Chamber of Commerce Jan Eriksson has been an eventful one. By Morten Krogsholm

L

et us try to shed some light on the past and present of Jan Eriksson and hopefully provide a bit of insight into to the 65 year-old man who is today at the helm of the Thai Swedish Chamber of Commerce. Moving from house to house 15 times and living in 7 different countries is what President Jan Eriksson has done before settling down in Thailand. But why did it end being Thailand after Jan’s voyage around the around? The answer is simple. “I have always loved the country and the same goes for my wife. The climate, the people and the fact that we have been living here twice before made us always want to come back again,” said Jan Eriksson. At the age of 55 Jan Eriksson retired from his position at Volvo after having been senior executive in numerous Asian countries. But instead of enjoying the sunshine and getting his tan on or trying to improve his handicap on

the golf courses, Jan Eriksson quickly returned to the workforce and went out on his own with a company named Spica Co. Ltd. Having extensive insight into Swedish companies and products Jan saw a bright future in becoming the exclusive importer of Husqvarna. When he started up the company he was not allowed to sell Husqvarna’s chainsaws, but when he got the permit to do this he had this to say: “There is a large market potential in the renewable forest industry and for forest conservation where the use of chainsaws will replace manual equipment. We are convinced that Husqvarna will be the leading brand in Thailand,” and his strong conviction of the company’s success was due to the policy he wanted Spica Ltd to live by. “Provide after sales service second to none. This is the foundation to build a long term sustainable and viable business.,” he said.

Heading to Hong Kong

At the age of 24 Jan Eriksson was presented with an golden opportunity when his boss asked him “Why don’t you move to Hong Kong to work at Volvo’s new regional headquarters?” It didn’t take long for Jan’s to pack his suitcase and off he was to Asia, which ended up keeping him there. Jan found Asia both interesting and exciting and him and his colleagues were pioneers as they planned the great expansion of Volvo throughout the Asian region. Actually Jan was so busy during his time in Hong Kong that he travelled 250 days a year, while factories were built in both Malaysia, Indonesia and Thailand.

meet his wife Ginny while living in Hong Kong. An English woman who like Jan had escaped the safe surroundings of Europe to experience the excitement of the East. Their union ended up also blessing them with three lovely children, which Jan Eriksson always has encouraged to pursue their dreams even if those dreams would bring them thousands of miles away from their loved ones. From Hong Kong Volvo recruited Jan Eriksson to Malaysia, then next stop was Thailand and then Singapore returning to Thailand for 8 years before he was asked to be President of Volvo Cars in Sydney, Australia. Taiwan ended up being the last stop on Jan’s Volvo adventure when he retired at the end of his contract at age 55. But an ambitious man who has travelled across the entire globe is not to be tied down by retirement. After having been an executive and dealing with the systems that comes with the big corporations, Jan today enjoys the freedom and feeling of independence that comes with running his own company with his Swedish partner.

A humble President

As previously mentioned Mr. Eriksson has had some high-level positions during his career before moving on to business on his own. Though being a top-shelf product of Sweden’s business men he remains a humble man. “I’m not less a Swede because I have been living around the world. But to have lived outside the safe Swedish society makes you humble as a person and also makes you appreciate a lot about your home country,” he said. He was a founding member of the Thai Swedish Chamber of Commerce 25 years ago. He was elected President in 2012 and reelected in 2013 and once more re-elected at the annual general meeting in february 2014 where he also was very pleased to announce that the financial situation of the Chamber was in much better shape than before. He was also excited about celebrating the 25th anniversary of the Thai Swedish Chamber of Commerce in style and underlined how important an annual event was for the Chamber’s revenue

he history of the presence in Thailand for the Swedish bus and trucks giant Scania stretches back longer than TSCC itself. The entrance to this market started via distributor Forefront International, which lasted up until the Asian financial crisis in 1997. Scania stepped in a few years later, and from October 2000 it has operated here with 100 percent ownership. The development for the operations has been continuous and is on the up, particularly in resent years. And Scania typically represents European and in essence the high quality Swedish brands are so known for – on this market being positioned as premium products. The undisputed high quality and good reputation that follows for its buses and trucks makes Scania Thailand particularly proud, Country Manager Phuriwat RakIntr lets us know. “Our trucks are very good for transportation related to dangerous goods – which require high standards and high safety of the vehicle.”

