Construction firms added 24,000 employees in February, as hefty pay raises for hourly workers enabled the industry to increase employment more steeply than other sectors, according to an analysis by the Associated General Contractors of America of new government data. Association officials said that while employment levels are now at record levels in the industry, future job gains will be hard given the lack of people who have been exposed to construction career opportunities.
“Average hourly earnings for craft and office workers in construction have consistently risen more sharply than across the private sector as a whole for several months,” said Ken Simonson, the association’s chief economist. “That has helped the industry add employees at a strong clip—but many more are still needed.”

Construction employment totaled a record 7,918,000, seasonally adjusted, in February, an increase of 249,000 or 3.2 percent from a year earlier. That

growth rate exceeded the 2.9 percent rise in total nonfarm employment.
Nonresidential firms—comprising nonresidential building and specialty trade contractors along with heavy and civil engineering construction firms— added 11,600 employees in February and 158,700 employees or 3.5 percent over 12 months. Residential building and specialty trade contractors together added 12,400 employees for the month and 90,300 employees or 2.8 percent over the year.
Pay levels in the construction industry climbed in February at a faster pace than in the overall private sector for the sixth-straight month.
Average hourly earnings for production and nonsupervisory workers in construction—mostly hourly craft workers—rose by 6.1 percent, from $31.63 in February 2022 to $33.57 last month. That increase topped the 5.3 percent rise in average pay for all private sector production workers. Workers in construction now earn an
average of 18.1 percent more per hour than in the overall private sector.
Association officials said that while firms have had success recruiting workers by offering higher pay levels, the pool of qualified workers remains tight. They noted that relatively few new workers are exposed to construction while in school, which is a consequence of meager federal funding for career and technical education. They urged the Biden administration to boost funding for construction education programs.
“Construction firms are doing everything they can to bring in new workers to keep pace with demand,” said Stephen E. Sandherr, the association’s chief executive officer. “But it is hard to recruit workers who have never been exposed to the industry and don’t appreciate the amazing pay, benefits and satisfaction that comes with a career in construction.”

A group of business and civic leaders has asked the Charlotte City Council to approve a privately funded initiative to revitalize and rename Thomas Polk Park uptown to honor one of the city’s modern pioneers: Philanthropist and former Bank of America Chairman and CEO Hugh McColl Jr.
Located at the very heart of Charlotte, the 1/3-acre park at Trade and Tryon streets was built in 1991 and has become obsolete with limited gathering space, poor lighting, outdated landscaping, and a hard-tomaintain fountain.
The “Hugh McColl Park” Coalition wants to transform the city-owned park into a celebrated public space that welcomes all – and the group is well on its way to a $10 million fundraising goal to pay for the rehabilitation.
“It’s hard to think of anyone who has done more for this city than Hugh McColl,” said Malcomb Coley, Charlotte
managing partner for EY, who co-chairs the Hugh McColl Park Coalition. “It is particularly appropriate that the park is across the street from the Bank of America Corporate Center where Mr. McColl not only transformed the banking industry but also jumpstarted the revitalization of Uptown that continues today.”
McColl retired from the Bank in 2001 and has partnered with others to launch investment firms McColl Partners, Falfurrias Capital Partners and most recently Bright Hope Capital, which funds Black-owned businesses to help create wealth in communities of color. Over his career, McColl led development across many uptown locations, championed affordable housing, funded scholarships and college programs, helped bring the Carolina Panthers to Charlotte, and is a longtime supporter of the arts. He is known for quietly mentoring
others and working behind the scenes to connect people and back projects.
The Hugh McColl Park Coalition includes a number of prominent Charlotteans who worked with McColl on various projects and issues. Among them: Cyndee Patterson, former city councilwoman and cochair of the park effort; Kieth Cockrell, president of Bank of America Charlotte; Harvey Gantt, former Charlotte mayor; Michael Marsicano, former president and CEO of Foundation For The Carolinas; Loy McKeithen, former partner at McGuireWoods; Rolfe Neill, former publisher of The Charlotte Observer; and Michael Smith, president and CEO of Charlotte Center City Partners.
The coalition’s proposal calls for demolition of the current park and installation of temporary turf to activate the park while design and fundraising are underway.
The proposal calls for Hugh McColl Park to better reflect the character of adjacent properties and the “public square” it occupies. The coalition envisions a functional, flexible and elegantly crafted urban park that celebrates Charlotte’s history.
In partnership with the Hugh McColl Park Coalition, Charlotte Center City Partners would manage the designand construction-related activities for the project and facilitate engagement with the community, including residents, adjacent landowners, business leaders, historic and other interest groups, donors and other stakeholders. Foundation For The Carolinas will be responsible for managing the funds raised on behalf of the coalition and donors.
“This location really should represent Charlotte’s premier public space,” said co-chair Patterson. “We want to create a place to bring people together. The project offers the perfect opportunity to showcase our cultural renaissance and to acknowledge the unparalleled leadership of Hugh McColl. It’s a win-win!”

