Construction firms have mixed outlook for 2024 Construction contractors have a decidedly mixed outlook for 2024 as firms predict transitions in demand for projects, the types of challenges they will face and the technologies, including artificial intelligence, they will embrace according to survey results the Associated General Contractors of America and Sage. Amid these changes, contractors are struggling to cope with significant labor shortages, the impacts of higher interest rates and input costs, and a supply chain that, while better, is still far from normal, according to A Construction Market in Transition: The 2024 Construction Hiring and Business Outlook. “2024 offers a mixed bag for construction contractors: on one hand, demand for many types of projects should continue to expand and firms will continue to invest in the tools they need to be more efficient,” said Stephen E. Sandherr, the association’s chief executive officer. “Meanwhile, they face significant challenges when it comes to finding workers, coping with rising costs and weathering the impacts of higher interest rates.” The net reading—the percentage of respondents who expect the available dollar value of projects to expand compared to the percentage who expect it to shrink—is positive for 14 of the 17 categories of construction included in

the survey, as it was in 2023. However, a smaller share than previously expects the markets they compete in to expand in the coming year. The net reading decreased from the 2023 survey for nine project types, increased for six types, and remained unchanged for two. The highest net positive reading in the 2024 survey—32 percent—is for water and sewer construction. That category nosed out last year’s leading segments, highway and bridge construction and transportation projects such as transit, rail and airports. And the net reading for federal projects is 29 percent. The highest expectation among predominantly private-sector categories is for power projects, with a net reading of 25 percent. Close behind are the readings for hospital construction, with a net of 23 percent, and non-hospital healthcare facilities, such as clinics and medical labs, with a net of 22 percent. The largest increase in optimism from the previous survey is for data center construction, with a net positive reading of 20 percent. That is up from 12 percent a year ago. Contractors are optimistic, as well, about the education sector. The net reading is 18 percent for kindergarten-to-12th-grade schools and 15 percent for higher education construction. The net reading for both

public buildings and manufacturing construction is 15 percent. The net is 10 percent for warehouses. There are four market segments for which respondents are closely divided between favorable and unfavorable outlooks or have negative expectations on balance. There is a net positive reading of 4 percent for multifamily residential construction. Expectations are bearish for lodging, with a net negative reading of -3 percent; retail construction, -15 percent; and private office construction, -24 percent. “On balance, contractors remain upbeat about the available dollar value of projects to bid on in 2024. But the optimism regarding opportunities for most project types is less widespread than it was a year ago,” said Ken Simonson, the association’s chief economist. Simonson noted that more than twothirds (69 percent) of the respondents expect to add to their headcount, compared to only 10 percent who expect a decrease. While just under half (47 percent) of firms expect to increase their headcount by 10 percent or less, nearly one-quarter anticipate larger increases.

Twenty-three facts that illustrate women’s risky retirement outlook Only 19% of women workers are “very” confident that they will be able to fully retire with a comfortable lifestyle, according to 23 Facts About Women’s Retirement Outlook, a survey report released today by nonprofit Transamerica Center for Retirement Studies® (TCRS) in collaboration with Transamerica Institute. “Today’s women are more educated and enjoy unimaginable career opportunities than previous generations. Yet, despite these advancements, women continue to be at greater risk than men of not achieving a financially secure retirement,” said Catherine Collinson, CEO and president of Transamerica Institute and TCRS. “The gender pay gap leaves women with less income available to save. Moreover, women are more likely to take time out of the workforce for parenting and caregiving – an invaluable labor of love without pay. These factors impair a woman’s lifetime earnings, retirement savings, and government and employer benefits. On top of these factors, statistically, women live longer than men, so they have an even greater need to save for older age.” As part of TCRS’ 23rd Annual Retirement Survey, one of the largest and longest-running surveys of its kind, the report examines the personal finances and retirement preparations of women workers aged 18 and older and employed by for-profit companies. The report compares women and men, and offers recommendations for women, employers, and policymakers. “Our research illuminates the challenges faced by women, highlights opportunities to improve their situation, and underscores the societal imperative to ensure their retirement security,” said Collinson. These 23 facts illustrate key indicators and contributing factors to the retirement outlook of women workers: #1. More than half of women (57%) feel they don’t have enough income to save for retirement. #2. Saving for retirement (53%), building emergency savings (44%), paying off credit card debt (43%), and just getting by to cover basic living expenses (37%) are women’s most often

