Chairman’s Message

Rose to Challenges
Samuel L. Erwin, Past Chairman South Carolina Bankers Association
Sam Erwin couldn’t, in his most imaginative moment, have predicted the tumult that would encompass his year as chairman of the South Carolina Bankers Association.
designed to expand the access and availability of loans to struggling small businesses, including keeping them from having to lay off employees.
During Erwin’s one-year term, which ended June 30, 2020, he saw the economy go into a steep decline as a result of the COVID-19 pandemic, with banks across the state being forced to close their lobbies and conduct much of their business via drivethrough lines, the passage of a government aid package that left banks swamped with work for weeks, and social unrest that saw rioting throughout the country, including South Carolina.
Part of the act, the Paycheck Protection Program, saw some 65 South Carolina banks close $5.7 billion in loans in a little more than 90 days. Many South Carolina institutions that handled PPP loans were inundated with work, with some bankers going three weeks or longer without a break.
On a personal note, Erwin’s institution, Louisiana-based IBERIABANK merged with First Horizon Bank of Memphis, Tenn., in a deal that closed a week after his term as chairman ended. If all that weren’t enough, he was unable to serve as host at the SCBA’s Annual Meeting, which was cancelled because of the pandemic. It is believed to be the first time in the 120-year history of the Association that no meeting was held. When asked about his 12 months at the helm of the SCBA, though, Erwin chose to focus on the positive. The upheaval of the past few months allowed the Bankers Association to underscore the organization’s importance, he said. “When I was at Kiawah at the 2019 SCBA Annual Meeting, I was thinking about what would be the emphasis for the coming year, and what came to mind was relevancy: how could the South Carolina Bankers Association be more relevant to our members?” Erwin said. “Looking back at the past few months in particular, we’re absolutely proud of our relevance, but in a way that I could never have imagined.” The SCBA helped bankers navigate first the pandemic, then the Coronavirus Aid, Relief, and Economic Security (CARES) Act,
“In times of great turmoil there is a role for organizations such as the South Carolina Bankers Association to play,” Erwin said. “When there are more questions than answers there has to be a place for members to go to get the answers they need. We saw so clearly that the Association has a pivotal role to play in times of uncertainty.” Erwin has spent 30 years in banking and has seen his share of economic ups and downs. Following the Great Recession of 2007-2010 he didn’t expect another dramatic downturn during his career, he said, but the pandemic proved even more challenging because it happened so quickly. “I certainly hope we don’t experience anything like this again, but, as I’ve learned, you need to be prepared,” he said. Erwin, who has held positions with a number of banks during his career, including First Union, Carolina National Bank and The Palmetto Bank, worked with other members of the SCBA staff and its board to react quickly once the state began to shut down in the spring as a result of COVID-19. One of the first steps was to hold conference calls for members, an idea Erwin credits to current SCBA Chairman James Bennett. Some calls included between 300 and 400 bankers. Chairman’s Message “The phone calls were important,” Erwin said. “It was nice to know what other bankers were doing and when they were doing it regarding closing branches, opening branches, using just the drive-through and so on. It brought a level of comfort. “And it wasn’t just bankers on the calls; we had regulators on there, as well,” he added. “The fact that regulators were listening in was helpful, both for the bankers and the regulators.”
CHALLENGE ACCEPTED The entire SCBA extended family pulled together to help, with bankers assisting each other on how to handle both the pandemic and the Paycheck Protection Program, Erwin said. The guidelines for the latter, at least initially, were changing on an almost-daily basis. Erwin was the right person in the right place at the right time, said David Morrow, senior executive banking officer with United Bank and Erwin’s predecessor as SCBA chairman. “We could not have picked a better time for Sam to be our leader,” Morrow said. “Things were changing and moving fast, and he helped us stay on top of those changes. He led weekly meetings by phone of all the bankers around the state, and often there were hundreds of bankers on those calls. He ran those meetings with skill and composure.” Erwin, for his part, was quick to spread the credit around. Among those he singled out were SCBA president and CEO Fred Green, who “provided wonderful guidance regarding the CARES Act and what it meant to banks and bankers,” and Rusty Richardson, chief operating officer of Anderson Brothers Bank, who “studied the act in detail and shared his knowledge” with other Palmetto State bankers, Erwin said. The Paycheck Protection Program is part of the CARES Act. In all, $659 billion was set aside for the program, which began in early April and ran through Aug. 8. PPP loans were made by lending institutions and then guaranteed by the SBA. Borrowers applied to lenders and self-certified that they were eligible for PPP loans. South Carolina institutions helped 63,000 small-business customers survive, allowing them to continue paying their employees. PPP loans made by Palmetto State institutions helped maintain and protect better than one in four S.C. jobs, more than 650,000 in all. “I would say that initially it was a shock being thrown so quickly into the situation of having to help our customers keep so many employees on their payrolls,” Erwin said. “We had to carry our customers and our communities on our shoulders, but we did it.” 6

