Construction employment increased in 45 states in February from a year earlier, while 24 states added construction jobs from January to February, according to a new analysis of federal employment data released by the Associated General Contractors of America. Association officials said the annual job gains are a sign that demand for construction remains robust and continued to caution that labor shortages are holding many firms back.
“Unfavorable weather may have held back construction in many states last month compared to January,” said Ken Simonson, the association’s chief economist. “But construction employment continued to expand almost everywhere in February compared to a year ago, despite a slump in homebuilding.”
Between February 2022 and 2023, 45 states added construction jobs, while industry employment declined in five states and the District of Columbia. Texas added the most jobs over the year (37,900 jobs, 5.0 percent), followed by New York (20,400 jobs, 5.3 percent), Florida (19,700 jobs, 3.3 percent), Nevada (12,100 jobs,
11.8 percent), and Georgia (11,700 jobs, 5.5 percent). Rhode Island had the largest percentage increase (12.4 percent, 2,600 jobs), followed by Nevada, Montana (9.3 percent, 3,300 jobs), Nebraska (8.1 percent, 4,700 jobs) and Utah (7.3 percent, 9,400 jobs). West Virginia lost the most jobs over 12 months (-2,200 jobs, -6.5 percent), followed by Colorado (-1,500 jobs, -0.8 percent) and South Dakota (-1,200 jobs, -4.6 percent). The largest percentage losses occurred in West Virginia, South Dakota, and D.C. (-3.2 percent, -500 jobs).
For the month, construction employment increased in 24 states, held steady in six states, and declined in 20 states and D.C. California added the most jobs over the month (7,600 jobs, 0.8 percent), followed by Texas (2,600 jobs, 0.3 percent), New Jersey (4,000 jobs, 2.5 percent) and Minnesota (2,200 jobs, 1.7 percent). The largest percentage gain occurred in Minnesota and Rhode Island (1.7 percent, 400 jobs), followed by North Dakota (1.5 percent, 400 jobs) and Mississippi (1.5 percent, 700 jobs).
Tennessee experienced the largest
decline in construction jobs in February (-1,700 jobs, -1.1 percent), followed by Iowa (-1,600 jobs, -1.9 percent) and Virginia (-1,200 jobs, -0.6 percent). Hawaii had the largest percentage loss for the month (-2.0 percent, -800 jobs), followed by Iowa and Alaska (-1.8 percent, -300 jobs).
Association officials said most construction firms report they are having trouble finding enough workers to hire to keep pace with demand. As a result, many firms are opting not to bid on projects because they do not have enough people to do the work. Officials with the association urged Congress and the Biden administration to boost funding for career and technical education and to allow more workers with construction skills to legally enter the country.
“Infrastructure, the new green economy and semiconductor plants don’t build themselves, they need people,” said Stephen E. Sandherr, the association’s chief executive officer. “If federal officials are so eager to build these kinds of facilities, they should be willing to invest in the people needed to build them.”

Homeownership slightly more affordable in U.S. During first quarter of 2023 as housing market remains stalled
ATTOM has released its fourth-quarter 2022 report analyzing qualified lowincome Opportunity Zones targeted by Congress for economic redevelopment in the Tax Cuts and Jobs Act of 2017. In this report, ATTOM looked at 4,119 zones around the United States with sufficient data to analyze, meaning they had at least five home sales in the fourth quarter of 2022.
The report found that median single-family home and condo prices decreased from the third quarter of 2022 to the fourth quarter of 2022 in 56 percent of Opportunity Zones around the country and went down at least 5 percent in almost half. Those declines closely paralleled drops in neighborhoods outside the zones as prices fell across the broader U.S. housing market during the second half of 2022 following a decade of almost continuous growth.
However, some signs emerged during the fourth quarter revealing that Opportunity Zone markets were withstanding the national market retreat better than other neighborhoods, just as they outperformed nationwide increases by some measures during the boom period. For example, larger portions of Opportunity Zones saw typical values rise by at least 10 percent both quarterly and annually compared to the rest of the nation during the last few months of 2022.
In yet another ongoing sign of strength, median values were still up year over year in almost the same portion of Opportunity Zones as elsewhere around the country.