Only 19% of women are “very confident” that they will be able to fully retire with a comfortable lifestyle. #5. Most women (75%) are saving for retirement at work and/or outside the workplace. #6. Women who work full-time (79%) are more likely to be offered a 401(k) or similar employee-funded retirement plan than women who work part-time (45%). #7. Among women offered a 401(k) or similar plan, 76% participate, contributing 10% (median) of their salary. #8. Thirty-six percent of women have taken a loan, early withdrawal, and/or hardship withdrawal from their 401(k) or similar plan or IRA. #9. Women estimate they will need to save $500,000 (median) to feel financially secure in retirement, but more than half (52%) say they “guessed” their savings needs. #10. Women have $44,000 in total household retirement savings (estimated median). #11. Twenty-seven percent of women expect Social Security to be their primary source of retirement income. #12. Seventy-six percent of women are concerned that Social Security will not be there for them when they are ready to retire.

#13. Forty-one percent of women are currently or have previously served as caregivers during their working careers. Among them, more than eight in 10 (84%) made work adjustments because of caregiving, such as missing days of work (37%). #14. Less than one in four women (24%) have a financial strategy for retirement in the form of a written plan. #15. Only 32% of women use a professional financial advisor. #16. Fewer than half of women (42%) are aware of the Saver’s Credit, a tax credit for eligible taxpayers who save for retirement in a qualified workplace retirement plan or IRA. #17. Few women (20%) frequently discuss saving, investing, and planning for retirement with family and close friends. #18. Women are planning to live to age 89 (median) and 13% plan to live to age 100-plus. Forty percent said they are “not sure” of the age they are planning to live, which is a reasonable answer but not useful for financial planning. #19. Women dream of an active retirement including travel (65%), spending more time with family and friends (57%), pursuing hobbies (44%), working (27%), volunteering (22%), and taking care of grandchildren (21%). #20. Buyer demand hanging tough, despite rates and seasonal cooldown Despite mortgage rates reaching 23-year highs, low inventory levels are spurring surprisingly strong competition, according to Zillow’s latest market report. Depleted inventory stocks are gradually recovering, and price appreciation is slowing, but demand has remained resilient, and attractive, appropriately priced listings are moving quickly. “With mortgage rates nearing 8% in October, the U.S. housing market continues to turn cooler, with inventory rising, and appreciation decelerating. As interest rates rose, some pent-up sellers appear to have been shaken free of waiting for rates to drop. New listings have nearly escaped the red annually and are trending out of a mortgage rate lock-induced hole,” said Skylar Olsen, Zillow chief economist. “A record number of households in prime home-buying ages are providing buyers, despite the headwinds.” The key number for any potential buyer or seller is the mortgage rate, which marched skyward through October and finished the month near 8%. Rate hikes pushed monthly payments on a typical U.S. home up by more than 4% from September to October. At $1,991, monthly payments are up almost 10% compared to last October and have nearly doubled in two years. The Zillow Home Value Index puts the typical U.S. home value at $347,972, up 2.3% from last year. A 0.3% monthly decline in values in October is a tad

The majority (55 percent) expects that hiring will continue to be hard (35 percent) or will become harder (20 percent). Most firms took steps in 2023 to attract and retain workers. Sixty-three percent increased base pay rates more than in 2022. Additionally, 25 percent of firms provided incentives or bonuses and 24 percent of the firms increased their portion of benefit contributions and/or improved employee benefits. As in the past two surveys, nearly two-thirds of respondents say projects have been postponed or canceled. Almost equal percentages of firms report projects were postponed or canceled in 2023 and not rescheduled (36 percent of respondents) as report projects were postponed but rescheduled (37 percent). Ten percent have already experienced postponement or cancellation of a project that had been scheduled for the first half of 2024. Only 23 percent of respondents say they have not had any significant supply-chain problems. However, sixty-four percent noted that rising interest rates or financing costs are one of their biggest concerns for 2024, while 63 percent listed insufficient supply of workers or subcontractors and 62 percent are worried about the likelihood of an economic slowdown/ recession. In addition, 58 percent listed rising direct labor costs (pay, benefits, employer taxes), while 56 percent pick

There were still a massive 39% fewer homes for sale in October than pre-pandemic norms, but that’s an improvement over the 46% deficit in May. Total inventory climbed 2.6% nationally from September to October — a result of fewer sales and an unexpectedly small September dropoff in new listings. As sellers come to grips with higherfor-longer mortgage rate expectations, “rate lock” is likely to ease a bit and encourage sales — about 70% of sellers turn around and buy. Seasonally adjusted sales counts, down 31% in July from normal levels, are now improved to down 26% in October3.

