Message from the President & CEO

S

outh Carolina Ports Authority’s future is bright during this time of historic growth and investment in infrastructure. SCPA saw approximately 9% cargo growth in fiscal year 2019, handling a record 2.4 million twenty-foot equivalent container units (TEUs) and 195,000 vehicles. Inland Port Greer reported its busiest fiscal year yet with 143,000 rail moves, and Inland Port Dillon had a successful first year with 30,000 rail moves. Fiscal year 2020 is off to a strong start with record container volumes, vehicles handled, and rail moves. This unprecedented growth enables us to further progress important infrastructure projects, equipping the Port to efficiently handle bigger ships and cargo volumes for decades to come. We remain focused on modernizing Wando Welch Terminal in Mount Pleasant, building Hugh K. Leatherman Sr. Terminal in North Charleston and deepening Charleston Harbor to 52 feet. The Wando terminal will have 15 ship-to-shore cranes with 155 feet of lift height in 2020. Site work for the future Leatherman terminal continues with the first phase set to open in spring 2021. These enhancements will enable S.C. Ports to handle four 14,000-TEU ships simultaneously in 2021. The Charleston Harbor Deepening Project achieved a significant milestone with a $138 million allocation included in the president’s 2019 budget. Dredging of both the entrance channel and the stretch from the lower harbor up to the Wando terminal is underway. By 2021, Charleston will have the deepest harbor on the East Coast at 52 feet, ensuring the Port remains globally competitive. SCPA is also increasing retail volumes through distribution centers, intermodal rail and our inland port system to handle growing imports for the Southeast. Growth at S.C. Ports boosts S.C.’s economy overall. SCPA makes a $63.4 billion economic impact annually on the state and creates 1 in 10 S.C. jobs, according to a new study from the University of South Carolina’s Darla Moore School of Business. As I reflect on the past 10 years leading this organization, I am proud of the work we have accomplished and look forward to what’s ahead. The move into our modern headquarters building in Mount Pleasant has further strengthened our workforce, and we earned recognition as one of the Best Places to Work in South Carolina in 2019. The work we do and the way we do it would truly not be possible without the expertise of our 700-employee workforce and the greater S.C. maritime community. I am grateful for the hard work and dedication they exhibit every day. We will continue to invest in our people, infrastructure and capacity as we strive to be the preferred option of the top 10 U.S. container ports, further boosting our state’s economy as we grow.

Ensure That Our Port Works Well At SC Ports, we are proud of our performance. We turn ships and trucks faster than any competing port. Our facilities are not congested. We deliver innovative capital-heavy solutions like inland ports. We’re investing heavily in enhanced customer service capabilities that will eliminate challenges before they occur and solve them quickly when they do. When it comes to high-performance in the port business though, there is no end. There is no good enough. We believe we run the best, most reliable, most efficient port operation in North America. We aim to keep it that way.

Invest Heavily In New & Existing Infrastructure For our port to continue to work well in the future, SC Ports Authority and the State of South Carolina are investing $2.7 billion in new and existing infrastructure including port terminals, shipping channels, truck and rail connectivity, cranes and equipment, and IT systems. Between FY2016 and FY2022, SC Ports Authority alone will have a CAPEX spend of $1.6 billion. We’re planning for the success of our clients far into the future.

Continued Growth Of Our Cargo Base Any port is only as strong as the cargo base it serves. We are aggressively working to recruit new portdependent business to South Carolina. We have a long and very successful track record in working with manufacturing firms, which we will continue to grow. The core of our commercial strategy focuses on the future and the three Rs: retail, real estate, and rail. We must be actively engaged on all three to meet our own volume goals and to further diversify our cargo base.

