Construction employment rises in 40 states Construction employment increased in 40 states and the District of Columbia in October from a year earlier, while 22 states added construction jobs from September to October, according to a new analysis of federal employment data released by the Associated General Contractors of America today. Association officials said more states would likely have added construction jobs if the pool of available, qualified workers were larger. “The number of states with construction job gains has been tapering off in recent months,” said Ken Simonson, the association’s chief economist. “But contractors still report strong demand for workers, suggesting that the slowdown in hiring is due to a lack of qualified workers, not a weakened demand for projects.” Between October 2022 and October 2023, 40 states and D.C. added construction jobs, while industry employment declined in eight states and held steady in Connecticut and Virginia. California added the most construction employees over the year (21,000 jobs or 2.3 percent), followed by Ohio (17,700, 7.5 percent), Texas (17,000 jobs, 2.1 percent), Louisiana (12,900 jobs, 10.3 percent), and Kentucky
(12,300 jobs, 14.9 percent). Kentucky had the largest percentage increase over 12 months, followed by Arkansas (13.3 percent, 7,700 jobs), Louisiana, Oregon (9.4 percent, 11,000 jobs), and Wyoming (9.1 percent, 1,900 jobs). Colorado lost the most construction jobs during the past 12 months (-7,200 jobs, -3.9 percent), followed by Missouri (-4,400 jobs, -3.2 percent), North Carolina (-4,000 jobs, -1.6 percent), Washington (-2,600 jobs, -1.1 percent), and North Dakota (-2,300 jobs, -8.5 percent). North Dakota had the largest percentage loss, followed by Colorado, Missouri, Hawaii (-1.6 percent, -600 jobs), and North Carolina. For the month, construction employment increased in 22 states, declined in 26 states and D.C., and was unchanged in New Jersey and Vermont. Ohio added the most jobs over the month (6,000 jobs, 2.4 percent), followed by California (4,500 jobs, 0.5 percent), Florida (2,500 jobs, 0.4 percent), Indiana (2,500 jobs, 1.5 percent), and Kentucky (2,400 jobs, 2.6 percent). The largest percentage gain occurred in Kentucky, followed by Ohio, Indiana, and Idaho (1.3 percent, 900 jobs).
Tennessee lost the most construction jobs in October (-2,900 jobs, -1.9 percent), followed by Louisiana (-2,200 jobs, -1.6 percent) and North Carolina (-2,100 jobs, -1.6 percent). Rhode Island had the largest percentage loss (-4.5 percent, -1,000 jobs), followed by Tennessee, Mississippi (-1.9 percent, -2,900 jobs), and Louisiana. Association officials noted that many member firms report applicants lack the qualifications needed to safely work in construction positions. And while many firms are boosting investments in worker training as a result, association officials called for improvements in the way most school districts prepare future workers. They also urged federal leaders to boost funding for construction education and training programs. “The nation’s education and training programs are failing to properly prepare workers who are employable for the sectors that are hiring,” said Stephen E. Sandherr, the association’s chief executive officer. “Fixing the way the nation prepares workers will go a long way to boosting economic activity in many parts of the country.” Staff report

Real estate investors optimistic about the future Real estate investors believe that market conditions have improved and will continue to get better in the coming months according to the Fall 2023 Investor Sentiment Survey from RCN Capital, conducted by market intelligence firm CJ Patrick Company. Almost three quarters of the investors surveyed (72%) said market conditions for investing were better or the same as a year ago, and 75% believed conditions would improve or remain stable over the next six months. “Despite higher home prices, higher financing costs, and limited inventory, real estate investors continue to express optimism about market opportunities today and in the months ahead,” said RCN Capital CEO Jeffrey Tesch. “Investors continue to play an important role in the housing market – according to a recent report from CoreLogic, more than one in four home sales is to an investor, and we continue to see interest from both rental property buyers and fix-and-flip investors in our business.” The Fall 2023 Investor Sentiment Survey is the second quarterly report from RCN Capital taking the pulse of real estate investors across the country, identifying market challenges and opportunities, and getting feedback on current trends and events. Investor sentiment on the current state of the real estate market improved from the Spring 2023 Survey, with 49% saying conditions are better than they were a year ago compared to 30% in the spring. Views on the market six months from now also improved, with 44% believing conditions will improve, up from 30% in the prior survey. Despite the optimism, investors are moving forward prudently: only 22% plan to buy more properties than they did a year ago; 39% plan to buy the same number; and 39% plan to buy fewer. “Interestingly, fix-and-flip investors seem much more optimistic about future opportunities – 50% of them believe that conditions will improve over the next six months compared to just 24% of rental property investors,” noted Rick Sharga, CJ Patrick Company CEO. “That may be an indication that flipping activity has bottomed out, but may also be a

