Construction employment rises in 43 states & D.C. Construction employment increased in 43 states and the District of Columbia in September from a year earlier, while 28 states and D.C. added construction employees from August to September, according to a new analysis of federal employment data released by the Associated General Contractors of America today. Association officials said the month-over-month dips in construction employment in some parts of the country were likely caused by firms struggling to find enough workers to replace retiring ones amid labor shortages. “The construction industry continues to add employees nearly everywhere on a year-over-year basis,” said Ken Simonson, the association’s chief economist. “But contractors are struggling to fill openings quickly, which means many states experience short-term dips in employment from month to month.” Between September 2022 and September 2023, 43 states and D.C. added construction jobs, while industry employment declined in seven states. Texas added the most construction jobs over the year (19,900 or 2.5 percent), followed by California (14,100 jobs, 1.5 percent),
Ohio (12,700 jobs, 5.4 percent), Louisiana (10,700, 8.2 percent), and Georgia (10,700 jobs, 5.0 percent). Wyoming had the largest percentage increase in construction jobs over 12 months (11.1 percent, 2,300 jobs), followed by Arkansas (10.4 percent, 6,100 jobs), West Virginia (9.3 percent, 2,800 jobs), Kentucky (8.8 percent, 7,400 jobs), and Louisiana. Missouri lost the most jobs during the past 12 months (-6,500 jobs, -4.6 percent), followed by Colorado (-4,200 jobs, -2.3 percent), North Carolina (-2,300 jobs, -0.9 percent), North Dakota (-1,400 jobs, -5.4 percent), and Virginia (-1,300 jobs, -0.6 percent). North Dakota had the largest percentage loss, followed by Missouri, Colorado, and North Carolina. For the month, construction employment increased in 28 states and D.C., declined in 21 states, and was unchanged in New Hampshire. Oregon added the most jobs over the month (3,200 jobs, 2.6 percent), followed by Tennessee (2,600 jobs, 1.7 percent), California (2,200 jobs, 0.2 percent), and Oklahoma (2,000 jobs, 2.4 percent). The largest percentage gain occurred in Rhode Island (2.8 percent, 600 jobs), followed by Oregon, Oklahoma, and Iowa (2.2 percent,
1,800 jobs). Virigina experienced the largest decline in construction jobs in September (-3,800 jobs, -1.8 percent), followed by Missouri (-2,500 jobs, -1.8 percent), Arizona (-2,300 jobs, -1.1 percent), and New Jersey (-1,600 jobs, -1.0 percent. Alaska had the largest percentage loss for the month, followed by Missouri and Virginia. Association officials said the industry was working to attract new people into the industry, particularly from communities – like Black Americans and women – that have traditionally been under-represented in construction. They noted the association is investing in targeted digital advertising to recruit new people into the industry, and its Culture of Care program is designed to help firms better retain new and existing workers. “The industry is working hard to bring in a new and more diverse generation of construction professionals,” said Stephen E. Sandherr, the association’s chief executive officer. “Finding effective ways to recruit from under-represented communities will help construction firms keep pace with growing demand for construction.” Staff report

New home lot inventory modestly climbs again, Zonda reports Zonda has released the New Home Lot Supply Index (LSI) for 3Q23. The New Home LSI, backed by data from Zonda, shows lot supply loosened yearover-year across the United States. The index is a residential real estate indicator based on the number of singlefamily vacant developed lots and the rate at which those lots are absorbed. • The New Home LSI came in at 63.7 for 3Q23, representing a 62.4% increase from 3Q22. The LSI is now back to mid-to-late 2020 levels. • On a quarter-over-quarter basis, supply increased by 1.4% from 2Q23. • Despite the increase, the 3Q23 data still reflects a “significantly undersupplied” market nationally. • It is important to remember how this index is calculated. We consider the total vacant developed lot supply and adjust it for overall starts activity. Because housing starts are down compared to the past couple of years, there has been an accompanying uptick in the index. “Builders need lots to build homes,” said Ali Wolf, chief economist at Zonda. “Building was outpacing the ability to replenish lots during the height of the housing market throughout late-2020 to early-2022. With total starts below one million for the past 12+ months, some health has returned to the land and lot market. In fact, overall vacant developed lot activity has trended up for the fifth straight quarter.” Lot supply loosened in most major metropolitan areas in 3Q23, with 29 of 30 increasing year-over-year. • Lot inventory is still categorized as “significantly undersupplied” in most markets, but the loosening trend is broad based. • As of the third quarter, there were six markets labeled “appropriately supplied” and two considered “slightly undersupplied.” Know that moving into “appropriately supplied” doesn’t mean these markets are flush with lots. It just captures a more tempered and healthier pace of lot conversion compared to the height of the market. • The LSI in Austin rose dramatically quarter-over-quarter and became the highest market in the index, now