Crescent Communities announces new restaurant tenant at Elizabeth on Seventh Crescent Communities announces significant leasing at Elizabeth on Seventh, a mixed-use community in Charlotte’s burgeoning Elizabeth neighborhood.
Tenants will join the recently announced Catalina Kitchen + Bar, a new restaurant concept from Ditka’s Restaurants, which will be located on the corner of East Seventh Street and North Caswell Avenue. Other retail tenants include Rosemont Market and Wine Bar, a new concept from the team behind The Crunkleton and the nearby Cheat’s Cheesesteak Parlor.
Catalina Kitchen + Bar will bring a casual upscale, full-service restaurant to the lively Elizabeth neighborhood. Set to open in early fall 2023, the American fare menu will be available for guests to enjoy on-site or takeaway. The bar will have a daily social hour with specialty cocktails, an extensive wine list, and local beers. Catalina Kitchen + Bar’s relaxed atmosphere will complement the diverse dining scene in Elizabeth, initially open for dinner, with plans to add lunch service at a later date.
Office leases at Elizabeth on Seventh have been signed for approximately 34,000 square feet by companies including Lodging Capital Partners, Hord Coplan Macht, and LifeStance Health. In addition, construction of five move-in ready suites totaling 16,000 square feet will offer newly constructed offices to potential tenants. One of the five suites has been pre-leased.

SCORE Charlotte’s 72 Chapter Volunteers are proud to announce that in Fiscal Year 2022 they helped 252 new businesses get started within the 14 North Carolina and three South Carolina counties it represents. As a result, 688 new jobs were created according to figures provided by Pricewaterhouse Coopers, who were engaged by the SCORE Foundation to conduct research into the economic impact SCORE’s over 10,000 nationwide volunteers had on the US economy in Fiscal Year 2022.
In 2022, according to Pricewaterhouse Coopers, SCORE Charlotte’s 72 Chapter volunteers provided a total of 5,345 hours of unique mentoring sessions, inexpensive or free local business

