S
outh Carolina Ports sees strength in multiple business segments in fiscal year 2021 as we continue to maintain efficient operations, welcome new business and complete crucial port infrastructure. SC Ports handled 2.32 million twenty-foot equivalent container units (TEUs) at the Port of Charleston in fiscal year 2020, which ended June 30, down 2.8% from fiscal year 2019. We were on track to achieve yet another record year in fiscal year 2020, but the global pandemic disrupted supply chains and business operations worldwide. Despite these challenges, SC Ports has worked tirelessly to remain fully operational and keep freight moving throughout the pandemic. Since September 2020, SC Ports has seen strong volumes returning, highlighted by the arrival of the 15,072-TEU CMA CGM Brazil — the largest container ship to ever visit the East Coast. SC Ports had a strong October and a record November, handling 207,066 TEUs at container terminals, a 12% increase year-over-year. Vehicles were up 4.5% and rail moves at our two inland ports were 20% and 28% year-over-year in November. SC Ports has made great strides in business recruitment efforts, further growing and diversifying our cargo base. We had our biggest announcement in port history when Walmart broke ground in December 2020 on its nearly 3-million-square-foot import distribution center in Dorchester County, S.C. The Walmart project is a gamechanger for the port, boosting port volumes by 5% and signaling to the major retailers that we’re prepared to be a force in retail distribution. Growing our cargo volumes strengthens our position as a top 10 U.S. container port and supports job growth in South Carolina; port operations create 1 in 10 S.C. jobs. SC Ports has invested more than $2 billion in port infrastructure to handle additional cargo and accommodate bigger ships, including a 19,000-TEU container ship. The Hugh K. Leatherman Terminal will launch operations in North Charleston, S.C., in March, adding 700,000 TEUs of annual throughput capacity to the Port of Charleston. Phase One will have five ship-to-shore cranes — with 169 feet of lift height above the wharf deck and 228 feet of outreach — and 25 hybrid rubbertired gantry cranes to efficiently handle cargo. SC Ports continues to invest in Wando Welch Terminal in Mount Pleasant, S.C. to increase capacity and efficiencies, including having 15 ship-to-shore cranes with 155 feet of lift height above the wharf deck next year. The Charleston Harbor Deepening Project is on track to yield the deepest harbor on the East Coast in 2022. The 52-foot depth, combined with the widening of entrance channels and turning basins, will enable mega container ships to access port terminals any time without tidal restrictions. This important infrastructure is coming online at the right time, and we have the best people in place. The pandemic has shown the world the importance of a well-run port and fluid supply chain. We are, as always, deeply grateful to our incredibly talented team and maritime community. None of our successes would be possible without our teammates, who work so hard every day to move our organization forward. I have never been more excited about our future than I am today.

t is often said the port industry is a long-cycle business with large capital outlays demanded up front, well in advance of demand. As 2021 begins, South Carolina Ports is at
the threshold of a new era with three major infrastructure projects nearing completion: a new container terminal; the deepest harbor on the U.S. East Coast; and newly upgraded existing facilities. SC Ports is in the last year of a six-year, multi-billion-dollar capital improvement plan that involves massive investment, planning and work. Having made the right investments at the right time, SC Ports is in a strong position to emerge from the pandemic bigger, stronger, and better equipped than ever before.

Hugh K. Leatherman Terminal
Phase 1 of the Hugh K. Leatherman Terminal (HLT) in North Charleston is set to open in March 2021. It will be the first greenfield container terminal to open in the U.S. since 2009. Phase 1 will include 48 acres of container yard and add 4700,000 20-foot-equivalent units (TEU) of capacity. At full build-out, the three-berth terminal will double SC Ports’ current capacity by adding 2.4 million TEUs of throughput capacity. “The Leatherman Terminal’s 1,400-foot berth, five ship-to-shore cranes and 25 hybrid rubber-tired gantry cranes will provide efficient, reliable service to our customers,” SC Ports President and CEO Jim Newsome said of the Phase 1 implementation. “The Leatherman Terminal will have ample capacity and the ability to handle a 19,000-TEU vessel,