"Home values inside Opportunity Zones are falling. But, on balance, they aren't dropping any faster than in
more well-off neighborhoods around the country," said Rob Barber, CEO for ATTOM.
"By a couple of metrics, they are even doing a little better. That speaks to the continued strength of Opportunity Zone housing markets and their potential allure for investors who still want to take advantage of the program's tax breaks even in the current uncertain economic environment."
Opportunity Zones are defined in the Tax Act legislation as census tracts in or alongside lowincome neighborhoods that meet various criteria for redevelopment in all 50 states, the District of Columbia and U.S. territories. Census tracts, as defined by the U.S. Census Bureau, cover areas that have 1,200 to 8,000 residents, with an average of about 4,000 people.
Without a doubt, typical home values in Opportunity Zones remained well below those in most other neighborhoods around the nation in the fourth quarter of 2022. Median fourth-
quarter prices fell beneath the nationwide median of $321,500 in 79 percent of Opportunity Zones. That was about the same portion as in earlier periods over the past year. In addition, median prices were less than $200,000 in 53 percent of the zones during the fourth quarter of 2022, also about the same as in earlier periods.
Considerable price volatility also continued in Opportunity Zones, as median values either dropped or increased from the third to the fourth quarter of 2022 by at least 5 percent in more than three-quarters of zones. That likely reflected the small number of sales in many zones.
Still, the fourth-quarter price trends, while down, continued a pattern of Opportunity Zones largely keeping pace with the national market despite their location in some of the country's most distressed communities. Over the past few years, price trends inside the zones matched or even bested nationwide patterns. That happened as
a combination of rock-bottom home-mortgage interest rates and a historically small supply of homes for sale pushed up demand and prices throughout the U.S. As buyers with more-limited resources were priced out of many areas, they likely turned to lowerpriced locations, including Opportunity Zones.
Home prices have dipped in most of the country since the middle of 2022 as higher mortgage rates and consumer price inflation, combined with a faltering stock market and other forces, have cut into what buyers can afford. But the ongoing tight supply for homes for sale could help Opportunity Zones withstand steeper drop-offs.
"These areas targeted for redevelopment tax breaks may be less vulnerable to taking a big hit if the market keeps dropping because they are still some of the most affordable markets," Barber added. "The Spring buying season should say a lot about whether they can maintain their strength."

ATTOM has released its first-quarter 2023 U.S. Home Affordability Report showing that median-priced single-family homes and condos are less affordable in the first quarter of 2023 compared to historical averages in 94 percent of counties across the nation with enough data to analyze - far above the 62 percent of counties that were historically less affordable in the first quarter of 2022.
However, the report also shows that buying conditions for house hunters may be improving as the portion of average wages nationwide required for typical major home-ownership expenses has fallen slightly to 30 percent this quarter.
The latest percentage is still considered unaffordable by common lending standards, which call for a 28 percent debt- to-income ratio. It also remains well above the 25 percent level in the first quarter of 2022. But the portion has inched downward from 31 percent in the final months of last year.
The mixed picture facing home buyers – prices that remain a financial stretch but are getting a bit more affordable –reflects a softening of the U.S. housing market combined with rising wages at a time when home-mortgage rates have stabilized following a year of increases.
The nationwide median single-family home and condo price is up less than 1 percent from the fourth quarter of 2022 to the first quarter of 2023 - now sitting at $320,000 - while three quarters of local markets continue to see prices slip this year. Those trends have followed an 8 percent decrease in the nationwide median during the second half of 2022. The drop-off has come as rising interest rates, high consumer-price inflation and stock market declines have cut into what home seekers can afford or the resources they have for down payments.
At the same time, wages have risen 6 percent nationwide over the past year, with increases continuing into the second half of 2022 in most of country.
“The soaring housing market has finally come back down in much of the U.S., at least for now, while worker pay is growing. That’s produced some benefits for home seekers in the form of slightly better affordability, especially as lending rates have flattened out,” said Rob Barber, chief executive office for ATTOM. “Things certainly haven’t swung way back into friendly territory. Price drops and wage gains haven’t yet translated into equal improvements in affordability. And the trend could go back the other way if interest rates go up again, as expected. But the scenario is becoming more favorable for buyers.”
