Mortgage lending slumps again across U.S.

ATTOM has released its fourth-quarter 2022 U.S. Residential Property Mortgage Origination Report, which shows that 1.52 million mortgages secured by residential property (1 to 4 units) were originated in the fourth quarter of 2022 in the United States. That figure was down 24 percent from the third quarter of 2022, marking the seventh quarterly decrease in a row, and down 55 percent from Q4 2021.

The ongoing decline in residential lending resulted from some of the largest downturns in both refinance and purchase loan activity this century along with the first drop in home-equity lending in a year. The contraction continued as the 11-year U.S. housing market boom stalled in the second half of last year amid rising mortgage rates, consumer price inflation and other signs of economic uncertainty.

During a period when average mortgage interest rates doubled to near 7 percent for 30-year fixed loans, lenders issued just $476 billion worth of mortgages in the fourth quarter of 2022. That was down quarterly by 27 percent and annually by 57 percent.

Within the overall activity, there were 708,739 loans granted to home purchasers in the fourth quarter of 2022, down 26 percent from the third quarter of 2022 and down 45 percent from the fourth quarter of 2021. The dollar volume of purchase mortgages dropped 28 percent quarterly and 44 percent annually, to $257 billion.

On the refinance side, only 496,221 mortgages were rolled over into new ones. That was down 27 percent quarterly, and down 73 percent annually. The dollar volume of refinance loans was down 27 percent from the prior quarter and 73 percent annually, to $158 billion.

Even home-equity lending dropped, by 16 percent in the last few months of 2022, to a total of 313,973. The decline followed growth in five of the previous six quarters.

“The lending industry experienced a triple-dose of hits in the fourth quarter of last year as mortgage rates kept rising to levels not seen in more than 15 years and the U.S. housing market continued to stall after a decade of prosperity,” said Rob Barber, chief executive officer at ATTOM. “Rates have settled back down a bit so far this year, going back and forth in small amounts. That could lure some potential home buyers back into the market, especially if prices keep dropping. It also could spur some renewed refinance and HELOC action.”

In another sign of how much lending patterns have changed over the past two years, refinance activity represented just one-third of overall mortgages at the end of 2022, compared to two-thirds as recently as the first quarter of 2021. Purchase loans, meanwhile, comprised almost half of all loans, versus about 30 percent early in 2021. Home-equity lines of credit, despite a decline, still made up one of every five mortgages in the fourth quarter of 2022, up from one of every 22 in the first few months of 2021.

Total lending activity continues to plummet

Banks and other lenders issued a total of 1,518,933 residential mortgages in the fourth quarter of 2022 - the lowest number since the first quarter of 2014. The latest figure was down 24.5 percent from 2,010,609 in the third quarter of 2022 and down 55.2 percent from 3,390,801 in the fourth quarter of 2021. The total number fell for the seventh straight quarter, extending the longest run

of declines this century, while the annual decline marked the largest since at least 2001. The $475.5 billion dollar volume of loans in the fourth quarter was down 26.8 percent from $649.2 billion in the prior quarter and was 56.7 percent less than the $1.1 trillion lent in the fourth quarter of 2021.

Overall lending activity decreased from the third quarter of 2022 to the fourth quarter of 2022 in all 191 of the metropolitan statistical areas around the U.S. with a population of 200,000 or more and at least 1,000 total residential mortgages issued in the fourth quarter of 2022. It was down annually in all but one of those metro areas. Total lending activity dropped at least 25 percent quarterly in 83 of the metros with enough data to analyze (43 percent).

The largest quarterly decreases were in Honolulu, HI (total lending down 47.7 percent from the third to the fourth quarter of 2022); Knoxville, TN (down 47.6 percent); Buffalo, NY (down 42.2 percent); Charleston, SC (down 40.1 percent) and Beaumont, TX (down 36.3 percent).

Aside from Buffalo and Honolulu, metro areas with a population of least 1 million that had the biggest decreases in total loans from the third quarter to the fourth quarter of 2022 were San Jose, CA (down 32.7 percent); St. Louis, MO (down 32.6 percent) and Seattle, WA (down 32.5 percent).