By rising to the challenge, clients saw their banks from a new perspective. “Many of our clients were aware of some of what we could do for them, but by helping them through the pandemic and helping them keep employees on their payrolls, we were able to prove our worth in a different way,” he said. If there was a downside to Erwin’s term, it was that the pandemic prevented him from participating in some of the highlights of the chairman’s term, such as the annual trip to Washington, D.C., to visit legislators, and hosting the SCBA’s Annual Meeting, where bank leaders and bank board members from around the state gather. Erwin took the setbacks in stride, Morrow said. “I never once saw him show or express any frustration about not being able to do the things previous chairman had been able to do, such as host an annual meeting or go on the Washington trip,” Morrow said. “He handled it like a professional.” Green, who was a longtime banker before taking over as president and CEO of the Bankers Association, said Erwin’s tenure brought with it some unique opportunities. “As a past chairman of the SCBA, I felt the highlight of my term was to preside over the annual meeting. Unfortunately, Sam missed this experience,” Green said. “On the other hand, he interacted with more bankers during our 20-plus calls than any past chairman did during their term in office.” If Erwin has a regret it’s that he didn’t get the opportunity to “pass the chairman’s gavel” to Bennett, who succeeded him as chairman. With Bennett’s ascension on July 1, he became the first African-American chairman of the SCBA and one of the few African-American state banking association chairmen in the history of the industry. “James is certainly deserving of this honor,” he said, adding that Bennett’s election is indicative of a change needed within the industry. “We as an industry need to reflect the communities we serve.” How does Erwin assess one of the most turbulent years in SCBA history? With a great deal of pride. “There’s no question that the Bankers Association is stronger after all we’ve been through. It certainly was a year with a lot of excitement,” Erwin said. “I’m very proud of the job we were able to do under trying circumstances. “It was such an honor to serve as chairman of the South Carolina Bankers Association; it’s one of the greatest honors of my career,” he added.

Bennett Embraces
Leading SCBA
DURING TIME OF CHANGE For the past 36 years, Bennett’s occupation of choice has been banking. He’s worked at a number of Palmetto State institutions, including Bankers Trust of South Carolina, Republic National Bank, South Carolina Community Bank, and for most of the past 26 years, First Citizens Bank. Today, Bennett is an area executive for First Citizens, overseeing 30 branches, ranging from Camden to Augusta, Ga. In July, he was named chairman of the South Carolina Bankers Association, the first African-American to hold the position. He is the only African-American state banking association chairman at present in the country and one of just a handful in the history of the industry. James Bennett remembers clearly when he made the decision between work and play. He was 14 years old, and his grandmother, who raised him, laid it out following a junior varsity basketball game. “After the game she said to me, ‘If you want to try and make a living playing basketball, I’ll support you 100 percent. But if you don’t think you can make a living playing basketball you need to go to work.’ So I went to work at age 14,” Bennett said. “I went and found a job at Weiner King and I’ve never been unemployed a day in my life since then.”
“It’s a heavy load. Much is expected of those to whom much is given, but it’s a great honor,” Bennett said. “Right after we received the final tally of votes electing James as Bankers Association chairman, I called him to offer my congratulations, and we shared a number of life stories,” SCBA President and CEO Fred Green said. “One of the common themes we discussed was how we had both worked hard throughout our careers. The difference is James faced barriers that I didn’t.”
Bennett’s accomplishments demonstrate that he deserves the opportunity to preside over the SCBA, said Sam Erwin, the immediate-past chairman of the SCBA and South Carolina regional president for First Horizon Bank of Tennessee. “James has shown himself to be a great banker and a great community leader; his being chosen as chairman has nothing to do with the color of his skin,” Erwin said. “He’s an outstanding banker and he’s earned the right to lead us.” Bennett’s scope goes beyond banking, Erwin added. “I’m not sure that there’s a banker in South Carolina who’s more involved across the state,” he said. “He’s a person of great prominence outside of banking as well as inside the industry.” Sharon Bryant, regional executive vice president for First Citizens Bank and a former SCBA chairman, said Bennett is the ideal choice to represent South Carolina as chairman of the Bankers Association during these trying times, and she’s excited about the positive impact he’s going to make across the state. “I couldn’t be more proud for James to be serving as chairman of the South Carolina Bankers Association,” she said. “Having worked in banking for 36 years, he’s highly knowledgeable of the unique challenges