Competition easing, but still tight for attractive listings steeper than the 0.1% dip from August to September, and shows a slightly faster deceleration than pre-pandemic norms. Home values fell in October in 40 of the top 50 markets, with the largest declines in Austin (-1.5%), Minneapolis (-1%) and New Orleans (-1%). The largest monthly growth was in sunny (and costly) Miami (0.5%), San Jose (0.4%) and San Diego (0.2%). Annual appreciation is strongest in Hartford (11.4%), Milwaukee (8.5%), Providence (7%) and Boston (6.8%) — all metros that avoided extreme earlypandemic growth spurts.

Inventory still depleted, but slowly recovering

New listings fell nearly 5% from September, a smaller drop than would be expected seasonally. But levels were still the lowest to hit the market in any October recorded by Zillow (since 2018). Despite this, the longstanding deficit in new listings is generally shrinking as some sellers accept that high rates are sticking around. A shortfall of only 1.2% from the year prior is the smallest since May 2022, and a deficit of 19% compared to pre-pandemic levels is much improved from a trough of -35% in April.

Rising rates and recovering inventory translate to fewer buyers in bidding wars and more sellers cutting list prices. In October, 25.2% of sellers cut their list price, up from 23.9% in September. The share of sales that closed for higher than list price fell from almost 37% in August to 34% in September, but that’s still well above pre-pandemic norms of the low- to mid-20s. But attractive listings are still moving fast. Listings that sold in October typically did so in 16 days – one day longer than in September, but two days faster than last year and two weeks faster than in 2019. Staff report

Officials with Sage noted that construction firms have been seeking ways of adapting to the shortage of skilled workers and improving jobsite safety and productivity. Nearly 40 percent of firms say they will either increase their investment in drones (26 percent) or make an initial investment (14 percent). Thirty percent of firms will make an initial investment in artificial intelligence (19 percent) or increase their investment (11 percent). And almost 30 percent plan to make more use of offsite production (21 percent) or start to (9 percent). “Technology has played an instrumental role in helping construction firms build more efficiently while navigating current challenges,” said Dustin Stephens, vice president of Construction and Real Estate, Sage. “In this era of digital transformation, technology serves as a cornerstone for sustained growth and success.” Stephens added that nearly all firms plan to increase or keep level their investment in software. The most likely candidates for increased software spending are accounting software and project management software—for each type, 38 percent of respondents expect to increase their investment. Close behind is document management software, cited by 36 percent of firms. Thirty-one percent plan to increase spending on estimating software. Association officials said that many of the challenges contractors are facing depend on the actions

of public officials to address. If the Biden administration were to act on Congressionally mandated permitting reforms, many more infrastructure and construction projects would start this year, countering the small impact those investments have had to date. And if public officials would narrow the five-to-one funding gap between college-prep programs and career and technical education, more students would be exposed to construction and would likely pursue careers in the field. “We will continue to urge the Biden administration to implement mandated reforms to the federal review and permitting process and otherwise ensure that the federal government no longer serves as the biggest obstacle

to its own construction investments,” said Sandherr. He added that the association will be pushing for new funding for construction education and training programs as part of both the Workforce and Innovation Opportunity Act and the Pell Grant reauthorization legislation that are expected this year in Congress as well as immigration reforms. “We are committed to working with policy makers and our members to make sure the conditions are right for firms to be successful in their efforts to improve the nation’s infrastructure, modernize manufacturing and build an even stronger economy,” Sandherr added. Global study finds one-third of corporate managers lead with fear, approach to leadership costing $36B in productivity

