Local market sees ups, downs By JOHN SCHAFFNER Publisher The local housing market is displaying signs of regaining its footing following the economic downturn suffered here the past four years. Home sales improved significantly in the Firelands area, which includes Ottawa, Erie and Huron counties. Unit sales increased by 13.1 percent in 2011 compared to the first three months of 2010. However,

the average per home price fell by nearly $7,500 during the same period. Combining those numbers and the total dollar volume of homes sold, the Firelands area increased 5 percent. Sales may be accelerating the closer we get to spring and summer. For March alone, the unit sales number increased 20.2 percent locally and the average sale price dropped by only 3.1 percent. Combine those numbers

and you show a healthy increase of 16.4 percent in dollar volume in March 2011 compared to the same period last year. Of the 19 Multiple Listing Service areas surveyed in Ohio, the Firelands area was one of only four to show increases from March 2010 and one of only five MLS areas in Ohio to show an increase in dollar volume for the entire first quarter. “It’s been quite an interest-

ing marketplace for the past few years ... as we began to experience a significant slowdown in sales activity in late 2007 that accelerated during the Great Recession beginning in 2008,” said Meg Hudson, president of the Ohio Association of Realtors. “The fact that our sales have held relatively steady this year in comparison to activity levels when the $6,500 tax credit was in full effect is a real positive and clear indica-

Learning ways to save

Tips for saving • Keep your coupons in the car. Once you’re done clipping for the week, throw them in the trunk. That way even if you forget to bring them into the store, you don’t have far to go. • Stack manufacturers’ coupons with store sales, coupons and rewards for the most savings.

Joe Daugirdas offers tips, tricks to cut the cost of almost anything By ANGIE ADAIR ZAM Editor More than 20 people gathered at Ida Rupp Library last week to learn how to save. Joe Daugirdas, aka Joe “The Coupon Guy,” was on hand to share his years of price-slashing experience and challenged the guests to take a look at their spending and see what changes after hearing his suggestions. He started by showing off some his more impressive grocery receipts — 92, 98, even 100 percent off. Daugirdas said in one year alone, he saved $4,500 in coupons and $3,000 in rebates. That kind of savings has allowed the husband and full-time information technology manager to travel and, just recently, to donate 370 pounds to a Cleveland food bank.

• If the UPC code on a manufacturers’ coupon starts with 5, it will double; if it starts with 9, it will not (depending on store policy). • Store coupon policies change often. Keep up on the latest for the most effective planning. • Generic or store brand is not always cheaper. Do the math. • Have the kids help. Getting the kids involved teaches them about the value of hard work. Sharing the savings keeps them motivated.

tion of the desire among many throughout the Buckeye State of attaining home ownership.” More good news comes from Donna Schoonmaker, a Realtor with Howard Hanna who is also President of the Firelands Area Board of Realtors. “April sales have been brisk over all the Firelands counties. Summer homes have also been very active, despite the weather. We look for high activity to continue.”

He said his decision to buy something hinges on a few key questions: Is it at least half off? Do I have a coupon? With a combination of techniques, he saves on groceries vacations and at least 90 percent on toiletries. “Whatever works for you,” Daugirdas said. “You don’t have to go as crazy as I am.” Daugirdas said he clips every coupon he sees and keeps the massive collection organized by category. Then, he goes through the circulars for his favorite stores, checks out those stores rewards opportunities and matches up with his coupons, all in two or three hours a week. Mayor Debbie Tester and Superintendent Patrick Adkins were recently notified by the Ohio Department of Transportation (ODOT) that their joint appliInside cation for funding for the preparaBuilding contracts tion of a School awarded for Travel Plan for the Port Clinton Bataan MemoMiddle School rial Elementary PAGE 5B school site as well as the new Port Clinton Middle School site has been approved for funding. The application was submitted in the fall of 2010. The School Travel Plan will analyze the infrastructure available to students who live within a 1-mile and 2-mile radius of the school sites. Deficiencies that are identified in the School Travel Plan can then be corrected through infrastructure grant application under the Safe Routes to School grant program funded by ODOT. Port Clinton and the City Schools have selected DGL Consulting Engineers from Maumee to prepare the School Travel Plan. A total of eight consultants were considered. The total cost associated with the plan preparation is $12,000 that will be divided equally by the city and the schools. ODOT will provide $2,000 toward the cost of the plan as well as an engineering consultant who will provide expertise in resolving the infrastructure issues. The School Travel Plan must be completed by mid-summer and approved by ODOT if an application for infrastructure improvements such as sidewalks is to be submitted in the fall of 2011. According to Adkins, the timing of this award could not have come at a better time as the school system begins construction activities on two new school buildings.