Buyers are entering a calmer housing market, but with little incentive for homeowners with sub 3% mortgage rates to sell and 50 of the 100 largest markets expected to see inventory declines, they will continue to have a limited number of homes to choose from. Shoppers with some flexibility in terms of when and where they purchase may have a better chance of finding a home, according to the Knock Buyer-Seller Market Index released today.

According to the Index, which analyzes key housing market metrics to measure the degree to which the nation’s 100 largest markets favor home buyers or sellers, the housing market has shifted dramatically over the past 12 months when none of the markets tracked favored buyers. In December 2022, 13 markets favored buyers, 43 were neutral, not favoring buyers or sellers, and 44 favored sellers.

Despite a slight increase in home prices (+0.7%) from December 2021, homes sold at a lower price than the asking price in all but six of the 100 largest markets – Buffalo,

Median days on the market increased to 29, a full two weeks longer than a year ago. At year-end, there were a total of 354,000 homes for sale, an increase of 32.1% year over year, primarily as a result of falling sales, not the addition of new listings.

“We expect 2023 to bring more balance to the housing market, which is certainly good news for buyers following three years of intense competition. At the same time, with inventory down nearly 42% from the start of the pandemic and no real incentive for sellers to move, finding a home you both like and can afford will remain a challenge,” said Knock CoFounder and CEO Sean Black. “Those buyers with flexibility on where and when to move have an opportunity to find more homes for sale in some of the nation’s largest and most desirable housing markets beginning in the fall.”

The 10 markets where buyers

will see more choices

If one thing is true about 2023, it’s that buyers will experience different scenarios based on their location. While inventory is expected to increase 17% across the nation, the number of homes available for sale is expected to decline in half of the largest 100 markets.

To find where it might be easier to buy, Knock looked at the markets where inventory is forecast to increase the most and when buyers will have the most options. The top 10 markets likely to see the biggest gains in for-sale homes in 2023 in rank order are: Salt Lake City; Dallas, Denver; Charlotte, N.C.; Memphis, Tenn.; Las Vegas; Charleston, S.C.; Colorado Springs, Colo; St. Louis and New Orleans.

Inventory in these markets is forecast to increase throughout 2023, peaking in September, October and November. This means there will be more choices for buyers with flexibility to wait until the fall.

Inventory in the Top 10 markets reached all-time lows during the pandemic. However,

they did not see the same massive declines as the rest of the nation. In the three top markets – Salt Lake City, Dallas and Denver – inventory declined by approximately 20.3%, 34.3% and 19.9%, respectively, between December 2019 and December 2022. This is lower than the 42% decline seen nationwide.

Although low housing inventory has led to recordhigh home prices over the past several years, the forecasted inventory growth in these markets won’t necessarily translate into home price declines. Only three of the markets – Salt Lake City, Las Vegas and New Orleans – are forecast to see price declines over the next 12 months. Six are projected to see prices rise with the median home price in St. Louis forecast to increase nearly 10% year-over-year.

Currently, only three of these markets – Colorado Springs, Colo., Dallas and Las Vegas –favor buyers. By the second half of 2023, all but St. Louis, which will be in neutral territory, will favor buyers.

Inflation and rapidly rising rent are taking a toll in these twenty (unexpected) cities

Across the country, Americans are tightening their belts as more and more of their budgets are eaten up by the cost of groceries, energy, and other necessities. But in some places, sticker shock from everyday items like eggs or gas isn’t at the forefront of residents’ minds. According to the latest data drop from Dwellsy, rent has skyrocketed 30, 40, or 50 percent—or more!—in some markets since January a year ago.

“Regardless of location or property type, 2022 was definitely a landlord’s year,” says Jonas Bordo, CEO and cofounder of Dwellsy. “Single-family home rentals bore the brunt of recordbreaking price increases. Median asking rent for a three-bedroom home rose $156, or 9.2 percent, from January 2022. In the same time period, asking rent for a onebedroom apartment rose only $9, or 0.7 percent.”