enabling more cargo to flow in and out of the Southeast.” The five new ship-to-shore cranes were manufactured by ZPMC and feature 169 feet of lift height above the wharf deck and an outreach of 228 feet. The new ZPMC hybrid RTGs run 100% on electric bat-
tery power, meaning diesel only runs when the batteries need to be recharged, which effectively reduces idling time. The batteries, supplied by Corvus Energy, are expected to reduce fuel consumption by around 70% when compared to conventional diesel port cranes.
As part of the construction of the container terminal, SC Ports has undertaken one of the largest environmental and community mitigation packages in South Carolina. SC Ports recognizes the importance of maintaining and improving air quality in surrounding com-
munities, as well as minimizing emissions from port operations. This significant investment in new equipment demonstrates SC Ports’ commitment in striving to be the greenest port in the Southeast. HLT will also feature dedicated highway connections to Interstate 26 and a new Intermodal Container Handling Facility (ICTF) nearby.

Harbor Deepening
Of course, the most efficient marine terminals in the world are of little value if ships cannot come and go with ease. That isn’t a problem at the Port of Charleston. The U.S. Army Corps of Engineers is currently deepening Charleston’s shipping channels from 45 feet to 52 feet mean low water. When complete in 2022, Charleston will be the deepest port on the East Coast and offer 24-hour, unrestricted access for ships drafting 48 feet.

Vessels drafting a maximum of 54 feet will have tide-restricted access. The project reached a monumental milestone in 2019 when President Donald Trump included $138 million for the project in his fiscal year 2020 budget, funding it to completion. Congress approved the funding, and it was signed into law in December 2019. In November 2019, the U.S. Army Corps of Engineers — Charleston District awarded the third dredging construction contract for the lower portion of Charleston Harbor up to Wando Welch Terminal. Dredges work 24/7 to deepen this stretch of the Wando River to 52 feet. This contract also involves widening the Wando Terminal access channel and turning basin from 1,400 feet to 1,650 feet. These widenings will allow two 14,000-TEU-and-above ships to easily pass one another to access the terminal, and then

seamlessly turn around before heading back to sea. The fourth dredging contract, which began in September 2020, will deepen a stretch of the Cooper River up to HLT. The $600 million project was approved using a new “smart planning” method that reduced the total time from
start to finish to just 12 years (fast as such large projects are concerned). The project was fully funded by a federal/state partnership made possible by a strong federal legislative support and a transformational investment of $300 million by the S.C. State Legislature in 2012.

have been added. By the end of 2021 WWT will feature 15 container cranes with 155 feet of lift height. This will allow three 14,000 TEU ships to work simultaneously. The container yard and gates are seeing major investments as well. Again, by the end of the year WWT will have 65 RTGs, 28 empty handlers, 40 container gates, and a new Terminal Operating System.
Inland Port Greer
South Carolina Ports’ highly successful Inland Port Greer is due for an upgrade as well. SC Ports, Norfolk Southern, and the U.S. Government (through a BULD Grant) have committed $51 million to increasing performance and capacity at Inland Port Greer, 212 miles inland from Charleston between Greenville and Spartanburg, S.C. The projects include physical expansions to the Inland Port Greer yard by adding 7,800
TEU of capacity, extending the NS lead track to the terminal, adding a third working track and two additional storage tracks, a new chassis yard, new and expanded administrative buildings, extension of the NS Carlisle Siding in the Columbia, S.C. area, and expansion of the NS Seven Mile Yard in Charleston.
Intermodal Rail
Also in the works is a new Intermodal Container Transfer Facility near HLT. This new, dual-served intermodal rail yard will give SC Port customers unrivaled access to inland markets beyond the traditional Southeast zone. Tracks are designed to work trains up to 15,000 feet. A potential barge connection to WWT is being considered.
Environment
SC Ports is constantly looking for ways to improve and minimize any environmental
impacts, while partnering with state and federal agencies where possible, to bring lasting successes to the region. Some of the key recent initiatives include: • Preserving approximately 325 acres of land in Ridgeville, S.C., in partnership with The Open Space Institute, further protecting the Four Holes Swamp Watershed. • Partnering with Palmetto Green and other industry and environmental advocacy representatives, as well as federal and state agencies and conservation groups, to develop the first iteration of the Watershed Resources Registry, a tool to aid industry and environmental groups in future development and conservation efforts. • Deploying an air quality monitoring station in North Charleston in partnership with the S.C. Department of Health and Environmental Control. • Continued pre-permitting studies to support a large saltwater
wetlands mitigation bank on Daniel Island. • Completed first year of monitoring at the Drum Island marsh restoration site. Constructed as part of the environmental commitments for the construction of the Hugh Leatherman Terminal, this 22-acre created marsh is establishing vegetation at a better than expected rate. The American Council of Engineering Companies of South Carolina recognized the Drum Island Marsh Restoration Project for engineering excellence in the environmental category. All this investment and activity are designed to continually deliver world-class service to SC Ports customers and tremendous positive impact to the lives of South Carolinians. One in 10 jobs in the state are tied to port business generating more than $63 billion in annual economic impact — a strong statement and a firm foundation on which to build.