reflection of current challenges in the rental market, with rates continuing to decline even as more rental inventory comes online.” Investors continued to see the impact of higher mortgage rates in their local markets. Over 30% have seen a decline in demand for owner-occupied homes; almost 21% have seen an increase in demand for rental properties; and 37% have noted both trends.
Recession Seems Likely, but Home Prices Expected to Rise
Despite being somewhat optimistic about the market environment going forward, over half of those surveyed (53%) believed that the US would enter a recession in 2023 or 2024. Only 18% said that the country would avoid a recession, while 29% were unsure. But even with a recession looming, investors overwhelmingly believe that home prices will continue to increase – almost 53% expect home prices to go up, 22% believe prices will remain about the same, and 24% believe they’ll decrease.
High Finance Costs, Limited Inventory, Competition Remain Main Challenges
Obstacles cited by investors in the fall survey mirrored those mentioned
most often in the spring survey, and remain the main concerns by investors in the months ahead. The high cost of financing was the biggest issue among investors, being mentioned almost 76% of the time, while lack of inventory was mentioned over 42%. Competition from other buyers clearly remains an issue in today’s low inventory environment, with competition from institutional investors noted by 33% of the respondents and competition from consumer homebuyers by 29%. Other challenges mentioned frequently included difficulty in securing a loan (22%) and supply chain delays (22%).
Most Investors Stay Close to Home A new question added to the fall survey asked investors where they purchased their investment properties. Most focus close to home – 44% purchase within their hometown, and 79% within their home state. There were no significant differences in purchase distances between fix-and-flip and rental property investors. Staff report

Three ways the pandemic impacted the housing market long term The construction industry is seeing
historic growth but legacy tools and hiring difficulties are the top concerns for industry professionals according to a recent independent study commissioned by Planera, a visual scheduling and planning solution helping construction companies build, analyze, and optimize project schedules to increase profitability. The survey included responses from more than 200 construction industry leaders in the United States who directly manage construction planning efforts in their daily roles. The Construction Tech and Workforce Report, which surveyed construction industry managers and executives within the U.S., gathered data on the integration of new technologies into the pre-construction planning process and the associated challenges. When asked about modernizing their tech stack, a vast majority (90%) of respondents shared that tech modernization is important, but 37% of respondents said that it is difficult to find people with the experience necessary to integrate and utilize these tools. While most (91%) of respondents shared that they are using a scheduling solution, 66% think their solution is too complex and challenging to use. Almost a third (31%) of respondents admitted that their current tools are causing them to lose out on projects, and in turn, profit. Although 89% of respondents are prioritizing investments in construction planning tools as the market grows, the difficulty finding talent is a major obstacle; 27% said it’s a challenge finding and recruiting people with the right skills to execute projects. More than half of respondents shared that they need to recruit talented people and improve the technology infrastructure to execute new projects, with only 38% saying that they feel sufficiently staffed to handle an influx of new construction projects. However, less than half (48%) of respondents say they have a plan to address corporate staffing (non-labor) talent shortages. “The critical need for tech modernization to simplify and streamline the construction planning processes is well-recognized by the industry, but many construction professionals are still using outdated legacy tools to schedule