sitting at 101.0, an increase of 109% from the same time last year. While the fundamentals of job growth and migration are strong in Austin, housing affordability has slowed demand. The slower demand has translated to slower starts activity and an uptick in the LSI. • The markets where land supply loosened the most on a year-over-year basis were led by Phoenix, Austin, and Denver. In these markets, starts were down 24%, 32%, and 28%, respectively, compared to the same quarter last year. • Los Angeles/OC was the only major metro that tightened compared to the same time last year. • Los Angeles/OC, San Diego, and Miami currently have the tightest lot supply among major markets. All three have severe geographic and topographical limitations on land and lot development. • The LSI grew quarter-over-quarter in 13 of Zonda’s select 30 markets, down compared to last quarter. On a quarter-over-quarter basis, Austin and Baltimore loosened the most, up 24% and 23%, respectively. Zonda also records future lots through the stages of development. The stages range from raw land through
streets in, which is the last step before the lot becomes a vacant developed lot. Zonda groups the last few stages into a classification called total upcoming lots, which typically indicates delivery over the next 12-18 months. Total upcoming lots for 3Q23 decreased 19% year-over-year and fell 7% from last quarter. The largest declines among the total upcoming lots came in the streets in stage, which fell 34% from the same period last year. The pullback in total upcoming lots in the third quarter corresponds with the market demand pullback of the past 18 months. The largest share of total upcoming lots are in the excavation stage, making up 62% nationally. These lots have an expected delivery between 2Q24 and 3Q24 (the range represents different timeframes from local entitlement processes). Note, not all of the lots in excavation will match Zonda’s estimated timeline. “When looking at land and lot supply, we like to see how closely trends align with sales,” Wolf said. “The third quarter total upcoming lots data is down 19% year-over-year given the stop-go development of an uncertain market. But first, let me clarify the “when to file” part. That’s a decision only you can make, perhaps after consulting a real financial planner. I’m just an old retired Social Security guy. So all I can do is explain Social Security rules to you to help you make that decision. (In my book, “Social Security: Simple and Smart,” I have a whole chapter devoted to this topic. You might want to check it out. You can order the book online at Amazon.com.) So, whether you make that decision on your own, or with the help of my book or a financial planner, once you decide the month you want your benefits to start, many of you still want to know how far in advance you should file for those benefits. And that is the “when to file” advice I am offering in this column. Let me begin by pointing this out: Your Social Security eligibility date is always a month, not a day. For example, let’s say you were born on Aug. 25, 1957, and you want your benefits to start at your full retirement age. The full retirement age for people born in 1957 is 66 and 6 months, so you will reach full retirement age on Feb. 25, 2024. But the day you reach FRA isn’t really an issue. It’s the month that is key. In other words, your eligibility date isn’t Feb. 25, 2024. It’s just
February 2024. The Social Security Administration recommends that you file three months before your eligibility month. So, if you wanted your benefits to start in February 2024, you could start the ball rolling sometime in December 2023. I used to advise people that there really was no need to rush because most Social Security retirement claims are very simple and the SSA would process them in literally a matter of days. In the past, I would have told people whose eligibility date is in February that they could even wait until January if they wanted and there would be a very good chance their first check would show up on time. But I’ve heard from so many readers who report to me about delays in either getting through to the SSA in the first place or delays in getting their benefits started. So, I guess my motto for the time being is this: Better safe than sorry. File your Social Security claim three months before your first eligibility month. But don’t let me scare you. Once you contact the SSA, you’ve established what they call a “protective filing date” and your rights to benefits are guaranteed from that month forward. For example, let’s say you wanted your benefits to start in January 2024. But for whatever reason, you didn’t get around to filing your claim until January 25, 2024. Even though your claim might not finish processing until sometime in February or possibly even March, you will be paid back to January. That’s the “when to file” message. About three months ahead of time would be ideal. So now let’s tackle the “how to file” issue.