With multiple uncertain economic forces at work, the market could continue sliding or turn back upward this Spring and Summer. That, along with the path of wages, will dictate whether home ownership continues to grow more affordable after a gradual path the other way over the past few years.
ATTOM’s latest report determined affordability for average wage earners by calculating the amount of income needed to meet major monthly home ownership expenses — including mortgage, property taxes and insurance — on a median-priced single-family home and condo, assuming
a 20 percent down payment and a 28 percent maximum “front-end” debt-toincome ratio. That required income was then compared to annualized average weekly wage data from the Bureau of Labor Statistics (see full methodology below).
Compared to historical levels, median home prices in 537 of the 572 counties analyzed in the first quarter of 2023 are less affordable than in the past. The latest number is down from 565 of the same group of counties in the fourth quarter of 2022. But it remains far more than 356 in the first quarter of 2022 and just 91, or less than one-fifth, that were less affordable historically two years ago.
Meanwhile, major home-ownership expenses on typical homes are considered unaffordable to average local wage earners during the first quarter of 2023 in 373, or about two-thirds, of the 572 counties in the report, based on the 28 percent guideline. Counties with the largest populations that are unaffordable in the first quarter are Los Angeles County, CA; Maricopa County (Phoenix), AZ; San Diego County, CA; Orange County, CA (outside Los Angeles) and Kings County (Brooklyn), NY.
The most populous of the 199 counties where major expenses on median-priced homes remain affordable for average local workers in the first quarter of 2023 are Cook County (Chicago), IL; Harris County (Houston), TX; Wayne County (Detroit), MI; Philadelphia County, PA, and Franklin County (Columbus), OH.
Home prices up slightly nationwide, but down in three-quarters of local markets
The recent slowdown in the U.S. housing market after 10 years of increases has flattened the national median singlefamily home and condo value, while pushing prices down in most counties so far this year.
Nationwide, the median single-family home, and condo value of $320,000 in the first quarter of 2023 is virtually the same as the typical $318,000 price in the fourth quarter of 2022 and is up just 1.3 percent from $316,000 in the first quarter of last year.
At the local level, median home prices in the first quarter of 2023 remain up from the first quarter of last year in 371, or 65 percent, of those counties.
Data was analyzed for counties with a population of at least 100,000 and at least 50 single-family home and condo sales in the first quarter of 2023.
Among the 46 counties in the report with a population of at least 1 million, the biggest year-over-year increase in median sale prices during the first quarter of 2023 are in St. Louis County, MO (up 38 percent); Palm Beach County (West Palm Beach), FL (up 11 percent); Collin County (Plano), TX (up 10 percent); Franklin County (Columbus), OH (up 7 percent) and Miami-Dade County, FL (up 6 percent).
Counties with a population of at least 1 million where median prices have dropped most from the first quarter of 2022 to the same period this year are Alameda County (Oakland), CA (down 16 percent); Santa Clara County (San Jose), CA (down 12 percent); Contra
Costa County, CA (outside San Francisco) (down 12 percent); Philadelphia County, PA (down 11 percent) and King County (Seattle), WA (down 8 percent).
Wages growing faster than prices in 76 percent of markets
Weekly annualized wage appreciation has outpaced annual home-price changes in the first quarter of 2023 in 433 of the 572 counties analyzed in the report (76 percent). That was the opposite of the first quarter of last year when prices were growing faster than wages in 87 percent of the same counties.
The current group where wage gains are outpacing price changes include Los Angeles County, CA; Cook County, (Chicago), IL; Harris County (Houston), TX; Maricopa County (Phoenix), AZ, and San Diego County, CA.
Year-over-year price gains have surpassed average annualized wage growth during the first quarter of 2023 in just 139 of the 572 counties analyzed (24 percent). The latest group where prices are going up faster than wages include Kings County (Brooklyn), NY; Franklin County (Columbus), OH; Collin County (Plano), TX; St. Louis County, MO, and Westchester County, NY (outside New York City).