Cover Story our industry and customers are facing, and he’s acutely aware of how customer behavior is evolving.” Bennett’s introduction to banking came at a young age, while attending Pee Dee Baptist Church in his Hometown of Cheraw. “In Cheraw, our link to banking was through the deacon of our church, James Ellerbe,” Bennett recalled. “Deacon Ellerbe worked at the bank; he wore starched khakis and had his name sewn on his shirt, and he was highly regarded within the church. When anyone in the church needed something, say a loan for a car, they didn’t go to the bank, they went to Deacon Ellerbe. “The thing was, Deacon Ellerbe was the custodian at the bank, but he took such pride in his job that he was the face of the bank within our community,” Bennett added, confirming that people bank with people and prefer to bank with people that they can relate with. Ellerbe worked for First Citizens in Cheraw, which was where Bennett opened his first account when he was 13 years old.
“Kids grow up with a lot of dreams, wanting to be a fireman, or a pro athlete or a policeman, but Deacon Ellerbe showed me I could work at a bank, too,” Bennett said. “I had never wanted to be a banker, but after that, I knew I could be one because of Deacon Ellerbe.” Bennett’s grandmother also told him he had the potential to go into finance. “My grandmother told me, ‘If you keep your nose clean maybe you can get a job down at the bank, like Deacon Ellerbe,’” he said. “James Ellerbe was the first black face that I saw at any bank.”
From UofSC to Bankers Trust of S.C. Bennett got his start in banking because of a chance meeting with a Columbia banker. During his time at the University of South Carolina, he served as an intern in the university president’s office. As he was finishing his work toward his degree in the summer of 1983, he was assisting at a university program in which low- and middle-income students visited the school.
During the program, Bennett happened to strike up a conversation with Julian Turner of Bankers Trust of South Carolina. “As we were parting, Julian said to me, ‘If you ever need anything, give me a call,’ and he gave me his card. He probably didn’t think anything of it,” Bennett recalled. At that time, many job interviews were done on campus, and as a political science major it would have been difficult for Bennett to get an on-campus interview with a bank, he said. “Seeing how I was completing my final summer classes in order to graduate and I didn’t have a job, I didn’t think twice about calling Julian up,” Bennett said. “The next thing I know I had an interview and then I was in Bankers Trust’s management training program.” Bennett would spend three years at Bankers Trust before moving on to Republic National Bank, where he met the man who become a mentor to him: Jim Apple. Apple, who would later serve as chairman of the SCBA, worked with Bennett at
Republic for seven years until it was acquired. After the deal, Apple joined First Citizens, and a short time later, recruited Bennett to the bank. “Jim was one of the first outside upper management hires at First Citizens, and his first hire was me,” Bennett said. “What he was doing was preparing the bank for a different type of banker. “To Jim’s credit he made sure that everyone that I was going to work with was prepared to receive me,” Bennett added. “Too often, companies hire people and throw them into unfamiliar situations and expect them to succeed. Jim knew that me being the first high-level African-American hire in the bank’s history could have its challenges, and he made sure that I had everything I needed to be successful.” Bennett recognized that he had a load to shoulder but relied on one of his pastor’s maxims: “when life gets heavy, it’s not the load that breaks you down, it’s the way you carry it.” “I had an obligation,” Bennett said, “both as one of the bank’s early outside hires and
as its first high-ranking African-American, and doing a mediocre job wasn’t in the cards as far as I was concerned. Everyone who was to come after me needed me to do a good job.” Bennett’s hard work paid off. In 1998, he was named the SCBA’s Outstanding Young Banker, becoming the first AfricanAmerican to be recognized with the honor. Two years later, he was named chief executive officer of South Carolina Community Bank, the state’s only AfricanAmerican-owned institution, where he served for two years before returning to First Citizens. Bennett’s other accomplishments include helping First Citizens start its Community Banking Division, assisting in the operation of Capitol City Bank, an Atlanta-based African-American bank acquired by First Citizens in 2015, and serving on numerous boards, including Dominion Energy, and serving as chairman of the board of Claflin University, one of the state’s premiere HBCUs (historically Black colleges and universities) and former chairman of the Columbia Urban League.
Seeing Opportunity in Adversity Bennett succeeded to the position of SCBA chairman at a time of tribulation. The COVID-19 pandemic prevented the Bankers Association from not only holding in-person board meetings but forced it to cancel its annual meeting earlier this year for the first time in the 120-year history of the organization. In addition, South Carolina has not been immune from the social turbulence that has riven the nation during the past few months. If that weren’t enough, banks across the nation were challenged by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, designed to expand the access and availability of loans to struggling small businesses. Through the Paycheck Protection Program, which began in April as part of the CARES Act, participating South Carolina banks closed $5.7 billion in loans in a little more than 90 days. Many South Carolina institutions that handled PPP loans were swamped with work, with some bankers working for three weeks or longer without a break.