Those numbers represent the nation overall. But some cities have undergone even more dramatic rent increases. And for the most part, they aren’t the pricey markets you’d expect. (Spoiler alert: You won’t find New York, San Francisco, or Los Angeles on this list! Instead, think places like outdoorsy southwest Georgia and a small city in Wisconsin best known for overalls and airshows.)

Dwellsy, the largest home rental listing platform in the country, regularly mines its 13+ million residential rental listings for statistics and data. Because

Dwellsy allows landlords to post listings free of charge, it has a pool of data that’s more diverse—and more representative of the true rental landscape—than that of pay-to-play listing services. Each month, Dwellsy breaks down this data regionally across the U.S. so renters and landlords can see up-to-date trends in rental housing and current affordability in over 250 markets.

When analyzing rental trends, Bordo and his fellow data-crunchers focus on one-bedroom apartments because they are similar to two-bedroom apartments in terms of inventory, but are more priceaccessible. Three-bedroom homes are also featured because they are by far the most common rental home type. Here, Bordo shares which U.S. cities currently have the fastest-growing rent prices.

For the past few years, singlefamily home rentals (SFRs) have been highly sought-after. Some renters want more space than an apartment typically affords. Others may be waiting to buy a home until mortgage interest rates decrease. Whatever their reasons for wanting an SFR, renters in these ten cities are bearing the brunt of price increases that come with high demand.

“Albany, Georgia, claims to be a place ‘where history and nature flow,’” says Bordo. “Hopefully, SFR renters there have a decent cash flow as well, because Albany’s median asking rent has increased

42.8 percent since January 2022! Albany leads number-two contender Fort Smith, Arkansas/Oklahoma, by a fair margin, where rent has risen 36.6 percent.” Oshkosh, Wisconsin, boasts a variety of events, attractions, shopping, dining, and more. But some residents might not have enough extra cash to enjoy activities that aren’t free. That’s because asking rent for a one-bedroom apartment has increased by 107.4 percent since last January. (Yes, the decimal is in the right place.) Oshkosh easily beats out Ellensburg, Washington, where rent has increased by “only” 59 percent.

“It’s true that some of the percentages on this list are mind-boggling,” says Bordo. “But I would be remiss if I didn’t point out that the apartment market in

smaller cities can be highly volatile. The delivery of just a few new buildings— especially if they are more expensive than the existing competition—can cause a substantial impact on median asking rent.”

“A lot can change in a year, and the price increases in these twenty cities prove it,” concludes Bordo. “The good news is, most markets don’t tend to stay on ‘fastestgrowing rent’ lists for long. Sooner or later, prices hit a ceiling and level out. If you’re moving to (or within) one of these cities, be aware that your rent is a lot higher than it would have been a year ago—but also know that you can probably expect more stable rents in the year ahead.”

Refinance mortgage originations hit low point this century

Lenders issued 496,221 residential refinance mortgages in the fourth quarter of 2022 – the smallest count since at least the first quarter of 2000.

The latest number was down 26.7 percent from 676,662 in third quarter of 2022 and down 73.4 percent from 1,865,118 in the fourth quarter of 2021 – the largest annual fall this century. It also was off 81.9 percent from a recent high of 2,744,363 in the first quarter of 2021. As with total lending, the number of refinance deals dipped for the seventh straight quarter, extending the longest run of declines this century.

The $157.9 billion dollar volume of refinance packages in the fourth quarter of 2022 was down 27.2 percent from $217 billion in the prior quarter and down 73.5 percent from $595.3 billion in the fourth quarter of 2021.

Refinancing activity decreased from the third quarter of 2022 to the fourth quarter of 2022 in 186, or 97 percent, of the 191 metropolitan statistical areas around the country with enough data to analyze. It was down annually in all 191 of those metros. Refinance lending dropped quarterly by at least 25 percent in 106 metro areas (55 percent).

The largest quarterly decreases were in Madison, WI (refinance loans down 78.9 percent from the third to the fourth quarter of 2022); Honolulu, HI (down 58.7 percent); Milwaukee, WI (down 57.7 percent); Springfield, IL (down 56.2 percent) and South Bend, IN (down 52.6 percent).