As a citizen of Ottawa County, I could not be more proud of our county Sheriff ’s Department, the honorable Sheriff Bratton, and our local law enforcement departments. If you take a minute to reflect on the horrible, unimaginable tragedies we have encountered in our county even within the past year, and what these brave and noble officers have had to witness and process, and attempt to move on from, it is amazing that they continue to do their jobs every day. We should all give every officer the utmost respect and appreciation because I know most of us could not deal with a fraction of what they do every day; let alone some of the horrific crimes and accidents that have happened lately. Just try to remember that if you need help, or your family needs help, these are the men and women who will race to your aid no matter how difficult or dangerous it might be for them. Some of you have an issue with authority and want to give these officers a hard time. You need to let that go and turn that attitude into respect because these folks are taking a beating every day they walk out of their house trying to do the best they can do to protect and serve YOU. I appreciate them so much for the all they do and I really hope you do too. Debbie Paul, Oak Harbor

AROUND OTTAWA COUNTY

Murray’s Town Hall meeting to focus on state budget impact State Rep. Dennis Murray (D-Sandusky) will host a Town Hall Meeting at the Port Clinton City Hall, City Council Chambers, at 6:30 p.m. Monday, May 2. Murray continues his effort to hear the concerns and perspectives of the people he represents while focusing attention on local issues. The Governor’s proposed budget would cut more than 50 percent of state support to local governments, including Erie and Ottawa counties, municipalities and townships. Ottawa County governments (excluding schools and libraries) will receive approximately $1.8 million from the state’s local government fund this year under the last state budget. Under Gov. Kasich’s proposal, that will drop to about $1.3 million in 2012 and will be reduced to under $750,000 in 2013. These cuts are in addition to other cuts in the form of reduced tangible personal property and utility tax reimbursement. The County’s Jobs & Family Services Department will also see other funding eliminated for services that are still required, further compounding the problem. “Local government leaders are consistently telling me that over the last several years they have cut all of the excess from their budgets, they have done all they can to increase efficiency,” said Murray. “The deep cuts that will result from this budget will make our communities less safe and make it harder for Ohio to attract both

Town Hall Meeting 6:30 p.m. Monday, May 2, in City Council Chambers, Port Clinton City Hall people and businesses.” The Governor has called for deep cuts in funding for local schools. The Port Clinton City School District, for example, will see about $1.8 million less state money in 2012 compared to 2011 and over $1.9 million less in 2013 compared to 2011. The total biennial loss to public schools in Ottawa County under Governor Kasich’s proposal is over $10 million. “Public schools officials are dismayed that the Governor has been saying that he has proposed to increase funding for schools when they will in fact be taking drastic cuts,” said Murray. “We will lose the progress we have made in making Ohio school funding more constitutional and will increase reliance on local property taxes at a time when I am not convinced people can afford and will support such increases.” Ottawa County Commissioner Jim Sass, Port Clinton City Auditor Larry Hartlaub and Port Clinton City Schools Treasurer Jeff Dornbusch will be Murray’s guests to discuss the direct impact of the State’s budget on the county, city and schools.

Catawba Island Club will once again be the host site for this annual run and walk fundraiser for Ottawa County Habitat for Humanity. This event is of course open to the public and any runners or just casual walkers will get to enjoy the beautiful scenic course, which is highlighted by the rolling Cliff road lakefront views. The race committee of Jim Wildman, Holly Geary, Michael and Ginger Schenk, Tyson Smith and David Kruse are now veterans at making sure this event goes off without a hitch. Even with last year’s storm warnings, Tyson Smith of the CIC Fitness Center kept his cool and we still had over 200 Over the past 16 years this event has raised more than $270,000 and the goal this year is to