their projects,” said Nitin Bhandari, founder and CEO of Planera. “In order to keep pace with the influx of new projects and a continuously growing market, it is imperative for construction leaders to find solutions that are both technologically advanced and easy to use. The Covid-19 pandemic did more than temporarily change how and where people live. Government actions over the past three years, along with more freedom for many to work remotely indefinitely, will impact housing affordability, the number of homes available for sale and people’s housing choices for years to come, according to two new reports released today by Bright MLS. The research, which was conducted in partnership with George Mason University, examined home sales transactions within the Mid-Atlantic region between 2018 to 2023 to assess the long-term impact of the government’s COVID-19 response and remote work on the housing market. “The pandemic upended the housing market, opening up new homeownership opportunities for many and prompting others to re-evaluate where they wanted to live and what they wanted in a home,” said Dr. Lisa Sturtevant, Bright MLS Chief Economist. “Our research shows the pandemic-era federal stimulus payments and monetary policy, along with remote work, allowed more people to become homeowners, especially individuals and families with traditional lower homeownership rates. However, those same policies had a major impact on affordability, supply and home preference that will shape the housing market for at least the next three to five years.” Housing affordability Low rates and increased savings fueled demand, causing home prices across the U.S. to rise very quickly. In the Mid-Atlantic, home prices rose by more than 40% between 2020 and 2022, a faster pace of price growth than during the housing market bubble of 2005 – 2007. As a result, housing affordability is now at its lowest level on record with a household needing an income of more than $120,000 to buy the typical home in the region. “Higher prices, along with mortgage rates that ultimately moved higher, are pricing many people out of the market, particularly first-time homebuyers. Delaying homeownership delays wealth creation. Although some benefited during the pandemic, those who missed the window are getting further behind,” Sturtevant said. Housing supply According to the report, the Fed’s actions, which first led mortgage rates to hit all-time lows and then sent them increasing at the fastest rate in history, created a new obstacle to supply – homeowners refraining from moving
because they wanted to hold on to their existing super-low mortgage rates. “Interest rate policy locked up both the demand and supply sides of the housing market. Inventory in the MidAtlantic region is less than half of what it was prior to the pandemic and monthly new listings are at a two-decade low,” Sturtevant said. “It is this low inventory that has kept home prices rising, even as the higher mortgage rates have slowed demand. The outlook is for low inventory to continue at least for the next one to three years.” Buyers’ Priorities Demand for more space, and the willingness to move away from the urban core to get it during the pandemic, drove home prices up faster in suburban markets within the Mid-Atlantic region. The research found home price trends varied depending on the types of jobs in the metro area. Where work from home continues to be an option, the home price trends that emerged during the pandemic are likely to persist. “With work from home still very common for some businesses and industries, housing preferences are very different today than they were for millions of Americans prior to the pandemic,” Sturtevant said. “With commuting no longer a factor, many may be comfortable exchanging proximity to an urban area for affordability and more space.” Staff report

MARGENAU-What’s that check for? A couple weeks ago, a one-time check for $90 from the Social Security Administration showed up in my checking account. I wasn’t totally sure what that was all about, but I had a pretty good idea. Today, I got a letter from the SSA telling me all about the check, and it turned out my guess was right. I’ll share more about that mystery check in a minute. But first I want to explain to my readers why I got a check first and an explanation a couple weeks later. And by the way, I’m not alone. I’ve received quite a few emails from readers telling me that an odd amount of money from Social Security landed in their bank accounts and they were wondering what it was all about. And I told them to just be patient and wait a week or two and they’d get an explanatory letter from the SSA. Why does it happen that way? Why does a letter of explanation come so many days late? It’s really not a great mystery. And it’s not “typical government incompetence,” as one reader told me. It’s simply that