espite a global economy hit hard by the COVID-19 pandemic, SC Ports Authority has had an extraordinary run on recruiting port-dependent business. Operations totaling more than 12 million square feet have announced or opened near SC Ports since the pandemic began; and while many of these projects were in the works before the pandemic, the fact that all of them continued on to completion is a testament to SC Ports’ staying power and strong fundamentals. • Walmart selected SC Ports’ Ridgeville Industrial Campus, near the Port of Charleston, for its new 3 million-square-foot, $220 million import distribution center. The new operation will serve 850 Walmart and Sam’s Club retail stores. • Michelin North America opened a new 3 million-sf tire distribution center near Inland Port Greer in Woodruff, SC. It is the largest

Consumer goods giant TechTronic Industries announced a 1 million-sf expansion of its already massive manufacturing and distribution complex in Anderson, SC. Exporters of plastic resins manufactured in the U.S. Gulf states are setting up shop near the Port of Charleston, including several of the top brands and packagers. • Braskem named the Port of Charleston home to its new Global
Export Hub. • Frontier Logistics has opened a new 550,000-sf resin transload facility with three packaging lines and three sea-bulk lines. Frontier is served by both CSX and NS class 1 railroads. • A&R Logistics opened a 615,000-sf resin transload operation with two packaging lines and one sea-bulk line. A&R Logistics is served by CSX. • A&R Bulk-Pak expanded its Charleston operation by 80,000 sf to 160,000 sf and two packaging lines. A&R Bulk-Pak is served by CSX. • Those facilities further enhance resin-related operations in the Charleston market from Mid-States Packaging, Wyse Logistics and Premier Logistics, making the Port of Charleston one of the fastestgrowing markets for resin exports. • The Port of Charleston now has 10 packaging lines (FF&S), five seabulk lines, and five import operations active in the market.

SC Ports Authority plays crucial role in securing Walmart distribution center
T
he South Carolina State Ports Authority has played a critical role in bringing a 3 million-squarefoot Walmart distribution center to Ridgeville, in rural Dorchester County. The new facility, now under construction, will produce 1,000 jobs when completed in winter 2022. SC Ports, whose operations
facilitate 225,000 jobs and generate nearly $63.4 billion in annual economic activity statewide, purchased the 1,000-acre Ridgeville Industrial Campus in 2018 to create a site for port-dependent businesses to locate. With support from a $21.7 million grant from the U.S. Department of Transportation, SC Ports was able to build out infrastructure
for prospective tenants, including the construction of a two-mile industrial access road and a 20-acre truck chassis and empty container storage yard. Walmart, the site’s first tenant, has invested $220 million in its storage and cross-dock facility. “We will support the investment by efficiently handling Walmart’s imported goods. Walmart is at the
cutting edge of supply chain sophistication and performance, and their confidence in us speaks volumes,” said SC Ports CEO Jim Newsome. “This investment is a signal to the major retailers that we’re prepared to be a force in retail distribution and that we can handle their requirements.” Once operational, the