raise $22,000 in order to help a local family move into a house. Ottawa County Habitat has helped raise 42 roofs between local needs and helping others across the country. The event features a 5-mile run option, 3-mile run option, 3-mile walk and a ½ mile kid’s fun run. The 5-mile run kicks off at 9 a.m. with the 3-mile to follow. The headquarters for this event is the CIC Fitness Center. For information on the run/walk, call 419-797-4424 or 419-797-0603 or register online at www.cicrunwalk. org. Applications are available at CIC, the Port Clinton Chamber office, National Bank of Oak Harbor and Mary’s Blossom. The committee is hoping to see more than 300 par-

ticipants this year and is still taking corporate or business sponsors for the shirts every runner and walker will receive. In addition each runnerwalker will receive a gift bag. This is a amily event with many mom’s pushing strollers and holding their children’s hands across the finish line. At the end of the race there is steel drum music by the Calypso Gypsies who have played for this event for more than 12 years now, cookies, fresh fruit, pasta and cold beverages. The awards ceremony is always fun and spirited. “Bring the whole family as it is a great day to get outside and enjoy the blessings of our area and help a local family achieve their dream,” said CIC General Manager Michael Schenk.

Ash Tree Removal program extended Assistance to remove ash trees from private property just got a little easier with the extension and expansion of the removal program funded by the Ohio Department of Natural Resources, Division of Forestry, and operated by WSOS Community Action Commission. Widespread infestation of the ash borer has left many homeowners in Northwest Ohio, facing unexpected and cost-prohibitive expenses of dead ash tree removal. This program can assist these homeowners. The Western Lake Erie Basin Residential Ash Tree Removal Program, provided through the efforts of U.S. Rep. Marcy Kaptur, D-Toledo, will assist in the removal of up to two trees per property owner who has property in Lucas, Wood, Sandusky, Ottawa, or Seneca counties. Applications are due on or before June 3 and are available at any public library; all township, village and city offices; county offices of the Soil and Water Conservation Districts; and the Ohio State University Extension Offices. They are also online at the WSOS and Sandusky River Watershed Coalition websites. The program requires that households with incomes less than 300 percent of the federal poverty guideline must provide 35 percent of the cost of the tree removal. Those households over the 300 percent poverty guideline must pay 50 percent of the cost of the tree removal. The income guideline means that annual incomes must be no more than $32,670 for a single-person household and up to $89,970 for a six-person household. Residents will be asked to provide proof of income. The homeowner may choose to pay the 35 or 50 percent in cash match by paying tree removal only or a combination of stump grinding and tree removal. In addition, the tree must be an ash tree and must pose a threat to a structure or play area. International Society of Certified Arborist will be used for tree removals. Applications and information are available by calling Cindy Brookes at 419-334-5016 or by visiting twww. wsos.org or www.sanduskyriver.org.

Last week, I got some interesting phone calls about an item in this column. It appears I was speaking of the Sweetheart Swing dance at Immaculate Conception Church. I stated that they were “hosing” the dance. I meant to say “hosting,” but I dropped out the “t.” One call asked if they would be “hosing” with holy water. I don’t make a lot of mistakes, but when I do, they are whoppers! The dance is this Saturday by the way, at the Knights of Columbus Hall in Port Clinton.

To reinforce the team concept, all recruits are trained in preventing sexual harassment, drug and alcohol awareness, civil rights training, and the basics of the work-life balance. HEALTH & WELLNESS

The Beacon

Grief can be a long road BY NICKI SHERMAN Family Counselor Co-Pilot Counseling, Oak Harbor Tragedy, it seems to have hit our little northwest Ohio communities frequently in the past 18 months: teenagers, at their prime, needlessly lost on roadways and whole families falling victim to violence. How can we make sense of these things? When will it end? How will we go on without those lost? There are no easy answers, but there are predictable emotions that, when understood, provides a roadmap to the difficult path we travel. Disbelief comes first. Shock fills our minds and we can’t quite comprehend what is happening. We wake up after fitful sleep expecting to be with our loved one again. We walk through funeral arrangements “lost in a daze” or “as if in a dream.” It is a time when family and friends come around us, we have many decisions to make, and the busyness of this time enables us to somehow pretend it’s not really happening. Bartering is hard to explain, but occurs as we try to fix or change the situation. In our mind we go around and around about what we should have done, or not done, that would make this go away. We hope that at any time we will wake up from this nightmare. We beg for one more day. Sadness is obvious. The flow of people through our home slows down and we are left alone. Alone to think, alone to cry, alone to contemplate the unimaginable:

life without our beloved son, daughter, father or friend. Once the tears come it may feel like they will never stop. Anger is an emotion that can be surprising. Not normally an angry person now is filled with rage. The focus of the rage is varied: sometimes the person closest to us feels our wrath, or the perpetrator of the crime, the driver of the other car, ourselves for not being there or even the person gone. The variety of emotions may be predictable, but their order, intensity and duration are not. Like clothes in a washing machine these emotions are jumbled and tumbled around. Never quite sure which emotion will surface each day, each hour, and, in the beginning, each moment. It almost feels like you’re going crazy, but trust me, you’re not. As a family we may grieve differently. My grief today may be anger while yours is still disbelief. You don’t want to acknowledge the loss while I am ranting and raging. I don’t understand how you can be so emotionless about it all. Grief can drive a wedge between family members that can take root. We have to be careful it does not. Sometimes friends don’t know what to say to such raw heartache so we avoid the subject and speak of the weather or ball games. However, most of those grieving like to hear stories of their loved one, things remembered or missed about them. It helps them to know that their loved one is not forgotten. It helps them remember the good times when it seems time will never be good again.

Second marriages: estate planning required People are living longer today. Many are remarrying to fully enjoy the second half of their lives. This being said, many estate problems can occur when no estate planning is completed prior to or after the marriage. The purpose of this article is not to give all of the solutions but to alert you to the potential unintended consequences after the death of one of the spouses of a second marriage. You may even disinherit your children without knowing that it could happen. There are several second marriage categories: • Each spouse has children. • Each spouse has children and they have a natural child between them. • One spouse has children and the other spouse has none. • Neither spouse has children. Each of these situations requires special planning to insure that the right beneficiaries receive the correct family property. Most couples take it for granted that their children or family will receive their property upon the death of themselves or after the death of the second spouse.

Prenuptial agreement See the lawyer before the minister. A prenuptial agreement can often save the children of each family a lot of grief. First of all, it is contract that has to be entered into before the marriage ceremony. Its validity depends on full disclosure. It is best that each party have an attorney to advise and verify the contents of the agreement. It is imperative that each person discloses in detail all of his or her assets. If this is not done, then the survivor can possibly prove that the assets of the deceased were not disclosed and break the agreement. This is most often initiated by the children of the surviving spouse. They discover what the deceased spouse owned and that it could belong to their parent and eventually to themselves. It is important to understand that a prenuptial agreement will do nothing to protect the assets of a spouse if the other person enters a nursing home.

No written agreement Most couples had a handshake and a kiss and promised to see that the other’s children would get everything that belongs to them. They are probably telling the truth but they have no idea of the results that can occur without planning. The following is a partial list of assets that could go to someone other then where the deceased intended: • Joint and survivorship account, transfer on death accounts — The titling of accounts is crucial to proper planning. These accounts will go as set forth on the signature card. Many times an account created for the convenience of the spouse or the child will be transferred automatically to the other spouse or child of the deceased. Large accounts can end in the wrong hands with the check of the box on the signature card. • Life insurance — It is imperative to know who is the named beneficiary. If the beneficiary designation is not updated, the wrong person may receive the funds. Life insurance is a great planning tool but if neglected, the pay out can surprise everyone. • IRA, 401K’S and other like accounts — These accounts all have designated beneficiaries. Many individuals forget to update or make an informed decision as to who is second in line if the first designated beneficiary should predecease the owner. This type of account is also a great tool in planning but one must know who will inherit. • Real estate — Improper titling of real estate can have disastrous consequences. People think their real estate is titled one way only to find out it not. Remember that a property titled as joint and survivorship will go to the survivor. Real estate passing under a will can be subject to the probate statutory rights of the new surviving spouse. The children may be forced to buy back their parent’s property or lose the family homestead forever. • Motor vehicles — A simple asset such as an automobile can go to the wrong person. A man had a 1929 Ford that was supposed to go to his son. He didn’t provide for that in writing. At his death, the surviving spouse is allowed by law two motor vehicles automatically. Of course the son of the second wife convinced her that that

BUSINESS n REAL ESTATE

Oak Harbor’s Happy Hour Inn under new ownership Larry Adams, 60, officially retired after 32 years, from Frito Lay on April 2, 2011 in Fremont. Prior to retiring, he often bounced around the idea of owning a business that he could share with his children, Michael and Michelle. That’s when he came across the Happy Hour Inn for sale in the real estate section. The timing was perfect,” said Adams. “This is something I always wanted to do, is to run a family business and get to spend time with my kids while doing so.”