Probably 90% of us have rather straightforward Social Security claims. That means you are just filing for your own Social Security benefits. In that case, I strongly recommend you file online at www. socialsecurity.gov. It’s simple and easy. I did so a few years back and it probably took me all of a half hour to finish the process. Check the website yourself and see how easy it is. If you do have a scenario that you think might be complicated (like trying to get a combination of retirement and spousal benefits), then you should probably do that in person. Call the SSA at 800-772-1213 to set up a phone interview. If you are filing for widow’s benefits, that must be done by phone. Claims for widow’s benefits cannot be done online. That’s because there may be filing options a widow has that are more easily explained by talking to someone in person rather than dealing with a computer online. What documents do you need to file for my Social Security benefits? It depends on the kind of benefit you are trying to get. Think of it this way: you usually have to provide some kind of evidence to support your eligibility for such benefits. For example, if it’s a retirement claim, you need to prove you are old enough to qualify. To do that, you need a birth certificate. If you are filing for spousal benefits, you need to prove not only your age, but you also need to show you are married to the person on whose Social Security record you are applying. So that would be a marriage certificate. If you are a divorced spouse, you’d also need to provide your divorce papers. If you are wanting to apply for widow’s benefits, in
addition to proving your age and marriage, you also need a death certificate. In all cases, SSA wants to see original copies of these documents, or copies certified by the record issuer. One document you don’t need is your Social Security card. I hear from panicky people all the time who tell me they are about to file for Social Security benefits and they can’t find their SSN card. I tell them to relax. You do not need the card when you sign up for Social Security. And speaking of Social Security numbers, many divorced women tell me they are pretty sure they might be due benefits on an ex-spouse’s Social Security record. But they don’t have the guy’s Social Security number and they are worried they won’t get the benefits without the number. In these cases, the SSA will be able to find the ex’s SSN. They might need some identifying information from you (like his name, date and place of birth, etc.), but you should be able to provide them with that. GOLDMAN: Being Happy at Work Will Make You Miserable Are you happy at work? Does a smile cross your face every time you skip through the front door? Do you trudge out that same door, eight hours later, counting the minutes before you can once again frolic with your co-workers? No? Well, listen: If you’re unhappy, I’m unhappy. And so is your boss. Like me, your manager has surely read “Creating a Happier Workplace is Possible -- and Worth It,” a recent article by Jennifer Moss in the Harvard Business Review. Citing research from Oxford University, author Moss reveals “a causal link between happy workers and a 13% increase in productivity.” On the flip side, “unhappiness at work costs the world $7.8 trillion in lost productivity, equal to 11% of global Gross Domestic Product.” Now, I’ve seen your product, and it is pretty gross. Still, I don’t think you should feel guilty about tanking the economy. It’s the job of your managers to make you happy. They probably won’t take you to Disneyland, though it certainly wouldn’t hurt to ask, but there are three steps they could take to turn that frown upside-down. OK, Eeyore of the office, let’s step to it. No. 1: (Re)imagine Flexibility It used to be that all it took to make you happy was a fancy title, a ginormous salary, a boatload of stock options and lots of luxurious perks, like free membership in the company’s Taxidermy Club, and exciting in-office events promoting self-care. (“Hey! It’s Colonoscopy Tuesday!”) Not anymore. What matters now is flexibility, which is defined as “shift-sharing, remote work options, and staggered start times.” (Not so sure of the last one. I’ve seen you staggering in at start time and you didn’t seem all that happy.) Considering that so many CEOs have gone off the rails, commanding workers to come back to the office, or else, the probability of anyone believing that these fire-breathing executive autocrats now endorse remote work is, well, remote. Instead, my recco for high-level managers is to point out the fantastic options their employees already enjoy.

