Municipal E Partnership Program

arlier this year, Sullivan Renaissance announced the creation of the Municipal Partnership Grant Program. This new grant program was designed to engage local governments in a multi-faceted approach to maintaining public spaces, beautifying gateways, enhancing code enforcement and encouraging healthy communities. In February, five municipalities were selected to receive an initial grant of $15,000 each, and entered into a competition for the chance to receive a $100,000 capital grant secured by Assemblywoman Aileen Gunther. A secondary grant in the amount of $50,000 is made possible by the generous gift of Tim Stoddard, Liberty native and former Sullivan Renaissance judge. The following is a snapshot of some of the things these five communities – Bethel, Fallsburg, Liberty, Monticello and Thompson --have accomplished this year:

Maintaining Public Spaces

Utilizing Sullivan Renaissance grant funding, Bethel, Fallsburg and Liberty each hired seasonal employees to assist with maintenance of dozens of public spaces. The Town of Thompson focused its efforts on enhancing and maintaining gardens at Town Hall and at the Town of Thompson Park , while Fallsburg re-landscaped the front of its Town Hall. In Monticello, the Village DPW added fresh mulch to all of the landscape beds on Broadway, spruced up two downtown pocket parks, and did extensive maintenance at DeHoyas Park.

3 1. Fallsburg Code Enforcement Officer George Sarvis and Parks Department employees lent a hand cleaning up Brian Ingber Park in South Fallsburg. 2. Monticello DPW employees spread fresh mulch in the landscaped beds along Broadway. 3. Maintenance and beautification of the Town of Thompson Park was included as part of the town’s municipal grant application. 4. Ramona Texidor, Summer Renaissance Project Supervisor and Ivonne Serapio. Sullivan Renaissance Intern maintain spaces in Liberty and Swan Lake. 5. Over 60 hanging baskets lining downtown streets were donated by a Liberty businessman.

5

Enhancing Code Enforcement A major focus of this new grant program is providing resources to improve code enforcement. Bethel and Monticello both hired additional office support staff in their building departments, while Thompson focused its efforts on graffiti removal. Derelict structures in Bethel and White Sulphur Springs have been removed, and Monticello has initiated enforcement actions to remove three highly visible partially collapsed buildings. Monticello also created an inventory of blighted structures with a mobile app called “Loveland” that has been used in major cities such as Detroit. In the Town of Fallsburg, in addition to stepping up code enforcement, letters were sent to the seasonal businesses, which resulted in several of them voluntarily making improvements to their buildings.

This building in the Town of Thompson was covered in graffiti that was highly visible from Route 17. The graffiti was removed through a partnership between the town and property owner designed to avoid an enforcement action.

Beautifying Gateways Each of the grantees focused on beautifying gateways and major travel corridors in some way. The Village and Town of Liberty re-landscaped the two traffic circles that serve as key gateways, while Fallsburg installed new signage and plantings at five different locations throughout the town. Monticello recently commenced work on a massive project that will add new sidewalks, drainage and landscaping along the Jefferson Street gateway into the village, and plans to install four new welcome signs. The Bethel Local Development Corporation targeted several businesses located along the Route 17B corridor for signage and landscaping improvements, and Thompson is targeting its efforts along the Route 42 corridor.

Liberty Supervisor Charlie Barbuti participated in planting hundreds of begonias in the traffic circle. 3. Construction recently began on a half-million dollar upgrade to the Jefferson Street gateway in Monticello, which will include new sidewalks, drainage and landscaping.

Encouraging Healthy Communities A focus on building healthy communities in Sullivan County was also incorporated into the Municipal Partnership Program. Existing trails in South Fallsburg, Liberty, Parksville and at the Town of Thompson Park were enhanced, and new trails were constructed on municipally owned property in Monticello and Bethel. The Town of Bethel also revived the farmers’ market in Kauneonga Lake, formed a Healthy Community Task Force, and expanded the community garden at the town park and summer camp.

ew landscaping projects at a single location receive Garden Grants. This category is a good place for new groups to begin, and for simple projects in small communities to start their beatification efforts. Examples include new welcome signs and sign replacements, small public gardens and parks or building landscaping.

Sullivan Arc Cimarron Road Landscaping Monticello SullivanARC is a notfor-profit that supplies support to people with developmental disabilities. In 2014 they moved their administrative offices and day program. The new building had overgrown, tired and diseased plants and needed a landscaping face-lift. Both the front and back entrances were updated to include bright flowers and an outdoor seating area for employees. A new cheery entrance to their workplace brings a smile to the faces of the people they support and their staff.