A new landmark global study found one-third of emerging corporate leaders in the U.S. are primarily motivated by fear, creating work environments that cost the economy $36 billion annually in lost productivity. The Love Leadership Survey of nearly 2,500 respondents, commissioned by experienced executive leader, author and speaker Margot Faraci and conducted by New York City-based First & First Consulting, a leading research and analytics firm, determined that 36% of leaders under 55 years old, roughly 1.3 million in total, were found to be leading through fear. Fear-based leaders are those who responded in the survey that they either always or often experienced anxiety, micromanagement, imposter syndrome, anger, unwillingness to receive feedback, hesitancy to speak up, complacency and quiet quitting. These leaders lose 10 hours a week in productivity for their companies, equivalent to $28,750 a year per leader, or $36 billion annually. “These findings are enormously consequential for global businesses,” said Faraci, who brings 20 years of experience in leadership management in high-pressure industries like financial services and tech. “An entire generation of leaders is creating a workplace culture marred by systemic fear and this culture is causing a massive loss of productivity, to the tune of billions of dollars a year. To break this toxic cycle, we need leaders to turn away from fear and embrace courage, honest communication and compassion.” Highlighting the extent to which fearbased leaders have a negative impact on their workplaces, Faraci’s study also found that: • 90% of fear-based leaders reported witnessing a decline in employee productivity. • Nearly 40% of fear-based leaders strongly believe that stress can be positively harnessed. • Almost 50% of fearful leaders noticed a drop in performance from their teams while nearly 60% acknowledged their direct reports are ‘unhappy with their job.’ The survey, however, did reveal promising opportunities to reverse this trend, with eight out of 10 leaders having a positive view of compassion and vulnerability in the workplace. Faraci, informed by her extensive experience researching management trends and corporate leadership style, architected the study, which targeted managers ages 24 through 54, working in corporate offices with 500+ employees across the U.S., UK and Australia. Consumers increasingly sour on economy, blame inflation The Fannie Mae (OTCQB: FNMA) Home Purchase Sentiment Index® (HPSI) remained largely flat in October, as consumer frustration toward housing unaffordability and an economy battling inflation continue to depress overall sentiment. Despite improvement in the share of consumers expressing greater job security and improved household income, 78% of respondents believe the economy is on the “wrong track,” up 7 percentage points from last month, with the vast majority once again pointing at inflation as the top reason for that belief. This month, a survey-record 85% of consumers indicated that it’s a “bad time” to buy a home, with most respondents citing high home prices and high mortgage rates as the primary reasons. By comparison, only 37% believe it’s a “bad time” to sell a home. Overall, the full index is up 8.2 points from its all-time low last year. “Consumers expressed even greater pessimism toward the larger economy this month, in addition to their ongoing frustration with the housing market,” said Doug Duncan, Fannie Mae Senior Vice President and Chief Economist. “Via our October National Housing Survey®, 78% of respondents told us the economy is on the ‘wrong track’ – up from 71% last month – and they overwhelmingly cited inflation as the primary reason why. Across all income groups, inflation has consistently driven the ‘wrong track’ belief since the end of last year, suggesting consumers are fed up with the high prices of many goods and services. Although the labor market is strong and wages have risen in the past year, consumers may believe that their purchasing power has not kept up with prices, as 69% of consumers say their incomes are ‘about the same’ compared to the previous year. We expect this tightness in household finances, along with high home prices and elevated mortgage rates, to prolong the affordability challenges facing many would-be homebuyers.”

The share who think home prices will stay the same increased from 35% to 36%. As a result, the net share of those who say home prices will go up in the next 12 months decreased 2 percentage points month over month. • Mortgage Rate Expectations: The percentage of respondents who say mortgage rates will go down in the next 12 months decreased from 17% to 16%, while the percentage who expect mortgage rates to go up increased from 46% to 47%. The share who think mortgage rates will stay the same decreased from 37% to 36%. As a result, the net share of those who say mortgage rates will go down over the next 12 months decreased 1 percentage point month over month. • Job Loss Concern: The percentage of respondents who say they are not concerned about losing their job in the next 12 months increased from 75% to 78%, while the percentage who say they are concerned decreased from 23% to 21%. As a result, the net share of those who say they are not concerned about losing their job increased 5 percentage points month over month. • Household Income: The percentage of respondents who say their household income is significantly higher than it was 12 months ago increased from 18% to 20%, while the percentage who say their household income is significantly lower decreased from 13% to 10%. The percentage who say their household income is about the same increased from 68% to 69%. Apprenticeships Fannie Mae’s Home Purchase poised to move Sentiment Index (HPSI) increased in October by 0.4 points to 64.9. The HPSI is 830,000 workers into up 8.2 points compared to the same time strong careers last year. Read the full research report for additional information. • Good/Bad Time to Buy: The percentage of respondents who say it is a good time to buy a home decreased from 16% to 15%, while the percentage who say it is a bad time to buy increased from 84% to 85%. As a result, the net share of those who say it is a good time to buy decreased 2 percentage points month over month. • Good/Bad Time to Sell: The