Cover Story
None of the above has fazed Bennett. “One might consider me taking over as the first African-American chairman of the South Carolina Bankers Association during a pandemic and period of social unrest as a negative,” Bennett said. “I don’t see it that way; I see it as a huge opportunity.” It was Bennett who came up with the idea of having SCBA members join together on conference calls to get updates on the PPP program, said Erwin, the immediate past chairman of the SCBA. On some calls there were more than 200 bankers listening in, and the joint effort proved beneficial to bankers and, ultimately, customers. Just as importantly, Bennett believes there has never been a better time to affect societal change. He recognizes, however, that such transformation doesn’t come quickly or easily. “Change doesn’t happen overnight. It’s, at a minimum, a five- or 10-year process,” he said. “However, we now have a window of opportunity that we’ve never had before.” One of the integral aspects to making change happen, Bennett said, is helping whites to see the role race plays in society.
10
“Black people think about race every day. Many white people think the racial issues of the past are behind us, but recent events have shown otherwise,” he said. “Whether we’re white or black, if we think about the world through someone else’s eyes it can help make the world a better place.” The reason we all need to think about race is to avoid unintended consequences such as not fully understanding large segments of a bank’s market, for example, Bennett said. “You need me to think the way that I think so I can bring a different perspective, just like you need Hispanics, women and white males because of the way they think. That is true diversity. None of us are any better or any worse than our life experiences,” he said. “We all bring different perspectives, and that’s good and that’s important. “If we would just put ourselves in the other person’s shoes, we would be a lot further along. Do unto others as you would have others do unto you, in other words,” Bennett added. Within the industry, institutions need to ensure that they are taking inventory to make certain all employees can navigate the system, Bennett said.

“It’s not enough to hire a senior vice president of lending who is AfricanAmerican; you have to make sure they are given the tools to succeed,” he said. Bennett believes change is needed and peaceful protest has been a hallmark for change in America. We must fight for those things that are important and convince others to join us along the way. “Very little can change in this country without the involvement of white people of good will.” “I’m optimistic about the future, both of our state and of our industry,” he added. “Change doesn’t come easily, but that doesn’t mean it’s not worth the effort.”