Walmart facility will account for 5% of the port’s operations and serve as the vanguard of the ports’ increased focus on retail. The coronavirus pandemic has accelerated the growth of online sales, requiring robust global supply chain operations. SC Ports is moving to exploit this market transformation to capture the transport of retail goods and e-commerce cargo. The new hub will supply six Walmart distribution centers and 850 Walmart and Sam’s Club stores across South Carolina and the Southeast. “At a time when job creation is so vital, and — more than ever — our customers are relying on Walmart for the essentials they need during this unprecedented time, we are excited about the impact this new facility will have on the regional economy and how it will help us better serve customers across the Southeast,” Greg Smith, Walmart’s executive vice president of supply chain.

The inland port in Dillon is located on I-95 on the North Carolina-South Carolina border, about 150 miles from Charleston. The two inland ports connect to rail lines, allowing cargo owners to reduce the expense of transporting cargo over ground while reducing carbon emissions compared to shipment by truck. Additionally, the new $1 billion Hugh Leatherman Sr. Terminal in Charleston, slated for completion in March, will accommodate increasing traffic more efficiently. The state-ofthe-art container terminal is the nation’s first in more than a decade. As part of a $2.6 billion capital improvement project, 15 new rubber-tired gantries, the largest cranes for loading and unloading cargo ever used by SC Ports, recently arrived and

Improvements to the sea channel to accommodate larger ships and faster turnaround times have also begun. The first phase of dredging at the Wando terminal is underway, expanding the channel to 1,650 feet. That will allow ever-larger ships to sail in, turn around and sail out efficiently. It will allow
SC Ports to handle up to four 14,000-TEU capacity vessels simultaneously. It will also allow the terminal to accommodate a 19,000-TEU vessel, larger than anything that can now call on the Charlestonarea terminals. Once dredging is completed, SC Ports will be home to the deepest harbor on the U.S.
East Coast at 52 feet. Already, the three largest ships ever to sail into the Charleston port arrived and departed this past spring, followed by the largest container ship to sail into port on the East Coast at the Wando Welch Terminal in September. The myriad improvements in new and existing facilities are all designed to streamline the process for cargo owners of sailing, loading and unloading, entering and exiting the terminal and transitioning to haul over land. The port now boasts a two-way truck turn of less than 60 minutes. The Ridgeville Industrial Campus adds a warehousing component to the Ports’ portfolio of services and is expected to continue enticing business to the Charleston ports, among the top 10 ports in the U.S. The ports account for $7.8 billion in economic heft and support nearly 18,000 jobs in the Charleston area.

SC Biz News and the South Carolina Manufacturing Extension Partnership honored Newsome with the prestigious award during SC Biz News’ 2020 S.C. Manufacturing Conference and Expo. The S.C. Union Pier Terminal is one of Charleston’s dedicated breakbulk handling facilities. UPT is ideal for handling traditional noncontainer freight such as forest products, metals, equipment, and project cargo. Buildings 318 and 322 were designed to handle paper being moved between ships and rail cars. Ample open storage is available for a wide variety of cargo. A redevelopment plan would replace a portion of the cargo handling facilities for a new cruise terminal in the near future.

Hugh Leatherman Terminal Address: Bainbridge Ave, North Charleston, SC 29405 S.C. Ports is on track to open the Hugh K. Leatherman Terminal in March 2021, marking the country’s first new container terminal in more than a decade. Phase One will have a 1,400-foot berth, 25 hybrid rubber-tired gantry cranes, and five new ship-to-shore cranes with 169 feet of lift height and 228 feet of outreach and 25 hybrid RTGs. The ongoing Charleston Harbor Deepening Project will also yield a 52-foot depth at the terminal. The first phase will add about 700,000 TEUs of capacity to S.C. Ports; when fully built, the 280-acre, three-berth terminal will double existing port capacity. The terminal will feature a dedicated, elevated highway connection to Interstate 26 and commercial access to a new near-terminal intermodal rail facility.