Multiverse and the Burning Glass Institute (BGI) released a comprehensive new workforce study of the US labor market that explores the growth potential of apprenticeships and talent pools as a source for a wide range of professional roles in the US. The report – Untapped Potential: How new apprenticeship approaches will increase access to economic opportunity – identifies 830,000 new

apprenticeship opportunities that could open up annually and highlights the roles and types of workers who could fill them. By mapping apprenticeshipready occupations in the US, this report identifies the pathways that workers can follow to move from various occupations across industries – which could result in $28.5 billion in higher earnings each year – creating pathways to higher wage roles for workers across America. “Apprenticeships have the potential to galvanize the US economy by providing pathways that can be expanded to millions of workers who could apply their skills to the roles of the future,” said Euan Blair, CEO and Founder of Multiverse. “The inability for skilled-workers to break into sought-after careers and the financial strain placed on employers needing to attract, retain and train talent can be addressed through the adoption of on-the-job training – which is a win for the company, worker, and economy at large.”

Mapping the Workforce Landscape

According to the report, there are nearly 128 million people in the US workforce who stand to gain from new on-the-job training opportunities; this includes workers who are underemployed, stuck in their jobs with limited options for advancement or mobility, or whose progression is gated behind the need to acquire new or more relevant skills to advance in their fields. Multiverse and BGI identified four cohorts of note: • 36 million high-churn, low-wage workers without bachelor’s degrees; • 10.6 million career starters without bachelor’s degrees; • 12.8 million underemployed college graduates; and • 68 million mid-career workers who are seeking a chance for better pay. Collectively, these four populations of workers constitute 70% of the entire US workforce.

The Apprenticeship Opportunity in the US

Despite outdated narratives around apprenticeships, they are no longer just about young people learning a skilled trade on the job. As workplaces and careers become more complex, apprenticeships are becoming a powerful tool for employers to attract talent and fill their skills gaps, and for workers to achieve upward mobility in their careers. According to the US Department of Labor (DOL), over the last 10 years, active registered apprenticeships have grown by 106% – with more than 600,000 total this year. In fact, in a review of 332 million job postings since 2014, the report noted that over the last five years, there has been a 6.5x increase in the frequency of using terms like “upskilling, reskilling, and onthe-job training” in job ads to help attract talent. MARGENAU: Medicare and the ‘Temporarily Rich’ Before I write today’s column, there are two important and seemingly unrelated observations I must make. No. 1: Regular readers of this column know that I don’t like to write about Medicare. Why? Because I’m a Social Security expert, but not much of a Medicare expert. No. 2: It seems like there are a lot of rich (or temporarily rich) baby boomers out there. Why? Very often it’s because they are selling off property they own and suddenly have a huge influx of cash. This observation is based on the unusually high number of emails I’m getting from senior citizens telling me about their newfound financial gains. And why they are emailing me is how I bring the two points I made together. Here is one such email I just got today. “My wife and I are in our 70s. We sold some property last year and we ended up with about a million dollars in capital gains, which we duly reported to the IRS. Now the Social Security Administration has sent us a letter telling us our Social Security benefits are being dramatically cut next year. Why in the world are they cutting our benefits? I thought that once we are over our full retirement age, we can make as much money as we want without any reduction in our benefits.” There is a little part of me that wants to respond to folks like these and say something like: “Hey, you got a million dollars and you’re griping? I sure wish I had your problems!” But here was how I actually replied to this particular couple: First of all, you are mixing an apple with an orange. The apple is the Social Security law that says, as you correctly pointed out, that once you reach your full retirement age, there is no earnings penalty. You can work and earn as much money as you want and your benefits will not be affected. But the orange is a totally different law. It’s a Medicare rule, not a Social Security rule. And in a nutshell, that law says that rich people pay more for Medicare. So, what’s happened in your case is that your Medicare premium is going up in 2024. And because that premium is deducted from your Social Security checks, your net benefit went