Aside from Honolulu and Milwaukee, metro areas with a population of least 1 million that had the biggest decreases in

refinance activity from the third quarter to the fourth quarter of 2022 were Indianapolis, IN (down 43.5 percent); St. Louis, MO (down 40.7 percent) and Buffalo, NY (down 40.7 percent).

The only metro areas with sufficient data where the number of refinance loans increased from the third quarter to the fourth quarter were Peoria, IL (up 17 percent); Binghamton, NY (up 15.6 percent); Dayton, OH (up 6.1 percent); Ann Arbor, MI (up 4.3 percent) and Atlantic City, NJ (up 2.7 percent).

Purchase mortgages down 51 percent since 2021 high

Lenders originated 708,739 purchase mortgages in the fourth quarter of 2022. That was down 26.1 percent from 959,244 in the third quarter of 2022, and down 45 percent from 1,287,519 in the fourth quarter of 2021.

The $257.5 billion dollar volume of purchase loans in the fourth quarter of 2022 was down 28.4 percent from $359.9 billion in the prior quarter and 43.7 percent from $457 billion a year earlier.

Residential purchase-mortgage originations decreased from the third quarter to the fourth quarter of 2022 in 188 of the 191 metro areas in the report (98 percent) and dipped in the same number annually.

The largest quarterly decreases were in Madison, WI (purchase loans down 57.7 percent); Honolulu, HI (down 53.9 percent); Knoxville, TN (down 50.4 percent); Lynchburg, VA (down 48.2 percent) and Lafayette, LA (down 41.7 percent).

Landmark NoDa retail building in Charlotte sells for $10.3M

A prominent retail building in the heart of Charlotte’s North Davidson neighborhood has sold to a Nashvillebased real estate investment manager for $10.3 million.

AJ Capital Partners purchased 36 & NoDa at 501-517 E. 36th St. from Ascent Real Estate Capital, a Charlotte, N.C.-based entrepreneurial real estate investment company. The 26,447-square-foot property is currently 100% leased with an eclectic mix of retailers ranging from a nationally recognized bar and beer shop to a resident-favorite live music and theater venue.

Stream Realty Partners Executive Managing Director Jared Londry and Senior Associate Alex Olofson represented the seller in the transaction. Stream, a national commercial real estate firm offering an integrated platform of services, has a growing office in Charlotte that services the Carolinas with a specialized team focused on the valuation and disposition of office, industrial, and retail properties.

Report says that U.S. Residential housing overvaluation is relatively steady

Recent U.S. home price appreciation has stalled as the non-seasonally adjusted Federal Housing Finance Agency’s all-transactions Home Price Index data showed a slight gain between the second and third quarters of 2022 and the Purchase-Only Index was slightly negative, said an S&P Global Ratings report published today, titled “Residential Overvaluation Relatively Steady As U.S. Housing Correction Continues”.

S&P Global Ratings’ assessment of housing overvaluation in the U.S. remains at approximately 20% as home price gains tempered in the third-quarter 2022. Despite the steady national-level assessment of overvaluation in the U.S., there is some regional variation with almost 15% of states showing home price depreciation.

We continue to believe the credit impact of home price dynamics and overvaluation levels on U.S. RMBS will depend on the geographic distribution of the mortgage pools, as well as the valuation dates of the properties backing the loans in the underlying collateral pools.

Home equity flattens out across U.S. in fourth quarter of 2022

ATTOM has released its fourthquarter 2022 U.S. Home Equity & Underwater Report, which shows that 48 percent of mortgaged residential properties in the United States were considered equity-rich in the fourth quarter, meaning that the combined estimated amount of loan balances secured by those properties was no more than 50 percent of their estimated market values.