The Ohio State fan said he plans to keep the Buckeye theme and plans to focus on a broader menu. For lunch, Adams said he would like to offer $5 specials with free delivery within the village limits. Pizza delivery is available 5 to 10 p.m. Tuesday through Sunday for a $2 charge. Eventually, Adams said he’d like to add dinner specials. The Saturday tradition of “Breakfast with Harvey” will continue as well as entertainment by Hank Fox. Currently the business employs seven people.

“I plan on doing as much business within the local community as possible,” Adams said. The bar’s entertainment schedule is on Facebook at Happy Hour Inn and the Adams family is currently putting together a website. Adams resides in Fremont and Michael and Michelle plan to move to Oak Harbor. “I am having the most fun I have ever had and look forward to being a part of this great community,” Adams said. For information about Happy Hour, call 419-898-9911.

National Bank of Oak Harbor Kathryn Priesman joins funeral staff announces name change The annual meeting of shareholders of Indebancorp was held Tuesday, April 19, in the boardroom of the bank’s main office in Oak Harbor. Charles E. Hablitzel, chairman of the bank’s Board of Directors announced that the wholly owned subsidiary of Indebancorp, The National Bank of Oak Harbor is officially changing its name to National Bank of Ohio. “We feel our new name is more geographically representative of the markets we serve and allows us to offer community banking beyond our Oak Harbor roots,” said Hablitzel. “As for how this change will affect our customer…it will be business as usual. Financial Focus

Consider these ‘tax smart’ investment moves April 18 was the deadline for filing your individual tax return. But that wasn’t the only event that occurred this tax season. Although you might not have been aware of it, Tax Freedom Day fell on April 12. Tax Freedom Day, calculated annually by the Tax Foundation, is the day on which Americans have earned enough money to pay this year’s federal, state and local taxes. Of course, Tax Freedom Day is something of a fiction, because most people pay their taxes throughout the year, via their paychecks. Furthermore, when you pay taxes, you help fund public education, the police, the fire department, highways, college scholarships and many other important elements of society. Nonetheless, you may want to use the concept of Tax Freedom Day to look for ways to reduce the taxes associated with your investments.

Here are a few suggestions: • Fully fund your IRA. For 2011, you generally can contribute up to $5,000 to a traditional or Roth IRA, or $6,000 if you’re 50 or older. When you invest in a traditional IRA, your contributions may be tax deductible, depending on your income level, and your earnings can grow on a tax-deferred basis. With a Roth IRA, your contributions are not deductible, but your earnings can grow tax free, provided you’ve had your account at least five years and you don’t start taking withdrawals until you’re 59-1/2. • Increase your 401(k) contributions. When you contribute to a 401(k), you can receive two main types of tax benefits. First, you typically put in pre-tax dollars to your 401(k), so the more you contribute, the lower your taxable income. And second, your earnings can grow on a tax-deferred basis. For 2011, you generally can contribute up to $16,500 to your 401(k), or $22,000 if you’re 50 or over. (The same contribution limits apply to 457(b) plans, for state or local

government employees, or 403(b) plans, for employees of schools or other taxexempt organizations.) So, whenever your salary goes up, you many want to consider boosting your contributions to your 401(k) or other employer-sponsored retirement plan. • Invest in a 529 plan. If you have children or grandchildren whom you’d like to help through college, you may want to invest in a 529 plan. Your earnings grow tax-free, provided they are used for qualified higher education expenses, and your contributions may be deductible from your state taxes, depending on your state of residence and the plan in which you choose to participate. • Be a “buy-and-hold” investor. By holding investments at least one year before selling them, gains on your investment will generally be taxed at a rate of 15 percent. If you sell an appreciated investment you’ve held less than one year, the tax rate will be the same as your individual tax rate, which could be as high as 35 percent. • Look for dividends. You can potentially increase your cash flow by purchasing investments that pay dividends. For 2011 and 2012, individual investors also benefit from a maximum tax rate of 15 percent on qualified dividends. If you don’t need the extra cash, you can reinvest the dividends and increase your ownership shares — which is a key to building wealth. (Keep in mind, though, that companies can decrease or eliminate dividends at any time.) As mentioned above, Tax Freedom Day is more of an idea than a reality. But by following these tax-smart investment tips, you can potentially gain some benefits for years to come. nnn