down. I hope you don’t think I’m splitting hairs here. But it’s important that you understand your Social Security benefits have NOT decreased. You are still getting exactly the amount you are due. But again, your Medicare premium did increase -- and probably temporarily. As I said, I don’t like talking about Medicare. But I’ve got to do it here to help you further understand what’s going on. There are two main parts to Medicare. Hospital coverage, or Part A, is free once you reach age 65. (You paid for Part A with the Medicare tax deducted from your paychecks while you were working.) The other main part of the program, called “doctor’s insurance,” or Part B, is paid for by a monthly premium usually deducted from someone’s Social Security check. And even though people always complain about the amount of that premium, $174.70 in 2024, it actually pays for only 25% of the cost of running the program. The taxpayers pick up the other 75%. In other words, senior citizens get quite a subsidy from the government and the taxpayers when it comes to paying for Part B Medicare. So, for years, many people argued that senior citizens should pay a bigger share of the Part B costs. As you might guess, there was a lot of political hemming and hawing on that issue. But eventually, in the early 2000s, President George W. Bush and Congress reached a compromise. They decided that at least wealthy Americans should pay more for their Medicare. How much more depends on a number of factors and on whether you file an individual or joint tax return. To keep things simple, I’ll list the cutoff points for folks filing joint returns -- because most of the emails I get come from couples. The income referred to here is your “modified adjusted gross income,” or MAGI. (Google that if you want to learn more about what MAGI is.) --If your MAGI is $206,000 or less, your premium is $174.70. --If your MAGI is between $206,000 and $258,000, your premium is $244.60. --If your MAGI is between $258,000 and $322,000, your premium is $349.40.

apprenticeship opportunity – such as good wages, demand and growth, accessible training pathways, and no strict occupational licensing or universal degree requirements – Multiverse and BGI found 149 “target occupations” in the US, 20 of which already boast substantial and growing numbers of apprenticeship opportunities. Interestingly, the report also noted that the jobs that are most apprenticeship-ready tend to require more skills than other occupations, and often have limited access to workers who did not graduate college due to degree requirements. The average job advertisement for an apprenticeship-ready occupation lists 11 skills; for all other occupations, the average is 7 skills, reflecting the importance of skilled workers to employers. “The fact that the most apprenticeshipready occupations require more skills highlights the role and importance of on-the-job training,” said Asha

Upskilling the Experienced Workforce

The research also focused on the upskilling of the 68 million mid-career workers whose onward progression is gated by limited upward mobility or more advanced skill needs – but upskilling offers opportunities for these workers to advance in their careers. This group presents a special case because their need is often for upskilling (rather than reskilling) within an occupation. For those in this group, the emphasis is to stay in the same occupation while advancing and gaining new skills, which leads to greater job responsibilities and higher pay.

--If your MAGI is between $322,000 and $386,000, your premium is $454.20. --If your MAGI is between $386,000 and $750,000, your premium is $559.00. --If your MAGI is more than $750,000, your premium is $594.00. Where things get messy and cause the most confusion is for people who are “temporarily” rich. And again, here we are usually talking about folks who sold some land or cashed in some investments. And then it gets messier still because of the tax years involved. Here is an excerpt from something I found on the SSA’s website. “To determine your 2023 income-related monthly adjustment amounts, we use your most recent federal tax return the IRS provides to us. Generally, this information is from a tax return filed in 2022 for tax year 2021. Sometimes, the IRS only provides information from a return filed in 2021 for tax year 2020. If we use the 2020 tax year data, and you filed a return for tax year 2021 or did not need to file a tax return for tax year 2021, call us or visit any local Social Security office. We’ll update our records.” And this is where things start to get too messy for me to understand or to explain to you. If you want more information, at least I can steer you in the right direction. First, you should do a Google search under this

heading: “Premiums: rules for higher-income beneficiaries.” This leads you to an SSA publication that not only explains the rules (and maybe better than I did in this column), but it also gives you your appeal rights if you disagree with the premium increase. And it also tells you that your premium will go back down once your tax returns no longer reflect any big capital gains. A second good source of information is a Medicare expert. They are called SHIPs. That stands for State Health Insurance Program (counselor). To find the SHIP nearest you, go to www.shiphelp.org. pathways, but it would also open up opportunities for workers who are disproportionately blocked by career barriers like the paper ceiling. “We know that with Boomers retiring, more people sitting on the sidelines of the labor market, and big economic shifts in the wake of the pandemic – the workforce we have isn’t always the workforce we need,” said Matt Sigelman, President of the Burning Glass Institute. “Apprenticeships can be a powerful mechanism for unlocking worker potential and bridging the gap between workers yearning for opportunity and businesses starving for talent.”