Women today have reached new heights in their careers. They’ve leaned in, shattered the glass ceiling, and paved the way for future generations behind them. But as they continue to climb the ladder, their responsibilities at home are not wavering. And the expectation so many women face to “do it all” is taking a toll. This is just one key insight from a new report from 24 Seven, a specialized digital marketing and creative recruitment agency.
For the first time in the company’s history, 24 Seven has released a report focusing solely on how women are faring in the workplace. The 2023 Amplifying Women at Work Report features survey responses from more than 3,200 female professionals in the marketing, creative, digital, fashion, beauty, and retail spaces.
The report found that while most women today are ready and willing to negotiate when it comes to
“I do a lot of public speaking to promote my small business. Most of my speaking is for local organizations; I don’t charge them a fee, and there’s no contract involved. But lately I’ve been contacted by some event planners to speak at trade shows around the country, and their contracts are several pages long! What are some of the things I should be looking for in these contracts? Do I need an attorney to look at each of these when I receive them?”
Generally, when I look at speaking contracts, I focus on three basic questions:
No. 1: “How and When Do I Get Paid?”
Speaking contracts are usually clear about the amount you will be paid for speaking, but you would be amazed how many contracts are fuzzy about when payment is due. Most event planners will want you to submit an invoice for fees and expenses after you speak, which is fine, but if there are significant expenses involved -- such as cross-country air travel -- you might want to ask to have those expenses reimbursed before you board the plane. Watch out for language saying the event planner will pay you if they or their client are “satisfied with” or “have accepted” your work -- that can be awfully subjective, and you don’t want your payment held up on somebody’s whim.
No. 2: “Who Owns My Presentation?”
There should be only one answer to this question: YOU should own the copyright and all other rights to your PowerPoint slides, handouts and other materials you give to
attendees, and any other content you create for the event. Many speakers’ contracts require you to assign your copyright to the event planner, and you should resist these provisions as much as possible. Once someone owns your copyright, they can do whatever they want with your presentation, you get nothing for it, and you can’t use that same presentation anywhere else. Consider instead giving the event planner a nonexclusive, perpetual, royalty-free license to use your content only for certain specified purposes -- such as posting the content for a limited time on the event’s website.
No. 3: “Am I Restricted From Speaking for Someone Else?”
Never, ever sign a noncompete agreement for a speaking event. No event planner has the right to prohibit you from speaking for other organizations or clients. If they protest, tell them you won’t agree to a noncompete unless the planner agrees to give you a minimum volume of speaking business each year while the noncompete clause is in effect.
It’s a good idea to have an attorney review your first couple of speaking contracts. I would recommend you meet with the attorney and have him or her educate you on the things you need to look for to avoid getting into legal trouble with the event planners. After that, you can probably review these yourself, keeping your attorney on speed dial if a particular contract has language you haven’t seen before.
“I am a corporate training professional
who conducts programs at hotels and convention centers in my state two or three times a year. While I can limit myself to my home state, a future goal is to offer training in other locations across the country, and I understand I may be subject to income and sales taxes in other states if I conduct programs there. What’s the best way to learn about the tax rules in each state where I may wish to conduct training?”
When you conduct training classes in another state, especially if the classes last for more than one day each and/or you conduct several classes in the state each year, you may have nexus with that state for tax purposes. This means you are responsible for paying income or sales taxes to the tax authority in each state where you conduct training programs.
To find out a state’s nexus rules, find the state tax authority’s website -- you can search online for “(name of state) revenue department” -- or go to https://www.irs.gov/ businesses/small-businesses-self-employed/ state-government-websites for a nationwide directory of state tax websites. Once you get to the state tax authority’s website, search for the nexus information page. There almost always will be one.
Each year, Bloomberg Industry Group conducts a survey of state tax departments about their nexus rules and publishes the survey in book form. For a free download of an executive summary of the 2020 report (the most recent one available online), see https://

As a last resort, you can always call the state’s tax department, ask to speak to a revenue examiner and ask them flat out if your proposed activities within the state will subject you to income or sales taxes. The good news is that they’re usually fairly friendly and will tell you exactly what to do.
The bad news is that they will almost always find you have nexus in the state and will have to pay taxes.

Q: I have been with this organization for over 25 years in an executive position, but I am not sure how to handle a personnel issue we have in another department. The company has been successful for many years, until recently when some of the key leadership positions changed personnel. The hierarchy now makes no sense. For example, vice presidents report to managers instead of the other way around. And that is just one of the small problems.
The operations department is critical to the company’s overall success. Four important employees there left in the last few months. All reported to the same manager, who in turn reported to the chief operating officer. The operations manager also just left, bringing the total to five employees who left due to stress from unrealistic workload demands. Another operations employee who is still there has not caught on to the job and runs to me with problems.
The manager accepted a lower-paying job just to be able to quickly leave the company due to the high level of stress with no change in sight. He claimed the COO (who has held
compensation, a majority (54%) feel like their gender has played a role in them being overlooked for a raise or promotion. Compensation was cited as the number one reason woman had left (or wanted to leave) their current jobs.
One of the most alarming findings was that 86% of those surveyed said they feel just as, if not more, stressed than last year. The biggest stressors cited were a lack of work-life balance, a heavy workload, and a lack of flexibility at work. These findings are a stark