electronic fund transfers can happen almost instantaneously, whereas a physical letter takes a while to prepare and mail. In other words, once the SSA figured I was due some extra money, they pushed a few buttons and a check was on its way to my bank account. And then after those buttons were pushed, someone at the SSA had to prepare a letter explaining what was going on, then that letter had to go through the SSA’s mailroom and then to the U.S. Postal Service and finally to my mailbox. And all of that took about 10 days or so. Over the years, some readers have remarked to me that the SSA should time the delivery of the check to coincide with the delivery of the letter. I remember many years ago, while I still worked for the SSA, being involved in meetings where that issue was discussed. And SSA officials decided
that it was best to get the money out to people as fast as possible (it’s their money, after all) and live with the consequences of a delayed letter of explanation. So anyway, what was my extra check for? Well, that’s what the rest of this column is all about. I got a little boost in my Social Security because my 2022 earnings were finally factored into my benefit formula and it turned out those earnings caused a small increase in my monthly benefit. My monthly benefit went up by about $10, and the $90 check was paying me that extra 10 bucks retroactively to January 2023. Some seniors who continue working after they go on Social Security get an increase in their benefits, and some don’t. To understand whether the earnings you have and the taxes you pay after you start getting Social Security will increase your benefits, you have to understand how Social Security retirement benefits are figured in the first place. Simply stated, your Social Security retirement benefit is based on your average monthly income, indexed for inflation, using a 35-year base of earnings. So, when you initially filed for benefits, the Social Security Administration looked at your entire earnings history. Then they adjusted each year of earnings for inflation. The inflation adjustment factor depends on your year of birth and varies from one year to the next. Here is just one example. Fred was born in 1949. And let’s say that he made $7,000 in 1970. When figuring his Social Security benefit, the SSA multiplied that $7,000 by an inflation adjustment factor of 6.58. In other words, instead of $7,000, they actually used $46,060 as his 1970 earnings when figuring his Social Security benefit. (There are different inflation factors for each year of earnings and for different years of birth.)
After the SSA indexes each year of earnings for inflation, they pull out your highest 35 years and add them up. Then they divide the total by 420 -- that’s the number of months in 35 years -- to get your average monthly inflation-adjusted income. Your Social Security benefit is a percentage of that amount. The percentage used depends on a variety of factors too complex to explain here. But for the purposes of this column, we don’t need to know the precise percentage. Suffice it to say that for most people, their Social Security retirement benefit represents roughly 40% of their average inflationadjusted monthly income. So, when you are working and paying Social Security taxes after you start receiving Social Security benefits, those additional taxes you are paying will increase your monthly Social Security check IF your current earnings increase your average monthly income. In other words, if your current annual income is higher than the lowest inflation-adjusted year of earnings used in your most recent Social Security computation, the SSA will drop out that low year, add in the new higher year, recalculate your average monthly income, and then refigure your Social Security benefit. My case is a little different. Because I worked for the federal government almost all my life, and paid into the civil service retirement system and not Social Security, my Social Security record is filled with a lot of “zero” earnings years. So any income I have now (when I am paying into Social Security) will replace a “zero” year and slightly boost my Social Security check. But for this column, let me use a more typical example of someone who worked and paid Social Security taxes his or her whole career. Let’s go back to Fred whom I mentioned earlier. And let’s say the $7,000 he made