While apprenticeships have grown in both interest and adoption in the US, they are still not a mainstream part of the American workforce. In comparison, the UK has a well-established apprenticeship system that has fueled its workforce and its economy for decades. According to an analysis of the British apprenticeship system, qualified apprentices in 2019 were projected to add £7 billion to the economy by the end of 2029. In the last year, Multiverse found that their 10,000 apprentices across 1,000 employer partners had created $669 million in bottom-line benefits through their work. Using the UK’s “mature apprenticeship” system as a model, the report predicts that an apprenticeship-mature US workforce would host over 830,000 new apprenticeship opportunities per year. Not only could this represent $28.5 billion annually in wage increases to the workers pursuing these apprenticeship

GOLDMAN: The Annual Office Holiday Party and How to Win It Thank you! Everyone here at Work Daze HQ appreciates your attendance at our annual holiday party. In a time when a regular paycheck is not sufficient to get employees to come into the office, actually appearing at a holiday party represents exemplary behavior, and will be reflected in your annual review, if management doesn’t fire you first. Sad to say, not everyone in the working world looks forward to abandoning their cozy, remote hideyholes to come into the office, even for a party. Especially for a party! If they do show up, they may lack the savoir faire to succeed. That’s important. As etiquette expert Elaine Swann says in “How to Survive Your Workplace Office Party,” an Adam Bearne article from NPR, if you value your career, office parties should be “looked at as another stage or level of a job interview.” If an invitation to an office holiday party is hanging over your head, don’t hide under your bed. Elaine Swann and I are here to guide you. Following these rules may not result in your having a good time at the party, but it will make it more likely that you will survive it. No. 1: Ultimately, it’s a work event

It’s unfair, but it’s true -- you can make mistakes all year long and no one will notice, but spend five minutes twerking on a conference table, wearing a Santa beard and not much else, and the big promotion you’ve been expecting can disappear forever. Still, you do want to take advantage of every opportunity to show you’re a team player, especially when you’re not. To ensure that you get full credit for your appearance, spend your time schmoozing with your managers. Need a conversation starter? Mention the lapses in corporate due diligence you’ve noticed and comment on how lucky the company is that no one has yet contacted federal regulators to collect a fat whistleblower reward. Hey, if no one in the C-suite noticed you this year, they’ll sure be keeping their eyes on you in the year to come. No. 2: Dress to depress Protocol guru Elaine Swann says that if you’re new to a company and are unsure what to wear, “ask some senior folks, so you get an idea of that wardrobe and dress accordingly.” If you are one of those “senior folks,” and some annoying Gen-Z whippersnapper wants your advice, as well as your job, let them know that management’s No. 1 goal is to make new employees feel comfortable at in the workplace.

Therefore, it is perfectly acceptable to wear PJs to the holiday party, especially if accessorized with fuzzy bunny slippers. Or suggest the newbie show their commitment to joining management by wearing a clown suit. Finally, explain that an office party is an excellent place to show the “real you.” For example, an “Alien Sex Fiend” t-shirt, black lipstick, and winklepicker boots will show the dynamic goth achiever behind the boring, normie facade. It’s sure to make an impression that will last for months, even if they don’t. No. 3: Do you like to be liked? An office holiday party, says Elaine Swann, is “your opportunity for people to connect with you and see that you are likeable.” On the other hand, if you are truly an unlikeable, abominable human being, don’t worry. With those qualities, you’re definitely a senior manager and no one likes you, anyway. No. 4: You’re in charge The biggest nightmares that can surface with an office holiday party is when you are put charge. Choosing the menu isn’t difficult. Simply assume everyone will enjoy an evening of Master Cleanse -- the Beyonceapproved diet regime that limits you to a lemonade-like beverage, a salt-