Portion of wages needed for home ownership decreases throughout the U.S. even as lending benchmark is still
exceeded in two-thirds of the nation
With 30-year mortgage rates leveling off this year after doubling in 2022, the portion of average local wages consumed by major expenses on median-priced, single-family homes and condos has decreased from the fourth quarter of 2022 to the first quarter of 2023 in 97 percent of the 572 counties analyzed.
The typical $1,758 cost of mortgage payments, homeowner insurance, mortgage insurance and property taxes nationwide now requires 29.9 percent of the average annual $70,460 wage. That is down from 31.2 percent in the fourth quarter of 2022 – the highest level in 15 years – although still up from 24.9 percent a year ago.
The latest portion still tops the 28 percent lending guideline in 373, or about three-quarters of those counties, assuming a 20 percent down payment. But that is down from 407, or almost three-quarters, of the same group of counties in the fourth quarter of 2022.
“The affordability gains we are seeing so far this year, small as they are, could start to lure buyers back into the markets where they were once put off by soaring prices,” Barber said. “That would help all segments of the market, especially highend areas that suffered some of the larger

Sharp mortgage rate increases have worsened housing affordability over the past year, forcing more consumers to rent or to continue renting for longer, according to a report published today by S&P Global Ratings. This trend is likely to continue until homes become more affordable, which will support rental housing demand, even in a recession. As a result, fundamentals for both rated rental housing REITs and social housing providers should remain resilient as demand continues to outstrip supply in many markets.
The report, “Real Estate Monitor: Rising Rates Driving Rental Housing Resiliency,” outlines key trends facing the real estate sector, including:
• S&P Global Ratings expects rental rate growth to decelerate, although it will remain healthy over the next two years.
• Moderating rent increases could help tame inflationary pressure as shelter accounts for a significant part of overall consumer spending.
• Demand continues to outstrip supply for housing, particularly for affordable housing. Policies have emerged across some states to relieve housing affordability risks. While regulatory risks are gaining more momentum, these appear to remain manageable for rental housing REITs.

Even though the government-reported rate of unemployment is at near record lows, many of those new positions are insufficient to lift workers out of poverty, according to the monthly True Rate of Unemployment (TRU) report issued by the Ludwig Institute for Shared Economic Prosperity (LISEP).
While the U.S. Bureau of Labor Statistics (BLS) reported a jobless rate of 3.4% for January – an improvement of 0.1 percentage points over the previous month, and the lowest rate in 54 years – LISEP’s TRU increased 0.6 percentage points, from 22.5% to 23.1%. TRU tracks the “functionally unemployed,” defined by LISEP as the jobless, plus those seeking, but unable to find, full-time employment paying above the poverty line after adjusting for inflation.
This is an indication that even though more jobs are being created, a lower percentage of those jobs are classified as paying a living wage, according to LISEP Chairman Gene Ludwig.
“While at first glance these headline statistics look great, a deeper dive into the numbers shows that there are too many working families that are still struggling just to get by,” Ludwig said. “Policymakers should be looking at these numbers and planning the next steps to create an economy with more opportunity. They should be considering quality of jobs – not just quantity.”
Across the board, all major demographics experienced an increased TRU of about a half of a percentage point: the TRU for Black workers increased from 25.6% to 26.1%; White workers saw an increase from 21.2% to 21.7%; and Hispanic worker TRU jumped from 26.4% to 26.8%. The TRU for male workers increased from 18.1% to 18.6%, and for women, the increase was from 27.6% to 28.0%. Among education categories, only bachelor’s degree holders saw an improved TRU, dropping a negligible 0.1 percentage points, from 15.1% to 15.0%.
Ludwig noted that as reported by the BLS, the labor participation rate increased slightly from 62.3% to 62.4% – a positive sign for the economy. But a large percentage of those workers entering or returning to the job market are finding it difficult to secure a living-wage job, which is a reason for concern.
“As the rise in TRU indicates, more Americans are entering or reentering the workforce only to be greeted by bad jobs –a situation that does not bode well for the long-term viability of our economy,” Ludwig said. “Policymakers should work to address these concerns in a targeted yet thoughtful way with a strategy that not only creates jobs, but good-paying jobs, and thus building an economy that benefits all Americans.”