RUNNING TOWARD THE
Challenge
Is racism baked into our nation’s systems of justice, health and education, or are there disproportionate correlations between race, poverty and crime? Are people too quick to accuse others of racism, or are those in positions of power too slow to recognize their role in perpetuating racial inequities? Is it fair that I posed these as either/or questions, or is all of the above true?
so must the solution. Others may think they’ve done all they can, to either great or limited effect. But we are an industry that in recent years has developed entirely new ways of banking, and in recent months demonstrated remarkable fortitude and commitment to serving our customers through the pandemic. There is more we can—and must—do to address disparities and promote prosperity for all.
While issues surrounding racial justice and inequities are demanding the nation’s attention, honest conversations seem too perilous to hold because of the way some frame the debate as binary. But that ignores the vast common and principled ground on which we all stand and distracts from a focus on meaningful solutions.
Many banks recognized this long before the pandemic hit and disproportionately harmed Black Americans, and long before the nationwide protests over the killing of George Floyd and others. Some in recent years have built rigorous diversity, equity and inclusion programs that are both inward facing (focused on employees) and external facing (focused on customers, communities and vendors). Some have pioneered new ways to qualify borrowers and bring those who have been marginalized into the banking system. We celebrate them every year with the ABA Foundation’s Community Commitment Awards. Still others have partnered with Minority Depository Institutions and Community Development Financial Institutions to share compliance resources, expertise and more to better enable those institutions to meet the needs of their often underbanked customers.
Bankers are community leaders, which means you run toward a challenge, not away from it. So as fraught as the situation may feel, ABA is engaging in an open dialogue of how the banking industry, both as employers and as facilitators of wealth creation, can further the principles everyone agrees on: That all Americans should have a truly equal opportunity to prosper and that economic inclusion is essential to creating such opportunity. Implicit in this discussion is the belief that we each have a role to play in addressing longstanding inequities. Some may feel the problem lies elsewhere— in another community, city or state—and therefore
ABA is tapping the experiences of these banks and leveraging the expertise of our own staff experts on diversity, equity and inclusion to provide others with tools and
Rob Nichols, President and CEO American Bankers Association nichols@aba.com
resources to make a difference at their own institutions. A new peer group for institutions with robust DE&I programs met for the first time in February and is helping us identify leading industry practices in this space that we can share with members. In April, we convened our Diversity, Equity & Inclusion Advisory Group, which is composed of individuals from banks of all sizes and whose mission is to help us nurture bank DE&I efforts. I was also pleased to announce a strategic partnership this year with the National Bankers Association, the leading trade association for MDIs, to promote the health and well-being of underrepresented communities. And we are collaborating with and promoting MinBanc, which reimburses educational and professional development expenses of MDI bankers. This is all to say that both ABA and the industry have a strong foundation upon which to build. And build we must. Unacceptable racial disparities in health, wealth, income, education and other measures of opportunity continue to grow—and the pandemic has laid bare these disparities. Proportionately, two and half times more Black Americans have lost their lives to COVID-19 than white Americans. We cannot shrug our shoulders and declare these inequities someone else’s problem. We cannot fail to engage. We are bankers, we are civic leaders and we must be part of the solution.

Get Out
and Vote
Election Day is November 3rd and this election promises to be a significant one, not only due to the races on the ballots and the anticipated increase in voter participation, but also because the way we vote will be substantially different. All ballots will have the presidential race, along with the race for Sen. Graham’s U.S. Senate seat, and voters will also vote on their respective Congressional seats and their South Carolina Senate and House seats. Add to these ballots numerous local elections and you can see that November 3rd will be a big day in South Carolina and that those that are elected will have a great influence on banking. Yet with the COVID-19 pandemic, how we vote and when we can cast our vote will also be different this year. Due to the pandemic, many voters and public officials have concerns about in-person voting and South Carolina does not have voting by mail. In response to this, the General Assembly passed, and Governor McMaster signed into law, H5305. This law expands absentee voting to include the present state of emergency as a reason to vote absentee – but this reason only applies to the 2020 General Election. In other words, voters who choose to vote absentee for the General Election can simply check the box on the absentee application that says “State of Emergency” as a reason they are voting absentee. H5305 also allows absentee voting by mail for the 2020 election. To do this, simply go to the South Carolina Election Commission’s website, SCVotes.gov, to get your application; complete it, mail it to your local election office at least two weeks before the election, and then your ballot will be mailed to you. Fill out your ballot, have a witness sign the ballot envelope, and then mail it back to your local election office. Ballots returned by mail should be mailed no later than one week prior to Election Day to help ensure timely delivery. You can also still go to your local election