water drink and a herbal laxative tea. The diet may or may not help you lose weight, but it is sure to foster a speedy exit from the party. The choice of holiday gifts will also fall under your purview. I suggest you return to a traditional gift: the frozen holiday turkey. Since freezing uses a lot of energy, it is environmentally beneficial to give each employee a live turkey. Think how much joy old Tom will bring when your co-workers bring their turkeys home, a loving family pet and, eventually, a wonderful family dinner. (The music choice is an opportunity to embarrass yourself, which is why I recommend screamo, the musical genre Wikipedia calls “willfully experimental dissonance and dynamics.” If that doesn’t describe your company, I don’t know what does.) Wall Street’s hopes for rate cuts may be too optimistic, like they’ve been so many times before BY STAN CHOE AP BUSINESS WRITERS NEW YORK (AP) — Even when everyone agrees the interest-rate cuts that Wall Street craves so much are coming, there’s still room for potential disappointment. Since the Federal Reserve hinted last month its drastic rate hikes to get inflation under control may be done, bets have built on how much the Fed will lower its main interest rate in 2024. Inflation has eased back to 3.1% at the consumer level, down from its peak above 9%. That will hopefully give the Fed freedom to take it easier on rates. Cuts to rates can supercharge financial markets, and stock and bond prices have already jumped in anticipation of such moves. The S&P 500 closed 2023 with a ninth straight winning week, for example. That’s its longest such streak since January 2004. As it stands, traders on Wall Street are forecasting a nearly three-infour chance the Fed will cut its main interest rate by at least 1.50 percentage points through the year, according to data from CME Group. That would take

Survey: US employees prioritize workplace flexibility as a key component of compensation For US workers, options like hybrid/ remote work and flextime are no longer rare luxuries or “nice to have” perks. According to a new survey from The Conference Board, a majority now consider workplace flexibility a basic element of competitive compensation— one that can make or break a company’s ability to attract and retain talent. Overall, the survey finds exactly 50% of US workers are satisfied with their current compensation. With average annual pay raises already at 22-year highs, simply raising base salaries further may soon be cost-prohibitive. In this environment, forms of non-salary compensation are increasingly important. Among these non-salary elements, nearly 2 in 3 workers rank workplace flexibility options (location, hours) as important. That’s higher than any other component of total rewards—including competitive bonuses, paid time off, retirement plans, and healthcare options.

But for much of the past two years, almost since the Fed began its harshest rate-hike campaign in decades, Wall Street has been quick to forecast an approaching easing of rates, only to be disappointed by false peaks as inflation proved to be stronger and more stubborn than expected. Of course, no one has a perfect track record on this. Not even the Fed. Respondents weighed in on their current work situation, how they felt about their current compensation, and what benefits they value most.

COMPENSATION PRIORITIES When asked to select the five non-salary compensation elements they considered most important, there was broad consensus among US workers surveyed in September 2023:

• 65% said workplace flexibility options (location, hours). • 64% said bonus, commission, or other incentive pay. • 60% said generous paid time off. • 59% said retirement plans – company contribution/match to 401(k) or 403(b). • 53% said healthcare plans that are flexible and affordable.

These findings corroborate our previous survey, when the same five items topped the list. In February 2022:

• 71% said workplace flexibility options (location, hours) were important. • Only retirement plans ranked higher (72%).

Far fewer respondents prioritized items beyond this top five. In the latest survey:

• 35% said equity awards (stock options or stock grants).

Instead, 2023 has seen a remarkably resilient economy continue to empower workers—and workers value flexible work arrangements.” “Employees’ focus on flexibility amid a tight labor market puts the onus on HR leaders and C-suites to ensure hybrid workforces remain engaged, productive, and connected in the years ahead,” said Rita Meyerson, EdD, Principal Researcher at The Conference Board. “But it also opens new avenues in the competition for talent. Unlike salaries, bonuses, health care or retirement plans, workplace flexibility is the rare employee benefit that can save— rather than drain—financial resources, giving an advantage to companies that plan proactively.”

Employees whose current working situation is partially or fully remote value flexibility more than in-person workers—and may be unlikely to consider jobs that don’t offer similar options:

• 67% of current remote-only workers prioritize workplace flexibility options. • 68% of current hybrid workers prioritize workplace flexibility options. • 49% of current in-person–only workers prioritize workplace flexibility options. • Just 15% of survey respondents currently work entirely in-person— versus 53% hybrid and 32% remoteonly.