The portion of mortgaged homes that was equity-rich in the fourth quarter of

2022 declined slightly from 48.5 percent in the third quarter of 2022, but was still up from 41.9 percent in the fourth quarter of 2021. While the equity-rich levels nationwide remain nearly double what it was three years ago, the drop-off in the last three months of 2022 reversed a string of 10 straight quarterly gains. The report found that the portion of equity-rich mortgage-payers went down from the third to the fourth quarter of 2022 in 31 states around the U.S.

The dip marked one of the first signs of how a recent fall in home prices across the country has started to affect homeowners following a decade-long market boom.

Despite the new pattern in equityrich mortgages, however, the report also shows that just 2.9 percent of mortgaged homes, or one in 34, were considered seriously underwater in the fourth quarter of 2022. That meant that they had a combined estimated balance of loans secured by the property of at least 25 percent more than the property’s estimated market value. The latest seriously underwater figure was unchanged from 2.9 percent in the prior quarter, and was still down from 3.1 percent, or one in 32 properties, in the fourth quarter of 2021.

Overall, 94.1 percent of homeowners paying off mortgages had at least some equity built up in their properties during the fourth quarter of last year. That also represented a slight decrease from 94.3 in the prior quarter, while still up from 93.5 percent a year earlier and 88.8 percent in late 2020. The portion of homeowners with equity rises further when accounting for homeowners who have paid off their home loans.

“Dents are beginning to surface in the armor around the U.S. housing market after 11 years of a strong showing for owners,” said Rob Barber, CEO for ATTOM. “Home values have been dropping since the middle of last year, which appears to be starting to cut into homeowner equity around the country. That’s probably happening because values are sinking faster than owners are paying off their mortgages. How that shakes out over the next few months will depend on a lot of factors, including where interest rates go. But for now, it looks like the runup in wealth flowing from owning homes has stalled along with the market.”

Largest decline in equity-rich share of mortgages spread across West

At the other end of the spectrum, the South had five of the top 10 states where the equity-rich share of mortgaged homes increased the most from the third quarter to the fourth quarter of 2022. The largest increases were in Montana (up from 51.5 percent to 58 percent), Kansas (up from 34 percent to 37 percent), Delaware (up from 34.2 percent to 35.9 percent), Mississippi (up from 31.5 percent to 33.2 percent) and Arkansas (up from 36.6 percent to 38 percent).

Small increases in seriously underwater mortgages clustered in West

While the portion of mortgage homes considered seriously underwater remained historically low in the fourth quarter of 2022 in most of the nation, the largest increases were clustered in the West. The top increases were in Missouri (share of mortgaged homes that were seriously underwater up from 5.2 percent in the third quarter of 2022 to 7.1 percent in the fourth quarter), Hawaii (up from 1.5 percent to 2 percent), Idaho (up from 1.9 percent to 2.2 percent), New Mexico (up from 2.7 percent to 3 percent) and Wyoming (up from 2.9 percent to 3.2 percent).

ENNICO: Before you start your business opportunity (part 1 of 2)

“We have operated a successful service business for many years.

We no longer want to run the business ourselves, but we think this type of business is an excellent opportunity for other people. So we have come up with a training program to teach other people how to build a business like ours.

Customers will pay $10,000 up front for the training program (a one-week live program at a local hotel), and an additional $1,000 a year for a ‘refresher’ course, which we will deliver online. The training program will include an entire section on marketing, but we won’t be giving attendees lists of customers or otherwise guaranteeing that they will have customers. They don’t have to use our name, and they can sell their services anywhere they like. (They won’t be given exclusive territories.)

We’ve done some homework, and we don’t think we are selling franchises. But we are seeing lots of references online to ‘business opportunities’ that seem to be regulated in some way.

Are we setting up a ‘business opportunity’ with our training program, and, if so, what do we have to do to comply with the law?”

First, the good news: Your training program is almost certainly NOT a franchise under federal regulations. You are not requiring trainees to use your brand name, you are not assigning them exclusive territories, and you are not asking for periodic “royalty payments” for the privilege of running the business. Yes, customers will pay for training, but they can elect not to participate in the annual “refresher” course, in which case they owe you nothing.

Now for the tricky part: You may indeed have a “business opportunity” on your hands.