Drive Intermodal Efficiency We have been extraordinarily successful in creating a high-performing, affordable, short-haul intermodal rail network in South Carolina with Inland Port Greer and Inland Port Dillon. We have effectively installed our RapidRail program to speed delivery of intermodal containers between our terminals and CSX and NS railheads. And, we have been successful in increasing our percentage of container business moving inland by rail from 12% in 2009 to 24% in 2019. But much more needs to be done. We are working constantly to improve intermodal connectivity into deeper U.S. hinterland markets, developing new and innovative approaches to transition containers between ships and rail yards, and we are working with other SC agencies on the development of a new, dual-served intermodal container transfer facility centrally located in the Charleston market.

12 rubber-tired gantry (RTG) cranes with more environmentally friendly hybrid systems. • Record growth at our two inland ports further reduces truck emissions and traffic congestion. • SCPA partnered with local agencies to renourish Crab Bank, a critical bird nesting island, within Charleston Harbor. • SCPA restored 22 acres of land on Drum Island back into its natural state as a salt marsh, supporting important ecosystems and marine life.

CAPITAL EXPENDITURES WANDO WELCH TERMINAL (WWT) $90M Over multiple years, SCPA is investing $450M to modernize WWT. Work includes creating a new chassis yard, improving traffic patterns and buying new equipment. By the end of 2021, WWT will be equipped with 15

155-foot-tall ship-toshore cranes and 65 rubber-tired gantry (RTG) cranes, enabling it to comfortably handle three 14,000TEU ships simultaneously. NEW SC PORTS HEADQUARTERS $30M SCPA’s new modern office building brought together employees from five locations into one state-of-the-art facility, adjacent to Wando Welch Terminal. This multiyear project is expected to total $44.5M. HUGH K. PORT AMBASSADOR PROGRAM The Port Ambassador Program was created to increase public awareness and foster

a deep understanding of the Port’s key statewide initiatives, activities and strategic plans. Port Ambassadors are selected annually from nominations made by the Review and Oversight Commission of the State Ports Authority (ROCSPA), the SCPA Board of Directors, and SCPA Senior Management Team. Port Ambassador Tiffany Santagati, EVP of Talent and Culture at Southern First Bank in Greenville, said the

program gave her insight into the Port’s statewide operations, emphasizing how many SC industries depend on the Port of Charleston to succeed. “I have lived in SC my entire life, and until I participated in the Port Ambassador Program, I did not fully understand the impact the Port makes on employment and the movement of goods throughout the state. It was fascinating to see how it is all connected." Tiffany Santa-

Economic Impact Ports are critical asset for state and Southeast By Patrick Hoff

T

he S.C. Ports Authority represents the foundation of South Carolina’s global economic footprint, driving 10% of the state’s economy, according to an economic impact study from the University of South Carolina. The port has a $63.4 billion economic impact on the state, and one in every 10 jobs is

attributable — directly or indirectly — to the port, according to the study’s author, research economist Joey Von Nessen of the Darla Moore School of Business. Additionally, $1 billion in state tax revenue comes from port activity. “South Carolina’s seaports really do represent a principal

asset for the state’s economy,” Von Nessen said. “And all of the data, all of the metrics ... point back to this key conclusion that we do see the seaports contribute to economic growth in the state, both in terms of overall activity at the seaport and in terms of providing potential for future growth as well.” Ports President and CEO Jim

Newsome said the ports authority conducts an economic impact analysis every four or five years, something that’s also done at other ports across the country. This year’s report found the economic impact of the port had increased by $10 billion compared to its impact in the most recent study


in 2015. Cargo volumes at the port have nearly doubled over the past 10 years, from about 100,000 TEUs a month to 200,000 TEUs, in part because of the growth of advanced manufacturing, which has seen 100% job growth in South Carolina over the past decade; job growth

across all industries has been 24%, the report said. “If we compare the growth patterns for advanced manufacturing in South Carolina to cargo volume coming out of the port, you see a very strong relationship,” Von Nessen said. “And in fact, the relationship is almost one-to-one.” He added that the port and

manufacturing have a symbiotic relationship: Manufacturing fueled the port’s decade of growth, and the port provided necessary infrastructure that allowed advanced manufacturing to grow. “South Carolina is able to tap into global markets, which provides opportunity for higher rates of long-run economic