Q: I am 50 and was the founder and sole worker of my own local business. When I decided to move out of state, I could have sold my client list to a competitor, but I had so much to do for the move across country that I just turned it over to someone I knew in the field. I am now settled into my new location where I am starting anew in everything -- friends and a job -- but I would like to try something new.
I am not a licensed interior designer, but I have worked at high-end decor stores and have been told by many I have a talent in that field. I liked working on my own, and I got all my business through referrals. I’m friendly, but it’s an energy-drainer to start another new venture that requires heavy networking in order to build a business. At this point in life, I don’t want to go into a field where I have to get another degree and license to practice, and I don’t want to force myself to be social for the sake of being successful. I figure I have about 20 years of energy in me to work. I know I would have
been a good interior designer, but I think it’s too late for that. I could do something in art, like painting again, but that is certainly not going to be a money-maker for me. How does someone decide what to do in midlife?
A: A midlife career change starts with analyzing what one enjoys and what one can do well. Many people return to some sort of formal education if needed, but that certainly isn’t required for a creative individual. When clients hire an interior designer, they are not hiring the person’s degree. They are viewing a portfolio of design work to decide if those examples appeal to their sense of taste and comfort. Drop your notion that a person has to have a degree. If a designer favors wild wall paint colors and cold, modern furniture when you prefer neutrals and comfort, you will not hire that designer. Designers span the range of taste -- both good and bad.

Perhaps you have photos of rooms you decorated in your previous location. If not, you can draw freehand or use a software program to illustrate furniture layouts for major rooms in a home. The investment should be minimal. Don’t fuss over the portfolio. The purpose is to show you understand the elements of floor plans and furniture layouts. A stager helps to create a certain ambiance and make the rooms look spacious. After viewing a few HGTV shows featuring makeovers, you will see how badly some people need your skills.
Once you have your online portfolio, the next step is to connect with real estate professionals in your area. Write a brief introductory letter with a link to your
portfolio (look for companies providing online space for portfolios; you do not need your own website). You may also want to connect with an experienced stager and shadow the person as a student intern would. Working part-time for a busy professional would be a great way to meet people in real estate. Remember, agents want to sell their listings, and a staged house could bring in higher commissions for a sales agent. Despite improving affordability, annual wages of more than $75,000 still are needed to pay for major costs on the median-priced home purchased during the first quarter of 2023 in 285, or 50 percent, of the 572 markets in the report.
The top 25 highest annual wages required to afford typical homes again are on the east or west coasts, led by New York County (Manhattan), NY ($393,132); San
Mateo County (outside San Francisco), CA ($354,814); Marin County (outside San Francisco), CA ($328,712); San Francisco County, CA ($321,805) and Santa Clara County (San Jose), CA ($316,948).
The lowest annual wages required to afford a median-priced home in the first quarter of 2023 are in Schuylkill County, PA (outside Allentown) ($21,880); St. Lawrence County, NY (north of Syracuse) ($25,924); Macon County (Decatur), IL ($26,677); Fayette County, PA (south of Pittsburgh) ($27,631) and Bibb County (Macon), GA ($28,574).
Home affordability worse than historical averages in most of nation, but improving
Among the 572 counties analyzed, 537, or 94 percent, are less affordable in the first quarter of 2023 than their historic affordability averages. That is far higher than the 62 percent level of a year ago, but down from 99 percent in the fourth quarter of 2022. Historical indexes improved quarterly in 97 percent of those counties, helping to boost the nationwide index up from a 15-year low hit at the end of last year.
Counties with a population of at least 1 million that are less affordable than their historic averages (indexes of less than 100 are considered less affordable compared to historic averages) include Collin County (Plano), TX (index of 65); Tarrant County (Fort Worth), TX (66); Hillsborough County (Tampa), FL (67); Mecklenburg County (Charlotte), NC (69) and Dallas County, TX (69).
Counties with the worst affordability indexes in the first quarter of 2023 are Jackson County, MS (outside Mobile, AL) (index of 48); Clayton County, GA (outside Atlanta) (53); Benton County (Kennewick), WA (58); Paulding County, GA (outside Marietta) (58) and St. Lucie County (Port St. Lucie), FL (59).