The employee seating area at SullivanARC in Monticello needed a landscaping facelift. With the addition of these colorful plants, both employees and the people they support are greeted every day by this cheery scene.

Indian Lake Homes New Sign and Garden Swan Lake Route 55 has many lovely lake communities along its corridor. Many have been there for decades. Indian Lake Homes is one of the beautiful hidden treasures. Lake Barnaby was its prior name and it was a summer camp for children. It continues to be a special place, year round, for many residents. The entrance sign needed replacement and we later learned that the garden that has been created around it was once the location of the tennis courts. The residents have all pitched in and have painted a rain barrel that holds water for the new entrance sign garden. They have their young children (age 6) watering and now niche gardens and hanging baskets are appearing!

Community

What If We Built Our Communities Around Places?

P

lacemaking is a hands-on approach for improving communities that engages people to collectively reimagine and reinvent public spaces as the heart of their community. It capitalizes on a community’s assets, inspiration, and potential; and results in the creation of public spaces that contribute to a sense of place, health, well-being.and in many cases the local economy. Over the years, Sullivan Renaissance volunteers have engaged in a form of placemaking that is empowering them to “reimagine” and transform their communities on many levels - from the branding that comes with a welcome sign or signature event, to creating parks, turning alleys into pedestrian linkages and revitalizing main streets. Behind these projects is an army of volunteers who believe in their communities; appreciate them, and want to share all that they have to offer. The Sullivan Renaissance beautification program provides grants and resources to support the vision of these volunteers. Grants range based on the scope and size of the project. Community Grants are typically complex with multiple elements. Examples include large public gardens, community park projects, streetscape enhancements, or beautification at more than one location throughout a community. The following is a snapshot of some of this year’s participants.

1

“Around the World in Jeffersonville” Jeffersonville JEMS, Jeffersonville Jeffersonville (JEMS) has been active in Sullivan Renaissance since the very beginning. From the Backyard Park to the Main Street Stage, Jeffersonville’s businesses and residents have come together this year to produce a multi-cultural summer display. The ambitious “Around the World in Jeffersonville” project explores the town’s cultural heritage. Newly painted planters and world flags are the backdrop for businesses participating in monthly events that include food from Turkey, Italy, Brazil and China. Residents can enjoy the gardens and hanging baskets at the Gazebo or Haskell Park, or the tranquility of the Backyard Park. The work of the JEMS and community volunteers beautifies Main Street with an international twist.

The sign for the Main Street Stage with two new planter boxes and a built in bench offers a place to sit and relax. 3. Sullivan Renaissance Intern Megan Robisch, Barbara Yewchuck, and George and Lisa Rose. 4. "Around the World in Jeffersonville" is a four event cultural celebration of countries from around the world. Highlighted countries are Turkey (June 18th), Italy (July 16th), Brazil (August 20th and China (September 16th).

“Taking Art to the Street” Liberty Central School, Liberty “Taking Art to the Street” is a project of the Liberty Central School District in partnership with the Liberty Chamber of Commerce and the Liberty Networking Group. This art inspired revitalization has connected the community and visitors, using Public Art as a vehicle, to enhance and enliven the heart of downtown Liberty. High School art instructor Kathleen Johansen, worked with Liberty students K-12 grade to engage them as artists and art appreciators. The banners were created by 12 Liberty High School art students who were selected by a blue ribbon panel of community volunteers. The art work appears back to back on metal banners installed on the lamp posts along Main Street near Chestnut Street. Students also served as tour guides during the unveiling of the exhibit. In addition, a mural has been installed on the outside wall of Liberty High School with two large containers of plants flanking the art. The planters will have large tropical houseplants in them and will be brought inside for the winter, cared for by the students and their pots will be replanted in spring to enhance the outside entrance once again!

“Town Park and Lost Farm”

1. Several islands of native trees were planted to provide shade for the future at the Neversink Town Park. 2. Volunteers planted 5,000 wildflower plugs. 3. Islands of shrubs will add visual appeal to the parking lot.