growth over time because it allows us to diversify where demand is coming from,” Von Nessen said. “And that helps insulate us from some of the vagaries in market demand and market conditions.” Newsome said it’s incredible to recognize how intertwined the growth of cargo volumes and the growth of manufactur-

ing have become, but he said the port knows that pattern won’t repeat itself over the next decade. “Our focus today is really to diversify our cargo base by getting more headlong into the distribution area,” he said. “We think that’s an important possibility because of the growth of e-commerce and omnichannel distribution, which really means that there’s just a shortage of distribution centers in the United States today, and particularly in the Southeast region.”

Economic impact centered on Upstate The port’s $63.4 billion economic impact is not evenly distributed across the state, however. Over half, $33 billion, is concentrated in the Upstate, where BMW cars are manu-

factured and Michelin has its North American headquarters. “So naturally, if we see more manufacturing concentrated in the Upstate, we’re going to see more businesses that are dependent on the port in order continue to grow and to continue to transact over time — so a very natural correlation that we would expect there between the dominance of the effect in the Upstate and the industries that we’re talking about that have been driving our growth in South Carolina overall,” Von Nessen said. A quarter of the impact, $15.6 billion, is concentrated in the Midlands; 12%, or $7.8 billion, is concentrated in the Lowcountry; and 11%, or $7 billion, is concentrated in the Pee Dee. income. Continuing the pattern of the impact, the majority of those jobs, 117,000, are concentrated in the Upstate, with about 55,000 jobs concentrated in the Midlands, 28,000 jobs in the Lowcountry and 25,000 in the Pee Dee. Von Nessen said he also looked at the quality of jobs that the port impacts and found that most jobs were high-wage,

with healthy wage growth. Portrelated jobs have a 32% wage premium compared with other jobs in the state — $57,000 versus $43,109 — and yearover-year wage growth is 6.6%, compared with the state average of 4.7%. South Carolina’s ports also make an economic impact of about $12 billion on surrounding states, according to Von

Nessen. “So it’s not just the competitive landscape of South Carolina that the port enhances in terms of enabling more economic activity in South Carolina and advanced manufacturing that is export-oriented and being able to facilitate that activity,” Von Nessen said. “But that’s true throughout the Southeast as a whole, and so the competi-

tive landscape is improved for South Carolina and for the surrounding states.” Newsome said that the importance of South Carolina having a major port cannot be overstated. “I think the reason the state owns and operates the port is really because of its economic impact and its importance in the economy,” he said.

Tall Cranes on the Horizon Port receives shipment of 3 new cranes By Patrick Hoff

T

hree new, 155-foot cranes arrived at the S.C. Ports Authority’s Wando Terminal in Mount Pleasant earlier this month, adding to the port’s capacity to service larger ships. The new cranes, made by China-based Shanghai Zhenhua Heavy Industries Co. Ltd., will be erected one at a time, with the first slated to be operational in January. All three new cranes should be operational by May. The ports authority previously had four new, 155-foot cranes and four existing cranes that it raised to that same 155-foot height. The first shipment of the taller

cranes came in August 2016, and the most recent shipment arrived in March 2018. Ed Stehmeyer, project manager at the ports authority, said the ports authority will eventually have 15 155-foot ship-toshore cranes. Stehmeyer said the larger locks in the Panama Canal mean ships carrying up to about 14,000 TEUs, an industry measurement equivalent to a 20-foot container, can pass through. “For trade that’s coming through the Panama Canal, we need to be able to service those ships whenever they come to the East Coast,” Stehmeyer said.

“And these cranes ... could pick up something 155 feet up, and it can also pick up something below the deck. We need to be able to handle something that high to be able to handle the ships because they’re just getting bigger.” Several members of the S.C. Ports Authority took trips to China to design and oversee production of the cranes. The authority also sent several crane operators to China for training. From design to commissioning, production of the cranes took about 18 months; after that, the journey between China and Charleston Harbor took approximately 60 days.