in 1970 was the lowest year in his current Social Security computation. And let’s further say that he made $35,000 last year. Fred might assume that because $35,000 is much higher than $7,000, he should get an increase in his Social Security checks. But remember, the SSA didn’t use $7,000 in his benefit calculation. They used the inflation-adjusted amount of $46,060. Because Fred’s current earnings of $35,000 are lower than the low year of $46,060 used in his Social Security retirement computation, the additional earnings do NOT increase his average monthly income, so Fred’s Social Security benefit will not go up. On the other hand, had Fred’s current earnings been $70,000, for example, that would increase his benefit. The SSA would replace his low year of $46,060 with the new higher year of $70,000, recompute his average monthly wage and refigure his benefit. Then, like me, one day he would notice some extra money from Social Security in his bank account. And a couple weeks later, he’d get a letter telling him what I just explained to you in this column. GOLDMAN: If the shoe fits, beware it If you’re looking for a discussion of the people running for president in the Republican primary, this is not the place to find it. If you are looking for an opinion on the shoes being worn by the people who are running for president in the Republican primary, pull up a footstool. You’ve come to the right place. “Why GOP Candidates are Fighting About Shoes,” a recent article by Lora Kelley in The Atlantic, reminds us of the importance of your footwear choices when it comes to sending the right message -- to voters and to management. “In conservative circles with relatively circumscribed dress norms,” Kelley explains, “footwear is a place where taste and personality can shine through.” “Shoes can change your height, your posture and how you move through space,” adds writer Amanda Mull, “which are all things that engender social responses from people around you.” (If you doubt the importance of what you wear to your career plans, consider the reaction if you arrived at the office or, if you work from home, at a Zoom meeting wearing a Microkini or a Speedo? Would management applaud your ability to think -- and dress -- out of the box? Or would they put you in a box
and ship you off to Human Resources for reprogramming?) All of which brings us back to the one place where you can safely and effectively express your “taste and personality”: your feet. Here are five footwear secrets your podiatrist won’t tell you. No. 1: Stilettos With comfy, no-heel shoes from Nike and Allbirds the universally accepted workplace footwear choice, towering three, four or five inches above your coworkers in stilettos says that you see yourself as a superior person, destined to rule the office (if not the world). All it takes is a little chutzpah and a whole lot of balance. For men, the decision to wear stilettos to work sends a somewhat different message. I’m not exactly sure what that message is, but it will get attention. If you do want to elevate yourself and have neither the chutzpah nor the balance to replace your Johnston & Murphy’s with Louboutins, simply put lifts inside your shoes. No one will ever notice, I guarantee it. No. 2: Cowboy boots It used to be that a resume of snooty prep schools and posh Ivy League colleges was a requisite for success. No longer. “Wearing cowboy boots,” says Mull,
“sends the message that you’re not really some kind of desk-job dweeb, but a man’s man who chafes under coastal formality.” Since rustic signaling can spark accusations of inauthenticity, start calling meetings “campfires,” your lunchtime quiche “grub,” and refer to your co-workers as your “little dogies.” If this isn’t sufficient to demonstrate your inner cowpuncher, bring a few steers to the office. Keep them in the parking lot, tied to your Tesla, or herd them into your cubicle and let them graze at the salad bar in the company cafeteria. (Texas longhorns are available at a reasonable price on Amazon, where they can be returned at no cost, though wrapping can be a problem. Better to show your ruthless executive nature and, at the next company meeting, deliver a bad performance review and turn them into burgers.) No. 3: Flip-flops Show you’d rather be on a surf board than on the board of directors. With companies whittling down the workforce, this kind of insouciance will unnerve the hiring -- and firing -- committee, who will think that to express this kind of confidence, you must know potentially embarrassing company secrets. You don’t, of course,
but they will never get past your dirty ankles and mucky toes to find out. No. 4: Barefoot Barefooting up the org chart is a risky strategy, and not recommended to the faint of heart -- or foot. Not wearing shoes could send a message that you are so underpaid you can no longer afford to buy shoes. It could also send the message that you are so involved in the business that you forget to put on your shoes in the morning. If this is the case, crank it up and “forget” your pants as well. No. 5: Fuzzy-Wuzzy Bunny Slippers Want to join Flopsy and Mopsy in the C-suite? Hopping into the office in bunny slippers could make it happen. Adding rabbit ears and a fluffy tail will make you so adorable that no one could deny you a promotion. Just check the footwear of other team members.