Building contracts awarded for new PCMS At the Monday, April 25, Port Clinton City School Board of Education meeting bids were awarded for the new Port Clinton Middle School. The Board established the criteria for local contractor participation earlier in the bid process: “Contractors from Ottawa, Erie and Sandusky counties are consider local contractors” Based on that definition, two-thirds of the work on the project will be completed by local contractors. As a government entity, the district must accept the lowest, most responsible bid for each bid package. The approved contracts are as follows: • General Trades/Site Work — Telemon Construction from Sandusky, $8,185,000 • Roofing — Damschroder Roofing LLC from Fremont, $817,000 • Plumbing — Oakland Plumbing Co. from Ray Township, Mich., $873,113 • HVAC/Temperature Control — Warner Mechanical from Fremont, $2,369,444 • Electrical Work — A.T. PC schools taking applications for open enrollment Applications are now available for open enrollment for 2011-2012 at Port Clinton City Schools. The program allows children who live outside district boundaries to attend district schools. There is no cost to open enroll a student, the only requirement is that the student be transported to school or to one of the established bus stops. Open enrollment can be done in just two steps: • Complete the application — either apply online or send to the Port Clinton City School District, 431 Portage Drive, Port Clinton, OH 43452. The application can be found at www.pccsd.net under “Open Enrollment.” Apply online or download application. To request an application, call 419-732-2102, ext 221. • Meet May 26 deadline — applications must be received by that date to be reviewed. Families receive confirmation of open enrollment application by June 15. Port Clinton City School District boasts the highest rating of Excellent on the Ohio Graduation Test and offers 24 hours of college credit without leaving the PCHS campus. The district will also have state-of-the-art facilities in 2012.

Locals inducted into honor society Forty-eight Terra Community College students were inducted March 23 into the Alpha Mu Epsilon chapter of Phi Theta Kappa, a national two-year college honor society. Locals honored included Robert Bascone, of Port Clinton; Kellie Fowler, Michael Ontko and Lindsay Wagner, all of Oak Harbor; and Andrew Webb, of Marblehead. Dr. Jon Dunlap, assistant professor in mathematics at Terra, was the keynote speaker. Phi Theta Kappa recognizes and encourages scholarship among associate degree students who are invited to membership on the basis of scholarly achievement, leadership, citizenship, character and faculty recommendation. Nina Schyllander, assistant professor in mathematics at Terra, serves as the chapter’s advisor while Barbara Jackson, executive assistant to the president, is the co-advisor.

facilities project. Since local participation is the priority of the Board of Education, she will help the larger contractors awarded bids to find local contractors interested in sub-contracting on the project. Construction on the new Port Clinton Middle School will begin in May and open for the 2012-13 school year.

DECA fundraising under way for next year Next year’s Port Clinton DECA members are seeking sponsorship donations a little earlier than normal due in part to Mike Vollmer and Lacey LaBret who will be attending the DECA International Career Development Conference in Orlando, Fla., April 29-May 4. Mike and Lacey,

along with other DECA members, will be seeking donations from area businesses over the next few weeks and throughout the summer months. Sponsorship donations are needed to offset the costs associated with travel, registration fees and lodging at various competi-

tions and conferences throughout the year. In an effort to help encourage students to attend the DECA Summer Leadership Retreat July 15-18, DECA members will be able to use some of the sponsorship money raised to help defray their $180 fee for the Leadership

Camp. Sponsorship donations are available in three levels: Chief ($100), Redskin ($65) and Indian ($35) and are a tax deduction. Sponsors are recognized on the back of the DECA t-shirt and on sponsorship sign boards each year. Sponsorship forms

are available in the Board of Education Office, the High School Main Office and online at www. pccsd.net. If you like to be a sponsor or for any questions about the program, contact any DECA member or Mr. Hollister, DECA advisor, at 419-734-2147.