Each crane costs between $10.5 million and $12 million, depending on the accessories the port decides to include in its order, putting the most recent shipment at over $30 million worth of equipment. The next shipment of four cranes, destined for the new Hugh K. Leatherman Sr. Terminal in North Charleston, is expected to arrive in May, followed by another shipment of four cranes arriving in July for the Wando and Leatherman terminals. The cranes at the Leatherman Terminal will be the S.C. Ports Authority’s tallest cranes, standing at 169 feet.

Historic Bonds Ports authority issues revenue bonds By Patrick Hoff

T

he S.C. Ports Authority will receive $547 million from a bonds issuance, the largest in port history. The proceeds of the bonds issuance will enable the port to finish construction of phase one of the Hugh K. Leatherman Sr. Terminal in North Charleston. The proceeds for the Leatherman terminal, which total $422

million, will fund construction and delivery purchases, as well as the ports authority’s share of the Port Access Road, which will connect Interstate 26 to the new terminals. The rest of the proceeds, totaling $125 million, will be used to refund portions of the port’s outstanding 2015 bonds. The ports authority board

approved the bond issuance earlier this year. Ports CFO Phillip Padgett said the transaction closed Oct. 2. “We had a tight schedule, we had to make it,” Padgett said. “It went through a hurricane, and I’m just proud to say Oct. 2 was the close day all along, so nothing shifted there.” Five of the 10 investors in the

bonds are first-time investors in the port. “We are incredibly pleased to have a successful bond issuance and very strong ratings, which reflect great confidence in SCPA’s capabilities, team and growth plans,” said ports authority President and CEO Jim Newsome in a news release.

A Very Good Year Ports authority sees record activity in FY19 By Patrick Hoff

T

he S.C. Ports Authority saw record cargo volumes, rail moves and inland port activity in the 2019 fiscal year, breaking records set last year. The ports authority’s fiscal year runs from July 1 through June 30. TEUs: The port handled nearly 2.4 million TEUs, a common industry measurement representing 20-foot equivalent boxes, in fiscal 2019. That was an 8.8% increase from the 2018 fiscal year. Empty containers: According to statistics provided by the port, 548,844 TEUs that were moved last fiscal year were empty, up 32% from the 2018 fiscal year. Wando and North Charleston terminals: Last month, 200,406 TEUs moved through the Wando Welch and North Charleston container terminals, a 0.4% decrease over June 2018. Total boxes: Measured by the total number of boxes handled, the port moved 112,988 pier containers in June, a 2.3% decrease over June 2018. The port handled a total of 1.36 million pier containers over the course of the fiscal year, up 9.1%. Vehicles: The port handled 18,307 vehicles at Columbus Street Terminal in June, for a total of 194,771 vehicles over the course of the year. Total

break-bulk cargo was 625,323 pier tons for the fiscal year, a 17.8% drop. Greer: Inland Port Greer reported its busiest fiscal year yet with 143,204 rail moves in the 2019 fiscal year, up nearly 22% from last year. The inland port reported 14,689 rail moves last month. Dillon: Inland Port Dillon, in its first full year of business, handled around 30,000 rail moves in the 2019 fiscal year. RapidRail: The port’s RapidRail program, which provides connection between rail yards and marine terminals, saw more than 330,000 rail moves in the 2019 fiscal year. The port handles 24% of containerized volumes by intermodal container rail. Cruise passengers: Charleston saw 213,081 cruise passengers in the 2019 fiscal year, 7,600 fewer than projected and a 5.5% decrease over last year. “SCPA’s container business had a record-setting fiscal year, and our inland ports in Greer and Dillon continue to see record growth year over year,” ports authority President and CEO Jim Newsome said in a news release. “This accomplishment is the result of the entire South Carolina maritime community’s dedication to providing a great product to our customers.”