Among counties with a population of at least 1 million, those where the affordability indexes have improved most from the fourth quarter of 2022 to the first quarter of 2023 are Wayne County (Detroit), MI (index up 21 percent); Alameda County (Oakland), CA (up 16 percent); Contra Costa County, CA (outside San Francisco) (up 14 percent); Philadelphia County, PA (up 14 percent) and Cuyahoga County (Cleveland), OH (up 13 percent).

Among the 572 counties in the report, only 35 (6 percent) are more affordable than their historic averages in the first quarter of 2023. That is still well down from 38 percent a year ago but up from 1 percent in the fourth quarter of 2022.

Doing something fun and making a little money at it? Maybe you sell stuff on eBay, Amazon or Etsy just to clean out your basement and you are (pleasantly) surprised that people in Brazil actually want this stuff and are willing to pay good money for it. Maybe you have a backyard full of chickens and have started selling eggs to folks who can’t find them in their supermarkets. Maybe you love playing golf and are thinking about setting up a golf camp in your backyard to teach the game to local kids. Maybe you’re a retired executive and want to do a little consulting to keep your brain cells from turning into porridge. Maybe this is the year to turn a cherished hobby into something more closely resembling a “real” business, to take advantage of the tax-deductible expenses that self-employed people enjoy. But whenever I make this suggestion, a number of readers send emails saying, in effect, “But wait a minute, Cliff, I thought the IRS won’t allow you to take deductions for a hobby!” So, some clarification is in order.
If you are making money at whatever you do, the IRS really doesn’t care if it’s a hobby or a business. They want your tax money. Gross income, as the IRS defines it, includes income “from whatever source derived.” Let’s say you collect rare coins or inherited a coin collection from your parents. If you sold two coins on eBay last
year just to get them out of your collection -- you don’t intend to become a coin dealer -- and you made a $100 profit doing so, you should report the $100 as income on your tax return this year. Technically, you should pay state and local sales taxes as well if the buyer lives in your state, but that’s a column for another day.
The “business vs. hobby” distinction comes into play when you (SET ITAL) lose (END ITAL) money. So, in my example above, if you lost $100 when you sold the two coins on eBay (you sold them for less than what you and your parents paid for them), the IRS won’t let you deduct the $100 against your income from other sources (such as your day job). You can only deduct hobby losses against gains from the same or another hobby. So if this year you sell five coins on eBay, making a $200 profit on two of the coins and a $200 loss on the other three, you can net the loss against the profit and report zero income from the hobby.
A professional coin dealer doesn’t have to worry about this because he or she is clearly engaged in a business. How do you tell the difference, especially when the business is buying and selling stuff that many people do as a hobby -- such as selling coins or antiques on eBay, breeding cats, dogs or other animals, making arts and crafts for sale at craft shows, publishing a newsletter,
participating in various kinds of home party selling where your main objective is to get discounts on the products, and other activities where your primary objective is personal satisfaction rather than economic gain.
Under a long-standing IRS rule, you are considered a business if you made a profit in three of the last five years, including the current year. What if you are just starting out, though, and are likely to lose money this year?
Don’t lose hope. You may still be considered a business for tax purposes if you can prove to the IRS that you are taking your activities seriously and are treating them as a “business” with the primary goal of making a profit ... eventually.
So what sorts of things do you need to do? At a minimum, you should have a name for your business, some stationery, invoices, a separate bank account, separate books and records, a place in your home that is used only for this business activity, and some records to show that you are spending some time working on this activity on a regular basis. For example, if you are a coin collector turned coin dealer, you should keep thorough accounts and records, advertise in hobby publications, attend coin shows regularly in your area, register to pay state and local sales taxes, and consider forming a corporation or LLC to run the business.
You should also consider preparing a formal business plan showing your projected income and expenses over a fiveor ten-year period -- with some profit at the end of the period. It would also help you to be able to show that you are actively studying and learning how to be financially successful in your business. Attending seminars, subscribing to trade magazines or newsletters, buying (and reading) books about the business and consultation with various professionals will also help.