“In the bus and coach market Scania has continued to deliver the success story and excellent reputation in the Thai market. We’re very proud that we enjoy such good reputation for long distance transportation in Thailand. That’s why many buses & coaches put on Scania stickers. Because of their love of this brand – it’s their dream to one day drive a real Scania.” It is a significant milestone that the Swedish brand introduced the first double-decker bus and long bus

(15 meters) to Thailand, and within safety Scania works closely with the Department of Land Transport to improve safety standards. And when other buses of substandard quality misuse the brand, Scania also acts to protect the brand’s reputation. “Operators believe in us – we have very good fuel consumption and durability, and if you operate long distance Scania is the preferred market choice.” Both within buses and trucks Scania caters to niche markets though. Within trucks nearly 300 units were sold in 2013, with increasing sales since three years back. Sales of buses jumped to 200 units, which represents about 15 % market share. “It’s a good story in 2014 that we keep on growing.” “We just focus on increasing more volumes of sales at Scania, serving only special segments.” “In terms of the CKD, compared to when we started assembly the capacity in 2001. it has increased as lot today – from 100 to 600 units.” Scania believes that Thailand is a strategic country, because of its large volume. Therefore it is now expanding its workshops (service centres), from the previous six to reach a total of 16 in year 2016. “The growth will be more emphasized and supported with the new workshops. That is because of our people and our

concept of being a total solution provider for the customer to enjoy one-stop shopping.” Scania puts strong emphasis on the confidence and competence of its employees (totalling about 190.) For this the Scania Academy plays a crucial role in continuous development of the personnel via training courses.

“We send our staff to attend training classes in Malaysia, Thailand or Singapore – cause we work as a regional group - and sometimes in Sweden. We also have internal, for instance, technical, training to lift up the competence. And we work on review processes for continued development and improvement.” Effectiveness is key to everything:

We’re improving the service delivery projects - from first contact with customers, on to repairs, bottlenecks, how many steps, and maintenance programmes - to make a better flow.

Since Rapid Asia was founded in 2010, the company has carried out multi-country and large-scale projects in 24 nations across Asia and beyond, working with a number of high profile UN and international development agencies. By Joakim Persson

D

aniel Lindgren, who comes from the world of commercial marketing research (former regional director for TNS Research International), has switched sides to the social development sector where he has found a successful niche. “The social development field really interested me, and where I could see an opening to make a worthwhile contribution,” the Bangkok-based Swede explains. He has previously lived, worked and studied on four continents including Europe, US, Australia and Asia. Since Rapid Asia was founded in 2010, his company has carried out multicountry and large-scale projects in 24 nations across Asia and beyond, working with a number of high profile UN and international development agencies. The work of Rapid Asia mainly focuses on providing independent program evaluations including knowledge, attitude and practice (KAP) surveys, baseline assessments and impact evaluations. Social marketing campaigns

and behavioural change communication initiatives are among the more common programs evaluated. From Sales to Behaviour Change Daniel has utilized his extensive experience in commercial consulting to develop useful evaluation models for social development clients. These models help programmes properly assess results and impact as well as improve effectiveness. For every project Rapid Asia looks to add real value by assisting clients to develop a strong case for programme expansion, using evidence-based evaluations. “Within the commercial world, regardless of what you’re researching or evaluating, there are best practice models in place. In social development we see very little of this, and have thus looked at how to take commercial ideas and reapply them into a social development context”, he explains. “The challenge is that instead of dealing with brands and how to increase sales you’re now dealing with ideas and behaviour change. The marketing mix shifts to advocacy, capacity building

and policy development. It’s a different ballgame. But some key elements are similar. So, based on those commonalities, we have developed robust models for how we can measure impact.” As the norm, within social development, there are many individual consultants who specialise on thematic areas and perform evaluation projects. “The social development field tends to be very thematically focused but from an evaluation perspective, I see the same commonalities that I found in the commercial sector. Having worked in commercial management consulting across several industries, I discovered that what you learn in one sector could, to some extent, be applicable in other sectors even though they are vastly different as industries. This understanding is fundamental in consulting, because it allows us to see new openings and find new ideas and solutions to client problems”, Daniel elaborates. “Whilst we don’t see ourselves as thematic experts, but rather evaluation experts, we do appreciate the value thematic experts can bring to a project.

Consequently we have set up an international panel of thematic experts who we bring in on various assignments when needed.” “These are the key strengths of Rapid Asia; and explain why we choose to integrate models in our work across thematic areas.” Big international aid organisations really appreciate and see the value in bringing in knowledge and expertise from the commercial sector. “Realising that the private sector is more effective and can achieve results faster, the international development community is very interested in enhancing private sector partnerships. Rapid Asia has the right positioning to capitalize on this.” “Aid organisations, compared to commercial enterprises, rely on donors funding. They have to constantly persuade people that they are doing the right thing. This is where we think the models and approaches we are using are really contributing something of value. So, bringing in best practice approaches can only help these organisations.”