Statistics on the job are even more depressing. “Only three in 10 workers have a best friend at work,” according to Jennifer Moss. That leaves seven out of 10 workers who need a friend, stat. Here’s where you step in. Find
seven friendless, hopeless co-workers. The HR department is full of them. Tell each one you want to be their BFF. Pinky-promise to spread nasty rumors about your other six best friends, making them your best best friend. At this point, announce that you need to borrow $500, which you won’t be paying back, because that’s what friends are for. Of course, if they’d like to go back to being friendless and alone, that can be arranged for $250. No. 3: (Re)Store purpose Companies need to show their commitment to shared, deeply held values. During the darkest days of COVID-19, one of Fortune magazine’s “Best Workplace in the World” winners, Hilton, gave away a million room nights to first responders. This tied workers and management together through an “intrinsic connection to why we are there.” Imagine how proud employees at a pest-control company would be to learn that management was giving
away a million free termites to people who couldn’t afford to buy termites of their own? And who wouldn’t be happy to work at a dental office that gives its employees free root canals, whether they needed them or not? It reminds me of the shared goals in our relationship. You’re here to waste a few minutes of your workday. I’m here to tell your boss that you’re a deeply unhappy and resentful employee who is out to sink the company by using pricey paperclips and luxury nondairy creamers. More than 6 in 10 workers (62%) would rather stay in a job with flexible work options than accept a higher paying position with rigid in-office requirements. This is most common among Gen Zers (74%) and working parents (68%). 3. Negotiation pitfalls are common. Cash is no longer trash, according to investor Ray Dalio NIRAV SHAH | WEALTH OF GEEKS Ray Dalio, the legendary macro investor and founder of Bridgewater Associates, caught headlines in early 2020 when he exclaimed that “cash is trash!” Three years later, the veteran investor has changed his mind and now proclaims that “cash is good.” This abrupt change in his philosophy has left many of his followers, as well as investors, perplexed. Following Dalio’s recent turnaround, they want to know which factors can help determine when it is good to hold on to cash and when it is not. It has been observed over the years that all savvy investors leave their money in the market long-term. However, based on the situation, principles can sometimes change. In a recent LinkedIn post, Dalio clarified his change of heart — ‘cash is trash’ was true in 2020 when interest rates were less than 1%. In 2023, the interest rates are pretty good at 5.5%. Understanding the Good and Bad of Cash In his insightful post, Dalio reflects that cash is sometimes bad and sometimes good. He also shared a simple method to decide whether money is good or bad from an investment perspective. Look at the flowing factors to determine the importance of cash and bonds under the prevalent market condition. The interest rate levels concerning the prospective rate of inflation.The likelihood of the Fed easing or tightening rates depends on whether the growth and inflation are lower or higher than where they should be.The appeal of expected cash return compared to the prospective returns from other investments.The overall demand-supply scenario for cash and bond.Dalio explains further that he prefers investing in cash amidst rising interest rates, when the risk-

He also recommends investing in money when the real interest rate is more than or equal to the economy’s growth rate. “My approach is pretty complicated because I look at individual companies’/ stocks’ earnings yields, dividend yields, and earnings/growth prospects relative to their prices. I also look at their supplies and demands individually. Then, I put this together to get my view of the total market I’m looking at (e.g., the S&P 500). You can do this more simply, albeit less precisely, by looking at the market yield as a whole,” Dalio stated. He also feels that most investors often make the mistake of believing investing in markets performing well is a good idea. His advice for capital deployment includes diversification, choosing the right geographies, paying attention to market disruptions and their implications, and selecting asset classes that have the potential to create new technologies. Dalio shares that the situation can be pretty complex when rising debt accounts for a significant proportion of a country’s economy. He cautions investors are likely to sell their bonds if they do not receive high enough interest rates. Because of the inverse relationship between interest rates and yields, prices fall, and interest yields rise during bond sell-offs. High rates put tremendous pressure on central banks because of the increasing borrowing cost and growing inflationary pressure. Can Everyone Use Cash Like a Millionaire? A new CNBC Millionaire Survey indicates that many millionaires have moved their money out of stocks over the last year into cash and cash-like investments. As of spring 2023, the average millionaire held 24% of their portfolio in cash, a healthy increase
from 16% recorded in fall 2022. Another study by Capgemini Research Institute revealed that affluent investors are currently holding a record share of money. As a result of the higher interest rates, having more cash is a good move right now. Since the 2008 financial crisis, interest rates for most cash-like accounts have fallen to rock-bottom levels. As a result, investors had to turn elsewhere in search of a return on their investment. To counter high inflation, the Federal Reserve has increased their benchmark rate aggressively since 2022. Cash-like accounts are attractive as an asset class right now because they can generate around 5% yield for investors. Affluent investors can afford to have more money on the sidelines. At the same time, they wait for real estate, private equity, and other investment opportunities to open up again. Some experts believe there are better approaches than moving more money to cash for the average investor. Cash is a good deal right now because the interest rates are higher. However, it needs to be clarified how long this cash-friendly environment will last. If the Federal Reserve slashes the benchmark interest rate in the future, financial institutions will follow suit, and consumer accounts will suffer. Also, historically speaking, it has been observed that stocks have outperformed cash and bonds in the long run. An average investor with limited means should also allocate cash based on the household’s needs for the next five years and consider unforeseen expenses to cover emergencies.