NEW YORK (AP) — Stocks are rising again on Thursday as a bit more fear evaporates from Wall Street.
The S&P 500 was 0.2% higher in afternoon trading. It’s on pace for its fifth gain in the last six days, and its recent roll has it up for the month after struggling in earlier weeks on worries about whether the banking system was cracking under the weight of higher interest rates.
The Dow Jones Industrial Average was down 15 points, or 0.1%, at 32,703, as of 12:51 p.m. Eastern time, while the Nasdaq composite was 0.5% higher.
Forceful actions by regulators worldwide have helped build confidence that the current trouble for banks won’t torpedo the economy like the 2008 financial crisis did. Traders have also begun betting heavily that the Federal Reserve will have to cut interest rates soon. Such cuts could offer huge relief after a year of relentless hikes to rates, and they also tend to act like steroids for markets.
To be sure, all the recent ebullience has some professionals on Wall Street wary.
“Markets are pricing the best of both worlds: a recession that brings inflation down rapidly and keeps rates low, yet one where corporate earnings do not fall sharply,” according to analysts at Barclays led by Ajay Rajadhyaksha, global chairman of research.
They are skeptical and think both
bonds and U.S. stocks look too expensive.
Since Silicon Valley Bank earlier this month became history’s second-biggest U.S. bank failure, Treasury yields in the bond market have tumbled as traders built bets the Federal Reserve would have to take it easier on interest rates.
The Fed has pulled its key overnight rate to a range of 4.75% to 5%, up from virtually zero at the start of last year, to drive down inflation. High rates can do that, but only by taking a blunt hammer to the entire economy. They also drag down prices for stocks and other investments.
The bet on Wall Street has been that the Fed may cut rates as soon as this summer, to release some of the pressure built up on the economy and banks. That has caused the price to soar and the yield to tumble for the twoyear Treasury, which tends to move on expectations for Fed action.
Its yield plunged from above 5% earlier this month, when it was at its highest level since 2007, back below 3.60% last week. That’s a massive move for the bond market. It fell Thursday to 4.10% from 4.11% late Wednesday.
Expectations for easier rates in turn have helped to buoy the Big Tech stocks that dominate the S&P 500 and other indexes. That’s because tech and highgrowth stocks are seen as some of the biggest beneficiaries of low rates.
Gains for Apple, Amazon, Microsoft, Tesla and Nvidia on Thursday were the
strongest forces pushing the S&P 500 higher. Amazon rose 1.7%, while the others were up more modestly.
But many professionals on Wall Street are saying the Fed would likely cut rates only if a more serious recession for the economy were on the way, one that would pull down corporate earnings more sharply than what’s already expected.
The Fed has indicated it plans to raise rates one more time before holding steady through the end of this year. While it’s acknowledged that the turmoil for banks could almost act like a rate hike on its own, inflation is still too high for comfort.
“In sharp recessions – which seems to us the only way to justify bond market pricing, given how high US inflation is – corporate earnings easily drop 30-35%,” Rajadhyaksha and his Barclays colleagues wrote in a report. They added that Big Tech stocks would not be immune from such a downturn.
Nevertheless, the increasingly dominant force on Wall Street seems to be calm.
A measure of nervousness among stock investors on Wall Street on Thursday touched its lowest level since before a mad dash by Silicon Valley Bank customers earlier this month caused its failure and sparked the harsher scrutiny on banks globally.
The majority of the financial stocks in the S&P 500 were also slipping and
group remains down sharply for the month.
A report on Thursday showed that slightly more U.S. workers applied for unemployment benefits last week than expected. That could be a sign of increased layoffs, but the number still remains very low compared with history.
In a separate report, the government revised down its estimate for how much the U.S. economy grew during the last three months of 2022. But it also still showed growth.
“Today’s data may have some investors more willing to see the light at the end of the tunnel for rate hikes but remember a multitude of data will be released before the Fed’s next decision,” said Mike Loewengart, head of model portfolio construction at Morgan Stanley Global Investment Office.
On Friday, the Commerce Department issues its February report on consumer spending. That’s the heart of the U.S. economy. Perhaps more importantly, the report will also give the latest update on the measure of inflation that Fed policymakers prefer to use.
“And we have just seen how quickly the market can be disrupted by unplanned turmoil,” Loewengart said, “so investors should remain alert.”