Oh, and try not to look as if you’re having too much fun. If the IRS audits your business, and the walls of your “home office” are covered with rock concert posters, you’re toast. Unless, of course, you’re dealing in vintage rock posters ...

NEW YORK (AP) — A rally on Wall Street Thursday lifted stocks to their highest level in almost two months following the latest sign that inflation continues to cool.
The S&P 500 rose 1.3% after a report showed inflation at the wholesale level slowed last month by more than expected. The Dow Jones Industrial Average gained more than 383 points, or 1.1%, while the Nasdaq composite jumped 2%.
Thursday’s report showed that prices paid to producers last month were 2.7% higher than a year earlier, the lowest inflation level there in more than two years. The hope on Wall Street is that easier inflation on the wholesale level will not only support profits for companies but also flow through to cooler inflation for consumers. A day earlier, a separate report said inflation for consumers slowed to 5%.
Inflation and how high the Federal Reserve will hike interest rates to tame it have been at the center of Wall Street’s struggles for more than a year. The Fed has hiked rates at such a feverish pace that it’s already slowed parts of the economy and caused strains to appear in the banking system.
A separate report Thursday said
slightly more workers applied for unemployment benefits last week than expected, though the job market has remained resilient. A softening job market could take more pressure off inflation. That plus the inflation report underscored traders’ expectations that the end is near for the Fed’s rate hikes.
Traders shaded some bets toward the Fed holding rates steady at it next meeting in May, though the majority still call for one more modest hike.
A less aggressive Fed would help Big Tech stocks in particular because high-growth stocks are seen as some of the most vulnerable to higher rates. Apple climbed 3.4%, and Amazon jumped 4.7%, and the pair were two of the biggest forces lifting the S&P 500.
The Fed has hiked rates at every one of its meetings since early last year, often by double or triple the usual amount. High rates can smother inflation but only by slowing the entire economy, raising the risk of a recession and hurting prices for investments.
High interest rates and still-high inflation are eating away at corporate profits, and the biggest U.S. companies are starting to tell investors how much they earned during the first three months of the year. Expectations are low, with forecasts calling for the sharpest drop in earnings since the pandemic was pummeling the economy in 2020.
Delta Air Lines slid 1.1% after flipping between gains and losses through the morning. It reported weaker results for the latest quarter than expected, but it also said customers still want to fly despite all the economy’s challenges. It predicted a bigger-than-expected profit for the second quarter.
Investors are likely to focus more on such forecasts than on the backwardslooking results of the last three months. Even though forecasts for 2023 earnings have come down a bit, “2023 consensus still looks optimistic if we are headed to a recession,” equity strategist Savita Subramanian wrote in a BofA Global Research report.
Several of the biggest banks will report their results Friday, offering potentially more clues. One of the fears on Wall Street is that recent turmoil in the banking system could cause a pullback in lending, which in turn could weaken the economy. The Fed’s staff economists see such weakness potentially causing a mild recession later this yea r, the central bank said Wednesday.
The bond market has shown much more worry about a possible recession than the stock market, with traders betting the Fed will have to cut interest rates later this year in order to prop up the economy.
Treasury yields fell immediately after Thursday’s weaker-than-
expected reports, before paring their losses and reversing through the morning. The yield on the 10-year Treasury rose to 3.44% from 3.40% late Wednesday. It helps set rates for mortgages and other important loans.
The two-year yield, which moves more on expectations for the Fed, was holding steady at 3.97%.
The S&P 500 gained 54.27 points to 4,146.22. The Dow rose 383.19 to 34,029.69, and the Nasdaq jumped 236.93 to 12,166.27.
Strategists at Goldman Sachs are more optimistic about the economy’s prospects than many, forecasting only a 35% probability of a recession. But they also say prices in markets available now may mean not much upside is left.
The bond market may be looking for cuts to rates, but the Fed may have less room to lower them given how strong the job market is. Profit margins may also have little room to rise further, which would hamper stocks.
That leaves the possibility for further returns from stocks and bonds to be “not as stellar as one might expect,” Jan Hatzius, Goldman Sachs’ chief economist and head of global investment research, said in a report.