The definition of a “business opportunity” is somewhat slippery. The Federal Trade Commission and about 25 states regulate business opportunities, and the definitions vary from state to state because there are different types of business opportunity.

Florida, which has one of the most comprehensive regulatory schemes, defines a “business opportunity” as the sale or lease of any products, equipment, supplies or services to enable customers to start a business for a price or fee that exceeds $500. and the seller promises that it (or anyone affiliated with or referred by it) will do any one of the following:

Provide locations, or assist you in finding locations, for the use of vending machines, racks, display cases or other similar devices, or currency-operated amusement machines or devices, on premises that neither you nor the seller own or lease (“Type 1”).

Will buy any of the things you make, produce, fabricate, grow, breed or modify using supplies, services or goods sold to you (“Type 2”).

Guarantees in writing that you will earn income exceeding the price or rent you pay (“Type 3”).

Will refund all or part of the price or rent paid (“Type 4”).

Will repurchase any of the products, equipment, supplies or goods supplied by it, if you are unsatisfied (“Type 5”).

Will provide a sales or marketing program enabling you to earn income (“Type 6”).

Your training program does not appear to come under the definitions for a Type 1, Type 3 or Type 5 business opportunity. If you do not offer your trainees a money-back guarantee on their initial training program, you should not be viewed as a “Type 4” business opportunity.

Because you are providing a training program designed to help people run businesses of their own, there’s a risk that your program may be considered a “Type 6” business opportunity, even if you do not guarantee that following your marketing program will lead to success.

Marketing is the key to success in any small business, as I’ve written endlessly in this column. If you are buying a small business “package,” you will want advice on how to sell the product or service, who the customers are, where they are, how to get your message across to the customers and so forth. A business training program that doesn’t have a marketing component is pretty much worthless.

Yet it’s precisely that component that may put your program under the “Type 6” definition of a business opportunity.

The FTC does have certain requirements for business opportunities, but their definition is not broad enough to cover “Type 6” situations like yours. Here’s what you need to do:

First, hire an attorney who is experienced in franchise and business opportunity regulation. Check your state Bar Association’s website and look for attorneys who are members of the “franchise and distribution law” committee; those are the folks you should contact.

Next, have your attorney tell you which states regulate business opportunities, whether or not their regulations extend to “Type 6” situations like yours, and what you will have to do in each state before you can offer your program to their residents.

NOVAK: College not needed for one’s success

Q: Since the pandemic began, many people have transitioned to working from home. I would love to be able to do this. I’m in my mid-40s with some college, no degree and no real marketable skills or talents, and the only work-from-home jobs I’ve found involve call centers. I worked at one once but had to quit after a few years because it was ruining my health and my marriage. The company did not allow time off for doctor appointments and illness, a leave of absence or a reduced work schedule when needed.

I enjoyed working at home; I just hated the work I did. We handled back-to-back calls, so if we worked four hours, we would get a 10-minute break and earn 1 1/2 minutes of personal time per hour. We were expected to use our break to use the restroom. Using personal time was discouraged. If we worked more than eight hours, we would get a 30-minute unpaid lunch and two 10-minute breaks. If a shift was midday, it was almost impossible to eat lunch in

10 minutes. Nobody could take time off during a holiday. I missed my family’s Thanksgiving because I couldn’t find anyone to cover my shift, and I was afraid of corrective action if I just took off.

How can people with no college or special skills fit into the work-fromhome puzzle without being relegated to “sweatshop” call center jobs? Going back to school of any kind isn’t really an option at this time in my life.

A: Although the company followed the legal requirements, you are correct in referring to it as a “sweatshop.” Such companies take advantage of people who are not employable elsewhere. Having a college degree does not necessarily prepare a student with marketable job skills. Many wealthy (some extraordinarily wealthy) people without college degrees have created businesses where they have thrived and commanded respect in the business world: Richard Branson, James Cameron, Simon Cowell, Larry Ellison, Bill Gates, Steve

Jobs, Ralph Lauren, Wolfgang Puck, Rachael Ray, Tony Robbins, Ted Turner, Mark Zuckerberg and more. So, don’t let dropping out of college or your age limit you. You simply haven’t found what drives you or discovered a talent you value enough to share. And while everyone is not destined to become a millionaire or billionaire, not having a college degree should not confine you to working at a call center.