Neversink Renaissance, Neversink Neversink Renaissance has been in the Sullivan Renaissance program since the beginning. This year they accomplished three large projects, which involved over 200 volunteers.. The new Neversink Town Park includes a Little League complex that replaces the one flooded out several years ago. In one day, volunteers planted 5,000 native wildflower plants in 13 retention ponds. Blooming Green Landscaping, Forest Darder of Darder Stone Works and the Coombe and Gorman families volunteered their equipment and helped plant 30 shade trees and dozens of shrubs around the complex. The Time and the Valleys Museum “Lost Farm” is the recreation of an early 1930’s setting with a barn that local carpenters created with repurposed hemlock posts and beams. There are paths that bring visitors to a blacksmith’s shop, a landscaped farm house and a wildflower meadow. The project provides a replica of what was lost when the Neversink Reservoir was developed. As part of a Girl Scout Gold Award Elizabeth Hannold coordinated her troop to plant flowers at the new Transfer Station. Neversink also continues its tradition of 195 hanging baskets along Route 55 and other main roads. New wooden entrance signs were carved by local artist Brian Harnett. New flower boxes were installed and planted at the sign bases.

Maintenance St. Peter’s Church Monticello Volunteers from St. Peter’s Church care for a number of gardens around the church and at the Parish Center in Monticello. A significant part of this year’s maintenance grant was the removal and replacement of the crumbling stone wall at the front of the church. St. Peter’s Church applied for and received capital improvements funding for the repair of the wall, which represents a significant aesthetic improvement on Broadway in Monticello. Two of the church’s neigbors, the United Methodist Church of Monticello and St. John’s Episcopal Church are also participants in this year’s Maintencance Support Program. At right is the newly restored wall and garden on Broadway at the entrance to St. Peter’s.

Swan Lake Renaissance A participant in the Sullivan Renaissance program since 2006, Swan Lake Renaissance cares for a multitude of gardens and planters at every corner in Swan Lake. To help with maintenance, Swan Lake Renaissance applied for and received capital improvement funding for the purchase of 15 H2O Labor Saver baskets, which require less watering than traditional baskets. The group held its largest clean up to date on Saturday, May 14 and several community members, including members of the Sullivan Renaissance Volunteer Corps adopted gardens -personally ensuring that they are cared for and look beautiful through the season. Swan Lake Renaissance also welcomes a group of gardeners from SullivanArc to hone their skills on a weekly basis, creating connections between community members and fostering a greater sense of place.

Growing a Generation of C Engaged Youth urrently in its 11th year, the Sullivan Renaissance Internship and Youth Development Program offers By Kane Sauchuk young people a paid position that Summer Marketing Assistant focuses on community engagement, career exploration and leadership skills. Interns spend much of the summer weeding, watering, and deadheading in parks, gardens and along main streets throughout Sullivan County. Once a week they come in from the field to meet with businesses, community leaders, and innovators of Sullivan County. The program is designed to engage interns and demonstrate that they are part of a larger change happening in Sullivan County. It is designed to provide the tools and opportunity to make a positive difference. Nathaniel DePaul As a nine year renaissance volunteer, Sullivan Renaissance scholarship recipient, and former intern I understand the incredible opportunities the program provides. My time with the program challenged my perceptions of my hometown. As I worked with my neighbors to restore a century old fountain, and build a lakeside park, I saw the power of communities to change from within. I understood that we are all stewards of our own towns, and that the power to make a positive change starts with one individual and sometimes just one bulb. Jane Hyman A community in bloom is planted one flower at a time. I’m thrilled to have the opportunity to highlight some of the young voices currently involved in our programs. Many of these interns have been involved with Sullivan Renaissance for two or even three years. I asked them to share their favorite memories, the most challenging part of their work, and what they’d say to someone who’s thinking about getting involved. Sullivan Renaissance is proud to present the thoughts of these young leaders. Ember Cemelli

AUGUST, 2016

Nathaniel DePaul “People who wish to make a positive change have to be committed and passionate about their community. When Renaissance first came here we had only about five active volunteers. Now we have ten regular volunteers in addition to the intern.” Ivonne Serapio “One person can make a positive impact. If you start with an idea, and you have the passion and the drive, that one person is able to carry a whole community on their back.” Jane Hyman “To transform something, to make it more beautiful, and then to be able to drive by or walk by and just think to yourself “I did that, I made that look as good as it looks.” I’d recommend this position to everyone.”

Adam Wilcox “Becoming involved with Sullivan Renaissance is a great experience and great opportunity to get involved with Sullivan County and your community.” Ember Cemelli “You feel good about it because it’s more than just planting flowers, its inviting people into your town, into your home.” Gillian Williams “There are so many committed people in Sullivan County who want to better their community and I was able to meet a lot of them through Renaissance.”