Evaluations from a beneficiary perspective

The methodology used for any particular evaluation can be very different. However, according to Rapid Asia, a basic principle is to always talk to intended beneficiaries on the ground and collect information that shows whether they understand what the programme wants them to do and if they think it is relevant to them. “We strongly believe evaluations should be conducted from a beneficiary perspective. If you’re evaluating a programme you should ideally collect the data from the beneficiaries, the people the program is aiming to help”, states Daniel. This contrasts with just talking to programme stakeholders and collecting anecdotal evidence on how things are going. From beneficiaries, a very honest view about program performance can be gained. But an honest view is of course not always positive. “Clients’ needs generally include how they can advocate for expansion of their programmes. So our focus is to help them do that, but we always ensure

that our evaluations are unquestionably independent and impartial. We can have good outcome and bad outcome. Having said that, what is important is to give clients a very clear understanding of where they stand and where they need to go. We always concentrate on the way forward, not merely act as a review mirror.” And even if the outcome is not so good, donors can still be supportive. “Actually we have found that donors can even become more supportive. Because the evaluation result is illustrative and provides clear details on where and how the programmes need to improve, and what sort of results they can expect from making these improvements.” “If you do evaluations the way we do at Rapid Asia, you’re always going to have a result that supports your programme in one way or the other”, states Daniel. Several clients have presented their evaluation results to donors, and in several cases this has contributed to expansion or extension of their programmes. More and more donors, Daniel strongly believes, want to see evidence of impact. “Donors are more anxious today to see that programmes are making a difference; a return on investment, simply put. This can be demonstrated with evidence of programme impact.”

Behavioural Change Journey

“There are several models in the commercial world that help to describe how close consumers are to a particular brand. Popular behaviour change theory also describes how beneficiaries move towards behaviour change through a series of steps. At Rapid Asia, we refer to this as Behaviour Change Journey” Based on the theory that behaviour change happens according to incremental steps, Rapid Asia has developed KAP Score as the key model to measure the impact a programme has on behavioural change. The model

does not just look at behaviour but takes knowledge and attitudes into account as well. “Talking to beneficiaries to see if they are really doing things differently now compared to before is the ultimate test. But we don’t see this as something that is black and white – we see it more as a journey. When you look at behaviour change, it actually starts with knowledge or unawareness. So you can go from being completely unaware of the issue and all the way up to where you fully adopt the behaviour as part of your daily routine.”

If you do evaluations the way we do at Rapid Asia, you’re always going to have a result that supports your programme in one way or the other.

“When you look at potential impact, it’s never that you’re going to convert every beneficiary from being at the starting point of the journey to completely adopting the behaviour. People are going to move in incremental steps and KAP Score helps to identify where people are on the journey at any point in time. So if we undertake measurements before and after an intervention, we can indicate impact.” In an initial baseline assessment, it can be determined which population segments a programme can most easily reach and influence. Baseline studies can ascertain behaviours of beneficiaries and also identify underlying motivations for those behaviours. “Baseline studies, if done well, can provide a lot of insights, in terms of understanding existing behaviour patterns as well as beneficiaries’ media consumption and inputs for message development etc. But we can’t just concentrate our efforts on documenting existing behaviour. We also need to understand potential means of achieving behaviour change.” “A common mistake is to treat beneficiaries as one homogenous group - they certainly are not. There are segments within that”, Daniel also added.

Sustainable change does not happen overnight

Clearly, going out and collecting primary data directly from beneficiaries is very important.

“And this is why the clients we work with appreciate our framework. Understanding beneficiaries’ perspective helps crystallize a problem that was previously very difficult to define. I think everyone understands the logic of it. Everyone appreciates that behaviour change doesn’t happen overnight. It takes time. Everyone understands that each programme and intervention cannot singlehandedly eradicate the problem, but can make a vital contribution toward its solution. It is this contribution that we refer to as impact.” “Two big buzzwords are impact and sustainability. It’s no longer good enough - even if we have a model that can show impact - that some behaviour change took place; donors also want to know if it is sustainable. And this is something that we also look at.” “Most of the time we do see that there is impact, at least incremental change.

Next, you want to build a case to expand the programme. Most of our evaluation looks at impact as one part. The next question is: where do you go from here? You had good impact but now – how can you improve your programme further? What should be your next target? This is where the concept of benchmarking becomes more relevant.” Based on past evaluations with over 40,000 beneficiaries, Rapid Asia has

developed a database, allowing clients to benchmark their results to see if their programmes are performing better than average.

TSCC conducts an essential role in the Thai Swedish business environment.