office to vote absentee before November 3rd and, of course, you can still vote in-person at your precinct on November 3rd. Officials are already seeing a high demand for absentee voting and expect for it to increase through October. So act on your request now. Finally, SCBA urges all of its member banks to support Get Out the Vote campaigns and encourage all of their bankers to vote. Educate your bankers on important issues and how they can vote or register to vote if they aren’t registered. An excellent voting and issue resource for bankers is the American Bankers Association’s site Secure American Opportunity (https://secureamericanopportunity.com/). SCVotes.gov is also a good resource for South Carolina’s election information such as voter registration, election and candidate information, voter education materials, as well as the absentee voting methods mentioned above. Bankers’ voices need to be heard at the polls on November 3rd to insure that we have elected officials that support banking. Our elected officials have considerable impact on the laws that govern banking and it is essential that bankers get out and vote for those that support us. Elected officials that support banking don’t support it just for their local banks – instead they support their local banks because of the positive impact these banks have on their customers and communities. Whichever way South Carolinians choose to vote this year, the fact is that voting is important and this election will have significant impact on the nation, South Carolina, and our banks. Take the time to educate yourself with the materials and sites mentioned in this article and then get out and vote – or, this year, mail it in.

Thumbprint Signature Program FRAUD DETECTION
Travelers Insurance INSURANCE SERVICES
Are bad checks making a dent in your profit margin? Check fraud costs financial institutions and their customers millions of dollars each year. The Thumbprint Signature Program can help your financial institution fight check fraud without inconveniencing your customers. The Thumbprint Signature Program was created by the Texas Bankers Association to provide a simple, effective and inexpensive method for preventing and deterring check fraud. The deterrent aspect of the program is its strongest advantage. Persons wanting to cash a check are asked to place an impression of their thumbprint on the face of the check using a small “inkless” touch pad which leaves no stain or residue on users or clothing. The procedure is quick, simple and clean. Criminals seeking to commit check fraud are unlikely to put their thumbprints on bogus checks. Those who are foolish enough to cooperate leave a positive ID that can be turned over to law enforcement to be used in cases where fraud is suspected. In many cases, law enforcement will not pursue a check fraud case unless they have this ID.
Travelers has been insuring banks for more than a century. We offer insurance and risk mitigation services to help banks address a variety of exposures including: • Directors & Officers • Cyber Risk • Professional Liability • Financial Institution Bonds • Employment Practices • Fiduciary • Kidnap & Ransom • Identity Fraud • Property & Casualty • Surety Bonds

A Huge Success
Since SCBA’s main initiative is government relations it makes the most sense for the Young Bankers to get involved in the Association’s grassroots efforts. Last year, the Division hosted the first ever BankPAC Sporting Clays Tournament Fundraiser. It was a tremendous success and raised over $20,000. Join us again on Wednesday, November 18 at the Palmetto Shooting Complex in Edgefield, SC. This four-shooter team tournament promises to be a challenging and fun event for everyone. This is also a great opportunity to invite legislators to join us and strengthen relationships with SC’s lawmakers. The proceeds for this fundraiser allow the State BankPAC the opportunity to provide contributions to legislators who support the banking industry and the pro-business agenda in our state. PAC contributions also enable SCBA staff and bankers to have direct contact with legislators. Othniel W. Laffitte, GrandSouth Bank and Young Bankers Division Board member is chair of this year’s event and Robert F.