Deaths due to the coronavirus have reached 500,000 in the U.S., but the number of cases is slowly going down. As the population realizes that following the Centers for Disease Control and Prevention guidelines of wearing a mask and maintaining a safe distance from others helps, the situation will improve, and people will feel more comfortable returning to work in safe environments. Until then, updating your technological skills would be a great investment of time for you.

You can choose among courses in basic web development at a community

college or courses offered by individual internet sales companies focused on short-term programs for using their systems. Practical courses, unlike the esoteric college courses to increase one’s knowledge without applying it, will give you skills to increase your marketability while providing attainable goals to ensure a better work future for you.

If taking practical courses seems overwhelming at this point in your life, you may want to meet with a counselor to discuss your confidence level. Sometimes negative experiences in school, at work or in life create a fear to move forward. With at least 20 more years of work ahead, clearing hesitation about learning new information can open doors of opportunity for you. Even if you don’t need to earn money, working can help keep your mind active and interesting.

According to Harvard Business Review, with the U.S. turnover rate projected to jump nearly 20% in 2022 over the pre-pandemic average, according to Gartner, and 31% of American workers actively thinking about or looking to leave their organization, according to KPMG, companies that don’t adapt risk losing their employees to the competition.

Stocks flip to gains on Wall Street, Treasury yields swing

NEW YORK (AP) — Stocks flipped to gains Thursday amid hopes for help for a bank at the center of Wall Street’s hunt for what’s next to crack in the struggling industry.

The S&P 500 was 0.8% higher in midday trading after erasing an earlier loss of nearly that much following reports that First Republic Bank could receive financial assistance or sell itself to another bank.

The Dow Jones Industrial Average was up 103 points, or 0.3%, at 31,978, as of 11:20 a.m. Eastern time, while the Nasdaq composite was 1.3% higher.

This week has been a whirlwind for markets globally on worries about banks that may be bending under the weight of the fastest set of hikes to interest rates in decades. The crisis of confidence has been flaring since Friday’s collapse of Silicon Valley Bank, which was the second largest bank failure in U.S. history.

Since then, Wall Street has tried to root out banks with similar traits, such as lots of depositors with more than the $250,000 limit that’s insured by the Federal Deposit Insurance Corp., or lots of tech startups and other highly connected people that can spread worries about a bank’s strength quickly.

First Republic Bank has been at the center of the market’s swivels, and it fell 28.3%. It’s down nearly 73% this week alone.

But big banks including JPMorgan Chase and Morgan Stanley are discussing a potential deal that could mean a big infusion of cash for the bank, according to a report from The Wall Street Journal.

Financial stocks across the S&P 500 flipped from losses in the morning to gains by midday. Treasury yields also strengthened suddenly, a sign of increased confidence from the bond market.

Across the Atlantic, European stocks rose after the European Central Bank announced a hefty increase to interest rates. They were also stabilizing after dropping sharply Wednesday on worries about Credit Suisse. The Swiss bank has been battling troubles for years, but its plunge to a record low raised concerns just as more attention shines on the wider industry.

Credit Suisse’s stock in Switzerland leaped 17.8% Thursday after it said it will strengthen its finances by borrowing up to 50 billion Swiss francs ($54 billion) from the Swiss National Bank.

Treasury Secretary Janet Yellen told the Senate Finance Committee on Thursday that the nation’s banking system “remains sound” and Americans “can feel confident” about their deposits.

Much of the damage for banks is seen as the result of the Federal Reserve’s fastest

barrage of hikes to interest rates in decades. They’ve shocked the system following years of historically easy conditions in hopes of driving down painfully high inflation.

Higher rates can tame inflation by slowing the economy, but they raise the risk of a recession later on. They also hurt prices for stocks, bonds and other investments. That latter factor was one of the issues hurting Silicon Valley Bank because high rates forced down the value of its bond investments.

