ASEAN-China Cooperation in the Digital Economy Over the last few years, there has been a fundamental change in global economy and global geopolitics. The rise of the anti-globalisation sentiment, the China-US trade war, the global coronavirus pandemic, the breakage of global supply chains, America-led geopolitical containment on China, all of these pose enormous challenges and uncertainties for our world.

e will find ourselves in a very different world after the coronavirus. COVID-19 itself will not fundamentally reverse the fortunes of the global economy but post-COVID geopolitics will. This change in global economy and global geopolitics will have a significant influence on China’s and even the ASEAN’s economy. The layout of global supply chains will also likely see a major change in the future. We have seen now that US, Japan are all planning to lure their companies out of China. However, China’s role in the global supply chain is too big to be replaced. The decoupling process is unlikely to happen in near term given the depth of integration. China will continue to play a central role in global industrial and supply chains.
The circulation of global resources is supposed to be most favourable for resource efficiency, the East Asian economies have been going by a strategy of total integration into the international market in the past, but this approach is now facing a big challenge. the globalisation is being severely disrupted today by geopolitics. the circulation across the globe is inevitably threatened by such uncertainties. The strengthening of international regional cooperation is, therefore, a matter of particular importance. China has been working hard in opening up new avenues in recent years for its international economic cooperation. The Belt and Road Initiative and ASEAN’s 10+1 are the platforms for promoting its international regional cooperation. We can expect that regional economic cooperation will play a more important role for future’s international cooperation. Chinese companies will move more production and trade to ASEAN.
Is Asia decoupling from the United States?

We already saw some good news to show that ASEAN seems to be a big winner from the latest US protectionism. ASEAN has surpassed the US as China’s second largest trading partner in 2019, and was its largest trading partner in the first nine months of 2020. It could replace the EU to become China’s largest trading partner this year. David P. Goldman has observed in his recent article published in Asia Times that a shift in supply chains of Asian economies away from the United States recently. He further indicated that “While America contemplates decoupling

from China, it seems that Asia is decoupling from the United States”. This trend of strengthening regional integration will present new opportunities for ASEAN-China cooperation in production chain and supply chain. In terms of areas for cooperation between ASEAN and China, digital economy should be our focus as it is the key component of new economy and will be the new major growth engine for the future. Therefore, ASEAN and China must work together to support digital integration for long-term growth, job creation and investment in this region. COVID-19 has given a strong push to the digital economy. Digital technologies have enhanced the risk-response capacity of a nation.
The ASEAN-China Cooperation Fund (ACCF) Management Team was launched in 2019 to effectively utilise, manage and execute ACCF-funded projects.
With a younger, digitally fluent population, ASEAN is the perfect destination for the development of digital economy. China-ASEAN cooperation in digital economy is of great importance with huge potential. Among many projects for the cooperation, smart city should be our priority. In our time, urban centres have always been the heart of economic growth and technological revolution. Smart cities have an effective transformative effect on every aspect of our daily lives in cities and make our cities more sustainable.

Smart cities: The future of ASEAN-China cooperation In the past few months, living in urban areas have been among the worst hit amid the outbreak of COVID-19. It shows that urban area is particularly vulnerable to the outbreak. So, it reminds us to rethink a better urban solution for city. smart city may be the right answer as smart city is especially capable of managing natural disasters. The COVID-19 crisis provides us a good opportunity to reshape our cities. The urgency of the battle against COVID-19 has made the final shift in the use of high-tech in cities. Now it is a right time to accelerate the construction of smart city in ASEAN and China. Actually, many cities in ASEAN are using smart city solutions to fight again the virus.

One of the good examples is happening in Singapore. As we have known, Singapore has made substantial progress in the development of smart nation for many years. Singapore this time has gone further than most cities in utilizing smart city technologies to fight the COVID-19. Meanwhile in Singapore, almost overnight, digitalisation becomes reality everywhere, cashless transactions, working from home, large-scale home-based learning pilot, digital modes of sales for SMEs, telemedicine and actually tele-everything. In another side, the COVID-19 crisis has also largely accelerated China’s smart city development. Many technologies have been adopted to fight the virus, including AI, surveillance cameras, facial recognition, big data, and QR codes. China even goes beyond

short term rescues measures. China always to put the smart city construction as a long term priority of national development. Just a few weeks ago, Beijing announced a huge plan to build the smart city ecosystem as one of the stimulus measures, it is called the “new infrastructure investments”, i.e. 5G base stations, big data centres, AI, the Internet of Things (IoT), etc. so, It is designed in China to incorporate smart city construction as an important part of the whole post-COVID-19 recovery plan. Cooperation in smart city is of great interest to both China and ASEAN countries, which have repeatedly proposed at China-ASEAN leaders’ meetings. China has the largest number of smart cities in the world. Singapore and other cities in ASEAN have also accumulated rich experiences in smart city development. These factors will certainly make a meaningful contribution to the construction of smart city in ASEAN.
The vital role of good governance For the cooperation itself, there will be many difficulties need to be overcome. But the role of governments should be put on the top priority. The cooperation demands for good intergovernment coordination. Only by working together can countries meet the huge challenges and establish win-win partnerships. The cooperation also rests on the establishment of a good governance system. In another word, good governance must come before smart cities. the governance system should include the role of government in the following three aspects. First, setting the strategic direction. Smart cities are needed to be led by smart leaders. The primary role of government starts with
a leadership and a vision, following by developing a consensus with multiple stakeholders. Smart city construction requires creating an ecosystem to establish the right environment, culture and mindset. Second, making the smart city more inclusive. The digital divide is a particular concern in many countries. So, governments should find effective solutions to help overcome the digital divide and make the fruits of new economy to be shared by all. Smart city for inclusive development is more important than just smart city construction. Government leaders have a duty to find out whether a smart city solution is necessary to address a real demand from the local people. Therefore, facilitating dialogue and coordination are very much necessary for ensuring participation of all stakeholders. Without a focus on the community’s needs, the best technology systems are meaningless. Last, developing regulations, especially the data management system. Data collection sit at the heart of smart city. In some countries, privacy laws and rights make it more difficult to collect and use the data. Inevitably, there is a trade-off between the privacy rights of individuals and the rapid development of new technologies in the smart cities. In the past, it is very hard to make a balance. This time, the urgency of the response to COVID-19 could well be a game changer for how people see personal data, and where the balance sits between personal privacy and public interests. What governments can do is to take a leading role in ensuring that the data management system can be trusted with sound regulation.