Wall Street increasingly expects banks’ struggles to push the Federal Reserve to hike interest rates next week by only a quarter of a percentage point. That would be the same sized increase as last month’s, and it would be counter to expectations from earlier this month that it could hike by 0.50 points as it had been potentially signaling.

Some traders are also betting on the possibility the Fed could take a pause on rate hikes next week. just

The European Central Bank on Thursday raised its key interest rate by half a percentage point, brushing aside speculation that it may reduce the size because of all the turmoil around banks.

Some of Wall Street’s wildest action this week has been in the bond market, as traders rush to guess where the Fed is heading.

The yield on the 10-year Treasury fell to 3.44% from 3.47% late Wednesday. It was

above 4% earlier this month, and it helps set rates for mortgages and other important loans.

All the stress in the banking system is raising worries about a potential recession because of how important smaller and mid-sized banks are to making loans to businesses across the country. Oil prices have slid this week on such fears.

Economists at Goldman Sachs said all the near-term uncertainty surrounding small banks mean they see a 35% probability of a recession in the next 12 months. That’s up from their prior forecast of 25%.

Reports on the U.S. economy, meanwhile, continue to show mixed signals.

The job market looks remarkably solid, and a report said fewer workers applied for unemployment benefits last week than expected. .

But other pockets of the economy are continuing to show weakness. Manufacturing has struggled, for example, and a measure of activity in the midAtlantic region weakened by more than expected.

The housing market has also been struggling under the weight of higher mortgage rates, though homebuilders broke ground on more projects last month than expected. That could be a signal the industry is finding some stability.

The only metro areas among those analyzed where purchase-mortgage lending increased from the third quarter to the fourth quarter of 2022 were Ocala, FL (up 12.7 percent); Port St. Lucie, FL (up 3.2 percent) and Naples, FL (up 0.4 percent).

HELOC lending decreases after more than a year of gains

A total of 313,973 home-equity lines of credit (HELOCs) were originated on residential properties in the fourth quarter of 2022. That was down 16.2 percent from

374,703 in the prior quarter. However, the latest number was still up 31.8 percent from 238,164 in the fourth quarter of 2021.

The $60.1 billion fourth-quarter 2022 volume of HELOC loans was down 17 percent from $72.3 billion in the third quarter of 2022 but still up 27.4 percent from $47.2 billion in the fourth quarter of 2021.

Despite the fourth-quarter decline, HELOCs still comprised 20.7 percent of all fourth-quarter 2022 loans – nearly five times the 4.6 percent level from the first quarter of 2021.

“The severe contraction across the lending industry in the fourth quarter even hit HELOCs, which was the one major sector that had been holding up well earlier in the year as homeowners were

using elevated equity from the real estate boom to finance home improvements and other things,” Barber said. “The direction of interest rates this year will dictate whether HELOC activity stays high as a portion of overall activity or households return to cash-out refinancing deals to help pay for big-ticket expenses.”

HELOC mortgage originations decreased from the third quarter of 2022 to the fourth quarter of 2022 in 83 percent of the metro areas analyzed. The largest decreases in metro areas with a population of at least 1 million were in Buffalo, NY (home-equity credit lines down 45.1 percent); Fresno, CA (down 39.8 percent); San Jose, CA (down 38.9 percent); Sacramento, CA (down 35.5 percent) and San Francisco, CA (down 35.2 percent).

FHA and VA loan portions up slightly

Mortgages backed by the Federal Housing Administration (FHA) rose as a portion of all lending for the fifth straight quarter. They accounted for 181,324, or 11.9 percent, of all residential property loans originated in the fourth quarter of 2022. That was up from 11.3 percent in the third quarter of 2022 and 9.8 percent in the fourth quarter of 2021.

Residential loans backed by the U.S. Department of Veterans Affairs (VA) totaled 80,061, or 5.3 percent, of all residential property loans originated in the fourth quarter of 2022. That was up from 5.2 percent in the previous quarter, although still down from 6 percent a year earlier. Staff report
